##VIDEO ID:X4tVIdwrJsE## all right we're going to call to order the city council meeting of Thursday October 10th 2024 please stand for a pledge of allegiance and a and a prayer I PL to the flag of the United States of America and to the repblic for stands one nation under God indivisible with liy and justice for all bow your head for a moment of silence and prayer any Mr Barnes pres Mr Crowley here Mr harzel here Mr lch here Mr Pini here Mr Winslow here and Mr M here adequate notice of this meeting has been given pursuant to Public Law 1975 chapter 231 we're going to start we have a couple uh we have a presentation and a proclamation so the guildas club you guys want to come on up no I don't need to speak into this do not touch okay hi I'm Aaron mallister it's nice to see some friendly faces I'm the program director of what was formerly gilders club now rebranded as cancer support Community New Jersey we are a 501c3 nonprofit we've been in the area for 23 years so I was hired about a month before we opened our doors 23 years ago and we opened in Atlantic City we've moved four times and now we're currently located on Route 9 lwood so where the limbwood police station is the building the next building on the right that used to be like the water company that's where we're located so we have a main location and then we also have some Hospital Partnerships with Atlanta care and spir holy name all the way up in Tac which is part of our rebranding so when we first open and we Guild's Club South Jersey we sered just the eight most southern Eastern counties in New Jersey 3 years ago we um basically got the charter for the entire seate which we have four full-time employees so it's kind of difficult to do that but the good thing that came out of Co for us was a virtual program so we do have a full virtual program of different support groups healthy lifestyle um workshops educational programs so that anybody all the way up in North Jersey can still participate and get support So cancer support Community New Jersey um a lot of people here still do know it as gildas Club so we'll use that CU some of the kids know it that way but we are the beneficiary of a movement I'll call it of pink hair and I love that you have pink hair right now model for us um pink hair was an idea that McKenzie heinstein who I know that a lot of you know is Mrs H or coach H um in such a small world and such a small community in Ocean City Jane kuster was was my teacher when I was at the intermediate school and McKenzie was my daughter Izzy's teacher at the primary school so we all know you know the generations of families who are born and raised here and we all know that McKenzie has such a um what's the right word long courageous battle with cancer so McKenzie loved pink hair she loved the fundraiser of putting a pink extension please stand up and show it on and it just Clips in on the top um and it's just a way to raise awareness and also you know funds for cancer support Community but to be honest um it's way more than a fundraiser for us you know professionally and personally it really is a movement it's a way for a small nonprofit like us to get marketing and advertising for what we do because we don't have dollarss to advertise we don't have a marketing person a budget anything like that so for us the fact that you know families in Ocean City will now know about cancer support community and know that we're a resource right in their backyard that's huge the bigger part of all of this is our kids so I have we have four kids in the Ocean City School District and you know the fact that pink hair has kind of gone viral around the community we last year were at six events the schools and maybe like a couple football games this year we have 38 on our calendar we could take on more than that if we said yes but we're trying to like direct people to the events that we're already going to but that's how big it's become in just one year so it really is a movement and um jenu who's going to be here any minute she also she and I talk all the time about the feeling that your kids have like when they participate in pink hair that feeling that they walk away with being able to like be part of something bigger than themselves being able to do it in memory of someone who was amazing and such an influence on all of them that feeling they walk away with you can't teach as a mom you can't teach that as a parent so it's really important for our community to get behind pink hair we're here to tell you that we have amazing news that ABC News is coming to Ocean City which we thought you'd all want to know um on the 21st to the pink hair game for field hockey at the high school so they're going to be there at 4:00 they're going to do a story they're going to come to our clubhouse first um take some footage talk about Gilda's Club and then come to the pink Care game and that's when the check presentation will happen um and I think that the more we can get that out to obviously all the city employees and people throughout Ocean City if we can fill the stands and everybody come and you know wear pink and get pink hair I think that it would be something that would be really great for um our community and just to show our appreciation um to McKenzie and I also just want to say one thing the social worker in me you know we talk all the time about um you know death for kids and how to support kids and the school brings in different resources and I think that one of the things that we can all no matter what our AG is agree on is that the first death that you experience in your life whether you're three or 9 or 20 and then those deaths that you experience as a child really do shape and influence the rest of your life you know they um teach you kind of like how to talk to other people about death and dying they teach you how to support people in your community and I think that pink hair has given kids in this community a positive way to experience death together to support one another to support each other's families and to keep McKenzie's memory alive so I really think it's remarkable and anything that we can do to help support it is very appreciated do you guys have questions no but I just have a comment my son doesn't who has special needs does not like his hair t touched I try to put gel on he doesn't let it but he let me paint his hair today pink for pink hair day today so I was really impressed and he was excited and his whole head was full of pink so pretty cool that's awesome so just to give you an idea like the Ocean City Primary School last Friday raised just in a lunch period $1,290 like that just for pink hair $10 a piece so that tells you how many people yeah and we don't turn away kids if they don't have the money of course we pay for it so but it is remarkable and we're at all the games and we're we're everywhere so if there's anyone listening who has an audience and a group that they want to get pink hair on the calendar for next year we're happy to do that too Jane do you want to add anything think Council should just love to see and just um Pete not to put you on the spot but there is a really good video um that talks about this movement and the kids over the summer my daughter included Marley DWI a lot of them talk about McKenzie and they talk about the type of teacher and Coach she was and they talk about gildas club and what it means to them the money that is raised through pink Care will go specifically to put the support groups back in the oan city school district so that we can have monthly support groups in all of the schools um which you know is remarkable we were in the schools prior to covid and we want to get back so we will use this money to do that a thank you thank you very much all right we have a proclamation now for metastic breast cancer awareness day and breast cancer awareness month so whereas October is recognized as the official breast cancer awareness month and whereas breast cancer is the most common type of cancer among women in the world and second leading cause of cancer death among women in the United States whereas more than one in8 women and 1 in 833 men in the US would be diagnosed with breast cancer in their lifetime in 2024 an estimated 33,500 Americans will be diagnosed with invasive breast cancer and whereas October is nationally nationally recognized as breast cancer awareness month and October 13th is observed as metastic breast cancer awareness day and whereas pink ribbon is known for representing the fighting against early stage breast cancer and metastic breast cancer awareness is represented by a tricolor ribbon that includes teal green and pink and whereas metastic breast cancer affects all Races socioeconomic classes and a global campaign known as light up MBC will take place on October 13th where over 117 landmarks worldwide will be illuminated in the metastic breast cancer colors of teal green and pink to honor the 117 lives lost to the disease each day and therefore be it resolved that the city council of oan City New Jersey hereby proclaims October 13th as metastic breast cancer awareness day on October 2024 as Breast Cancer Awareness Month in Ocean City New Jersey and joins with other local hospitals and Healthcare organizations to honor all Breast Care survivors and thrivers for their strength courage and determination and to honor and remember those who courageously fought that lost their lives to breast cancer and be it therefore resolved that Ocean City will umate the lights on our bridge on October 13th at night in the colors of green teal and pink the colors representing the tastic breast cancer awareness day and be it further resolved that the city council of Ocean City applauded the hard work of the metav research and support Inc to fund research raise awareness and advocate for and provide information and support to living to people living with MBC all right we're going to move into reports from the mayor and administration George you're up okay welcome I'm sorry yeah we started so with grand kids it's a fire thing so just a couple things uh the renovation of the pool in Aquatic Center is complete you guys were there the other day so I hope everyone's happy um we've been getting great feedbacks I want to thank the Knights of Columbus and the veterans group for placing 500 American flags at the park in a corner in ninth and Bay those flags will bring awareness to the number of US veterans who take their Liv their own lives each day I want to thank these groups for placing the flags we recently formed a group of leaders who are committed to improving mental health in our community and this new display fits perfectly with our focus on Mental Health the flags will remain until uh Veterans Day we're going to remind everybody we'll be having a town hall meeting uh 10:00 a.m. Saturday August 19th at the OC Tabernacle August October what' I say August all right I'm sorry I'm a little off today October 19th uh we'll go over projects uh get talk so first hour we're going to go over things and then the next hour just take questions so George just have uh one brief report on the uh agenda on tonight's agenda there are two resolutions to authorize an amendment to our trash and recycling contract to provide for the contractor to enter onto private property specifically in driveways along our alleys to retrieve containers with the requirement they would be replaced in behind along with a requirement that containers up to 64 gallons in size be collected current contract and our city ordinance limits containers to 32 gallons in size the fact is that a large number of containers throughout the city exceed that size the contract also does not obligate the contractor to enter onto private property and while many Property Owners do Place their containers along the right of way many more place them within the dve driveway area along the alley where they cannot be retrieved without going on to private property after consideration of all these factors we believed it was not currently feasible to require all containers to be placed where they could be collected without entering onto private property and it was not feasible to restrict everyone to 32 gallon containers the 50 lb weight limit does remain in place and we will also be enforcing the prohibition on the use of plastic bags and recycling containers the Municipal Utilities Authority recycling center will not accept these and they need to get better at compliance with this we're going to be working on that that's it all right George thank you we're going to move to Citizen comment Jonathan almighty God God Father in Heaven Help Us to do good bless this Council give them your guidance when honoring their Oaths for all people Jonathan dice 12 Street uh in my hand I have a green uh piece of paper that was sent back to me from the Municipal Court stating that they got my correspondence to plead delay my court date they sent it back signed I told you about what the Municipal Court did to me they they uh uh they um put a warrant out for my arrest because I didn't show up 14 hours according to the arrest according to the um warrant document it was 14 hours it was issued and they came out and got me within 24 hours came into my residence invited themselves in turned me around handcuffed me and damaged my hands permanently especially during this time of the year my hands get numb they're cold and it and it's just the whole it's it's unfortunate the doctor said that when you put the handcuffs on too tight why a police officer wouldn't know this and why they would in according to this document that John Peter Dupont wrote out his report it says due to the fact that I was known to be uncooperative and due to the fact that we've never been in the residence that's why we went in what do you mean you've never been in the residence have they ever been in your residents to take pictures and see what's in there it's unfortunate it's unfortunate but let me explain to you kind of in a victim impact statement okay I enjoy working out my whole life right you know you try to make your body better I can't get through a workout now without my forearms blowing up and my grip becoming so weak that you know you're doing pull-ups like this one two three and because my grip is shot the doctor says it's going to get nothing but worse I can't even lift anymore I can't do what I really enjoyed doing that would help me also help my stress levels it just helps anyone when they go out and get a little exercise John Peter dupon took that from me the Ocean City Municipal Court took that from me get it gets worse though I've I sometimes I will need to climb a scaffolding or a ladder and just about a month and a half ago I was up I'm climbing B and you know I get up about 25 ft and my grip starts to go and I'm like oh man I don't feel safe you know and I'm headed up to 40 ft in the air well we harness I guess right I mean when you're climbing like that how you going to do do that you need your grip it's gone these hands now belong to John Peter dupon in the city of Ocean City in a sense these are your employees that are doing these things so we need to get a handle on training we need to get a hand and by the way this is great that I can be in the People's Court that gavel rate there will memorialize what happened to me so that if my children have questions down the line they'll understand what happened to their dad and and essentially what happened to their family so it's serious business it's serious business and this city council you are in charge of your employees because you pay them you pay their mortgages you pay their children's education you pay it all for them and they're allowed to go and permanently down Dage somebody's hands it needs to be talked about it needs to be addressed I appreciate celebrating the people that have died and fighting cancer but guess what's coming for me possibly stress is the number one factor in every single major disease not number one it's a factor I should say it's a factor it's a factor thank you we'll move into reports from city council Dave any reports um yeah I just wanted to report um we a lot of questions about Roseville Boulevard because there been was talk earlier in the year about resurfacing that and redoing it and I then I had talked about possibly doing a beautification product project some of the trees are getting a little bigger the lighting so I talked to the County engineer and the design plan and we thought it was going to be the end of the this year early next year I talked to the County engineer and the design plans are about 90% done now and there's uh state do funding and some other environmental things they have to get across so he said in you know probably early in Spring where they could start to work on Rosevelt Boulevard but in anticipation of the summer season likely scenario would be fall next of next year so about a year out before we start seeing those improvements so a lot of people would ask so I just wanted to make sure people were aware because we've you know have some construction there now that's not part of the redevelop boulevard um renovation that's just part of the Maran Park um flood mitigation project so hopefully this time next year we'll be seeing the roadway underway or under reconstruction nice Jody I'm good thank you ke I'm good thank you sh nothing for me Tony reports nothing no Terry thank you all right great moving to approval of minutes have a motion to adopt the regular city council meeting minutes of Thursday September 26th 2024 so move WS second Mr Barnes yes Mr Crowley yes Mr harsa yes Mr lch upstein uh Mr Pini yes Mr Winslow yes Mr Madden yes all right we have a bond note announcement Melissa BL hi the Chief Financial Officer of the city of Ocean City and the county of Cate New Jersey certifies that he has awarded General obligation bonds to be dated October 15th 2024 for in the amount of $50 million Ocean City received 13 bids and the bonds will be awarded to Janny Montgomery Scott LLC with a net interest cost of 2.92% on the same day Bond anticipation note 20242 was sold it is to be dated October 15th 2024 in the amount of $30 million Ocean City received seven bids and the note was also awarded to Janny Montgomery Scott LLC the maturity date is October 14th 2025 with a net interest cost of 2.84% payable at majority great thank you we have an ordinance on second reading ordinance 2014 can I have a motion to take up ordinance 2014 on second reading and public hearing so move second Mr Barnes yes Mr Crowley yes Mr harzel yes Mr Lech Mr Pini Mr Winslow yes Mr Madden yes okay 2414 in ordinance amending ordinance number 8717 Chapter 30 Municipal fees of the revised General ordinances of the city of Ocean City New Jersey this ordinance revises the fees and your fee schedule for documents produced in response to an O request when those responses are provided on paper most are provided electronically great thank you douc this is a second reading so we're going to go out the public comment any public comment on this ordinance only from this side of the room public comment from this side of the room this ordinance only come on up Jonathan just remember it's got to be about this ordinance yes sir I'm not quite sure I realize that we have name an address for the record please pardon name and address for the record oh oh uh Jonathan dice 12 Street um I realize that we need to collect money for things that are uh it takes time and effort but it almost seems like this this ordinance this law you're passing is almost like a tax because you're selling back the information that belongs to us an Oprah request is just that it's the government having an open book and now you're going to charge us for that we the people it's a little bit of a it reminds me of maybe the Stamp Act or you know we're heading backward so it would be this is about the Oprah right so I just wanted to voice my opinion on that and maybe get some clarification on you know it's it's nickeling and diming us it's our information that we're asking from you why are you charging us for that it's almost unconstitutional in a way I would think I don't know I don't we need to research that find out if it's really necessary even I mean according to the business administrator I read in the newspaper Ocean City has plenty of money I mean we're going around we're buying a lot for $22 million and you're going to charge us a nickel for a piece of paper to get some information that maybe somebody needs you're going to drive the cost up of any attorney that wants to go and and get get stuff from the you know I know it's usually electronic but what if we run into other things I mean how much is it really costing the city it can't be more than 22 million I don't know what the up I don't know what the difference between that land I mean you have a a beachfront property that goes for 8 million 10 million and you have a a lake Simpson over there that goes for 22 million so it's just doesn't make sense that you're going to try to do this to us the people and you create another burden another tax I understand you have to pay for stuff everybody does you know it's just how you you get up in the morning it costs money to breathe but we really need to just take a look at this before you pass it I hope okay that's my desire thank you any other uh comments seeing none questions from Council Dave good Jody it's free receive the same information via email right yes okay correct Keith um I know that we've gotten almost 700 Oprah requests this year so far so there is some work to do to it um you know more than I think people think if that that is not there's no charge for that what's that the work that the clerk's office does and the work that all the in city employees do Gathering the information reviewing it to make sure it can be prop L sent out and then the clerk's office puts in a format that it can be mailed out electronically which is the preference of most people who file these requests that's what I'm saying the nickel it's not is you know all that other work goes into it and then if you're going to pick it up it's a nickel I'm just saying I mean it it's Mammoth amount of work so and nickel nothing really but Sean any questions or comments only comment I would have echo on jud's comment in light of the fact that you can receive it electronically I think U having a nominal fee for printing copies is reasonable councilman I neglected to say that these are the fees set by State Statute this is not Ocean City coming up with a fee this is revising the existing fee ordinance to comply with the new fees set forth in the new Oprah act Teddy she just explained it thank you ter okay great I have no questions can I have a motion to adopt ordinance 2414 on second reading so move second Mr Barnes yes Mr Crowley Mr harzel Mr lch Mr Pini Mr Winslow yes Mr Madden yes we the consent agenda all resolutions listed on the consent agenda are considered to be routine in nature and will be enacted by one motion if the mayor or any council person wishes a particular resolution to be considered separately it will be removed from the consent agenda anything can be removed Mr President 9 and 10 please 9 and 10 all right anything from the administration seeing none uh let's pull 9 and 10 want to read 9 10 resolution number nine a resolution authorizing change order number two to City contract number 2303 Municipal solid lease collection and Disposal Services with Pineland Construction LLC resolution number 10 a resolution authorizing change order number two to City contract number 2304 Citywide collection and disposal of Municipal recycling materials with Pineland Construction LLC right Dave pulled yes the reason I asked them to be pulled is we entered into new contract in June of 2022 with P lands um and contracts contract uh and now they're were being asked for addition additional funds there is an escalation clause in that contract that allows the uh the fees to go up based on the CPI consumer price index of the Philadelphia Camden and Wilmington area that is 3.8% the CPI is being it will be used October 2024 CPI is 3.8% um the contractor is asking for a 33% increase and I object to that amount I haven't seen any analysis on why where his expenses have have increased I I I walk 5 miles a day and I most of my walking is either on the beach in the alleys and I will say probably 50% of the people are compliant the cont the you know the or the the contract also says that residents have to keep their trash off the alleys so and when we went into this contract everybody that bid on it had ample opportunity to do their due diligence to find out what it would cost to to take this uh to pick up our trash and then deposit it at the landfill this 33% just for next year $660,000 and I to me that's very high and I I can't see where we can justify that so based on that reason uh I I asked for it to be pulled and I'm I can't I can't support that um I can't support that uh that that increase and and for the old those that are compliant I I I can't support saddling them with additional fees for maybe folks that aren't that aren't and it's one trash can or two trash cans but it's no more trash and I would think that one trash can would be faster to dump than going back for a second one so that's just my opinion but that's why I I has to have both of these pulled Jody questions comments you know Dave actually brought up some great points which I was going to bring up myself um just as assuming that it was being pulled by somebody but I I have nothing further to add other than I agree with everything he stated Keith so if we don't vote for what would happen I was just going to answer that in other words you know you're properties that have their containers on private property and Le thousands contractor won't pick them up uh so we will uh have to tell all those people that they'll have to take their cans out of their Corral put them in the right away if they want them to be picked up and uh so that's one and then anybody who's got a can that's or container that's 32 gallons there's thousands of them they'll have to get 32 gallon containers and put their trash in them before they won't get picked up starting November 3D as bad as this is and I agree with both these guys there's no way I'm doing that to people because there's no way we can get the word out to them faster enough so do I dislike this I've hor I think it's horrible but the cost of the citizen is going to outweigh this I woe unto us the next time we do a contract but I will never ever sitting up here inconvenience probably half this town that we won't be able to get to and the trashes are going to get picked up that's just wrong that's just wrong sorry but the contract's wrong too but I I'm not I'm not going to pay that price no way no how so uh how many more years are left in the contract three and um I this was the lowest B bid two years ago correct and what was the Delta between this and the second 700 something thousand close to was close to a milli a million doll close to a million dollar difference about a million so we received the benefit of not paying million dollars higher for the past two years not for year but I mean I agree with what the gentleman before me had said this only tough situation the contract was probably not the best contract put together on both sides two years ago U but I don't see a way uh a benefit of not approving this I'm not casing my vote yet but I don't see a a benefit of not approving this ton uh really everybody we don't really have a choice um you know the taxpayers are going to suffer through this I think it's going to teach us all a lesson to do our do diligence better when we you know fill a new contract out but I don't see really any other alternative except hurting the public ter I I think we do have a choice and you know we made a decision to go with this company they were the lowest bidder they've done a good job we're going to address some of the uh feedback and concerns that people have had around getting their cans put back about uh containers not being picked up because of different sizes so this is really a case of where we took feedback from the community and we're addressing the needs of the community and we're going to provide a critical service which is picking up your trash and I think that's important and we're going to stay on top of it but it's something that needs to be done and this is the the best case scenario yep um my agree that I think not having trash collected is worse than the increased cost so to me we move forward make sure the trash is collected and we do a better job going forward on what we can do with the contract and Pete I had one other comment yeah this is still less than the other contract so the bottom line is as hard as bad as this and this is bad folks I'm not saying but it's still less than the other contract in all my years in business you have to have a solution before you say no to something there is no solution if we went to rebuild any contract that would subsequently come would be higher so you could vote no on this but it's only going to cost more money not to say this isn't bad not to say this isn't horrible it is um and I and I think um Council bini made an excellent point there we're just going to do a little bit better job next time on due diligence so um and if we learned a lesson we learned a lesson but but I want the public to understand that this is was still the lowest contract and remain the lowest cont contract anything that we do to go against this would cost the taxpayer more money and hurt the taxpayer by not getting their trash collected I'm not willing to go there thank you because this is a pulled resolution we have to go out to public comment any any public comment on this resolution only from this side of the room any public comment from this side of the room on this resolution only yes Jonathan dice 12 Street I just want to say that these trash people that are picking up the trash right now are the best that I have seen since cogin they put the trash cans back I watch them they don't break them up like a lot of the previous trash people have done so they are doing their job and they're doing it respectfully they're polite they smile they say hi and it's 100° out right you've seen them in the alley they're Heroes to me they're out there on a hot summer day running these alleys that they do a good job thank you thank you yes well state your name and address for the record please hel struckman 21 asbar Avenue and uh I've never uh experienced something like this before but I guess my question is are there specific concerns that this company has that would be um the reason why they're adding that 30 uh 30% more to the price and also is there any room for negotiation say if we did uh comply with you know certain sizes for the trash cans I mean is it is it black and white is it either 30 you know 30 30 or 33% more or you know we have to get rebid or is there something perhaps that the community can do that would make us more compliant and uh give you room to for negotiation it's just public comments so you just give us a comment and then we'll respond after thank you yep no problem anybody else public comment Frank hold up M warl 3307 Simpson Avenue I we're being uh held up here I don't have too much problem with the trash company but I I have I live in duplex there's a unit upstairs and downstairs they have four trash we have four trash can they pick up the trash can and then they'll pick up the recycl and they'll leave one can TR the trash this company's not doing a good job they I I have a neighbor that takes their pictures and he takes I'm not saying that but they certainly should be doing a better job if they're getting if they're getting you know we had a contract they're increasing it we can't not have them pick up trash but people here are saying that they're great that's the job and I I'm for working guy all the time a union guy but gez they're they're not doing a good job thank you Frank you want to comment on question this wasn't this wasn't negotiated uh amount the contractor actually wanted much more than uh we ultimately settled on and uh there are things that we could do as a community uh and we we've talked about them we could uh you know I wasn't going to get into that tonight I mean we could we could switch all of our containers uh to a 90 we've talked about this in the past going to 96 gallons the city would buy all the containers for everyone that would cost us a couple million bucks and this contractor if we did that it would require the elimination of all the trash Corrals and it would require one to put their their trash containers on the uh curb or on the edge of the alley in the right away and the contractor would pick it up for uh a little bit less than what he's picking it up for now um we actually bid it that way but again we We examined that when we took those bids and we we felt it was entirely it was not feasible it would not be it would not be uh palatable to a huge segment of the of the of the community to do that and we can look at that but we believe it's a much l longer and larger discussion to have with the community we're going to change how we've done trash for so many years and I understand where council's coming from we have the same concerns this contractor when he went into this a year over a year ago the first year he didn't uh he didn't make an issue of this but he he has had legitimate problems with the collection of of containers and some of it has to do with with not with the size with the weight and that's why when I said earlier we're going to enforce the 50 lb weight L uh so there are things we can do going forward but we were faced with a decision that we had to make now because the we had already we had already negotiated Council know we had already negotiated an agreement to get us through the end of October and the contractor was adamant he uh he reached out to us with his attorney and with his insurance and he had he had concerns that he expressed to our Purchasing Office and to the administration about having to continue to go on the private property that was a significance to me uh I'd say that was more significant than the the size of the containers um so we negotiated for some time and we came up with this number we felt it was the most reasonable reasonable uh solution to this issue going forward George you did you did say too that with this increase that we were able to to discuss with them that they will do a better job in putting things back and being a little more attentive to um the trash and stuff like that with that increase is that correct yes and that was specifically it's a good point that was specifically uh put into the resolution the C the cont is required to retrieve and replace the containers on private property uh including in the Corrals so we we embedded that in uh into this uh and we will amend with this resolution we will then amend his contract if it if it passes and the way we looked at this is again it's it's more money but we also looked at it as an enhanced service from what we had contracted for because we did not contract for the contractor to go on to private property and po can out of out of Corrals and uh and put them back and put them back there they're required to put ironically the contract does say we place them in the Corral that's only if they're if it's if it's only if they're along the edge of the alley and and I think you you all know that uh many many of our Corrals are not right on the edge of of the alley they're they're several feet into the driveway and uh again this was a decision we we made after considering all of our opts options and negotiating with the contractor just one more sorry the the other thing too is when you when you see those trash guys out there in the summer and the hot I give them a bottle of water or something like that to show that we appreciate what they're doing it's it's not an easy job so sometimes that goes a long way too to just say thank you to those trash men cuz it's not an easy job and everybody wants a lot of money so when you go a little above Beyond and tip them or give them a bottle water you'll get what you need done sorry thank you all right to approve resolution 9 and 10 so moved second hearts Mr Barnes yes Mr Crowley Mr harzel yes Mr lch Mr Pini Mr Winslow no Mr Madden yes can I have a motion to approve the remaining consent agenda so move W second Mr Barnes yes Mr Crowley yes Mr Harel yes Mr lechu yes Mr Pini yes Mr W yes Mr Madden yes Terry any pending business nothing pending Tony nothing P nothing yeah one little uh at trash related um I I know a couple times i' spoke about um people going up and down the alleys and kind of checking out the trash situation I was um delighted the other day that one of our city employees was was doing that um it's something I've thought about over a period of time so I think when you you mix in this contract with the fact now that we're sending somebody up and down alleys and that person is making Corrections if there something wrong with the trash they are going and say something to the owner um I I think this is going to be a good thing with a a stronger emphasis on keeping things orderly because it's not just the trash company that doesn't keep it orderly it can be the people that are putting their trash out and not and not maintaining it not maintaining a lid um you know putting in bags but not putting it in into the can and that's one thing we're looking at I didn't want to go too deep into it because I want to get into the vote but uh I've become some of an expert on trash due to the properties I have and I also handed the trash for this gentleman next to me um and I could dat that you know as much as everybody's got something to say um I can say this the company that we now have out of the lot they're not perfect but they're better than everybody else so far um the issue with trash and I'm not trying to make excuses for any of these guys but the the former person we had doing it literally didn't pick up five out of eight times for us because they couldn't get help there's a problem in the trash industry and any anybody wants to feel my pain they can come help me uh next year as I see see through some of this because they're having a hard time getting employees holding employees and most of the companies now are owned by hedge funds so therefore um you know the service isn't that good and I found that at least with pin lands if I called somebody actually answer the phone and talked to me and that was not true of the the previous two trash companies so there is some good signs uh two Pine lands and I I I didn't want that to go um unnoticed um so they are local I think the one of the few left that are local um and that somewhat means something to me from a service aspect because on a nationwide company you generally get somebody answer the phone and they can't answer your question and that was primarily why we switched in it it ended up some rough patches but it up that it worked so I just wanted to add that in Jody pending business nothing pending Dave no good new business Dave Jody uh for new business uh I did this morning attend the um the Tourism Committee uh meeting this morning and and I brought up there during public comment a recommendation um and I I I'm sure I've given this before but I think um today is probably uh now more important than ever uh there's a there's a conference called the IAA trade show which stands for International Association of amus parks and attractions that is held it's a it's the largest Showcase of anything that has to do with Amusement industry has to do with recreational um you know just there's so many different things there I encourage anybody to look it up aaa.org and my recommendation was that uh the city I think it would be very fitting that the city whether it's people from our Tourism Committee or from our Administration or maybe both certainly uh I think Dan kouchner would be a great person and some somebody from his team to send to that trade show because there's there's a lot of educational seminars uh there's there's a ton of vendors there and like I said it's the world's largest Showcase of anything has to do with amusements or tourism industry and um I I it's very Comm I've been going I I haven't missed a show there in uh 25 years so it's very common to see other representatives from municipalities there and it would be great if we saw Ocean City there Keith new business and by the way I'm sorry it was $27 I booked my flight yesterday on Spirit it was $25 uh out of Atlantic City Orlando wow for the it's been a month from now I'm really proud of you so if it's Financial 27 bucks y um I'm I'm good nothing Tony and I have nothing so we're going to open up to the citizen comment one more time before we leave anybody in this side of the room citizen comment come on up hi my name is G Marie Mason 30 summer Fort n city I did want to mention the proclamation that was passed and I wanted to thank city council for recognizing uh October as Breast Cancer month thank you I have some if you need some j a lot more anything to make them look better Jen thank you thank you anyone else for public comment this side of the room none public comment this side of the room Jonathan dice 12 Street uh I can remember when I used to feel jovial and and things about the community and doing a lot of good things well um there's about 20 25 people it was raining a little bit uh we're down there at the um Allstar tryouts for young boys at the Little League OC c y AA and uh there were 13 young boys that went out for the team and it was raining and um two of those boys hit a home run over the fence and uh the one hit a home run into the other field if you know where 30 fish street is into that other field The Big Field to the little field and you can just imagine the the the young boy that hit the Home Run coming home wet riding home with his Dad or whoever saying you know there's no way I can't make the team right I hit a home run there was only one other person that hit a home run over the fence blast far powerful and um you know that's how the day went and find out that um and I've told this story to council before but I don't think I told you it was my son my son out of 13 young boys got cut after he hit a home run just imagine going to school that next week everybody that made the team that could barely get it out of the infield he was a bigger guy you know was a bigger young boy had a lot of power what do you think that did to that young boy you think that gave him good confidence going to school finding out that all the other boys that made the team you hit a home run you can't you're so bad you hit a home run and you can't make the team it affects people the way that they are treated by City And employees by people that are running some kind of organization here in town and they're using it for themselves to intentionally harm and damage someone else they're using their oath or they're using their position or they're using or they're using their in this case privilege to use your 30 fish Street land down there to to abuse a young boy something has to be done with the behavior that is going on with many of our city employees and possibly even our our you know what's going on here it just seems like it's it's almost if you would to use a word it would be greed in a sense I'm going to Target this young boy and when it was asked why did he get cut the answer was Guilty By Association that's the answer how do I explain that to to a young boy how do you explain that you're guilty son because you're associated with someone I mean what are we going backward it's almost like uh the color of someone's skin right we remember that how awful that was and is still sometimes horrible absolutely horrible terrible but we need to keep talking about it here in the Public Square we need to keep talking about it to you you do you know who you are you are the city council it's serious oh yeah of course we're the city council yeah but your actions affect people big time so I'm hoping one day to get back to that feeling of you know but unfortunately unfortunately that's not how it's been for me here in Ocean City America's Family America's greatest family resort that can cut a young boy down there after he hits a home run powerful hit I wish I could tell you it was a Jordan story you know Jordan got cut when he was a freshman that doesn't always happen because the the the abuse just kept coming and coming I told you last time about how they had their father no longer allowed to coach them at the Little League OC cyaa we need new leadership down there I don't know who else they did this to most people would just go away but that's not I I don't appreciate getting bullied I don't appreciate to be intentionally anybody nobody should have to live through it don't we all belong right thank you thank you anybody else for public comment seeing n can have a motion to adjourn a
