budget um those of you that have had an opportunity you should uh have seen that it's on social media you're able to pull a copy uh for yourselves uh would you please uh Mr Chapel would you do the work work for the city of Parker press all our uh First Responders and uh make them be on the safe side of of your and uh bless all the people that are here tonight and make sure that uh we do the right things for the city we ask you all in this name amen I pledge religious to the flag of the United States of America and to the Republic for which it stands one nation indivisible liy justice for all please be seated so this meeting tonight is divided into two separate sections the first portion is the uh uh the budget and the second portion will be uh the regular council meeting uh would you please call the role Miss Barrow here miss bford here Mr Chapel here Mr Haney here mayor Kelly here thank you um I notice there's nothing in here for public comment did was there I just didn't does anybody have any public comment that they'd like to come to the podium and state the name and address for the record before we get started we got 31 minutes to get through this to pertaining to the budget first 31 minutes is the budget um 1344 Stratford do we have two minutes or three not that I want to push it just go ahead and go okay um just a maybe an overall question um looking at the proposed budget we've got 2022 through 23 activity is that actuals year end actuals okay just wanted to make sure of that um first uh page down around uh Department 330 intergovernmental Revenue we've got two line items one for 208,000 I believe the other one for 46,000 like I don't know how you guys see these things um State of Florida payment beginning July 24 gives an amount we've got the notes are the same on both line items thank you I didn't do the math on that thank you um I have a question with regard to the general salaries which without going into each one uh each department I know at the uh Workshop I believe this the council discussed providing a 5% increase to staff is that included in this that's not correct no who gave you that information I believe it was on the meeting oh that was inaccurate um some people may have we gave a 3% Cola 3% okay thank you um on page seven of 13 uh with regard to the half cent sales tax improvements other than buildings um I remember asking this question at last year's budget um 22 23 it looks like we spent a little less than $6,000 I think we had about I thought it was more than that I thought it was about 40,000 and we had about 450,000 budgeted but regardless this year we budgeted if I understand 544000 we've spent a million one part of that came from $500,000 left over from 2324 and part of it also from 2223 that did not get spent you must be on a different page we have seven of 15 in front of us I don't see anything like that okay I just seven of 13 I've only got 13 Pages you have 15 oh thanks I have a ledger printer copier what department were you referring to um it's under Public Works Street Department Department 541 so anyway again we' spent a million one which I understand we had a budget for 2324 which is current year we had money left over from 232 2223 and I believe we have money left over from 2122 is there okay is there any more left over at the end of this year okay so we'll have some left over to I'll say offset the 750 got it okay and then we also have the Ador which is supposed to go to infrastructure and that is the first part of infrastructure right is that what Ador is being used for to run the city okay so then the utility money is used for Public Works what do you do when the money necessary to run the city exceeds the amount of rent you would get from Ador okay I don't see the question you ask the question I'm giving you the answer the question you're asking me is what I understood the adum was going to be used for infrastructure well through through public works right so that so 50 of this 750,000 that we've got budgeted is coming from leftover money from this year that we didn't spend yet so Paving is not the same as water sewer okay so good to know so then I'm really confused um the half cent infrastructure sales tax how is that used okay how how how was infrastructure as I'm just asking a question I'm sorry ma'am the clerk was referring to to something else could you please repeat the question yeah um we're saying here that the adalum infrastructure money is for sewer and water only but yet the half cent sales tax from the county for infrastructure road resur that kind of stuff is used for repaving how do we Define infrastructure two different ways I thought it would all be the same pie that infrastructure would be Paving water sewage it's not done that way because how could you pave a road if you don't replace the infrastructure it would just be Paving no I'm talking about where the money is allocated corre infrastructure is on the ground Paving is on top the ground call it infrastructure the state calls it that so it is defined by the state what it can be used for okay okay well that helps that helps tremendously um I know I'm out of time I guess that's all I have for now I do have one last question if I submitted questions to and to the accountant before the next meeting might I get answers to them you might okay might might okay if they're not too extensive is that a fair question you might okay thank you mayor thank you ma'am appreciate your time anybody else in the audience all right let's go through the budget ladies and gentlemen um you want to start with the uh the first department and go through it council do you have any questions what what is the first Department you got on yours it's Revenue it's Revenue yes General so there have been no changes since our budget Workshop meeting we are proposing for General government for total revenues um a budget of 3,768 that's a 4% increase over this current year Revenue budget a page to follow you thank you um for our Appropriations our expenditure and general government Department 59 we are proposing a budget of 53 which is an 8% increase over the current budget for Police Department we are proposing a total budget of 1,280 24 C police and $100,000 in dispatch that's the large fire department we are proposing a budget of 46,700 that is a decrease % and 8% is what the decrease it is what go ahead enal 196 Department 534 is trash we are proposing 3,362 that is a 0% INE Street Department proposing a budget of 1,274 that's a 33% inrease majority of is coming 750,000 will be used for Paving 500,000 of that will come from the current next year's current year and then will 50,000 C Department a total budget of 56291 that is increase of% and Parks we are proposing a budget of 46911 which is an increase of 155% over the current year budget we are budgeting 220,000 for the remainder pay to be for the sport comp overall Appropriations for general fund one 4 69841 a total of 24% increase over that is def of 937 322 we're going to cash carry forward 250 from the half infrastructure that leaves a deficit in f one of 6873 thank you ma'am on to the C fund two we are proposing incre Revenue 169,000 next year we propose expenditures of 286,000 that is finishing the mende project which is the cost that's going to be in excess of the grant um and so we plan to use of received in this current fisc year 117,000 to R to for next yeares Utility Fund 41 fund 41 proposed Revenue 3,924 55 increase over this budget that also does include 686 water department we have proposed expenditures of 93346 that's a 31% increase over the current year however we are $10,000 for SE department3 2 2125 573 that's a 21% increase this this includes the 686,000 CVG that I just mentioned that's up in the Grue um $120,000 to replace the F350 truck that's a000 truck overall inrease expenditures for the Utility Fund 24% that will give the Utility Fund 8654 any questions F 41 for fund 42 we have our srf it has been desired to pay off the drinking water loan so that is approximately 56,000 left on that loaning down to the bottom we are proposing to put $100,000 into Reserve the thank you ma'am Council any questions as I said two weeks ago at any time you can approach Suzanne in her office and she'll answer any questions you may have um our next meeting won't start until 5:30 so I'm going to close this meeting and we'll have about uh 12 minutes right if you'd like to get a a drink from the soda machine or whatever you're welcome to do so you and conted to it so this is kind of funing from what this is that the outfalls over because of all the rain that reive the drainage system took a whole bunch of dirt and dropped it into your Canal system so that's what this is is to dredge out that dirt that'ss City understood one by one by all of them yeah you see on the wall we got a board on the wall outlining everything that's projects that we're doing but this is the outfall project but thank you Miss Moore I appreciate you all right so uh second item is uh 937 Pitts Avenue proposed dock approval in your package you should see reading for possible adoption ordinance 2024 d424 I open it to the public Mr SL could you explain to the public yes sir 2024 d424 is an ordinance uh which came through the Planning Commission at the direction for city council some time ago uh to address off- premises signs which are commonly known as Billboards and uh the uh the Planning Commission studied it and determined that based upon the uh the aesthetic needs of the city that they were recommending uh to prohibit future off premise signs and um and as a result result of that uh they uh they recommended approval of ordinance 2024 d424 however at at that time there were some Provisions that seemed to also apply to General signs and uh and those are included to remain in the Land Development regulation that's correct um so that's that's what this ordinance is about and U and I have not forgotten Mr Haney's request to uh look at uh the prior off premise signs that have been permitted and see what can be done relative to that I'm looking at it right now on page two uh I guess that's a d section two at the very bottom paragraph I'm sorry Mr aney what about it uh it's uh to me it seems like they could uh put a sign up without cost without any kind of franchise fee to the city no under prohibited signs on page one or off per signs they cannot put up any new off- premise signs so that prohibits uh new off- premise signs from going up then there's no issue of money or anything like that uh I don't know which um virgin you're looking at page two of the business impact estimate page two uh I guess it's section D part two lower paragraph So the one that starts with an estimate of the direct economic impact is that there are likely to be direct compliance cost assciated with ordinance 24-44 yeah there are there are unlikely to be direct compliance costs so the city should not incur any direct compliance cost no new charge or fee is imposed because you're just prohibiting new Billboards what about the the existing billboards well again this ordinance doesn't address the existing Billboards this is a prospective ordinance going forward again I I still have to come up with something for your we can Mo previously permit forward at another time as far as a as far as this is this is the first step in in the billboard process prohibiting future billboard understood we a motion to approve we're going at them so the ones we gave you rank we rank those and this would be the ones that didn't make the top five out of your first 10 so some of you pick 10 some of you pick five some of you pick two but um if you'd like tomorrow we can pull out some names to look at and then we'll schedule call you with a schedule time to interview them and 30 minute increments would that be suitable I would prefer if the the the ladies office that that are running everything right now would have a minute to rank them theirselves and bring them to us that way they know who's going to mesh well and who's not going to mesh well so that was one of the concerns I had um that whoever we hired had to work in conjunction with the current employees however some of those individuals that may have worked well weren't necessarily qualified for the job so it's a fine line and um uh I think that if we look at the stack tomorrow and do you want to reconvene to go over five more that's really what it boils down to with with their recommendations of course okay so what day would y'all like to do that apparently we need to do like five days ago is what we need to do I you guys are over littered right now it's been a little rough Mr Haney if you'll pick a day for us we work with you day we need to find out if the people can meet we got to find out if the people in the office want them to work here or not
