we'll Jump Right In new business it's kind of all rolled into one anyway yeah um Water Service uh line inventory we talked about that uh at a previous meeting or maybe two previous meetings ago that uh John and and a few others are working to populate uh the portion of what we have in house um that was that was months on end um any locations that we didn't have anything to identify the customers portion of the Water Service we're going to get those notices that everybody got because unfortunately the majority of the town we don't have information on the privately owned sections I didn't like the way it read it basically tells you that you have a LED service so kind of we I believe nobody read no bill letter except for one person no one should have at all said everybody except for one person the chairman of trust interesting so I had told we had a trustees meeting u a week before that and somebody question say horrible things while I got up and I said although this is not a Red Mill Village thing I gave an explanation about the current state of more or less where I wrote my Pap and cond that fashion and I told everybody you're about to get I said that everybody nation's about to get a letterer but we're not going to get one the fact that there was a couple addresses that seem to slipped through that were built after the lead ban but those are the easy ones to deal with because you know right away that it's just a what's interesting was uh my my relatives got that letter and not one person called me I was just surprised that nobody might did anyone call you in your family of Meth about that letter don't have but they got the letter not you don't no notification needed if you didn't if you're not on the unknown or but I've have educated my family well me to ask me I did I to that came over we we've had surprising response to the letter um all of it has actually been very good had a lot of conversations with residents explained um and better communicated the information that EPA was trying to put out well there was a noce from EPA that put out in the general um news I heard a number of times about it yeah so we had actually planned to actually put a cover letter with that to simplify in yeah our terms what we're looking at for um and we later found out uh before distribution that it could take up to 3 weeks to get the approval to have anything a company that pre-printed letter so that was off the table wasn't an option for us is that approval for it to accompany it in the same mailing or to send it out at all in general so even if we mailed out the notice and then in a completely separate mailing mailed it out that still wouldn't be you don't have the authority to downplay any of the languages that use similar to what we don't have the options for changing right in certain things on any other form that we use um right it's and it's hard you know dealing with on Facebook or on email you know like Frank said you you don't want to downplay what the notice says you try to be give the people as much true information less alarmingly than the letter does but you know it's it's difficult so and then um we did uh we were informed that the QR code was not working in the beginning some people would IDE that and it wasn't working there was uh there was some type of login error that was was fixed shortly thereafter um the difference between that if you go in through the QR code they ask for your address they ask for the material type they want a picture verif uploaded to verify exactly what it is so so it's not as easy as calling us or having us go out you know we can do the same we can enter it in manually into the database but uh anybody that's looking to do it on their own is going to need picture of evidence to be uploaded so just an extra step and unfortunately it's going to be the the first step of many in the investigation process um you know so we sent the letter out you must have got several calls then technician job to take a look of things they done we've gotten millions of phone calls we've sent out hundreds of technicians we've been slammed non-stop the phone has had a delay of of 20 voicemails um there's no way of knowing for sure digging right that's one of the future steps so this is to confidently estimate what's could be coming from the resident meter out to the shot off in the street and if it comes up as an iron pipe service there's a higher probability that it could have a lead gooseneck unless we have records to show that the town portion has been replaced which would eliminate that so this it's a multi-step process and you know this is this is probably the largest inventory Gathering that's ever been done for any type of system that we don't own so this is a homeowner portion you know we don't have records of it unless it's fairly new um you know as for instance Redmill and some of the other places in town um and being that it's on the homeown side there could be multiple different types of material used over the years if repairs have been made so you know I talk about the be we we've seen it we we've run into it quite a bit unfortunately um and some of the people that we've actually spoken to have commented say I know I have copper coming in but I have plastic out in my yard because I had a leak before you know what do I put down well you got to put copper because that's what's there you know or what do you have the majority of if you think you have more plastic than copper we can put that but you know that's where it gets a little tricky if you're uploading a picture if you're saying I have the majority of what my service is plastic but you upload a picture of copper you know if it gets reviewed it'll be flagged so this is this is the first step as you mentioned there there could be excavation involved later on to determine um especially if upgrades haven't been done on the town portion um or there is any concern with an unknown you know um as far as you know what's coming in the house maybe different from what we show is connected to so it's to be to be uh determined later on unfortunately but one thing people seem to be taken back was that this is a federal government requirement we've had a few people flat out refuse to tell us what's there because they don't think the government should be involved so don't know how that's going to play out in the future if we don't have information to put in there if it's going to impact us or impact that actual address that we can't gather the information from so well we can do so much 100% right yeah um so uh the national gu will be nothing would surprise so so BR Janice and John have uh have been very efficient with actually talking many of the residents through how to identify it himself where the meet is located and going through the process but uh it's a timely phone call so that's why there such a backlog of calls and we will get the people as as we have time there's other stuff that still has to take place here in the office as well I also try to get them to email if they don't know to email me a picture of their service and we can usually help identify it that way is it what's is there a deadline that they imposing on us they have they it's well as far as getting the all Le service line and I believe 10 years I believe yeah there's a certain time but the notifications start now and then right right all attempts on your end that you can do and then document document document how many times it's a continuous by the time the 10 is up they'll discovered that CPP is no good plastic go there engineer when was invented they thought it was a wonderful invention oh we've had to explain that is these were all approved materials well not just that but you also if the water quality is decent the you don't have your lead can there's no leech yeah it's not doesn't leech into your water anyway so but yeah that's why corrosion control was put in place you could have any any type of material and it was perfectly fine but that that brings you down a whole another level of explanation that most people just don't understand most yeah exactly most there are a few um let's see what else are we going to jump to here so uh capital budget items um I apologize if that email didn't get to you guys we will send it okay when did it go possible I got it it was there okay all right yeah I know you're getting sidetracked over over quite a few things um so one of the requests as is common is going to be a vehicle replacement quote we've we were told I'll say we've been told we were told that the cost for these prices uh on the trucks were going to be going down doesn't appear that the base price has dropped at all and unfortunately some of the additional Parts as if we would put a utility body or a plow on have continued to rise so to get slightly creative and still be able to replace a vehicle in the fleet um we have requests out to get a a price on a small SUV or a smaller style truck and that could replace um either my my truck or John's truck and put that into the fleet eliminate one of the high mileage vehicles that we have that's you know having some structural issues rust and rot stuff like that so um definitely not the path that we had planed to go but spending $100,000 on a pickup truck doesn't seem to be to be something that we should do if we don't have to so um you know getting something newer in the fleet removing you know some of the older ones um AR on wood all but one pass inspection this last round um and we're working to get that one repaired but trucks do we have this guy this guy with the hard questions yeah I believe I believe we're at 10 um some of which are pushing 180,000 miles um you know we do all the maintenance in inhouse ourself we keep up on them you know we've been very lucky with it but you know structurally as a new enging truck that is out plowing you know on dirt roads in the well they get they get worked so um you know they've definitely given us their life and end some so we're trying to you know be proactive and avoid any costly repairs or have it be sold far out of you know anybody's ability to use it when we sell it that we still get something for it you know because all these trucks will be auctioned off and that small amount that we get for them goes back into the to the retaining earnings budget so um those places are are yet to be determined we have until the 19th to get our capital budget in and if we're lucky we'll come down to the wire with an actual quote um more importantly uh we will be putting a request out to the capital and to the fincom to ask for additional funding for The Cottage Street airator tank uh Improvement aor aor and mixer sorry forgot about that um the original estimates that we had in place actually came back low that were there was only one bidder that submitted to install that into the tank because it's it's a a tank that was designed by a certain company um others you know competitors just really uninterested in working on other people's tanks so that definitely uh could have played into the cost difference um from what we had estimated so uh we would be putting uh a number We'll be asking for an additional 250,000 um that holds a large con contingency in there uh just because we'll be having people enter the tank and we haven't been in inside that tank physically done any type of inspections in many many years um we have divers go in they check the Integrity of it but we're talking about going in you know pressure washing the walls if there's micro cacks right with no water in it drain it completely out you know we couldn't do a more thorough inspection than we would at this point in time so if there's any deficiencies found we'd want to make sure that we can take care of them in the address it you know at that time so are we going to fix the top of the tank to the exterior you so tell me the exterior has some the exterior is unsightly to look at but it is not deteriorating so it's basically a an Aesthetics um we we will address that but I don't know if it'll be part of this but we we are looking to to do some improvements on that um Jim and I would love one of these days to have a visit all the stuff I'm sure we can that happen I I think you said that a few times we we have failed to and he's got that special truck that he can drive in the offroad so not sure that will be so happy with the woods we we can get you in some mask and GS and take you there so uh talk quickly about uh the water meters and the abnormal amount of un RADS that we came up with in this last uh reading sequence so uh typically we usually have 30 or more un RADS come up each time we go out and read uh each quarter so we budget for um 150 to 170 meter Replacements each year based on the previous followings of of 30 to 40 uh per quarter uh this time and I think Brooke can correct me if I'm wrong we we had well over 300 un Reds oh wow you know just like a flip of a switch you know the last quarter we had all these readings were coming in and then all of a sudden you know think we've so much so we actually called in um the rep representative from Tha sales who who supplies us with our our reading software um had him come by go around with our text and show exactly what was going on um there are some issues with age to our reading system which I think we talked about before unfortunately we're we're stuck still because the town um has not made a final decision on who their operating system is going to to be so the company that we have now works with the system that we still use isn't greatly compatible with the company that the town has switched to so although it could be done there's extra work involved to have the two be compatible and our concern was that if the town wasn't going to be happy with who they just recently switched to we were going to be paying two or three times switch the same information around so um that will still happen at some point in the future once the town has settled on somebody we will eventually uh need to you know move our software over so that everything's going to addable um and then whatever the cost is to have everything meshed together um with the driveby system we obviously work on that but this is this is a whole separate issue that's come up um so the tech that came out Pete um he went through we looked at a few things Brook has pulled up a huge report and it was actually back in the early 2000s that we did a blitz on the town and we got every body on radios within I think it was a year or a year and a half so that was right around the time we switched from Reading twice a year to quarterly and the push was on to get as many radios in to avoid having to walk around or having to do estimated reads well not only are those meters um very old because they were most of the meters that were had the radios added to still work you know they could be from the the '90s the 2000s the 80s um but what's happening now is the batteries in the radio boxes that were installed are expiring so we have to come up with the simple solution to cut down on the unread to avoid the extra work that Brooke has to do with estimating the readings um and to accurately calculate the water usage in town for D so we were supposed to meet today with um our representative from Tha sales unfortunately he took ill so we may may not see him this week after speaking to him today he actually didn't sound too good um so we wanted to look at a few options first would be getting a basically a price from them for just new batteries for each of the radio boxes and then some we would all go out and Blitz and replace the batteries um using the existing meters the existing wire and the existing radio box that would buy us some time um the other option would be to replace the radio itself which is all externally on the older style it's a gray box wired on the outside of the house and then the most the most costly but possibly the most effective would be to purchase meters with the radios on it like the ones that we install now but that requires getting in setting up appointments with each one of these addresses that has failed um and physically getting in replacing it so that would be the longest duration of time that we could see these accounts remain as unread and have to be estimated so we're going to get multiple estimates on what we can and can't do all of this un un fortunately is going to exceed our annual budget for meter replacement so it would have to be a capital request go before the finance Community Capital board um and town meeting if we were looking to more than likely I think we come up with a ballpark of maybe 100,000 to 150,000 per year from retained earnings to go just dedicated to meter and radio box replacement upgrades um doing what I think is best as far as replacing the age meters and the radios like I said is going to take the longest amount of time to get done it's going to be the most costly so the other option would be to look into getting an estimate for actually having it done by a professional firm that can come in with a group of people and do a blitz on the town so so Outsourcing it rather than department so originally when Tara might remember when this took place we had Mass meter installation come in when the town didn't actually have water meters everybody was on a flat rate this company came came in went through the entire town you know cut in meters if they didn't have any valving or anything installed the meters and went on they handled all the appointments they handled everything if there was uh an issue with a shut off or needing to have a shut off added then the water department personnel would go out and shut it off at the street right so as five of these different options you know obviously they're they all come at significant cost so that would certainly be the quickest right it it would be provide providing that uh you know they have companies that are readily available to to throw staff um at the project and I don't know I couldn't even fathom what that cost would be yeah I mean a lot well it's later you have the goods and services purchase but then you also have the labor involved so if you're going to have them done at the same time you would usually just have the contract to purchase or do a separate bit where you you procure them and then have a install it it's usually together a b so they they would want to sply everything for themselves right there Frozen guys to it you can get some you can if you go out for procurement of what you want you can there's person so having them be fully responsible for purchasing installing and warranty definitely stuff we'll be talking about in a in a short period of time many services we have yeah 57 and change 5763 or something so so these 300 that don't work with the initial what do you do now for those three that 300 are currently all estimated bill they will more than likely all be estimated bills based on the previous four years at the same quarter so technically that would actually probably be the bill would be less than the actual read that's just the that's just the way the the estimate Works um you know should this carry on to be a longer issue that's when you start seeing possible you know areas where they may have used more One Summer and they're not using it this much so you know we definitely want to keep the the estimated time frame to a minimum um we have run into this before in the past not so much with me or failures but being unable to obtain readings back when we actually used to have Winters and uh we couldn't physically get to all of the addresses within the time frame allowed before bills had to go out um so it's it's not uncommon for this to happen but it's not does it ever happen you go and get unre and then the next quarter you go out and now it's reading again without having done anything it has yeah it has that's usually indicating that there's a weak battery and possibly while you were reading it was either very hot or very cold and it just wasn't the radio and the meter just weren't talking so what we do before we Hand cards out I'm sure each of you have seen the red cards that lead on the door we actually send an operator back out with what we call a handheld computer and they will actually physically push in the 10-digit number and try and get that reading before leaving the card because there are certain in instances when you pull up in front of a house and it just doesn't read you know for whatever it is just some type of interference or something so out of the 200 or 300 that we had we may have gotten 20 you know so it's we're not talking about Del batteries here right no no unfortunately no these are these are sealed batteries that uh are hardwired in so it the amount of time it would take to replace the battery you know is minimal it's just involved um you know so until we speak with with Joe about you know what he feels is the best option um you know we've we have radio boxes that uh are still working from the 2000s you know and you know obviously those could fail at any time and uh you know we could be right back in the same boat so looking at you know doing this we would Target definitely the oldest radio boxes first you know we know where those are located based on the computer system that we have and uh and go from there so there's [Music] probably probably close to half the town that has some aging boxes out there it's just the the nature of doing business you're going to be on a cycle of of redoing these every every 10 or 15 years you know do you plan for it and be proactive and take boxes off and meet us out that are are actively working or or do you you know wait until you actually come up with a you know a failure you know I think the question the answer is yes twice do it twice so some Logistics to be worked out ask two question sastic I think he should be proactive but it's easy for me to say yeah [Music] again it's all about the the amount of staff we have available to do the work and the time it takes you know that's that's the huge variable which is the reason why we had Mass installation do the work I like hiring do itut is can continue doing what they're doing you're spending the money one way or the other you're the paying yourself put them over here what's happening with everything else exactly exactly that's yeah I agree that's exactly what we're up against is uh is the balance what we can do so some communities do attempt to do 10% of their M Replacements every year keep that on a long basis but they have dedicated staff to meter they have a assigned position for that it's it can be if you have 5800 I mean you're talking about almost 600 meters a year so that's you can you try to schedule as many as you can but you know a meter installer has a you know they they target it they blanket it they get all as many as they can they set up their appointments they're out fulltime for the first several months doing as many appointments a week as they can and it starts to Peter out you get to the 85 90% period of time and you get most of them and then it kind of takes about six months to get the rest and it's not just the replacing of the meter it's the cost meters too yeah which is substantial now I will say that we've had a couple replaced in our building in the last year so each time you guys have come out it's been extremely efficient been pretty quick they done a great job 99% of the time you can out of there the hardest part about one ours was finding the meter you found that's the uh the other limitations that you have is that uh you know these meters and these radio boxes last so long that you know the average person that was here probably isn't the same person that's going back to install it so when the homeowner asks you well where is it located you you really don't have much of a clue as they don't you're doing you know more time looking for it and finding it in the basement or in the crawl or under the stairs you know than than the average appointment so there's there's a few things that lead up to uh a determination what we should do but uh I know I want to talk to Steve B tonight I wasn't sure if he was going to make it but uh I know Manfield just went through a meter replacement I don't know if they did that in house or if they they sent that out or not I know so we did an analysis of converting from driveby to Ami then you know different options on how to install do and I wasn't involved really in that project okay I believe they they move forward with at least the next St I mean this there's the option that you could always go do a radio box replacement project purchase so many of those go out do a blitz with what the employ that we have now to Target the the unread that we have I'm sure some of those are going to come up and say that it's not just the box that's bad that it's also the meter that number would would probably be minimal and we could you know obviously important go back for that um and then work towards a bigger meter upgrade in the future so said we we hoping to have that conversation today with Joe but unfortunately and one one we also talked about one pro of having it done by our own technicians is identifying Le services and hom not lead services but service line materials you know so we would highly recommend that you require that we can ask inst add that to their yeah we got a whole check list of what an install are supposed to take photos of and document and they go there having photos of everything would also be the added benefit we'd see that sealed when when the technician whoever it is leaves you know so we'd have that on record as well starting points with readings old reader meter readings so it definitely be a lot of information to have on file but okay we'll work towards that as as we progress I believe the articles are due by the 19th but I don't know if a dollar amount is due on there so we may look at putting the language together the articles for the special town meeting that we don't know when's going to happen again no the cap capital articles okay um the the way that special meeting plays out might actually work in our benefit if we actually do have one for for the aor project so right now for the additional funds that we're going to ask for to be added to the previous amount for the airator if it goes to Regular town meeting won't be available till July 1 if we have a special and we have that article on the special and it's approved funds are available at that time so that would allow us to step up so if we're having a special town meeting for one thing it's a town meeting we can add whatever one other put other articles in it don't have anything to do with why we're having the spr company yes first place yes we would if if we had that we definitely use it to our benefit and other departments can that so it's yeah so jumping from from that to Elm Street um we still do not have an update on the project there was some last minute news that came down I know Steve Peterson had seen something I know you had mentioned that you saw an email from Paul djy um it sounds like conversations are still taking place to discuss um a possible Tiff agreement between the uh purchaser in the town until we know more that's going to trigger or not trigger um a special town meeting which is the next thing on there um so you haven't been involved with these discussions a handful um but no where near as many as Paul might have we've explained to us nothing to do with that yeah it's definitely it's been taken out of our hands and it's definitely in uh in different hands now to determine what the next steps are there there are concerns that if it leads into the meeting in May that the window for construction might be too small I know Steve and I had going back and forth about this and possibly looking to you could move the grant funded portion to the front but there's also issues with the completion time and stuff so a lot a lot hinges on this agreement with the town making the Tiff work or not yeah so we know if we're just going to you know walk walk away or uh if we we're going to move forward so what effect does the tip have on the the $3.5 million Grant like if they end up paying for the whole rest of it that we still get that money to go towards it or is it because they're funding it privately does that affect that there's been discussions about how much can be funded and how much the town is on the hook for to show that it has some skin in the game yeah um um we think we have a pretty good handle on that but until we actually have something in writing from the potential buyer we don't want to reach out to uh the gr professionals to ask those questions till we have everything spelled out so there's definitely been some discussions about that behind the scenes and it seems like it'll work out but so basically the next step is lock down the tip and get it done before May or what is to the sooner the better for that special town meeting um if I remember correctly it takes three weeks to set up a town meeting because if they wait too long and it gets to be March or April they're not going to do a special to meeting all to meeting right around the corner we'll just wait till in and then by then probably too late right but we be advantageous to put this on the special as opposed to the annual I believe it would be yeah for the same reason just start just just to get the jump on everything to to get moving as quickly as possible so so what about the planning board article about resoning the for the MBTA District I I only ask you that because it's a whole point about Elam if that's not going to apply is true I have not heard any more discussions on that originally seen anything there's a deadline this like end of the month already deadline but you know we're either I was told that was not going to be brought up again till spring very controversial it seems to be nobody's listening to the planing board at all they're accusing the board of conspiracy which job as far as I yeah yeah originally there was discussion that that would also be part of the special because it was such an important thing and had such a deadline on it now that I believe that deadline has passed I think as John said it would just be kicked to the next meeting unless for some reason we he we have a special town meeting first and that gets kicked to the spring toown meeting then maybe the $3 half million Grant goes through and it doesn't matter what happens there yeah nobody I don't think anybody knows the answer to that really yeah there's there's concerns if that MBTA Grant uh MBTA doesn't go through that you could suffer issues with grants that aren't used in full not just this grant oh any right but would it affect grants that have already been paid out I think if this payout started I think they would complete it but I think if it hasn't been dug into yet I think you stand the chance of losing it is the last that we had heard from conversations with others of course l f I know so unfortunately as with many things Miss more unknowns than knowns with how that could play out but uh um somebody had asked I don't I don't know if it was actually might even been Steve uh the price for a water meter with the radio transmitter that we pay right now is actually $290 a piece so just for a ballp idea of what we'd be looking to spend if we're looking to to change everything out um there is a possibility that we may get a better price on that if we buy or agree to buy a bul quantity this so but I can't speak for for any of that other than the possibilities is there time than one type of no no they are the distributor for Neptune uh for the Northeast so that is the other issue that has been asked and will need to be confirmed is if they are sole source because that changes the process for procurement and and bidding when you exceed a certain amount even if you do have sealed bids um so that was something that was also going to be cleared up in in today's meeting that was postponed so we can go from there if it if it opens the door for Andor equivalent that's going to lengthen this process drastically other the other thing that's going to be going before capital is um additional funding request for for phase three at cob Street the Wastewater pumping station upgrades uh phases one and two have been completed they've come in at budget or slightly over I believe we were over by 6,000 based on the change order that we had I've had one of them um because we had asked for the appropriation of funds for phase three early on which is the replacement for the pumps and motors and we're unable to follow through with that because phases one and two would delayed significantly uh the price and the availability issues have all um all come back to to Really Stick it to us so now the uh the original allocation was 500,000 and we're looking to ask for I believe an additional 250,000 or right around there yeah I know we are still working on those numbers um to bring the uh the total request for phase 3 to 750,000 so this the motors that are there are are obviously special Motors um the vfds are even even more involved because they're in a confined space you know environment with potential hazardous um atmospheres um we would be adding a vfd unit to pump 3 which is our backup pump right now that comes on across with just line power it's it's triggered by a float if one and two fail you get a high level it trips like uh pump three which for 30 years hasn't been an issue but you know that that's pretty aggressive for for a pump of that size to to really come on that hard and it's aggressive on the check vals and the plumbing and everything that's involved the vfd kind of ramps it up y the ramping up slow it'll keep your continuous run going um you know based on the the drawer on the motor so we've added those everywhere that we possibly can um this station and the sister station greatwoods are set up the same way with pump 3 coming on across the line so um definitely as as you know how costly variable frequency drives are but uh that has definitely led to the uh the price increase that we're going to see those are the uh two major requests that you'll see going through um the air raor is actually going to be a request to be spent out of retained earnings no borrowing the upgrade for phase three would be um no I'm backwards the air rator is going to be Capital request required borrowing phase three is going to be retained earnings not required borrowing long week the aor is going to require an article and the other one's just going to go on the cap plan started talking about world before the meeting uh the motor has failed in inel 5 um this is one of the newer Wells online since February 2022 we've had our well specialist come out and verify what we verified as far as uh meing the the wires to it until it's pulled there's no 100% confirmation on what the actual failure is uh the Assumption based on his years of experience and ours unfortunately with fail is is that the the motor itself has failed and more than likely the pump is still good um throw on some rough numbers the replacement cost for the same motor is 15 to 16,000 and we have some uh availability issue concerns with that um more than likely we're going to see a comparable pump and motor swapped in for less than that cost um to get us back up and running and have some more Caron pots installed there that uh if there is a problem it will have less of a lead time in the future um I was speaking with Tara before the meeting on our way here um we will be speaking with them and with Frank Sullivan who installed the original motor uh to see if there's anything that we can go back on to look at uh possibly a warranty or or something that uh is nothing put in temporarily but the amount of work that's involved is really not a temporary install um what you're going to put in you're going to want to leave in place if there's any repairs that can be done to the existing motor and pump that come out it could possibly be stored and kept for a future date if there was another failure that's to be determined just the the amount of work that it takes to have them come out mobilize set up the crane you know separate it pull it get it back online it's it's it's involved to do something you can't even like go down in there and inspect it you got to yank it out and then look pretty much just a total different animal from what we've uh what we've had in the past we'll jump over to uh tthm so that to us that changes we still meet demand based on the time of year what it changes is the operational procedures at the water treatment facility um moving us up to 19 to 20 hours of runtime so it changes the frequency of the back washes changes the frequency that the operators come in um to take them on and offline um but uh as far as water quality water capacity it it really doesn't change we modify the system to work that way so the money for to repair this well is that readily available it is readily available if we do not exceed $10,000 if we exceed $10,000 we do an emergency procurement for funds authorized through the town manager we can then go through use the company that we want and then after the fact we could go out and get two separate quotes of comparison work um but it doesn't create a delay in the repair um so so in order to I'm sure you've thought about all this stuff obviously you know Springers around the corner that's when you're going to need to me is there enough time to do this all you don't know yet oh yeah oh this this will more than likely be replaced within the week okay um we work extremely well with with Frank Sullivan okay um being that this is yeah being being that that what he's proposing to replace are basically on the Shelf common items compared to what's there that that's keep to the 10,000 it'll keep it around there to approve anything no okay not not yet I just want to make sure that everything I don't want any there'll be no delays based on the uh the importance of the issue okay we definitely we have ways to work around that you if it was something that we could plan then it would have been an article and go through that but unfortunately emergencies happen and we have special procurement procedures for that um jump over to tthm um the last round of tthm tthm samples actually were all below the MCL this was they were taken right after our round of per flushing was completed um unfortunately as we've explained in the past um that doesn't necessarily keep the long running annual average below the MCL so once all the information is gathered and reports are done based on preliminary reports and numbers that I've thrown in it appears we're still going to have an exceedance on the lraa which is going to trigger a public notice to let residents know that the annual average which or the annual location average for that one site is still above um even though the quarterly results were where they they should be so I can't wait to read the language of that good it's not as bad as the lead one Believe It or Not slightly better slightly betterly better but again we don't have the option of modify the comment I get from people who actually comment that that we get a postcard about something that happened several months ago like why didn't you tell me right away there's no possible way to notify right away I to explain trust me frust you we we are there with them if it was something that needed to be notified right away and that's what I told people away but again they don't either they don't trust me believe me or anything NE yep yes I have nothing to do with me yes to all of them as you say um we jump over to East hard Street um the contractor did return and completed 95% of the work that they needed to there um they will be returning to uh address uh some of the trenches in the leftover s Cuts uh that in the road that's supposed to be done prior to getting any bad weather see if that takes place um they did install a lateral in hydrant for future expansion down Dean Street on the right hand side of the road they were not able to finish the pressure test chlorination and sampling on that leg so because there's no services off of it we're leaving it off until they can return in the spring and the hydrant is bagged out of service so it's it's in place just inactive uh so we'll we'll deal with that uh when they return more than likely leave it has a black bag on it now so we may actually have to change that out to something that might be a little bit more visible as we uh go into the bad weather is that something the fire department will still use if needed no no no water to it at all and I think one of my last things is lead copper sampling um water sample bottles have been distributed to all the dresses that are on the Mast preapproved sampling list this is the list that John had worked on a few months back adding many new homes based on certain criteria to the list uh to see if there's any possibility of boosting the response that we're getting from the customers um we're still I believe short last I had heard from talking with Chris um so knowing that there was no guarantee that adding the additional sites would get us to the quarter it was the best option that we had available to us at the time so if we do not gather the approved amount of samples which is 60 bottles um we will receive an no um unfortunately for customer participation because these are samples that are gathered by the homeowner not by not by the department so although we've improved the odds we don't have full control over the results yeah so and then I do have one last minute question that came up if you want to take this out of order if you want to wait till the end it's up to you um no we can take that if you want um we had talked and and they had visited us before I believe it was discussed back then it was going to be zero South Washington Street this is a proposed warehouse at the noron ton line oh yeah yeah remember it now has an address it's 299 South Washington Street um the proposed Warehouse come came before us had a discussion explaining what was going to be needed there and this is the area where the dile water line that's the one they wanted to reuse that so the board had granted approval for that to upgrade upgrade modify do whatever is needed to bring that line up to current standards installing hydrant valves pressure test everything um so that they will have water to their facility um this kind of dropped off for a while now it's back uh seeming like it's moving forward the Oddity here is that the water department won't sign off on a building permit unless you have a pable water solution meaning a private well or an active Water Service where they're going to be performing an infrastructure Improvement to bring water to the site we plan to work with the building department to see if there's any type of provisional approval that can be given for it but the holdup is in the past the water department commission board hasn't allowed any construction to begin until the infrastructure Improvement was in place in up an active full look we're talking about is is contingent on the water so they can't occupy this facility if they don't modify and bring some type of water source to it so the only person that really stands to lose here is the Builder if they stop building this property and they can't complete the water main to the property so the ask is would the board be willing to wave the requirement to have the infrastructure Improvement installed and fully complet completed before we allow them to start their build on the building they're looking to do two projects simultaneously right right which obviously we know time is money I don't personally see a problem with it but historically we've always required the infrastructure Improvement to be in place you know fully usable before anything else is that is this is kind of a unique situation 100% fin protection capability over there not when this line is done there will be so why the project being built there no fire that a that could be a concern there is a pond adjacent to where they're building this that they could draft from okay so they put some kind of temporary well or pump from that pond in place that might that that obviously I don't think their insurance company might be concerned yeah bank or you know bank or something would be concerned about fire I our Active water is not that far away but it's definitely not within awwa hydrant spacing you know where're we're probably say the only one that's not signed off is the water is really Al I I can't so they've approved the plans but they're going off of plans that show what is going to be there not what's there right now so they understand the the limitations to where they have to start and where they have to to finish um but we're kind of the last holdup before we sign off on the building permit which again we would still have to work with the The Building Commissioner to see if he's comfortable with it but this was just proposed this came through as a a last minute with me you can work out to me you should work out the you're happy with just just want to check with you guys because historically it would be a it would be a hard no you know as what happened up on you know3 the water mate had to be extended pressure tested chlorinated online before any construction was able to be built and to me back then as a tech it didn't make a lot of sense but I'm sure there were other reasons involved at the time the only thing that I worry about is them building this facility and then selling the property and saying yeah you need to before they finish yeah you need to figure out that other part you know but can can we approve a contingent on them being on the hook to finish the infrastructure regardless of what happen to their I would say we could probably work up in order of conditions this this was just something to throw out don't really need a vote or anything it was just kind of a friendly discussion to see feel feel the room on what it was going to be like I said there's a couple other people yeah oh exactly so there's a pond there not there's a pond there like I said a few few thousand feet away there's there's Act fire Hy so it's not it's not like it's in the middle of the woods it's just further away than most would be comfortable now is this a unique enough situation if we wave that and let them do it is that going to set some kind precedent for someone else in town wantan to do the same thing I wouldn't think so I I think each each upgrade is I mean it is a huge benefit for not only for the developer to be able to re to use that but basically for the town to get that much of an infrastructure Improvement you know that it wouldn't be something that we'd be looking to do anytime in the near future in house uh and it will also benefit that area for Comm commercial growth now that there would be active water in the area so you know it's kind of a win-win it's just just got to do some some checks and balances and formalities so anything else after of that John I don't believe so I have four questions okay can only do three that's okay sure uh regarding the recent fires that we had in town uh is there any R other than the potentially water one of my questions about breaks into the other one is the water main breaks we had on stre so I imagine the I I drove by them when we left the meeting last time I saw the trenches that's all set that's all set more we've had no more no more issues since then thankfully and the fire department I mean they were I mean I imagine they were as busy as every other Fire Department in the area I know they were constantly running up and down New Street they were extremely busy we've had we had multiple uh Mutual Aid crews in from surrounding communities um so all of that could have uh could have taken a toll on the system but we we FedEd pretty well and we had found dead hydrant so we didn't none of that all that we used were were fully operational we we addressed each one afterwards to make sure that they were uh we were closed properly and will be secured for winter so that's two my four question um it suggested to me with the new town hall that the complaints from Redmill Village I imagine other places the fact when people go pay their taxes the town hall there's no place to put their water bill has that been suggested to maybe to have a water bill drop off at the town I have not heard of anything have you Brooke is that okay I mean residents do ask but I've got five complaints about it worth doing anything about it I have no idea I'm just telling you that what I'm just saying it probably only happens twice a year when or four times a year when people go to town hall and pay the tax bills but I'm just saying and my my last question is the water sampling station is that still operational or is that dead for the it has been operation we did have some vandalism take place unfortunately we we repaired it um we did have it freeze twice um it is not a heated facility so we drain it at night we activate it during the day um we've it's being used then it is being used okay um we've replaced and modified so that when it's shut off in the afternoon it can drain back open the foret everything works um we do have calls into National Grid that have not been returned to look at possibly putting a temporary drop there so that we could put some type of power or possibly a little bit of a a baseboard heat or something like that there um but uh unfortunately we've we've dealt with them in the past and it takes a long time to hear back from them so yeah we we will keep it open electric build do you'll hear from that will generate a phone call we may try that um unfortunately it's a different division we've spoken to a few um in the meter division that's you know when we had to have a few replaced and they tell us to call the different line so I found them to be very Cooperative it's just it's timely to decast I find is the most Cooperative of all the utilities just my personal experience if we can get them to put in the electrical service we'll call them just saying you just love that's all I okay all right then I guess you move on to you Tera she's not here all right um uh I had a couple things to update but I think Frank's covered East Street construction there a couple items on the punch list um you know we're pretty much more or less shut down for the winter come back in the spring and notify everybody in the the list of um police fire schools making sure we them we're ready to start back up on south wester Street um I talked about well five obviously that's something that was new that just happened last week so that updated I this appication for a few days last week and checking with our staff as well just to kind of see if there's that type of motor if there was anything that we've heard in the industry um talked about potentially you know some some other Alternatives you know we'll see what it we just need to figure out what's all theocc so um so thanks solance on that and then we had um talked about the area so I think we're all set with that um and then we just briefly mentioned the the contract for the P so we had that voted on the total the Alternatives analysis you guys voted on the total now we don't think that we have a signed contract so we're probably going to print that at the end of the meeting and have you guys sign it so we have a copy of that but um doesn't sound like it's at Town Hall um thought it might have got signed between the last couple meetings but and then um that's pretty much it on our end I think um I've got a list here for C pearon and I don't know if uh there's a lot we need to talk about on that um I guess well four we're still we're still under construction on that or at least uh development of the actual well Source itself um get an update on that in for the next meeting but the hope is that we'll start be able to finish that Drilling and then get working on the design for the screen and then hopefully within the you know next couple months be up to um approval for D and then after bit after that looking at media late winter that so hopefully that'll move forward rela quickly um so there's a couple topics here on on C Peterson side for the Wastewater the street yes kind of update on that we're for a special time meeting and hopefully and everything will get moves forward um our engineering amendment is still pending based on available funding source so that's kind of up in the air right now too his next topic was the Norton Public Schools I don't know if there's any that but I'm going to re this for V and then let me know if there's any questions or Frank might be able to answer some of them but um the temporary conversion from a groundwater discharge permit at the middle school to a fedal 5 discharge is complete so w Samson is been working with the public school Z the Board of Health expects the middle school be connected to the municipal sewer within the next three years at which time the waste water treat facility will be officially decommissioned over the school so positive news on that uh the high school and yell School sewer connection modifications project was advertised last week meeting was held yesterday the bid opening is stting for next Wednesday and a contract needs to be in place by December 31st in order to utilize the existing ARA fund so that's kind of the one thing that's hinging arpa just needs to be appropriated and contract need to be executed for that so um the work can hopefully start in the summer time for that ween College um so I think uh Frank you've been getting some phone calls from Gary over at ween um they're working on updating their pool complex and they need to empty the pool which is approximately half a million gallons according to Gary they reached out to the nfn and initial approval to send the pool water to the wastewater treatment facility theyve asked us to consult with you regarding discharging the pool water through the municiple Wastewater complection system at e college so I don't know if you have anything to update the Commissioners on that it sounds like it just happened today so that did just happened that that is a very strange request I talked to Steve quickly uh earlier today so everything that we do with the mfn is to avoid II discharge into the Wastewater system right and I haven't spoken with anybody at the mfn but it seems strange to me anyway that they would be willing to take a half million gallons of whole water treated or not treated in the system as knowing it's going to dilute the waste water so maybe that amount is so minim that it's not going to affect any of the treatment processes over there that's like million gallons would be minimal over time so that that would be the initial thought is that it would be a controlled discharge into the system de coordinated right so there's the the cost for that um you know some type of discharge into the Wastewater system that's there um and then obviously they would have to pay for it you know it to me it seems rather foolish to put a half million gallons into the Wastewater system not only for the treatment process at the mfn but for the college to have to pay for it as sewage there's no discount if it's clean or dirty water that's all going through a flow meter it's calculated that's going to be on their bill so it it would only make sense that they had some other place to disperse that amount of water but um it sounds like they're limited by their discharge permit putting it on the ground so they have it's basically olypic side is swimming pool yeah they're going to have to put in dewatering pumps around it so that the groundwater doesn't heave the base up when they take the water out and destroy the whole thing okay so that's already going to beess have that we don't believe so that that that's a that's one of their concerns so that's going to be handled by a different discharge perment for the dewatering I think there may be some environmental concerns about putting so much water that isn't technically groundwater into the streams or down to the to the soil basins and stuff like that so there's definitely a lot more that has to be found out about this before the termination can be made I don't think it's any anything wrong with our facility handling it I think we can easily take that on um you know if the mfn is is willing to to accept it and the college is willing to pay for it you know because it would obviously it's mn's call out right 100% so how are they going to fill it I don't know that hasn't been discussed I think do we allow be fil we have with uh special approvals Depending on time of year and and location that's typically homes it's typically a home it's Ty it's not a olympic size pool you probably don't know that was probably before me right that's that's a lot what is the reason they want to empty it in the first place they're doten on people get in there and it's not uncommon things that done [Music] worked Ian this is this is a big facility so it's it's not going to be a small project for them to do a whole lot your drains down so there's a massive move to upgrade the tools to compliance the new law okay so could just be it definitely it definitely seem like a like a strange request and a strange initial approval from the MFM from time to time they have to discharge water at anyway backwash or for the filter whatever proba right yeah and where where that goes more than likely in my mind it should be a dryw on the on the premises but don't really know 100% because it's an old facility when they do that that's a fractionary amount of we had a we had 12 in of our pool water disappeared yes you said that in the summertime and course thing I question end up and conclusion was didn't go there I think it was stol but we unun that dayam put in a hot tub in R that's a lot of water about the amount that was fit in a big tank that's that's one one college prank that you just never going to forgeted not like I mean not that anybody can't climb over it don't I think it take bit to take that water it's it's not like it's a chain link fence right like you can't see the pool there unless you know it's there right well we initially had some when we first built it I understand we had some but somebody came in uh a very quick update on the peer review so man have with the level uh Design Group so we um which group um Stevens crew had a meeting with them before Thanksgiving we've got a check to move forward and we're starting a review on it on upd and other than that I think um thank you joh we've got the um you guys already go down this way was just and I think last time Perce to be here and he wasn't and now he's done here again James James gonna ask his last minute we've been so busy the last two days with the other stuff it's hard to think of anything else and I don't know if it's it's probably been mention but the uh so you have seon as your low bidder for the El Street project and we requested an extension for them to hold their bid pricing an additional 30 days Beyond and I think that extension is to January that so you can ask I believe you can ask for another one but um there only so long contract one hold on but I think that's the other goal is to if you're on a three-week period of picking a date and then notifying the public who you do get a special time meeting I will say one thing that's working with us is that it's not a time of year where a lot of work's being done so it's not like it's we're asking them to wait through May June and July when they would be powering along on the project so all right um you have anything else I do not nether do I next 14th uh would be the 14 oh yes 14 seems far away yeah 14 so I have a problem of future meeting in Mark let you know okay on vacation so where we going we're going to Puerto Rico nice for a month a month you come down visit grandmother used to go to Barbados for a month six weeks 20 years I'll you apartment I went on a job there a couple years ago on summer and it was nice but it was way too high take it I would yeah it was okay okay that without any further Ado Steve I make a motion to adjourn
