Part: 1

1
00:00:06.000 --> 00:00:50.635
Here. Bokey? Here. McCann? Here. Are you here, Matt? Here. Council member president? Here. Do I have, six council members present along with the mayor. Thank you. Would everyone please rise as council member Brubank leads us in the pledge of allegiance. I pledge allegiance to the flag of The United States Of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Tonight is the City Council agenda. We've got two changes.

2
00:00:50.635 --> 00:01:27.940
We're going to be moving 3.2.1 to the consent agenda and we will be removing 3.2.3 from the regular agenda. With that I'd look for a motion to approve the agenda. Motion to approve the agenda. Motion by Doug to approve. Do I have a second? Second. Second by Nate. Any further discussion? Council member Rainey, can I make note that council member Spenby is not here for the record? Thank you. Okay. We got a motion second. All in favor signify by saying aye. Aye. Opposed? Motion carries. Mayor Jessup, have you got anything for us this evening? Nothing tonight. Thank you, council president. Okay. We're now up to the consent agenda.

3
00:01:27.940 --> 00:02:01.650
Consent agenda consists of city council meeting minutes, board commission minutes, licenses, permits and miscellaneous items all grouped together for the council to review prior to the meeting and vote on collectively. With that I will entertain a motion on the current consent agenda items. So moved. Motion by Dan to approve. Do I have a second? Second. Second by Don, any discussion? Hearing none, all those in favor signify by saying aye. Aye. Opposed? And the consent has been approved. We are now up to the action items. First up tonight is resolution forty two dash twenty six application I'm sorry.

4
00:02:01.650 --> 00:02:35.625
That's been moved. We're at three point two point two. Resolution 43Dash26 authorized bids to the 2026 Street and utility project. We go to Sean Murphy for that. Good evening, mayor and council. Requesting council's approval of our 2026 Street and utility project plans and specifications and authorizing authorization for us to go out and advertise for bids. Cardinal Drive, Southeast and Ivy Street Southeast are scheduled for reconstruction as part of our 2026 Street utility project. Council has previously approved the feasibility report,

5
00:02:35.625 --> 00:03:10.895
held the preliminary assessment public hearing, which occurred on February 17 and authorized preparation of plans and specifications. Plans and specifications are now complete and the next step is to advertise for sealed bids. Contracting requirements mandate twenty one day posting period. Based on this timeline, the recommended bid opening date is April 29 with counsel consideration of bids on our May 5 meeting. The engineers estimate is within the budgeted amount through our CIP and the project is funded through city funds,

6
00:03:11.515 --> 00:03:48.750
OPU funds and special assessments. With that, staff recommends approval. Any questions for Sean on this? Hearing none, I look for a motion to approve. So moved. Motion by Dan to approve. Do I have a second? Second. Second by Dave. Any further discussion? Hearing none, all those in favor signify by saying aye. Aye. Opposed? Motion carries. We have one miscellaneous item tonight, three point three point one, except proposal and award contract for 1155 24th Avenue, the North Ridge Lane lift station panel materials and back to Sean. Thanks again.

7
00:03:49.690 --> 00:04:28.575
This will be our lift station panel replacement out of our program. Lift stations eight and nine out of our total 16 lift stations that we do have. As is in the past, when we presented for these panel replacements, they're out of date. They don't have integrated SCADA systems that are, that provide the communication back and forth with our wastewater treatment facility. A lot of them are out of compliance from electrical code as well and some are experiencing some intermittent issues as well.

8
00:04:28.575 --> 00:05:08.120
So for all these reasons that's why we have programmed these lift station panel improvements. As I said it's eight and nine out of our total 16. We do have two that are going to be scheduled for decommission. So we're going to be taking two lift stations off of our system in the near future and then two are currently not programmed, with three more that are planned within the next two years. So, our lift stations that are proposed here are the 24th Avenue Southwest and our Northridge Lane

9
00:05:08.500 --> 00:05:45.850
panels, which in total account for $135,439 This is consistent with the inflation adjusted pricing and reasonable market increases from our initial RFQ or RFP for lift panel station replacements lift station panels, sorry, I got that backwards. And these projects or these panels will be paid for out of our sewer funds. So with that, staff recommends approval. Thank you. Any questions for Sean? Hearing none, I look for a motion to approve. So moved. Motion by Dan to approve.

10
00:05:45.850 --> 00:06:27.325
Do I have a second? Second. Second by Doug. Any further discussion? Hearing none, all those in favor signify by saying aye. Aye. Opposed? Motion carries. That completes our action items for tonight. We're now up to staff reports. First one tonight is Sean Murphy with a recap of our snow event in March. Yes. Thank you again, Mayor and Council. Just kind of throwing out a little recap from our March 15 through March 19 snow event, our latest or last snow event. Just putting some numbers and I don't know if Jackson if you can put,

11
00:06:27.465 --> 00:07:02.210
what is it, Page 137 up from our study session. Just so counsel and those viewing at home can see. Perfect. He has it up on the counsel side here. Oh, is it just the screen? There it is. Got it. So just to kinda outline some of the pieces that, that go into our snow removal operation and also some of the communication and hits we get from, some of our updates. So in total, mind you this does say street division so this does not include any of our

12
00:07:02.210 --> 00:07:39.560
park maintenance, so any of our trail facilities, any of our parking lots, any of our city owned facilities like city hall here that's operated by our facilities crews. This does not account for that. This is this is just our our street department which also does help out our airport. We had a total of eight hundred and eighty two hours of plowing from all of our staff. Used a total of 29 pieces of equipment. Nearly 2,700, gallons of gasoline or diesel fuel. Used 50 tons of salt and sand mixture.

13
00:07:42.045 --> 00:08:25.400
Most people don't know this but we do contract out hauling so that we can keep all of our staff with snow removal operations. So we have a number of contractors that enlist in our hauling contract and contracted out over one hundred and sixty hours of hauling. Throughout our operation we posted through Facebook, our city website, notified me, updates throughout and with over 34,600 update views. And this is just a 12 inches snowfall.

14
00:08:25.620 --> 00:09:06.925
We've had much larger. Every snowfall is unique, whether there's ice accumulation, blowing winds like we had with this event. It it they all vary, but just to to give some some understanding to to some of these numbers, this is a 12 inch snow event. Just with, what we have here is an estimated total cost of about $78,000 just from the street department and with that, that is not taking into account use of our equipment. So, we don't have billable rates for,

15
00:09:07.625 --> 00:09:44.725
Tanamaxle snowplow. We don't have billable rates for, our our snowplower that that picks up all our windrows in downtown and out of the airport. So if we were to apply, so like our windstorm event this past fall, if we were to apply FEMA rates, which are on average probably par for the course for equipment rates. John Martin our maintenance manager would say that they're probably a lot lower than the going rate. If we were to apply that to all of our equipment hours that we put in for just this snow event

16
00:09:45.740 --> 00:10:22.305
it would have resulted in a total cost of nearly $185,000 So just to paint a picture of what kind of operation that is I mean, I think we had over three thirty five hours just within the street department of overtime for that event just for five days. So just trying to give an understanding. So like I said, every event is different. Not every event is like this that results in a three day cleanup after a two day event. But we get on average one to two of these a year.

17
00:10:23.265 --> 00:11:06.000
So it's a huge undertaking from our streets department as well as our park maintenance, our facilities that clear out the rest of, you know, the non right of way and airport areas. So, with that, any questions? Any questions for Sean? He answered mine. It was going to be, out of the eight eighty two hours of plowing, how much of a hit did overtime budget take? Yes, it was about $3.35. $3.35. Dan? Just congratulations and a hearty job well done to you and your guys.

18
00:11:06.220 --> 00:11:43.610
And that was a lot of stone and you handled it pretty quickly. Thank you. So is it safe to say once you add the park and rec and doing the parking lots and I mean this one event was well over $100,000 Yes, I mean not knowing, their specific equipment, hours that they plugged in because another thing people probably don't know is that this isn't just our street department. So our mechanics who do work in the street department, they come out and plow. Our wastewater we have wastewater staff that,

19
00:11:44.150 --> 00:12:18.055
operates on street equipment in larger snow events or help us out with some of the haul trucks we do have. We even have parks maintenance that comes on to our street department to help with our street rights of way that we are clearing. So that's what we did within the Street Department including those that staff. So I feel comfortable saying that yes, it's probably over $100,000 Any questions for Sean? All right. Thank you. Appreciate the update. Absolutely.

20
00:12:18.515 --> 00:12:57.945
Our second update tonight was Police Chief Mundale. Good evening, sir. Good evening, President Rainey. Good evening, Mayor, Council, Staff. Based on popular demand, the presentation tonight is gonna come from Captain Duchene and Sergeant Joel Hunt. So I'd like to invite them up and provide the staff, update. Good evening, guys. Hello. The first update I'd like to give is on the IC POET. It's the intensive comprehensive police officer education and training program. We're still looking for candidates. That application is open until March 30.

21
00:12:58.850 --> 00:13:35.970
This would be if you're looking for a career change and you have a two year degree or any degree other than law enforcement, you can put in for this opportunity and you would attend Hennepin Tech in the fall and then you get a law enforcement degree out of that, finish the skills program and join us at the Old Town Police Department. Second update I'd like to give you is, some information on the UTV and golf cart ordinance that we passed a couple weeks ago. I'm pleased to let you know we've had 51 UTVs register already and 43 golf

22
00:13:35.970 --> 00:14:16.395
carts. So I think that's pretty amazing. We actually did run out of plates a couple times and had to rush order, but it's amazing to see that many in that short amount of time. Hey. The one you're probably looking forward to, our Axon program. Axon body four cameras were implemented March 24 and the twenty fifth. It was a two day training. They went in to all patrol officers using Axon. Now Visual Labs doesn't exist. Fleet three, that's the squad cameras. The installation started on the thirty first and that is complete.

23
00:14:16.395 --> 00:14:54.805
Every squad car, Mark's squad car has, Fleet three camera in it now. With those two connected together, now evidence.com is up and running. Our all of our evidence is stored in one location now. Next on the list would be our TASER 10 training and that's set for April 17. And then every officer will be equipped with the new TASER 10, which is all part of this same package. And then our interview room cameras are set to be installed April 21. Alright. The body cameras, here's what I'm hearing from staff.

24
00:14:55.185 --> 00:15:34.890
Besides, they love it. They're extremely easy to use compared to visual labs where we had to take a cell phone off our chest and to turn it on, hit a little button, try not to hit the up or down button. This is a big button to activate. There's several different ways it can activate the battery. They don't have any problems with the battery lasting the entire shift. Cell phone applications, extremely easy to use. So they're really impressed with that. They can take photographs from it. They can record audio statements, send community links,

25
00:15:34.890 --> 00:16:11.635
which that will be the next one. Here's a huge time saver for us to now if I'll use one of the common ones we get, stop arm violations where the bus company sends us a video from the bus that's showing the violation, they'd send them by an email, we used to have to take them off for email, put them into EvidenceNOW, and now I can send them a community request link, they can send all that information in that link and it's gonna download right into evidence.com. Which means we can open it. The old way through Visual Labs or sometimes you get it from other companies,

26
00:16:11.635 --> 00:16:50.830
you might not be able to open the link that they send you. So this is a one stop shop and really is gonna save a lot of time. Visual labs. Thank you for letting me go bye bye. If you can if you can see, just imagine if there were two officers in the squad car. This would be the passenger seat where you see all the wires. Can you imagine the number of times that phone got unplugged, a wire got damaged, the blue and yellow button you see, that's an activation that we could push that button and activate that camera. All of that's gone now.

27
00:16:50.830 --> 00:17:27.620
That little camera, on the top of the windshield there, it that's probably a pretty cheap Amazon camera. So the quality you'll see in future slides is way better. Here's the Fleet three, the squad camera now. You can see the back seat. Obviously, that's a a night picture. The front, and if you look at the computer that's upright there, now the officer right from their squad car can see all the cameras. They can see their body camera, they can see the front view of the squad camera, they can see the rear seat all at all at one time.

28
00:17:39.455 --> 00:18:20.760
So now I'll dive into some of the AI feature features that, it's, the AI that's in our body cam is assistant. It has the live translate feature that allows us to, activate our body camera. It'll begin recording, And then it'll either auto detect or we can tell it what language to translate. And like I said, there's 50 different languages. This is a demo video. You'll recognize the suspect as one of our officers. So this is a demonstration, and he really wasn't pulled over here in front of city Hall. So and I'd like to thank George and sergeant Olshenbrun for doing that.

29
00:18:21.380 --> 00:20:46.185
So I think we're just gonna flip through and help play it. So and Jackson, there is audio. Double press today at your system. Oh, you had it, Jackson. Double press to connect to assistant. For translation, press and hold button that say translate to x or auto detect, then release button. Language set to Spanish. Language set to Spanish. Yes. I have my things here. I thought the limit was 40 miles, but I have my So what we used to have to do, and he's able to clearly hear the audio, from inside the car. Prior,

30
00:20:46.185 --> 00:21:21.115
we'd have to hold our body cam out with the, speaker phone to translate between. On top of, the translation feature, general knowledge, it'll do a Google search for us. We just have to talk to our body cam and ask it a question. And then as we upload our department policies or city ordinances, we can actually ask our body camera to review what is the noise ordinance or how, how long can somebody be parked with a commercial vehicle and it'll jump to that ordinance and read it back to us. I'll see it. With evidence.com being fully operational, that's our digital evidence management.

31
00:21:21.255 --> 00:21:53.895
Everything goes in there. It's also where we'll launch the other AI piece, which is draft one. It is our AI report writing software. What it does is it uses, the transcript, the audio from the body camera. It does not interpret the video. It uses the audio only to create a transcript. And from that, it will pull out what it'll summarize the statements that are given to us. So it does a lot better job of summarizing statements than than officers can in a more timely manner. There are still safeguards built into it. There's three levels of safeguards.

32
00:21:54.270 --> 00:22:28.560
So the officers have to review the draft before they can copy it out of, the draft one application and paste it into their report. Things like there were space aliens that showed up and took the suspect up into the sky before taking them to the jail. So it's very obvious errors in there, but that makes you read word for word because nobody wants that in their report at court time. Cases, that's where our records department will take all of our information, build a case with all the different evidence, and then share it with the county attorney's office, which has purchased,

33
00:22:29.100 --> 00:23:02.995
Axon Justice so they can comb through our evidence a lot easier to present a better case. We also have performance, which is how supervisors can easily monitor officers' use of it, and you can see our target goals there. It it's a very user friendly, way to audit and track proper use. This is just when up in the top left is, Visual Labs and how you would see the information in Visual Labs. You can see the video. It's a smaller screen. You can see the GPS and and a little bit of speed information if that

34
00:23:02.995 --> 00:23:36.975
body camera is moving. With Axon, there's a lot more information. It's a better picture, a wider view. The, in addition, that's where on the right side, you'd see that transcript of the the call that's already being uploaded, before the body camera is docked. So even if with the information not completely uploaded, the officers will see that. That transcript is searchable, so we can use keywords. Like, I wanna get to the part where he I read Miranda, so I'll search Miranda or or a specific item.

35
00:23:37.435 --> 00:24:12.315
Next view, we would watch in the old system, we'd watch screen by screen. We'd have to review squad camera and body camera separately. With Axon, we can now, with this wasn't real. Again, this is we're just setting up a demo on the, building inspections vehicle in the back lot. But we can simultaneously stream all four up to four cameras. So that's two squad videos that we're watching and two body camera perspectives. It could be any variation of four different cameras to review in in all at once versus going between various windows.

36
00:24:12.620 --> 00:24:48.590
So looking at these photos obviously was taken at night, you're wearing your your ax on there I'm assuming. Yes. So this is not light enhanced it's brightening it that much? Or is there or is there a, light feature that that makes the the vehicle Headlights. Yeah. So there's our headlights, our flashlights, but the the camera is is a little bit better adept to It's more purpose built for for that low light. So like where you saw the traffic stop, you know, it it really does a nice job of Okay.

37
00:24:48.670 --> 00:25:24.545
Adjusting for the the lighting situation. So better than visual labs had. So if you're on a foot pursuit, the the lighting quality is going to be way better than what you had with your prior cameras. Yes. Okay. Yes. That's that's what we're told. And we haven't had a foot pursuit that I'm aware of yet to to review and see if the guarantee, but it it does a better job adjusting between the light qualities. Okay. Thank you. The last thing I wanna feature is FUSIS. This is where we can live view different, body cameras and where the officers are in the community.

38
00:25:24.545 --> 00:25:58.395
We could always track our squad cars or look back at where the body cameras had been. But every fifteen minutes, it'll update the location of the body camera even when they're not being used. The officer has the ability. We can they can either activate a watch me where we can see their body camera or whereas all the supervisors get a notice or we can request to live view them. We can't do it in secret. They know that we're there. What this allows us to do also is to telestrate an event. I just laid out a event that could be going on up here at City

39
00:25:58.395 --> 00:26:31.935
Hall. You know, we can coordinate where people are at live in the view and then also coordinate where we're going to direct resources kind of for active scenes or mission planning and it's very user friendly and simple to use. I got a quick question on that last one. If you can go back, Jackson. Is there a level to which someday the officers are gonna say enough, enough, you can't watch over my shoulder every minute of the day? I I'm sure every time we get a new technology and and there's other features

40
00:26:32.075 --> 00:27:07.800
of being recorded, it was squad cameras, it was the and then body cameras, they get nervous and then the nervousness fades away and they realize what an asset and officer safety feature it is. You know, we've had officers that are out fighting with people away from their car. You know, we know where the initial car call was. We know where they were heading, but now they're in a fight and we don't necessarily exactly know where they're at. This would better equip us to to see that. Thank you. Nate. I have a question not related to this specifically,

41
00:27:07.940 --> 00:27:48.755
but with the flock cameras. How have those been going? Been working well? Do you have any idea on how many apprehensions we've made utilizing those cameras? Go ahead, captain. If you don't Yeah. I Just one second. If I recall right, I think we've recovered two stolen vehicles. I believe there's one or, I know of one arrest for sure, that was more arrest but I'm not sure. I'm sure there's probably more than that. And citations issued for DAR driving with revoked license suspended stuff like that lot. Sure. Can you clarify now

42
00:27:49.855 --> 00:28:22.895
I know there's some concern about tracking and storage. Now unless you are looking for something in particular, is that how that gets flagged or how does that like what is it collecting and how is it storing it? Like, could you go back and say I drove to Cashwise and then I drove to Kwik Trip? Like if you will like how accurate and how much data is actually collected and saved? Yeah. I'll tackle this one since there's probably some constitutional angles here that we have to cover. Number one, we only have eight cameras in our community. So just only based on those eight,

43
00:28:22.955 --> 00:29:01.870
you don't capture enough private information about people and their whereabouts and and how the maybe the the buzzword in the constitution would say the intimate details in someone's life. We don't capture that information. So you have to be careful that you're not using it as a surveillance tool. It's really for, alerts, you know, missing missing persons, stolen vehicles, wanted persons, and it can certainly serve as an investigative tool as well. So let's say for example, and this is a real story, there was some park damage up at Manthi Park.

44
00:29:02.330 --> 00:29:40.905
We had I think a partial license plate and then we used the flock system to import that partial license plate in addition to maybe some vehicle descriptions, whether it's make and model or a color, and we're just looking in a specific time frame. It actually captured, an image of that vehicle in the license plate up on the twenty fourth and Cedar camera. Prior to the damage? Correct. So we're able to connect to. So you can go back and look. Thirty days. Okay. Thirty days. So there's, definitely that that was probably more of a local success right there.

45
00:29:42.885 --> 00:30:23.245
So but I think it's a very it's a valuable tool. I think it probably gives you a little bit of a sense on kinda maybe what is coming into our community because it is on the on the ingress routes of our city. You know, some of the key high high traffic areas is where we have these set up. So it kinda gives you a little bit of a feeling of, of, you know, maybe safety on since we're not getting hits on like murder suspects, and and serious felony crimes, wanted persons or missing persons. It kinda gives you a little bit of a pulse on kind of what's happening

46
00:30:23.245 --> 00:31:00.360
in the community. Dan, one other question. Did I understand right that I heard someone telling me that we captured a stolen vehicle at Burger King because the plate came up on a statewide or nationwide thing, and our cameras caught it, and we made we apprehended the suspect? Yes. That was that was due to a flock hit on West Ridge. Perfect. Thank you. The other one was, recovered stolen U Haul. That was a flock hit on 26th Street, and then I think I if I recall right, it hit on Cedar And 24th too.

47
00:31:00.580 --> 00:31:38.995
Then the officers found that on a side street. Perfect. Thank you. Dave. When you're doing stop arm violations with the buses, how are they recording? What type of setup do they have in the bus that they're recording? They have about four different camera angles in the school bus. There's an angle where it's looking back through, the bus and showing the driver and the kids, the ones we were all nervous about when we were kids. And, you know, the ones of us that had bus cameras. And there's, one out the front. There's one that looks back, at the stop arm also.

48
00:31:39.455 --> 00:32:14.255
So there's multiple different views. And that's kind of the issue with the different softwares is, these different Wenger will send us metal thefts, and we don't always have their player to use it. If they upload it through this system, Axon has a bunch of, that on the back end where these videos will just play for us. So it it it's a better chain of custody for us because we're not losing vital data on the back end of that digital evidence that they're submitting it directly into the system. Has the prosecution been pretty good for violators of that?

00:32:14.255 --> 00:32:54.330
I mean, that's a high potential for a serious injury there. Yes. I I would say most school bus stop arm violations don't even go to the point where we're going to court. So with the evidence there and most that I've handled or passed on to officers there, the people are admitting to it. So Thanks. One thing on that, I am fortunate enough to get to ride on school buses. They haven't changed much. But the school, the Old Town Bus Company, this past year has put in new cameras in their buses as well.

50
00:32:54.330 --> 00:33:34.135
I think it's an ongoing process, but so the video that you're getting from the bus company I'm sure is much better than it was in the past as well. So. Correct. Any other questions for these gentlemen? Mr. Rady, I would just like to express our gratitude to counsel. This was a this Axon technology package was certainly a big investment by the city. And we had to reduce some of our budget expenses coming into this 2026 season. And this was one of those items that was not cut. Staff certainly really, really appreciates this enhancement to our

51
00:33:35.155 --> 00:34:12.970
technology program. The draft one dictation, report writing AI generated is saving staff hours and hours of report writing. So they are already saying they hope this doesn't go away. But with how this technology is developing and expanding, it's only gonna get probably better. And I said in probably about five years when they leave a call, the stuff will auto upload and it will probably already be sitting on their desk, ready to review and sign. So,

52
00:34:14.470 --> 00:34:54.965
I think Axon really has is leading the market in this technology. And just a little comment about the buses and the bus cameras. There is now a new technology and I haven't had a chance to read through it, but there's some sort of camera technology that I think Axon is incorporating into school buses. So again, it's another that business continuity integration that you see in these Axon products and they're leveraging school buses to help probably capture that information and upload it and deliver right to the officers, evidence.com.

53
00:34:55.185 --> 00:35:35.760
But thank you for this investment. It's certainly, paying its dividends. And although the 2019 Visual Labs product was the right choice then, the system is just is not keeping up with the technology in the market and Axon has certainly done it right. So thank you. Thank you. Thank you both for your service to our community along with the rest of your staff. It's greatly appreciated. Thank you. Thank you. We're now up to public comments. Please limit your comments to three minutes. Approach the microphone,

54
00:35:35.900 --> 00:36:09.220
sign in and state your name and address for the record after being acknowledged by the Council President. Speakers will be limited to three minutes to deliver their comments. Council Vice President Voss will be timing and hold a hand after two minutes forty five seconds to notify the speaker they have fifteen seconds to complete their comment. Those speaking are asked to conduct themselves in a respectful manner as they deliver their comments. Audience members are asked to refrain from reacting to comments. City Council will not respond directly to comments in this venue or take immediate action in response to them. With that, I will open up the public comment portion.

55
00:36:31.680 --> 00:37:11.355
I have to tell you the acoustics in here are really bad. After I had my cancer treatment, my voice was affected. So you might not understand some things that I'm saying, and my hearing was affected. And I've only heard, like, 90% or maybe 85% of what's going on. The acoustics are really bad in here. I even with my $4,000 hearing aids, they're really bad. So, of course, you know, I'm here to talk about Main Street. So took the wrong one, Deb. I've been writing as I as you've been talking.

56
00:37:12.295 --> 00:37:49.015
My name is Myrtle Schrader. I live at 518 East Main Street where I've lived for over sixty years, and I've watched what's been happening down to, Downtown Owatonna. I've loved the way it's been, and I'm just so disappointed at what we're doing. So we do know we have county roads in the city, in the residential area, which I the ones I know about are Rose Street, Oak Street, and and Main Street. And we saw what happened over on Oak Street,

57
00:37:49.360 --> 00:38:24.560
Rose Street, when they put the roundabout in. It should never been there. When are you going to admit admit this was a mistake? Go over and tear that thing down. There is more traffic over the roundabout than there is on the street, and it it shouldn't even be there. It isn't even needed. And then on North Cedar Street, with those bump outs out there, I challenge you to go downtown with my little car and try to park between some of these oversized pickups.

58
00:38:24.860 --> 00:38:59.605
You cannot get into a parking street because all these pickups are down there. And then one of the persons back behind me at a meeting said he was downtown when they tried to pull plow snow at the last snow. Anybody go down there and watch how how you try to you you don't. You don't plow snow downtown. And over on Oak Street, another county's road, they said they did exactly what they wanna do with Main Street. They made one lane going south, one lane going out,

59
00:38:59.605 --> 00:39:39.410
and the turn and the turn lane in the middle. And, said they haven't any had any complaints. Well, I challenge you to go down there at 04:30 in the afternoon when they're backed up from Main Street all the way down to Kwik Trip, past Rose Street. They're back bumper to bumper to bumper for five blocks, and it takes a long time for them to get home. So, you hired consultants to come in and tell us what to do with Main Street. Were any of them ever in Owatonna on a weekend? Do they work five days a week,

60
00:39:40.030 --> 00:40:54.395
eight till five? I challenge them to come down Doug? Oh, I could Fifteen seconds. I challenge you to have them come down on a Farmers' Market Day and tell us what they're telling us that will improve Downtown Watanau. Have they been down here on a Thursday night when one of the concerts takes place? Thank you. They do need to come down. Got So what I'm, I think we've made a big expensive mistake and fix and leave the rest alone. Thank you.

61
00:40:54.560 --> 00:41:55.070
I have thank you on here. Anyone else this evening? I didn't know you were timing me, Doug. I'm sorry. Oh, that's fine. Good evening. Catherine Coleman, and I'm a resident. I wanted to that's really hot. I'm just going to back that up a little bit. I wanted to address, some emails that I am aware of that have gone back and forth between Shippo and, the architect in regards to, the projects here with the safety center here on the grounds of the the,

62
00:41:55.890 --> 00:42:40.675
state public school for dependent and neglected children. And this is in regards to a comment that was made at the last city council meeting, noting, statement from Design Tree Engineering dated 12/15/2025. In this statement, it says that neither project, both fire and the police department building involve, buildings listed on the national or state register. The national register of historic places on the state register. I gotta get that name right. There are four total listings for

63
00:42:41.855 --> 00:43:15.390
two for the fire department and there are two for the the campus that we're on. I'm going to quickly name the numbers of them, so that it's on the record because I have a feeling I'll run out of time. In 1975, this is on the National Register of Historic Places, the National Park Service reference number is 75001030 for the Administration Building and about two acres of the surrounding area right here.

64
00:43:16.090 --> 00:43:53.950
The next one is 1997 is the year, for the City Of Environments Hall downtown. That number is 9711. That's for the building and the grounds that immediately surround it. The next one is dated 2010 for the entire 42 acre district, which names this a historic district, on this campus that we're standing on right now. That national public, national park service reference number is 10001089.

65
00:43:54.330 --> 00:44:32.775
And lastly, there is a fourth one that happened in 2015. That is the Owatonna Commercial Historic District that encompasses, from the south end of the fire department, to the north end of, Cedar Street, Front Street. That area, it's downtown. That number is fourteen million twelve thirty seven. There are four total listings in regards to this entire project that are being impacted. Thank you. Was that my fifteen seconds are left?

66
00:44:32.835 --> 00:45:36.170
Yes. Okay. Thank you. Anyone else this evening? Good evening. My name is Jane Hogan. I'm a resident here at 233 East McKinley. I'm curious to see what's going on with my next door neighbor, the famous hoarder house. I'd like to report that one Winnebago has been removed. She has just now installed new secondhand fencing on the one side of her home and one of the tents in the back has collapsed, but they got a new one and put another one up. I've been here six years now and this my house when I bought it,

67
00:45:36.170 --> 00:46:11.050
the neighbor's house did not look like this. And about maybe six months to a year after I moved in, she started hauling all her freebies that she picks up on the side of the road. So I'm just wondering what the city is going to do about an ordinance for hoarding. And I did speak to Mayor Matt last October at my garage sale, and you were going to speak to a gentleman by the name of Ed. We can we can speak with, interim chief when when the meeting is done. We'll give Okay. I'm just, you know,

68
00:46:11.050 --> 00:47:15.255
waiting for this to be cleaned up and then the house across the street from her, her porch has been in shambles ever since I moved here and I don't see anything happening and I understand that Owatonna wants to, you know, pretty up the city and, I don't really see anything happening. Thank you for your time. Thank you. Anyone else this evening? Tyrell Alastair Hunter, 210 North Oak, Number 306. I'm sure the city is aware, but I wanna just kind of mention it for everybody that's watching,

69
00:47:16.595 --> 00:48:06.430
this that, there was a petition delivered, within the last week, I think, for the bond that was voted on for the Fire and police Hall. I just wanna point out a couple of key things on that. 2,700 signatures. There are 25,000 residents. That's a 12%. 12% of the population of Otana is asking for a voice. Give us a vote, please. That's all we want. We just want a voice. Thank you. Anyone else this evening? Seeing no one coming forward, I will close the public comment. With that,

70
00:48:06.430 --> 00:48:40.615
we're up to council comments. First up tonight is Councilmember Voss. Well, I wanna acknowledge interim chief Jake back there. He's been sitting here all night. So, I know you guys had a very, very busy weekend. You don't have to get up or anything, but I just wanted to had a chance to talk to the crews today, and I know they had a really very, very busy Easter weekend and we appreciate all their work. And thank you gentlemen in the back for your presentation tonight. We always appreciate your great work too. Thank you. Councilmember Dotson. Nothing to add. Council member Burbank.

71
00:48:40.675 --> 00:49:15.085
Nothing more. Council member Boehke. Nothing to add. Council member McCann. Nothing to add. Mayor Matt. Nothing tonight. Thank you. Administrator Tuma. Yeah. I would just like to acknowledge that we did receive that petition, last Thursday in person, for the reverse referendum on the police and fire station. That does, need to go follow the, law, to it. And so with that, it has been received. We have ten days. I have ten days to review to see if it's sufficient petition. And at that time, if it is, then we'd be notifying the petitioners who have submitted it.

72
00:49:15.385 --> 00:49:45.635
And then from there, we would move forward on the next steps. So I look to, probably have an update to counsel, either the meeting in April or the first meeting in May on the next steps. Okay. Thank you. And I have nothing this evening either. So with that, I'd look for a motion to adjourn. So moved. Motion by Dan to adjourn. Do I have a second? Second. Second by Nate. Any further discussion? Hearing none, all those in favor signify by saying aye. Aye. Opposed? We're adjourned. And we ask everyone please leave in a timely manner. Thank you.
