here and Esther rases and Mos can pres now we don't have the corro so okay all right so we don't have Forum at this time so we're going to have to adjourn this part of the meeting for now we will then meeting that being said we can move forward with the presentation and then the public comment won't once we do reach Quorum then we can continue with the other parts but at this time we will pass it over to Heather who's got a presentation for us he okay so we're gonna present from the summer Rising survey that we ran I could hear the echo to share screen no I'm working on it I'm working on it just give me a moment I was trying to be set up perfect okay so um we ran a survey um for just to get feedback from our families on their experiences with the summer programming um with the doe uh summerizing programming which included in our survey included I can go um to the next slide um the survey methods we used is we distributed the survey via email list uh various social media groups on Facebook WhatsApp and Twitter as well as um via some Google Groups and through Word of Mouth um through just our networks of folks that we know I also sent it out to people who specifically reached out to me with um needing help escalating issu isues from the summer as go um we had a total of 78 responses were received the survey began on July 31st in the early evening and then um I let it run and I just um took the responses as of when I logged in this morning which was like at 10 o' or so there were 78 responses that we received it's still open if folks want to still give feedback um but it won't be included in this stat of cation um so the survey covered several topics we covered busing and transportation related Services the am programming which is facilitated by the Department of Education and the PM afternoon programming which was facilitated by a community based organization um the survey was in English and in Spanish that helpful so the first um section is just about some the demographics and background of the people who responded um so we asked about their IEP type their settings school placement and grades um and the majority so we had 60% of the respondents had an 9 um and uh oh I did this graph so out of the 64 um there were 10 are in a 10-month program with 10- month services so that's just like they only get programming Services while they're in school then there are 12 mon programming 12 months of services so that's year round um and 10 month program with 12 months of services which is usually like ASD program so they they go to classro 10 months of the year and they get Services um 12 months uh what type of school setting um program setting is your student in um do I go back you know how go back yeah okay uh so the majority of our respondents are in a community Public School D in District 1 through 32 um followed by um District 75 this question they can answer multiple answers um so you could be in a community school end in ASD programs or English language learner um and then there were few from um state approved nonpublic schools and some from Charter Schools um and then we asked for grades majority of um folks that were serviced in um summer programming were in elementary school so kindergarten first through F and then a few middle schoolers and then so the we asked about related Services uh was your student mandated to receive services in the summer um so 49 um said yes and there were several who said no so you see the majority of folks were mandated to receive Services um where Services changed or reduced for the summer um so out of um and I wish this was percentages it's just the labels but um the large majority of their services were not changed but we did have a a portion of students who had their services reduced or changed for the summer um did your student receive all their services in full um and a lot of people just weren't sure um if their if their kids got their services in full um some said no and just a few more said that yes they did uh and then for folks who didn't go uh to didn't have their children enrolled in like a school-based program we asked if they were contacted to receive services at a hub school so this would be somebody who chose not to do any of the in in school summer programming but just wanted to only do Services um and we found that most people were not contacted and some were and attended um and then we had a few that were not able to attend um but they were contacted and most of it was because it just wasn't a convenient time for them to participate we also asked if you did go to a hub program if you were offered Metro cards because they were told everybody would be offered Metro cards um some folks said yes there were most um there were people who said no and um we had one respondent that said that they weren't able to take public transportation because it's just not an accessible Transportation so M parts were weren't going to be helpful um we asked if they completed a a a summer accommodation plan that's what sap stands for some recommendation plan um and most people weren't sure if their student had a some recommendation plan some said no um there were a few um I was happy to see that there's a pretty recent number that that responded Yes um that they did develop one and and it included their input which was nice um and some said they did get one but the student or the parents input wasn't wasn't um included so it was in a collaborative process uh we asked about at if your child has at on their I on their IP assistant technology they were offering a program to do a at Academy session in the summer um um and so we asked if people were able to do that most people didn't even know that this existed so there was a communication breakdown there but folks who did participate um reported a high rating they they um enjoyed the the academy sessions uh and I think the feedback we got was people couldn't couldn't do it the ones who who declined it was because it was during the hours it was like during work hours they weren't available um the maybe the location were very convenient um how would you rate the communication received about how your student would receive services this was across the board folks just felt the communication just wasn't there people didn't know when their kids were getting their services who was giving their services where they were going to get them when they were going to get them if they were getting them um there was very little communication with parents and most parents were were frustrated by that um and and that's what we kind of heard in a lot of the comments so um we got a lot of like just most of them was like there wasn't any communication there wasn't any idea what goals are being worked on um one commenter said that the the school lost their kids um AAC device um on the bus or the school nobody can find it um and they can't get a new one until you know school after school starts um and that's disappointing because that's probably how child communicates um there was a lot of um um delay in getting services so you don't get it the first couple of weeks um and so if you're only getting a few weeks of services and those Services have been reduced they're not like getting the services they really need um a lot of them just never have they just said this school never really contact with them so they don't even really know if their child is getting their services or not um so that's that's what the feedback was busing and transportation that's the next section we asked questions about um did your student have busing for the summer um more people said yes than no um did your students bus have a working air conditioner this the ccsa received some complaints from parents in the summer that their children's um busing didn't have air conditioning especially when we had those few weeks where the heat index was over 100 these kids are on the bus sometimes for an hour and a half two hours um you know babies babies die in a car when it's back you know so we were very concerned um most most of our respondents said they did have air conditioning some said they didn't know um and we had a few that said that sometimes they had it but sometimes they didn't wasn't consistent um and then we asked if folks used the app to track their bus their children's busing um uh we had responds who didn't even know that the app existed um most of the people stated that um it just wasn't working consistently um drivers weren't logged in so the rout wasn't on um it was offline um so they weren't able to really track their their student on the bus um but we had some parents that said that they did use it um we asked a few questions with a little bit more information about problems um that aren't in the the presentation but just over all did you have a problem with your students busing and how long did it take to get resolved the majority of problems there were only a few respondence to this one um that um it looked like it took over a week to get things done and there were a couple students where was never resolved uh but their students were still able to attend probably because their parents took them um did you use ride share for the PM pickup so as as folks know uh they didn't have busing at the 5 :30 uh p.m. pickup time uh you could only take the butts at 3: so if your child needed to stay until 5:30 it they had a ride share uh so most people didn't use the ride share some people didn't even know that the ride share existed uh there was one respondent who said that they just weren't able to figure out how to get it set up um and a couple people used it and I know a couple people use it consistently all summer because the busing wasn't probably um the bride share got it through rating for overall experience and then overall experience with busing I was kind of surprised by this had four four stars um for but I think we had a couple of parents who actually had a really good good summer with us which is which is good to hear actually what Guardians had to say um just it's the same stuff we hear all the time just the the time was off um the kids were late they the pickup times changed um that kind of stuff U but overall had good experience with the busing matrons and drivers um and then it just took a long time to resolve problems um I know the CCSC in the beginning of the summer um a lot of schools with the ASD program had kids routed at 3M but didn't have a thought in in the afternoon programming and they needed busing at noon and it took a little while to get back C for quite a few families um so we know that was going as well which happened last year too so um uh big complaints about not having air conditioning um and that the app was offline most of the time so then we asked about the doe programming this is the am portion of the of the summer Rising program and this was facilitated by the department of education staff usually at your child school or at a post school um what school setting we ask what school setting your child was in um from 6 to1 to1 all the way to general education setting and multilingual learning setting um and it appears that most students um parents felt that they were in placed in a general education setting for the summer um so it didn't always match what was on their their i7 uh what do you think was the main purpose of the classwork for the uh for the time that was spent in the in the academic program uh the majority of people had no clue what their kid was doing it was the largest one they just didn't they didn't know um there was ansers that was focused on fun less academics um generic kind of busy B focus on preparation for next year uh maybe more focus on do8 E goals like literacy and maybe not necessarily their their specific students goals um and and then there were a few respondents that said it was focused on their students needs um just to clarify for this question parents could uh answer multiple answers on this one as well uh we asked if their instruction ideally their core instruction was provided by a certified special education teacher um most people weren't sure um and most people are under the impression that Mo that their schooling their school time is being facilitated by general education teacher um and then we asked how uh they would rate the am academic programming and this just the star so this what what people had to say um essentially it's the same thing not a lot of um not a lot of communication um um kids kind of being bored not not focused on real academics um lack of communication no you know no Pro progress reports um not really knowing what the child was doing um that kind of thing there were some some people had really great things about program for the summer um just not able to figure out how to contact the school wasn't able to find out if they were giv me their services and that kind of stuff um overall staff was very nice and and engaging U for the most part but just not a lot of communication so that's that's what we we got and then we asked about the afternoon programming so the afternoon programming was mostly run by uh what was run by Community Based organizations um that were funded through the Department of Youth and Community Development and so we asked did you have access to my my schools to apply uh because to from arising State you had to have a my my school's account most people said yes um eight people said that they did um we asked if they applied for a um out of our response 31 said that yes and they received the seat um seven said they did not get a receipt or a seat um some said they did not apply at all and um there were a couple that said they couldn't figure out how to apply and then um for those that didn't get a seat we asked if they were placed on the weight list um and four people said yes and one said no and then we asked if they received um if they ever received the seat um and I apologize thisly this um but where they called in for the weight list in 100% which is kind of disappointing to hear because we read articles that went out in the news that stated that um that they were under enrolled in so many programs and and yet we have families who could get SE in SE uh and then we specifically asked for district 75 if they participated in the district 75 B programming um 20 out of our respondents 20 said yes and then we asked if those 20 if they inol for an evening seat or for a PM seat with the CBO um and only three of them said said yes and then we asked why they chose not to move um and uh out of the ones who answered those question three of those responses have something do busing or Transportation not available some are just really it would be a very long day large and chaotic environment with um team teachers or inexperienced teachers um or not teachers just team staff um one said it wasn't offered other said they didn't even know that their child was eligible to do that program um and then one was um just didn't want to have the kid have to be plused to different location cuz the district 75 programs didn't have any summer Rising program onest which is very frustrating to hear which means when they got out at 2:30 they had to be busted to a summarizing location to participate uh and so then we asked if the CBO if the help the CBO had sufficient training to support your student um 12 respondents said yes 11 said no and eight just weren't sure and then we asked what similar question but a little different if they felt like the CBO was prepared and had all the resources they needed to support their student 13 said yes nine said no and nine said unsure um and then we asked if the CBO attempted to implement more supports after need was identified um and four said yes six said no and eight said they sure and so we had a lot of there's a lot of really great information that came from parents um again a lot about communication more communication about scheduling just helping um some of our kids um transition into the program more more collaboration between the doe um and the afternoon staff so that there's like a warm handoff um consistent training um there were many many parents who said that um they they either chose not to send their child or they pull their child because they just didn't have their resources to support their kids um and you know we'll we'll we'll put this uh on our website so you can read read these um so yeah there was a lot of better Clarity um they just didn't have what my kid needed they couldn't handled on their behaviors um we asked if your student was able to participate for the entire summer um so and when I when we said that it was like not because they' went on vacation but because like were they able to participate for all the days they they want into n or they um and 23 said yes and eight said no and then we asked why not um transportation issues and lack of support um they were their child was asked to leave um they couldn't handle them because they noten trained they had to pick them up early because the activities weren't accommodating to kids who had disabilities um they didn't have this one they did not have a what to do as much and complained about all his behaviors um they didn't have confidence that the CBO um could support their child and they were dis so and especially because it's advertises being sucessful for all and did the CBO make all needed accommodations so you could participate in field trips or special activities 19 said yes said no um and then we asked what happened some they could attend the field trips but they they wouldn't have the accommodations for them and sensory accommodations um some only went one didn't just just didn't go to trips uh one said they just sat in the office of the of the classroom uh and those kind of things um there were I think there's a comment somewhere to you about they they just didn't go to field trips because like some of the programs I had more district5 kids just didn't do field trips because they didn't have the the supports they needed to to accommodate the kids so we asked about the afternoon programming with the CBO and this was the rating that came through 3.4 stars out of five um and a lot was about not having support um parents not understanding why they didn't get accepted because they were told if you have an IEP and you're in the morning program you would get a summer Rising spot in the afternoon um on the weight list but never F from the wait list um called and explain what they needed to the program and the programs like we don't have we don't have those supports of Comedy so they even their Tri because of it bu saying that kind of stuff yeah and one parent in all C their daughters always wanted this year they need the receipt um it should be inclusive and give an opportunity to to have our kids be involved in socialize every all the Improvement on training um so just a lot of the same kind of comments over and over about lack of training lack of communication were the biggest issues so then we just asked for the overall rating for the summer so we asked individually am rating and then we asked for a PM rating and separate and then we asked all rating and 3.6 for the summer and then we asked for um them to ask their student company starts they would give and their student gave a rating and we got three so about the same and then we had more comments from friends yeah so it it sounds like when programs did very well they did very very well and then programs that didn't do well did really not well um it was very um two ends of the the Spectrum um in the survey we asked for the CBO that were assigned um so we can do a little bit more analysis to see if there's some cbos that that did a better job than others um it just we always have to go through the survey responses a little in a little bit more detail but we wanted to present to you like just an over like umbrella of of what the most of the responses came back with so yeah so that's that's what we came back with thank you hether yeah I'm going to open up to the council first and then the public are there any comments questions about the survey and summerizing in general from the council with regards to summarizing again my daughter goes to a child school it's very difficult to get in there there to get the registration numbers to get in there she has gotten in there in the past but it's always been after the program started she can't never pre-register just she just doesn't get the number until the program starts then if someone drops out or if there's a vacancy she then this year in particular I very UPS they didn't give the number extremely I think U it was definitely filled up in no spot is interesting because the comments from the do are that there were plent of spots available you know so when you're hearing not available I had something similar happen me with my my rizon 7eventh grader where you know it's a problem where we're hearing that there's plenty of seats available and and people are complaining about their not not students attending and yet there are plenty of people that want to attend who were not given a phone call until either too late or never got the phone call and there's other parents in the schools the Charter School this year actually started a program it's nowhere compared to some and it's less hours and it's four days a week so I mean if it's vacancy to there they should just get these numbers these registration numbers out so they can register well I did he about um from the news they can't hear okay well I did hear from the news that um some students who had were registered were no shows and they were communicating that they would not 10 so parents on the waiting list were just less waiting over some of the new reports but my question is when the first day of some arising they did a uh news report and the chancellor was saying that they were getting a trip to Hershey Park on the news so but I scoured the internet but I did not find a story that you know to say all of the kids were get the trip to Hershey Park and itless to say I haven't heard how outside of that Newport of any children getting trips to Hershey Park so that was just pting that they would say that on the first day and then you know um one other thing was um what I noticed it probably expect the disparity in the program so my son some Rising they would go to the sprinklers at the public school that's in Williamsburg another student Howard Beach they would have they would rent water slides and [Music] don't know thank you any any other comments all for the public are there any questions from or comments about summarizing from the public oh Lupe I'm sorry you have your hand up Lupe please thank you I appreciate it hold on let me put my camera on first um I think what what I took away from this survey and thank you so much Heather for um not only um putting it together um but also putting together the presentation of the results um is this trend and the continuation of our students um with different programming that require year round programming or different programming especially over the summer kind of um innately being excluded from this summarizing enrichment program so I I saw many comments from parents that even were told that their children could not participate or they were asked to leave um when I actually learned um when summarizing first began that many of the cbos are it's illegal for them to turn any family away so to your point mois about you know we know there were many vacant seats there were many available seats in fact they were calling um I do I did hear from families in transitional housing that were being contacted weeks in and being offered seats but I also know that families that were walking into any site were being registered day of and being placed in their summarizing sites um I think the fact that the cbos are not equipped or able to provide the supports needed for some of our students and I will specifically speak to our d75 families that last year were able to participate and had um you know somewhat of a good experience overall were not given that opportunity um unless they wanted to take their chances going to a SE site with non d75 trained um staff members I will go slower if that for interpretation um but uh the other point is that many that were coming from whether it was Nest or even esy programs that transition into their summer Rising programming um needs to be addressed and I think we need to um really look forward to next year in helping um both the cbos and the doe helping our students in that transition and making it a little bit more accessible and Equitable um to the fact that many of our sites didn't do any um field trips at all even though schedules were provided that there would be weekly field trips on Thursdays and Fridays and um asking children neurod Divergent children to spend the entire afternoon in a gym watching a movie or outside in the Heat playing in sprinklers is not it's not appropriate and should not be like your your um you should be expected to to keep your child in that space thank you L Maggie you have your hand on you hear me can you hear me so my my biggest concern is why it's me turn your mic one right there we goie um one of the things popping up from me every time every every year that the summarizing has going on is that the C with from the C are not Tred they're not can you hear me can you hear me now we hear you Maggie but um the TV mic should be muted as well so so that we don't get an echo can you hear me now Mark I think it's your laptop speak yeah see if the works can you hear me now yeah yeah go ahead Maggie they can hear you um so the my biggest concern has been um the fact that the CBO staff has not been equipped has not been trained um I am really concerned that it's mostly or you know from what I'm what I'm hearing from from the from what I see from the survey uh the parents have reported is it's like mainly like students or mainly like staff I can't doesn't doesn't know doesn't have the the appropriate training doesn't know how to handle certain um certain situations with with the students and that's a big I I think it's like a safety concern for me I think that if you are going to serve students with disabilities you you need to have staff that is completely equipped to be able to serve these students and not put them at risk because there are some students that you know that can go out of the building or who might be segregated from uh from from activities or you know the the comments that we've seen from the survey where they the parents state that they can't go on the field trips because there's not enough supports um that's a huge concern for me and I think that that's we've ever since summarizing the summarizing program now we've been hearing that these these concerns and nothing has changed in that regard and so for me that would be something that needs to be needs that the do needs to look better at it at and also um not only that but but the the the roll out of it has to be much much better I mean we cannot have the situations where you know you you have students being left out that were already in the program that have tried the program that the program has worked for them that they like and then you know have students not being served or pushed out basically um you cannot have that so I would really urge the Department of Education to um do better with the roll out and to do better with serving the students um and and I you know again thanks thanks again um Heather for for the survey because I think um I think very important to have that that data thank you Magie any comments from the public or other council members you have a question comment please raise your virtual hand all right I've got a while we wait I've got a couple of comments um one I'd like to Echo the comments we we've heard about there being massive accessibility and Equity issues um kids being being turned away from the program being excluded from the program being separated from the other students in the program and not giving the same opportunities as other students is one it's illegal and two there it just should morally not have happened so very disappointed in those instances um certainly it sounds like overall there was a lot of good in the program but there's clearly a lot of work that needs to be done with the cbos and NYC doe to fix these gaps in the program and these serious problems that that exist um and I'll give an an example of my own son's Rising seventh grader situation um we were accepted into the program ex we got canceled out by the CBO before the program started in July my son also has 12 months for uh Services um for OT in speech never got to call or an email or anything to start those program so here we are is basically done and he never got his OT or speech for the summit nor got to be in the program I let the leadership At Doe special education office know about both those instances when they happened um just so they could watch for other kids because that's the challenge is to happen to one is probably happening to a lot more and so we we alerted them as soon as these situations happened but there are certainly gaps and we when the mayor is going to be looking at the budget next during going well we had this huge amount of people who did not show well part of it's because there were so many gaps and problems of communication as the they show and as we've experienced ourselves that yeah there's not people showing up because they weren't allowed to show up unless the doe can safely say that every person who signed up and was turned away was called or emailed then we got a problem with leadership of the special Rising program or somewhere down Bel loal leadership of the things just not being executed properly and it sounds more like an execution error and a training error than is a program air in terms of the program is summarizing is a solid program the concept is good the idea is good certainly there are plenty of students and families that need it I mean you look at the news that came out today about families with with young kids abandoning the city because they can't afford it this is the program that should have allowed our families some level of security knowing that their students are going to able to attend school during the summer for free and have a quality education and a fun time in the afternoon and it's clear it happened for some but certainly not for all and this something we need to fix because this program is too important to be abandoned next year and our students and families need a program that's high quality like this program can be because affordability in the city is just brutal and they and the articles that came out today were very clear on that and the city this doe published reports about their projections in enrollment and the enrollment projections they have are Draconian um you know hundreds of thousands of people at St school age they're going to be leading based on the El projections now are they right well that's a whole another issue not going to get into that but if those projections are accurate then we as a sen need do everything we can to fix the affordability and fix the quality education programs and this is one of those things that have to parle that picture and so we need the doe to step up and fix the problems and enhance the program to make it even higher demand next year and make them want to attend every day and not have to leave because they can't get busing done right or they can't have their kid in the classroom because they're being excluded we've got to fix those things it's too important L thank you and I I won't take up too much time or at least try not to I just want to emphasize that my son esy site is one of those hubs right that offered uh both the at training um that I did participate had but I think um it was my own pushing of asking where this would be offered because I remember during those summarizing webinars they mentioned that if your child is using this as parents were going to offer these workshops so it was not offered to me outright or it was not advertised I literally was asking like hey is this site going to be one of those sites and I did get a training that was very well um I I would like to do it again um but I will say that in that training we realized his device is old he's had the same device since just about the pandemic and she suggested she gave me information on how to reach out to get that device serviced and or possibly replaced being that it may be just too old um and just running into I just want to highlight what our parents are going through because it's frustrating when you know you're given an information and you reach out and because of these org changes that we are going through with dial and I just want to name it for the parents that may be going through this or you are you may experience this in the future where our at devices as needed on our IEPs will no longer go to cap and this the C Department anymore um and so you have to go contact your Committee in special education in your District's office um where I will be honest they're just not um as versed in at needs so I'm just naming that and we should follow up with dial and and everybody in that sense because it's been frustrating especially having a student coming in transition of um uh Rising sixth grader going into Middle School his old school disabled access new school doesn't have the ability to Grant him access the current esy summer program site are also not equipped to know how to get access and there's only a week left um but there is a disconnect in that um but overall his site that esy site is amazing what I will say is that it is out of the way for most families and to to speak to somebody who wrote in the chat that you know there are these only these um hubs in certain areas that support our students this was pre pandemic this was pre- summarizing so this was a lack of supports that our students needed in areas that were close by um and so I want to name that because we know that Transportation it impacts the need for higher need for transportation and what that looks like even to be able to participate in a CBO summarizing program afterwards and it overall I think the amount of money that was spent on cbos in summarizing um in all honesty could could have probably been better spent to support our students in more enriching ways um because unfortunately we feel I feel like we were just iced out again thank you L he oh I just have to turn mine so I don't he myself okay so I just want to speak I think based on what when Mark was saying I know you were saying the doe the doe doe um personally I think that some of this um needs to be put back in the lap of dyc um BCD funds these programs that run the summer Rising program and I've been saying this for years you will you can all you know know if you've been on any of these meetings where this comes up um dycd needs to explicitly put it in their RFP that gets scored how these cbos plan to support students with disabilities when they apply for these contracts and it should be something that it's scored on when they get awarded contracts because I don't think DCd asks very many questions in their requests for proposals about how they'll support our students um and at the end of the day they they have to have programs that are accessible to all students if they're getting public fund and um and it's not okay to keep here that so many of our our families they their kids couldn't participate because they they couldn't hander their behaviors or they didn't you know it's just it's just not okay and and I think you know doe and um and I may be um a dissenting voice that I think D has done a pretty good job to try and meet um them halfway or even more than halfway and when you reach out they they do a good job trying to make things better mind my kid had some issues with summer and it just took his school staff meeting with the CBO to tweet some things and it made things so much better for him and so I don't think it's all we should put it all on Boe I think a lot of this has to be put in the lap of who pays these programs to run these programs and that's dycd and dycd needs to do a much better job making programs not just summarizing but all of their youth programs after school programs summer camp programs homeless youth programs all of those programs need to be more accessible to anybody with disabilities and they're not they don't do a very good job um and and I think that's where where a lot of energy really needs to to be focused especially on these cpos it really has to go back um and I don't know how we as a council get a foot in the door with theic CD or get at that table but that's the table we need to be at to kind of um start to bridge the gap between uh what's going on with the OE and the some so there thank you Dam oh hey sorry um thank you so much by the way Heather for organizing this and for the very thorough um explanation of all the results I'm going to look at it again um and read it but I think that what you you're touching on now what people are touching on in regards to the cbos and asking them in advance how they're going to support the students with disabilities or if they can accommodate all needs I don't think it's a just a question that needs to be had you know like I think there there obviously needs to be um a contract that includes language about the very specific needs of our students and what that entails and how that would be staffed but I also think that these cbos need to to work harder to get the contracts so they should show they should show a proven track record right like this is our track record of working with you know students with disabilities in different populations with ASD Nest students with you know d75 students whatever it is but to show a track record and to show what they're actually going to do so that we know they can do it and we know that they actually have a plan and I think that that's not too much to ask it 100% needs to happen and I think Mark you're right like there is potential you know and and that's what we see when we see the occasionally really beautifully written IEP right which happens like once in a blue moon and you look at it and you're like holy crap this is a great IEP it's so strong but then in in in practice it falls apart it's not implemented it's not supported people aren't there whatever you know have you so that's what's happening with summarizing from what I'm I'm gathering from all of the feedback but also I just remember and I'll end on this I remember mayor Adams when he was talking and like God it was like 20 22 and he was talking about summarizing and how to revamp it and he said again and again and again and again how we were going to use the city as a classroom and that Hands-On instruction in lifetime was of the utmost importance and that's absolutely like the last thing that's happened so that also needs to be something that the cbos come prepared to show how are you going to use a city's classroom how are you going to take these kids on field trips where are you going to go um and I think that that will hopefully change some of this you know um yeah those are just my thoughts but thank you Heather thank you can mag can you hear me um so a couple of things that come to mind in terms of the like money like the the funding of it and and how it's like all streamed out right so for me what comes up is um first I really want to encourage families to attend the the the panel for educational policy meetings uh because that's where a lot of these conts are approved and if you have an experience any sort of experience with summarizing um and any of the cbos uh any of the provider organizations that that provide these these uh services and and and instruction um then they need to hear from you because they can make a decision of whether or not to approve a contract and so um that can make a difference hopefully um when if if if a lot of if enough of the public puts pressure then you know there could potentially be changes a lot of it comes also from what is kind of like funded like what is overall be approved within the city the cuts unfortunately um so it it's it's it's just something to kind for families to also keep in mind that it all comes down to money unfortunately and that it is very very critical that families are engaged that that that that um attend these meetings attend the town calls hold your your hold your city accountable because there's you know there is power in numbers and we can complain and we can call and we can not maybe put our child there but nothing is going to change if we don't put pressure um we as an advisory Council as an ADV advisory um I don't know uh uh uh people we have brought this up many times to the attention of the cment of Education we many of us have uh uh um given our public comments as five ad hearings but we need more folks we need you out there so anyway just myel thank you for listening thank you Maggie is there any other comments on summarizing talk about today in par we'll move on to some member reports we have our VIP member um would you like to speak about cchs or nothing [Music] okay I'm here to work as a team for the student that's needed thank you any other member report um I just want to as we're coming into hold on I got to turn off my my headphones um I just um I had parent contact me today specifically from District 30 and I know we've heard it um from um Dr sine as well um just a lot of concerns about providers for prek uh related service providers so hearing that there isn't um uh related service providers to provide for 3K children so just to so we can keep that on our radar because I think we're going to hear quite a bit of that as we move into September um and maybe we can as a council not right here um come up with some ways to put put push some advocacy behind that because um those kids you know that's the early intervention is is where it's at and if they're not getting those services that they're supposed to get in prek it just sets them up to be behind when they start um in kindergarten so that's it to Echo that there was news reports this week that the Department of Education will not have seats for these 700 students in prek three and prek four with special education um and so they are going to be not in school they're supposed to be and that's a real problem one's illegal and who were were hurting these kids and send them up for failure by not providing the schooling that is required by federal law and it's on the mayor because ultimately he's the person who wanted to be in charge of the doe he's the person who said when he ran that he would make sure that all the students who needed schooling would receive it for Pate 3 and four and he has failed to deliver on his promises and as a real problem right any other member reports Maggie um more of a a different well sort of a report but something that I want to flag for for families is that uh there's Foundation Aid um guess hearings public hearings um there was one already that was um I believe uh in the city and there's other others going on Upstate um it's really concerning the fact that the Rockefeller Institute um is doing like a uh like a survey I believe and and I I'm going to share the link so you you can see it right there but um it's really concerning because they they are the ones that are going to do this right but a lot of The Advocates were were speaking up about them doing it and not somebody with kind of like more experience and things like that so a foundation made and and Mark you can you can kind of like go in depth more about Foundation a but it's like a key part of like the education system I would say so um it's again it comes down to money the fact that 700 students are not going to be in not going to have placement uh for 3K and and uh prek it's it's again um I think it comes down to not enough funding that was approved through the through the um through the budget um Advocates were asking testified commented um that it was what was already um going to be provided was not enough um and the mayor unfortunately you know has a lot of leeway in terms of the budget and his proposals and also the city council and you know it's it's very unfortunate that we you know the these families are not being heard Advocates are not being heard organizations are not being heard and so we really need again like it just comes down to money so we really need to be engaged make sure the information in the chat for anybody's interested you can still um submit uh written I believe your your written comment or testimony um I'll double check but I think you can you can do so I don't know Mark can correct me if I'm wrong yeah no there's there's they're having a meeting tonight um in central New York the next meeting is on August 14th at the Capital Area so it's it's up in Albany area um you do need to be in person for that that being said though there is still plenty of time to submit written testimony it is due Friday September 6th at midnight um the advantage of the Britain testimony is it has the same at a state level written testimony and verbal in person testimony have the same weight in New York City basically if you testify a person that has much more sway than if you do written testimony um but at state level is basically even so if you'd like to talk about Foundation Aid I encourage you I am working at written testimony um I registered but they never called on me unfortunately it put happen them um but I'm working on the written it's important because it's about a third of the school budget comes from State Foundation 8 nearly a third of our city budget foration it's coming from this month and the state had thed to pull back about $300 million earlier this year by rejiggering how Foundation Aid was going to be calculated for future years and in a way that would immediately hit us by by hundreds of millions of dollars and there's ways to gain the system and the concern is that the state is going to try to gain the system and cut funding for all districts um and that's certainly what they not every District was cut with the proposal the governor originally submitted but it was pretty close all the big Districts The Big Five were that including NYC so it's it's a big deal um Maggie you said you're going to post the link yeah um but definitely please it's a it's a big deal for our students thank you can I add sorry L yes thank thank you so much for bringing this up Maggie because it is extremely important um especially as this formula was created over two decades ago and is only fully funded for the first time this year um with the caveat that as Mark just described that the governor um kind of redid the formula it was never meeting the cost and of the need of our supports of our students especially our students with disabilities and I just want to uplift some of the recommendations that are not only coming from the doe they actually spoke about it today at CPAC which is the Chancellor's parent advisory committee for those um that are not familiar but also um organizations that Maggie you're talking about um you know I went in my personal capacity as a parent and spoke at the um hearings that took place at the High School of Fashion Industries and aqe has been working with a lot of stakeholders um not only in New York City but throughout Statewide and so I can share some of the recommendations that are coming from both doe as well as orgs they're very similar in the sense of you know when it comes to our students with disabilities um the needs of support vary based on each individual student and unfortunately unlike Fair student funding um the foundation Aid formula weights are flat and just regardless if you're a student that may just be getting speech therapy versus a student that is an English language learner that um is also needs a Pera and a more restrictive setting those weights are the same for each student um we're also pushing for additional weights for our students in transitional housing and foster care and um as you saw that was able to be changed within the fair student formul Fair student funding formula so we are pushing so if as a council I definitely uh encourage us if we want to try to submit testimony if we have time to hold a special meeting before then or we vote here in this business meeting that we agree that we're going to submit something and can work on it you know on the back end on a in a smaller committee form um AB hoc whatever you want to call it um but it would and if not I do encourage the public to definitely participate uh they Rockefeller Institute although may not have been my first uh pick to conduct this study have been engaging um with Community stakeholders and um so I encourage anyone they've I think received 200 T written testimonies thus far but that's Statewide so just to gauge we should be uh they should be hearing a a lot more so if we can encourage as many written testimonies as possible the link is in the chat and I will look for those um I can pull some screenshots of what the DOE the doe provided some recommendations I don't have the link for that presentation um but I can just put what they are in text form in the chat thank you Luka yeah the chancellor did speak at Manhattan actually did a very good job of spelling out the differences that Lup had called out the Flatline the state those very student as opposed to their student fing that the city does with that money to distribute it more I won't say it's appropriate but it's more appropriate and there's no funding at state level specifically for idea the state state just doesn't do it the city at least the first student funding somewhat gives additional funding for ID Ida and students with disabilities and El C so there's a better formula that the the chancellor has propos certainly um and currently exist today again it's about third now Lupe had men we want to have a resolution um to create a document to upload as a council to the Rock po Institute s so L are you calling for a resolution or is that just suggestion no not a resolution my apologies if that's how it came up I am uh motioning to submit written testimony to the Rockefeller Institute for recommendations to update and change the foundation formula okay so that's a motion do we have a second to create testimony second there a second all in favor of testimony for the rockfeller institute on behalf of CCSC behave if you're in favor please say I I I I oppos abstain okay we have unanimous rules do have written testimony to be submitted to the state Foundation Aid study being done by Rock Institute are there any volunteers to be lead on on the Wren [Music] um and that's kind of like what I heard about them doing this survey that there was another provider that was more you know knowledgeable and stuff but I I mean at least it's getting done my concern would be um that they you know how how it's going to be done overall and if if they're going to you know involve everybody like if they're going to include all the information that needs to be included and if they're hearing you know because it's from from from other folks that I've heard of the process hasn't been really really good I don't know um Lupa you've been there so you've you've already given your you know Insight on on it but um I've heard from others about this so I just I just want to flag that and I still want to um if you have a chance I think they have the recordings I can find out if they have any of the recordings um I believe aqe has has a lot of information on it but um but yeah it you know just let's keep an eye out and um this is a very important uh the foundation 8 formula like it's it's very it's key aspect of that that can affect their kids like affects schools affects so we have to really be on alert about this and about who's running it who's doing it when it comes out when when the when the survey comes out how it's how it's presented and everything yeah just want to that so as everyone knows Governor hul insisted that the rocket Fuller Institute be the organ iation used so there is a slant and a reason for that not going to get into that but will I will affirm Maggie's concerns and flags just just so you know they are very valid and I'll tell you I registered more than a month before the meeting to testify in Manhattan I was not called um or contacted to to give testimony so I I don't know when you get a month to to do something you can't and make a phone call or an email it's pretty pathetic but that's what happened you you couldn't just present NOP you had to be contact you had to contact the register and they were going to contact you with with the availability to speak at 2:30 or at 5:30 6 in the afternoon I was not contacted um but you know that's what it is we'll get the written testimony in and then we as a council have on testimony but it was governor hok who insisted and brought pill Institute it is not binding it is a recommendation and only a recommendation so the state do not have to take what they recommend and go with it they can do what they want but it is a recommendation all right anything else okay move on to commit reports um annual report committee Heather and I are still working the documents we're getting closer um lot of stuff and definitely by be by the next meeting um but we're still working through that um for the I me we have slated for September 14th still waiting on a confirmation from a speaker need to see where where T speaker is as well um so there is a hopefully no hopefully we can keep this 14th but we will update Council if they can ches so that means I should wait on the save date yeah don't send it out yet because we're waiting on a speaker confirmation I have to start promoting yeah I know um so that's where we are now if anything changes I will alert um Council immediately I know we need to talk to OS as well um next on our unfinished business is the chancellor Town Hall October 14th so we that's that's a big one we definitely want to promote that and publicize that October 10th sorry October 14th I apologize October 10th um it is going to be at Clinton School the Clinton School yeah so Clinton School um so we'll get we'll get more information on that but it's going to be an hour um so time is still not solidified yet um could be an hour to an hour and a half we don't know yet so I'll confirm that and I'll get back to you thank you um Flyers uh have been created it and it's with the translation right now so once I get all the fers I'll send it to the council um and the department of special of Education sorry division of special education um interpretation has been requested already so that's done how many interpretation languages would it be uh Spanish and M unless you want other languages okay I think we yeah okay I'll add that and ASL if we really want to be inclusive in of all so ASL you need somebody to um request it for us to get it essentially so we can't it's on the flyer that they can request it and there is an email um for them to request it on the flyer so we as a council can't request it's got to be an individual that has to be somebody who actually needs services so then yeah so as soon as we can get that that the translated version please let us know now what bangler is going to take a little longer but I will have Mand uh hopefully by next week okay thank you Magie Clinton is is where the location is um that's um by for 14 Street yeah it's like what TB we don't know the time yet uh but the permit will be from like 4: to 7 8:30 so it is not a council day in terms of a meeting just be this town hall and then we will be done last year last guess two years ago three years ago whenever it was was last okay um we had the chancellor then after that we went right into the calendar meeting and that was painful um so that's why we we made sure it's on a different date so the week after is our um calendar and business meeting so this will just be Chancellor with that like to see if there's a working group we could get together to help internally start facilitating what's needed one other thing uh one thing I need from the council is are questions that or concerns that you would like to ask the chancellor um so that we can start um the brief essentially and having the chancellor prepared on answers for your questions yeah that's basically where we're did at is we need a working group to to work on what the internal questions are because really a couple parts there's the internal CCSC member questions but the bigger issue is the public questions at large and that's going to be you know we want to start collecting the public questions at large as soon as we can that being said during the meeting there will be open mic for questions as time permits we're not going to hold back anyone and at the last meeting there were quite a few questions and the chancellor did stay extra last meeting uh also with registration there is a section for them to ask questions as well so we can get them ahead of time and once I get them I will give them too great so is there anyone who would like to be part of a working group on the Chancellor's Town call I will certainly I'm willing to be part of it but I don't want to chair I'm also willing to be part of it I can't chair anyone else would like to be part of the Chancellor's Town Hall Tam has a hand rais and Lupe is that as well for this yep okay great so we have Lupe have a we'll have a working group we'll have Maggie and myself okay so the working groups job is as I Envision it and we we'll thr all the members figure it out but basically it's to work on the questions and we'll certainly want questions and concerns from each member so if you have questions and concerns please feel free to to email the group again Lupe tamura feather Maggie and myself um we'll compile internal questions we'll work on the language to go out to the community as a whole that Rose can then send out um open up for questions and obviously there'll be the registration questions that come in and the day of the event um I'll be honest the chancellor is more verbose than I am which is you know pretty bad um I'm bad I know it I apologize but the chancellor has deep knowledge until he gets into a lot of detail which is great it just means it limits the time so we've got to think about as a group do we want to try to do limits on the question time and also on the time for responses um so just something to think about um just because it can go on and the CH tends to pass off to some of his experts as well which furthers the time and so sometimes questions can take 10 minutes to answer when you only have 60 Minutes or 90 minutes extended number of questions that being asked there's a lot of question from out there you don't get answer Mark I just want to acknowledge there's hands up that have been up since before apologize one minute um Sam sorry you had your hand up first and then Esther I want to work councelor we will not ahead the question that people will make to the councelor or is a direct question because my concern is that many of the questions [Music] can be uh unrespectful for the chancellor because there's people with no education so the chancellor will be giving some questions ahead of so some so when people register they're going to get a chance to ask a question there that will go to Anthony that he'll then provide to this this um working group we will then choose from we then have an option as a working group and a council decide we want which questions we want to propose to the chancellor so that's part of it so he will get a heads up on some of the questions but at the actual meeting there will be an open microphone for people to go ask a question the chancellor it'll be comment cards or they did it a couple ways last time for ccsse they had comment cards that were handed out to everybody but they also allow people to ask questions with the microphone correctly without even a comment cards and so my hope is we keep it pretty open and if people want to speak and there's still time they get a chance to speak I just want to make sure we limit the amount of time each person has to speak to be tight I don't want anyone to go on for 5 minutes because then we're ruining it for everybody else to ask their questions and so we got to make sure people ask it within a set time frame we have to decide as a council what that time frame is I'm hoping at the September meeting we can as a collaborative group figure out what the timing we'd like for each question to be asked and or answer if we decid we want limit either or if we just want to complete freefor all I'm just concerned if we be freefor all that we're not going to get as many questions and answers done needed I thought the purpose of gathering the questions and and putting it together was maybe for the committee to review and put the the best questions forward and maybe eliminate the repetitive questions and nonent so that's up for the working group to decide I onde for the working group right but in theory yes if you got seven questions that are all basically the same you want to form it into one question that way we can have more broad questions and not overlap on the same thing or if someone gets to a personal student is single student issue we don't want to talk about those because the single student issue doesn't help the whole community of 200,000 students and fam that being said we want to make sure that that student issue is raised to the appropriate people within Department of special education in it's ch's office but we want to make sure we focus on reaching our broad Community that's that's my view but again it's this working group that's got site and then coming back and talking has hand up Tim she had it up ask before I think oh there you go Tam yeah hey um I think you might have just covered some of this Mark but I I think that a lot of what we're discussing right now could happen like within that working committee group just iron out some of the details but in terms of I just wanted to plug this now like in terms of the length I think that it would be preferable to have it go for 90 minutes if possible I think Anthony was at you or somebody mentioned that it could be an hour or two an hour and a half um if that would be something that we could do for our families I think it would be just super helpful I know that it can be kind of a hard space um talking with a Chancellor and repping our families with a Chancellor and I would like to like create some sort of structure based off of maybe what this Council has done in the past um around you know making sure he doesn't go on a really super long tangent in the beginning so that we have time to really get our questions in um I just don't want to deal with like the show boating and I don't think we should have to so again I just like want to secure that time if if possible no thank you Tam no I think you know the Chancellor's got a lot to say he got a lot of knowledge it's got a lot of detail he likes to get into that makes it hard though in a very limited time meeting and so we'll we'll certainly talk to to Anthony and and and Leadership to make sure that we can get as much time in I know in Prior meetings and chancellor has extended time and hopefully Anthony is able to to get a stretch to an hour and a half it's a city there's a lot of people have a lot of things in questions I'm sure and we want to certainly let everyone's key issues be be risen up or raised up for me but uh thank you everybody and an thank you great no problem um if it's possible if we can get the questions by September like 19th so we have enough time to uh give it to the cabinet the our next meeting is on September 19th so we will see as a working group if we can get stuff ready and then hopefully vote on the 19th or we least talk about it as part of new the translation of documents for the council if if if what's the turn for that for that like what's the the time that they need for them to to provide okay today I had a conversation I responded back to Esther that the offers of um language access they only translate four types of documents for CCS that's the meeting agenda the meeting notice bylaws and a resolution for the meeting notice they get five business Bates same thing with the um let me see other thing meeting agenda for the bylaws 10 days 10 15 days and the resolution is 10 days so they give us a 10 day turn it up but like you said some of these things would taking longer than those 10 days bylaws are taking longer now because when they come across something in English that doesn't Translate correct in Spanish they have to they come back to me to find out exactly what the bylaws were trying to say and then and again as I mentioned this is the third party is their out the outsources he has not done internally and also um I did mention that I did you know inquire about the member reimbursement forms they're still in the process of looking into that correct okay as well as the um an report I don't know if we can really get that translated because that's not one of the options that they that they offer to ccs and I did inquire about the minutes as well because you do need the minutes translated that's okay so I'll you know I'm waiting for them to get back to me on whether they can do the minutes or the annual report but I'm not guaranteeing that because that's not something they offer to the CCS only the meeting notice the agenda bylaws and resolutions I'm not sure why they don't we have a full Council of cels that they have different languages so everything should be you know available to them in language as well as to individual CCS who have one or two members who um need translation or translation of documents so I'm not really sure why it's like that but who can we follow up Mark Mark can we call on on that in terms of like for them to clarify to us who is responsible for translating for for translating those those documents that were kind of not really sure about yeah I'm I will have to work with rose to figure out the appropriate person because that that was news to me today I saw Rose's email about how want taking on the bylaws and what the reasons were the bylaws again it takes 15 days anyway but again as I was saying they they're coming across you know things that they they're not able to translate as it says in English into Spanish and I have to explain to them a little bit more of what the B is trying to say yeah and then you know there's a requirement legally that we have to have minutes I mean so how they would not translate the minutes when it's a legal requirement is mind bobbling to me it just doesn't make sense that we're asking a person to vote on something that's not we HL necessary I somewhat get the annual reports but then again not really because it's again it's a state thing um you know but you know and it's a challenge I mean honestly that's a challenge for me I'm trying to like do Google Translate to help Esther out and and I go I don't even know if this is right so I don't even want to do it because I keep on looking at going Freight and when I when Esther rates to me in Spanish I tossed on Google translate and somebody's like well what the hell did she just say and I know she said it perfectly I just have no clue and and it frustrates the heck out of me because I feel by five years was Spanish went down the tubes in in high school and in college um it's been a long time as you can tell um but you know it's tough when we don't have this opum from the city so when we came and speak this we can't get translation on simple stuff right I mean emails are saying they won't do but it's part of necessary process go ahead mag so can you imagine like if you're frustrated right I can't imagine can the public imagine what is it like for someone like what is it like for some so many other families that go to I meetings have want to want to take part want to want to attend a meeting from the Chan want to attend the webinar to there's so many barriers and that is why having individuals like Esther like NEOS like so many others have that representation just opens up a whole world it has to me at least on the amount of barriers that you know uh families have to go to um who in terms of like Equitable language access and so we really have to do better um by these families and and and our own council members so yeah so I can they have oh L has her hand up go ahead L thank you and Rose I appreciate all that you done because we've been talking about this for months but I think it's extremely important that we set the precedent by demanding that all of these documents be interpreted translated in the native languages that our council members need them and it's not just for our council members but for our public as we as they represent many of the families that live here in New York City and I find it appalling that there would be some sort of we we will not do this because it's not not listed and we're not required to um that is um unacceptable and it sounds like a civil rights infringement to me and um if they if doe does not want to address the access that they are legally bound to provide um then I implore filing a a class action complaint or civil lawsuit because that is just unacceptable thank you L thank you all right any other new business is there any recourse that that families can like other than other than something that can be here like a suit I mean fortunately the next steps are are legal steps because I mean l call it's a civil rights issue there are some things for IEPs and say civil rights um there's certain things the city is required to do because of IEPs is in federal law right so IPS they're going to say they're covering those things because they active because it's in idea these other things get into a whole another different part of law it's not idea but he sa the counil is different civil rights laws that apply and that's different than what school AG children have to deal with than their families for school age issues right it's it's Lo it's complaints but and the problem is systemic so just because we know that if our own council members who sit in Tweed where our Chancellor Works can't get documents translated to them how do you think the rest of the city's families are getting documents to them from their schools that just yeah thank you everybody thank you for bringing this up it's a big deal and we got to fix it and we have a website we want to try to translate we can't even do that well [Music] I think that they're violating the rights of the families uh by not having the translation for the IE oh they definitely are I mean the I is law def they have to but it's not happening we know it's not happening that's that's the problem but those are the issues we need to be brought to our attention when they happen so we can help fix it because it is a big deal and it's a big problem no doubt all right do we have
