we go shine a little light on the subject thank you uh next up uh is public hearings we have one in front of us tonight related to city project 2025-the project and Property Owners as well good evening I'm Brian bachmeier the Consulting City engineer for the city of Oakdale joining me this evening is Brad Swanson he's with he'll be helping me with this presentation uh he's the project manager involved with the design and construction management for the project um the neighborhood that we're talking about tonight is generally described as the uh the neighborhood that is uh east of Greenway Avenue North of Hudson Boulevard West of groer and south of Sixth Street it's about two miles of neighborhood streets uh in the city of Oakdale uh we are going to be conducting two hearings tonight the first hearing is the Improvement hearing where we'll be talking about the improvements that we're proposing there'll be an opportunity for the residents and Property Owners to testify before the city council on their opinions regarding the improvements and then it will be going back to the city council where they will deliberate on ordering the project and it does requ require a four fifths vote of the council once we've completed that hearing we will then move into the second hearing which is the assessment hearing where we'll again disc describe how the project is going to be financed there'll be another opportunity to testify for the Council on your thoughts on how the project is being financed and then the council will deliberate and determine if they adopt the assessment role generally when we're completed with these we will have addressed the why the what the how and the when so we'll be doing that the objectives of the improvements that the city considers every year is to improve safety we strongly feel that pavement conditions have a direct correlation with safety in our community uh because a lot of Walkers and bikers use our streets in addition to motorists so there's a direct correlation with that the second is to control maintenance costs for our community I'll be showing a chart here shortly but as our streets get older the costs increase at an accelerating rate uh and patching we've been doing a lot of patching in this area is very inefficient and ineective so we've reached the point of diminishing returns we're also looking at replacing water Ms where there is a history of uh multiple breaks in the area I think about half the streets in this year's project um we're seeing a need to replace the water main so we'll be talking about that uh we're also looking at uh improving our Energy Efficiency with the lighting system currently it's a high pressure sodium so it consumes a certain amount of energy we'll be converting that to LED which is a more efficient more effective lighting system then the final objective is to eliminate service barriers and as I mentioned earlier as the streets get older they become brittle and there is a point where we need to protect them by imposing some load restrictions which could limit access to your property primarily in the spring of the year um if you're doing any Improv on your home there may be some U contractors that can't get to your property because the streets are being uh protected through load limits this is the chart I was referring to and let me just uh indicate on the left side is pavement conditions and you can see on the very top is a street uh that's new has a rating of a 100 uh on the bottom is the age as the street gets older so at 10 years 20 years 30 years and then on the right side we show the the cost to make maintain the street and what this chart is really showing is the street deteriorates over time and it deteriorates at an accelerating rate at the same time the maintenance costs are increasing and there's a point right in here and it's generally around 28 to 30 years where it becomes we've reached the point of diminishing returns where it's no longer cost- effective to maintain the street so we need to do something more dramatic and that's to resurface the street uh this is a map that shows the pavement conditions throughout the community and we do have um the green and the blue indicate fair and adequate streets the streets that are purple and red indicate poor and very poor condition and if you look across the community we have neighborhoods where we have a street that'll have a poor condition and then we'll have others that'll have U average or adequate condition uh what we're seeing in the neighborhood down in the southern part of the community we're seeing a concentration where there's a lot of streets that are now in poor condition and so we have this annual program where we do two to three miles of reconstruction a year and we target those areas where we can identify a neighborhood and where there's a concentration of four streets so over the next couple of years we will be kind of working in this area the neighborhood we're looking at tonight is east of Greenway next year we'll be looking at the neighborhood west of Greenway Avenue and then we'll be continuing to other parts of the community but we do have a five-year program uh where we're doing about two miles a year as I indicated earlier the load limits in the spring of the year uh these are the neighborhoods now that we're having to post at five ton load limits again it's generally down in the southern part of the community and in the southeast part of the community so that would limit access uh to your property um by people that may be providing Services um with this I'm going to turn it over to Brad to kind of review uh a typical project and the process that the city will go through with the project so Brad thank you Mr Mayor members of the council uh before you have a picture of First Street North uh looking East uh this particular section of of the street in the project is slated for water man replacement the water man was installed in 1966 making it 59 years old we've experienced a few breaks in this area so we are going to be replacing the water M along with the water main the street surface as uh fallen into a point where it really can't be restored or repaired along with the curban gutter which is settled and cracked this whole area will have the water man replace as well as new surfacing and curbing gutter this area is Third Street North this particular area the city utilities are currently working adequately so we aren't going to do any Mass utility repairs in this area however the the surface is failing to a point where we really can't repair it the Kon gutter is cracking settling and is only going to get worse with time so we're going to do a full surface Rehabilitation and curb replacement in this area and during this time we'll be assessing and looking at all the street lighting uh we'll be addressing the street poles as necessary as as well as replacing the uh fixtures with the current LED standard this is uh Greystone Avenue looking North uh again this water man was installed in 1966 uh there have been several breaks in this area uh over the past several years we're going to be replacing the water man in this area as long as well as the uh Services going out to the RightWay line for East E residential property the surface is all also fallen into disrepair really can't be uh maintained anymore we'll be also replacing the curban gutter which is settled and cracking the streets in this project are uh First Street North uh from Greenway to Greystone uh Third Street North from Greenway to Greystone Fourth Street North North from Greenway to Greystone fist Street North from Greenway to groer uh fist Street Court North Upper fist Street North uh Sixth Street North from Gross Point to Guthrie uh Grenadier Avenue North from First Street to third Gresham Avenue North from uh First Street to Third Street Greystone Avenue from Hudson Boulevard to Fourth and groer Avenue from 150 ft south of Fifth Street excuse me North Upper Fifth Street North for the proposed proposed improvements there's essentially three categories that we're going to be addressing in there uh the first one is pay payment reabilitation and complete curbing gutter replacement uh those streets uh receiving those are going to be First Street Third Street Fifth Street Fifth Street Court North Upper Fifth Street North uh 6th Street North Grenadier Avenue North Gresham Avenue Greystone Avenue and groer Avenue uh number two is the pavement Rehabilitation uh this is where the utilities are okay in this area they're still functioning fine the curban gutter is still relatively stable uh but the street surfacing is in need of uh full uh surface Rehabilitation um those streets are going to be Fourth Street North and upper fist Street North from 300 feet east of Gross Point to Hadley Avenue and then number three is going to be the water replacement areas um these are going to have their water man replace as well as the service laterals going out to each property out to the RightWay line full curbing gutter replacement and surface restoration these streets are uh First Street North fist Street North fist Street Court North and upper fist Street North Greenway Avenue North to groer Avenue North in Greystone Avenue North from Hudson Boulevard to fourth street so the construction process uh initially the contractor is going to come in and they're going to do pavement uh Reclamation essentially what that is they bring in a piece of equipment that grind up the existing uh driving surface the street surface and blend it into the existing aggregate base below at that point they'll remove it as necessary to do the utility uh repairs and replacement uh we'll be repairing the public utilities at that time some of the private utilities uh take advantage of this opportunity to come in and replace some of their service laterals so that would be your Communications line your gas Services um and electricity lines also uh we'll be doing curb removal or repair and replacement again those roads that have water man replacement will be fully removing uh all the curban gutter along with that we'll be removing a portion of the driveway section directly adjacent to that curban gutter where each property will get a new concrete driveway apron and then those areas that aren't getting full curb and gutter replacement will be assessing each linear foot of curb and be doing spot repair curb in those in those areas at that point will'll be uh putting in the base course of of pce of pavement we'll be adjusting all the cast iron which is essentially all the manhole castings and accesses out in the streets uh we'll be doing Boulevard restoration we we will be importing black dirt and restoring all the yards with sad uh put on the final W course uh and that will essentially be the conclusion of the project uh the issues typically with these construction uh projects that we've identified here are access during the construction process uh typically uh residents can get to their home at any given time unless activity is happening right in front of their uh home uh what we do is we send out a Weekly Newsletter and we advise all the residents what's going to be happening in the area so they can plan accordingly we'll also have communication uh people on site to help address any immediate concerns or issues mail delivery will will continue uh those mailboxes that are removed will have temporary mail mailboxes put up in their place so uh we'll have continuous mail delivery in the area working out working hours in the city of Oakdale are 7:00 am. to 7:00 p.m. Monday through Friday on Saturdays it's 9:00 a.m. to 5:00 P p.m. anything outside of of those working hours typically isn't done uh the contractor would have have to get written permission on that so there won't be any night work um on late Saturday afternoons or Sundays then site representative uh SE will have site Representatives out there at all times uh again we'll be doing mailers and we'll be reaching out uh typically if people are going to be directly affected uh whether or not it's going to be curb replacement or water man replacement where it's going to be uh a little bit challenging to get around on the site there'll be door knockers going out uh to those properties and directly communicate with all the property owners so they're fully aware of what's going to happen um in the oncoming days if not weeks uh this is a local uh area map showing all the streets that are going to be affected this is a southern half of the project this is identifying the roads that are going to have uh in this area mostly they're going to have full curb and gut replacement uh as well as full uh Street Rehabilitation also identified as all the street lights uh the majority of the street lights are in the location where we feel that they need to be we're going to be adding a couple of additional street lights on the Northern end of the project I believe this is a street uh area map of the North side of the project again identifying those streets that are going to be fully reconstructed as well as the ones that are just going to have spot curb repair and surface replacement along with the additional lights that I just uh mentioned this is a location map of the water main areas that are going to be replaced these uh water Ms were essentially all installed in 1966 and have all had uh waterm brakes over the past several years these particular streets when we do reconstruct them uh we completely remove the existing aggregate base and all the curban gutter and we actually overe excavate those streets and we put in a twoot sand section as well as aggregate base and asphalt surfacing on top this helps with stabilization and is going to prolong the uh uh the use of the street so as far as the project process uh we've already had the neighborhood information put out uh in November as where as well as the feasibility report to the council in December uh tonight is obviously the public hearing and in March 11th uh we're going to be bringing plans to uh meon city council for approval at which time we'll be putting this out for bid and receiving bids and we'll be receiving uh the bids and award the contract excuse me in uh April 22nd of 2025 and start construction in May and and we're going to be placing substantial completion in September of this year so with that that's my end of the portion I'll turn that back over Brian thank you Brian uh so with that we are done with the presentation for the public improvements it's an opportunity then to turn it back to the mayor to talk about neighborhood testimony and deliberation thank you Brian I know why you looked up here to start because I was supposed to follow the script and I didn't so there was a section I was supposed to read before the presentation but but here we are um so good evening everybody uh we're here tonight to consider the improvements and assessments for the 2025 Street reconstruction Project tonight two separate hearings will be held the first hearing the first public hearing will review the 2025 Street reconstruction project and the second hearing will review the assessments and other financing related to this project notice of these hearings has been provided through mail and published in the city's official newspaper I ask that city clerk s lwig include the Affidavit of publication of tonight of tonight's hearing notices and the Affidavit of mailing in the official record in a minute uh City attorney Jim Thompson will provide important details related to tonight's proceedings before we begin the public hearings I'd like to go over a few ground rules first and foremost we want to treat everyone uh we want to treat everyone with respect and uh courtesy if you wish to speak please step up to the podium provide your name and address for the record and proceed with your comments uh no more in 3 minutes in total if someone has already shared something similar please uh please do not feel like you have to repeat what has already been said at this time I'm going to go ahead and turn things over to Jim Thompson who will provide an outline of the procedures that will be followed Jim thank you Mr Mayor yes members of the public as the mayor indicated first heing that is going to be open was for the project itself and that's an opportunity for you to come up and make comment any comments you want about the project things you'd like change things you like not change whatever your comments are so that's your time to talk about the project itself um after that hearing is conducted the council will vote on whether to proceed with the project as Mr bachmeier indicated that does require a twoth vote because this is not a petition project once if that vote is passed then they'll go on to the assessment hearing and they'll give you information on that and at that time you'll have a chance to come forward and talk about the financing typically you'll want to talk about the assessment that's going to be on your property most of the time that's what you uh you're mostly concerned about so that's your opportunity to do that if you do want to challenge uh the assessment is really a two-step process one is to uh sign an objection here uh tonight and there are forms I believe in the back of the chambers that you can use for that purpose and you have to submit those before that public hearing is closed so make sure you do it doesn't need to be formal just your name whatever information is on that form but it's critical that you do that because if you don't do that and want to go the Second Step you'll be precluded from doing so because you didn't sign that form tonight and then if you do sign that form and want to continue the next step would be for you to file an action in court and there's a very short time period to do that um it's 30 days so 30 days from the adoption of the assessment role so if the council does adopt that tonight you'll want if you decide to move forward you'll need to file an action in court within within 30 days so that's pretty much it I think maybe during the assessment here and before we close it we'll give you one final reminder um just just to be sure and uh but if you have any questions that come up during either hearings I'm happy to answer them thank you Jim um one thing I want to call out is by filling out the form in the back it doesn't mean you are going to court you're just preserving your right to do so so um even if you're not sure if you want to go all the way through the process you have to take that first step of filling out it's just a one-page form and handing it to the city clerk um before the assessment public hearing closes and then you can make those decisions later if you want to proceed with that um assessment challenge process so at this time I'm going to open the public hearing and invite Property Owners to comment on the proposed improvements only please hold your comments or questions about the assessment and project financing until the second public hearing so anybody that would like to speak to this please feel free uh speak to the proposed improvements please feel free to step up to the podium state your name and address for the record and proceed with your comments yes hello welcome uh I'm Brian rinsky I'm at 142 Greystone uh I was looking at the chart on the whatever and it was one of those streets is actually my street and if you guys are tearing that up or trying to contract that to be torn up I don't understand why cuz it's not that bad um I do agree that if the streets are bad I don't drive through Oakdale only on my part of town till I go to my job so I do agree if the streets are bad tear them up and then fill out the you know the sewer and all that stuff whatever you're going to do but I don't see a point in wasting money especially on my street CU my street is not even that bad um I guess I I don't know how well thought out I looked at everybody's name here and I didn't notice really anybody living in the Oakdale area so you guys won't be affected by the assessment which is unfortunate um but yeah I guess I was just wondering what drives you to want to replace streets that don't necessarily need it when in 5 10 years you're going to have to rip it up again with probably another assessment if the tax money isn't being used appropriately as it seems um to do that sewer stuff as well so notice nobody was writing down so I guess it's hard to answer that question thank you um Brian do you want to touch a little bit on the um Street Improvement program and how the scoring of individual streets works sure uh as me's indicated we and I had that uh earlier the pre the U map that showed the pavement conditions throughout the community yeah I saw the map I mean I I live in the area so I see the streets probably more frequently than most people here um so I guess I would 100% disagree with your assessment which is fine that's why we're here we don't have to agree on everything right um I guess I would rather hit the big things like I agree with the sewer and the water stuff like if that stuff is old like I had the water line break in my yard a couple years ago and I know why that happened and that was a fault of my own because I have a big tree there that ripped it up so that was not related uh I just I guess I want to do this responsibly not just just because it looks bad that makes sense sure well I completely understand that I guess what we're looking at there is a range of poor conditions and it's a scale of 1 to 30 30 to 40 and you know your straight might be a little bit on the higher end of the the the pavement rating but the reality is we want to we have a concentration of streets in a similar condition in that area that are in poor condition and we need to address them and it's more cost effective to do it as a neighborhood in a concentrated area than it is to do a block over here a block over there a block you know on the north end of town age efficiency is great but if we're going to have to tear it up in 10 years again we just wasted money but generally generally when we do these improvements it's a good 30 years in fact the last time we did improvements down in this area I believe was in the mid 90s so we were about 30 years ago this last yeah when I was looking at the chart though Greystone that street wasn't listed for sewer replacement that was just repaving Greystone is water main replacement was it okay yes yes okay I guess I just want to make sure that we're you know ripping up the water at the same time because I know not all of them are and that's where I don't like the waste that's how I see it as waste so hopefully you guys see it that way too I know you guys don't live here so you don't probably see it the same as I do but yeah that's all I have thanks thank you is there anybody else that would like to speak to the uh Improvement portion of tonight's presentation going once going twice I'm going going to go ahead and close the public hearing and bring it back up to this uh city council for consideration uh council members are there any questions or comments um for staff or uh SE yeah CC welcome yeah and this is general and it probably applies to both but I know there's been a lot more watermain breaks in the city o deal I'm just curious in a general sense and it can vary wild wildly but what is the approximate cost to repair a water main breake typical water main brake can cost anywhere from 5 to $10,000 to repair to replace a water man it's about $500 a Lineo foot so you can see it's it takes quite a few breaks to Total what it cost to replace it but we also understand there's an inconvenience cost and so there is you know a an evaluation that has to be done uh on whether or not it's appropriate to replace or just repair all right thank you council members any other questions for staff all right um I will look for a motion I'll make a motion to wave reading and adopt resolution 2025-the come on thank you for checking though uh motion of second final comments all those in favor say I I opposed and resolution 20255 is adopted uh next will be the presentation for the assessments I'll just go back to my script you know it's just easier if I read what staff prepared for me uh staff will review assessments and financing related to the project nailed it who is tackling this presentation Brian or Kyle yes all right Brian take it away so similar to the previous hearing we are going to have a quick presentation hope to talk about tax distribution defining what special assessments are and assessment policies and then it's another opportunity for the the property owners to uh deliberate before the council uh testify before the council for their deliberation before the assessment role and just a comment on local property taxes I know a lot of times people will say well I'm paying property taxes why am I being assessed for these improvements and the the fact is your property taxes pay for services so it's police fire Public Works Parks uh it pays for those services and only a small part actually goes to capital projects in fact if your property tax bill only about 10% goes to tax uh to capital projects 90% goes to Services um and so you know there's advantages and disadvantages property taxes versus assessments and the reality is um if you go to the extreme on either one if you go to all property taxes there are properties that are tax exempt so they wouldn't pay for the streets when you go to special assessments there are properties they do participate but then you're dealing with assessment hearings like we have tonight so either way you're paying for it it's either through the taxes or through the assessments um it's just is it uh being done based on value or being based on use uh as it relates to the assessments to the properties we do have three different assessment rates uh depending upon the improvements and has been discussed if we're just uh removing and replacing the asphalt that assessment rate is $55 a foot for Residential Properties if we are removing and replacing the curbing gutter in addition to the uh pavement the assessment rate is $79 for residential and it is $114 for commercial there are two commercial properties on Greystone Avenue just off of Hudson Boulevard on the West Side uh so those two properties are involved and the reason that assessment rate is slightly more is because the pavement section has to be thicker to serve the commercial properties uh for the N9 ton uh rating the project cost is estimated at about $5.8 million uh the special assessments are uh covering about a little over1 million 90,000 or about 18% of the project 81 to 82% of the project is being financed with a combination of funding sources uh city funding sources with the lion share of it coming from the utility system replacement for the water main at 1.8 million we also have storm sewer fund of 120,000 and a street Improvement fund of $300,000 and as indicated those costs the rest of the costs that aren't covered by those funding sources will be uh through a a bond and through debt payment what our special assessments really what they are is it's like a loan over a 10-year period And so and the interest rate there is an interest rate component and it's 2% above what the city sells the bonds for and that the interest rate starts acre uh in October of this year so after October 15th of this year the interest starts acre um you can prepay up to that point and acrew no interest uh but if you uh choose to do nothing then what the city does is we certify it to the county and it's collected with your property taxes and the first payment would be then in May of 2026 you can pay the remaining balance at any time by coming into the city uh we do prefer the prepayments uh to be at $500 increments uh there is if this does creates a financial hardship there is a discrete process that the applicant can apply for there's a form through the finance department where they can apply and determine if they're eligible for a hardship deferral uh this is just a typical assessment uh this particular parcel happens to be a 75t uh 70 70t wide lot with cbon gutter replacement um so the total assessment was $553 so in the first year you pay 110 the principal which is 553 plus interest on the unpaid balance so the first year the payment would be $938,000 235 would be $584 with that that's the presentation on the assessments I turn it back to the mayor for deliberation and testimony thank you Brian at this time I'm going to go ahead and open the public hearing for the assessment portion of this project I invite Property Owners to comment on the proposed assessments those wishing to appeal their assessments must fill out the assessment appeal form located on the back counter and this form must be submitted to the city clerk prior to the close of the assessment hearing uh please oh I we wait for that um at this time I'm going to go ahead and open the public hearing anybody wishing to make comments please feel free to step up to the podium state your name and address of the record and proceed with your comments hi my name is dannyelle Le I live on 154 gram Avenue North um here in Oakdale I've been here for about six years and I love this city but I don't love being forced to do something that I didn't ask for it's not that I oppose these improvements to the streets and to the sewers I know that that's a necessary thing to happen but to put this burden onto us that we didn't ask for is not okay there are people that are struggling I know you mentioned like the assistance but that shouldn't be needed um what do you say to like the single parent who's struggling to get by the people that are living paycheck to paycheck the people that are on a fixed income that can't afford this but you are forcing them to pay this it's just ridiculous and cruel to them to make that happen um so I just asked that if there's anything to lessen the burden for us that that would be greatly appreciated because this was something that I think I know I've talked to some people we didn't even know that this was happening um until we got the the assess the assessment letters so it's just it's not fair I think to us that this burden is put upon us how do you justify that us spending thousands of dollars like five six grand plus it's that's just all I have to say thank you thank you is there anybody else that would like to speak under the public hearing for the assessments tonight uh under the rules of open form the council doesn't deliber or doesn't interact with that in that respect um any questions directed at staff we can certainly follow up but um it's not an open dialogue Back in Forth okay Brian rinsky 142 again um so I do see most of us who have uh what is it the chart wasn't very good the frontage I guess what does that entail I read most of this multiple times because like she was saying four grand that's not coming out of your guys's pocket so you don't care but um I I just I I see some people who have like 70 listed as their Frontage and some as 75 and I compared with one property that had 70 and I have 75 or we both have 70 and total cost is about a grand less so I don't know where these numbers were coming from and again I agree with her this was very sudden I found out in like October which I'm sure you guys update your website I only go there to pay my bills so the communication was extremely terrible um and that's stating it nicely I know you guys want to be civil so that's being very nice about it um but I guess my question is this Frontage question sure where I'm at 70 at 142 and then there's somebody who's uh let's see they're at 73 and they're 4 grand less so Brian do you want to go back do you want to pull up that slide of rehab versus more Frontage than me and they're paying a grand less so that's math doesn't add up I I'm not you know a math Wiz but I just so just there's two things that are coming into play here one the frontage is the width of the lot at the building setback line so we actually measured how wide is the lot at the building set back line and all the lots and so it's whatever the lot width is but it's capped at 80 ft so there's no Frontage over 80 feet okay um so it's the actual front edge up to up to 80 feet that's what the assessment is and the assessment rate difference between the one uh yours and the other one it must be on Fourth Street or a portion of upper Fifth Street that area the curb and gutter is not being replaced okay so that's a difference a grand okay yeah okay Brian do you have that slide with the different amounts um that you could pull up I think it's illustrative of how this get there it was uh was it this one yes yes so the rehabilitation if it if the cbon gutter is suitable condition to remain it's $55 if it needs to be replaced it's 79 or 114 for commercial $24 difference yes oh my name is Michael Dobbins I live on Greystone Avenue North and you said something about um there might be a service to help people that would have trouble paying could you elaborate on that that sound like a good idea if there's really some people that struggle I would think the majority of of folks could handle it you know right because it sounds like it's going to uplift the whole area I don't know I guess it would be is a small factor but I could see it even helping the value of homes a little bit but but I know there's a lot of people that struggle right in our area we've had a quite a turnover of how you know of new residents and I think a lot of the new residents for some reason seem a little lower income than some of the people who have sold their homes so yeah it's called a hardship deferral and I the finance director is in the back of the room I don't know if he has any application forms but he would be the person to contact about the hardship deferral application Kyle want you come on up and just give a 30 second overview of what that process looks like and what resources might be available uh yes so as uh good evening mayor council so yes as part of the assessment policy there is a hardship deferral portion and with that there's certain uh criteria to me to be met depending on uh age uh disability and income along with other extraordinary circumstances and so with uh with State Statute uh that needs to be turned in within 30 days if it's if the assessment's approved so uh as the presentation and the letters mentioned yes uh we'll take anybody's contact information we can get a hold of them and get them a copy of the form okay um or would you like to just make your business cards available and staff can or residents can reach out to you directly yes yep okay let's grab a stack and we'll just put them in the back of the room then any residents that want to reach out or if you are at home viewing from home tonight you can just call City Hall and ask to speak to the finance director yes thank you thank you Kyle is there anybody else Greystone Avenue North um I know one of the options for paying off whatever we've been assessed is just having it become part of our taxes and that we don't have to do anything you know to have that happen Etc now uh when we pay our mortgage we also have our insurance in their our taxes we have an escrow account can we therefore surmise that every year we're going to be getting a notice from the bank that our escrow is short because of the additional uh monies that will have to be there to pay for uh the uh rise in our taxes I can tackle this one because I just went through it um so your your monthly mortgage payment will get readjusted annually to account for that difference or for that shortage in the escrow count um but Brian could you pull up that slide of the am amortization schedule um the amount being paid each year decreases I saw that um as you go through it your escrow would show that there's excess because your mortgage payment would stay fixed okay so it probably would be maybe a onetime thing where we'd have to pay in more and then hopefully that would cover the ongoing for the next nine years similar to what happens with property taxes every year so when the property taxes get assessed your your mortgage holder whoever manages your escrow looks at the expenses going out and then they calculate what that monthly payment needed to cover the escrow is so annually I was just concerned that there would be one a a pretty good hike every year but that most likely would not be the case it shouldn't at least it didn't to my es grow it because it would just stay baked in um and then it would actually decrease the P the annual payment would go down as you go through the 10e cycle of okay that thank you mhm is there anybody else that would like to speak under the conversation about the different tree species that will be offered at the Arbor Day Giveaway which um I have 2024 tree board work plan in front of me not the 25 so I wish that I could say the dates home in case there's any question U to be on the Oakdale city council you have to live in the city of Oakdale so we do all live all yes yes uh I have a few um first off time is ticking uh if you still have your natural Christmas tree it's probably pretty dry right now um and you would like Public Works to dispose of it for you uh you can bring it to uh 1900 Headley Avenue North our Public Works campus uh during business hours and they will take care of it for you it's a small cost of $3 per tree pop into the office and they'll tell you where to go but if it's holding any needles yet can you send us a photo because that'd be impressive that's it's been a while so I would like to know where you got your Christmas tree um if you haven't had a chance to stop uh out at the Oakdale indoor market please do um there will be two this month or two offered in February it's almost February already wow uh the next two markets will be on Saturdays February 8th and the 22nd from 9:00 a.m. to 1 p.m. at the Discovery Center always dozens of local vendors selling a wide variety of food and gifts and crafts and oh my gosh there's so much going on up there um so please join us on February 8th or February and February 22nd come to both um are you planning an outdoor event this summer The Rental um The Rental process for Oakdale picnic shelters for the 2025 season is now open um you can book those reservations from or for April through October and that can be done on the city's website Oakdale l.gov also I think Oak Oakdale fun.com that's our Recreation page um so reservations are first come first sered and they usually do fill up pretty fast especially on weekends so if you would like to reserve a picnic shelter to have a birthday party or family reunion in one of our city parks um hop to it and and make make that reservation on our City website um for all shelter sizes and availabilities check out the website Oakdale l.gov finally a reminder city hall now has or now offers free disposal of unused and expired household medications um you can just come on in um to here at City Hall at uh 1584 Hadley there are two yearr round drop boxes located on the first floor next to the police department they are available during business hours Monday through Friday 8:00 a.m. to 4:30 p.m. drop offs um drop off of items is anonymous there's no ID required the names on prescriptions do not need to be crossed off um but if possible please keep the medications in the original uh containers or place them in a small bag items accepted in the bins include household prescriptions over the- counter and pet medications for more information visit the city website Oakdale mn.gov that is a tremendous new Resident offering we are offering here at City Hall so excited to have that time to
