Uh, back on March 31st, Miss Nadia, the city's budget officer, 7 00:12:08.000 --> 00:12:24.160 sent you a copy of the community redevelopment agency uh, annual report for 2025. Uh that report outlines the establishment of Ovido community redevelopment area boundaries, board members, administration, redevelopment strategies. Also provides financial 8 00:12:24.160 --> 00:12:41.440 information that in part uh our uh city's auditor will uh Pervis Gray uh the auditing firm will uh run down for you in just a few minutes. Uh lastly, it also provides goals and objectives in accordance with Florida statutes as well as coordinating accomplishments with 9 00:12:41.440 --> 00:12:57.279 those goals and objectives. Uh so tonight, prior to the auditors uh um update on the state of the CRA financials, I'd like to provide with uh you all an update on some of the accomplishments that the CRA uh undertook in 2025. 10 00:12:57.279 --> 00:13:13.680 Uh do you have the presentation, Annie? Thank you. Uh next slide, please. Um so uh we had several goals in uh several areas. So first multimodal connectivity. Uh we sort of had a dual uh goal here uh 11 00:13:13.680 --> 00:13:30.000 with the uh award the and bid the uh Geneva Drive connector road now called Citizens Lane as well as the uh Salary Park uh pedestrian bridge uh Wood Street and uh Godwin Street uh sidewalks as 12 00:13:30.000 --> 00:13:46.560 well as uh design of the West Franklin Street extension to 90 90% plans. So, uh, those projects, just to give you a bit of an update as to what the CRA accomplished in that year, uh, the, uh, 13 00:13:46.560 --> 00:14:02.880 citizens lane is underway and obviously right now we are nearing completion, uh, which is scheduled for, uh, July of 2026. Uh, the pedestrian bridge for all intents and purposes is also, uh, complete, but will not open until uh, 14 00:14:02.880 --> 00:14:20.560 Citizens Lane is completed. Godwin Street was completed. uh in February 2025. Wood Street was completed in September of 2025. Uh Franklin Street as well as you know uh we just approved a BA uh that will uh bring us to full design once that uh work is complete. 15 00:14:20.560 --> 00:14:38.320 Next slide please. So water and wastewater we uh uh the goal was to award and bid construction of lift station 7. That was another aspect of the citizens lane project and also to uh design and bid uh for portable water uh 16 00:14:38.320 --> 00:14:55.680 work along uh with nursable water main along nursery street. Uh next slide. Uh so nursery street was uh completed in November of 2025. Uh and uh final completion was signed off for uh back on November 21st. I believe uh lift station 17 00:14:55.680 --> 00:15:12.079 7 was completed back uh in April of this month. Uh I think it still has uh a slight D inspection done but uh for all intents and purposes that project is complete as well. Uh next slide please. For storm water our goal was to award uh 18 00:15:12.079 --> 00:15:26.720 bid and commence uh construction of Salori Park uh pond improvements. uh that uh project um will not be uh completed until uh expected October time frame of this year. Next slide please. 19 00:15:26.720 --> 00:15:44.480 Uh so uh again next slide. Uh public art uh three goals were listed in the uh report. We had design and construction of the wings of joy display in Siler Park. uh commission called artists for a second mural at Center Lake Park and commission for a call to artist for a 20 00:15:44.480 --> 00:15:59.839 sculpture located in the plaza adjacent to Ovito Boulevard across from Centerlane. So those three projects uh next slide please. Uh the wings of joy uh for a quick update that has been fabricated. Uh the printing of the uh photography is still being finalized 21 00:15:59.839 --> 00:16:16.320 with the artist. Uh expected uh on April 27th, the uh artist and the uh installation company uh and staff will meet on site to confirm uh the wings location. Uh installation of the wings is anticipated by the third quarter of 22 00:16:16.320 --> 00:16:31.040 uh this year, maybe into the early fourth quarter. Uh other projects that are still in development are the called artist mural. Um the second round of submitts as you're aware of uh are received. And then the sculptures um uh were evaluated the April 15, 2026 public arts board and a recommendation uh will be on the May 18th city council 24 00:16:46.399 --> 00:17:04.160 meeting. Um, what you have tonight in front of you is the 30 00:18:34.160 --> 00:18:50.640 financial statements and the independent auditor's report as of September 30th of 2025. And I'm going to spend just a few minutes to go over the results of the CRI. Next one. So this slide tells the the financial components that are within 31 00:18:50.640 --> 00:19:06.480 your reports. If you want a really good overview of the uh results of the CRA and the activities throughout the year, uh if you read the management's discussion and analysis, it's a really good brief overview of what's contained in the report. Next slide. 32 00:19:06.480 --> 00:19:22.400 So just some quick statistics for the CRA. So it was established back in 2010 um and it has a um its increment value of 69 million back then. Um for the four years that followed the value of the CRA actually dropped slightly. So it wasn't 33 00:19:22.400 --> 00:19:39.200 until 2015 that the city was able to collect the first revenues from the CRA. for the year ended um 2425 the value of the CRA was um just over $359 million which is a increase over the base value 34 00:19:39.200 --> 00:19:56.880 of $289 million and that generated uh 1.56 million for the CRA in 2425. Next slide. So just a quick overview of your cash balances. So you can see that the cash 35 00:19:56.880 --> 00:20:14.160 in the CRA has steadily increased over almost the past 10 years and the majority of that is because the money has been set aside for specific projects. We've been trying to accumulate the cash to complete those. So that was mostly uh the Geneva Drive connector road and also for Franklin 36 00:20:14.160 --> 00:20:29.360 Street. Um it did go down ever so slightly in 2425 and that's because the funding is starting to get paid on the Geneva Drive connector road. Next slide. Um again here you can see your revenue and expenses by year. So you can see 37 00:20:29.360 --> 00:20:46.080 that really sharp increase in expenses last year. And again uh the majority of that close to 2 million of that re of the expenditures were related to the Geneva Drive extension projects. And again the CRA fund balance it it 38 00:20:46.080 --> 00:21:01.280 follows the same trend as your cash does. So it's it's increased significantly over the years. And then in 2425, you will see that slight increase and that's because the expenditures were paid on certain projects last year. 39 00:21:01.280 --> 00:21:17.760 And lastly, um what we want to look at is Florida statute does require that at the end of the fiscal year, all of your projects must be appropriated to certain projects. So what we just make sure is at the end of 2425 any funding that's available gets 40 00:21:17.760 --> 00:21:33.200 carried forward into the new year and assigned to a specific project. And this just shows that majority of the carry forwards were done. Um and then we had to tweak it a little in December for some extra revenues or expenses that happened after the carry forward. Helen Painter, Pervis Grain Company. Uh Kelly did a wonderful job doing an overview of the CRA and we thank the board for having us present the audit today. You know, uh there was 43 00:22:07.120 --> 00:22:23.520 a lot of um good points that were brought out. uh that happened this year. And so our purpose as an auditor is to give an opinion on the financial statements. If you could turn the next page. Uh and so what we are saying is that uh what everything that was 44 00:22:23.520 --> 00:22:39.840 described here was also performed. And so we go behind management after they prepare the financial statements and we vouch invoices. We do preliminary analytical review procedures and we make sure that the um what was supposed to 45 00:22:39.840 --> 00:22:57.200 happen in the CRA actually did happen and uh we found no issues, no internal control problems with that. Uh next slide. uh the CRA, you know, the state of Florida is um really wants special districts to act like special districts 46 00:22:57.200 --> 00:23:12.480 and they are particularly looking at community development uh agencies and they want to make sure that they are performing as they're supposed to be performing and there's a lot of transparency, a lot of diff additional compliance work that we have to do to look at it and we found no issues with 47 00:23:12.480 --> 00:23:28.960 it. Um, we're happy to say that, um, you were not over, you did not overspend your budget. And the biggest item that uh, I noticed in the CRA, I believe it's on the next particular slide, you'll see there, uh, and of course, Kelly had some 48 00:23:28.960 --> 00:23:44.799 very good financial highlights here. So you'll see there on the third set of blocks the expenditures for the CRA. There was over two million in expenditures on the Geneva Drive project and there was approximately60,000 49 00:23:44.799 --> 00:24:01.840 in administrative costs. And so there's very little administrative costs that are going on. And of course that's the $55,000 transfer over to the general fund for the time spent. I know that a few years ago you uh pretty much eliminated the outsource executive director position 50 00:24:01.840 --> 00:24:17.679 and uh saved the CRA quite a bit of money. So it's operating very efficiently. Uh so there was uh no new accounting policy changes. Uh there were no adjustments to the accounting records. We had no disagreements with management and no difficulties in performing the 51 00:24:17.679 --> 00:24:34.400 audit. So we're required to communicate to the board and we're happy to say that we had no issues. And I believe that that concludes our presentation.
