on the agenda will be the approval of the minutes from the last there is no approval of the minutes they've been moved to the uh next council meeting we'll get two at one time and uh I think we do have additional do we have additional dele no deletion item do yes yes um before we move on we have one deletion from the meeting tonight item one was going to be a bid opening for the sports complex but we received a phone call from uh the engineers's office and they had a mistake in the tabs that was put in the bid contracts so they've asked us to extend it 14 days which would be when the 14th 18th 18th so we'll meet again on the 18th and we will open those bids that night is that okay for you Mr soman yeah so there's nothing we can really do about it because the bids have to be uh submitted to the biders across the board so we we'll do that that day okay um approval of the minutes I'm sorry that's okay look like 11 things on my mind before I walked in the room today I think we're in the item it's Mr sl's fault he buried me with legal stuff um from the audience I got it damn attorneys yeah I'm not kidding you we did I was reading a stack of stuff like that that's why I back with you sir your time has expired we item two is the auction of surplus vehicles what a list Mr s it's not very many items that I got it's not it's basically uh an Explorer and two old law mowers okay and then we some miscellaneous just so you need to declare Surplus first and then allow him to auction yeah I'll make that motion to declare this got first or second to make him take take can I ask who the second was I'm so sorry I missed that one miss Barrow was Miss Barrow thank you and is Mr hedinger in the room okay can I ask Tony to come back to the pulpit again and explain about the feral cat situation that he's correcting okay well do we want to do your thing or do you want to do his thing then your thing no he's I think he's already addressed the situation okay fair enough I think he needs to explain what's what's Mr give us your expert opinion on phro cats please don't have an expert on them but we have been trapping them um we had stopped trapping them for a while because someone was closing our traps and let back out and freeing them um so then we had numerous citizens come in and make the complaints so we posted don't feed the cat signs up and everything um we thought that was working but then we installed a camera on the side of the building and caught the individuals that kept doing it because they were feeding them on city property and they were feeding them at the park and they were feeding them everywhere so the camera was able for us to allow us to talk to them so we communicated them that they were being recorded they needed to stop um they then proceeded to try to come back later on on and get from a different area okay but the camera went off as we seen all the cats run in front of it so then we sent the police over there and the police had a conversation with them and let them know that if they were caught doing it again they would be trespassed from all parks um so the feeding has ceased um but we were going to start retrapping now that they're out of the question try to okay we were clearly over 30 40 cats back here last count that we had we about 16 16 cats plus yeah there was a good God is that right they were everywhere yeah could you start that back tomorrow we're going to start trapping again tomorrow and let the county start coming and getting them but like I said the population has dwindled a lot um but we did have a very bad problem are you saying we had to address the feral cat feeders yes they did yes thank you Mr you must have run them to my house because overed well the problem is C just had these are coming from everywhere yeah well the problem is is that now that we have cleared the trailers most of them where they were hiding at and the food has stopped here they're leaving here and going elsewhere for 50 sorry I mean it's we have we have traps like I said if we want to set them up and get traps do they charge us the money to pick up each cat they charge they charge $36 just so everybody knows that a we pay a flat rate annually to have uh animal control but each one that they take into custody they charge me like 37 to $75 depending on what it is so if I'm going to trap 64 cats at 40 bucks a piece I was going to tell you it might that might be a job for Mr Chapel you got a new Corral built over there you put them in the Corral take a couple cats so you know want no cats so you know maybe have a cookout or something like that okay I I appreciate your concern Bob I really do I know what you me problem over my neighborhood and you know the strangest thing there's a couple of KS live in this wood right here and I'm surprised they're not trimming that population up there's a three one over there right yeah generally they eat most of them don't have okay anyway Mr Chapel you have the floor sir really I don't have anything to talk about tonight um our little projects that we voted on last meeting uh they're all coming together and uh getting done so uh well our wall is amazing what our brick maybe you want to tell us about that our what we just did outside in Memorial Park yeah yeah it's great come see it the uh the brick layer is laying the bricks out there at the uh flag pole U he started Monday and he's probably about halfway maybe a little farther than halfway so little rain running off Monday so he he should be done by either Wednesday or Thursday and uh then we start working on the the signs if you want to if you had some relative or something like that that passed away in World War II or any War any War we had U we can put the signs out there I've got to get a price on the the signs a rough I'm thinking around $20 for a sign but U I haven't really gone and talked to the guy that does them and uh and see what he would charges for doing very good Mr Dany you have the floor I just want to commend Mr Chapel for orchestrating that whole project wonderful it looks amazing it's it's perfect and I commend you sir that's it's awesome thank Mr Chapel we've got a couple of angels and he's going to put one on each side of the walkway going in right he's going to take care of that I will say one more thing too your time is you haven't been down to the fishing pier you need to go down there because it's uh it's been picking up with people uh Parker people Callaway people everybody so and they're starting to catch fish down there so uh if you want to go fishing at night time I've got lights down there so you can see it's really nice yeah I went to the beach down there Memorial Day packed full of people really it was packed it's good there's a lot of people down there that's good Miss Barrow I have nothing really I just need c food cat food yeah I got a whole bag of home that they don't eat I need 22 shorts they come in the bag see that guy in the back back there I think he can help you with that I I only have one item I want to brief the Council on um you may or may not know when we hire some employees different employees and different departments they have an obligation to pay back uh the investment that we make uh if they don't make through the two years that's required for um paying for the position for the training in-house training or whatever um one of our policemen uh failed his uh State Standards exam and uh for about seven months he went back to the academy at his own expense and it's not cheap you roll the dice when you go there fire academy Police Academy your four grand is gone if you don't pass it that's what it boils down to plus the commitment of going there every day well under normal circumstances if he left here and he owed us whatever he owed us 10 12,000 whatever the training cost we would uh go after him in small claims court and we would ask for that money to be paid back but this particular police officer was fortunate enough to get rehired be hired at the city before he wasn't full-time but he was hired fulltime at the city of Parker and he's on patrol this week doing something out there and Council I'd like to make you aware that I do not wish to charge him for that period of time for the cost of the training from the first go round because it wasn't like he left and never came back his intention was to come back and uh finish his class and come back to work for us so I want to make you aware that that's what I did what what I'm asking you if you'll support me that I won't charge him that fee that we charge other individuals who walk away and don't pass back other individuals Mr SLO takes them to small claims court but they don't work here anymore more and the odd thing about this is he came back to work for us he passed his test the second time and so now he's a certified police officer and uh all of the training and everything that he had done in that first go round all applied to the second go round so what I'm asking you for is to to support me in uh not making him pay back the uh training costs for the first time because he's already working back here again the second time and we're not losing anything it was just time training of time not really we didn't send him to school we didn't pay for his Academy it was just time that he was here so uh I'm I'm asking you to give me permission to not make him pay that back we need a motion I think we should one one question mayor would that be even if he doesn't complete his two years oh no if he doesn't completed two years it starts over again you're asking the currently not to pay it back right as though he he had gotten hired after the first time that is correct I'm asking for you to support me and not forcing him to pay this back if he drops out or if he quits or something happens and he goes to work for somebody else then I want my money back I has to be that way can we get inut from Chief huto input oh he didn't know I was going to talk about it or well should we just table this till we know more about it uh I need to do it sir I I need to get this done I'll make a motion go
