by un [Music] States andice council president John here Council woman J councilman K he is on his way right now councilwoman me here councilman me councilman counc here attorney here administrator here okay uh first thing of the business here today adoption of the minuts adoption of a me special meeting over the M Council September 11 2024 work session of the mayor council September 16 2024 regular meeting of the mayor council September 23rd 2024 executive session of the mayor council September 23rd 2024 okay uh Council uh any question to the minutes I want to make a motion to second Council J yes councilor Kim yes Miss from Thee the meeting right okay counceling Council men yes Council V yes Council mon yes okay yes there there was a for the public there there was an ordinance that was on for second reading uh at the um uh Workshop meeting last week that's been removed from the agenda there are some revisions to the ordinance that need to be made the a new ordinance will be submitted for first reading we expect it to be submitted in November nov what what was that uh is for the lab based uh pain orance that's it right yes all right so uh introduction of the ordinance introduction of ordinance 20246 found ordinance for authorization for various Capital Improvement this is just the introduction of the so um I mean as you know all the counc members before the uh uh meeting for next week uh you know look into it and uh let us know in terms of a through age is there any detail that what other improvements there is so I mean I agree too um the ordinance -16 uh you know uh purpose of the uh the bond right a to H uh it briefly tells us where it is but it doesn't really give the details of where the actual work's going to done so uh I think I think we all should uh be copy into that Emil getting all the details I have coule question yes sir I that I have to yeah the uh B Improvement to Central Boulevard including work and all that why are we paying for Bergen County that's a County Road why are we paying that much I mean I think it's too much money and it's a county road I I don't understand Somebody explain that one I'm not sure councilman I will get that answer for you okay I have a few more too okay uh C Temple terrrace including all the work and material is is that the work from route five rolling over from route five because they're doing work on on route five and is that including that in there where we have to pay when it should be should be through the state I took needs to be I don't like yeah so um yeah including uh consan V's question uh can you put it all together in a detail and uh give us all the copies I I have question you have the installation of the LED lights at various locations is is the L LED lights are they DT approved because I do know and the other question is what's the F liability if they're not because they do know that the public service their light uh section if a street light goes out and we call them to replace it what they do is they replace it with a a power grid whatever with the sun on it and it's much brighter so I don't know if this is the he approved or not but also how G pal say Boulevard n what we I know or I believe that there were grants for this and did we run out of money or and is it dl2 DLT approved these uh this ordinance was put together by the CFO on B on certain projects I'm going to have to get those answers from and I will get them to you is H it's Improvement of Broad Avenue I know that we had or believe let me put it that way we had a $2 million grant that was that was put on for Broad Avenue and I believe stely voted no at that time to course there was an extension that had to be go along with what happens to that drop did we drop it or did we use all that money I don't know about that correct okay so um would that be your question okay so uh with uh C woman one's uh question right details of the bond of this ordinance right and on top of that counil vri's question uh goes to uh B uh either either either bond for letter B is either County Road or you know us right and then C uh the bond purpose for C where the detail of the Temple Place uh Tempo trait ter right and then f um is that D approve l or not that's that's the part of the question G uh Improvement to pality Blow Bar and S of BL right um is that is that also a d uh uh proof or the is that is that the is that the grand available for that that Bond right and H uh H is for the Brad Avenue uh Bond right uh is either your question was where is the $2 million grant that was already been uh put aside for it are we done with that not right so um get all that details for me you know give us give us a copy okay okay all right okay uh next is the uh okay okay motion right motion can I get a motion to pass ordinance 20246 I want to make a motion to pass the first reading but we need int right it's introduction uh so we have a second reading next yeah this is the first read introduction so all your questions be answered this is not passing the ordinance so before next month kicks in uh CFO and uh ba Ray will be Mr Ray will be bringing all the detail so um that's the time where we're going to make the decision of the passing or not so can we get a motion Council J yes counc K Council councilman yes counc v v no until we uh until I hear the answers I questions coun yes okay ordinance 2024 16 bound the ordinance for authorization for various Capital Improvement was introduced and pass on first reading at a regular meeting of the mayor council held on October 28 2024 and Order cation in accordance with the law said ordinance will be considered for a first reading at a meeting held on October 28th 2024 at 6: p.m. in the council chambers at which time or persons interested may appear for against the passage of the said ordinance a copy of the ordinance will be posted on the Buon board in The Bard Hall and will be available at the office of the B okay uh next will be a consent agenda um resolution 20 uh 2024 246 through 266 any question from the council yes I have a question about oh and today are we going to have a CFO here the CFO hope advised me that he would not be able to be here tonight if he needed anything I can call him while your discussion I'll get back okay okay and I I read the recommendation so I understand what's in there and actually I found out that um our pool um uh you know we raised the about $25 fee this year in uh early spring and I think that went on um charging people with but we should have uh passed that also in our ordinance so you know for the next year I will um gather up thep and the uh Karen the pool manager together this Wednesday so we're going meeting on it and if there's anything we really need to correct and follow up we will do it so that I acknowledged yes and also um I asked Karen about the daytoday report you know how much um income she made at the window of the pool entrance and uh she sent me some report so I'll get her that up too and figure out I want to know further details like um you know how much that went into the our Revenue bank account and um you know I would really like to update and enhance the process of uh making daily report from the pool for next summer so we're going to have a meeting on that as well and also uh I have another um uh question about still having that yes uh 265 it says requesting permission for the uh dedication oh no not that one it was about 125 is it noer here do you want us to come back oh yes yes anybody else yeah I just have a question about procedure in 252 when we hire somebody from outside for the performance what's the procedure do we have a contract or do we have something okay this is uh 252 that was my question too without getting into too much detail because it's potential liation yeah um there should there should there should be contracts with allers yeah so we are protected by the contract right um whatever say the contract the mutal obligations of both parties and do they show the interest of sing us what's that do they show the the other party show the interest to suing us for that particular yeah I can discuss it with you um more detail more detail later but yeah there were there were um so there was a a contract between them and us well there technically yes but not not in not in writing and sign oh not in a written form no not in that case is a b b agreement there yes there were and there were there was documentation to establish that that there was an agreement and how about the like um liability insurance all those things how do we if anything happened there in the time yeah that's why I said there should have been a contract there should have been cont the individual Employee Of The B who's managing it um you know I I have not had a chance to speak to that individual so I don't I don't know why contract you know left with that situation so we of clean up but in terms of liability insurance there should be a provision in any contract where someone's performing or performing services for the I'm not contract worry about our contract for this particular yeah there wasn't there was there were number of issues okay if I may uh present my own opinion about this matter uh I completely believe that the whole event uh was um poorly planned and that carried out with the like not um very much consistent procedure and because as a Rec committee U on person Recreation committee the tanova he got this whole matter in three weeks advance and whole Recreation team worked so much I'm sure that they have never done you know more work for anything in town while they were serving for the whole time so I really appreciate it but uh even 1,400 settlement for what what was the original plan and uh what was the promise to the performers and how many performers are asking for uh you know money how much it's it's so I check through the whole um the resolution matter it doesn't make any sense so to me I really like to ask someone who had this in charge or was respons resp from the beginning planning and everything carried out um must give us the report you know I um noticed that Merchants the the business people made a donation to the town and I don't know how much that was collected and which account that went in and also we spend so much money I'm sorry to interrupt but a lot of the things you're saying really we should be if you if you'd like to make a motion to discuss this in ex session I'd be more than glad to go through all the details with you but like I said it it does have to do with with potential you have the whole uh I can I can explain everything to you I see so you have you know the accounts where it went into and how much we Mone in and how much out and why this matter we have to settle it really has nothing to do with that but I I'll explain this entire matter to you and tell you everything that I know and hopefully that'll that'll satisfy you so yeah we we can do executive session I think after we get through the resolutions we can hold this one in a bance if you'd like and then come back and vote on it after executive session if you want to make a motion to yeah I want to make a motion to hold on to it until we get full details that we can you know uh pass this resolution that's my opinion yeah because right now I cannot really know you know what came in what came out what went out and how the whole thing happened I also have a couple of questions on that too so uh counil do you guys want to uh anyone like to make a motion to go into the executive session after the words uh and then you know after the discussion we'll come back out V on this matter right everybody agrees yes I okay uh can I get a motion I want to make a motion to take this matter out and then I'll have a second so so that would be resolution 252 is now going to be excluded from from a v 22 Council Jen yes Council Kim yes Council Lee Yes Council yes Council V yes yes okay any other resolution like to discuss Somebody explain about 2 very new to 15 years of Myer never I can explain you briefly on this uh resolution right we are um we are actually um there's a lot of visitors coming from uh overseas right for example from South Korea right so whenever we host them right uh I'm sure uh most of the elected officials here you know including myself and the mayor spending their own money to actually entertain that hosting that so this uh separate resolution is for the uh uh dedicated uh trust fund or the uh the fun line item that we receive uh uh uh some sort of a donation from those uh people who's actually visiting us use that money to uh host that should that been put into the budget before all this uh we're not putting we're not spending we're not trying to bring money out from the budget it's the money that we're trying to get donated by those people and we're going to host uh use those money to host them um you know I understand what you're saying so without using taxpayers money right let's use the money from Their donation if they want to do something with our right that's correct coun does have to go into the budget dedication by then where would be the account where where the money will go into we're going to create a separate uh Fun Fun Line and a separate bank account just for that money only for the donation from the that's I think that's fairly good idea 265 second second page yeah no donation there is no donation it's a second resolution from the bottom the last okay all right any other resolution would like to pull out or talk about yeah um I think you uh write a letter to us that something some complain about right uh result or no no no no so U for myself right uh resolution 263 uh hiring full-time uh DPW employee uh there is various reason that we have to look into did you get an answer CC K from the Department no not actually actually was respon I didn't actually get into that yeah I asked around but nobody was acknowledged anything so you know I'm not sure whether what really happened I asked of the complain right yeah so nobody compl details at all so okay so no complaint right okay all right so uh excluding that matter I have also uh you know uh the problem of um uh from how I um there's a there's a couple other reason uh that questioning regards to the uh regards to the uh number of employee the full-time employee from DPW and parttime did you uh by a chance get an answer how many fulltime how many part time right now um uh last week um antoanet um PID the salary for uh 13 in total from DPW that's what she said and she told me that um there are part-timers and full-timers but still uh because of the short of hands part- timers also work very many hours so 13 people are all utilizing fully and um I asked her how many did we have employ how many employees we had in our history and then the number hasn't really gone up at all that means I kind of thought like um you know our um population grew so much over time to me uh you know we need extra and that's what we have to go through so I was thinking that um since the 263 Mr Kim is going through getting a CDL right now and for CDL uh license holders why do we need that many right now there are four people in DPW holding CDL license and um the you know our old employee joyy who was working for 45 years you know he's driving the sewer truck and more and more uh the Water problems that we got with the sore you know he really needs extra hands for emergency cases so very short of hands and um Charlie Chong he a sweeper is operating the sweeper right now um I also have a question about what is lay to get our super but um you know our club um Sophia Jen said it's been placed on oder so I'm sure that you know they're working on U probably they said six months it must take so if that was going in about like two months or whatever you know we going to have it in time for about six month period but current sweeper is keeps on breaking down so it was 3,500 to fix or like 4,800 to fix but last month it broke down again and then um the poost was $10,000 to fix it so I really hope that we're going to get the newpaper as fast as we can and also um Glenn has a CDL license and he's working for the senior bus and when they have um emergenc cases he can operate whichever um vehicles for DPW but still um and Bobby is helping everyone out so if we can have uh more couple more people who has the CD license even though new sweeper will not require the operator to have a CDL so anybody with the driver's license the regular one will operate it so we will be okay but until that time anyway um DPW workers will go crazy you know doing many work so um I was going to really take this away and also you know for the 260 um four at least like part- timers I was going to ask um you to understand if we um have a a current part-timer to become a full-tim and for two part-time DPW labors uh for the advertisement if we can hold on to it so just pass one and take the um 264 out so that's my recommendation okay6 if I may just C 264 is just to advertise for this not to hire them this will give us the advertisement to put it in favor so that people can apply it doesn't mean that we're hiring them it's only say for them to apply we don't have to accept any of them yeah but I was thinking like if we give a time period of until like you know advertising goes for like one month or whatever then people will apply and we cannot really let them wait too long so but yeah as da said it's just for the um approving for putting the advertising so in that case I have no compl Okay so reference to the sweep I remember last year this Council was brought up to buy a new sweeper and there was questions from people on the council saying that the sweeper is we is capable of continuing it was explained at the meeting that one it's breaking down because it's old and you're not going to be able to get parts and that's exactly what happened and it also takes 6 months maybe a year to get a sweeper that that was in there but now we're we're going and saying well we need the sweeper we just can't produce the sweep just like the snap of your fingers should have done it last year and we dropped the book we dropped the book it's like police cars you you you have to order police cars in the way everything is now now everything is 6 months to a year if you get it at 6 months you're doing great but just saying we should have done this before this is just another headache that we have I agree I agree um so um going back to the uh CDL um my last question to CDL is if I can Rec correctly from uh back in July either those two full-time uh employee that was being hired back then and including the parttime of this person right are they been offered too it's been offered but they didn't um request for the fee to be reimbursed yet so I'm sure Mr Kim is's doing on his own payment right now yeah he already started the program so we can probably tell him that it will be covered okay so I mean yes um since we are planning to put the advertisement for the parttime I mean the reason why like any other town we always encourage more having a more part time then fulltime due to the all the insurance and benefits and all those things since we are going to put the part time on why don't wa wait until you we how many people we are getting how interest that we will have for the part-time first if you have a lot of parttime there will no reason for to have a fulltime and give out the benefits and or other things so um do you project how many days they will get a some kind from the part time advertisements it is very hard to to say I know that the person that's being asked in the resolution to become a full-time person is currently working in the as a parttime person and I know that Mr the DPW supervisor has said that he really needs another fulltime person now and then to get replaced but you cannot have a two part-timers to carry he said he needs the person now because we're getting very close to it's in the middle of leaf season and he really needs them to be said right now okay the the the the reason why I could you tell us how long this part Tim is working at the DPW this was one of the three part timers that was hired several months ago I'm not sure when mons it was since I've been here no back in July we hire one part-time and two full-timer right this person was hired in July so it's been uh couth so the reason why I brought this uh uh uh issue up is that I've been hearing uh that you know size of our town um you know uh number of residents that we have right now based on what the commune is saying is we have 13 fulltime and we have couple part-time there right so with that size I compared to other town we shouldn't be having any problem basically right but then you know um we're looking to hire more fulltime which gives the uh you know benefit and all that right so I mean we really got to think into this uh look into this if really if we really need a full time to um to to make make things you know run so I mean just that you know my uh opinion uh whether um you know if we're going to hire uh or not so I just want to BR uh bring that up so if you guys want to I agree with Jason to keep F times have have time said we have 13 full Tim 13 full-timers um and no actually we have nine full full-timers nine full timers I don't know what is it 9 or 13 the big difference between the payment the salary paid yeah she the antoanet said uh last week she paid 13 people 13 fulltime no not all of them are I mean I I I could I could I could just name it but I just don't want to name it right but if I just go through each person right it comes down to 12 to 13 fulltime we first of all before we do anything we better find out if we have 13 or nine right I mean and three part timer nine full timtim and three part- timers and three part timers worked many hours so it was almost the you know the same level getting paid as a full-timer so what from my um from my knowledge and know understanding to see how many people we can do it maybe the 13 means she's not a worker she does count herself okay so I'll yeah I asked her because I wanted to know how many people are currently working how many you how many people were used to work so if we're short of hands and I'm sure once they had more than 15 people right we're talking now though we never have to worry about what what what do we that's we're trying to get to right so right now Anto then told me today she paid 13 people and among them three people were pimer I believe I believe go I director but I believe counting the superintendent there's nine full-time people with which also does include an fulltime people and there are three part times so it's three part- timers and then nine the rest of all full is including the superintendent and you know what I I could just go off the name right and I still can count how many total fulltime and part-time now we're not we're not we're not we don't we don't exactly know how fulltime how many fulltime without knowing those number how could we use taxpayers money to hire I can we can I can I can I make a motion to pull this one out to get a further uh information yeah i' like to table this a motion to table motion second this is for 264 right 24 263 23 for the yeah and then then 264 26 so 264 time advertis are we okay we're just going to so table for 2024 is 263 and then first made by the council second made by Kim and then can I have a and j the council Jen yes Council Kim yes Council yes Council M yes Council V yes Council yes Okay resolution 20204 263 hiring of time DPW employe the table it okay C you a question yes I have a question and this is we're talking about DPW I have a qu question in reference to the police traffic officers how many full-time traffic officers do we have now because I see there's a resignation in here and how many part-time traffic offices we have so um I could give you that answer um but I know Captain is here um fine I uh we have no full-time traffic officers uh and we have two full-time specials so we have Jason shin and Nelson are fulltime specials no full-time traffic no parttime traffic only parttime traff only part time how many uh five five correct okay because the reason why I'm bringing this up is the traffic offices bring money into the burrow they they're out there with parking on the streets overnight everything with the ordinance with the parking over on Broad Avenue alternate s so whatever you pay or traffic officers it's going to help the town T spay because whatever you pay them they're going to Triple their pay but triple what you what the town is going to get in in so I mean I think that's no brain that we should look I mean at least a full-time person two full-time persons and maybe more because I drive around and I see on Broad Avenue I very rarely see the traffic officers on Broad Avenue because they're probably on the side streets so I mean that to me that's a little more important because they're bringing money into the town DPW is important don't misunderstand what I'm saying but helping the town a lot but the traffic officers bring money I agree I age any other any other resolution okay uh can I get a motion to accept uh consent agenda make resolution 2024 246 247 248 249 250 251 and 253 254 255 256 257 258 259 260 261 262 264 265 266 okay everybody AG I made a motion somebody motion a motion coun yes coun Council yes councilman yes Council yes Council yes okay uh all right Council report uh yeah listen to the counc report first and then okay we'll start from Council Lee I don't have any reports thank you uh Council J yes um the recreation department U hold for the trunk or uh last Saturday evening at the Lindberg parking lot and um many many kids and members came we had a very good time so um unfortunately not many Council people could come and uh see the kids but um you know they prepared very well and uh for the first time the Korean Chamber of Commerce had a table set and uh they participated and uh hopefully next year uh we are going to have I'm going to prepare my car the first time so I'll PR I'll be participating next year so hopefully we're going to have many cars coming for the transport Tre thank you okay yeah the flu season is coming from actually January and February and it's time to have a vaccine because it takes about three months to get actually activated so everybody try to get the vaccine for the flu as well as careful the we the 125th the historical book committee working very hard to develop all this content we're almost there and we are still targeting to publish this book sometime in December and the F commit actually you know working very hard like we meeting we have a meeting every uh every Tuesday uh here sometimes zoom and right now we actually about 90% content ready and 10% we still trying to get it hope that we can actually uh complete uh completely collect all the contents by sometime uh in next two weeks December we'll hope that you know we can actually make a big announcement how to order that everyone thank you and uh from myself I I'm getting a lot of calls uh saying that there's a lot of stealing uh from the marchants uh uh when they're uh when they're you know pretty busy during the weekends or uh any any lunchtime dinner time uh this uh personel uh individual comes into the store uh grab what they see uh either purse uh wallets any any of those kind uh personal stuff so I just want to make that note saying you know uh be aware and you know let this you know people know the residents and the March I don't know if uh Captain Rotondo uh has that part of in report but I just want to make that um aware um anything from ba uh the fire and smoke alarm system has been installed and is now up and functioning the sprinkler alarm uh sprinkler has been put in down to the basement and it's should be finished it's been tested already it should be it should be finished with it within this week and the eess project is moving along very nicely thank you thank you uh captain in Rotondo reports sure you want do the awards sure all right I'll be giving the report today as our Police director is in the hospital we uh I know we all feel the same way speed recovery for him um so just he had some notes Here uh We've Advanced uh enhanced Patrol uh taking place during pedestrian traffic times as where as the various locations as well that we brought up in the uh last meeting uh we call our quality of life details we actually bring in an extra officer uh to do those things which is uh cut down on our overtime and it's helped out uh you know supplying extra manp power to our officers already on the road which has been great um we've also been to apply for a grant for the dri over or get pulled over uh was from sa streets uh so that'll be GR in the next believe next month or so um but there'll be announcements about that and everything um the lieutenant and I uh gotten together uh over the past month um we've kind of been neglecting uh giving awards to our officers I know obviously last month that we were able to uh give that CPR award which was great um I have 10 Awards here obviously the officers aren't going to be here uh because some of these go back to 2015 um I'm just going to read off a couple of uh you know short blurs on them and the officers will be giv their which was a uh dinner that they had last month um I'm extremely proud of all these officers uh I'm I'm upset that we haven't brought these to the the attention of the the publicans to the May and Council earlier uh it's it's good stuff you know these guys work every [Applause] day um as always uh obviously make sure you're locking your car doors uh you know we haven't had a r of burglar on that case but uh you know that's always the thing um you know and there there are other things that are happening in town that uh that we've been uh getting better at doing uh our traffic safety for example we we've established a new traffic safety unit uh in our burrow in our Police Department uh they've already gotten out there and started to uh you know look at things that might need some uh revision um it's not that we've neglected these issues it's just that there's been other issues prior to these things but now we got some uh new young blood in there that we're going to be sending to some training and stuff uh that's that's going to be good for our our us as a department and uh you guys as residents um that's all I have thank you than you [Applause] anything from uh coner yes I just want to have a question to our coun is there any lawsuit coming up more R coming at this or I always found out very last minute so you're find out last minute about the the somebody in the town and somebody final claim against the town do we have a affordable housing well we can't really talk about that now litigation the motion that was made if somebody wants to make another motion to to go to the Techni session to talk about more than resolution 252 you can make that motion now I make a motion that we go Council poot and speak about the uh all the lawsuits that we've had whatever you know about yes so motion to while we are already in the executive uh session maybe we can talk about there's not much to talk about know ex session the so uh now motion made by uh and second by I BR C J what is the what is the motion they going to close session so the boy can explain about some of the lawsuits and about portable hous lawsuit that just going on today we want to know want to know we councel we' like to know what's going on with the T don't you I mean last time we had a some similar session right yeah but nothing to there is no progress so this things def yes so what do we do because there a lot of yelling and screaming and then we go in and certain people screaming H we don't counil people all right roll call Council J no I don't think we have anything to talk about it yet you know so Council Kim yes Council no council men no council v no yes can I get a motion to uh open to the public participation motion by second to uh participate in the public motion I'll second all in favor all right all right 3 minutes name and address yes sir more than three minutes worth but I going to try um you talked about improving some roads 329 eia go ahead uh Fifth Street when you come down route five and you make a right on Fifth Street that's in horrible shape half of it why only half I don't know and every house on that block is called it new so that should be looked at um the um CDL driver's license is it an A or a b b okay thank you um the traffic has been a little bit better by the high school I lived by the high school and it was a it's a horror just about every day probably about a half hour or an hour something like that of course the parking of people that wait for students and hour an hour and a half before that and they're running their cars and it's not cold out yet so I I don't know that's an issue but they put traffic cones there on the corner I think that really helps a lot now two sets of cars to go buy not just one and I took pictures where people actually parked on top of the Crossing Lines yet the police never gave any tickets so I'm a little nervous on that hope hopefully that that should have should correct that um the people that um these duplexes mostly have two car garages each one and the mayor brought this up a couple of weeks ago of people use their garages for a warehouse we should tax those people extra money for using that as a warehouse for their private business or for their businesses I think that should be something that should be discussed that's that's that's a fre that somebody's getting and and we all have to pay for the rest of all those taxes so that's that's U I think that's something to look into that's about it thank you sir anybody else Mar 135 Avenue first thanks for the microphones they still work terrible you can't hear a thing and three years of coming here and they didn't fix them yet either they're all too far away but nobody can hear anything oh yeah you do that what I'll put them I'll put them up a little bit High next thing I want to know the house up on bur Boulevard that they're building they put a p right on Boulevard and took up a whole Lane so there's two two lanes there but one is for the building I'm asking a 100 places where are the permits for these for the use of Bergen Boulevard and for the Central Boulevard last week uh the trucks that are coming to shop right hit the pole and that pole down does anybody go look up there it's like a cyclone no answer does anybody it's about six months I'm telling all these things but no nobody seems to go look at anything I look at what did you see where the trucks they can't make a turn there those tractor trailers how the hell you put a building where it's a main Highway that you can't see I mean just if you take a
