America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all all righty first up in front of us is approval of the agenda no amendments tonight can public hearing uh hearings plur no just one sorry three action items first up and only up is public hearing for Enclave of helmo station PUD preliminary pla site plan Luke welcome thank you mayor and Council so we'll have this up on the screen here in just a moment the proposal in front of us this evening uh it's for Enclave helmo station it includes a planned unit development Amendment or PUD a preliminary plat and site plan so the location of the site as you can see on the the screen there uh it's roughly at the southeast quadrant of helmo Avenue and Fourth Street for the town homes and then a little bit south of that is the proposed apartment building and proposed Park which is located immediately east of norhart Apartments the zoning of the site is helmo station PUD and the proposal includes a 262 unit apartment building 112 unit Town Home Development and a 2.8 acre public park both the town homes and the apartment units would be market rate or in other words they are not income restricted units uh the Pud amendment that I'm referring to is due to the development layout being uh changed at the request of the developer um and um we'll see that in just a few moments with a with a slide that's uh that shows the the details there and if you would recall that there was a concept plan for this proposal that was brought to the city council at a workshop back in July of this year so here's the site layout for the development again it's 112 units for the town homes to the north on the north side of the Third Street and uh they are intended to be a lower transitional density similar to The oakrun Shores neighborhood immediately to the north uh located on the north side of Fourth Street so on the Southeast portion is the proposed apartment building and then located to the east of the apartment building is the the parking and that's intentional so that it's uh tucked away from the uh forthcoming Helo station the bus Rabbit Transit station and then you have the park that is located to the west of the proposed apartment building and uh to the east of the existing norhart building so here is a comparison of the site layout for the helmo station PUD so the original land use framework is on the left hand side and then the proposed U layout of the site is on the right hand side so the FOC the area that we're really focusing in on for the land use framework is outlined in blue there on the leftand image so a couple important things to note here that uh the proposal dramatically reduces the number of public streets that are originally envisioned in the Helo station plan staff was originally or initially concerned with the reduction in the streets there uh due to traffic and possible walkability however staff requested that develop the developer provide a traffic study and they did and uh the results of that uh study indicated that the loss of the planned public roads would have minimal impacts on TR on vehicle traffic and to address the walkability of the site the developer also has added an enhanced pedestrian uh spine a north south pedestrian spine it's a little difficult to see there on the the left-hand image there running north south again as well as a couple additional sidewalk extensions uh particularly in the town home site and in exchange uh for the flexibility the developer is proposing that the public park be approximately 50% bigger than the original plans that are shown in the helmo station PUD so here's a look at the preliminary plat of helmo station the new lot lines there are shown in red just for readability on the screen and again the town home portion is located on the north side of Third Street this uh the apartments would be to the South and then the park as well is to the south of Third Street the developer will eventually have to return for final plat approval and they will have to prepare a title commitment with that so moving on to the site plan review uh and we are focused right now on the the town homes so it's a close-up view here again 112 units uh and the the site would be served by two axises Off Third Street sidewalks are shown on the north side of Third Street and then on the south side of Fourth Street and these additional connections were provided by the developer in exchange for flexibility requested for the from the helmo station pey so here's I'll look at the site plan for the apartment building again 262 units there and I want want to note just the north south pedestrian spine on the the west side of the apartment building kind of in between the apartment building and the park and the uh couple things I want to note in terms of deviations here so the Developers requ reting to exceed the Helo station PUD parking requirements uh so there is a 1.5 parking space per dwelling unit maximum not minimum maximum and the developer is proposing to exceed that by going 1.79 spaces per unit so essentially 76 more units than what is allowed per the Pud and 31 of those 70 six spaces would be shown as proof of parking so in other words they're shown on the plans but they wouldn't actually be built unless there is an actual need for for the parking so in exchange for this flexibility as mentioned the developer is proposing additional sidewalk connections throughout the site um however staff is recommending just a few more pedestrian improvements be included and those are captured as conditions of approval in the resolutions uh the developer is also seeking a deviation from the 10-ft setback requirement and that is a a maximum uh from the apartment building to the park and that's a a special requirement of the helmo station PUD and the uh proposed setback is about 28 ft from the property line and the intent of that 10-ft Max setback requirement is to create an urban Edge and staff feels that this element or the intention of that has been meant by the design of this and the developer has included some walkout patios facing the park as well as uh they are including an ADA or an accessible pedestrian ramp on the west side of the building so other elements that remain outstanding and again these would be addressed through conditions of approval they include details uh the developer will have to Pro provide just a few more details on screening of uh utilities both ground level and rooftop updates to the photometric plan and uh a comprehensive signage plan given that the apartment uh distance is it's right next to the interstate the developer will also have to return with a noise variance and noise study at a later time so here's a closer look at the proposed Park tentatively it's shown as containing two Pi pickle ball courts a half basketball court some playground equipment pedestrian paths and storm water features also a dog run to the South there uh those are all tentative um and um I just want to note again that the park is proposed at being approximately 50% larger than what the Pud originally planned for staff is supportive of the the Pud land use framework change uh given that there are fair few parks in this area of Oakdale uh just for reference the nearest one would be power line Park which is about 1500 ft away and that is mostly open space and trails so this uh proposed Park would would serve this this portion of the area of Oakdale and srf that is the city's Park planning consultant they provided some suggestions to further enhance the park and those suggestions are contained in the staff report on file and I just want to note here that the details of the park construction and the uh responsibilities that the developer developer will have in terms of building it those will be specified in the forthcoming development agreement so here's a look at the town home renderings the uh helmo station PUD requires that multif family buildings be made up of 70% class one materials so think glass brick stone and the developer is requesting a deviation from this request to make it a more residential feel as they they say and and function as a transition area to the existing oakrun Shores neighborhood to the north of Fourth Street and uh I just want to note that since the October Planning Commission meeting when this request Was Heard by the commission the developer did increase the the way skit I always pronounce that wrong from about 2 and A2 or yeah 2 and 1/2 ft to 5 foot so basically the stone banding along the the perimeter of the Town Homes they're they're just increasing that to add additional class one materials so staff is amendable to this deviation request for a reduced amount of class one materials as the uh Town Home Design is what we find similar to other developments in Oakdale notably in willbrook so here's a look at the west side of the apartment building uh along its uh proximity to the park the walkout units and the park features are visible in this image they're shown in relation to the building and then here's a look at the building the apartment building the east side of it a portion of the surface parking is visible as well as some amenities for residents um and then a couple other notes Here for deviation request uh there is another request from the developer to um move away from the ground floor distinguishing features that is required for the Pud and the developer instead proposes using visual articulation or in other words they're trying to vary the building depths and different utilize different building material rather than banding materials for for the first level and in exchange for that deviation the developer is proposing to utilize a higher level of class one materials so the requirement is 70% they're proposing 79% staff is amendable to this request so here we on the screen is just a quick breakdown of the exterior building materials for the apartment building and just to to summarize here I alluded to this that the Planning Commission reviewed this request as a public hearing on October 3rd they recommended approval staff recommends approval of the request subject to the following conditions so I'm referring to resolution 2024-25 in the agenda packet so there are eight conditions here number one is an approve approval of an amendment to the helmo station PUD to allow for a deviation to the land use framework number two approval of a site plan including deviations for exterior building materials and design parking spaces and setback number three execution of a development agreement number four approval of the site civil construction plans number five Public Access easement uh shall be recorded for any publicly accessible sidewalks located on the private property number six vacation of any unnecessary existing easements number seven satisfaction Park dedication requirements um number eight permits and approvals must be obtained from outside government agencies and then I will move on to the other resolution in the packet so this is 20241 Z8 bear with me here there are 11 conditions of approval so again number one approval of an amendment to the homeless station PUD number two execution of a development agreement number three revisions to the site plan showing uh screening for rooftop equipment ground level utilities external loading areas number four installation of a curb extension SL bump out on Third Street at The Pedestrian Crossing additional improvements such as benches or signage shall be installed at The Pedestrian Crossing number five obtain obtain approval from the city council for a noise variance number six approval of the site civil construction plans number seven approval from the fire department for the proposed hydrant locations and fire department connections number eight um resubmission of a photometric plan that complies with the city's ordinance requirements number nine submission of a signage package number 10 the final Park design shall be subject to City staff approval and number 11 approval from outside government agencies as a reminder this is a public hearing the developer is here in attendance if you have any questions otherwise I'd be happy to answer any questions uh council members any questions for Luke yeah I had one counc welcome thank you just real quick on the park just to confirm there's no portion of that Park land that would be set aside for exclusive apartment or resident use right that's open to the public for everyone that's correct Council MERS you know there's pickle ball they're going to try to reserve the courts but it's for everybody right cool thank you Andy anything else no uh Luke I have one so the uh proof of parking 76 spaces I think you said the the excess parking that they may not have to build um so what is there if they don't need to build it it just stays green space exactly yes and so if it doesn't get built what does that drop the um spaces per unit to I'd have to do does that does that get it below the 1.5 if that doesn't get built no that would I believe that would still be over the 1.5 because it's there's the request is 76 additional parking spaces 31 of those 76 would be for would uh be proof of parking so only 31 spaces would not be built unless it's deemed appropriate or needed in the future but I I may have to I'm going to invite the developer up to just to clarify I I'm sorry I maybe I misheard you I thought the 76 was what may not be needed there were additional onsite that we're going to be built regardless would anybody from the development team like to join us Podium um please start with your name and address of the record and then help us out here Brian Bachman I'm with The Enclave company's address is is 766 Bill Parkway in West Bargo North Dakota thank you um yes we are over um the 1.5 I believe it was like 1.59 um we can look that up and get that back to you but um some of them if you go back to that page um are also in already are there because of the neighboring property so that's part of the 76 as well um what would happen if we don't need them is like you said they just stay grass um we just get a lot of push back from lenders um because typically a Suburban project is somewhere between 1.7 to 1.85 sometimes even up to two um and with the to stop that could get better at some point but um people still have to learn to ride the to um and I think a lot of folks are still just car Centric in our part of the world um so we just have to be careful because being underp parked is one of the absolute worst things for us because what happens is we can build the coolest looking building with the greatest amenities in the world and when they drive home and they can't park anywhere near their place of home they don't renew they're like this was great but I'm not walking three blocks from this and the other problem that we have with this site um we do get under that sometimes if there is public parking nearby if there's some place for people to overflow into and we don't want to overpower streets and we don't want to do all of that stuff so we just always try to make sure that we have adequate parking there thank you you uh council members any other any questions for the developers while we have Brian up here no okay um at this time I'm going to go ahead and open the public hearing this is an opportunity for anybody in the audience that would like to speak to this development specifically um please step up to the podium state your name and address of the record please keep your comments to 3 minutes or less um but the floor is open welcome hi there uh Alexander pavs 7825 thir Street north um I was just wondering if the developers could speak a little to either environmental impact studies or assessments that you've done to talk about water drainage R off um flash flooding impacts anything like that that could come with this development thank you thank you uh we have our Public Works director here too uh or Brian Brian left dny Chris I'm looking at you Mr BM um but if the Enclave team would like to address that environmental impact statements or assessments that have been done will be done also I'd open up to Luke you may know as well whoever wants to take it uh we have not to answer the first one we have not had to do a W with this with this project so we have not done that other than just the basics that we always do with every project where we do phase ones soil studies all of that um all of those then lead to our storm water design storm water runoff so that we can make sure that we can control all the water on our site all the water that's coming into our site from other areas we're controlling the water in the park as well so that's all been studied and designed and submitted to the city for their review great thank you thank you uh Luke Maybe do you want to call out the storm water features that'll be included in the park because that's kind of tied to this right I can speak a little bit to that mayor uh so in addition to what the developer had just mentioned the the City reviews the storm water um we have our city engineer we actually uh had a consultant city um city engineer review the the storm water calculations to make sure that their all the the runoff from the site is being properly addressed and um there are actually two water districts that have jurisdiction over this development so it it's kind of interesting how the the boundaries are there but all all U formal approvals for the storm water Provisions also have to to run be um reviewed and approved by the two Watershed districts thank sorry I cut off anything else and uh Council mayor and I can also speak just a little bit to the Environmental Studies that was done as part of the initial Helo station uh PUD which was I I take it 2016 2017 time frame I believe but U um comprehensive environmental analysis was done several years back ago thank you uh is there anybody else that would like to speak under the public hearing for this uh development project seeing none I'm going to go ahead and close the public hearing bring back up for Council consideration council members uh any final questions three actions in front of us tonight recognizing small business Saturday whereas according to the small business administration there are over 30 million small businesses in the United States and whereas small businesses employ almost half of private sector employees and whereas 68 cents of every dollar spent at a small business in the United States stays in the local community and every dollar spent at uh spent at small businesses creates an additional 48 cents in local business activity as a result of employees and local businesses purchasing local goods and services and whereas the vast majority of consumers who have shopped on small business Saturday agree that small businesses are essential to their community and whereas the vast majority of consumers who have shopped on small business Saturday report that the day inspires them to uh inspires them to go small or go to small independently owned retailers and restaurants all year long and whereas Oakdale celebrates our uh local small businesses and their contributions they make to our local economy and in preserving the community therefore I Kevin zel mayor of Oakdale Minnesota do hereby Proclaim November 30th 2024 at small business Saturday in the city of Oakdale and urge our residents to support small businesses and Merchants on small business Saturday and throughout the year our community is incredibly fortunate to have some incredible small matter of fact in the past month been the target multiple times my daughter's car died replaced the battery at AutoZone use the gas stations we shop in that area I don't travel to Woodberry if I don't have to I know there's a study saying that you know most people want to go to Woodberry I I don't know anybody in our area wants to go to Woodberry if you can just go a few minutes away so I please consider next to Target keeping the business I would like to see a restaurant I like to put money into small business in our area and um all these going across the street people are static about it so thank you for proving that because my wife loves all these and not going to my media anymore is just a dream come true for us so keep the are we're developing the area already business let's keep it business let's keep the apartments out y already got big apartment already being put in so let's try to develop the area into a proper business area for small business thank you thank you is there have you um yeah so they're just kind of trying to wind down for the year they um got an update on some previously held City events like the community cleanup day um and all of the stuff that was collected with that um so yeah they're just trying to wind down 24 and ramp up for 2025 uh parks and W also met council member Morcom you are there Lee aison yeah we had a very active meeting with parks in wck and one of the topics of conversation is one of our commissioners became a city council member so we do have an opening and they miss you carry on the council but if anyone's interested in parks of recommission sure you can submit an application but we talk through the community parks and the Strategic Parks plan there's a lot of good feedback from all angles whether it be from activities for seniors for uh sports for youth drainage in our fields and how do we just in a general sense take care of the parks that we have and make them ready for the the next generation of people who are going to use them we also spoke about the Willer Brook north and west Parks which are in design as well it's a good meeting lot going on with that group yeah uh no award a bid tonight so we'll move into staff report uh two items under Community Development who's teeing this one up Chris community development director Andy klav welcome yes uh good good evening mayor and Council the uh item before you is an amendment to the Oakdale Marketplace plan unit development uh for a little history on this one in response to development interest in the marketplace PUD and the adjacent Oakdale station PUD city council at their October 24th 2023 Workshop directed staff to conduct a study of the two PUD areas the purpose of the study was to evaluate land uses market conditions and potential amendments to both puds so Council reviewed those study findings and held further discussions in February and in March workshops and then on June 11th uh 2024 a moratorium was enacted on both PS to pause uh action on any applications in order to finish the study and allow time for staff to bring forward those amendments um those amendments to both Oakdale station Oakdale Marketplace were brought forward on October 29th and public hearings were held for both of the puds at that um October 29th meeting council did act on the Oakdale station PUD and uh um approved that by ordinance and resolution and uh they did take uh Council to table the uh and hold over action on the October Marketplace PUD until this meeting after the close of the after the close of the public hearing so what's before you today is two Act actions one of those actions is approval of the um ordinance which has to do with the adding different uh additional uses within the district and the second resolution um has to deal with um changing the design standards and the Oakdale plan unit development plan and with that mayor and Council be happy to answer any questions excuse me council members any questions for Andy I have a question for Jim uh did we table it was that the official action at the last meeting and if so do we need a motion to take from the table um was it just held over it was if it if the word table was used it it was T just to have staff bring it back at the appropriate time so you don't need a separate motion to bring it back thank you Jim uh council members two actions uh any questions for Andy look over here look over here all right uh first action who would like to make that I'll make a motion to wave reading and adopt ordinance number 937 amending the Oakdale Marketplace plan unit development to allow commercial retail uses and allow residential uses on certain property there's a motion is there a second second motion a second any conversation yeah I'd like to make a comment Council M morome specific to and we've been talking about this specifically in our community for a number of months now but specific to the additional residential uses for this space I know uh we looked at multif family hous in down by Rapid Transit line that's an appropriate place for that application even in different parts of the city but here it's really it was intended to be commercial and a lot of the residents came forward to the Planning Commission and they spoke about it and given the fact that we're growing quickly and there is added pressure on our infrastructure and that really um adding a lot of housing there in a busy commercial area does in my mind pose a safety risk for that reason I'm going to be voting no um council member in person yeah and I I'll just respond to that that you know and I I think in a perfect world I would agree with you that I would prefer to see all commercial there but I think uh you know reality uh doesn't dictate that that's possible a realistic possibility I mean you know and I know we talked about this in a workshop where um you know the commercial maybe along the frontage or you know certain kinds of commercial around the along the frontage or along the roads the main roads and then residential on the inside of it um I think you know that market reality would support that you know but you know it's been sitting long a long time and you know nothing's happened so right and um good comments it's been very slow to develop it's true but I think uh really with an addition of another five or 6,000 residents now is the time if it was going to develop it would develop so I think it it would be good to keep it for that purpose and then hold over so for that reason uh any other comments all right seeing none all those in favor say I I opposed no and ordinance 937 is adopted 4 to1 uh one more recommendation tonight I'll make a motion to wave reading and adopt the resolution 20248 n amending the 2004 Oakdale Marketplace planned unit development plan to establish additional design standards and to establish additional site plan options there's a motion is there second second section tonight it looks like a lot mayor council but um it's all surrounding cannabis uh the regulations for cannabis and hemp we are required by State Statute to get our regulations in place before the end of the year so that's what's before you tonight it does deal with a couple things it as I said it establishes the regulations for cannabis and hemp um it does talk about the process for preliminary compliance so meaning it defines how far away from schools the proposed business needs to be how far away from dayc carees Etc so that's outlined in what's before you in the um new rules uh third thing it does is it outlines the application process for registration not licensing we are not going to be licensing so we are U establishing a registration process um number four it goes through the special events in case there are temporary cannabus events in our public areas it establishes what the rules are about special events the fifth thing this does is um is uh adds relevant definitions about zoning where retail cannabis business can go lastly um as I mentioned again I need to reemphasize this we are not licensing cannabis and hempys as we are registering them for the city of Oakdale and thus the regulations will be surrounding the registration so with that I'm glad to answer any questions uh I just want to clarify one or uh not clar I add to something you said about licensing so when we say Oak deal is not licensing that does not mean we are prohibiting these businesses that means the state is handling licensing yes State and County just the state I think it's just the state yeah um so there's a lot of players involved with this process to go through getting a license setting up a business we are carving out our piece the state has theirs exactly um and there have been uh there's been media coverage last few days about the licensing and the lottery process that's not us so we don't touch that um but council members any other questions for Chris don't always do a good job of explaining it um so I think this is a really good example of a topic that one every city has struggled to get their arms around since the state legalized uh cannabis um even before then with the low potency hemp the the T beverages the Edibles all of that um it is something this is a topic that probably every Department in this building has been working on for a very very long time now from Public Safety to finance to licensing to our Administration to our City attorney everybody to try and create um recommendations to council for policy that reflect um good good decisions for the city you know understanding that use of cannabis is AB absolutely legal um but as a city how do we uh shape our zoning rules our um you know Park usage rules to reflect this pretty big change in in every community so I want to offer a very big thank you to all of our staff that have worked on this for a very long time it's not done yet because the state is still trying to figure out their rules around lure and all of that and we're going to have to continue to make adjustments as a body but this has been a very long road adopting the these is um gets us ready for the changes that are on the horizon coming from the state they they are not perfect we I think there are things in these ordinances that we would all individually like to see different and they may change as you know uh cannabis dispensaries become more prevalent in communities and we just have to adjust with it so for the time being I want to say thank you to staff who put in a ton of work on this I want to thank my colleagues are having very robust conversations and debates about about this because it is important it is a it is a new frontier for local government to wrap its arms around and for the people at home that just saw us rattle through three ordinance changes and three resolutions in the matter of 90 seconds that impact a lot in our community a lot of work has gone up to this point so uh if anybody wants to chat further about the conversations we've had reach out to Jake you're up bud um Council presentations uh you know I'm going to get phone call and an email right I hope your phone just explodes with questions about this you're leaving this is the punishment on your way out who who would I even defer I mean you know in mayor to your point just take them just take the questions well just real quick I mean we don't even have the answers right now that's Point that's the reality that's a fa Point are all joking aside I mean yeah no I think that's a good point we are we are creating policy around the things within our control recognizing there are a lot of things outside of our control that we're going to have to Pivot on the Fly and it's what we do I mean Chris we would defer them to you but then who are you going to defer them to like we you know we're not State the state okay that's yeah the lawyers who wants the Hot Potato just pass it along yeah so uh Council presentations let's look over here Carrie or Susie any Council presentations tonight all right how about over here nothing well just if you're going to bring up the fact that City Hall is lit up like uh yeah like the holiday should be yes yes uh is that cover I don't but I'm going to take it you should take it I'll take it right now uh drive by City Hall we have Holiday Lights Out For the First Time according to our Park superintendent in 20 years um we're we're getting in the holiday spirit around here a little early that's fine um but also just a continuation of Oakdale trying to do things a little different you know it's our 50th Anniversary want to be a little special you know bringing some events back doing some new decorations putting up banners in our city um um it's it's beautiful I want to say a very big thank you to public works for um not not only just putting the lights up but fixing the electric underground that was broken for many years and we just didn't know it um that was a lot of work and we appreciate that um it's it's beautiful we hope um our residents um check it out uh I have a few actually I'm going to I'll cover that later that's fine um you uh Council presentations from me there's a holiday this week um on behalf of everybody at the city um I just want to wish everybody a wonderful Thanksgiving if you are traveling please do so safely um we hope everyone enjoys uh time with with loved ones or you know I know a lot of people that volunteer on the holiday um thank you for doing that as well it's just a good time for us to do a little self-reflection and I I encourage everybody to do so um but from the city Happy Thanksgiving to everybody also a reminder our city um offices will will be closed Thursday and Friday in observance of the holiday uh this Saturday septe uh November September 30th November 30th is small business Saturday um I read the proclamation before just another reminder to shop local support or local businesses one way you can do this a great way to do this is check out our Oakdale indoor market uh taking place Saturday from 9:00 a.m. to 1: p.m. at the Discovery Center 4444 Hadley Avenue North there's more than 20 local vendors offering a wide variety of tasty treats you know holiday Goods holiday gifts um there is something for everybody so pop on up to the Discovery Center on Saturday 9:00 a.m. to 1: p.m. do a little shopping support um those local vendors and local artists if you haven't had a chance to complete our community survey uh we want to hear from you every few years the city launches a comprehensive survey where we ask our residents for feedback um on everything from our city services our amenities uh and more the results really do help us as a city council um understand what is important to our community what our community feels like needs work um where we should focus and perhaps most importantly where we should allocate resources so um please take that survey um you can find it on our City website Oakdale mn.gov it is open until December 5th um I did it it only takes like 5 10 minutes it's not very long but the feedback is incredibly helpful to to what we do here uh oh everybody's favorite our annual truth and Taxation meeting is uh will be held in two weeks on Tuesday December 10th uh 7 p.m. here in city council chambers uh it is is our final meeting of the year um on December 10th so we hope you can join us at this meeting um our finance team will present the 2025 city of Oakdale budget um this is also an opportunity for the public to attend um or you can watch live on uh local cable or YouTube um this is a great opportunity to learn about our city budget um you can use our tool open goov on our City website um one of our great transparency tools that we've rolled out in the last few years and you can see all of our expenses all of our budget for um the year ahead lots of great information on there um but we encourage everybody if you have questions about our budget about property taxes about where your hard earned money is going join us join us here on December 10th 7 P.M right here in council chambers a lot of great information from staff we open up the floor to any questions you may have if you don't want to step up to the podium and speak you know on TV you can grab you know take our staff to the side and ask your question and they will give you answers um this is a really important meeting that yeah the state requires us to have but we would do it anyways we want our residents to know what's in our budget um where their money is going and how our our services are being um positioned for the future so please join us December 10th at 7 pm um I hear there's also going to be a little retirement cemon for somebody who's leaving us um that will be Jake's last meeting so uh please join us oh also somebody mentioned Aldi they're opening under December 6th a lot of people in our community want to know about that December 6th mark your calendars join us there's going to be a ribbon cutting that morning in Aldi they want lots of customers please join us they're very excited um and Oakdale is excited to have them so uh
