to gaining weight for like a solid year and it was exhausting eating that much and it did nothing it didn't even work cannot gain weight at all apparently go no but like most people same I don't one way or the other I'm there oh no it's no thanks because it'll cut into my beer qu only a certain thank you um I just to make sure I've been working with Robert is that how that works a birthday or something fun like that e e e e e e e e e e e e e e e e yeah okay calling to order the community redevelopment agency governing board meeting Monday June 17th 201 24 at 6: pm. it appears everyone's here but Mr Paulo and our first item is approval of the minutes is there ation I'll make a motion to approve the minutes from April 15 2024 second there's a motion and a second any discussion hearing none call the vote all those in favor say I I I okay is there anyone in the public that wishes to address the community redevelopment agency hearing none we'll move on to our discussion item which is about our upcoming Year's budget uh Kelly is that you come on up Hello can is this on yeah yeah okay I think it's on talk talk into it all right good evening Mr chairman mayor and members of the the board so I'm going to spend a few minutes just to go over our initial uh proposed budget for fiscal year 2425 um what you have before you is our proposal for next year um attachment one in your pocket is the uh initial taxable values that we have received from the Property Appraiser's office right now they are projecting a 5 and a half% increase in the values of the c um you'll oh can we oh you got it okay so here are our proposed revenues for the C for next year so the city of avo's contribution I will be a 781 th000 again that's B based on the initial proposal we got from the property appraiser we'll get the next one um by July 1st at the latest and any any additions or um increases or decreases in their proposals will come in at that point but right now we're projecting 781 th000 simino County's contribution will be approximately 71,000 um and then we're just estimating interest income for this next year at about 18 uh the market for 23 24 has been very good good interest rates have been High um we can always tweak that number as we get closer to the end of the budget process year so we are estimating revenues for next year to be just over $1.5 million the next slide right now is our our estimates to you for the budget for the CRA for next year um I have spoken with Bobby and his team in public works and they did help us with some of the projects that they see within the CRA that they are recommending for next year's budget uh to start with the c Administration that's the city's time um to work on the C on behalf of the board um we are contributing another 25,000 to public Arts programming within the city um 10,000 is for the uh finance department Services um we have the CRA annual audits uh we did just renew our contract with peris gray this is their um estimate for next year's CRA audit at $6,000 our filing with the Department of Economic opportunities uh we are asking for an additional just over a million for the State Road 434 to Geneva Connector Road um 100,000 for the Solari Park pedestrian bridge Sweetwater Creek uh water quality projects some sidewalk improvements and then also Solari Park Pond revisions so again these are a lot the capital projects are have been recommended by the public works department if you do any questions on any of those projects we'd be happy to address them for you um and then just uh can you the next slide so I wanted to put this out there and just show you the status of the projects that are currently open within the C so what we've taken is we have our prior actuals which is money we've spent in the past already uh we have this year's current budget which is a 2324 budget and then what we are proposing for next year so so for example Geneva driver to 434 so so far we have $3.3 million allocated towards that project at this point and again those are all the open projects uh within this area at the moment and also the ones that we are proposing for next fiscal year as well so I am open to any questions or comments suggestions for next year's budget anyone got any questions for anyone got any questions for public works I see we have a member in the back okay thank you I will um be back if there's no real uh questions or any major changes between now and probably August we'll come back again in August with a point will you would actually approve next year's budget so we've got a meeting scheduled for July are you saying we we may not need that unless there's significant changes or revisions that I hear in regards to the C we would probably just come back in August and get your approval for next year's budget okay thank you thank you is there any discussion from the members anyone I just have a quick point of clarification on these These are the upper limits of what we can spend but we're not necessarily we don't necessarily have quotes for this and I guess that's more a question for Public Works than for you so if somebody will give a quick nod that yeah this is kind of what we think but we're probably not going to go over it I'd feel better I would think um some of the newer project might be estim well the one in particular I was looking at is uh I think it was 50,000 for sidewalks on Godwin Street uh or we know it's more than that or I I'm not reading it right 75 yeah there's only five maybe six homes down there so I did send a note that this morning and said youo did anybody ask for it and yes somebody did uh and I wasn't able to catch her home this morning but I think she would like sidewalks so I was I was just wondering does that cover both sides of the because there's an interior Loop and an exterior Loop of that little c-shaped Street I believe it's just the exterior just the exterior Loop wow yeah you'll see in the figure that seems like a and I can verif I can verify it through the design I can email you but that was my understanding is okay mayor there I did talk to Mr Wyatt briefly about this today and it does start on one side which I think is the outer part but he said there was a point like we did with Wood Street where we had to cross over Wood Street you know when we did the Wood Street side there's there's in different places right there may be a portion of this where we have to actually cross over to the other side and then come back okay but uh he it was something that he did mention to me today well if if it's an upper limit I can wrap my brain around it's staying in the budget but I I do have some you know that's that's a very high price tag to impact six homes the cost estimate was probably developed using our prior estimates for okay doing new sidewalks all right thank you anyone else just a question are we I read in here we're we're budgeting $5 million for the Geneva Road connector and the lift station are we fully funding it this year or do we have to use next year's revenues also because I see you have 3 3 million in the in the kitty so I assume we have a couple more years to a last Bobby kind of mentioned to me it would probably be close to 5 million total right and that was the Connector Road the lift station all the pieces put together and and aren't we pretty close to fully designed and and ready to I think we should have a pretty solid number I would think yeah I think the is about 75% right now designed so there's an Engineers estimate that the compan that design so Kelly we have 3.3 million and we need to get to five is that the or is there a separate pot of money for the station so some of the options we would have so you have 3.3 towards the connector road right now you have 840 towards lift station 7 so those one of the options you would have is right now you have a million dollars appropriated to Franklin Street so what you could do is reallocate that off of Franklin Street move it to Geneva Drive get that done and then use next year's funding to start next year being 2526 to start with the Franklin Street project well shouldn't we just go ahead and do that because we're not going to do Franklin and Geneva at the same time we could it's it's the Franklin streets already the appropriation is already in this 's budget for the future so that would just be a budget amendment and we could do that at at year end and we carry it forward and just switch it to the other project instead so so can I get a clarification I guess my understanding was we had moved money to to um Magnolia I think it was that money was found elsewhere and that had been Franklin Street money so am I correct to presume this million dollars is kicking Franklin Street to the next fisc year so there's not a million dollar sitting around for Franklin Street anymore it's the same isn't it the same million dollars yes okay yes so I think that's what they're doing on this chart up here is is Franklin Street isn't there anymore and right right now was carried forward and it's it's being allocated to connector plus lift station and then Franklin Street and the capital planning which you didn't go over that attachment I don't think you have a million5 in the in the following fiscal year for Franklin Street do you have that attachment handy where we can put it up or no it's attachment so it's the first page of the third hand it's attachment to it's the one she emailed out yeah so but but Dave we we don't have the money sitting in a pot that we can move it now no I I don't think so right okay I don't think so so the the million is from this coming Year's proposed budget finish that job the million for Franklin Street is actually it's we have it right now it's in the current year budget so if you but you're proposing to move it over correct right to to get the Geneva Drive project complete yeah we so that's what we'll be meeting on in August is the the budget will not carry Franklin Street forward anymore we're kicking that to a later year I think it's kind of what you're saying right I was asking if we can just go ahead and show that now move that Franklin money to the Connector Road we could so if you were looking I'm sorry El on the slideshow if you look at the third page of the slideshow that was up okay so it's the bottom line right now it says appropriated a capital projects assigned to Franklin Street that's so what we could do is move that to Geneva Drive and that would give us hopefully all the funding needed to complete that entire project that's what I'm looking for so so that money is sitting there yes okay yes so we can just move it over and and we we do have another million dollars then yes that would just be we're going to start the Connector Road this year we're not going to start Franklin for right year or two and I and I think it was done that way in the beginning because I don't know if we were 100% certain on costing and so we had put some of it to the side but we can absolutely move it it would just be a budget amendment to reallocate it from one project to another so we could do that at the next meeting if you if you want we can bring that back to you can we do the sense so we can well it's just a discussion item now but can we get a sense of everyone what suggesting like show this accurate and move Franklin to connector I'm good everyone okay so so when we come back in August let's just do that I'll bring that back to you Mr chairman if I could for Mr Slattery um the money for Franklin streets in your current 2324 budget so what M Jones is recommending is that we amend it now or at a later date to transfer the money from Franklin Street to the Connector Road and then in November we'll carry that over and it'll become part of the overall budget is what we'll do but as far as what she's proposing for the 2425 budget it won't show just yet until we do do the transfer and carry it over so but it it's it's sitting in your budget right now and so we'll we'll bring the amendment forward to go ahead and get it in there good wonderful that's clear as mud but we'll figure it out yes I I I got it is anyone else have anything else okay so we have a meeting uh we don't have a meeting July 15th unless you come up with a reason right Mr C that's correct and what's
