into law chapter 2 of the acts of 2023 an act making Appropriations for fiscal year 2023 which includes a two-year extension of the option to hold public bodies for public bodies to hold remote meetings by suspending certain provisions of the open meeting law Mass General Law chapter 308 section 20 that action was effective immediately extending the current option for remote meetings through beloved town of Canton finally this is 25-23 uh Opera award to Canton the sum of 96,9 1833 so moot second motion made in second on oper award to Canton all in favor all right next and the next two is to the S of Medfield again they warrant item 2523 the first one in Midfield the sum I'll move $ 5,942 194 so moved second Mo made seconded all in favor I and the last one the other one the Midfield number 11 Opera warrant we did right yeah do you have any comments Mr Buckley go ahead Mr chair uh just got back I apologize for being late speeding down from uh need him we had a very uh animated and robust meeting with the managers who we're all very excited about the possibility of additional funding um we had a good conversation in a wider way uh as director K has been saying for the last three or four weeks we will uh we're seeing an influx of applications where at the very end you have over $17 million that not only has been obligated but has been fully expended so it it is completely closed out of the 137 million uh dollars which we received from the federal government the preponderance has been obligated we're we're now moving down to it's be it's less than a handful of talent it's just two or three actors that we're having dialogues with multiple times a day uh to land the plane if you will so uh in my discussion with the managers we talked first about over allotment applications and we talked about how after the December 31st deadline that capacity for Community to ask for extra funding or additional funding um goes away and and the the path becomes much narrower so uh we I again encourage them hardly to put something in so that if anything happens that they have perhaps some latitude uh to move we've been working with just use an example about the really phenetic work that's been happening around this the town of uh Bellingham on our our westernmost Community has had two projects which were awarded years ago now and having been completed each had tens of thousands of dollars that were not expended so they're sending that money back downstairs to the Treasure's office today uh we're working with them to get an appli Bellingham oh so we're working with them to get their an application for though that additional money that they haven't used uh re obligated under their award so they can still use all the money we gave them before the door closes um in my discussion with the managers I I encouraged all of them especially those who had larger projects uh in the million is dollar inch now if for example town of um Rand is great example their entire award was going to a much larger project right they won't have any overage on that because the project itself was so large that they they won't have any extra but if you a community that did a $2 million sew and water project and you had a contingency for example with these construction projects and the way the Market's going the way the construction season and with the Warmness the ability to speed up timelines we're seeing communities come back with $20,000 $40,000 and we're working with them now to make sure that they get that re obligated before the gate closes and and the the the discussion sort of shifts after that gate closes but we're we're in the mode of uh tracking really a dozen applications from two or three communities and making sure everybody gets uh into the bar and I can tell you to sort of BL this in the director's report there almost certainly will be need to have a commissioner's meeting on the 31st and the 30th of December uh even if we do it virtually solely for the purpose of uh uh approving these we're uh Joe and I were speaking yesterday we could have as many as 40 applications in the last three weeks as these things begin to shift and as people realize they really should get um an overage application in to be safe so we're anticipating that as far as our uh County colleagues we we you approved this this board approved a a grant to the Sheriff's Department there we ran into a bit of a snag relative to uh the sheriff's department being a part of the O overarching um eops Department of the Commonwealth how they can accept that those monies we work that out with them we're doing the same thing with register brle she has a an application which we're forming that needs to get a contract approved by the over the overarching trial court you know working with her uh in short order there were a lot of emails this morning about that so again we're we're at the point now where we're very focused on individual applications and making sure we're giving the communities their uh hyperfocused service going you can see today we have we have three Awards um these these Awards have been in the portter for a while and we're getting um well the Medfield ones at least the um the camp award which is a great one for about $100,000 in partnership with the Monon Valley Chamber do some digital forringer economic development that was those were funds that uh weren't spent other places that we've we got C to use so this is just to use that as an example that's sort of the model of uh what we may see in the next three meetings and and then probably need a meeting for uh at the the very end of probably to uh the 30th and 31st we're going to talk more about December meetings at the end of the meeting today what quick question if I really through you Mr chairman uh to bill um so I'm hearing you know what we're saying it seems like it seems that we have a methodology in place towns that have some extra money that wasn't utilized we're going to try to work with them to put that money back in that's correct and have them find a way to use their a lot yeah okay in in a backup plan B if that isn't available then that become available for other towns and at what point do they I say it Rand I'm making it up rand's Tapped Out st's tapped out and they come back and say we have something else we'd like to do do they get a lower listing on the thing you know say like what's our methodology for ouring I think what we're well as of right now we are on track to have everything completely allotted what happens in the next two years when invariably something comes in under budget perhaps uh that's really up to this board to have a robust discussion about like where you want to allocate those funds and those funds could be in the fives of thousands of dollars or the you know tens or or hundreds of thousands overall you we can't really project right now but we to answer the first part of your question we are working with communities now and and I did deliver that message again to say go through all your projects the projects you that were supposed to wrap up this fall this summer make sure you spent all that money make sure there's nothing outstanding so we are helping people um tuck in as it were the end of their allotments um using Bellingham as the example as far as once the um once the draw closes in in January when we we we hope hope the last week of December to tell you that everyone has used their full allotment then how that fluctuates from there that's sort disc question so on WE long as we encumber I guess it's called encumber 137 we're all set anything it isn't we have to get back but but during that process in the followup time there could be some money available for the director after this next item so you can save you number 12 report from the procurement Department regarding any bid openings or contract Awards good afternoon afternoon afternoon have a report this week okay oh yesterday was our supposed bid open for opening for the tennis court reconstruction project at walliston R and we did not receive any bids so we knew that right up to about the time that didn't look like any were coming in so we extended the deadline by a week and I made frantic phone calls to the bidder list and then some so we're going to try to get someone to bid that by next Wednesday all goes well um you reach out to the outfit that it do last sorry that's did you reach out to the outfit that had done the courts last someone gave a name f there was a group that I'm not sure who did buam buam yeah don't know did they do the coats I have to look I know they did the steps and a few of some rocks some work around and we were very happy with the work they were fairly new to us they were not new to the Southshore but we always had a company in just we had a so we're reaching out anyway M right yes we want to do Ono I'm surprised to Carl he might have that information who's up carer yes is that is that Opera money being no no we we we put in the regular budget this year okay right um I think the the piece around the handicap access is op if I recall the handicap access this just question so we do want to find someone before we need the door that's all I'm saying we need to get someone app yes if you talk to Crown Miner he might have the name of the okay I will do that yes yeah I'm reviewing something for him so I'll give him a call um hopefully not the same situation but this Friday we are due to have a bid opening for the deam District Courthouse uh BMS and hbac work come in so I will be watching closely again if nothing is coming I will extend the deadline this extra week is nice but we still have to get a contract in place from what I understand so uh we will push for that um Kemp Hall I believe we're at the point where we're ready to award to the low bidder for that um pretty close ready to go yeah I just have no reason to hold it up anything we're ready to go they're ready to go with the school we've done our anything we can do with Camp PA we want to do reference checks yeah okay so we'll get that going is that already passed is that what we is that what we just voted on the other night we vote on a supplement to cover the overage above what arpa was so it wasn't technically an arpa discussion the other day it was just this is tangental to it's toward Camp all right yes right so we want we're all set for that so do we so if we're accepting their bid and it's going to be money from Opa and it's going be money from the school does it have to go through the advisory Advisory Board first no we had this discussion we'll pay for it out of our operating if we have to if it doesn't get approved by the Advisory Board we have extraordinary maintenance budget in the school so we will I made this commitment a month ago when we were dealing with uh predecessor uh because she needed to get a yes or no on the contract when it was offered to me and I talked to John Martin and I said we can pay for it out of operating if we have to but we'll get it out of capital but we have to wait and I had to commit at the time I couldn't wait for the Advisory Board to meet in December and decided whether we were accepting the contract or not okay so that was the decision we made and I committed at that time that we pay for whether or not we got approval from The Advisory Board uh Mr Sher to clarify I think that percolating question as far as allocating the Opera monies and we as you know we have two levels of sign offs for these grants that that want all that backup for when the U the feds um look under the cover as long as we we have a full it's fully paid for it doesn't really matter what bucket or uh and again even whatever The Advisory Board does or does do that's on the 18th we still have extra time to make sure that it'll be completely wrapped up and all of the backup will be in the file for uh before the end of the month okay so um and then I have a new bid that went out last week we'll be due next Wednesday for three HVAC units to be dropped into the cour houses in Brookline Stoten and R them yeah we're anxious to do that too yeah we'll hope for something on that and then my last little piece was I'm not doing this because he's here but John Wallace called looking for a little bit of purchasing technique advice which is what I want to hear from everybody so we had a nice discussion and we'll get him his his minor items the right way okay thank you any questions about procurement okay yeah okay County director thank you excellent um a couple of things uh just for your um information next week uh we will have uh a fan favorite Paul conis from Randolph to come in discuss the norford County Retirement matter I left the manager meeting they were also discussing it it obviously has a large amount of focus um they made a decision about this year there's some overarching impacts it's important lot grumbling the exactly the three of you have the opportunity to have a nice conversation with your representative uh as well so we have that on the docket for next week uh the county is at the beginnings of the collective bargaining season with our three County side unions uh notices went out to all department heads to solicit feedback uh director coroner has asked for that feedback by December 16 round language and the contract so those are outstanding um she ask to registry for yes everyone been informed as well as uh Patrick and John McAn yep we have um as I said almost certainly we'll need a meeting on the 30th and the 31st just to do just to back stop any of these last minute arpa applications we have been meeting more frequently with the working group of County staff from the other communities and they're all doing the same thing they're all planning on having either one or two sort of cattle guard meetings to make sure all the applications can be encumbered and uh appropriate so can you just do it on one day why do you have two meetings well if we do it on the 30th yeah if we we wouldn't have to do a zoom meeting on the 31st oh okay so I we you put them both there and we we would know okay pretty quickly okay okay I say we had two yeah um other things it's it's mostly Opa we're pretty laser focused on Opa continuing to work on weights and measures had another meeting with Dam they're slowly coming along as is no what I think we're close the sealer of the second sealer of weights and measures is sitting for his sealer certification test uh next week which is but he's on board he's on board uh but he's also ahead of the game as far as becoming a full certified sealer so uh Bill's giv him high marks and he's doing well okay yeah I have a few things but I'm going to do it at the last okay anything else for the director thanks Bill okay nothing number 14 any items emergency otherwise the chair did not recently anticipate I don't have an item as such but as I alluded to earlier let's come with your datebook all these meetings and I'd like to have director Cronin here I think he'll he and Bill will know a lot more a week from today than they do today and then not limited to the swearing in but end of the year meetings and swearing in I want to leave here next week knowing when they are same here and that's it make because next week next week we have commissioner and Aggie and the following Wednesday we have commissioner in NOA County Advisory Board that's three and then the we Christmas and New Year so we have yeah there's a lot of moving parts so we'll we'll put on a full schedule discussion on next week's agenda so that's I think it's really smart to lock everything in everybody knows exactly what they're doing last year I learned something last year we didn't meet the week after Christmas but what we did was we had we didn't we didn't recess or we didn't journ is that what we did we kept it open or something like that because we had to sign the warrants in between it was something yes it was an interesting movie but that was not a was that a well we did swear Peter in yeah that's right we we often do that on the fiscal close Okay in June maybe there wasn't needed for that then I don't let's get that I'd like to I'd like to get everyone on the same page here's what we're doing over the last two weeks in December hopefully we can stick to it so everyone's can you know fulfill their responsibilities plus fulfill their responsibilities for the holiday calendar for their family so I I
