though darthy just like when Lou was doing that you will receive silence on that request the levels of appreciation are great that's right do such a good job the levels of appreciation plus eight bucks will still get you something at Starbucks all right staff updates guys okay u in an effort to expedite I know we have um a short window so I want to make sure we get everything done um I simply wanted to thank um everybody on the on uh the facilities team that includes the um incredible job the construction Department did getting a lot of our schools up and ready and running after a a very long hard summer um and and even greater thank you to the maintenance department for the Herculean effort that they put in and getting a lot of these schools ready that the one day I'll let you all know all the uh crazy little things that they have to do to make sure that this stuff works um and in addition to them uh you know in my world on the facility side I I got to thank um ECS environmental um just just in the last week I think they got 35 individual calls for school with problems with mold and and you know and odors and and um and pests and things like that so um they are um pulling pulling their weight there a lot of work and even BCS I go so far to say thank you because we're trying to open up schools and trying to make sure that we've got everything in line and get all the permits all the inspections done and whatnot and they really pull pulled their we to make sure that we got all of our schools open and to that end I'd like to say um great job all the way around um I don't want to curse myself and say you know we had a good opening but I feel pretty happy with the level uh you know our first three days were were really good good days um you know if we talk about a bad side I I uh I saw quite a number of power outages that's a challenge and for those of you are familiar you know the uh the power outages are oftentimes it's we we load the schools up and there are um draws on the Energy System and uh but thankfully we didn't have we had very few that were major problems major long-term problems um and uh knock on wood I think we're back in a in a good uh a good path that our schools are up and operating well were the power out were the power outages FPL related or School District wiring um everyone that I saw were were fpnl related okay that's fine so and then as you all you may know that some of our challenges are when the power comes back on we then have to make sure that all the systems are all back running air conditioning's got to be running the chill's got to be make sure it's back on they usually turn on but every once in a while you gotta kick them in um and that's why I say our maintenance team did a Herculean effort making sure that they were on top of all this um to get everything uh running and back as quickly as possible I see Mr Mr gelfan is there something that we can add to the checklist for opening at school to put uh or or to test the Power Systems to add a full load uh let me get back to you I don't I don't believe there's something that this is the kind of thing we've we've experienced every year and oftentimes it is a function of students you know the heat generated by having 3,000 students in a high school you know or 9 00 students in an elementary school it's hard to replicate in advance without that that that demand um the usually the week before schools open we have a good um good experience because the teachers come back all last week the teachers were back in doing all their training and prepping their classrooms so that usually gives us a little bit of an opportunity to see where are where are we short are there concerns about any air conditioning in rooms so we take advantage of that week when when teachers are back to try to kick everything and make sure it's working um it's really hard there way that we can recreate the load so that we can see if the feed into the school um is sufficient and then you know getting fpnl in before it crashes we'll certainly look into it I know we have regular discussions we have an fpnl Lea on that we work with uh very closely and our energy Department our Energy Group works with them quite so um certainly something we can look at and we continue to maintain a good strong relationship with fpnl so they know they know how important we are to them so that's that's important yeah and the the the power outage weren't directly related to because we had a high load in our facilities they were just randomly occurring that happened happened the first week of school um the the the heat loading was an issue with our air conditioners and generally speaking they all worked fine but there were are always issues when we do have that high demand for air conditioning but those were un related issues so um anything um I guess no there was a handful of us at staff that uh and school police that attended a seped class that's um crime prevention through environmental design and that's about how not only you design educational facilities but also manage educational facilities with security on the Forefront of your mind so that was very good and we' got a lot pulled from that class so um other than that it was just opening School y lot lot of learn lessons from that from that training and that is certainly going to be uh implemented going forward y uh with the FPL issues I don't know if you can predict that it's nothing we can do differently with that I mean FPL is supposed to provide the amperage we need to the school um I mean do we know if it was just FPL outage not just at the school but kind of in a certain block area that they just happen to have an outage there were a lot of a lot of them were were Regional were a neighborhood oh okay yeah and and um I had I had one one gentleman that that were is sitting with us who said oh yeah my office building got zoned got power got knocked out yeah again it's it's it may just be that it is 100 what I see yesterday was 115 feels like 115 that's just a big draw on on the system regardless of whether it's a school or offices or mall or anything so yeah David it sounds like it it might have been Upstream David uh from the school and some power line fuses blue and they just had to maybe reset them so yeahand okay yeah I'm just glad it wasn't our school our design it was just the power feeding our school that we can't control that's all FPL and we didn't cause it and and not to blow Sunshine at the schools but they are really very resilient what we experienced was when things would happen um more often than virtually every time the principles they they totally have it they understand how to roll with the the challenges um this is one little blip on their screen in the grand scheme of of the challenges of their days so like as I say kudos to the schools because they really are resilient did the generators that that was my question next yes absolutely and here's another great learned lesson for us um on the opening of schools was the generators turned on and in some cases we didn't have the right things plugged into the right Outlets as many of you may know uh the generator doesn't have every Outlet in every room on but there are outlets and they're usually let's say the orange outlets that you're familiar with those might be the ones that are on the generator well the generator worked but the a a system or something wasn't plugged into that outlet well it was an opportunity to test it and realize oh that's why the failure so uh we we're we've been able to number of situations where we're able to correct the school and help make sure that things are plugged in properly sounds like yes every generator worked sounds like a training session for the principles well and even us even us we all we all learn a little something from that good is that it for uh updates yes for staff updates thank you okay any public comments from in the room all right not hearing any uh let's get down consent agenda fc1 please Michael I also wanted it fc2 oh scc3 we pull um on the summary there two FC 2s this is the this is this should fc3 Dr yeah it's a third one down on the list I wanted that pulled you want that pulled Michael okay fc4 fc5 fc6 pc1 PC2 yes yes I want that pulled okay now I have mg and PC3 yes yes I want that poll okay all right Virginia all yours I'm not quite sure whether we we pulled fc2 three and four we did not pull two we pulled three we did not pull four okay I move those items that not pull to go forward okay go he second second by Sam any comments or questions all right darthy polus please Bill hook yes David Porter yes John chesher yes Michael galand yes Michael Gua yes Sam Shannon Yes Virginia ferish yes okay we start with fc1 I pulled it Michael pulled it go ahead Michael um on 33 Timber Trace um was the full 14 due to the security um portion of it or was fire alarms not because of security you said no by 33 right I thought I'd seen on a comment that there was a security department request yeah in the it talks about security devices and I just don't see where those are located in the description I see fire alarm lighting power data guess maybe the airphones but but what portion of that was security Chad can you okay goad CH yeah the uh the AI phones and the card readers because AI phones uh phones and boxes are combined now into one card reader so that's the portion that was security related for the for the um adjustment all righty and what uh dollar amount would be attributed to to that approximately um I'd have to go look to confirm it but um based on my experience probably about half of it is probably for that with the fire alarm and AI phone um because that's going to be a majority of the cost they're not cheap and um what was the problem as to why those could not have been identified during the design processes post afterwards uh the individual reasons why uh the individual devices right I mean you know this is my constant concern is that you know we have security popping up on matters that should have been caught at the design process well there there are design omissions on a number of items besides um uh I mean fire alarm devices same thing right that's um it's not uncommon to have a a an occasional error or an Omission by designer may not necessarily be a function of that's called byout overage yeah but that's it may be an an opportunity to improve something that may not have been necessarily caught during the design process I know on this particular school um where this renovation took place at the main front area is very complicated they have after school care trying to leave they have parents picking up they have um the the clinic right there and there was a lot of discussions with how they operate after hours how they operate during school and there was a lot of discussions even as the project was going on with the principal about how to get things just right for the school all right um my my next question was with reference to 34 on that um was that actually a design issue or unforeseen condition would seem that was a design um that one that one was truly an unforeseen condition the issue being that what uh School Food Service provided the design team for um designing the load was uh just the heater itself and or the um the food food preparation equipment and it did not include the actual load of the heat lamps in that information that was provided to the designer so when they actually went out to plug it in there wasn't enough amperage on that circuit so the the uh the lines had to be rerun so it was a um there was an not all the information was provided to the designer and the construction team to accurately design that so so the designer just gets the amperage amounts but doesn't uh isn't told what's actually there no they they were given the proposed new food equipment that was being installed but the new food equipment that was being installed only showed the amperage for the actual equipment itself and not the heating lamps that was an added component on top of it so that was something that our side so it cannot be a we we cannot consider that a design Omission or error because they were not given the full information they needed all right thank you um I had also pulled this I guess i' just take a little difference into the response that had come back kind of throwing isok under the bus for some of the delay issues um about a year ago um construction and Mr Dolan came to isok and proposed having advanced budgets submitted that would be guesses to ISO because ISO only meets quarterly to make sure that iso's approval of funding was not holding up projects so uh to say that ISO is something that's a delay if that's the case then construction needs to also come back to ISO and change their process so that it's not the delay you want to which was that one the question Jud it's one of the responses that came back about ISO sometimes taking too long to get ISO okay um Mr Porter the the response wasn't that isok was cause of the delay or that they were taking too long it was just that we could not move forward without the isok approval at the time and I believe this one was a um yeah this was last this was early last year yes that this happened so I think that what you're referring to so it's prior prior to our budget yes I was G say this is this is a trigger Mr Porter to why we do it the way we do it now I'm sitting here laughing at this because I knew that was what caused okay Virginia so this will basically not hopefully occur again that is is is any a delay Factor because of the process we now have in place no if there's any more delays it's completely on us for that so oh good you heard it that was that was Michael saying that one right I understand Virginia yeah yes I want to compliment and thank whoever went through this um line by line and all the responses that came through line by line that was a very good job and I think it saved a lot of time from this morning's meeting and I learned a lot too so thank well yeah I will second that because the way our process has been working for the last number of months with darthy and staff going through every one of our questions and giving us very detailed responses it has eliminated probably at least half of what I would have pulled for the meeting anyway so um it's always nice having that extra detail it's like oh okay if I knew that before I wouldn't have questioned it you're gonna make me um say some really nice things about Dorothy can't have that she's pretty incredible she does an incredible job yeah I don't know how she gets all this stuff done in a crunched two-day time period good well thank you to everyone who sent the questions in and thank you especially darthy for your answers yep a lot of were Juds we'll give Jud some credit too anything else on fc1 Mr G has his hand raised yes Michael sorry yeah I wanted to say appreciate the uh information also covered a lot of my items I forgot one item on 30 Palm Springs color coating um I don't know why color coding is necessary um is that standard now in the schools for play courts yes yes should that then be added to our specs on this I think it is I say well I guess if it is then how did it get missed that it's now coming out of contingency well I think it says the allowance was inadvertently left out of the GMP ah so we had it in the spec it was on the drawings and GMP missed it just that's why buy out okay all righty thank you um I guess I know the GMP is long and extensive I mean do we go through it fine tooth comb I guess to the point that we try to catch as much stuff as possible that might have been missed go ahead Jud Jud so this was this was an interesting one because this was actually this happened during GMP version 10 so that there's quite a few revisions that went back and forth and in the and in the 10th revision they were like yeah we're going to carry a $20,000 allowance to cover that extra coding for coloring the courts and they said excellent and then when they got revision 10 back and looked through it nobody caught that it hadn't been added as an allowance and even though it had been discussed and so it was one of those things that just in the process we for we we missed but um but everybody knew it was supposed to happen just didn't get covered in the actual an allowance so we had to go to G ccua to cover it okay understood all right good all right nothing else go ahead Virginia if there are no more questions I move fc1 forward without objection second second by Sam any other discussion comments questions all right darthy pois please Bill Hill yes David Porter yes John chesher yes Michael galand yes Michael Guida yes Sam Shannon Yes Virginia Ferris yes all right uh fc3 which was the second fc2 on the summ uh Michael you pulled it and I pulled it go ahead Michael all right um I can go first if you want first question I had was following up I know that David had a question earlier on the electric vehicle charging stations um I thought we had a discussion earlier that we would not be installing these at the schools that's that's correct um in this particular case it's just the infrastructure so we we know at some point with the way the industry is going that this there's a possibility that this is becoming more and more prevalent so we wanted to get the infrastructure in place um underground conduit those kind of things so if we wanted to go that way it wouldn't cost an arm and tearing up pavement and that kind of thing um we're not doing that every school right now um we are working on our bus facilities actually using electric vehicles and things like that but right now at our high school um we decided to put in the infrastructure so that way it was prepared so is this now going to be for all high schools or what's the that's a discussion we're still having on which schools we want to put it in not um right now it's high schools um and well and simply the it's the simple fact that we're not going up and digging in if you're referring to existing high schools are we going to go up and dig in the parking lot and and put in no absolutely not this is simply we had an opportunity while there was an open school with dirt put in some conduits make sure we have our infrastructure in place if by chance sometime in the future that does come forward so we that as you said the commitment of are we doing this not necessarily but we're going to make sure we have the infrastructure when we have the opportunity to do so so this is now going to be in essence a specification um as we do work in schools to the extent that it's feasible it's it's an ongoing discussion that we've had um but it it's still ongoing we haven't made the decision because there's a lot of different moving Parts with it to get that to work um so being this case we thought it was an ex an opportunity to add the infrastructure without much impact um but that those discussions about where we're going to import and used EVs and where we're not and what infrastructure we put in our standards it's not all been resolved and simply our cost for um uh installing the um infrastructure up front basically conduit is on10th of what it will be if we had to rip up the parking lot in the future when that time comes so the expense seem to be um not I don't want to say minimal but worth the potential risk um for the the risk benefit analysis so so when you may recall I raised the issue of potentially doing this when we had the discussion last time I would suggest that before we start doing this on an ad hoc basis because the expenses not insubstantial we determine what our policy is going to be uh for this and we budget accordingly for it yeah and like I said those discussions are ongoing um we just don't have it fully resolved at some point point it would go to the board to make some choices on stuff but we're just working with um leadership right now to figure that stuff out so so I think we need to do this sooner rather than later as we are you know working on projects and moving forward sure and part of it is that we do have the program for the buses so those will be up in line soon that the chargings in we have buses on order so we're going to see how that works out for us as kind of our pilot too and granted buses are a lot easier to control than you know other faculty and visitors and stuff like that but it will be our first experience with the EVS as a district so we want to kind of see how that rolls out and what troubles we have and how smooth it goes are are these is this conduit kept at a location that would be appropriate for a bus recharging or is this just an extra feed into the school no the buses fuel up or charged whatever the case may be at individual bus transportation facilities we have I think five six dist wide and that's where they do all their fueling or charging so this this was um something different and and sorry I mean so this gets back to the discussion that we had before I mean it was specific that um because of the anticipated uses non buus use that we were not going to be installing uh infrastructure for charging stations um now it's uncertain I mean because of the cost and I agree entirely we want to do this up front while we can but we we need to make a decision as to whether or not this is something that we really want rather than on an adhoc basis y we agree agree because where did this get run to middle of the student parking lot did it get run over to where utility vehicles like food service would park I mean who was the intent for this future underground wiring to charging stations angel angel four separate locations my guess it's a principal's spot parking spot it was ran to student parking uh teacher parking and visitor parking and admin staff parking so four different Lots Golan so there's opportunity to use it um that's why it's probably more than you might expect because it wasn't just one spot so it gives us multiple opportunities to install these at if we choose to down the road yeah I'm kind of with Michael's thinking that I would not support future costs for this until leadership comes back with an actual plan and policy for who's going to use this um you know how many stations might there be um I would not support this for student use because we don't put gas stations in the middle of parking lots now so why would we put electric charging stations let them charge at home on their own electric dime not ours well there is an opportunity potentially like we discussed maybe to um actually you charge the user for that so there's an opportunity there it wouldn't necessarily but the school district would be paying for that we that's the stuff that we haven't worked out yeah that's what I think needs to be worked out and I agree with Michael that it's good to run these things now while we have the ground open but I think before we run them you know into the middle of the roadway someplace because we don't know where we want them that we have a plan yeah John chesher yeah Dorothy if you go to page 19 there's a plan to where the charger or the potential future charging stations were put and I noticed in the backup that there was um boring done it looks to me like the work was done after the parking lot was paved would you guys address that the jury's waiting on on the uh yes yeah the first L of asphalt was already paved so the first LIF but not the final okay so did we cut the asphalt or we did underground boring I underground boring there's a backup for boring so these weren't put in as we just thought while the dirt's open so this could have been any school and we would have spent the money for underground boring right so this this could have been done 10 years from now yeah I suspect it was the timing of the decision from uh from leadership asking us to put it in that was a a function of that well I mean my position is going to be that I think the Board needs to hear from Cork that we really don't like approving something where there's really no plan thought out we wouldn't build a school and put in classrooms if we didn't have a plan for them well I'm sorry we we do have a plan and the plan was is that we're not doing it seriously but the board has not made that decision ision and that and and not to say that that you all we we I I think that Mr Sanchez and myself um and and I Know M Mr barbary's on here but um we can certainly make sure that leadership expresses to the board when this discussion does come forward as to are we doing this are we not um that there's there's a strong opinion against it and I certainly don't want to Discount Cork's position on it so let me be perfectly clear here all right uh in the I forget if it was two meetings ago or three I raised the issue of charging stations at the school because I thought that there may be a real need for them and looking where Trends were at the time I was educated and I tend to agree that the types of uses of those driving that may be driving EVS to schools would not justify the district installing them students definitely not because of the short-term dve length and for um staff at the school while some may be driving some distances would not justify a charging station so so we've gone through this and make a decision in this discussion today and I appreciate everyone trying to scramble together to you know quickly respond to my last minute comments this was for buses and now then we get a correction that it's not for buses then we hear that this was done to say for infrastructure costs and it and it wasn't um and I'm you know the first thing I say is that we don't do these until we hear what is the plan and we should not be saying that there's opposition to this at least at this point because we we don't know really who's go this is for and what the benefit is and I thank you John for for poing up the um the uh site plan that that shows these areas there and M Mr gelfan if I may we we are in construction right now on a new school um oh we just finished Pine grve we're in the middle of Windbrook we are building a school out in Arden uh ground up and none of those have the infrastructure planned for them so to your point we are not moving forward with that as a standard okay however one done yes correct and and however we will Express Cork's uh it would appear as though a uniform uh position we want to make sure that the board is aware of Cork's position on it and they I'm certain they will respect and appreciate hear ing from you on that we'll do so in the future when that discussion goes forward if that discussion goes forward yeah I don't think our comments have anything against what staff did because staff was directed to do what they were directed to do um I think Cork's position sounds like pretty good consensus that just like with anything we build put up a flag pole put in two extra classrooms you know add solar collections to a roof there should be a plan for what we're going to do going forward and you know when it gets done so I think that's all we're saying that we want the board to understand that it's our opinion as their Advisory Group that there needs to be a plan before we act on it and the last thing we want to have is people thinking that a principal of new school wanted a EV station next to his or her parking space and you know then we ended up with this that's the last thing we want agreed agreed sir yes well the other thing that enough of us long timers on cork know about is equity and where you know one school wants a playground then all the schools wants to playground or you know what whatever it might be and so we're always conscious of that and this school now has you know the potential for future charging stations where other schools don't so we just need a plan that's all before we you know get more of these presented to us either as a change order or as part of a GMP just conduit it so that gets beat then to the next one is the sand volleyball court for almost $200,000 um what's the process for adding those types of facilities post contract discussion came up uh same same kind of thing sand volleyball um the school district to palich County I my the last I remember hearing from U Valerie mayis I think we had seven teams um at seven different high schools and um when that comment came up we were in the middle of building this school and um leadership came back came back and said you know what we're building we're building a school and we clearly there is a market for uh Beach volley ball in our schools we should consider um creating this especially in um the idea of uh beach volleyball locations they're hard to come by and um a lot of the schools that uh do have teams they were leasing the space from the towns or you know from public spaces I think that's the that's basically the timing when this became a uh a a feature we wanted include it was well into construction the subject matter was brought to us and we said and and Leadership said to us oh we building it um building a school um we probably want to have one of these um as as well and so you understand these discussions occur regularly um when we're building facilities you know the question came up should we build a a swimming pool out here it was a discussion point that gets Bandy around through leadership as to is there a need for that in this particular case this was an opportunity to grow a program you know a beach volleyball program um in a on this campus so I'll be the first to try to defend Joe and say we're not going to talk about swimming pools at all oh that goes back to a decade or so yes I I apologize I realized I stepped into that one didn't I yes Sor so you know this also this this triggers two of my review uh checklist you know one is timing outside of the bidding process and then second equity on this um whether or not as we're designing particularly you know renovating schools whether this is something that we are going to be doing you know across the board or not so in in uh as a case in beach volleyball um not every school would necessarily have to have it on their facility there are like Dave said there are some schools that rent facilities from Parks and things like that but we are in the process of of trying to make sure every school has access to a beach volleyball fa so that is in the works and it's not to say that we're necessarily going to roll out a pro program to start modifying existing schools but it's certainly something we're looking for as as Michael had mentioned if if the opportunity presents itself in the future um I know we have a referendum coming up um um in November and one of the um athletic one of the items on that referendum would be the opportunity for some um en enhanced athletic facilities this might be one of those programs where we might in uh include beach volleyball at some other schools going forward but there's a lot of mites in there by the way that's no guarantees on anything Virginia uh using Michael's um thought process um about Equity um are we going to be doing this with pickleball courts too yeah I mean there there there's a yes we're looking at all that and try to we try to be equable across the district there has to be a need and a want right so if the school wants to look at that we try to provide those facilities when we can um and we work with the school when it comes to athletic facilities we work with the school districts um ad and Valerie mayis to try to gauge where are the trends heading and and as you say is pickle ball the next one is is beach volleyball what are the next ones and is there going to be a need you know do we spend money on something that's not tested yet that's this is not our area of expertise that's why we work with the athletic department to make sure that you know there's a there's a vision behind it and that's where leadership plays a role in in making the decision um H how we move forward with those you know Virginia you raised the point of one of the changes was to add pick a ball lines I think it was to a basketball court yes in the back of my mind my thought process is you know who's going to stand between the basketball players the pickle ball players as they face off on the courts but make some sense as you know particularly as we see the rise in in the alternative uses you know we ought to if if we're going to do it you know I'm in favor of putting these things up front as part of the bid process because that's that's troubling to me when it's after the fact um my last item if there's no more discussion on that is is the next one I know Dave you had asked up the front as to what occurred with that change um was there a realization that this work would have to be done when the request was made for the expansion of the ride of way which change are we talking about oh you're talking about the uh expanding the covered walkway yeah okay we got a lot of changes in this one elaborate on the timing of that angel angel would you be able to elaborate on it um so we had the original Bus Loop designed a certain way before the county brought up to our attention the need to expand 47th Place South uh design was already in place with that um and then uh having meetings with them we brought up to light that they needed to expand 47th and required additional R away that's when the discussion came up uh with uh planning and started looking at giving right away up and then we decided um that okay well in order for us to give right away two things need to occur once the county had to do their counterpart by providing a traffic signal in exchange for that at 47th in lines which they did and then two we needed to reconfigure because the the site if you will the building was already locked in so we were land so the side of will shrunk to the South so it elongated bus drive and just changed the bus drive configuration completely we have now an entrance to the bus drive on the West Side um of 47th and we have an exit on the east side before I think it was a different configuration I had a center enters enter and exit so the whole thing expanded um and it made it uh it captured part of the tennis courts and the ball fields that bus drive because of the elongated bus drive to to have less less width if you will to construct it so it made sense to um add the walkway uh cover there because there is a lot of after school sports Athletics and that's a direct area right there where it enters all the playfields so that added bus drive um expanded but at the same time it also provided a more direct access to after school athletics uh did we um I think where Mr gelfant may be leading is did we know that we uh you know when when discussing with planning and with the the county that we were going to have this impact we knew that it was going to shrink down that area forcing us to elongate everything when they brought it to light to us yes at that point we realized it not before no there was no discussion with the county before about improving 47th Place when we did the site plan review with them they never brought that up and we were already well in Construction Construction when they brought it up we're like this changes the whole front of that front of that school on 47th the bike rack the bus the bus loop everything changed on that had to be squished back quite a bit I think we gave up 25 ft or something like that right away and again I think the Big Driver in all that is the added signal and turn lane that is really needed at the school to function properly just with that heavy of a load that came up and that that what that's what drove all the RightWay the the redesign and everything so yeah so the cost balancing was really associated with the traffic signal which we would have had to have built on our own if we wanted it because I don't know was it was it warranted was that traffic signal two two signals were warranted one in Alliance which and then one at the main entrance for us in exchange for the RightWay along lions and one at 47th which they did for us at the when I mean warrant what um School District warranted the signals we would have been required to pay for it ourselves yes uh because it would it wasn't warranted by the county it's not like the county said oh based on on this development you would have been entitled to two traffic signals they originally didn't they just tell us we were entitled to the one and then we said well but we need the one at 47th and either way when we add the development we're responsible for putting that in because we're developing the property so so our B our cost balance is we got them to pay for the trans uh the traffic signal um in exchange for them wanting our land so our ex extra costs the the cost we are spend spending now um would ultimately would have been cheaper than the cost of us doing a traffic signal by ourselves out at 47 yeah Michael that's why I I had originally pulled this and sent the question in and once the response came back that we basically got two traffic signals out of this de I mean they're at least a million bucks each yeah so we got two million bucks out of the county for what $75,000 whatever the change order was for the water valve or the sewer valve so I said okay it's a good deal I have no further questions on this one okay that was for FC that became fc3 I I would move this forward and I want to ask if cork wants to add the comments about planning I'm not sure which change order it was but the planning for the uh electric vehicle upgrades I plan to vote no so that'll be the vehicle for yes yes that I was gonna say if we vote now then then I'll move this forward second second by Sam any further discussion or questions darthy Bill hook Hill yes David Porter yes yes John chesher yes Michael galand no Michael Guida yes Sam Shannon Yes Virginia Ferris yes Michael you want to give darthy your no comment please um the evcs is contrary to the informal determinations in the past and the state justification does not match the facts on the ground and then with reference to the volleyball courts um it's a relatively large amount app post contract thank you okay we up to PC2 Michael and Michael michaelan you ready for that let me find what I was question mikita you ready for your comments oh I remember um yeah okay Dorothy can go to page 67 and I think um there there's a table there with um right in the middle on the right on the table there's a hourly fee of 49 cents for HVAC installation think guys wow that's a bargain great deal there um but not only that if you go to the next page I highlighted on my machine here it is this is from our contract that's their contract yeah that's school board's contract all right that that needs to be picked up staff by I don't think 49 cents an hour way to complain and then oh page 75 there's some words missing in article 9.7 yeah just above there so if you read this second and last sentence [Music] umare applications for payments or if the owner does not pay a contractor within 25 days after the date established in the contract documents any amount certified by the owner then contractor May what do something uh 14 additional days after written notice may do What so that was May add 40 14 days to the contract if they don't get paid within I don't know what that after written notice but yeah certainly so that's that's a contract thing I saw 97 needs to be looked at appreciate the second set of eyes fourth set of eyes so um that's all that and the same thing goes with PC three okay same contract probably yeah cont all right good pickup Michael excellent pickup there thank you one thing hollly you may want to do if you're not doing it already is you know if it's been a while since there's been a review of the basic for just having someone outside of your office look at it and go through it as having independent eyes and then before you approve a contract they compare against the four so you see what all the changes are and they'll pop up I've started to do that it helps me out all right thank you John chesher yeah actually 9.7 is okay if you read it it says um may stop work until payment of the amount has oh has been received after 14 days he may stop work yeah fun okay it's a little worded a little funny but it yeah it could be worded it looks like my nine-year-old wrote it in but yes you're right so I agree with John because of the commas there it does read correctly yeah a little choppy but correctly yes all right anyway uh Michael ban you had pulled this too um yeah how old are these roofs and and by the way just a comment on the past you know you folks are expecting that the contracts are easy to read really they're intentionally meant to be complicated that's what we do right Dorothy do you happen to know I I know that these were both f-rated roofs correct I don't remember the age but they're it's it's a while yeah I don't know I mean we're talking about over 20 years old this is pooke Elementary yes it's over 20 years old all right I have no further questions then I the other one was discovery key that's also in that same age range 20 25 years old okay well am Michael these were also during a Time the reason we have the referendum is because we had no money to do maintenance Tallahasse pulled the fund so you know even a 20-y old roof that should be good if it had been maintained went 10 without being able to put any money into the thing so it's going to deteriorate faster y okay uh need a motion on PC2 move forward PC2 without objection a second second by Sam comments or questions darthy Paulis please Bill Hill yes David Porter yes John chesher yes Michael galand yes Michael Guida yes Sam Shannon Yes Virginia Ferris yes all right PC3 the Michaels my question was handled okay and I think I have one more for this one yeah the same comment from PC2 applies but in addition to that um this uh there were some RFI questions that were asked I think on the second page about the lightning protection system and about electrical reconnections to equipment on the roof going there's some rfis I think the contractor asked for so and uh the responses to those that the contractor needs to um include a light design for a new lightning protection system with the roof and include that uh and then later in article I think it's article eight um it says that the contract uh no work shall commence until the contractor has furnished the owner with performance and payment bonds Insurance certificates and other documents required by the contract uh documents so I would think that these plans would be the other documents that have to be submitted where are they do they get reviewed by somebody in the school board yeah that process the shop drawings for that design go through our BCS so they submit shop drawings they get signed and sealed and they get delivered and our building department internal reviews all those before they go forward so that's all reviewed ahead of time before they even commence work yes including this best that some of the shop drawings for the roofing products themselves get reviewed again just to make sure they're the product that they're using is compliance even though it's in the specs so we review all that does it go to the architect and engineer to review as well as a shop drawing um first or yes through all right I was just um these other documents I didn't didn't know where they other documents right the quote unquote other documents right well understood all right so um that was my last question on that one okay I was happy to see we had a good cross-section of roofers that were interested in the job last month I think we had two Roofing jobs where there people that submitted real bids and and these are fairly tight bids too so that was good to okay need a motion good job move to go forward without objection okay second who was that second is that Sam second okay com questions all right Dorothy polus please Bill hook Hill yes David Porter yes John chesher yes Michael galand yes Michael Gua yes Sam Shannon yesinia Ferris yes okay we're back on the in progress FCA work now everybody enjoys when I go for 45 minutes on a progress of work um no I I um I think Dorothy's going to pop that up but um it uh I'll say this this month um everybody was so incredibly focused on getting new construction um all the FCA work batten down bundled up whatnot so um I think we did a a lot of a lot of great work this summer and um and and it showed in the fact that we've managed to um open up all the schools uh cleanly um with minimal disruption to the the the the operations um that last I said earlier our last week before when teachers came back that was really hectic um so great job all the way around for our team um putting these these projects together go ahead when we slide on through um there's our updated numbers on um how much um how many receipts and the expenditures um I'm not sure if any of you can read it because I certainly can't but but that's okay um again reminding everybody this is on the uh on on the website so you can see there's a quite a number of projects coming up you'll you'll notice that I think the transport ation projects um there's three Transportation projects right in the middle in the blue that we're uh we we look to be putting in R rfps individual rfps together and hoping I say hoping we'll have it we'll be able to put them out in September it's been a in a while coming but we're I think we're in a better place to be able to funded and make sure we've got a good scope to have longstanding facilities uh for the future okay next up again I I won't bore everybody with all the details you're welcome to read them um this is more I always refer to this is this is Cork's oh no kind of slide this is what's coming next right upcoming gmps so that they get to see uh which ones you're going to be reviewing in the future okay development activities quite a number of design processes um U starting up and uh moving forward um including um uh look looks like uh the Linkin at inl Grove um so we're excited about that project the uh design and gmps um again I won't go through these details but they're um a number of projects in different states and some of them um just as a general reminder we may have we have may may have um uh fell a month on some of these sometimes we're trying to get them through during the review use and we miss it by a month so that's where we're we're experiencing some of these uh changes yes Mr Porter uh I think this is the first time I've seen this CCNA and RFP process so is the CCNA the one that was already the pre-selected 10 contractors 10 Architects that we don't have to do individual selections for and the RFP is an individual selection that's correct the Reds and The Blues from the previous slides okay that kind of thing so I assume from that that our previously chosen kind of 10 in 10 packaged selection process has worked very well in terms of divvying up the work to those [Music] firms Michael do you want yeah it's working great um keep in mind that the CCNA is split up into two different groups the under two million and under four million so there's a few more there for the contractor side but yeah it's working well um feeding a lot of work through that system especially now as the referendum is wrapping up a lot of the I think we have 45 schools or so to go prob the vast majority of those will be on CCNA there's a handful maybe four or five that won't but you know they have smaller Scopes and we're working on packaging those up together those smaller Scopes are of course due because they're the newer schools so they ended up at the end of the referendum and therefore they're lower dollar values right uh John I'll get you a second and the question then is um has the work gotten evenly distributed or is there one or two contractors or Architects that have gotten the bulk of the work and because long time ago we had discussion for okay how you going to divy up the work to 10 firms is it GNA be based excuse me on capability is it gonna be based on their availability is it you know what was going to be the basis so has that gotten distributed accurately yes absolutely um we have 33 FCA projects that have been awarded into the design area and each architect has great or four um because they're still being rolled out so you know it's not it's hard to keep it 100% even equal you know on a daily basis but yeah there's 33 in design um Awards we have 13 awarded in the under two million for gmps and um each one of those have one or two and in the 2 to four million we have 18 gmps been awarded wed and each of the AR uh excuse me each of the CM firms have one or two uh Awards good um has it been kind of handpicked where you think a certain contractor is best for a certain job or has it been you know who who has the least amount of work gets the next job well initially it was who had the least amount of work now they're all full so um now it's kind of just next one on the list or they've done work at that school before we consider them that they might be a better fit for that school yeah a roof an architect who did a similar roof design at another school good John cheser Dorothy could you back up on page page five that page yeah it says there in a center design procurement process started with the RFP for Palm Beach Central High School designed contract estimated for approval in October and I think it also the previous slide said the CM RFP was selected but I don't recall an email asking for um Court volunteers to be on the selection committee did I miss that no I didn't get that either I I I'll check on that but I think the invitation went out yesterday but I'll confirm all right thank you and with that I have to leave thank you all right John thank you thanks all right Mr Dolan you may continue all right going on um again I'm not going to read um any of these uh but there's quite a bit of work that went on on our facility renewal projects um you you'll notice there's a number of them that are actually closing out or finishing up substantial completions final inspections Etc and some again what do I always say um the our referendum is not the pretty stuff but it's the stuff that's really important to the schools there's a punch list for that fan that's missing the top Cal yes in progress yeah that's true you didn't say it was finished work okay um West acerage this is our um our groundup brand new school out by uh Binks Forest um that area Arden um it's uh it's it's in the early it's in the early stages of construction tilts tilts going up um drainage I think there's a couple of photos um following yeah so again it doesn't look pretty but got our pipes going in and all our Architects and all love our internal Plumbing okay um next project up is Pine Grove Pine Grove yay um great job to Angel uh Pine Grove's first phase of the project which was to build I I always refer to it is the z-shaped building but the Z building the brand new uh classroom building is uh up and operational as well as the renovation of buildings two and three I believe and um yeah there you can see so there's my Z building on the left two and three are the nice white roof thingies there and then the building the the donut to the top is the old existing building which the students operated out of until June until May end of May and um we left it open or left it up and um kind of a kind of having a back another school in your back pocket just in case um but thankfully uh we open Pine Grove the the main first part done and now we're going to start moving on to in the next couple weeks uh the demo of that building and where that big donut sits we're going to create a parking lot so that you can actually see the north part of there there was a parking lot a temporary parking lot up there some of our interior photos will the temporary parking lot go away once the new one's created yes it's actually a park uh of the city of uh Del Beach property with a lease agreement a lease agreement to the Del be to Del Beach so it will turn back into a a p I think it's a passive Park just okay the uh photo on the left side what facility is that media center we Auditorium I would say Auditorium caeria yeah looks like the music CL yeah say music all right thank you that's a big Ro music room yeah thank you hold okay wi Brook wi Brook um again you wonder if angels these days um and um and I apologize I don't have the the the work is continuing on I don't have the updated photos the ones you'll see are a couple weeks old um but the uh the building pad uh I think AEL we said we're already tilting we got the majority of the panels tilted right now we got structural steel up uh in between the buildings so it's it's point where watch sorry the updated photos yeah my my apologies uh I I was scrambling this morning and and did not get to update them are up in building one and up in building three which is a slab you have a short slab there that you see side most of those panels are already up there's still structure going up beams and columns down the center of building one um and the old the renovated building which is there a lot of that is already uh framed out and we're in the process of re Roofing that with a new metal roof and then starting the drywall work inside but it's all framed up mp and all that is in the walls and above the ceiling so that good okay West Riviera um you might remember last month I said we moved everybody out um they are over at Lincoln that's a good thing I'm sorry I said that's a good thing you moved them out because uh yeah not much yep but um yeah as you'll see the the demolition is well underway uh we uh according to the the spa they've begun site drainage installation in our northwest corner a northeast corner of the site but again that's that's early that's early on um so we've got quite a quite a ways to go everybody loves demo pictures all right delay full service I put in parenthesis there so everybody remembers this is uh the campus is the historic haror high school campus um we are we are now complete with that first phase with that building parking lot the substantial completions been achieved um and you what you'll notice is in that bottom right in the in the right hand photo um we we we refer to this as phase one of Del full service that we've completed um we are we are lining up phase two because um down there on the bottom right where Dorothy's cursor is building uh building one which is well that's building two that's building one and then building 12 is just to the side of it right there those two buildings will be renovated we are uh we are funded and we're going to be putting a uh putting RFP on the street to I um uh enhance those buildings to basically and for those of you who recognize where it's an old campus so no ADA compliance no elevators any of that stuff so we really do have to do a fullscale renovation on building one and building 12 um and these will continue to be part of the adult education facility I think building 12 is the cafeteria uh or was the cafeteria the old school and at this point we are anticipating that we will be um enhancing it and turning it into a Culinary Academy for that area and building one is is classroom buildings so again it's a it's additional um classroom adult education uh rooms you said RFP will that be a CCNA or an RFP no that's a it's RFP it's a $25 million 20 is the total 2020 million okay project so it's a it's a substantial work yeah yeah okay um and with purle we have our historic Roosevelt full service center and I I can't even imagine how to explain it it's it's a giant hot mess there's a lot of work going on there they've got three different buildings they're building a brand new two-story building they're uh renovating our what was I guess our old shop building and um renovating our historic gymnasium I say historic our our classic gymnasium and um they're they're moving moving ahead quickly um it's still a long ways ways out and again um I think if you I'm not sure if we have any arals of this um can you scroll to next pages I don't think I have um that's the building the two-story building right J gymnasium blood paint to pement oh oh oh that oh I'm sorry the first picture was the gymnasium uh lead lead based paint um on the exterior so that's all being remediated against the the bagging Dave back up to back up to the two pages where you comment about the gymnasium that it's kind of still on hold because of the school district uh we were um we have a u our original plan and our permanent documents basically have it as the gymnasium um where we we we still use the general frame of the gymnasium but it was going to be turned in more into a community center it's it's got a kitchen designed into it and and uh or warming kitchen if you will it's also got some classrooms um in it and um the but it did did not have any basketball the basketball court was going to be the open space we are now revisiting um that scope to just see if there are ways to enhance it to maybe potentially um uh multi-use that existing space so it could both be a community use room as well as the possibility of occasionally using as as a gymnasium whether it be a community use for the gymnasium um so we're it's when I when it says it's on hold there are there are a lot of things that are still going on on that it's it's more when we find out what the Interiors are going to ultimately be um we do have a Direction now we are going to try to put some um some small sections of bleachers in there and um uh and potentially renovate the the floor to be a gymnasium floor a an actual wood floor for basketball that kind of thing and and that's the pictures where we have the lead abatement going on so that's an eight-week process where they can't be in there working so um so we're we're able to double double it well we're while we're sorting out our details they're working on the on the uh remediation yeah I guess from Cork's point of view or from my point of view um I wouldn't want this coming back as a change order because we didn't make up our mind in time for the contractor to continue moving forward um so there there will be a change order coming up for the lead abatement um process that was on I'm sorry and which has caused a little a delay for things there so we this will come up again but that's okay I I just don't want the contractors sitting around need to charge a change order to cover overhead because again we still didn't get around them making up our mind what to tell them to do understood and and there's more behind it and and in as as things progress um we'll keep you in the loop on on uh on how how it's proceeding staying on Target and again um uh Jacob from purle knows I'll be the first one to stand on his on his shoulders and say come on now there's no time added we can do a lot of other things while this is going going on um let's make sure that this gets done in the same time frame uh whatnot so we we'll we'll we'll uh we'll gently drive him to make sure it gets done okay okay seminal Trails core expansion yay it's it was right down to the wire but we did get the uh the cafeteria open right for this uh for this school year the kitchen and cafeteria um we literally I'm not sure if oh that says uh release for final inspections we passed we have uh Health Department approval uh the kitchen's open there's there's uh the kitchen area and I believe that's the staff break break room okay and then there's a a list of some small stuff that kind of works on in her Spare Time massive amounts of work um very excited the booker tone Fieldhouse uh buildout is complete that's that far picture on the right that was the a labor of love getting that that uh that built out get it all done and um pomy Central on the left there um roadway improvements at the main entrance to try to help improve the traffic circulation making parent drop off and pick up um that much better Discovery Key drainage that was a classic picture I was say we have to accept that as not yet done that's not really gonna work very well is it little disconnect there yes that's it uh that's it for us are there any questions you order for that the extra 12 Ines of down Sprout yes we're going to use duct tape we're just gonna wrap it all right any questions for staff on the updates okay can I uh we have we have one here um Barbara yeah sorry I just wanted to get back to um Mr Porter and Mr chesher about the invitations for those selection committee meeetings the invitations should have went out on the 23rd and a reminder on August 7th so but the selection committee meetings themselves are on August 28th for the design and September 18th for the semar so we'll send them out again and um figure out why you didn't get them if you didn't get either one of those invitations nothing went out to Cork if John didn't get it and I didn't get it um okay who's on the committee is if there's is there a COR member elected already no no we didn't get a response so we get a response if nothing came to us right exactly okay thank you for bringing that up because we certainly want to have one uh one of the cork members on our on that selection well I think we may not have had selections since Susan was there because the process used to be that purchasing would send the information to Susan and Susan would then shotgun those out and forward them to all the Court members and then we would reply to Susan copy whomever in purchasing was running that project so I don't know if somehow nothing got sent to darthy or anybody else in construction to know that cork members needed to be notified so check on the check on the process and find out where the Gap is can we send the invitations ourselves that's is that permissible we haven't done that in the past we've sent it we purchasing sends it to the represent for Cork and then it goes out but if we can send it out directly that would save a step because we're sending the invitations out to the other departments anyway so that would be more efficient if we are permitted to do that that's fine okay I haven't received anything to be sent out to them okay so well I'll check with um Laura where they went to who they went to but she just confirmed with and out on the 23rd and a reminder on the 7th but maybe she's got the wrong contact in there so we'll figure it out after Susan had gone Dorothy the lady that used to send out the cork uh meeting information I forget her name mon Monique yes that we we did get some invitation sent To Us by Monique so she kind of picked up the process from what Susan had done to forward things to Cork members that came through purchasing uh since we haven't been getting cork information from Monique any it's been coming from Aaron that's about the time we stopped getting information uh for the RP okay so so manique just sent a message she missed it oh she got it she missed it she didn't send it out she'll take care of it all right well at least we found out that issue yeah if purchasing get S them directly to us and it just removes construction from absolutely I like that yeah let's continue okay good moving on Mr Gonzalez's uh can you mute him please thank you very much uh we had a follow-up document but it basically said everything's going to be later so I don't know if there's anything to talk actually it doesn't we sent out a revised followup oh so that we've actually addressed item number one but was a John chesher original question so I don't know if we want to deal with it now no let's let's here I I would say let's postpone this followup and make it next month's followup that way John has a chance to comment if he wants to but but Michael really wanted to get it off the list hey John's not here we can just move on and we can say we did it and you know no it's fine to push it we we'll you have the responses now so it givs time to review it and ask any followup questions that he has so yeah I would just make sure darthy when you upload next month's information that this also gets uploaded and we don't have to go back to this meeting to find it yes sir okay all right uh anything else by cork members got our next meeting September 12th already listed on the agenda um approval of minutes anyone with minutes issues Virginia were they okay I saw no Corrections okay good minutes are good uh we haven't told staff anything special we want to discuss at next meeting so anything else by cork members to talk about I just we need to move that the minutes are approved okay so you can do that by saying they've been they've been approved as sent out right no corrections to minutes they're accepted they're approved they're approved okay all right uh hearing nothing else from anybody we are adjourned thank you very much everyone have a thanks guys e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e for
