here not here okay go to truth and Taxation presentation all right so this is the truth and Taxation part of the hearing so so basically we'll go through a quick uh overview of the 2025 budget and then uh the council will open it up for a hearing so um the purpose of this hearing is to enhan enhance participant in the property tax system to educate Property Owners residents businesses and other interested community members on how property taxes are determined to encourage transparency in the annual budget process to create an opportunity for property owners residents businesses and other interested community members to engage with City Council on the proposed budget and lbby uh this is a comparison between 2024 and 2025 so the general fund is going up a little bit the capital fund is going down Fire Relief Remains the Same our bond payment Remains the Same the adjusted tax levy difference from 2024 is $ 51,4 or an increase of 7.88% so this is where the 2025 is budget is being spent via Department obviously the majority of the budget is Wages at the city or at the uh public sector Administration police ambulance fire uh fire is mostly um equipment and mostly equipment uh maintenance is mostly streets wages uh Garbage Contract nursing home is a large part of that as well but that gets reimbursed on the revenue side of things so that that's basically a wash um just to note the utility bills are paid by uh separate Enterprise funds so that is not part of the uh uh budget those Enterprise budget are separately paid for by their own uh Enterprise fund so that's not out of their budget uh budget increases this year basically a inflation Consumer Price Index inflation has risen dramatically over the last year so it's simply costing us more money to provide services to Residents uh compensation study the council did do a compensation study wage study in 2024 so that's an increase increases in fees associated with departments there's a few uh increases of fees associated with some of our departments as far as accessing state and federal Partners um websites and fees that we are just have no we have to access those services and have no options to not access those services and then obviously continuing repairs with aging infrastructure uh these are just some of the some of the in in changes that were made obviously there's no election next year so there was a $4,000 decrease to that we made some changes to the mayor council P structure so that went down we have no change to the debt Levy and then you can see where those increases came from on the department increases the council also chose to use some spending down from the Inc or from the overage that we had last year in Le of raising some of the taxes uh capit funding that's being set aside this year we have to replace uh radios onto the new system that's coming up for the 800 MHz system for both the fire department and and police department um so that's being set aside Street repairs and seal coating um Rig replacement for the fire department Legion Field repairs ambulance rig replacement so the capital funding meet set aside for this year is $1 17,150 and that's what I have for presentation you can go ahead and open your public hearing we'll open the public hearing 635 just move on to the next here you can move on to the next Department report does anybody want to speak on that at this point otherwise we'll move on for right now I have a question on the on the budget um under police the uh Social Security you only have $400 it should be about $112,000 go par you you guys at the last meeting chose to migrate to the full-time so there's full-time police does not pay into Social Security really I thought everybody paid I did not know that it's a good question no full-time police does not pay into Social Security I thought they paid it I thought all government employees paid into both no full-time police does not pay social security was separate retirement I understand that now um that and again my the ambulance Revenue just kind of just raises a big red flag for me uh and that nursing home being offset we only pay $6,700 a month for that what is it ecpn or whatever it's called that's not going up any is it that goes up and down based on whatever the state pays so whatever whatever comes in goes out the same amount so yeah seems kind of stupid I I don't disagree with you but that's the only way that it can be account right we can if we don't pay it then they'll shut us down right yes that also based on beds they should be paying us to take it's based directly on the beds that we have okay I didn't know about that so yeah so basically we we pay it cut them an invoice they send us check that's all I had okay sorry you're fine all right um so we're doing resolutions uh you can didn't skip over both of them report all right ambulance department I don't believe s is here so I can go ahead and read the report to it looks like Jennifer is still autom medical leave we had participated in the pancake breakfast to raise money for her breast cancer no new crew and some are still working on getting signed off as students Sarah Don Jaden and Laura are all due for ref rushers in March would like to get approval so we can all work on getting it done do you need a motion for that um since it's not till March I think we can hold off until January we don't have a yeah yeah i' prefer to have okay says director with the end of the year coming I'm working on getting close to the date on training they need I also I'm also working on what we will be doing for training throughout the upcoming year as far as money coming from the state we should be hearing on that sometime this month once we have an idea of what we're getting I will look into options for what we need to purchase to keep our equipment up to date otherwise have a great holiday season and look forward to seeing everyone in 2025 that's Sarah move to accept the ambulance report I'll second all in favor all right fire your department I believe Mike I'll start first um normally we donate money not a big deal but this year kind of is so um as you know the cost of equipment to keep the fire department is not cheap that 10 grand per year doesn't even get fir fire hose um recognition of that fact um for over 30 years the fire department relief Association has been donating funds to the city of Richland uh from our charitable gambling activities uh We've also donate to other other other local groups most notably the school and some to the library um every fire appar that we now have has been purchased in part with our donations uh much of our equipment is purchased out right with this funding including the last $123,000 for our air packs and air bottles uh not to mention the grain rescue Trail and much of his contents uh as well as F2 across the street was purchased totally with those funds and uh since 2017 the relief Association has donated $550,000 which includes tonight's check that we are donated donating for $100,000 wow wow uh please accept this donation from your firefighters thank you we should have the mayor and maybe theer Pepsi smile no c one two thank you guys thank very much yeah that's nice wow with that being said on Department um few things we were looking for are washer junk back there after every fire you need to wash your GE if you don't wash your GE on the chemicals and everything be those burning building stay in your clothes and it's been proven to cause a lot of cancers and everything so with that being said um we had Adam wles look it up what we really need is a gear extractor it's a special washer made for Department NFPA standards everything says you need to have this washing we have it coming out of our general fund we the permission to buy that for I think it was like $7500 you approved to buy that you're you're talking about your gambling fund or your general fund our general fund like your checkbook cor check okay so that's not coming out of any of our our city funds that's coming out of their funds okay they're just asking for permission to do that right and here's a big one we're going to do is we're also looking at buying a new brush truck with all the medical stuff that we have in our truck now we don't have room for anybody to be in the truck and all our medical supplies so what we looking to do is buy a new brush truck take the brush truck that we have now make that into a more rescue rig that would be over an F2 behind the trailer so when we have grain bin or a ice rescue or something that truck's there ready to get hooked up to a trailer and go instead of coming over here getting this and driving across you know then hooking back up to the trailer where this is all hooked up ready to go but to get a brush truck we're looking at $200,000 that would come out of our donated funds to the city as well we were looking at maybe even doing a pumper new pumper or something someday but you're looking at a million dollars for your pumper our pumper is not really outdated everything that we have works great in it so we feel this would best fit our company or Department a lot of our stuff is you know grain fires and Medicals and lot of that stuff so I think [Music] um what are we sitting with that like around 319,000 is that right do that I we had yeah I think we're sitting right around 319,000 with capital for the donation warning that's what you gave me the other oh no yeah yep three should be something 217 and then with that 39 39,00 319,000 is about where they sitting that Capital funds for in their check or for capital for the fire department that's earmarked for the fire department okay so you want to take about twoth thirds of that then for that new brush that got to get bids I guess tonight what I what I would look for would be for the for the council to to say yes we'd like them to start looking and getting bids or you're looking or you're you're you would like to see that process started process not to necessarily approve the purchase of the truck but to say yep we're good with you looking to that's got to go up to like three we we'll have to What will what will basically have to happen is more than likely they'll have to start looking kind of try to find a truck that they kind of sort of like and then they'll get a bid spec and then we'll have to publish those bids in a paper and then any company that wants a bid on that truck will have to submit bids to the city we'll have to look at that that bid and then choose to decide to go with whatever you know they have to have so it's going to be it's not going to be like a overnight process it's gonna be a pretty significant process we talked to uh Dave from H and fire and he said if you bought that today it'd be a year till you get it till you get it so it's it's not an overnight process by any means you have a question old room oh yeah there's yeah the room that's what we're going to do is just back over there we have plenty of room we're going to back the trail up a little bit then we then the trailer then the truck will be the brush truck that we have now 5550 will be back right up to the hitch so all we got to do is Drop That hitch and then ready to go if we have need for the trailer but other than that it'll be unhooked so we can just take it for Medicals and then that new truck will sit over sit over here that's what we we're talking about putting the new truck over there but then you got guys getting gear here running across the street that isn't going to work either so keep all the fire apparatuses over here keep some of our rescue stuff over there well ultimately it's cutting down time to get out to the where you need to correct yeah correct okay so you need a motion yeah I guess you could do it in a in a single motion would be to allow them to purchase the washing machine and to look into purchasing the brush truck or look to get specs for a new brush truck I'll make a motion to start the process for the specs on the truck and the cost of getting a new washer here second all in favor thank you guys thank you and then you can 24-27 is accept resolution accepting donations whereas the city of New Richland in Minnesota is generally authorized to accept donations of real and personal property pursuant in Minnesota State Statute 4 65.3 for the benefit of its citizens and is specifically authorized to accept gifts and for the benefits of the city of Richland and its citizens pursuant to Minnesota statute 47117 um um and whereas the following persons that entities have offered to contribute the cash amount set forth below to the city is the city of nland fire department for the $100,000 um all such donations have been contributed do I need to sign this it just says that the donations will be used for fire department Capital purchase equipment oh yes I missed that part move to adop resolution 24-27 second in favor and the rest of the report is two medical calls what's the Minnesota fire fire training consist of is that what's that Minnesota fire training consist the training last month oh the the training that we did last month or what we did last month we uh got sacks Jack bus from sacks they came out we did uh confin space training on at Cario say Somebody went down like their boot pit last month when we had done the presentation over there oh that one what is on there eye copy sorry about that um but that is is um it's mandatory class got take in Minnesota to be a fireman more like kind of like a Geico for firemen so if somebody gets hurt or sick they come in they kind of step in and they have to pay your bills if you get cancer they really help you out it's pretty pretty cool course something they put on and bring into you guys yeah yeah it's a lot about you know some of the stuff we see there's resources out there for firemen and people some the stuff we see that right problems 2024 2006 calls versus 100 or 1,121 from last year um it's been quite the last couple months we've had two or three really big investigations happening um some cyber crimes um assaults and other things so we've been working really hard recently um scroll down we had annual taser and increment weather and low light Firearms qualification we do those every year to maintain our licensing for the year um I would like approval to move officer jant from part-time to full-time as um you guys approved that at the last meeting this would not only be a time saer but it would also be a money saver because hiring hire trying to find another officer and training them in would be like5 to $2,000 so asking for approval to move him from part-time to fulltime and then tires and actuator were replaced for 270 so that is all I have and the beginning date of the transfer say January 10th as on amend you want to close out the budget hearing first and adopt that resolution before you do that probably should okay all right so we're going to close out the resolution adopting the 2025 General funds is that yeah you need do any motion to close your first I would ask if any else wants to be heard first it's winter and no it's gonna have to wait until the spring is it safe to wait till that not going to no it's not it's not it's not as bad as she made it's needs to be addressed in it needs to be addressed in the last two years it has it's got it's it's it's gotten bad enough that from the I don't go out there very often but from the time that I went out there the last till the time that I went out there this just week or so ago I noticed the difference okay is it just tip over or is it going no if we waited four five six years it would eventually tap over but just lay on the ground is that well I'm sure the wires would hold it and it'll go over the the little ledge there but it just it needs to I'm guessing I'm guessing it either needs to be repaired or somebody needs to put some last year it's unraveling now on the South Side so we're g to have to do something with it I mean the field is not helping the dirt is you know this far up it so I don't know how to even attempt to eight pumps we have eight so we'd have we'd have seven pumps inspected and have a separate company come and inspect just so it's going to cost you more money than what it would cost to just have your normal people so the other bid that we had was that the company that would come and it and how much difference was that was like $2,000 you would pay that so I'm trying to so I sent her an email trying to get them to match the price of the other right but I haven't heard back yet I think you're going to hear on Wednesday okay going forward why can't we just have that company do them all and get rid of the pump so well we could but we'd have to wait and slowly slowly transition over to cranes for everything but then by that time then we'd probably have to transition so I think the what we've kind of learned is that we've stuck with those pumps we probably just be stck with pums each each pump place has their own certain pumps they use and they don't they don't work on each other's stuff they keep it separate they can makes sense so for what I I guess what I would like approval for is to we can't match the price of that other one I guess I would like approval to go off the other price do you have a figure the other B basically up to the on the other bid I don't think I have well just I guess if you just approve an extra up to $2,500 for B I'll make a motion to approve up was thinking we're in a threeyear contract but we're not because was reminded by the wonderful people that in order to lock into a three contract we have to pay money front so did we just do a onee scanning and document retention stuff so all every invoice that we get everything that we pay all the stuff that we do that all goes through there it's all searchable PDFs so that's a software that we have to have um I did talk to a few other places um I think next year we're going to maybe look to see if we can find something something different just because we haven't this is a three year no this is one but we haven't been I haven't been super happy with docuware um I did talk to Sarah Joe because we used to have square n or Global search we moved to this from them and so Sarah Joe before she left was using dyare and then when she went to Janesville they actually switched to Global search which is what we had before and they went to their new product and actually talked to her a little bit and she actually really likes that product and so I think cuz she's used both so when this is up cool we might I think we might migrate that does that mean we have to resan everything or will they automatically transfer as usually part of the pro usually part of the process they'll take your files and migrate them to the new system so because they're all digit yeah yeah but it's fairly easy to do that so I'm not saying that's what's going to happen for sure but that's what into because a lot of times they'll be able to offer more of a full contract so but I would like approval to to do the onee contract on that and it isn't it is in the buet for I'll make a motion to accept the 4338 and 15 it's only it's only it's only 4040 because we don't get tax 4040 from Metro Sales for the doood cloud contract all in favor flood mitigation strategy discussion uh um so I just wanted to just talk real quick the everything went fairly well at the community discussion um did talk with Joel Lewis a little bit there's some stuff that needs to be done on the study to work with I did talk to uh commissioner christofferson again a little bit um just wanted to verify they did set $30,000 aside for us to utilize for the project um they do believe that there is about $20,000 worth of work to do to um get this kind of buttered or buttoned up for that Grant um process I did talk to Joe Lewis um Joe said that they can actually write that grant for us and they've been ballparking and the eight batting about 8900 for Grant approval U so I did ask him today what that would cost uh he said that for them to write that Grant on our behalf would be about $1,500 and I did talk to Doug and Doug thought that that money could easily come out of that $30,000 the so if you guys are okay with that I would like approval to have Houston take care of that for us and that Grant is going to go to do we were talking that would be for that would be for for a grant for for us to get the money to pay Houston to finish up the study and finish up the study was basically talking about things we wanted to people in that room the other night yes so basically basically we try to pay 1,500 for them to basically do it for free you know try to get that money for the free or as little cost as possible for us do we have to have a decision of which routes we're going before write it they don't cost no I know that's why I'm asking so but if I but I think the grant closes here in January so I we do have time yeah but I need to tell him to start so I need approval I'll make a motion to do exactly what you said it's
