18th at 7:00 p.m. is the regular meeting and there's a typo here supposed to be March 4th 2025 at 7 p.m is the agenda meeting uh moving along to ordinances second reading and public hearing there are a meeting in December where you promised to do something for our safety and our security we have heard zip since then zip zero it's 3 months now zero is this how we hold are you supposed to be accountable I mean in the meeting I heard you saying oh the construction was was decided on when I wasn't a mayor did that absolve you of of keeping us safe what's going on I will answer you at my public portion I'm not going to answer you right now we we have that meeting tomor my name is amitra sm's husband just wanted to add something uh to what she said is uh uh we had been promised to be a secure let me just say please if I can I had actually followed up Jam's office and uh I was told that it's been forwarded to someone yeah but like she said there has been no response so I'm looking forward to thank you good evening good evening everybody um my name is Dorothy allerin I live on 293 Fox Hill Road Denville well foron the Denville mail address and I have a concern and and I know the mayor is focused because I saw this in the focus the safety of the road so I know you're looking at these things and I appreciate that um something happened the first snow that we had which was but last week I'm in my house and I live on this little curve which has a history I'm there 50 years um maybe I'm wrong cuz I have to have bought that house when I was so now I'm a little older anyway I bought that house 50 years ago as an adult and it's always had foxille Road has always been a very narrow road as we all know a few years ago maybe it's 10 by now I think there was an attempt to widen it but it wasn't highly successful anyway there was an accident the first snow last week and it was very disturbing it was a younger woman a girl I believe a little bit of snow she came around the bend hit the guard rail was hysterically running around I didn't know what was going on but anyway it's a hazard Fox Hill Road is a hazard in and of itself because it curves it winds it goes up and down Hills anybody who lives here knows you know it's it's this Narrow Street and here's what I'm concerned about years ago a couple of young kids on that curve went off into a ditch and the town was very proactive I have to say that and I don't know if you were the mayor cuz I was in college then so maybe you weren't I wasn't a mayor you weren't the mayor but what happened was a very quick response is um a guardrail was put up so nobody would wind up in the ditch again and they were teenagers and um that was a pretty good attempt I didn't like it but it was a good attempt however I see this kid get hurt and there was a p you know the where it looks like a big tree and whatever so the fire department came out to make sure that power lines an ambulance came out just in case cuz I call this that I don't know what happened but this is something happened but also what I Ponder is why is Fox Hill Road which has a lot of detriments in width Hills curves that's the only town the only Road in all of parsipany that allows 8 ton Vehicles that's the only one and I think that and I've observed because I walk on occasion and when I walk on occasion and I'm on the side of the road and and there's a car coming towards me this way and one behind me the two cars rotate towards the middle to avoid hitting me they almost hit themselves so if we get an 8 tonon truck coming one way and a car another way and a little kid on a bike or a senior like me walking it's very possible somebody's going to get injured and an hron truck is is probably the worst thing that could hit you I was hit with the tractor trailer when I was 21 and I was in traction with my neck so I was 20 years old you know 50 years later I still have a problem with my neck and then I know about a year or a year and a half ago there was some little kid on Littleton Road or one of those roads and a Truck came hit him and this little child's parents are devast St they lost their baby I would like the town to look at the reason why about 20 years ago the town decided to let 8 ton trucks be on that particular Road 30s if you can look into it and I think we need to lower that tonnage before somebody gets killed thank you thank you oh I forgot to sign in [Music] [Music] can I go ahead go he go ahead hi my name [Music] is my name is Girish subrahmanyam I'm resident of 8 Fox Chase Drive uh in in Denville pareni Township um of course I very much support the uh ask for that security fence um you know between the wisar construction and our backyard and us but beyond that also wanted to table an issue that uh that's come up U where a tree from the um from that part of the land I think it's 12 luga Road officially fell over and damaged our fence uh and also the pool cover and in in the storm I guess over the holiday is one of them and U so we had to get it fixed in a hurry and we did that got the tree cut back and the the the cool cover fixed uh and we tried to contact uh the owner of that property and in Denville and we were told uh this you know they didn't have the record of the person so we had to do a lot of search to find that uh information and when we contacted that person um the lady said essentially sorry uh they're on our own so it's just a lot of impact to residents of your town uh from this activity that's going on that's over and Beyond what would be considered normal uh you know for neighborly Behavior between residents and the development behind us so just want to take that thank you thank you [Music] uh good evening Bernie Clark and can you hear me okay yeah yes yes I'm here tonight because of the lacana Avenue development plan that's on the agenda that the council is expected to vote on tonight I've looked at the property and it's basically an office building it should be redeveloped you know into something my point though is I'm assuming this is leading up to another pilot project especially if one or both of the these things are going to be included if John engino is the attorney Andor if the resolution is going to contain words like area in need of Redevelopment that's a pretty good signal to me and I think to a lot of other people that a pilot is coming down the road let me be very clear I am totally in favor of Redevelopment of properties in this town we need to do that my problem is use of Pilots which seriously hurt the school system and will hurt it for the next 30 Years and I don't care if it's a warehouse or a housing project it's still going to hurt and I would also like to say Redevelopment happens with without Pilots Last year somebody some developer decided they wanted to build a warehouse in Pary down off 287 that went through without a pilot I live near Route 53 on that side of town and moris plains has a huge new Warehouse facility right on 53 less than a mile from Pary and that was built with no pilots in fact when I talk to Mars Plains they are animal anim against any pilot programs for anything so I'm here asking the C to vote no on no aquana project plan if you don't know what is behind this and I would you know say that if either of the two things I mentioned is part of it then it's a pretty good signal a pilot's coming finally uh any comments from the council any members of the council would be appre appreciate it assuming you have any insights on what will'll be voted on later tonight thank you so Mr Clarkin I'd love after this to understand where you're hearing that from so areas of need to Redevelopment don't force you to do a pilot in any way or form people come and ask the town to do things like a pilot they're turned away multiple times so you know again I think most people would agree the economy seems to be changing right f crossed but what we're voting on is an area or needed Redevelopment for a location that has somewhere between 86 and 90% not utilized my only request is that we have the trailer beds not face Rainbow Lake so they don't hear the noise but I would love to know if someone told you there's a pilot there because I haven't heard that at all I have been to so many meetings over the last several years where it's the same all process and if you're right Matt I thrill that's great I'm fully in favor of the as long as it's not pil it's just that I've seen this happen before especially if those words are included understood understood and I agree with you thank you yeah can we get him just an answer on on a second question who's the attorney for the [Music] project I know I met him but it's not who you think it is I know I know you're hoping for that but it's not I'm just asking think it's da Pitney I'm not sure yeah I think it is Da Pitney so that's one L for you Justin Bernie so we're we're voting on the planning board's recommendation to develop a plan yeah they decided they vote they um concluded that it's an area in re Redevelopment and then they're going to go forward and and develop the plan for warehouse like you said but so we don't really have that I understand stated in what we're voting on today well the process is the process you're absolutely right the process is that and we have an area to read need of Redevelopment that does spark a a possible pilot I've said that all along I've never said it didn't and if any applicant ask for it where do they have to go they got to go to the Town Council for approval and that's just that's the process okay if you don't do a area of read of need development then that project's just not going to happen thank you for talking to me and I yeah I came here is because I saw it on the agenda thank you [Music] um Bob Bob Vania par tippany I just have one quick question tonight um I gu I don't know if it was last meeting or previous previous meeting the mayor indicated that before he would make pass judgment on the um climate Superfund act that he wanted to discuss it with the other Mayors and I was just wondering has that happened and what's the what's the general conc what I said was um we going to send it down to the New Jersey League of municipalities and they sent us an email back saying this is not onor radar right now so we're still following up to see what their opinion is on it what happens is the new jorgia league municipalities when you have um resolutions ordinances and stuff like that we'll send it down there for their opinion and that was their answer back am I correct that's correct that they said it's not on their radar so interesting Mr vzzi and council president I may u so they they uh replied to us that it's not on their radar currently uh but they would take a they may take a look at it at their next meeting which I believe is um this week or uh maybe towards the end of last week but there's been no no uh followup from them about it so it's not on the radar Nick comak Lake I'm going to put off asking about the uh the tree ordinance until next week um the passing of the uh resolution uh for the climate Superfund act produced three bizarre letters to the editor with u uh adjectives like misguided farle overreached costly impacting wallets and Rhino uh I'd like to uh elaborate on the Rhino a little bit uh one must consider consider then a rhino pays heed to known and available scientific evidence a republican does not a republican says Earth system science is a hoax a rhino says not or Rhino says when you find yourself in a hole stop digging a republican says keep digging uh these three particular letters produce thumbs up from our young councilman and a board of education member which was disturbing to me for our future and Prospects of seeing what's actually happening if you don't know how the world really works ecologically you're incapable of fixing or re remedying anything uh uh con basic concepts like uh impacts feedback loops uh efficient and instrumental causes having uh thrown out the uh the window so what I say is uh thank you rhinos these the them rhinos are in fact the green elephants a rare and dangered species of a long gone Republican party where economy and E and ecology were seen not in opposition but connected on vital and vital to each other so the only thing I wish from that meeting it should have been animous was that the mayor would have gave a Hallelujah that the council passed it because you know it's a uh we're living in dangerous times and this climate change is not a hoax it's happening and to live to deny and corrupt what kendorski explained what this resolution was so like I said very disappointed in our young uh councilman and next time mayor give a Allelujah I'm not in church sorry anyone else seeing no one 20% off 41 Robin Hood Road uh there was two issues I had uh Friday I was out with laun shifts with my some of my Naval engineer friends uh they came off with an off-the-wall idea with the passenger Crossing bedor Road actually instead of putting in what Denville has and it would be less constructive on 46 disruptive it' be actually a passenger tun construct it under the ground would give protection during the weather to the people getting the buses and stuff like that third I sent it to the mayor's office but it would take longer than my 5 minutes I'm going to take off half the recycling people in this room but I did uh my background stuff I went through 22 uh municipalities and YouTubes uh 70% of what we're recycling today we think we're recycling is not only 30% of it is 70% is being crushed our tonage coming out of pacian is approximately 140 tons a week that the recycler gets a tax credit they get paid for it and then they get paid to ship it off to Germany Sweden and the Nordic countries which you're burning now my question is Pennsylvania has a tire recycling they take shredded tires they buil the uh large you know Echo uh th and turns around clears out all it they just clear the steel out and they're burning the tires they're also burning plastic irates the other suggestion was actually who matches it is our concrete vors they burn it that great so we be saving money giving American jobs and not pushing it across thank you okay seeing no one else I'd like to entertain a motion to close the public session we're going to go ahead and move along to presentations and reports uh mayor thank you um cled before I get to my report I just want to make some comments with regards to Fox Chase Road and First I never never promised anything and I don't like that word used because if I promise something I keep my promise number one number two no I was not the mayor when this took place I wasn't and and for me to take the blame for it no it doesn't work that way I W no excuse me I you spoke I let you speak um I wasn't the mayor but here's what I will tell you I was the mayor during Waterview I was the mayor when Mountain lace residents came in and tried to block the Waterview the Waterview um project okay now I spoke to the mayor of Danville and I I asked him I said you know there's some some um concerns we have and he was very gentlemanlike he was uh you know basically it's a denvil situation A Denville problem it's not a pony problem that's what they're saying and theoretically they're right it's in Denville it's not in part siany but that doesn't excuse that part we did meet with our engineer we met with our DPW director we're trying to find a way where we can speak with the owner of the warehouse and that he would put up a certain wall so you guys do not have to see the lighting and the warehouse and stuff like that so we've done that um the reason why we haven't met wasn't because I don't want to meet with you I do want to meet with you but I want to have an answer okay so and we're meeting with our Township engineer tomorrow and that's one of the topics we're going to be discussing so that's that part there so yes we'll give you an update um Jamie will give you an update as well so now I want to do I do I have several things here I want to talk about because I've been reading about foxville Road and comments being made that the township has not done anything with regards to foxville Road and this has been going on for a year maybe two um and that's false absolutely false and I can tell you I'm going to read the report this came from our Township engineer and from Paul Levy who happens to be our traffic um off police officer and this is what they said Oh Long glasses sorry police have been very involved with this they were instrumental in working with us meeing the um Engineers department to get the critical area of foxville roads restriped with center lines and Edge lines striping as well as the crosswalks at foxille Road and Highwood Road and intersection they worked at DPW getting a new speed limit sign mounted had the Speed trailer check in speeds for many months until the weather got cold and worked with many residents especially Lisa Brink who was very happy as well as the Denver resource officer to address traffic violations by the votch we had a solar LED flashlight flashing speed limit sign was installed across by the firehouse which is visible to motorists as they approached the railroad bridge from Mount 46 another solar LED flashing speed limit sign was installed on the downhill side of Route 80 overpass R close to the Old foxer Road intersection these are in addition to the regular spe limit signs installed just on the lake side around 80 overpass the permanent radar feedback signs were budgeted in last year's Capo budget DPW has gotten placing for them before the holidays but didn't have time to place the order I will speak with Kevin Ken who's um wor the DPW about this again and getting this out roadway Market enhancements and this was discussed with the residents yellow sunline strip was replaced and extended from the railroad bridge to the railroad Trail intersection as well as striping a temporary medium island with stop markings and yellow Center Line down rainbow Trail white Edge line Stripes were painted along Fox Hill Road and through the rainbow Trail intersection now how do I know all this I was in those meetings yellow C line striping and white Edge line striping were replac and extended from Route 80 overpass to the Highwood intersection Crossroads will also strip at the Highwood intersection a school bus stoper head sign was installed on the ramp coming from around 80 over pass safety median as proly stated the medium Island was temporarily installed with pavement stripes and we're evaluating its effects that's what we're doing right now we will evaluate the effect on this of this medium Island and make a decision if it should become permanent and if leave it paint it or curve on the island we relocated the G VW sign from its former position cross the r 46 intersection to location between the Wawa driveway and the railroad bridge this location was selected because it will alert drivers of the restrictions before they Traverse the bridge giving them opportunity to turn around in the wahwah parking lot once trucks travel over the railroad bridge there are too many signs speed limit crosswalks no parking no u-turns for it to be recognized and problems will then get obligated to drive through the community and there are we did 80% of what was requested and we're going to do there's another 20% that needs to get done and the township is going to made a commitment to helping the residents out I spoke to members of the rainbow lace community and the mass majority are very satisfied with the township has done because we understand I grew up in town I know that area I was a a counsel of I was the first counselor that we ever had in our summer playgrounds and my my playground was Rainbow Lakes so I get and I get the 8 ton speed limit and what I will do I was ask our traffic engineer um if we can change the um the tonnage if we l to by state law because from what I understand we can't even we can put 50 m per hour speed limits in but they're not enforceable so that's just some of what happened over there I do want to give you an update on Route 46 the highway the corner of Baldwin Road and Route 80 well a lot of the pedestrians that were crossing over were were killed so we got this back from the state on January 30th and their recommendation was a fence installation on rout 46 in that area so here's what they said fence installation along R 46 we evaluate the we evaluated the fence and the fence needs a re a development plan for fence on Now 46 these plans will be submitted as a maintenance work audit or mwo to operations for implementation we will keep you updated to this work order and progress until they get to a close to day and let us know exactly what they're going to install now the guard Rael installation at the southeast corner of Route 46 in baln Road they said we also investigated the guard ra needs at the intersection of around 46 in Bulman now this is where certain individuals went over the wall onto the township um field um on Smithfield this subject Corner intersection does not meet guard rail warrants and there are a lot of obstacles at the corner which wouldn't allow for the proper installation of guardrails therefore we will not be advancing the installation of guardrail at the subject location so tomorrow we do have a meeting with our Township engineer to see what we can do if the state will allow us to do certain things and that's what we'll be waiting on um so that's part of that report so this is going to be long so but I just might I'll make it as short as I can cuz I'm sure everybody um and these are the things that we did uh so on Friday the 24th I cut the ribbon welcome an MRA Advisory Group to pipany located at 14 W strive the new office will enable MRI advisor group to extend this comprehensive Suites of financial services so I'm glad they chose py has its place on Saturday April 25th I along with Council vice president Frank nler Jo members of the par Muslim Community and celebration of Muslim heritage month at the B library and it was really nice event uh it's nice to see the diversity that we have here in pipany I was proud to present Dr Joel rbbery with a proclamation honoring of 60 years of providing exceptional Dental Care Service stood up by siy community on Saturday the 25th at rburg Dental Group what is neat about this is the fact that his son I was talking to his son and you know growing up in precip uh we remember and I remember uh right across the street where he is was a Dair form right across from Paran High you know it's all built out now but it was pretty neat I was honored to be invited to share in the Chinese New Year celebration at the P community center on Wednesday the 29th and it was actually it's the year of the snake and uh many attendees they wore red it was actually a pretty nice event on Saturday February first I was invited to attend health for Humanity yogathon event at rdam Temple and if I say wrong I do apologize um on Littleton Road the Hindu swamis Sak sang H it's known as HSS and and the reason why I bre bring this up because HSS has been very very instrumental in the community when it comes to our food pantry every single year they raise raise a lot of money for a food pantry number one and they Supply a lot of food for families in need and I and I can't thank them enough um so I Economic Development that's another thing I have two appointments um the two appointments I did not make that I will be filling um at the next at the next meeting and um I'm going to uh discuss the economic development committee even further and where I want to see it direction to go cod pilot because you know we constantly get blamed at answer that we don't respond to any of any concerns or needs and that's not true and that's not a fact so we've have total concerns 868 total closed means that we address them 829 which means 95% have been closed total in progress right now is 4% and toal still opens five which is 1% so total in progress we have 34 open I mean in progress so I just want to let you know that the township is very committed the only difference is every time we do something I don't post it on Facebook so this want know it gets done and um the town my Administration is very um very you know committed to its community so that being said Thank you thank you council president thank you C counsel oh one more thing I'm sorry I'm sorry all right because this would be wrong with me uh it's Black History Month and it's vital time in our community to celebrate the rich contributions and history of black individuals have shaped our society it shows as an opportunity to honor the achievements of local leaders artists and activists while fostering education and awareness about the struggles and trimes of the black community so that's important thank you okay I just was going to read a com read a statement I don't have anything from my committees really but the environmental people and some allies helped with that resolution and since there was backlash against my fellow some of my fellow Council people I'd like to say something I want to thank the council for supporting a resolution that I cared a lot about that says the largest known polluters will be held accountable for climate change damages for 60 years Exxon Chevron shell and others along with politicians actively funded campaigns against clean energy policies while reaping profits think it's the same like with like it with cigarettes and stuff in the past Ordinary People are not to blame for the sophisticated propaganda and misinformation over their lifetime in 2024 we saw $320 billion in climate catastrophes for everyone on taxpayers backs trying to make the issue political is fallacious and uninformed if a major company dump dumped toxins in your water what would you expect and who would you expect to take care of the toxins that were dumped and would you let your children think that drink it so frustrated taxpayers or parents would and should welcome accountability for the burdens on on the health and wallets of taxpayers thanks any other member yeah I'll I'll go and um I hope as we move forward the residents at uh Fox Chase will be provided timely updates and if you guys don't hear anything please let me know because I always respond um when it comes to some of the things that I've heard um I did bring up to the business administrator um some a lot of residents on pawy uh Avenue were complaining about um how it's basically a cut through and I talked to the business administrator seeing what we can do about uh providing some relief to the speeding and the cons consistent uh amount of people that cut through there um then uh some residents on uh on Vil uh have been uh pretty consistent in their request for a a tonnage request IR on that street seeing if that's something we could do if it's feasible uh because there's a lot of trucks that go through Veil and Edwards it places a lot of pressure on these roads and it's a quality of life issue um for the people living there so I had asked our business administrator also to to look into that uh and see if that's something that that we can do um I do have some questions uh for the administration uh I know that um you know the mayor was quick to take action last year when uh tragically a 5-year-old was was killed at Littleton uh and I heard recently that a senior was hit in the same uh same area on a Littleton um has there been any thought on what we can do to to make that area more pedri and uh friendly and safe you got yeah CC uh that's it's a County Road uh we can speak to the county about that um we start that conversation with uh our uh Township engineer tomorrow okay that that would be great thank you and real quick we also have had I've had discussions with um the county with the you know our commissioners with regards to that road on several occasions and I just want to make one thing clear though on that road on that day I was there it wasn't a truck and you know it was nothing wasn't a Tru that hit the young young boy uh I just want that I want that to be known because it's not how how it happened cuz you know sometimes I don't like to speak about things when I'm there because it was a tragedy okay but there's a lot that goes into it I know we all we all want to get up there and say Hey listen we have to stop this but we have to look at the conditions of the road we got to look at so many things that our traffic experts do look out look at and something like that when it happens in a traged it goes to the prosecutor's office so there's certain things we can and cannot say with regards to that so okay um and then um the there's a sewer project that a few residents in my my community putting Stone have asked you know how long it'll take I did ask the the business administrator that um and then the you know the last thing I'll leave on is I I know that um Jim Walsh uh just recently retired after 40 Years of service with the township so I would like to thank him and and wish him nothing but the best in his retirement thank you go for the sewer project you're talking about puddingstone yeah okay we've had several meetings with the residents over there on puddingstone and we plan on having more but a lot of them we have they got to opt in if if we're going to complete the process because when you don't opt in you're making you know and they don't have to opt in that's from what I understand but if they don't opt in we have to find another connection uh to complete the project so I think the majority of people will opt in over time uh but there's also issues with regards that residents putting in new septic tanks prior to the and you know septic tanks cost anywhere between 25 $30,000 to put in so there's a lot of things that the township or sewer engineer have to look at and that's one of them and hopefully we can complete this project within the next few years thank you thank you mayor anyone else from Township Council okay moving along to Township attorney uh no report thank you uh business administrator cry thank you thank you council president so just real quickly I wanted to just touch on the 169 lacana um Redevelopment um as uh uh the council has already talked about this was uh a a recommendation by the planning board um to make it an area need in need of Redevelopment and there was a certain criteria that the four different criteria uh was met um there were multiple meetings done by the planning board and this body has talked about this on multiple occasions as well rarely do you see a development that um fits the criteria so perfectly I mean um it was in foreclosure in 2016 it was the past two years uh the vacancy was 86% um last year and over uh well 80 in 23 and then in 24 it was over 90% bacon so rarely do you see a um a building or development so perfectly fitting uh the criteria for an area need of Redevelopment um as far as Pilots go mayor answered those questions everybody every developer who comes in asks for a pilot sometimes Pilots uh uh are a tool that that benefit the Township uh and sometimes they don't nine out of 10 times they're denied regardless of whomever the attorney is um and this is one that they had initially talked about uh a pilot way back in last year when we first met with them and uh they were told no so um things could change and and the council uh uh could see things differently um if they present things differently but that is something that uh is uh a different conversation so while a member of the public asks you to vote no on this because of the potential for a pilot I would ask you to just consider uh the planning board's uh recommendation um and if there's anything else in the future uh deal with whatever the future brings because you'll have that opportunity uh just want to remind residents that um first quarter taxes are due uh the February 1st there is a grace period the town offers a grace period of till February 10th um so please uh if you have not uh paid taxes please take advantage of this grace period but after that grace period you know uh you're you're paying uh the full taxes with uh interest um congratulations to our Public Works superintendent Jimmy Walsh on his retirement um Jimmy uh was one of the uh unsung heroes in a department that is full of them uh that uh do all of the hard work for this Township um rarely are they called when things are going well almost always it's when things are going poorly and residents need help and uh they answer the call um in an incredible fashion and with Incredible professionalism and uh the whole department is appreciated and Jimmy leing um definitely you know he leaves a legacy uh of improvement for our parks and our Public Works infrastructure uh and he's left the town in good hands so I do believe we're in good shape um the uh division heads of each of those uh divisions in public works um are have been here for years they're really good at what they do the rank and file members most of them have been here for years um and they're very good at what they do as well uh so we are in good hands and uh just uh if you see Jimmy walking around he's a Paran resident just you know thank him for his service um just like we are
