application request is to Annex one parcel approximately 0.23 acres for the purpose of connecting to city water and sewer systems amend the future land use map from putam County Urban Reserve Ur to City of Paca residential low density RL and reone from putham County Agricultural AG to City of Palaca single family residential R1 519 Krill Avenue is located on the south side of krill Avenue between Corbit Road and South Moody Road the parcel was boarded by the city limits to the East and the South and unincorporated putam County to the north and west the property currently includes a single family home the applicant Mr Jacob spell is the owner of the parcel directly north and south of the subject parser staff has evaluated the app ation per the state statutes for contiguous and compactness the annexation of this property meets the standard of compactness because it does not create an enclave or pocket the proposed annexation borders the city's limits to the east and south of mentioned the property is contigous to ex to the existing Municipal Boundary Water and Sewage infrastructure is available to the site both systems are adequate to handle the annexation per the future land use change analys staff is not aware of any soil or topography conditions that would present major problems uh the annexation of the parcel will not contribute to urban sprawl and will not create undue burden on water and sewer system regarding the zoning analys staff um has provided that within your uh report section 9438 F1 requires that the report and recommendations of the planning board to the city commission required by subsection 9438 of this section shall show that the planning board has studied and considered the proposed change in relation to the following criteria outlined a to resume 4.5 55 Acres of from single family residential to R1 to multi family residential R3 PUD approval of a planned unit development location go ahead sir yes sir Mr chair case PB 2 24-23 this application request is for resoning of one parcel approximately 4.23 Acres at the intersection of St John's Avenue and Zigler drive with a plan unit development overlay requested to change the existing zoning from single family residential R1 to multif family residential R3 the parcel is proposed to be developed for 68 Town Homes the property is within the city limits of Paca currently vacant semi-wooded with no existing structures the proposed 68 Town Homes will be connected to municiple Water and Sewer which is available nearby some of the some of the properties nearby include Willen Point apartment complex blacka Center for rehabilitation and healing Foxwood Lane [Music] subdivision and the cottages at St John's per the zoning analys section 94-3 F1 of the pla code of ordinances requires that the report and recommendations of the planning board to the city commission as required by subsection 9438 D of this section to show that the planning board has studied and considered the proposed change in relation to the following criteria outline in your staff report a3q regarding the plan unit development the intent of a PUD is to encourage the development of large tracks of land encourage flexible and Creative Concepts F planning preserve the natural amenities accomplish a more desirable environment uh provide for an efficient use of land resulting in smaller networks of utilities provide an environment of stable character compatible with surrounding residential areas and to encourage a variety of housing types within the plan development section 94 D2 33 of the zoning code set forth the development standards uh which must be applied to any PUD application those are outlined in report a throughh Unity maximum dist density access internal LS and Frontage open space requirements underground utilities all street parking requirements minimum living area for dwelling units and a unified control component section 94-248 [Music] ation uh is uh three-fold two have been outlined we'd like to make uh an amendment here on the floor the staff recommends the request to rezone from City of pla single family residential R1 to City of pla multif family residential R3 with a plan unit development overlay be approved for the above parcel with the following condition all utilities must be located underground per section 94 -2 33f of the city of Paka municipal code and all vehicle parking associated with the development comply with the city of Paca article four off street parking and loading and an accommodation of one guest vehicle or parking space per five units we'd like to make an on the floor uh amendment that a traffic study be submitted uh by a certified Transportation engineer or speci I believe the applicant is here he can speak more to the request Mr thank good afternoon lady and gentlemen I'm here on behalf of the um ala FAA Land Trust which is the applicant um and the owner of the property and I have with me Mr John Mahoney who's a engineer that has been working with the land trust and the applicant in preparing the documents that are necessary for moving forward with this um we're um gratified at the U and appreciative of the work that the staff has done course we've met I've met with staff on a couple of occasions been very Cooperative very helpful and then with the de development Review Committee as well um in trying to move this forward my client is hopeful of putting in these units to serve a need of providing some um accommodations for what he and I think we believe will be a need and that is in the form of nurses traveling nurses uh traveling uh uh doctors that work at our Hospital which as you know um does in fact rely quite a bit on uh on traveling folks uh to to fulfill the needs of both their nursing and and and doctors and professional uh folks uh sites well suited for that close to the hospital and the medical community as you know there's other facilities out there besides just the main hospital uh that I'll employ folks in the health care field um and served by City Water and Sewer my understanding from the DRC was that there's U water and Sewer lines in the area that uh would be able to serve the capacity that this particular project would occasion and um so you know we're we're hopeful of moving forward with the project and um the the first two requirements that staff has has referenced we're sure going to try to comply with um and wouldn't have a lot of uh of concern with the I will admit that the um what amounts to overflow parking I would assume one gu vehicle for five spaces that's uh I'm sorry yeah that's that's uh given the size of the space is going to be going to be a little bit of a challenge but we'll do our best to work with staff in accommodating that maybe we can get some flexibility with staff as we work with it because right now we're proposing a garage and a u additional parking space for each unit which would meet two spaces per unit for these Town Homes U but by the time we take into account the water management requirements for the uh water retention areas and so forth it's going to be a pretty tight squeeze to add 20% more parking spaces but we'll work with staff with that and staff's been very helpful to this point so you know uh right now we're not going to do a lot of quibbling with that I will mention one thing um uh Lorenzo and I apologize by calling you first name but that's what I've called you the whole time we've been talking so I hate to change now besides that I'm probably will butcher your last name is it a gimo the rest of us do that too Mr H I feel better then um you know your code specifies that a traffic study and I'm not saying that staff can't ask for it don't get me wrong I'm I'm not and would never stand up and say staff can't ask for anything um because I know they're doing what they're doing in good faith and with an effort of uh of you know making the best development possible but I will note that the code specifies that a traffic study would be required where a proposed development creates special problems or involves unusual circumstances um and I brought Mr Mahoney here partly for the purpose of noting that the roadways out they're being Ziggler and St John's are underc capacity based upon our understanding of the designation in the comp plan and this particular Project based upon the books now you know books books are the books in terms of generating or or specifying what your trip generation is for a given project um whe the Traffic Engineers go by based upon that which I think is like one trip per unit peak hour actually it's I looked it up it's slower than that maybe I should let the man maybe I should let the man who reads the books say talked about that then uh but my point was going to be that it's our hope that we could do something by way of a modification of the full-blown traffic study um instead of instead of a a conventional traffic study which is going to be several several thousand dollars it was our hope that maybe we could do something in the nature of a modification and maybe perhaps opinion letter from anine that might help us a little bit in that requirement I believe I believe a a you know traffic uh letter I mean a letter by a traffic engineer uh stating the the trip generation and the direction you know of of the traffic you know in and out of the of the parcel will suffice I don't I at this point we're not expecting to have a full Lo traffic I appreciate that very much yeah can I interject something here not that I don't believe what you're saying about um it being underused at St John's and and Ziggler and all that but right now it may be underused but we got that you know the the homes going in back there behind that we've just approved that they've been out there doing we've got the little town center just down the street that um the Harrington are putting in and then you've got that that the school there so the oh the on down St John yes yes or something like that the reading the reading Cent that's what it is so you've got all that that is there and and I'm trying to get a vision of and I I mean forgive me I can't see from this map and and the guidance that I've got here where you're you're saying that it's um this is set our access would be off a Ziggler okay but I mean where where we because you say North would be Woodland Point apartment complex and Paca Center for real itation healing South is the Foxwood Lane subdivision and to the east is the Kidney Center so are we talking about right on the corner right on the corner Ziggler of St John's okay all right but and you say but you say your access is going to be in Ziggler okay all right I'm with y'all I'm sorry okay so with with that statement from Lorenzo I mean we're we're supportive and appreciative and um and looking forward to maybe moving forward with a project yeah unless you have a question did you did you want to speak so uh just give us your name and address please yes John Mahoney uh 714 North Orange Avenue Green Coast Springs Florida so um I'm not a registered traffic engineer I am a PE but the start of any traffic study is what kind of traffic does the project create and so what we do is we look into the track it manual and they give us a number for the type of product that we're going to construct there which is going to be a multi family um attached um structure with otherwise known as a town home and um so when I looked that up today um it came up with 61 um peak hour uh uh trips that's not not average day but right and so when you multiply that by 68 units our development should generate 42 um peak hour trips yes which okay so unless you have other questions then we'll just the only other question I have about the access to this is that going to be um towards the when you put Foxwood subdivision there home that has it faces St John's Avenue out there on the end of that and um it actually faces what across kidney place it faces that across um Ziggler I said St John's I'm sorry there's one home out there that faces that way so is the access going to be right there or is it going to be further out towards St John's um how many okay there we go yeah no but he's talking about the access and he's talking about the home so it looks like that based upon a scale I'm trying to see what the difference the distance would be here I don't have a rule with me but the distance from The Edge that's one inch per um 30 feet 60 feet I'm sorry so roughly 120 feet maybe 50 feet um north of our subtly boundary would be where the access is so if you would look at our access on the Ziggler so that would also be if I if I reverse it for reference for you probably 120 feet south of St John's Avenue is where the access is by scale so I have a different map for you if you'd like it we we ble up some I don't know what your whether your map is to scale or not but these are dra on to scale at a 1 in per um 60 feet I can pass these out if you'd like sure I mean that that would probably help me you know you don't care you don't have this something similar I guess the plot of the whole point whatever this basically comprises the basic you miss I have what about 15 minutes s so um so that's this is an updated with Show's trees um Miss Wilson to be retained and removed now obviously we the U text plan that we submitted indicated a 5% vegetation retention but um Lorenzo wanted a little bit more detail in terms of existing trees and so we tried to provide this but you'll see the axis which is to the right of the page or the east of the development and you'll note that if you scal that at one inch per 60 they'd be about 120 ft south of the corner maybe 150 ft north of the southernly boundary Lin so Ed I don't know if that excuse me Mr Killer I don't know if that house you're talking about is immediately adjac yes that's right it's it would be right beside what you've got if you came up to the top there and went to the right towards the the hospital it's right beside all this you got going because that's I mean that's I'm just I mean I don't know much how much right I have to ask these questions or whatever but I'm just worried about the occupant of that house you you understand what I'm saying I mean I know that the zoning and stuff is the zoning and stuff but I still would like to be fair to the people that are already there and I mean is it going to be um if you come to the top of your this page this way Mr holes oh you're got it sideways yeah I got it sideways because I mean that's where you're gonna come out at right we're gonna come out to if I put it with North to the top which is the way okay I'm used to doing things I'm sorry that's all right I mean you know most of the world looks at maps with North to the top but I understand that yeah I'm just kind of looking at the way that it is yeah it um if I look at it with North to the top then we're coming out on Ziggler Drive which is to the east right and we're about aund and roughly figured 120 ft south of the intersection there so I don't know where the that house is that you're talking about really it's south of your drive south of the of of the access um I don't know how far down it is on Ziggler on the east side of the road west side of the road West it's right there in Foxwood Foxwood would have to be south of us alog together right and that's what I know that's what I'm asking how far south are we but so that would mean the nothing that we're our folks coming in and out would not be facing that that house at all because that house would be south of our whole project and and and you I've confused you I'm sorry um the what I'm asking about is I've got the access there I see that I understand where it's at okay now I'm to the corner of your property okay and I'm I'm wondering about that the home because you've got an existing driveway on the Southeast corner of this map can I can I interject real quick to clear that up the driveway is is on the map you'll see it right right there and and the the property line goes almost to that but if you look standard of compactness because it does not create an enclave or pocket the proposed annexation borders the city limits to the East and is contiguous to the existing Municipal boundaries Water and Sewer infrastructure is available to the site both systems are adequate to handle the annexation per the future land use change analys staff is not aware of any soil or topography conditions that
