incumbent upon the residents that would be um compelled to comply with this ordinance to have their own inspection done by their own inspector of their choice uh there was also an additional provision authorization for various capital impr was passed at the regular meeting of the mayor council held on November 25th and 2024 um before we continue I I trying to understand this but concerning that program I was aware of that um I I know that that that the public service that the street light that we use is for is they're trying to replace the old lights for new LEDs makes it bright if I Rec there are strict standards and what you have to uh you can't just go here guys this is what I want here here and here it has to be group them together is kind of restricted this is part of road construction so they put it in together so I'm not even sure we that could be applicable what you're talking about which I do understand that we should get back to that the the ba the part time uh about to vote on if if she is hired that will you have to work on but I don't really know for sure if that applies thank you oh yes yeah please in terms of the consent agenda there are a few items uh first resolution 277 uh there will be a friendly amendment that resolution modifying the resignation date from Wednesday November 27th to December 4th the reason being is exactly one week I spoke with the part-time ba um she he you know worked really hard as much as he can and I appreciate we all appreciate his help and um I did ask for him to make sure that you know usually you know you have two weeks um but I would like for you to transfer all your work to the potential new VA and he said is one week okay so I said then that's okay with the public body um make sure the transfer is proper so that's the one that I'm requested and then with regard to resolutions 285 and 286 fortunately the agreement is uh still with the Bergen County Council it is awaiting administrative review so we're going to have to uh hopefully wait until the special meeting December 9th is that is that correct well that's official next meeting whether it's a special meeting a regular meeting we hope to have the agreement finalized in back that's it that's it good all right for cl let's go with consent agenda okay consent agenda resolution 2024 d271 resolution 2020 290 uh before move on right right absolutely C uh regard I mean this is part of the uh the police matter uh resolution 279 uh hiring of a police officer uh I'd like to take this moment to actually give I know you every uh Council here has the uh resume of this uh police officer in your packet but I just want to give brief uh background of Officer Mark Lera um is that okay absolutely F okay Officer Mark Lera 28 years old was born in United States and reside in P patteron New Jersey he graduated from P County Technical High School in Wayne New Jersey in 2014 officer Lera graduated from hul school of trade technical science electrician trade degree in 2020 officer Lera is a youth coordinator at his church he has been a volunteer fireman at the fair law fire department since 2020 officer L is bilingual in English and Spanish He Speaks reads writes uh writes in uh uh uh writ both language at a advanced level offic L served as a patteron police officer and has earned commodation for his exceptional police work since he began earlier this year specifically for his actions in the apprehension of of two armed suspect involving the attempted M resulting in the recovery of three handguns officer Lera background investigation was conducted extensively and thly the background investigation result in a positive results of untrusting him with the professionalism performance and execution of Duty as a law enforcement officer officer lur has also successfully passed the required medical and psych psychological assessment the police committee and the administrator for the passage Park Police Department feel that the officer Lera will be a great addition and asset to the future of the passes Park so that's my uh background bio for the you guys did a great job um I think you guys Benchmark a new new way a proper way of providing Equitable opportunities for police officers who are good in standing or capable for for for more responsibilities you guys went through a good uh good uh procedure and I appreciate your services I know it was very long um the the the OIC and and uh Lieutenant Beck uh our our our Police director it was a very good committee and also SE J you guys did a great job I appreciate that insurance premium is getting set for next year so we're putting some money in uh appropriating it for next year in the liability uh police salary wages that was because of our retirements we had this year um fire o we had quite a bit of a problems with so many engines they needed quite a bit of repair uh buildings and grounds same thing fixing a lot of the [Music] parks and a celebration of public events that was a part of both what we received the donations what we were show the uh this will uh Filly for you that's the transfers so it's pretty good see I actually have a few more chest after you sorry you just me I'll bring it to you tomorrow any question about off consent agenda 2024 d29 so pretty much I guess my question is from three accounts work compensation release clothing allowance please add me fees you bring that appropriation to all of these lists in the bottom correct yes and the and it's absolutely fine because for example at thought work of compensation you're that they received or they are eligible to receive 2 million of funding through a grant um but they still need additional funding and they're currently exploring options to obtain that additional funding so I'll keep you all updated as it progresses thank you coun uh there's no report uh from the police side uh know the first prior uh priority of the uh police uh matter was the hiring lateral it took us the whole pretty much whole week or so so um sure sure so I have no report but I just want to tell um he say that he wants another Applause for job I thought we you the clure great job got everybody involved I want I want to say thank you to uh Captain Lieutenant back and uh director is not here but you know I want to GI um my thank you thank you thank you job well done Council Kim yeah um the reg field health and the health we still have avilable make sure everybody get uh we still have free blood pressure screening on this Wednesday morning at the senior citizen Center so if anybody want to have uh blood pressure screening done and pleas go to the senior ciens and uh our uh Health Department have free covid kit uh test kits available for free so if anybody need to take uh to have one for uh emergency in at home that everybody care for now thank you just a quick question about the flu shot do they also offer K shot as well uh no they don't they don't just the location is still in luk Richmond yeah the they have stay there so it is much more convenient for us to go there what was the location add address again uh I do not the exact address but this is community center in the uh uh reg that's the there's only one Community Center great well was this advertised in our website shop by any chance anybody know if not we should verify to all just Just J you let us know what it is still and what time and they just send us email we'll just try to adver actually one just making a phone call to the registered he Department then they will give you exact days oh trying to advertise trying to adver the then you should advertise their phone number so they can contact them because there is not set days they have it come no walk yeah but a start and end dat report uh the 125th book The are ready so we actually started the design phase and thanks to the book committee uh committee and we have about six people working in uh in the book committee and we are hoping that we get the uh author's copy by end of this year so that we can give an instruction how to purchase that uh so that's one second thing is the last week I Ed the league of new annual conference and I learned very interesting and important things which is like 20 in 2026 two years later there will be a World Cup and there are 14 games will be held in New Jersey and this whole world cup is will take the 39 days and there will be a seven games held in Phil here in 14 in New Jersey and there are a huge opportunity I would think because people you know will travel and some uh some towns in New Jersey is already preparing for that I think we should also prepare to take advantage opportunity to you know raise our business and things like that so I'd like to propose a team committee to you know plan and prepare for the this event obviously you're going to be the committee chair yes I like all right so we just need one more council member who's very interested I'm sure we're going get it done good idea we we we'll set that up soon thank you thank you I'm so excited by the way for you just enlight us because you you attracted our attention what are we doing where give us one thing the other T are doing to take advantage of this Grand Event so so they do they form some kind of working with the New Jersey the you know host committee and DMO I guess destination you know marketing whatever right and so that they can actually list their restaurants list to them so that it can be update on their website and also hoteling too and also it's not just a traveler right and we also this is a world international celebration and we should be part of it and we should be the host also so ourselves how can we celebrate and that helps to unit this community as well so there are a huge opportunity that I see so I'm I was really excited to hear that thank you very much I gambled and lost $2,000 while you were studing so so thank you very much me somebody oh and I'm sorry that I forgot to be one before from the recreation the December 7 the tree uh lighting the day and a couple of residents also asked to change the date to next next day which is Sunday but uh I hope you guys have a great time um what I did was we got funded uh we got hundreds of turkeys back in the days you guys remember some of the old ERS remember it was it was it was a very generous offer provided by a local uh business own but it stopped and the demand was there especially with Co so I started to do you know buy T out of my own pocket and I start to find I got to find a cheaper turkey so so far from Co days to now the demand is higher I started with 10 turkeys now I need to people wanted and I I just gave off 45 turkeys with Alex mono um I would buy it in a very cheap rate and we will give it out but um I think I think you'd be nice like like one said let's take take advantage of the need that we have in our community maybe next year we could organize maybe you know maybe we don't need from the you know sponsorship sponsorships would be nice but maybe it is something that we could consider within our budget to to to give away you know turkey that people have time right now right so I hope you consider that um other than that that's it now I would like to uh allow our faithful hardworking VA to speak up thank you mayor I would just like to say that it's been my pleasure to Ser the Palace Park and I thoroughly enjoyed my brief time here I would like to thank the mayor and the governor body for giving me the opportunity to serve the community and the residents of the town I'm very grateful for the support I was given from the excellent and hardworking staff here at Boral Hall and it has been a pleasure to work with all of you hopefully I left the burrow in right uh do you have any report counselor no all right uh director if director's not here police OIC just a few things um we received complaints on uh broad AV East Columbia uh for uh the traffic signal not working properly uh our traffic safety unit reached out to the state do they came out uh they observed that the camera itself the traffic camera probably wasn't working correctly um they had just received a bunch of new ones about 78 of them so they're actually going to come back out replace the traffic Hamas at that uh intersection um and then do a whole new traffic study on that area I mean everybody knows it we've driven Broad Avenue uh that they haven't changed the traffic signal since they rebuilt that bridge uh you're talking maybe 15 years ago so it's it's nice that our traffic safety unit is out there doing doing what they need to do uh and getting that maybe maybe working better for all of us um we passed the uh State cell inspection uh which was flying colors that we just received the letter uh today from them which was great um we also did a uh evidence room audit U it was an internal audit as do the bur prosecutes uh has a basically a a way to do it when we pass it completely with with no issues um weed a uh free trial of automatic plate readers there's five of them uh they'll be placed in certain areas of the burrow uh basically a repl coming in and out of town uh we're not the first uh but we're defin uh you know getting getting with the times uh which is great they'll be able to alert us if they're W vehicles and certain things that uh that we put in the system um which I'm actually really excited for um we also uh in the meantime we're rested a uh a ped uh basically she was selling uh I guess produce out of uh out of a cooler on uh RA in East columia uh she actually had a a baby stra to her back um so we actually notified Child Protective Services um and she was she like I said she was placed under arrest she was summoned she's actually out of New York City she's not even out of burrow uh how she found her way to raav in East columia I'm not quite sure but uh we were able to uh affect that arrest um also with the help of the bergad prosecutes office we arrested a um a male party for the hdden run on 14th Street in East burer became a thing in the in the Press um you I got to give a lot of props to our officers and the officers at the bur County Prosecutors office um that was a good arrest um we also I mean continuing to have officers assigned to the Broad Avenue quality life detail um we also have some officers uh dedicated to Broad Avenue traffic uh Mak sure no u-turns uh pedestrian safety those kind of things um just a friendly reminder to our residents to make sure that they're lock in their cars and not leaving their keys in their cars uh we're going to be making a little push on our social media uh every night at 9:00 uh we'll post a a reminder to lock your car car doors and remove your keys from your vehicle um I also want to just stress the fact that if uh you guys have social media to follow us on social media Pal's Park PD uh on Facebook and Instagram it's probably the quickest way that uh site from our nixel uh that we're using now to uh get any quick updates from us um there's one other thing uh I just received a phone call from J Fletcher Kramer uh they were planning on trying to come within the next couple weeks to pave the areas of uh abav rout five Ruby AV and grantwood uh that's where that all that construction was that they replac the gas main lines uh it seems that they're they might have to push that back a little bit due to the weather I guess the too cold for the ash uh but I going to try to tell you guys that earlier today but it was in the meantime uh just Happy Thanksgiving I appreciate it's going get yeah ex so it's probably going to be ppec next year sometime which means we're going to have to make sure that people don't get through uh you know purle situation cutely no second question is I still think that December 7th even though many people here don't know what it is a lot of people do know what it is I would have thought maybe had a tree lighting during the and Recreation committee Tred their best to change it but then was scheduled for 3 months ago we learn from our mistakes I'm glad the public comes and participates and giv just good good good advice and we'll take that into consideration next year we'll make sure again the new ba will think about Pearl Harbor when we're doing Christmas right secondly concerning the plants everybody has a right but majority feel that the plants and the chairs for preditions to enjoy the environment and sit down and ample enough trash cans and whatnot is a good thing to do now everybody has a right to no let me finish I didn't finish yet concerning concerning your comment and allegations of these Planters being voted down do you know what resolution you're talking about we were talking about when did it come out uh was it part of a resolution to be voted down you just said that you said it was voted down it resolution it was you went there must be a resolution prepared that was have to be voted out a memorial next to our library honoring Comfort women and how they were treated by the Japanese during the second world waro did that go ahead um excuse me the mayor Jimmy Rondo was an advate strong exactly Pearl Hara was the day the Japanese attacked this country um I don't think you have any idea what that means to people who lost people in the second world world there are hundreds buried in the Arizona beneath the water I spoke to Dave teranova last week and he said yeah I understand what's involved with tree lighting it's a a wonderful thing we always do it on a Sunday this year it's on a Saturday um he has lots of things but but what he said to me was probably he could call everyone and make it a day later but it depends on what the mayor says period and that's my statement okay now I have a question on the agendas resolution 276 and this ation and complaints against employees for over payment uh 2122 you hired an attorney Jobe I think about 150 bucks an hour he did a report but I don't know if if there was ever a report issued Mo I think you had asked for um as to what he found the only thing we know is the little bits we heard here at meetings that the amount that was were paid was far less than what the controls report came up with so are you still looking into that same issue or is this a whole new issue this is um that was that was the impetus but there have subsequently been interal controllers reports not specifically dealing with Palisades B but still dealing with issues related to the interpretation of State statutes with regard to payment of certain employees for overtime vacation time sick time things like that there are certain prohibitions against it there are a number of a large number of municipalities that are now slowly starting to realize that the intention of these statutes which were enacted in ' 07 and 2010 includes certain classifications of employees that previously these did not realize they included so it is incumbent upon the burrow to investigate whether employees of those caliber have been improperly paid and if so those are funds that are in the public trust and it's incumbent upon the burrow then to seek reimbursement of those apparently and allegedly improperly paid funds okay but you preface that statement by saying it really doesn't so essentially no no no no you misunderstood the there's a controllers report that addressed the situation in Palisades Park that was in 2021 there have been subsequent controlers reports which are also binding to municipalities across the state but they were not those subsequent reports were not directed at Palisades Park that doesn't mean palates Park doesn't have to follow it just means palace's Park was not a culprit in the conduct that was discussed in the report itself well so essentially what what you're saying is the original report that we paid an attorney for was not complete and you didn't do anything so now very much no that wasn't my time that the contract purchaser of 121 to 131 West scuby Avenue and 20 to 40 Fair viiew Street which is block 504 Lots 1 through 5 and 10 we are respectfully requesting that the mayor and Council reconsider resolution 2024 to 282 to Ed um this property that I just mentioned again block 504 Lots 1 through 5 and 10 it's adjacent to the properties that are um being authorized to undertake a study of area need of Redevelopment uh we're requesting that the mayor and Council also add this property into that study um our client uh attorney at the time uh submitted a letter in February 2023 it's it was February 8th 2023 requesting that the mayor and Council uh study this property uh for an area need to Redevelopment there was also a concept plan of a proposed 400 unit uh project um with 555 parking spaces attached to that um with 20% being affordable housing and there was also our client's planners report obviously the mayor and Council and the planning board has to rely on their own planners report but what this planners report did show is that uh the property has multiple buildings all of which are in disrepair um that are boarded up and have no viable chance of tency and several were damaged by fire um this plannner report also showed how this property meets the criteria in the local Redevelopment Housing law for an area need of Redevelopment under criterias a b d and H um and we believe that it makes sense to do one comprehensive area need of Redevelopment study that includes this adjacent property as well um we had also um had revived discussions with the burough Redevelopment Council in August uh this year about uh doing this area need Redevelopment study to include this property we had multiple virtual meetings and uh we were informed uh recently that this uh area needed Redevelopment study was not going to include this property so we're here today to request that uh mayor and Council consider adding this property in there um we had also as part of our discussion submitted a traffic impact assessment while noting that it was in the process of being revised to incorporate impacts from the adjacent projects at 15 and 21 Grand Street um and to come up with a comprehensive solution we believe that a comprehensive Redevelopment um study and then um Redevelopment plan with different zoning districts and a tra impact study is the best way to uh be able to develop the three properties all separately but develop them all together while uh keeping in mind of the impacts of everything um and so we we respectfully request that the mayor and Council reconsider that resolution just to add this property not to take any new away from the other properties but just to add this as part of the study Adam come on up here and grab my card thank you and that apology to the Jewish press when I write to them that we're trying to resolve this you did that by sending it to the tap now you to so you don't need that permission you made it okay so my second point was that I asked the mayor if there could be some kind of motion whatever it is to acknowledge that Friday night after Sunset is the and ideally we should not be having Town meetings on that day or Sunday I don't know quite legally what would happen in town but it might help this group and future government here to acknowledge that finally do we know when the manora that took 120 years out of 125 to go up is going up and where where and when okay so I had a conversation uh with the recreation department um tentatively would be scheduled for December 23rd which is the Monday um it will be uh the recreation department will advertise it there will also be an advertisement on the burrow website once it's finalized um and it would be in burrow Hall so Stu because usually it's separate but now there's that wonderful sign on the corners think we can put it there now I don't know the specific details but if you if you know if you if you have a suggestion as to the location I I'll I'll pass it on to the recreation all IDE is welcome yeah no but it's been it's been addressed there's no resolution if needed because there's no additional expenses that are going to be attended to yes your service community and for the opportunity to speak uh I'm here on behalf of Windor Square Condominium Association we're 92 units uh on the east side of uh palates Park and we are vly against the building of 450 eastel Boulevard it's a seven story apartment building with 61 units um we're going to be directly impacted by this development um we have a petition of over 110 voters from pal States Park who signed the objection against this building um and we were asking that the governing body um not allow the applicant to use 12th Street which is the undeveloped Road for egress um as it would benefit the developer only in this in this situation um we understand there's a builder Ry suit but there are many other locations that could be developed which would fit better into the Burrows accommodation for uh low-income housing and this is a dead end Street of us teach our kids how to ride a bike walk our dogs there are no Parks or Open Spaces on the eastern part of the burrow besides overpacking Columbus Park to the west and the fields adjacent to Lindberg and the high school there's really no graen to be found on the Palisades Park map um and if you look at the 2022 healthy Community planning report by the New Jersey Department of Ed uh Environmental Protection and health uh they said that our burough should be providing more parks and recreational opportunities um basically they're saying that open space should be within a quarter mile um of walking distance from residents which we don't really provide especially on the east side and I can provide documentation of that um also we are an overburden Community which means in the New Jersey environmental justice law um any census block that has at least 35% households that are low income 40% residents identify as minors or and or 40% of the households have limited English proficiency so we identify as that overburdened community and we are also adversely stressed overburdened Community which means that we have a combined stresser stressor total higher than the 50th percentile for Total Environmental and public health stressors and we did very poorly for open space and traffic so I'm also asking I know it's a big ask to exercise eminent domain to obtain this property and turn it into uh Green Acres open space because we would definitely qualify for that being in that um adversely stressed imunity region um also just to take it further we're encroaching on natural habitat for bald eagles Turtles deer birds in the long swamp which is block 429 lot one which is owned by Pal Park burrow and if you guys remember 2017 aquatera there was a big fight between it went all the way to the Supreme Court of New Jersey and end up getting fought down thank God we need this green area to be preserved um and we would really really hope that this area would never be developed as well so I'm talking about the 450 East etel property and then the the long swamp which is block 429 lot one thank you thank years I took it out of my own pocket and I wanted to do a beta phas and there was certain portions that have to be in line to make that happen for example the the believe it or not it's still bright you know the LED so panel after four years it's still bright and that only cost 280 bucks now the pool it's a very over over qualified pull it's a really hard pull we went overboard on that for safety that cost me $1,000 to imp plan it will cost me maybe 1250 or something like that back in the days cheap so I thought that we could use a cheap pre fabricated already selling for that weight and the wind but un in the US the EPA is R stringent so we have to go back to the drawing board and I already talked to the CFO to allocate funds to finally create LED solar panels next year but it's going to be expensive but we're going to start doing it won't be as much as I thought because with the budget that I was thinking about we could put in 50 if it's going to cost us maybe less than $1,000 to install and everything right but this is going to cost more but by next year you will see solar panel uh street street light over there um so so hold on we're working on that and G who standing here about the construction and all that we should not control not even one more house in B park because as Miss H mentioned we are over clouded we don't have a school we need a school to have more like to continue uh our conversation pertaining to uh overcrowding um there are so many square foot I don't know how much square footage of roofing there is in this town compared to 20 years ago no percentage of the property has to be green and that doesn't mean payers that means green and I think for conru yeah any kind yeah okay I got it there is so me we're in Big Time violation and eventually somebody's going to be smart enough to get get after our town and sue us for whatever I don't know if Bergen County is involved in this or not because Burton County because they are the ones that mandated the square footage or the percentage of the property that has to be green absolutely yeah thank you thank you that's why you they're not following UCC building building codes they get approved they get approved otherwise they wouldn't be allowed to build them right correct the town approves it how does it approve it first of all this is concerning the plan however we're trying what best to answer your question but having said that there'll be a stoage there's an attorney there an attorney over there we have to follow our state statute concerning greenage um you're saying that why are they being approved there's got to be a measure that is proper that that that they don't just go I prove this and prove that it's got to be standardized and they must make decisions within that scope of allowance so so um I do understand that matter of fact I'm really worried that you know all this stuff that we talking about and no space to you know move anymore and these these devs we're talking about you know when R it rains a lot we Flood now I've been here 30 years I've been here yeah 33 years I've never seen so much flood the rain comes out hard enough the same but then we can't handle it right now we have have major structural issues training system that we have to address as well we have no space all we could tell you right now because we're under litigation and we're still in the battle all I can tell you is I and the people who are involved are working diligently to make sure that we address this legally amicably but at the same time do our best to protect two points I want to drive because I know I'm liveing at one time uh that construction is going to be bring in a lot of vehicles and a lot of traffic and one of the concerns that we have in our community is that we don't have sidewalks for us to walk in uh we already get busy traffic a lot of cars rushing through uh down uh down um 11 Street and uh although we do have uh speed bumps they're they're almost deteriorated you can't even tell the yellow panes that's why cars just rush down they can't really see it um so that's one of the concerns is the busy traffic families walking down on the streets with most sidewalks uh the other one is that uh this construction plans to have Studios with no parking units so we don't know where uh these residents have in the park and the ones that don't have vehicles there's not uh public transportation that's easily accessible we do have one bur Bergen Boulevard but it's not sheltered it's not functional uh we don't have anything there to protect the residents from you know cold conditions or what you know any type of weather the next actual uh Trans Bus Transportation is down on Broad Avenue and that is a Tre treacherous I treacherous he especially one of the the hill that also doesn't have sidewalks so we are concerned and we hope that you take our back into consideration thank you thank you matter of fact I did I know we talking about saw minutes yes that that's thing going down there is no sidewalk on the right it's very dangerous so we plan to talk with the engineer and budget CFO we're going to get that going as soon as possible whether we get from Grants or get whatever we have to borrow money but that is a very dangerous sidewalk and we respect you guys coming here raising your voice all Windsor residents you guys been here for a very long time uh very very long people will live there for very long making their home they really take care of their property I love their middle Park you know it's nice and quiet said regarding Windsor um I also would like to comment on the over crowding of this town um as you every it's all multif family homes every property is multi family now so that alone speaks volumes um the infrastructure that they're proposing on 12 Street the infrastructure of the building does not support that area it's a dead end Street it's a little cubby hole it it doesn't even make sense um to do that the U also Windsor Square which is adjacent to this property has 92 units we're not even on three acres and our Revenue into this town is over a million dollars a year so I think that we should have some say in this particular area I'm not even including Hilltop which is another substantial residential building across the street so we support this um the noise that this would generate in the area would be detri to this living conditions um and when I talk about noise it's trucks it's horns it's deliveries it's our everyday traffic that we experience today that didn't wasn't around years ago trash collection would be as it is now that that we have garbage trucks in our area two times a day every single day between the businesses and residents um lighting just remember Windor square is very low this property is very high and as you know elimination goes down Windsor Square will be lit up like a Christmas tree all evenings um I don't even know what how we could sleep um and and that's not even just the street lights the cars all coming out are going to be facing Windsor Square so every car coming in and out especially in the evening are going to be lights shining directly into a residential unit um everything else was discussed I don't want to a point but we're just against it and we're very willing and able to fight this out thank you thank you very much is worse than just saying it every morning cars are driving down as fast as 30 miles an hour there are mailboxes that face the street no sidewalk someone's going to get someone's eventually going to get hurt and then we're going to regret that we have elderly people hardly walk in children so with that I I'm sure we're all concerned about safety here if you increase the traffic amount that's going to be a problem as it is right now they come down Road uh the boulevard make a quick urn right down our block this is every morning a shortcut yeah yeah it's a shortcut to to the bridge Cross Bronx Expressway is going to go on construction soon that's going to back up traffic even more uh just to make it be brief it's dangerous we don't need more traffic in the area I know the developers claim that they're going to put restrictions to their tenants I don't see how you can restrict a person not to own a car or to have only one car when the average family in New Jersey has no less than
