start with the one listed which is U Mr Jesus Fuentes PE senior project manager um referencing the vision zero Mr wies you have the floor the presentation Yep they're working on it okay it's the the presentation for vision zero okay so um Mr Fuentes why you all work on that because I see that they have 10 North group prepared and queued up so we're going to Pivot um and we're going to bring up Dr Logan from the 10 North group the reference is the aut of transformation 2024 good evening Mr Mayor members of the commission and um residents and honored guests my name is Willie Logan I'm 490 Opa Boulevard CEO and president of ten north um I'll be brief um there are three of us that are going to present um an update on in terms of what happened at our basil and what we think the next steps moving forward at the conclusion of those short presentations I'm going to make about a 30 60 second presentations on um what we feel we need one second Madam manager can we okay I'll come back after the three presenters to make a very short presentation that would also include some additional um steps so thank you very much I think think Nikia you're going to come up and give an overview of the Fantastic week of our basil and I think followed by um Alex and then so first video yes can we play the video please there is sound um but I'm happy to talk over it it's it's it's fine you can see the art it's it's uh tremendously displayed it's beautiful um the 10 North group proudly hosted the art of transformation from December 4th through the 8th showcasing a series of engaging exhibits and cultural programming this year's event celebrated 12 years of creativity and Community impact highlighting the vibrant Spirit of opaka through ART this year's themes we had seven distinct e exhibitions that span two opaka city blocks Jamaica on my mind curated by Professor Philip Thomas this exhibit this exhibition showcase works by Jamaican Artists both local and International in Praise of Blues by Eduardo Duval kaderi this exhibition delved into the historical cultural and spiritual significance of the color blue within the black Atlantic diaspora embodiment of Al of aliveness the sculptures of Siri Kai The Collection featured powerful bronze sculptures ref cting black resilience and identity under the bridge beyond the beach above the muck this exhibition presented snapshots from tin n's Private Collection embodying black memory principles and serving as a locust of historical reflection as is the black Florida project this photographic series Focus on the evolving Landscapes of black communities across Florida site memory the sculpture garden this was the outdoor installation that transformed the former VFW site into a commemorative Space featuring sculptures landscaping and life-size depictions of book covers inspired by ban African-American literature Tales of opaka a Heritage Journey curated by Alex Van meckel this historical experience offered an indepth exploration of opal loa's near Century long history and cultural heritage our guests enjoyed interactive thought-provoking experiences that spared imp inspiration and dialogue we bought in over 75 local students from the area to get personal tours and experience the exh at this place I met people from all different areas of life from bra County day County even out of the state of Florida and we would like to say this is something that we would like to continue to do we can stop the video I've gone through most of it I appreciate you guys in the back thank you y'all working hard I appreciate y'all but I also wanted to highlight our collaboration with the great city of opaka this event exemplified the successful partnership between 10 North group and the City of opaka underscoring a shared commitment to fostering cultural enrichment and civic pride this collaboration was instrumental and created an unforgettable experience that reinforced opaka as a hub for cultural and artistic Innovation the AO transformation is a testament to the power of art to bring people together and we are grateful to the city and to our community's enthusiastic participation and making this event a resounding success and with that I'll pass it to my colleague Alex thank you very much Nikia um good afternoon or good evening Council mayor um and congratulations to vice mayor and council member Santiago um Alex Fran meckel historic preservationist resident and consultant here at 10 North North group I'm here just briefly to talk about the tales of opaka a Heritage Journey exhibition I curated um I'm glad Nikia brought up this idea and this practice of collaboration with the city um following the resolution that you all approved um earlier I would say this year for the launch and the unveiling of the opaka Heritage Trail which was part of manifest back in April of 20124 uh the tales of opaka experience is an expansion as an indoor accompaniment of that 15 station outdoor um experience that we have in our downtown area and as she's so eloquently already detailed it's 98 years of inclusive history um and is just as a starting point serving as a Heritage Center a site for preservation and interpretation and of course as a welcoming to both the opaka residents and visitors that are coming into our city so if you haven't already been able to see this experience um I welcome you to that space at the historic train station at the present moment we're looking at trying to establish Logistics to offer this to the public on an ongoing and regular basis so that there's regular accessibility primarily on weekends um but on a side note and on a personal note you all know me for historic preservation of my community of our community and I'm so grateful to have ten North as a partner and of course the city and your support this is just the beginning of a much larger preservation agenda as we look forward to 2026 and celebrating our 100th anniversary thank you good evening uh Commissioners Mr Mayor um uh I don't know if we can put the PowerPoint up um but I'm going to talk about the economic impact and the future of the art of transformation this year was the 12th year of AR transformation um which what we're trying to do is Foster creativity engagement uh that uplift uplifts the community uh the economic contributions um through art of transformation we have measurable um impact um economic impact we brought visitors from all over uh not only Mi day County but all over the world um who who joined us we had about 200 um 50 to 300 uh people 375 people per day uh attending out of transformation uh with estimated eight8 to 10% being visitors new visitors to opaka including artists like Lan Rucker who V visited us um uh and people sending thanks like Malik Yobo um uh and congra congratulations to our event um we invested about $650,000 um to implement AR transformation we got about $250,000 in sponsorships and in kind donations we brought about five uh we brought in five uh globally recognized artist showcase they never uh seen before collections uh which was made it all all the better uh we made all of these things accessible to the community for free um and that's unheard of if you go to Windwood you go downtown Miami you go uh to the beach you're going to pay to get into these events you're going to pay for all of your drinks you're going to pay for all of your amenities and if you attended our event you you didn't pay for anything um the only thing that we ask for is that you pay attention right to to our to our sponsors and our and our artists uh who we brought in um um to create this great event our future Vision uh going forward is to activate this train station uh to make to rivalize it right and activate it uh to make it a multifunctional hub right we want to have popup events uh and enhancements that that become an entertainment and relaxation Hub um offering Tri Rail customers and uh residents uh of opaka a place to recharge to uh enjoy food and engage in social activities and if you attended uh the the train station activ activations this this past week you saw that people were coming in from all over the place um and they kept coming uh we only had intentions of doing two nights at the train station and it was activated every single night um and there were people who just heard about it um and they realized that uh opaka was a place that they could go and there was plenty of parking the the activities were free it was safe uh and that's some somewhere that they wanted to be and that's what we want to create at the train station and keep it going going forward uh not just during out out of transformation we want to make it a safe and inclusive place uh for for everyone if you were at our events you saw that was Multicultural right it was people from from every culture uh that you could imagine um in every race that you can imagine um but we want to be a catalyst for growth um so we can position opaka right to be that Regional destination that people go to not just for art but for for retail um we we used 14 different small business vendors right um of of uh businesses of color uh some of them um are businesses that uh we invest in with our cdfi and some of them aren um but they were all businesses of color whether black Hispanic um but they were all underserved businesses that we utilize and made sure that they had opportunities um within the art of transformation so you won't see that everywhere else you'll see large uh companies taking over the uh art basil space and creating events and and and making a lot of money but we purposely made sure that small businesses of color were utilized and and made money no matter what space it was in so this Vision uh exemplifies the power of art uh culture and thoughtful Urban Design to drive progress and prosperity in our community and that's what we want to keep doing and uplift and bring to opaka make sure that we are the next destination that everyone wants to be at not Miami Beach not Windwood but opck op mayor members of the commission out I'll be 30 seconds if you have any questions we we'll be happy to answer them we think a couple things are necessary to follow up we start our op Basel 202 2025 planning on last Monday two days ago we already have the agenda and the programming for our entire year we would like to have a workshop with the city commission so we can discuss a of trans transformation so we can discuss the Black History Museum so we can discuss the legislative agenda coming up as well as we can discuss the activation of downtown opaka from City Hall all the way to Trav Ro station and then finally we have a request um to Tri Rail in the legislature this year to remove that fence to remove those garbage cans to have a seamless um ability to move from the tri station to the historic train station to be able to lead that platform at the train station and go right on to the train we're going to activate that with coffee umbs popup lunch places popup dinner places Etc so people can become used to if they work at Amazon or if they get the train or they just live in the community or they just want to hang out there's a place in opalak where they can come hang out and move from place to place without necessarily getting in their car so we would like to request two workshops one dealing with art and culture and public placemaking the second dealing with development this development we would encourage to invite all developers who's interested in doing development downtown as you know we own a lot of property and we're ready to move and and we think we need to move not only with the um support of the city but also we need to get the um input from the city and then finally um I said two finally we would like to do a community engagement meeting along with the city so residents can have their opportunity to be involved way in um as regards to these plans that we're talking about but we would like to do it in conjunction with the city versus on our own so three requests with three different um um really roll our sleeves up working meetings in the coming month I'll be happy to answer any questions thank you Dr Logan I'll start I just want to say that I had the opportunity to experience a of transformation this year and many years um back and vice sorry commissioner Irvin always says this that she's so happy that we can actually have this and our backyard she talks about that a lot and I want to Echo what she says on the DI a lot because I don't always want to go to Windwood or Miami beach but the mere fact that we have it right here in our backyard five minutes away from my house I can appreciate that and it's something that um Mr Jeff said that opaka will be a catalyst for growth and then you talked about taking the fence down so people can get used to coming to opaka so I'm happy that you all are seeing the vision of this commission and where we're trying to take this um Community where that this is a place that everybody wants to live work and play and Madam manager let's work on the workshops requested I think you said was a workshop for Community Development the culture and then you want to do community public meeting so the residents can have some input and some understanding of what we're trying to do and um so we could also okay bring those into consideration and I'll close with this before I give it over to my colleagues I'm a little biased I loved everything that happened at a of transformation I I was there multiple days but my favorite was the tales of opaka yeah that's that was my favorite and I want us to figure out a way that that we keep that permanent in the city of opalak grow that and we want to move to the her building or City Hall we got the choice what we want to grow it well the commissioner had that discussion well I will say I um we do it those Whatever Whenever you all reopen it for the community let us know cuz I opaka you all should see it you all should see it it tells the history of opaka The Good the Bad and the Ugly where we were and where we're going but I love the fact that it's rich in history and culture commissioner bass is already arranged for all the kids at Robert B Ingram to go we're working with schools um Steve Gallen to make sure that every kid in district one who's in the history class or an art class on one of the PE trips is coming to see that Museum and obviously we work with a lot of children and as well as Janie Russell and after school programs and so we're going to make sure every kid and every adult who's interested in learning about their history yes in their CI commission commission Sago say he want take a field trip with commission commission Sago I I can be you know quiet I'm very excited uh thank you uh Dr Logan and the rest of there because you really make a very beautiful job in my city you put the city in some place right now in the public media like we are opaloka and that's something that we have to be celebrating for the next year everybody together and bring not only people from because I know I'm being involved in alar let me say that I heard a lot of people from different country that they visit in Miami talking out there and I just want to we don't promote Willie Logan we don't promote tin nor we promote opah Locker everything we do is about op locker and that's why we feel that this partnership is so strong because that's the brand that's the place and that is the name thank you team nor group any other for everything you do any other questions or concern to Dr Logan I commission I don't have a a question or anything I just want to say thank you you and your your group for what you do for us I enjoy when I'm walking when I'm driving excuse me down per to take a look over at the left and you know I'm like yep it's still there don't know how long it was going to be there was like it's still there every day basically um but thank you so much thank you you're welcome and we intend to keep this exhibition everything but the tent because cost 11 the 10 but everything else the garden the train station the her building and in until February then we're going to do something with Frederick Douglas and then in March we're going to do an exhibition of women's exhibition to celebrate women's history month and then obviously juneth we put we're going to do five exhibition and but that would to be up for two months and so there's going to be year round exhibits year round activities and we're g as I said we've heard a lot from the commission about popup events having a place to eat having a place to get a drink having a place to buy stuff so we're going to create that um at the train station in that Plaza area over the next year and we're going to work very closely with the city as well as CR to ensure that it's done succinctly and everybody's on the same page any other concerns questions yes thank you I just want to say as well thank you so so so much thank you to your team thank you to everybody when you were speaking I had a vision of positive traffic so thank you for bringing positive traffic traffic to the city of opaka I actually got a call from a family from Washington DC asking me about this weekend's event um and I thought that was just really cool for someone to call me from Washington who I don't know asking me about art of transformation black inprise asked me to do a story on opalocka the national magazine based on our B wow so again thank you and we are looking forward to bringing our students there on Friday so hopefully all of opaka will embrace the opportunity to see our history not just verbally because we had some of our former um uh colleagues and workers who worked in the city of opaka as a part of the project so I'm like I'm really very very excited matter of fact I know I'm talking a lot on Saturday I took my grandchildren to the art area where the statues and we took pictures and they're like n look I'm like yeah this is really cool but thank you so much thank you thank you thank you team thank you all right anyone else Mr Mayor unfortunately I didn't get to get there because I was really um tired of my annivers of things going on I did hear about it I Echo the sentiments of my colleagues I've watched it over uh the years evolved I I like the fact that um going forward there is a emphasis on partnership so I like that and I did like um the comment by um regarding the small vendors uh being a part I'm glad to hear that and the popups that you're proposing to engage them so I really like that and also I know you mentioned uh as you get down the road the ongoing basis even with the uh Heritage Trail Etc um making that a part at some point on weekends what have you and I'm really kind of envisioning once we get historic City Hall finished that becoming part of um weekend travel a whole part of an experience you do have the buses that would like to come and see the building I'm pretty sure CU they used that years ago and maybe incorporating the trail that uh Mr mentioned is a part of something I know it's down the road but it's got me thinking about it so I'm quite sure the interim city manager will be uh working on it and the other thing is as you mentioned the engagement uh not only from the standpoint of what you're doing but we've just got to do a better job of that Citywide of communicating still um what's going on in the positive things so look forward to it thank you very much thank you m mayor thank you Dr Logan all right we're moving on to our next presenter going back to Mr Fuentes she hooked did they did you WR yes okay and I just wanted to add the Tri Rail Station if you don't know is the only one in the system that has recover more than what it was before is about 45% over preo so ridership at the station is growing so take opportunity of that so I will invite the city to think about that oh good to know can you go from the beginning right thank you thank you again for having us today um uh we're presenting like the TA end of the effort that we been doing since April so next um next um so the agenda for today we're going to talk about the timeline um uh public engagement campaigns that we did since the last time that we met over here additional task that we perform after we talked to a lot of the stakeholders uh rail safety analysis that we perform uh we did an inventory of the Rails uh Crossings we did some commission U um Community visioning uh some policies that we recommend uh the um the city to uh look like prepare a resolution to move forward with this policies and the next steps in open discussion next so as you can see over here we're at the very end um we completed the development of comprehensive Safety Action Plan and we're going to Showcase to you um some of the improvements and recommendations and um so after that um The Next Step will be for the commission uh hopefully in January to approve it so we can uh opaka can become uh Vision zero uh city um and then that will be move moving forward with the implementation all the proposals next so meeting since since the last time that we met over here um we had that um uh commission meeting presentation that was in September um then we had the an event over here at the tri station we partner a lot with sfrta so that's why I know the those metrics about the 45% um so we had a rail safety week uh and parking day we had that in October then we presented to BAC BAC is the uh bicycle pedestrian advisory committee uh at the County uh we met with all the stakeholders for our third and last task force meeting we had a ra safety audit discussion with sfrta with the the with triel we presented at the um at the faac which is the freight technical advisory committee and the reason why we presented to that is because opaka as you know is a a freight Hub in Miami County and last but not least we also presented at Pac PC is the planet technical advisory committee that deals with a rail uh passenger uh in South Florida next so we did additional test as some of the stuff that we did was like we um we did an inventory of all the sidewalks in uh in opaka um and then we put it in G um and uh we did compl to find out if the the ram s were uh compliant or if the um the sidewalks were in compliance with Ada uh laws and regulations next we also look at lighting um to see if they were functioning and to see the correlation between uh crashes as you can see in the darker uh map to see if there's any correlation between crashes and and dark situations um a lot of them are happening on 30 135th Street is an area that in one side of the of the qu you have lighting the other side doesn't have any and we have seen a lot of uh crashes happening there we also did and this is from um commissioner uh vice mayor Kelly um that we did a traffic cing inventory in uh throughout the entire city to see if what's the stat the status of the facility if the facility needed some uh improvements um if they have all the signage that they have to have so we did an inventory as well of that and then we tried to figure it out if there was a correlation of this traffic coming throughout the city being a factor of reducing crashes any fatalities on the roads so we did that as well next we also did a neighborhood access evaluation we went all over the city and and look at how folks are accessing the the neighborhoods and seeing if there's some changes that need to have to those access because perhaps um I'm gonna give you a good example is um um uh service road that service road is right next to State Road 9 is a very heavy and it's also it it it the way that it's laid out is not in an angle so that that alignment makes it complicated in it's it's a recipe for for accidents so that's one of the roads that we looked at and seeing if that could be changed so perhaps to make it one way to avoid any crashes or try to figure it out a way to improve uh access to that part of the of the of the city we looked at that and looked at all the different neighborhoods including the um industrial areas because we have a lot of freight traffic in the city as I mentioned before next and as I as I I just mentioned a couple minutes ago this is a freight um uh City there's a there's a significance of the freight activity in opaka uh with regards to Miami day County next um and then I presented to you this before but what we did in the analysis that we expanded it and looked at all the different locations the also countywide uh facilities and local facilities to see if they needed to be if they first they were critical Freight intersections and to see if they needed to look for attention to see if they we needed to modify the geometry of the location to improve safety so we did what next we did what we call a truck maneuverability assessment and uh we looked at we simulated the movement of a truck a typical truck that goes through the city to see if that intersection was um uh capable of managing that type of traffic and this is an example uh the intersection of Burlington Street and 27th Avenues you can see a lot of uh the trucks can do like a wi turn and then tend to um modify some of that infrastructure like the exist in the sidewalk they probably step on the sidewalk and damage the sidewalk um making it a little bit more um unsafe for folks to be in that area if you're walking or biking next we like I mention we also did a rail safety analysis we look at where the crashes are happening based on the reports from the federal Railway uh Administration you can see that the the majority of them are happening at 135th Street which is the one that had seen 26 crashes since 1975 this is crashes between trains and cars and that's followed by 22nd Avenue and then surprisingly now Kad which is a local Street that's where you seen the the third place that's where they have had a lot of the accidents there next and then we looked at the probability of having um crashes in the future and seeing what what railroad um Crossings could be potentially dangerous and to try to an analyze that um those intersections um and you can see that 35th Street again becomes the the the lead of of the um of the of the crashes you also have 27th Avenue and 22nd Avenue and the reason why those roads are the have the maor probability of that occurring is because you have higher traffic volume so the combination of cars with the train is the higher is the probability of having crashes next and then so we looked at the we did a a railroad um Crossing inventory and we looked at well who owns what um because yes the cross the the actual railroad crossing is owned by sfrta which is the The Authority the south Florida Regional Transportation authority um outside of those points outside of the rails outside of the ra the railroad uh Crossing it's owned by different jurisdiction could be the county it could be do it could be um the city so the idea to identify that and to identify um the traffic is to determine what coordination needs to happen when for example in codadad if you want to improve the sidewalk after the crossing the authority will be in charge of uh building the crossing within the rail a railroad uh right away outside of that that will be the responsibility of the city to carry on and move forward were with the the rest of the the sidewalk on on that street so the idea was to find out uh coordination partners and then also we we went out there into pictures of different um uh conditions of the of the crossing next you can see here uh this is the example of kodad and I wanted to show the example of um on the top um left you can see that how the um the rail um you have a huge gap uh in between the the Rubber and the rail that could be a trip Hazard for example a person on a bicycle could be Crossing that Crossing and get stuck in that space and flip over and and and have an accident you can see also the C that doesn't have a sidewalk so with the tri R station seeing an enormous amount of new passengers because of the Amazon and we need to improve access to that because the the TR station is the the the transit Heart of the City so if we improve access to the neighborhoods from the train station you will have a better connected uh Community not not only for local trips in Miami day County but also for the the whole region the south Florida region next this is another one opaka Boulevard and the reason why I mentioned this one is you can see is again um issues with um space in between the rails so you can see that a person on a bicycle can get stuck and flip over but the reason the one of the main reasons why I mentioned this opaka Boulevard is because this is is a unique situation that is happening here and I don't know if you have witnessed that um when we did a lot of the events at the traval station we saw that folks get off the train on the Northbound platform and they walk along the rail road the the lines all the way to opaka Boulevard so they're like tra technically trespassing and they it's not one person two person in the span of two hours we saw 20 people so this is a safety situation that you have over there um mind you when um my colleagues and I uh were working in another study that was the trial bike ped needs we looked at the opaka um station for potential improvements and then you know that between the the rideway of the sfr da and the the wall that is on you have an easen that you can use to convert into some sort of ax Point um it looks like in the past that used to be for that purpose because you can see that whatever the remnants of like a parking area that used to be there so that will be an idea that for the city to consider because this situation one of these days is goingon to end up in an accident and you don't want to have a a situation with a rail a train you know crashes somebody this happens a lot and I'm I'm glad that the folks from tent North are actually activating the building right next to the station because we have seen also folks living underneath some of the that structure so this this location over here and I think it's because there's a bus stop right there at the tracks and people go there to catch the bus so try out the this is something that we discussed with the authority so they can address it as well so keep in mind on that next this is dunad um again um this is a missing opportunity for better connectivity with the neighborhood you could have a sidewalk on both sides and you can have a better access to the community uh from the neighborhood on the um that will be on the souths side of the of the tracks to connect them to the Alibaba area and all that so you can have that connection the SE the rail doesn't need to be the you know the Berlin of all the Grand Canyon of of pla that's a complete separation between communities you have this connections do you have this the street that connect one Community to another use them to better connect your people so that's the idea of the whole uh assessment for that finding opportunities for opaka to be better connected next so we started doing visioning and you can see the the this is banam um Avenue in charar Avenue um little tweaks here and there can make a a good difference and you can see over here that intersection um you don't have any sidewalks you don't have any Crossings um you don't have traffic caling so it's an idea for you to look into you what you could do and improve the safety of your constituents um that will change drastically the character of the neighborhood it will make it more calmer people will enjoy walking and and have actually a facility to walk around and enjoy it poaka and do Join one of the tours that Alex uh does often next this is another example you have a lot of this because the alignment in opaka often times is not um in a you know a pattern that is it's always in an angle so you have this weird spaces uh rotland and Vermont is one of those spaces you have a huge you can have like a beach a park in that space it's humongous so you can use it to better uh manage the traffic of cars but also create a a green space for the city so the idea with this exercise at veran and rotland is to create not only a public space but improve safety in your community next this is another um K that is is I as I mentioned is is an um no is is also important K that because that is a safe route to school that goes directly to the school of over there so a lot of kids go and walk that unsafe situation without sidewalks and the reason why you have sidewalk now because this the um the U University of Miami bike safe and walk safe they did a walking a walk to school day and then they the folks from from triel saw the the situation and they were able to build that so the idea of this assessment is to create that like help you find the coordination partner so you can move the needle and and create that connectivity between neighborhoods next so the policies that we're recommending um the city has to have a policy of complete streets complete streets means that you have a street that is for everybody for all ages and abilities you want to walk you walk you want to take the bus you take the bus you want to bike you bike you want to drive you want to drive or like like commissioner Irvin that you drive your your gold card you want to do that so you have to have a a street that is allowing everybody to have the freedom of movement in the the way of mean that they can't do it so the adopting a complete Street policy would allow the city to create a guideline for the public works department to decide well on our streets we're going to have sidewalks on both sides we're going to have um um Crossings zebra Crossings on our side on our streets we're going to have bus stops on our street we're going to have bike Lanes so it will allow you to determine that what op opaka Street would look like and then that's kind of like what we would like you to um think about the other one is about uh implementing and developing a residential traffic coming program this is important those neighborhoods that have traffic cmings are way more much calmer than the other neighborhoods um so having traffic coming throughout the city will allow that the city to be a much enjoyable place it will be a a lower speed um and you don't need to um be having situation with people rushing and having because guess what what we looked at on our on our data speeding is one of the factors where you have a lot of the accidents in opaka in addition to aggressive driving so having traffic coming will allow the city to be a much calmer Street a much calmer City adopting a quality of service standards that means that you uh create as quality what what quality your street should look like like what type of quality you you are aiming for you aiming for for a street that is um accessible to everybody you aiming to a street that it could um allow for the free flow of movement and um not only for people but also for goods so you need to think about what function you want to uh assign to your streets and the last but not least opaka needs needs to have a pedestrian bicycle master plan because you have great Parks Ingram Park for example will be connected to different parts of the city that that's a that's a missing opportunity that you have so the city needs to be establishing a bicycle pedestrian plan to be able to provide more connectivity to all the residents next and now the fun part all the recommendations as you can see here um we have looked at different streets throughout the city where you can be implementing traffic caling projects and the traffic calming project will look like something like you have in that picture where you have a speed hump you have signage ass sign you know hey you're going to have a speed hump but you know in coming up um the total for that is estimated um about 3.3 million and is about is a midterm solution because you have to design it and do that uh next then you have protected bicycle uh Lanes um it's important that as you start growing in me you as a cyclist because I know that you cycle a lot you can you could have facilities that are a lot of folks do not like to B cycle because they feel unsafe so if you provide that safety like that separation you would allow folks to move around the city for example the bicycle Lanes another factor of the Tri Rail station is the only Tri Rail station in the entire system that has a bicycle lane in front of it and people not use it because you have cars parked there and it makes it very unwelcoming so you have the infrastructure but you need to tweak it to make sure that it's safer for everybody so these are locations where you can have that protection uh you can have the different protections as you can see with the hard protection like we with the concrete barrier or you could have the buffer with the um with the guideline that is about 7.1 million and it's a long-term uh um proposal because you have to do design and more planning and feasibility next then you have uh short term you can start expanding your existing conventional bicycle Lanes uh you have different locations for example on opaka Boulevard you can have that connection you can have on um uh Burlington Street is another one because you will create a connection to the school there's a school right there um so having that expanding your existing network will create a more cohesive Network and will allow folks to actually ditch the car and start walking and biking around the city um this is pretty simple this is just painting Lanes uh restriping so um that's why it's it's so cheap and it's a short-term uh solution next this is interesting because you know we want to make sure that um it we we read articles from the federal government and they said that when you have wider Edge line mindes uh folks tend to stay focused and drive within um so we're proposing in those two locations um again this is just striping and it will be a short-term solution it will uh provide uh improvements um next this one is a one that you need to coordinate see that the the the good about uh the thing about this program is that not everything is going to be on your shoulders it's going to be on the county shoulders and some other stuff improvements will be with fdot so a lot of these improvements need to be coordinated with a lot of the stakeholders a lot of the partners that you have transportation Partners so in this case this is a this uh we're proposing rumble strips on on 135th and because you have a lot of um Freight traffic and we want to make sure that folks stay in the lanes and then don't start uh Crossing uh doing crazy things so this is a proposal that might uh that needs to be um coordinated with the state with fot next this is one thing that you can uh folks start looking at that sign that says they're going faster and they reduce the speed immediately um this is you know a pretty uh fast way to like start alerting folks that you're you're speeding you need to reduce your speed and then we're proposing different locations throughout the city where this could be implemented next raise intersections um uh they have demonstrated that can reduce the speed as well in in in in certain situations and we're proposing several locations within the city as well and this is an example of what a Race intersection will look like we pretty much bring the street to The Pedestrian level and everybody uh feel more uh safer uh crossing the street next roundabouts um you have fantastic roundabouts uh I feel that a lot of locations within the city could benefit from a roundabout um and um this is an example from natto um and then you we have uh several locations five locations within the city you can this is a midterm uh Improvement because you have to do design um and utility coordinations of sometimes so um especially in those weird angle intersections that you have throughout the city that will be uh roundabout will be help out help you out to navigate better the area next um intersection improvements because of the angles of your street sometimes intersection Improvement will help you navigate traffic much better and you can see the examples from nacto there we have a lot of locations throughout the city where you can do those improvements again keep in mind that some of those improvements will need to be coordinated with the county some of them will be part of your CIP some of them will be uh part of the work program from fdot so depending on the jurisdiction you'll have to coordinate differently with different stakeholders next lighting improvements um even though you have you know you have Street lighting there's some locations that are pretty dark at night and then just a little light could change completely in activate an area um so you have several locations throughout the city where you can do that and um um that will help out with not only with with Night Safety uh it will it will approve visibility for everybody so I think that um um especially on heavy traffic corridors you need to have more light um so those are the locations is a midterm uh proposal because you have to do design um um and it's about 4.2 million next um uh reflecting uh beacons um uh there are several locations and the the location that we're proposing here is um mostly Alibaba if you have been and I I I witne I did that today I had to run from the Trav rail station because I came here on the train I had to run the Trav station from one side to the other side because I wanted to avoid being hit by a car so if you have those things you would alert drivers that somebody's Crossing and you can provide a much more visibility to folks Aliva is an example you have you don't have a Crossing from um opaka Boulevard all the way to 37 so if you live in those neighborhoods and you're trying to go to the train station you don't have a way to cross you have to pretty much R rush to the other side and mind you that happens a lot also on 27th Avenue between 151st and uh um Aliva Avenue you get off the bus and you try to go to the other side you have to rush six Lanes to the other side and that's where we're seeing a lot of the crashes so having this type of uh Beacon would alert the drivers that you Crossing next next step we're going to prop we're finishing up the quick build toolkit that we're going to give to you like a that's like a a recipe of how to do things quickly um and then after that uh we will prepare the application to become a vision zero City and hopefully in January you guys um move forward with implementing the safe the action plan and that's it all right thank you Mr for I do have a couple questions yes um this this plan was it inclusive of the entire city because it looks like you only focused on and I know there's no recommendations were made as it relates to our main arteries so 22nd Avenue 27th Avenue 37th Avenue they are but remember that those improvements are not cuz remember remember that the the comprehensive Safety Action Plan plan is for the city to implement and then the improvements that we're proposing on corridors there are by fdot of or the county those are improvements that are going not going to be performed by you it's going to be performed by those uh agencies the reason why you don't see 22nd Avenue for example um is because or the 37th Avenue is because those two quarters have already been identified by the county as part of their Vision here and they have projects already established for there so each agency is responsible for um for the Improvement so you the the the majority of them are tailored towards uh the what the city can do okay so I I figur it as much and going to the TR rail yes sir you talked about the tracks yes sir with The Gap yes sir um I know TR rail did first they did a a temporary fix and then they did the entire facelift so the recommendation is that they need to come back into they need to my if if you look at what they did on 22nd just recently that's how your Crossing should look like right you should have the the concrete platform right next to the tracks to keep the tracks not the thing is that when you have asphal the changes in temperature start expanding the asphal and then that's when you have starving having those those those big gaps so having that concrete platform will allow you to stop that situation and then if you put sidewalk on both sides you you'll have a better Street connecting one side to the other so 27 no you you focused on this one which is um Alibaba and um right here Mr that that that is I the the reason why C that is so dear to me is because it's right next to the school and I I you know yeah that that was the problem you have you and that's one that's one that the authority prel decided to do on their own so because they that that there was a need and you when you have kids involved I think everybody understand the problem so you know that's that's location and my last question and I you to my colleagues is the development and Implement of residential traffic calming programs so I know we did a lot of milling and resurfacing throughout the cities and there were we implemented uh temporary fixes throughout of our throughout our neighborhoods which is the speed bumps but we were told that some areas the speed bumps were removed and not a were not able to be replaced because the fire department said that the trucks could not go through and it was a hazard and blah blah blah the changes in that commissioner Kelly mentioned that when we had our one-onone with him um Vice major sorry I you I when I met that it was Irvin who was the vice maor yes so when we have that discussion with him he mentioned that and it it it it's not determined if it's add more seconds here and there um but think about this I mean if you uh if you have you would you rather have an unstructed Road where people can just fast and go all the way to the end or have situations where you can have safely in your neighborhood and you can walk and your kids can walk and play around and then not not be killed by a car so no I think we're all in agreement with it because we wanted the speed bums back but we were told at that time not you can I mean you can have that conversation with um with the fire department with EMS and find out where are those location for example typically where you have um Nursery like um um retirement communities like uh elderly that live there you don't tend to put those because you they call the ambulance often and you don't you want to make sure that they get to the to the retirement home faster so those are locations so there are certain types of of locations where you don't tend to use that but I feel that the problem that we have here in opaka is that the ones that they're there um some of the signage is gone you don't even see them and then you discover that you have actually a speed hump when you hit hit it with your car so the solution for what we have here is more towards doing some TLC some T Tender Love care to the ones that we have and expanding that through all the different areas in the city now you know in the city if you have some elderly population in a bigger concentration in other parts perhaps that's an area that you don't want to do that because you have most often uh emergency responses I would agree with you but we have we'll say age areas that where people are aging in place so for example there's an area on the east side Coachman Gardens by Nathan VI young there used to be speed bumps that were removed and a lot of residents complained about it because that street people have a uh they speed and yes it is area where a lot of people homeowners have been there Aging in place so but we want to make sure how do we put this you said the the signs and what was the other you have to have signage and you have to have um uh payment markings there payment markings in in the areas that we especially the ones that are closer to the park the Ingram Park they're gone there there's nothing and then you know you realize that you you're hitting it because you the bottom of your car is hitting the speed hump so you have to have signage so I guess and we'll go through the manager have a conversation with the fire department to see if we can install and that that is a good technique I would invite the fire department to come with you and they can drive it and tell you exactly what the issue is so you can address it and provide Perhaps Perhaps the issue is because um the speed humps are supposed to be located between 300 and 500 feet perhaps in that location there were too close to each other so having a partner with the fire department to go and drive it with you it's the same with this with the roundabout a lot of folks design a roundabout they don't invite the fire department and then when the the first emergency that happens the roundabout the fire department has to drive on top of the roundabout so it's important to have those partners and have them to come with you when you're doing those exercises um uh before you implement something yes okay and is there any way that and the reason why I bought up the the main arteries 22nd 27th and 20 37th because we w we were not a part of those conversations so there any way that you can provide us with the count recomendations for those as it relates to opaka yeah because the the whole um I know that 22nd correct me if I'm wrong Lenny but I think that 22nd is in the high Injury Network and 37 as well and 22nd is pretty much the entire the entirety of 22nd all the way from downtown all the way to uh Miami bur so yeah all right um I'll yeld to my colleagues do you have any concerns questions yes um commissioner Santiago yeah thank you um Mr Jesus yes um we never be one onone and this is the first time that I'm in the DAT but I try to see everything and I believe that's a very nice project okay for our city but I have two concerns about yes yeah more of the accident that we have yet in out City or anywhere is because we have a lot of irresponsible drug drivers yes and one of the uh uh points to avoid that is the idea to bring back the uh speed bump bumper that is helping all L you know to our neighborhood especially in my neighbor uh between Jan Avenue and 151st andama A M Street you never mentioned that area there m we have there even RAC in cars MH late at night all the time we're talking about from that section from Jan Avenue to 150 F they go maybe 80 miles an hour yep and this is a neor that we tried to do in before like to get the uh speed bumper to avoid all the fatality accident that we have in that road I don't know if you have it in your record but you can look at on you're going to see that we have a lot of accident between Jan Avenue and a MX Street a lot of them another point is 151st and 27 I know I think that's uh day County Road or state roow my God there is incredible I even scare anytime that I stop there yeah in in 151st we is where we have seen because you know you have the shos which is the share lane markings you don't have bike lanes and that's where we have seen uh um crashes where cyclists are involved because it's it you know they take the lane and some folks do not understand that they have to share their Road and and they get either injured or killed yeah then my last question is uh um it's concerned about I know everybody gonna uh is going to working the part that they have to do uh we I believe the state the county the real uh station company that we have but one of the concern that I have what is the amount that the city of walaka is going to carry in his Jan so you see a lot of the the recommendations are for uh the city to perform um we're not again changing the the the landscape of your City to make it safer um um it's it takes a while it takes a lot of effort and it takes a lot of different projects um some of those projects are on the jurisdiction of fdot and they can be performed by fdot some of those are the traffic coming for example is a good example because you cannot simply not put traffic com in on a on 22nd Avenue or or or 27th 27 yeah so a lot of it depends it depends on where the Improvement is recommended so if it's recommended an fdot facility then they have to pick up the the tab if it's in the county has to be the county so it depends on where where that is and to answer the your first question about the speeding the the one of our recommendations also include about education um because you have to do a lot of Education especially because we saw how a lot of the crises are because of aggressive driving um so and and the the the the the saddest part of that um Mr Santiago is that um opaka is fourfold it's four times the average in Miami day County the percentage in Miami day County for uh aggressive driving is about 7% in opal AUST 208 wow so it is it requires a lot of education and I know and also enforcement so yeah that's a good point I think that we have to enforce more uh when our Police Department Madam manager okay to study that you know possibil to reduce that percent here in opalak and I think that you're going to come with a good idea and over you chief of police because I believe that we be strong with them they're going to make them respect our city they I to Bouch for the police department we we met with them and they have a program they have a grant where they're doing some bicycle and and and that's also another our recommendations to ex extend that grant program so they can receive more money to do bicycle in prote safety so they do that and then we we met with uh officer Gonzalez and then we were there um at the intersection of uh 30th and uh 135th because that is the route that kids take to go to after school so we wanted to to witness how was the dynamic and it's really a very scary location so they do a lot of a lot of uh educational campaigns so I would recommend the manager uh um and the commission to approve to go after more Grand funding for that educational campaign that's a good idea okay uh thank you for now and we're gonna see what's going on in the future welome anything else from Mr Jus before we move on sir thank you I'm going to keep it brief because the hour is long uh thank you for the uh presentation obviously we have to uh bike this off in chunks um it's a lot and the cost of each one and so I'm quite sure uh through our strategic planning and actually budgeting to see what the as you said the county F do can do and what we can do shortterm and longterm um just just a couple of piggyback points on the whole street common devices I know uh early on in um the city we got the the concrete and that's that's where the real challenge came with um uh the fire department Etc because their trucks not only trying to get to a site with the damage I know now of course uh Street common devices are made differently um as you said the striping so it's not just the big bumps as you see anymore matter of fact between flashing light signage or whatever um I I've seen a lot of those um various cities which still accomplish kind of the same thing I think that's probably what you also referring to and the the problem is that the the humps here are just Dum um what we have seen in other parts is just like you have like a little up a flat area and then down here is just perhaps they can be redesigned to make the flat area more manageable for the truck so that's why I invite the the fire department to do that exercise with the city okay well for the riv tank you I have a lot of lot of questions but I'll Rel to the manager the only thing I want one more before I finish um in terms of truck signage when you were out doing your uh analysis and obviously enforcement again is key but did you notice um a lot of truck signage um throughout that have an impact either on crashes and or the whole dynamic of trying to improve as if creating like a truck route specifically so folks will go to specific uh industrial areas well one well let me explain this way one of the challenge that came up and beat me Monday um the other night we have trucks all over going through residential areas and in some cities they're restricted to certain streets to areas and of course the signage and a couple of residents mentioned that we had signage in some areas but it's no longer there just like you mentioned the bump is there but no signage so in your analysis um would you recommend if it's not in here anyway um that we look at that some areas that you've identified obviously should not be truck traffic versus whatever with no truck signage I recommend that you create no true trucks areas throughout the cities there there like there areas there's other cities in Miami day County that had the similar type of freight residential like for example Dalal is one of them and they have very specific no through trucks area another recommendation that I I would say is that there's no need for a kodad or like a small John Avenue to be 30 m per hour is a very small Street and then I think that uh the city can follow the lead of Miami Beach and change the speed limit to for the city roads to be 25 mile per hour because that will make your your city much safer there's it's just the the street is too small for you to be driving at 30 m per hour um I think that that the combination of the two will make it much safer right okay um thank you again for the presentation a lot of information I know um the city's also as a part of our Capital improvement with um roadways and sidewalks um I was looking briefly and I see some correlation and connection so I'm sure the managers office will recognize that cuz some of that we're already looking to fund and to do yes so it'll be a great correlation but thank you very much thank you Mr Mayor anyone else or all right thank you thank you Mr all right so we're moving on uh good evening mayor Commissioners Brian Dennis address 2140 York Street I'm going to ask for extra minute if I can because I need to address something um I'm the criminal justice chair of the NAACP so what was brought to my attention I was um invited to a meeting um with the attorney for Mr Johnson scoop Johnson and the meeting was because Mr Johnson has went from victim to witness in the case with his brother Anthony Mitchell now the NAACP can't support Mr Mitchell or even listen to Mr Mitchell because he has an attorney but Mr Johnson hasn't returned hasn't retained an attorney and so now this effort is in front of the NAACP criminal justice committee so there's a series of questions and things that I need to ask even though I know Mr Johnson personally this can't be personal because before the NAACP gets involved we have to have all facts and things address so now the one thing we are concerned with and I'm saying this before so I can present it to the nacp and Mr Johnson on the behalf so we can have the proper documentation is the situation what happened because there was a witness on the sidewalk that has come forth with the attorney that he has that I was privy to that was there that was never interviewed that's saw the entire thing and so now we're looking at what has taken place with the former city manager and the current police chief in the form of corruption Mr Dennis be that as a me Mr May I'm asking and and please you have every right to because I don't want to seem like I'm antagonizing anybody because that's not what I'm that's not what I'm doing I have to have proper documentation and so when you see I'm going to this to everybody once it's written up and you will see how it's presented but I am wondering what happened as a citizen to the updated investigation and to the whistle Bo's complaint that was filed by assistant chief Stars against the former city manager and the current police chief the complaint alleges they improperly targeted individuals for discipline for personal reasons violated the city Charter and you serp commission Authority by misusing City funds to retain lawyers without proper approval it also accuses them of improperly interfering in police investigation race doesn't matter when it comes to corruption corruption is corruption and we also know who those investigators that have been on those cases including the ones that did his background are still in the police department next question I want to know and I want to answers why was the city of opaka police department being used by a former commissioner by by and I need to get this out Mr Matthew candy but we we we at the three minute time limit I'm sorry but the yeah three minute time I'm Sor okay well I will say this before I walk up the chief of police is sitting inside the city of oock of police that's where the next chief is at citizen form is still open good evening my name is CA puit 2350 Northwest 141 streak um I brought this before you before but um I'm thankful for the the the um um Mr Logan and the 10 North group for for uh want wanting to uh invest in our city that that is a true blessing and that brings to my concern is there any way that we can Implement some type of uh project for the business owners and the residents to work together in getting our city where it needs to be far as be be beautify the city and I would like to be a part of that if if needed you know cuz that's a stickler for me you know we have all this potential growth coming in and people want to come and and um be able to to relax and enjoy themselves and from whatever Corner they look they need to have the environment looking like something you know you can't have all of these people coming in and investing in our city and and it's trash in different locations and the resident and the business owners need to be held accountable now uh I was uh visiting the fiz in myamar and I was amazed that I was told that the McDonald's and different businesses they have this the the Miramar city workers to maintain their businesses but I'm quite sure that there is a fee that are being accessed to them for that and if we uh need to implement something like this which would increase our budget to too also but whatever it takes to get our business businesses and the residents as I say the residents need to be held accountable also and and even with parking alongside the canal banks that needs to stop because I see people from early morning just sitting there and the garbage cans are overflowing and it's it's like a home away from home and that shouldn't be and then they saying you know you got trash and when the wind we have windy wind come up it's all in the in the in the canals you know a lot of that needs to stop and we need to enforce that and we need more code enforcements riding around their our eyes and ears and letting these people know warn them you know this here can't be and and you give them a warning first and the next you if you got to write them up you got to write them up but they need to know we need more signage out too alongside the canal Banks you know and and and we need to to to expect what is expected let's get this city in order we we got a lot going on and I'm grateful for that but we need to get our house in order and I'm done thank you thank you Miss puit citizen form is still open all right citizens form is closed all right so uh Madam manager you can address Mr Brian Dennis as you see fit The Whistleblower complaint as you know we cannot discuss up here because it's supposed to be be confidential and as it relates to miss puit I think all of us are on the same page and we all hear you we all have our different initiatives as it relates to beautification so we're all moving towards that and call you and you will get that phone call because I know we we you'll be getting that phone call and commissioner Kelly thank you if I could just um add I know in the last fiscal year um you're aware Miss we supposed to have four beautification initiatives that didn't really take place and um I have mentioned to the um inro manager about bringing that up to the commission so that we can kind of schedule that in various areas because you're correct not only is it just on the commission but it's on the community business people um I'm not sure about the idea the business folks paying city workers I I'm going to look into that uh is as well but um hopefully um we will have some kind of a plan going forward the beginning of the year to identify those areas and how we're going to maintain it and keep it so I think all of us share your frustration which I uh had mentioned along with the canals and Canal cleaning Etc but I think you'll you'll see us all of us as a group we share the same concern as the mayor mentioned thank you Mr Mayor all right no problem all right as we move on to our consent uh what we at consent agenda Madam attorney number three which is 133 a resolution of the city Commission of the city of opaka Florida authorizing the interum city manager to amend the agreement with Tyler Technologies Inc for the installation in support of the enterprise resource planning Erp system providing for incorporation recitals providing for an effective date this is sponsored by the interim city manager all right Madame manager no can I get a motion I'm sorry move it move by move by Vice M Kelly second by commissioner Dr baz Madam manager go ahead and present good evening I am requesting an amendment to the agreement with Tyler Technologies to be implemented July 1st 2025 as the start date this will allow for recent and most accurate audit information to be transmitted prior to the proposed amendment the vendor intended to litigate against the city however our City attorney and staff were able to come up with an agreement with Tyler and um upon approval the city will be required to remit payment to Tyler Technologies in an amount of $3,550 for services rendered prior to the project suspension I also have our finance director Miss Gant here to answer any questions you may have regarding this item all right this item was pulled by Vi Kelly so I give to you thank you Mr Mayor I I pulled the item I support it but I pulled it because I want to make sure um as my colleagues uh probably saw uh this agreement really goes back to 2022 it had it expired um later suspended and really should have been brought back to us way before now um and so as a result we've incurred some expenses which we have to pay to get it going but this technology is going to allow all of our city departments to really uh I call to communicate together be on the same uh page which is so much needed but it should have been before it's way before now I want to commend uh the manager's office and definitely um financing the City attorney for negotiating where we are to get it going and get it back up so we would not face even more um litigation so I wanted to put that on the record because it shouldn't have gotten this far but we're at a point now where we can go forward uh minimal cost to the city so I want to thank them for minimizing that through the finance um department and the city attorney's office so that we can get on the same page and move our technology forward thank you Mr Mayor all right any other concerns a motion move by Dr Bez second by commissioner Irvin um Madam manager this grant is is ex intended to enhance mobility and provide accommodations for traffic common improvements we are requesting $840,000 in grant funding which requires a 20% City match this project has been selected due to the amount of accidents that occurred in the area and that have been recorded as part of our traffic common Improvement efforts this grant will help mitigate traffic concerns at the intersection of kodash street and opaka Boulevard a ratification is required due to the December 6th submission deadline and I also have Miss Adelina gross here to answer any questions you may have okay so Madam clerk the only question I have um I know we we switched out based on the title The Bodies Remains the Same the backup documentation Remains the Same Mr Mayor no so the entire resolution is um so when the the item was uploaded it was um it was a prior resolution that was uploaded um mistakenly so it's being um replaced completely okay all right so so the one that we prepared is the one that you have in front of you from the clerk got it yes just to be clear the city attorney's office um did provide the correct legislation there was just an an error with uploading the documents all right I have a I have an understanding of it does anybody have questions or we can call the good everybody 138 a resolution of the city Commission of the city of opaka Florida authorizing the interim city manager to enter into an emergency agreement with damante construction and development Inc to complete all remaining construction related to the historic City Hall providing for adoption of representations providing for an effective date this is sponsored by the interim city manager right can I get a motion move it move by commissioner urvan check second by commissioner Santiago he was excited I want to be there soon the restoration of historic City Hall has been an extensive project dating back to 2015 the Amanti construction has completed approximately 98% of the project and need to finalize the remaining restoration at this time I am requesting approval to enter into an agreement to not exceed $530,000 to cover the expenses of unforeseen conditions I also have Miss Adelina gross here to answer any questions you may have okay so I he advice M Kelly the item that you pull thank you Mr Mayor um thank you madam interim um city manager I like the way you worded that unforeseen you know I keep it keep it real um to my colleagues as well this agreement between deam Monte and the city expired six months from the effective date going back to May 17th of 2023 and as I asked my briefing and I know we've changed kind administrations in terms of manager but not staff this should have been brought back to the city commission at that point and it wasn't brought back and the reason I have the challenge because when I looked into the um Renovations and the things that needed to be done regarding water damage termite damage some of those things uh even the bridge walkway if you know or familiar with historic City Hall those things really should have been caught on the front end um and so my question became was an inspection really done um before we even engaged in the agreement right down to the building code and things of like of that nature that should have taken place before we got to this point and so I I want to put that on record because I know as the in manager says we're 98% we're really close to finishing and so we really almost have no choice but to expand up to this five $28,000 to complete it uh but some of these things in my opinion should have been caught way before on the front end to be included in the initial cost assessment and I'm bringing it up because going forward we need to make sure that when you have projects of this magnitude that we catch these kind of things on the front end anybody that's familiar with Old City Hall knew that wood is old we should have dealt with the termites it's been there for about 8 or nine years we know there's going to be water damag so to see these kind of things coming up and needing to amend um I I have a real challenge with it um but I know all of us want to see historic City Hall finished and so if this is going to to do it um I'm supportive of it but going forward we have these kind of capital projects we've got to do a better job to make sure on the front end and then if a contract does does expire um that it comes back before the Commission in a timely manner going forward thank you Mr Mayor okay any other concerns for M gross or the manager at this moment Mr Mayor um commissioner bass just a quick um I guess question to the interm city manager if I'm not mistaken during our agenda briefing I asked a question about the $500,000 um if I'm recalling correctly did you say that it was also a part of what was already allocated for that project it's budgeted yeah this one's are manager to execute a lease agreement with SFS LLC DBA South Florida school of excellence to occupy rental space at 780 fisherman Street providing for adoption of representations providing for conflict and repealer providing for severability providing for scous errors conflicts of Law separability and providing for an effective date this is sponsored by the interim city manager right this is a let South Florida school of Exon is current currently occupies the second floor of the municipal complex the most recent lease terminated on September 30th 2024 in which the tenant has been on a month-to-month agreement I am requesting approval to execute a 2-year lease agreement to commence on February 1st 2025 the lease agreement will generate revenue for the first year $37,000 and $315,000 manager's report Madam manager thank you I would like I would like to thank you all for um passing those agenda items so we can move forward um I submitted a written report to the city commission however I would like to inform you that pump station 5 received clearance from durm and it is now out of moratorium the city is still on target for the fiscal year 23 audit to be submitted this month um staff is in the process of gathering information for the special taxing district and additional information will be provided to you all once it becomes available we have um put together five employees who are working on that project along with the assistant city manager so as information becomes available I will share it with the elected officials that's for the the special tax special taxing district um I will also I will be presenting recommendations to the city commission for possible consideration um use for um historic City Hall and also the railroad crossing at kodad Das street is under designed by tril and Dot that was something that was discussed in the presentation so I would like to let you know that it is under design and I'm available to answer any questions you may have all right um any questions for the manager all right Madame manager I'll start uh the the audit yes by the end of this month so the audit um speaking to the auditor today along with the finance director we have a December 31st definite deadline however they are shooting to have it completed before the 31st so we will be requesting a special commission meeting that was my next question all right it will it will most likely be it would she said I'm not available we we need you for this audit we got to pass the a all right um I think I'm done any other questions for the manager tenative date for that meeting we don't know yet we don't know yet we're waiting on the Auditors the okay okay thank you all right any other questions from the manager all right commission just one question I know you um provided um regarding seagull Park and the sidewalk improvements um and you indicated they're supposed to use the additional dirt and whatever resid do to blend off the sides Etc correct um when is that scheduled to be finished I'll let Miss gross come to the podium good evening mayor and commissioner um the seal part trails are scheduled to be finished by this Friday uh we are doing harmonization starting tomorrow harmonization is the blending of the of the D of the sides so it can be labeled okay on the thank you and on the east side where they put the new sidewalk you know the area really has a lot of trees and stuff all along the fence and needs to be really cut and before you know CU now that you got a new sidewalk you'd have people walking but it's still looks kind of rough on that side so I'm quite sure uh I know it's on the maintenance schedule get cut but since they're going to finish um hopefully by Friday they can make sure they get to it so folks walking around because it is kind of rough on each side of the area where they did the sidewalk um the time frame that they finished um what what was the time frame on finishing that project approximately 90 days and how long did it take the contractor was out um the bre started back in September not sure then waiting giving you know yeah oh no I know okay it took around five five to six months to complete that project and I bring that up because it took too long number one and we were really in my opinion um in a liability situation a lot of sense because the playground area open even the little yellow tape they call it to put around it was not adequate because you still had people using the park and I'm saying that I know we piggyback on that but going forward we have a contractor and we have a deadline is supposed to meet and they can't meet it especially regarding safety in a in a Park area uh because one of the reason why I didn't wanted to do feeding South Florida because I was very afraid of people walking um because some of the sidewalk had been done but it still had a lot of dip and so um that was a safety how that was a problem for me and we didn't really close the part um so going forward when we're doing these agreements whether it's on the front end or before we sign we need to make sure we address those kind of things it's could have been a lot more challenging on a three-month project that took five and then to me they didn't take adequate steps to ensure safety Etc uh even though it took longer so I want to make sure going forward we do that I look forward it's going to be finished on Friday I'll give them to Monday um but thank those concerns on commission vice mayor Kelly have been addressed with a contractor have already met with a contractor around three weeks ago because uh long the long time of the project it it was a concern that uh residuals uh left in the area also were a concern and that was brought to attention of the contractor thank you all right any commission Santiago U yes thank you Mr Mayor um remember this is my first meeting and I try to remember everything from before and the way it is running but I believe that I have the opportunity also to say to the entery manager um Madame jamaa loen the something the Mike Kali vice mayor Kelly mentioning before for anything that we initiated like the project that you initiated this week for beautify the city and clean all the areas that I see in the pictures and all that I have very good report from people from neighbor from business people but it's something very important that vice mayor Kelly mentioning is let's keeping giving uh Mings constantly maining not only one time keeping doing it because that's part of the beautify out City clean it up all over I'm very happy with that thank you mad manager and we will continue thank you thank you all right um Madam manager last one and then we'll move on to the commission reports um I got a text that when we're doing the doing the commission meetings people are not able to see the presentation the camera is still on us so what we're seeing in the chamber they're not seeing at home so can we work with it toate that situation yes we'll do and then last but not least um we brought this up during the presentation about the no through truck signs and I meant to send you a tech a picture message of a truck that I saw making that what is this right turn right here or alib Baba and he ran right over the median and cracked it so and so I think we need to maybe do an assessment our own assessment about you know those big tractor Trails that's we're on it we are on it all right thank you madam manager um we're going into our official board reports have any boards no chairs here um wholeheartedly um and the City attorney so she I told you Mr Mayor um that's I'm just a little humored to the situation but thank all of you um and to my colleagues we did have um Farm share on last Wednesday um and I I always thank all my colleagues I know everybody can't be there some are working but they do support but uh commissioner irvan commissioner Santiago came by I know it's very difficult commissioner bass he's working and the mayor but thank you for your support um because the first falls on New Year obviously Farm share is closed we're trying to we've requested to change it to the 2nd of January just for um next month so that we don't uh miss out any opportunity uh we have requested it we're hoping to have an answer so that we can make sure we get it out to the community that it would be on that Thursday instead of that Wednesday next month we've also asked for an increase uh for 300 to 400 um because we have seen a tremendous increase in folks coming a lot of our uh residents are taking advantage of it even though anyone from day County can come as my colleagues were there because they wind up having to help register folks CU we have people just coming um we're actually out of items and food before 11:00 uh which is a which is um a good thing um we out of food so quick a lot of our employees that normally come by the time they came on that lunch break we didn't have any items left so we hoping to increase that um we're also working to reestablish the uh feeding South Florida you hear more about that um I want to also um thank the man's office Police Department we did have our meet me Monday uh meeting um community meeting this past Monday at Helen Miller um I know it's difficult for um everyone to always be there want to thank commiss for stopping by it was our holiday edition because we also recognized our volunteers that help us throughout the year and packing the food and distributing the food so we recognized them as well and we did submit all of those concerns to the manager Office for um review and to get responses for the community um let me just say publicly because I didn't never really thought about it um if you have an area or somewhere where you'd like to have meet me Monday come just let us know uh we would be glad to try to come in that area find a location that we can have the community meeting for meet me uh Monday I also want to um commend and I know they're going to mention it um commissioner Irving's going to mention it but the toy drive I know it's going to be an awesome event and I know we doing a lot of things in the community just finished with the Turkey um but I also want to ask your uh prayers for the uh Smalls family um some of you may or may not know Mr Willie Smalls who's a former employee here uh passed away in the service of next week we pray for the family and any other uh folks in the community of former employees or staff that I may not know about pray for the families it's a tough time during this time of year not everybody's in a festive mood uh anyway so um I want to just put that also um to keep that in mind is move forward um I think that's all I have Mr uh mayor for my uh report thank you very much all no problem um commissioner irvan thank you um I want to uh say to the interim city manager thank you for what you have our cleanup crews out here doing I receive phone calls like something going on cuz these these people out here working for real for real water hoses and all of this stuff and you really can see a difference in what the city looks like and it's appreciated um Friday we're getting ready for Bingo um it's our holiday edition so it's it's a big one we have lots of stuff to win it's the one that the booster club kind of join in with the city and um it looks nice so far I stole the mayor's Bingo but you got to come to bingo for somebody to steal it from you the shade is real I wholeheartedly [Laughter] support um also we are getting ready for our Christmas toy drive uh December 21st if you have not registered your child or children please do so by December 18th you can go to any of our parks and register the kids it's very important and uh that's it well I won't see you guys uh in a meeting form so I'll tell you now in case I don't see you anymore happy holidays okay and um I'll close it out we just want to shout out to Bingo um and she got some prizes for the best dress I'm sure I'm sure um so we're getting ready to move on so we can go home home um do we have any official board appointments anybody ready to appoint or we going to save it to the new year what are we doing well we have three applications you want to do that now or you want to do it later Mr Mayor I I'm so sorry can I make one more announcement I forgot um it's already out but to the community our holiday home Christmas light um competition is ongoing um if you have a home that's decorated we encourage you to either use the Cobar on the flyer information or call uh the clerk's office to register your home uh we're going to do it again this year selecting the three top homes most beautiful homes outside in terms of Christmas lighting so please if your home is decorated be a part of that and win one of those um prizes um and please do so that deadline is December the 20th I believe so I encourage if you do have a home or your neighbor has a home encourage them to take part in this activity uh Mr Mayor you said you wanted to wait no I was ask you all want to appoint now yeah I didn't go through it so I don't know what you all I don't know what Mr Mayor you ready to appoint no no no for my K or vice mayor Kelly do include everybody in the neighborhood that doesn't that doesn't include you oh my God sorry all right we don't we don't we don't support you that all right do you all have appointments or what do you but it's based on what you have your appointment that's why I said are you ready to appoint now or you want to yes ma'am go ahead so Mr Brown is a reappointment his he was um previously serving on the historic preservation board his term expired and he is now seeking reappointment at this time the historic preservation board they have five members out of nine which is I believe the Quorum for that board so you know it it's really necessary that they um they have more members on that board so if it's
