Appropriations for fiscal year 2023 which includes a two-year extension of the option for public bodies to hold remote meetings by suspending certain Provisions the Massachusetts open meeting line chapter 38 section 20 that action was effective immediately extending the current option for remote meetings through March 31st 2025 thank you we are live in on the remote you join me in sing the flag the blue paper form or something Chang form yeah yes we're updating it we have here in our packet Commission uh the changes it it it Reds a few of the items that um like you wouldn't want to have social security numbers and stuff like that anymore it's been reviewed by Council and approved by Council okay let me read them let them read them out so we'll all be on the same page the following changes have contemplated and made to allow the form to be sent to department heads electronically for Signature number one date form completed number two HR approval date number three remove Social Security numbers number four remove date of birth number five change formal to check boxes it looks very similar here it's still blue it's it's hard to tell the differences but okay and those were on the advice of counsel Mr chairman yes through you to Jo John Cronin that's were yes yeah okay do you want to say this is this just to no we just recognized that there were some additional updates to with six arper grants um several of them are time sensitive because we're trying to move these grants into a space for public bidding before the end of the year I apologize you didn't receive these six um Opa profiles uh PRI prior to this meeting um I did speak to commissioner Shay and explained each of them with him this morning I'll be happy to go through them in detail if you have any questions but I wanted to alert you that it was um really a function of timing that we weren't able to put the uh the details of each of these profiles into your packet and I apologize that's right just if Joe and Jo Peter are okay listen just send me the information by email for have take a look over the weekend or whatever you know if you could we're looking for Action today yeah I'm fine y thank you sir okay that's number 11 quite good say number nine commissioner Collins uh payroll and expense expense warrants for approval so I'll make a motion uh we approve um warrant 25-16 payroll of the county in the amount of 146,147 so moved second M second all in favor I uh I move warrant 25-4 capital A expense of the school in the amount of 28168 so move second motion made in second and all in favor I it is the next warrant is uh 104 -25 expense of the county in the amount of 12485 one25 so move second motion made in second all in favor I all right it is a vote next then we have a series of arpa um Awards the first is U warrant 25-17 arpa noo County in the amount of $30,000 so moved is joh going to explain I'm I'm guessing would you like me to explain them before no I mean like you know when you say like what one's about is that coming later do that now yes that's fine to the county right okay so this would pay for um costs associated with khabib architects who performed study work on the walson recreational facilities restroom that we had originally had planned that project has been sidelined but we still owe the architect $30,000 for work uh associated with the efforts to give us the design got it got it I remember that one okay I seconded it so motions remain seconded I have a question before I voted so we have we own a design to a of a restroom a restroom in the out on the course that we're not going to build up this time that's correct due to Rising costs okay so does it have any use in the future could it could if the count came into somewhere in the vicinity of a half a million dollars got to pay it anyway okay motion made in seconded all in favor I the next one is warrant 25-17 oper of the county in the amount of $100,000 uh so moved second Commissioners this particular Grant um would be a sub awward to the norfor county sheriff's office um as you know the sheriff came before you earlier this year requesting uh certain resources is in this particular case uh it will fund a sheriff's medical office trailer um and they write the co pandemic has significantly heightened awareness of the Mental Health crisis compelling the sheriff's department to hire additional mental health and medical staff the sheriff's office is an urgent need of replacing their medical office trailer which was originally installed over 20 years ago as a temporary solution um so in this case we'll fund um majority of4 $1,722 cost the sheriff's office will pick up the balance um I had to help the sheriff as we all that's fine thank you you ponder that the uh uh probate has been alerted that um we need a viable project from them soon we've been reaching out to them as you know to try to help them along and um hopefully we'll have something for to share with you very soon okay that is for the sheriff's department today SS okay okay okay um so I think you have a motion in a second on that Mr chairman yep motion made in second on $100,000 map the sheriff spot motion made all in favor hi I it is unanimous next fix the next warrant is 25-17 arpa Walpole in the amount of $2,863 33 so moved second Town walpool yeah this particular item um is sort of clean up money uh wple had completed their Opera um Awards previously but realized um some savings Associated prior Awards so they sent that back and in this case they're looking to fund the administrative construction cost of storm water in culverts relative to a previous project number one16 um this uh does complete the final award to Walpole okay sounds good all in favor hi hi so much next next one warrant 25-17 arpa Milton in the amount of 550 $550,000 so move okay so Milton U this will be their final award um in this case it is a revenue replacement item uh for the town that has fully designed institutional Network and they're going out to bid for installation of this network in August with an award date of September 25th this network will connect the towns school facilities with a fiber Network replacing the end of life six strand fiber Network currently owned and maintained by Comcast um attach was the bid uh the total $865,000 um that cost is being offset by this $55,000 County arpa as well as $62,000 from town arpa and a $250,000 state budget earmark uh received by the town that will do it for Milton do you um Mr chairman can I ask a questione commissioner St real quick I through you to John or Billy you know what then the total amount of Milton oper award was that that we was awarded am oh I don't have that with me I don't have that with me I'm sorry okay well we'll get it next time all right but that's great this finishes Milton right they're all y we've win all right thank you did you make a motion Peter I'm sorry I did and you seconded the motion okay great Milton op reward motion made and seconded all in favor I I I it is a vote okay the next warrant item is 25-17 aradam in the amount of $669,500 2 1.02 this block is designated excuse me as an environmental justice Community Based on the minority criteria uh according to the final rule that outlines people of color experience disproportionate rates of negative Health outcomes it also outlines that the investment in Parks may be responsive to the needs of disproportionately impacted communities by promoting healthier living environments through the course of the design the town of Devon has received final cost estimate for $669,500 the bid is currently live and will be closed on October 31st and be awarded and executed prior to December 16th 2024 this grant excuse me um does not complete Dam's applications they believe still have some capacity but this grant is consistent with their close out plan as submitted to the county thank you we have a motion in a second on a motion made seconded all in favor I thank you the last warrant item is is 25-7 aren for County the amount of $225,000 some Moon second thank you explanation John sure so this County application is for the agricultural High School um it funds the Kempa HVAC installation at the completion of a recent study um the bid was put out excuse me the bid is awaiting the approval of these uh $225,000 um goes on to State approximately 600 students attend the high school that occupies 365 acres of land 20 buildings one of these buildings Camp Hall houses classrooms and administrative staff which was constructed in 1964 while the building has had some Renovations the exhaust fans Air Handlers and univent are all over 50 years old and in need of replacement this particular item will hopefully fund this bid uh which I've indicated to our procurement staff today I'm looking to move upon your approval of the grant today uh without delay so that it is encumbered and obligated before the end of calendar year 24 so if we get we pass today and then we're going to go right trying to get it done this year right out right off the bit yep okay good any other questions on the uh 550,000 for the agricultureal uh 22 225 225 gam was 550 okay that was more than motion made and seconded on the money for putting HVAC in Camp Hall just a quick question Jo just a to John and see I think John's in the background too yeah so town leaders over the next week to inform them how the close out is proceeding and what the expectation is for the county to um Bounce from this phase right into monitoring starting in January so hopefully have that letter um done within the next several days we'll get it out so the counties uh under the communities within the counties understand our plan okay any other questions or issues about about Opera for today all set thank you okay next on the agenda number 12 report from the procurement Department regarding bid openings and contract Awards if applicable we have nothing today motion to accept the trial balance from August 31st 2024 in the amount of 44 m470 46457096 next report of the county director thank you Mr commissioner just a few items um to alert um retirees of norfor County they'll be receiving uh correspondents from our Human Resources Division within the next several days late last week excuse me the um our friends at Mayflower Health Plan have alerted us through Medicare and so forth that health care costs are rising at a rate which has not been seen in years uh combined with substantial changes to the centers Medicare and medic Medicaid services uh which has made uh to PL has made to PL these changes have been sorry I can't speak these changes that have been made to plan deductibles fee schedules and subsidy payments uh the rates for group senior health plans are increasing for FY for 2025 so effective January 1st 2025 the monthly total premium deduction for your medx 2 with Blue Medicare RX will go from $17 to $135 60 the Medicare po blue Freedom RX plan will go from $12.60 to $134 110 these increases are obviously driven by costs as I just mentioned that are beyond our control but the uh mayf Health Group wanted to Advance this information as soon as possible so that the retirees could have adequate notice of this um change um there'll be an open enrollment virtual information session held on Wednesday November 13 2024 uh information associated with this will be part of the mailing that goes out to each of the retirees um so I just wanted to pass that along as information to anyone who's interested in the retire impact it's quite substantial um an increase and uh will be following it up with details in their mail uh I wanted to pass along my personal thanks um to our friends in facility maintenance uh specifically Rich janer Rick janetti uh who over the last couple of weeks has been taking on work that I believe has not been done in quite a while there are window wells at that Old Courthouse that have had things growing out of them for quite a while to get to them you have to go through the courthouse over desks in some cases cubicles and walls get into the window well from inside and clean it um it's extensive work and Rick has been tackling it um exclusively over the last couple of weeks John vnon filled me in on the details and I was quite impressed he's a great worker as they all are and I wanted to thank Rick for his attention to that longstanding yeah it's a lot of work um wanted to alert the Commissioners we're moving um into a negotiation space with asme um Michelle mcel our labor Council has advanced uh some dates uh for for us to set ground rules with asme and right now it's looking like mid November I'll confirm the dates once all parties agree but we're circling into um right before Thanksgiving for our first meeting associated with the next collective bargaining agreement uh that is all I have with this time thank you question on the increase in mayl it's for everyone right active and retirees uh it's for retirees oh retirees is going not active okay all right that's good to know and we pay what 7030 that's correct so they we pay 70% so we got to and then yeah there'll be an impact on our budget which you'll hear more about in December Michelle um gave me some models earlier this week um it's something that you know we'll have to um pay for but it's it's in the five fig range right now so it's not it's not a budget Buster but it is impactful we have to pay it okay Mr chairman go ahead commissioner stady yeah on the same page I wanted to if I could ask John Cronin through you of course um so that's going to still be a significant increase even on our own budget correct John that we don't have to bump it up so I think that we should I mean we we had I know the the employees have to pay a little more but obviously on our side we have to pay a little more and obviously if this continues to go at this particular crazy rate we could be in big trouble so I think we might want to schedule some time to talk to you and Mayflower or just have some understanding of where we're going on this you know sure I can actually have Michelle labadini brief the Commissioners in an upcoming meeting if you desire she's your delegate to the Mayflower Health Group um it was at their recent meeting she learned of these details and if you're if you have an interest in hearing more about that um I can certainly book her for upcoming agenda okay and may a little bit on the same idea again through the chair and I'm sure he would have brought this up um you mentioned that you're going to be beginning in negotiations um in terms of uh askme and my understanding at the last Aggie trustee meeting uh there could be the beginning of some negotiations there too I think at some point uh the Commissioners should get an opportunity to weigh in with the respective people to give you our thoughts and ideas too as well before we begin don't you think that's a great idea we can certainly do that sometime in the next couple of months yeah okay I just think you know I like see see we can see if we're on the same page more or less rather than uh running into something that was unfortunate last year or whatever but just kind of set some ground rules and then not to interfere but kind of have a general guidelines that's all you know all right
