ready good afternoon everyone I would like to go ahead and call this meeting to order Monday March 25th at 6:03 p.m. the north Miami citizens investigative War meeting can we all please R for the and also our uh legal counsel uh Mr Vine happy birthday to you all I hope you celebrate and enjoy your days uh in health and prosperity thank you thank you thank you you're welcome second part uh board members I know this is something that we have talked about and pre previous meetings um the CIB uh in respect to recent law passed at the state level will be sunsetting on July 1 um so that the the board is going to be sunsetting and that's going to be it correct all right and that will we need to plan a sunset party sounds like you're taking the lead on that one well you know I I you make it sound like a funeral I think we need to make it a celebration of life sure sure you know uh uh I think that should be uh moved a little higher on the agenda make it a party you know it's definitely been a pleasure serving with you all on this board I enjoyed my time and definitely uh uh thank you to the North Miami Police Department for supporting us in this effort as you all have and U appreciate it and that will conclude my report our legal counsil is not present our executive director he is excused he uh he had a family issue to deal with this evening so that's why he's not here uh tonight and that will conclude our reports moving on we will now have a presentation uh Clear View AI facial recognition uh in lie of assistant chief Ransom we will have detective uh J detective Salan Saline perfect you said it the first time you said it right the first time perfect perfect right all right we're going to be moving to the PowerPoint presentation right perfect so the North Miami Police Department has been using facial recognition software for the past couple of years the first program we've been using is called faces next and this is also a newer program that we acquired it's called Clear View Ai and we use it to assist us in our investigation when we try to identify people so are we using two programs or one we're using both okay yes so we use facial recognition technology and everything that we do so it's just a tool that we're using to assist us and many profile cases uh such as death investigations missing persons uh violent crimes any type of crime where we might not identify the person using conventional ways and this is just something that assists us so I'm just going to be explaining how it works okay go through this so our policy uh defines what facial recognition technology is it's a computer software or application that's capable of comparing specific physical features of a person depicted in a probe photograph against a database of images of persons identified through other means so basically any photograph that's on the internet uh and law official law enforcement databases that exists uh can use we can use that and place it into the program to assist us in trying to identify the exact person we're looking for uh probe photograph would be the actual photograph that we're using whether it be from CCTV footage uh Driver License Photo an actual picture of the person let's if we have a live person and they either refuse to identify themselves or they're unable to if they're unconscious we can use the program to compare it with other images across the internet and basically try identify them in that way the search result is basically what the program returns to us that represents a potential investigative lead based on the algorithm similarity to the submitted images okay this is authorized uses that we have which is for criminal investigations Internal Affairs investigations you to ID cognitively impaired persons unidentified deceased persons and lawfully detained persons whose identity cannot be be established prohibited uses for real time and live scanning we don't have uh cameras throughout the city where we're actually like watching people walking on the sidewalk and trying to Live Scan their face in real time it's just for an after fact after Thea basis uh obviously for personal use or an authorized sharing harassing or intimidating any individual group uh for surveillance based solely on Constitution Ally protected activities uh class membership like First Amendment audits like people recording we can't just go and identify someone just because we want to and any other purpose that would violate law or policy we have restrictions we have a limited number of authorized users so not everyone in the agency can use it um for now it's mainly uh for the accident accident investigative unit and the general investigative unit um a match that we have in the system does not automatically lead to probable cause for an arrest so if we were to place the picture that we're looking for into the program and it gives us like a similar image and it says there's a match it doesn't mean that's an identification we have to verify where if we're using another person or we have to actually look at all the photos that are similar to see is this the same person because people can look alike so we would have to use other means we cannot just say hey this is him we're going to arrest him we'd have to reach out to family members if possible if we can see that hey we can confirm this is the person we're looking for uh other databases driver license photographs arrest databases we can't just use the search result to say hey this is the person 100% um the search results are discoverable meaning our supervisors have access to see what we're doing they all have case numbers attached to it so we can't just put our cousins photograph or friends or girlfriend whoever it's something that can be audited at any time and there's inspections and recordkeeping uh as with anything else we do at the agency success stories uh remember 2020 was a very well time um an example the city of Miami Police Department they use facial recognition technology to assist them in identifying someone who vandalized one of their vehicles and set it on fire um that was a big big thing where they actually used that to assist them and identify someone that they obviously wouldn't have been able to without the help of that technology mainly in the news another example um another case in the city of Miami where there was a shooting they utilized facial recogniz recognition technology to find a rapper in a Windwood shooting and also to identify wanted persons this is exactly uh what we were talking about earlier where the original search image is to the left and number one and two afterwards would be what a potential match would be but I don't know this person personally so I can't just go and say hey yeah that's a match even though it looks very similar we would have to basically scour other investigative means to see if that is the correct person we're looking for and also another example the probe image at the top would be what we're looking at that would be like a screen grab from CCTV footage and then the results at the bottom would basically give us who potentially we're looking at but it doesn't just mean hey we're going to go and arrest this person we have this and we're not going to do anything else on our investigation to try to verify who this person is another example we would put out an investigative flyer that's usually for law enforcement only um we can use the screen grabs from those images and it gets pretty close it gets pretty similar as you can see the pro the probe image is spot on to what the results are so we would also have to just do our due diligence to try to make sure that's the actual person we're looking for it's as I was trying to say earlier it's not a substitute for a thorough investigation we still have to talk to Witnesses uh get other videos uh talk to the victims get statements look at body cam footage do everything that we normally do in any other investigation uh this is just to show you that we are using this as a tool and not as something to overstep our bounds or legal Authority we have a clear and concise policy that protects against the safeguards of uh misuse and abuse of the program thank you any questions thank you so much the board is um the floor is open for questions I mean through the chair have we used that technology in uh nor police department and have we gotten any success yes we use in a multitude of cases yes and we've had success as well okay as a result of that technology yes yes and uh just to kind of piggy back on that question the success that we've had have they been on uh criminal cases or just identifying people for help some criminal cases we had a missing person's case I don't exactly want to talk on that case cuz it has wasn't mine but we I identified a minor that went missing and she ended up in another state uh with u an adult mail and we ended up identifying her through using the program because of a picture on social media and it was able to help us locate where she was at so awesome thank you any other questions yes um we know how I mean this uh presentation is very important to the residents of not Miami and to everybody at large I I believe and this also gives us a reason to say how important it is to not to post anything on social media because your picture goes somewhere it can be used against you or for you right therefore be very Vigilant you have to make sure that you want this picture out it can save your life it can also destroy your life thank God not Miami Police uses this feature to help the residents and everybody else I would I would thinkk in our city our state or the count the country in general I would say m so therefore I thank you for using this I thank you for uh making sure that it is you being used properly and I'm thinking about the babies for example the babies the babies they change so often and my question to is how you use it in order to identify missing babies who change uh so often I would say like their face change changes so often well this program specifically wouldn't be beneficial for that because nine times out of 10 babies photographs are not readily available um and on a daily basis unless you were to get your child an identification card but there is program uh that does exist that other specialized units use it's called a like an age um It's like a agite uh program where it basically would put a baby's photograph and it would use uh AI algorithms to further the child's age to see what they would look like if they were missing let's say 10 years 15 years 20 years but that program is not specifically for that but that technology does exist that technology
