board is to Steward the architecture of properties in our City's historic districts by applying the guidelines of the Secretary of the Interior standards for historic preservation we'll move then on to our appeals procedure any person wishing to appeal any decision made by the historic preservation board with respect to any matter considered at such meeting will need a record of the proceedings and for such purpose may need to ensure that a Verbatim record of the proceedings is made at the applicant's expense which which record includes the testimony and evidence upon which the appeal is to be based Florida statute 28615 which brings us to ex parte communication among board members anything to report ladies gentlemen wow whizzing along item two on our agenda is the approval of the minutes of the January 2nd 2025 meeting motion thank you Mr Hollister we have a motion do we have a second all second thank you Miss vote all in all all in favor please say I I I like sign for nay minutes are approved moving on to item three on our agenda public comments let's go ahead and open to public comments seeing none did you have a question sir okay uh seeing none we will close public comments and move on to item four on our agenda our new business to come before us today which is HPB 2429 414 River Street proposed improvements to detached garage um who would like to get us started thank you so much you madam chair board members Mr D Who is the and applicant a signific of appropriateness for improvement to an existing tatch garage located in the city OFA South store District first section 5478 of the municipal to a certificate of appropri they required a two and a half story single family dwelling exists on the property along with the garage located in the rear of the property according to huton County records the house buil in 1905 the house is a frame bacular res with Victorian INF the Florida Master site F notes that M Kendrick was the first owner and occupant of the residents no improvements are proposes for the single family dwelling or the C of land located on the east side of river and the existing on story detach garage is approximately 500 sare feet the applicant is proposing to add a second floor in addition on the south side of the garage the proposed improvements include a new lav lavatory on the first floor and a complete bathroom and bedroom are proposed for the second floor the existing garage is comprised of approxim 3-inch wood clapboard the proposed Wing Edition would consist of the same wood clapboard material there's an existing window on the garage near the apex of the roof Mr Don is proposing to add an additional window and two side doors on the first floor the new doors and window Windows would match those on the existing single family dwelling the second floor improvements include a bedroom window on the south side of the garage and an outside balcony seating area in the front recessed from the existing facade of the garage the balcony would not project beyond the facade the proposed Windows would meet or exceed the storm rating of the windows on the house the new door leading to the balcony seating area would replace the existing window near the apex of the roof the applicant proposes that the new roof for the Dormer will be a matching metal roof meeting the standards as the existing metal roof on the house the height of the existing garage is 22 feet at its peak and would not change the first floor of the garage would include a new lavatory which can be accessed from the outside by a new door installed near the rear of the garage on the South Side an interior stairway will be constructed leading to the new Second Story dorm room the Second Story the second floor would include approximately 35 square feet bathroom and a new 25 205 foot bedroom the existing footprint of the garage would not change figure four shows a draft floor plan of the first and second floors the exterior paint color for the Dormer Edition will match the exterior color of both the existing house and garage the new windows and doors will be consistent with the existing windows and doors on the house the recessed balcony seating area proposed for the front of the garage will be approximately 44 square feet the railing for the recessed balcony would mirror the existing railing on the second story of the house the height of the railing would be approximately 39 in which is the height of the existing railing on the house the laboratory and bathroom are proposed for the first and second floor respectively in conclusion the proposed D Edition for the detach garage would include a laboratory bathroom bedroom and recess balcony the exterior paint and proposed materials for the new Dormer would be consistent with the existing garage and house all proposed Windows Doors and railing for the garage currently exist on the single family dwelling there will be no increase in impervious surface as the existing footprint of the garage would not be augmented the height of the garage would not change and will remain at 22 ft at the peak of the roof by using similar like material color and style the applicant believes the proposal keeps within the existing character of the property and in your packet there is a comparable project within the neighborhood 116 Kirkland Street has a garage conversion to an accessory dwelling unit Circa 2005 the property is adjacent to 414 River Street the proposed the fact the application for certificate appr apprach is requesting improvements to an existing detached two-car garage proper notices including public notice in the newspaper were provided in accordance with State statutes fa conducted a review of the application and prepare the report and the applicant Mr Donnie Hugh is available as well as his engineer Mr John Don Hugh VI thank you we any responses um brought back from adjacent relevant Property Owners or staff received one comment uh from a a donu and my city of birth is Springfield Mass welcome thank you what would you like to share with us well I'm uh happy to own such a distinguished property on what I think is uh one of the most impressive blocks anywhere and I think uh my family has a significant presence in patka already my two of my sisters own property in patka my sister just youngest sister informed me yesterday that she's planning to spend more of the year in fatka than formally I think uh I have a brother in St Augustine and so this area of Florida has become uh the place where we are most apt to be together so my brother had a birthday in St Augustine January 28th and all my living siblings were there which doesn't happen very often um and so I think uh my primary desire is to increase capacity to accommodate family visitors and to make larger family gatherings uh more practical I do also think in fact that the proposed changes improve the Aesthetics the overall Aesthetics of the property and a block uh even by either a walk through but particularly as seen from the water and so I'm hoping to gain the permission of the certificate of authority needed to explore permits and construction estimates Etc thank you and absolutely welcome as we always like to say to anyone who has joined us fairly recently ladies gentlemen do we have questions at the applicant thank you we might call you don't everybody jump at once I have a thought what is the regulation on parking of an Adu in that area of town I Adu this is not an Adu because it doesn't have a right it's it's not a unit that's corre in in the staff not someplace it referred to it as an Adu so it's it's not an Adu no sir that's a 116 116 the comparable proj thank you very much so the parking is not an issue no the known it for a long time it's a beautiful property I've known that several of the people that have lived in it over the last 25 years um I I like the Aesthetics I like the fact that the dormers on the but also by the putam County Historical Society who has designated me the representative of the putam County Historical Society here on the historic preservation board um 15 years of service and Counting and I am very very glad to be here with you all today that is all I have moving on to staff comments I only have one com uh regarding reappointment we have two application for reappointment from Brianna and Patty and the city CL is going to try to put in the same meeting for next week awesome because if not we're going to have we could have an issue with cor you know if it doesn't happen absolutely at the next meeting okay and I would imagine there would be a consent agenda item anyway yeah yeah well we'll just we'll all cross our fingers all right the only other thing chair the code does require that the historic preservation board submit an annual report do you want to mention that thank you m West I will prepare a draft report for for you to consider the next meeting meeting the next meeting okay our next meeting in March uh annual report the activity of the Planet of the stor preservation board to be presented to the city commission absolutely we will speak about that
