you think oh my gosh good evening board president Miss Jennifer Holly superintendent Blanco members of the board members of SLT and our pusc family my name is Lori tumian principal at Marshall fundamental and I am here tonight in support of resolution 280 a commitment to The Rebirth of Elliot Arts Magnet as one of the former principles at Elliott I am here representing the Elliot School family for the years 2014 to 2021 I am joined by Dr Sherelle Bailey former Elliot Arts assistant principal Miss Denise cider former Elliot arts artist in Residence Miss Laura shapan former Elliot Arts English teacher and Miss mikole Issa former Elliot Arts English teacher Drama teacher and musical director we were the team who transformed Elliott Middle School into Elliot Arts Magnet and who poured our Blood Sweat and Tears into that transformation I also surrounded by current Elliot Arts family most especially the wonderful and amazing principal McKenzie who will take Elliot to even higher status with her sound leadership we want to personally thank board president Hall Lee who was our former annual fund chair for authoring this resolution and Dr Blanco for her support of it thank you for your commitment to our beautiful School even though some of us don't currently work there it holds a very very very special place in our hearts and the relationships that we built made us family for Life the joy that was created in that gorgeous Auditorium where Charlie and the Chocolate Factory The Lion King High School Musical Allison Wonderland and hairspray came to life just to name a few of the Productions was unparalleled thank you for your commitment to bring that Joy back to Altadena to rebuild Elliott and to once again have the home of the Huskies come to life thank you so much Dion Harvey good evening president Hall superintendent blco and members of the school board thank you for your leadership during such a challenging time I can only imagine the immense stress and pressure you are under as you strive to make decisions that impact so many lives and want to express my gratitude for your dedication my name is Dion Harvey I'm a proud grandmother of three grandchildren currently enrolled in p p USD one attends Mir one is at Norma and one is at Rosebud over the past two school years I have spent time in these Halls listening to the conversations about the challenges PD faces I've gained a deep appreciation for the complexity of the issues before you one of the conf concerns that has stood out to me is the significant learning loss our students experienced during the covid-19 pandemic virtual studies though necessary at the time proved to be insufficient for many students leaving them severely behind academically despite everyone's best efforts it is clear that many students are still struggling to catch up as you oversee the various schools within PD including Rosebud Academy I respectfully ask that Charter Schools also be included in your decision making process every school regardless of its designation plays a key role in serving the the children of this District with it with that in mind I urge you to strongly reconsider any plans that include virtual learning as an option for our students while I understand that it may seem like a convenient solution the challenges and shortcomings of virtual education during the P pandemic have shown us that is not a viable path for ensuring academic success instead I encourage you to explore and invest in alternative that alternative solutions that prioritize inperson instruction also I would like for you to be mindful of the special needs children they receive a lot of their services through through PD speech OT Etc and they need for you to stay mindful of them and include them in your planning their services need to be restored quickly our children's Futures depend on your decisions that you make today I trust that you will continue to approach these decisions with the F thoughtfulness and care that they require thank you for your time and your leadership and your unwavering commitment to PD Stacy [Applause] Connor followed by Joshua mcui hello my name is Stacy Connor I'm a parent of a student at Odyssey South Charter School we've been there since she was in kindergarten and she's in the fourth grade I've had the pleasure for the last year and a half of serving as the president of our parent group and I have helped lead our parents back to a place of community and strength and security for our children and we have all lost that this week and I want to stand here in front of you to be a face of the incredible sadness that our children are experiencing at the loss of their Halls of learning and security the most heartbreaking thing I had to do last week was to tell my daughter that her school had burned to the ground and then list off all of our friends who had lost everything including my vice president who ran out of her house so quickly that she had no shoes on her feet and then had to be evacuated a second time in the middle of the night we have had to endure the most incredible trauma in this last week and so I beg you to please include the charter schools As you move forward with repairs our school is not our building but we do need to have a building to go to school and our children need to be together with each other and with the teachers and administration who love them and who have supported their social and emotional growth during covid and after covid and have done the most amazing job of addressing the learning loss that happened because of online learning our Administration it's hard at work to make sure that we have a place to go in person and I urge you as a board and as public servants to please help us thank you [Applause] I'm not sure if I'm talking about the right thing but here we are uh president Hall superintendent Blanco and members of the school board um I'm Dr Joshua McGuffy I grew up in Altadena uh my parents the only uh lost their house last week the only house they've ever lived in in the United States of America my childhood home uh the house that my uh 18-year-old who graduated from Marshall last year go Eagles and the house that my 5-year-old who's a kindergartener at Alida Arts Magnet used to go to every Friday night for dinner um we're blessed that our house is still there but uh I stand before you to ask you to do a simple thing which is prioritize Elliot prioritize Altadena Arts Magnet prior prioritize our Altadena Charter campuses this is this is the message it's quick and heartfelt our kids some of whom have lost everything need the love and the community that will get them through this unprecedented disaster unprecedent of disaster public education is about Equity you you all have the power to give hope to kids who've lost hope to comfort kids who feel Terror when they go to sleep at night to give peace to families in trauma please make the Equitable choice and find a way to get the pupils at our Altadena schools back to school first they need each and every one of you right now because they've lost so much thanks for your time jpes president Holly esteemed board members and superintendent Blanco thank you for everything you were doing during this crisis as a representative this of the student body I understand that special meeting uh that at special meetings the student assembly is not asked to make a formal statement however the student assembly and student think T have been meeting virtually all week and I want to share some thoughts we've been crafting together recently first I'd want to say our hearts go out to all those who lost their homes and who are displaced my family and I live in Upper Altadena and we are forced to evacuate Tuesday night luckily our home is safe and we are currently living with friends it may be months before we return but there are many others including Tera my fellow student assembly member who have lost who are not so lucky alongside hundreds of teachers and students who have lost everything Altadena is a vibrant and extremely diverse community this diversity dates back to the 60s and 70s when Altadena was the was one of the few communities not redlined and as the New York Times put it for black residents Altadena represented something more than Suburban living it was a foothold to generational Prosperity this diversity extends to every corner of Altadena from the artistic Bungalows to historic homes to men and women riding on the streets on horseback it is truly a remarkable place the eaten fire has significantly damaged this place so many call home I heard a quote recently that really struck with me disaster does not discriminate but recovery does it is up to our community to restore these diverse neighborhood and keep what makes Dena wonderful having experienced isolation associated with distant luring during the pandemic we can't help but draw parallels with this disaster even more extreme kids like me who have been displaced or Worse lost their homes crave the consistency and community of an in-person School environment we urge the board to consider these factors when uh when deciding on when to reopen schools in the meantime as school remains closed the student assembly and student think than continue to meet online and brainstorm new and in innovative ways to help people one of our Think Tank members Malika created a website listing over 400 GoFundMe uh to help people to donate to those who lost their homes in This Disaster and provide additional resources for those who a place such as food water and access to housing we also want to thank the the PID Educational Foundation for its firefront relief we can trust the money is getting to those who will need it most finally we urge families to fill out the PD survey to better direct funding to areas who need most thank you all for your time that is the end of public comment for at this time thank you so we're going to move on to our action items the first item item number one is approval of resolution 2790 authorization of emergency repairs work at District school sites for damage caused by wildfires in Los Angeles County Mr Bravo Kimi it says Mr there's no presentation I'm happy to answer any questions um so everybody has read the uh resolution do we have any questions on this you I have a question yes Mrs Kenny I'm sorry I'm experiencing some technical difficulties in pulling up the document um but from uh reading it this morning I saw a number one that talked about the board approving actions and then an number three that said or the board could delegate all of the actions I guess I'm wasn't sure which one of those we are um approving Mr Bravo Karimi do you have an answer yeah just a moment I think our council is gonna help me answer the question it's a whereas on page two of four uh good evening thank you board members for having me to address the question um what the board is being asked to approve are the findings on page three going into page four so one through five there so on page two where it says whereas the contract code requires the following steps be taken and it's got one two three four five six seven are we taking those steps those steps will be taken but that's not what the findings call for that's just uh summarizing what the statute requires in terms of the steps for application of public contract code section 22050 for emergency actions okay so we're not yet delegating um the staff the ability to make all the decisions listed there uh they will they they will make certain decisions listed there subject to what's authorized under the statute but there is a requirement that those uh the board continue to be updated at every regularly scheduled or reg every board meeting regarding what those actions are as they're taken and uh the items will be brought back for ratification for the board's uh review as well all right so again we are delegating The Authority as it outlines in item three correct pursuant to the statutory requirements and all right if there are six votes tonight which would give us the four fifths we're delegating correct all right and I guess um so when it says replace a public facility that would mean like completely rebuilding a school we're delegating the authority to do that we're the authority is being delegated to make the repairs and replacement relating to the emergency uh fire event and uh to bring the uh of course to bring the uh facilities up to par um in order to uh provide for the students and uh to make the Stu the campus is safe again for their use all right thank you thank you does anybody else have a question Miss Bailey I move approval there is public comment on this item I I understand that so we have a motion on the floor do we have a second second okay public comment Brian wolf like so many people last Tuesday our lives were changed forever my daughter's life was changed forever we lost our entire town that's our home that's where we made our home we came to Altadena we came here because of Altadena and we lost it and my daughter lost her school she entered that school in TK it's the only thing that she knows it's the only place that she feels safe that her Park which is also gone when I saw the title of the resolution 2797 I was so happy that you guys were taking action I was like oh my God thank you it was so quick it was only last Tuesday and then my heart sank when her school wasn't there no charter school was is a public school these are who you guys you guys are supposed to be there to help rebuild help my daughter help me help the community to to to find some sense of normaly with all of this I was really lucky my house is still standing it's damaged just like everyone else but it's still there but I can't go back home I can't give her that security and I certainly can't tell her that her school will be rebuilt cuz I don't know it will be without you guys I was trying to explain to her how to go forward with all of this and I remember from my childhood listening to Mr Rogers and he said look for the helpers and I've carried that every day and I've tried to be a helper I try to give back to the community in all the ways I know how I mean I run a haunted house for the community it's totally free I spent about $10,000 a year on it just to give back for some joys for some fun I had to tear it down to to give people wood to board up their homes to keep looters away so what I'm asking of you guys is please be the helpers we need thank you Miss Fredericks do you have a question oh Miss Bailey I just want to clarify we're looking at resolution 279 97 mhm and this is the resolution that our speaker was just referring to saying that the charters aren't mentioned and I just want to be clear that the charters aren't mentioned by their names but the school facilities that they occupy are here and so I mean that's how I believe we're looking looking at the facilities the PD facilities by the name of the facilities and not based on the charters that are occupying the facilities so and it's in the third whereas um on the first page of this resolution and I just you know I say this because I feel your pain and I I understand if there's anything that we can do as a board to help lift some of that I want to point out that those Charters are included in here those School sites that they occupy are included and you should know that and I hope that helps thank you Miss Fredericks did you have a question so I thought that this is sort of to streamline the bidding process to and does this actually Define scope of work I mean I know it the whereas is kind of describes our circumstances but the the meat of the resolution is the therefore be it resolved the bottom part so can you kind of clarify what this actually does yes thank you for the question it gives the district team flexibility to do what's needed to bring these these campuses back to a safe and and upgraded and the necessary repairs and the maintenance and all that work that has to be done to repair the fire damage um and make them safe for the students and because of course it would take time to comply with regular bidding requirements and even informal bidding requirements the goal is to help streamline some of that and give the uh District team flexibility to enter into contracts to get that work going but again with the reporting back to the board at each board meeting as to the contracts that are being entered into and the work that's being done so the scope of work is these five or I'm sorry these five schools or not explicitly yes it's relating to the schools that are mentioned correct okay and then do we know the we're just using measure o sorry measure r as or is it the emergency do we have emergency funds or it's just measure R do we know that it's going to be a combination of funding sources including federal and state uh grants and reimbursements as well as of course Insurance funds um District funds would be used last uh if at all depending on the scope of work so just uh uh to clarify when we talk about provision three in terms of we're still uh the board has the authority to accept a proposal or a contract at a site and the scope of work um at each juncture or is that not the case no the the goal here is so that um of course the general scope is defined in the resolution that the work would be related to again bringing those campuses back after the fire damage the specific contracts themselves and the scope wouldn't come back to board before they're approved they would be brought for ratification after approval and the reason for that is because the goal is to expedite the process to get the contracts approved and and get the contract signed and get the contractors on site doing the work the repair work so that's not delayed under these emergency conditions okay thank you superintendent so I want to be clear that the repair work um right now is cleaning debris and removing um things that might be harmful to your community so we're not making a commitment to rebuild every school right now because we have to do a lot of you know uh investigation and bring that forward to the board so we're not going to start building any schools without talking to the board about those kind of things this is is for initial cleanup I also want to say to all the charter people listening that you are part of our bigger plan and as I said to the newscaster today the principles have the same questions you have we don't have all the answers now but we are committed to making sure that you will have a space for your schools within the PD we are figuring it out that's the same for Elliot and aladen we're working Around the Clock checking on what spaces we have what the conditions of the buildings are and we will let you know where those spaces are our staff and your staff as soon as we have all of the the answers so I don't um there seems to be a rhetoric going around about that we don't care about the charters that's not true you're part of our public school system and we're working with our principles and every space we have to see when it can be restored and children can return to school our goal is for children all to come back to in-person learning as quickly as possible Dr [Applause] Velasquez I am too concerned with the scope of this resolution because the role of the school board is to Che serve as a check and balance and representation of the community and so um I suggest uh drafting a friendly Amendment that's very specific towards the scope or time in which this resolution would take place I feel uncomfortable as is so this resolution was given to us as a template from the state of California so if we don't pass this right we have 1,500 people out there cleaning right now it's to say that we can have them out there and you'll approve their bill later it's not to really take away any power from the board the intention is to let us do emergency work and I don't know if you want to share more San about what the requirements are we didn't write the resolution it's it's for first it's temporary um it's as there's a declared emergency by the district and once that declaration is removed then these temporary authorities will no longer be granted to staff um these are really good questions I do want to talk a little bit about the consequences of not passing something like this um it will delay and hamper our response to the emergency I can't put it any more politely than that um we in normal times think it does make sense for the board to approve ahead of time important contracts uh for us to follow all of those best practices and rules but these are not normal times and so I think you're asking really good questions I think the board should always be very careful before it delegates Authority but this is one of those times and I just want to repeat that if this does not get approved it will hamper the speed with which we respond to the current crisis any other questions Miss Fredericks this reminds me a little bit of the covid emergency response and I correct me if I'm wrong if I'm remembering um but I thought we gave a superintendent at the time similar um Authority but we also added a cap to the amount I believe it was a million dollars but maybe I'm remembering incorrectly is there a precedent to have a on in addition to this template like a an amount that's a cap what she yeah Mr Bravo Karimi or um it's possible yes of course to add additional language that constrains these authorities um I I I so yeah the answer is yes I it's not what I would recommend but the answer is yes that is possible Miss Patrice I want to say that lots of people are hurting and are really trying to figure out what comes next myself included um I was not directly impacted but my family home was definitely lost on lalta um I'm a second generation person who is has spent significant time growing up in Altadena living in Pasadena my dad went to Edison um Elliott and John Mir my mom went to Franklin Elliot and John Meir so I have Deep Roots here and I understand the concern about wanting to see our community revived um I believe that the purpose of this action is to allow the superintendent and her leadership team the operational authority to take action to expedite the process for being able to have facilities rehab so that they can be occupied in a way that is safe in a way that um provides space for inperson Learning and also allows our employees who have significantly been impacted as well the opportunity to return to their work sites in a way that's not going to compromise their health in the future so I want to remind my colleagues that we are a policymaking body and we're making a decision about an operational function right now so I want us to allow the intendent and her team the operational authority to make the decisions they will keep us informed they will keep us um in communication as they have been doing and I want to just acknowledge the fact that they have been here almost night and day without ceasing trying to respond to this emergency trying to think about what is best for our students what is best for our families what is best for our district and this action will only facilitate them being able to keep that front and center in their work as they move forward so let us keep focused on our roles and responsibilities as a policy-making body and allow the superintendent this operational authority to move forward in the way that's going to be beneficial for our community Dr Velasquez again I would like to request the consideration of some sort of modification to the or Amendment to the resolution in order to be able to support it Miss Bailey so does that mean we call an emergency meeting once that's done so that we can come back then and have to approve it because if we do it this way we're tying their hands or or add a sentence well what is your sentence I am giving you the opportunity to Pro propose a sentence otherwise I can propose a sentence but I think it's better if you propose why would you put that on him we're not do that it's your ask so yes you would have to propose the sentence they just made their recommendations to us so you're asking them to change it you should change it like let me walk you through my thinking process if I propose I want to make sure that this passes but I I have already explained my concerns so if I propose language is I just want to make sure that the language that is reflected in the resolution it really gives you the ability to work on immediate needs and not expenses that turn into long-term decisions about division of the schools and this is a very pivotal time and I want to make sure that we reach a balance in between those two things that is my worry so I want to be very sorry I want to be transparent about why I am concerned about this Miss Miss Bailey I just feel that given all of the work that has gone into this the fact that staff brought us the recommendation the way that it SS based on what they know is necessary for them to have to be able to do the work as expeditiously as possible for the board to require something additional to hold this up to require something additional then the board should be able to communicate exactly what that is because right now if we leave this room tonight and this isn't approved we've tied their hands we have essentially tied their hands this is what I'm hearing and and and the fact that as they progress through the work that they'll be doing that they'll come back in and report to the board at every instance every meeting that is the opportunity for us to monitor or to uh determine whether or not we see things shifting in a way that we don't think is is correct and that's your opportunity to straighten things out but right now I think that we need to trust staff to do their job they have brought us the recommendation and rather than ask for it to be changed if you don't have language to propose why would you put that burden on them to have to come up with something that they may think you want Mr Harden what I'm I'm so in in your discourse I'm I'm sort of hearing that that there's sort of two there's remediation there's cleanup there's emergency repair and then I'm also hearing you say that there's long-term planning that might change the nature of the usage of a School site or may require uh um not utilizing the School site as we traditionally do it and so if those are the types of things that I hear concern about that would be would fall under an emergency um provision that does not give board um approval over those types of things is that sort of yeah Mr brao Kimi yeah thank you uh Dr Velasquez for the explanation so this is meant to address the immediate response to to the emergency um so as Dr Blanco mentioned earlier that includes of course like the remediation of the site this air scrubbing the sanitation the sanitizing the power washing all those all those things that are already happening and not to give us authority to make any long-term decisions with respect to building a school um and so um it it's it's not for that um it is so in the kind of you know be it resolve section you'll see language like uh the circumstances of the fire emergency necessitated the emergency remediation work related to the fire emergency be performed without a competitive solicitation for pids to respond to the fire emergency so this allows us to immediately Begin work as we have already with a remediation company versus knowing that normally the price tag would be very high and normally would go through a different process that would require bidding and then of course board approval um and BEC and even when the insurance companies paying often we're the we're Contracting directly with these companies and that's why we need this authorization so even though ultimately we're not paying the bill um because we are entering into an agreement with these companies um we can't do that without this authorization so just I wanted to clarify that it is meant for that remediation work the immediate response to the emergency while there's still a declaration emergency by this body and not for long-term decisions related to like construction and things of that nature okay I have something to say also um so I understand um what your concerns are Dr Velasquez but what keeps ringing in my head right now is the state this is um from the state it's an emergency resolution and LA county has declared an emergency for us and we have an air quality eer mergency this speaks to the lives of everybody in this community I am hard pressed to change this in any way when it comes to people's lives and I I'm very comfortable with doing this and I know that during covid we did something similar and um everything ran incredibly smoothly as I remember um and that's I'm very comfortable with this but that's just my two thank you Miss McKenzie I I think the purpose of this action is to provide the superintendent and leadership team operational dexterity and right now we need all the dexterity possible to be able to take action that will get us to the point of being able to respond to um the remediation and the safety standards that we need to be able to to me to be able to reopen these campuses is it um Dr Velasquez ER to be clear I understand the impact of this resolution I understand the seriousness of uh the work that's ahead I shared a a a commitment and and a worry about the reopening of schools I um also recognized the amount of work that everybody in this district has included a I am still uncomfortable with the idea of making short-term decisions that can have long-term implications and um I know that in many of us disagree but um I am concerned about it and that's what's guiding my questions Mr brai can you please clarify who recommended that we have this resolution and why because I know there's a couple of them on here and it's not something that we just got went in and said we should do this and take power away from the board it was recommended to us from um certain agencies yeah so there we got a lot of sample um resolutions like this and the other two that you see on the agenda the next two are were literally told we were told by the state we must have them in order to be eligible for funding this one is a very common practice and a best practice so for example like I I didn't add language that I thought I wanted we used guidance from agencies and then the help of our Council to ensure that this ConEd with resolutions that many other agencies including school districts are passing in order to respond to the current emergency and so it's best practice it's based on recommendations that we're receiving from many different stat state agencies and and and local governments um and is not customized in any way by me it's really um quite standard um I understand your concerns I I I think I I I hope I address them with the differentiation of remediation versus long-term decisions and building um if there are other concerns that are um that you have i' I'd love to have a chance to respond to them Miss Frederick okay hopefully I'll propose something that satisfies everybody it does say item three um uh emergency remediation work that might kind of limit the scope of I mean what you're describing um I'd like to offer um additional language again I was suggesting a cap and I was thinking to give each site $2 million I mean it's not we don't have to use the whole thing but 2 * 5 10 million is the cap I just want to be clear that the this allows for the remediation of all of all of our sites all of our sites all of our sites okay because it lists the in the whereas it lists the schools that were severely damaged by the fire got it okay that thank you for that clarification so I I retracked my does this resolution need to be read through so that we have a clear understanding of what it's saying here maybe it needs to be read out loud it's it's a long one but if that's what we need will that help because I mean it's clear to me that this is not clearly understood by all of us at this point let's read it you want to read it Miss Bly yes I'm sorry please um so this is resolution 2797 resolution of the governing board of education of the padan Unified School District authorizing emergency repair work at District school sites for damage caused by wildfires in Los Angeles County whereas in early January 2025 numerous areas within Los Angeles County experience sustained winds and dangerous gusts over 80 mph wind driven and destructive fires wi widespread damage to infrastructure structures and Roads and widespread power outages down trees road closures Rock slides and significant debris fire emergency and whereas on or about January 7th 2025 the chair of the Los Angeles County Board of Supervisors proclaimed the existence of a local emergency and the governor of the state of California proclaimed a state of emergency based on the fire emergency emergency proclamations and whereas Pasadena Unified School District district has suffered smoke damage at all sites and Facilities complete campus loss at Elliot Arts Magnet Academy Edison Elementary School LMA ALA Elementary School and noise Elementary School and 80% damage at Franklin Elementary School due to the fire emergency and whereas the district cannot remediate the damage caused by the fire emergency using its own forces and whereas the fire emergency poses an immediate risk to property and classes at the district schools requiring immediate measures to ensure no further damage occurs to those sites and to allow for continued operation and use by School staff and students emergency remediation work and whereas district will need to enter contracts with contractors to perform the emergency remediation work work on an emergency and expedited basis and whereas generally public contract code section 20111 requires a school district to competitively bid any contract for services exceeding $114,800 and whereas generally public contract code section 20 22030 requires a school district that has opted to comply with the California uniform public construction cost accounting ACT public code 22000 the ACT to informally bid any contract for construction work exceeding 75,000 in value and to formally bid any contract for construction work exceeding 220,000 in value and whereas an exception to sections 201111 and 22030 exist in cases of emergency when repair or Replacements are necessary and whereas an emergency is a sudden unexpected occurrence that poses a clear and imminent danger requiring immediate action to prevent or mitigate the loss or impairment of Life Health property or essential Public Services Public contract code 1102 including the continuance of existing School classes public contract code 20113 and whereas in cases of an emergency since the governing board of the District board has opted to comply with the act the board May immediately replace or repair any public facility without adopting plans specific specifications Str strange sheets or working details or giving notice for bids to let contracts public contract code 22035 and whereas emergency work under public contract code section 22035 must be done pursuant to the terms of public contract code section 22050 and whereas public contract code 22050 requires the following steps be taken one pursuant to a 4 fths vote of the board the district May repair or replace a public facility take any directly related and immediate action required by that emergency and procure the necessary equipment services and supplies for those purposes without giving notice for bids to let contracts two before taking any action pursuant to parag one the board shall make a finding based on substantial evidence set forth in the minutes of its meeting that the emergency will not permit a delay resulting from a competi competitive solicitation for bids and that the action is necessary to respond to the emergency three the board by a 4 fifths vote May delegate to the district superintendent or design the authority to order any any action pursuant to paragraph 1 four if a person with authority delegated pursuant to paragraph 3 orders any action specified in paragraph one that person shall report to the board at its next meeting required pursuant to this section the reasons justifying why the emergency will not permit a delay resulting from a competitive solicitation for bids and why the action is necessary to respond to the emergency five if the board orders any action specified above the board shall review the emergency action at its next regularly scheduled meeting and accept as specified below at every regularly scheduled board meeting thereafter until the action is terminated to determine by a 4 fths vote that there is a need to continue the action if the board meets weekly it may review the emergency action in accordance with this paragraph every 14 days if a person with delegated authority orders any action specified in paragraph 1 this is number six the board shall initially review the emergency action not later than 7 days after the action or at its next regularly scheduled meeting if that meeting will occur not later than 14 days after the action and at least at every regularly scheduled meeting thereafter until the action is terminated to determine by a forit vote that there is a need to continue the action unless a person with delegated authority has terminated that action prior to the board reviewing the emergency action and making a determination pursuant to this subdivision if the board meets weekly it may after the initial review review the emergency action in accordance with this paragraph every 14 days seven when the board reviews the emergency action it shall terminate the action at the earliest possible date that conditions warrant so that the remainder of the emergency action may be completed by giving notice for bids to let contracts and whereas immediate action was needed to be taken by the district at school sites including without limitation the following emergency remediation work one procuring and or performing other Associated services and Public Works required to continue the use of the district schools two making Necessary immediate cleaning and repairs three mitigation mitigating further damage whereas the emergency remediation work was performed without delay to respond to the emergency and to one mitigate any further damage to the district's facilities at its schools and two sh to minimize as quickly as possible the impact on students and staff and whereas because of the requirement that emergency remediation work be done without delay District staff was required to retain contractors to immediately perform emergency remediation work related to the fire emergency and whereas because the emergency remediation work has been fully performed and because the conditions so warranted there is no longer a need to continue the emergency action which can therefore be terminated and now therefore the governing board of capacity and Unified School District hereby finds determines declares orders and resolves as follows one that the above recital are true and correct two that the fire emergency at the school sites was an emergency as defined by applicable statutes three the circumstances of the fire emergency necessitated that emergency remediation work related to the fire emergency be performed without a competitive solicitation for bids to respond to the fire emergency and four that the district superintendent or design is authorized to execute con execute contracts or change orders as appropriate and as necessary with contractors for the Emergency remediation work related to the fire emergency without further advertising for or inviting of bids and to take all steps and perform all actions necessary to ex execute and Implement those those contracts five any contract executed by the district superintendent or designate shall be brought before the board I'm sorry shall be brought before the board for subsequent ratification passed and adopted and that's basically the resolution so I do have something to say here if we didn't pass this and they were cleaning something and they found asbestos or something else and they needed to quickly seal it up we would be stopping our staff from doing so because we would have they would have to wait two or three weeks for us to gather and make the decision or we'd be meeting every day or we'd be meeting every day so this is is typical of an emergency and we're in an air quality emergency and a lot of the air qualities coming from the destruction all around us um yes Mr Ramirez I just wanted to quickly provide this uh student perspective from this I understand your concerns Dr Velasquez but I think as um education is extremely important especially in person environment and Community I think at this time these emergency Powers would allow students to get back to school as quickly as possible and I think these um for fits the ability of the board to continually review improvements and and and discussions made about cleaning the schools every 15 days days would allow sufficient um uh slight limits on on the power and the ability to check and continuously check the cleanings and the the stuff that the board is doing and yeah there anything else where are we at on our discussion here so we have a motion and a second on the floor right now the public comments done we have a motion in a second is there anything else anybody wants to say about this emergency resolution we only take the yellow cards we need a yellow card can I make comment please yellow card don't we have to do this no we've already done with public comment oh Dr canel can also speak to this from the risk management perspective since he's in charge of risk management let's do that sure uh thank you for the opportunity a couple of things that I want to highlight that Mr BR mentioned is that um lucky for us uh we do have insurance uh to cover a lot of the work that we're moving forward with is covered by insurance so we uh mentioned and I'll be providing some information to the to the board we met with a district insurance broker the district insurance carrier adjusters inspectors forensic accounting District claims administrators claims adjusters we've met with several different um organizations that would allow us that have begun the work that started um as an indication of how expensive this body of work is uh the preliminary discussions and the submissions that we provided and putting them on notice um the underwriter has already agreed to provide the district with $10 million and we're working on having another $50 million under way to us or coverage is much more excessive of that not only do we have coverage but we have what uh typically most districts uh are recommended to have which is excessive coverage which covers Us be beyond the $300 million um area so most of the work as Mr Bravo K talked about and the work that we're engaging in is through that process um and again so when we talked about in terms of the payment in terms of the 2 million or 10 million it is quite expensive the body of work that is to take place and in that process we're able to expedite and bring those organizations to the to the table to be able to start you'll notice that all of them are already started and there's a timeline that we're working with that assumes that we're going to be able to move forward with hire in these companies um given the amount of what it's going to cost that means we would have to bring that before the board every time that we go with a company that insurance is going to pay for the insurance coverage was at the table when we were looking at um obtaining all of these organizations that really allows for the invoices to go directly to the insurance carrier not to the district so I just wanted to highlight a little bit I know Mr Bravo talked about it but just wanted to ease a little bit of the concerns when it comes to that I'll be providing providing more information um in this this and by tomorrow uh to the board uh regarding our insurance and coverage um and the liability and our deductibles that go along with that thank you Dr Velasquez look again I'm not trying not to be reasonable and we can call for a vote and move forward um there are two argumentative fallacies running around in this conversation the first one either it's one or the other I'm not saying no I'm saying I am concerned about I am concerned when I was 17 a professor of mine told me you never sign your rights away never and that is my concern it is not a either or situation it is a i it's a concern situation the second argumentative fallacy is the world is going to fall if we don't do this I hear you I understand I understand what is at stake I understand what are the things that we need to do what I'm asking is for some sort of um we cannot come to an agreement or a commitment an un a spoken commitment about the Fidelity of our intentions because there might be disagreement in the Fidelity of an intention ition so we cannot function in a contract over an ideological idea an ideological belief that our intentions align that is my concern I understand the risk I understand the immediatey I this is an ideological position as well in terms of what are the implications of these checks and balances if our position is and after the fact even during the Emergen that means that we are unable to represent the community at the juncture where the decisions are made that is my concern it is not my intent to to respond to any of the fear arguments about the implications of it I fully understand what I'm trying to convey is some sort of concern right and disagreement does not equal lack of understand understandment I can understand and disagree um there's also a public comment I'm sorry Mr Bravo Karimi um if this resolution does not pass do we need to stop the um remediation work that's going on right now because it's going to be over the bid limit yes the resolution is back backdated to cover decisions that have been made to respond sorry the the resolution is backdated to allow for decisions that have already been made um I I certainly we can make changes to it um it's not binary one one or the other it fails if it fails then we can make bring it back in with changes we do have public comment if you want to bring you want to all right to all right everybody we're all we're still listening to Mr Bravo Karimi we're still listening to this so one alternative would be to pass it as is and then at the next board meeting make any changes that might be considered of course another is if there are specific changes that are being considered now like additional reporting from staff to the board um that could be made it now amended um but the idea of whether staff is making a decision and then informing the board after the fact or seeking permission beforehand is it's the whole thing that's the whole Crux of this um and so any alteration that is having staff come to the board unless there are let's say daily meetings of the board um would um you know would would be so material as to basically nullify the intent of of the resolution um okay so Mr Harden yeah that was my point that I made earlier is the alternative is we meet every day day we get presented contracts we have to you know we're in an emergency session all the time so we meet every day we need it to be done properly our children are developing their lungs is the public health hazard yes I know I'm out of you are you are been 24 hours I understand that so ma'am ma'am I understand that ma'am I understand that we're not arguing I understand that ma'am I'm very you don't suffering you did not have to tell your child that her school bur to the ground to sleep m'am we have all had to do that all right so is there a way to get the governor's office to talk to us about what we will be liable for if we don't pass this and who will come after us if we don't clean up our sights in a timely manner all right we're going to call for the vote there's a public we have a public comment Fred Jones thank my name is uh Fred Jones I live in Pasadena all of my children went to pH of the Unified School District Schools I now have a grandson at Odyssey South I'm not questioning whether or not you need to proceed right away to deal with remediation I know how the bid process worked I worked for 30 years for the City of Pasadena in planning and development so I know how this process works my question is you go through the resolution and you talk about what we need to do and hear the schools I did not hear any Charter Schools mentioned I haven't heard anything in the resolution that says oh we're going to include you and we're going to move move forward meaning specifically to me if you're going to do remediation work what's the priority who's going to get it is Elliot going to get it is Odyssey going to get anything at all who is getting the money to move forward to clean up the site in order to make it ready I haven't heard you say a damn thing about it I don't know who's making the decision you talk about a policy operation you talking about operation you're talking about policy my question is where is are the charter schools in all of this discussion who is making a is it your job to make a sir decision on that sir yes where is Odyssey what facility is Odyssey Charter School um occupying which PD facility does Odyssey oh Edison Edison right I wanted him to answer it because Edison is listed in here we listed the Phil the facilities under their official name the state name that it has fine I so the charters again are included in this because the facilities where they live are part of this resolution well that's fine that answers my question on that my my other part of my question is is there a priority and getting the work started is it going to start at Elliott is it going to start who's taking the leadership role on that we're not supposed to be in a dialogue but I do want to answer the question about the schools again we started with the schools furthest than the fire because we were not allowed to go into the evacuation areas today we were allowed to enter otterbine which is a charter and we started looking at that and cleaning it so we're we're mitigating with 1,500 workers out there for 24 schools my concern is if this resolution doesn't pass we may have to stop those 1500 workers tomorrow I'm not interested in stopping the worker well I'm trying to get clarification right so we're we're addressing all of our facilities now of course the ones who are burnt to the ground we're not remediating and mitigating and we would not go forward with any kind of rebuilding or construction without coming to the facilities committee and the board so this is strictly for cleanup and it's for cleanup of every site that we own that's still standing fine thank you go good evening uh my name is Julissa Gomez and I'm a parent at Altadena Arts Magnet and as mentioned I'm here to speak on resolution 2800 um I commend and applaud the board and the PD school board members for their commitment in rebuilding Elliots art magnet such a vital facility for the students of Altadena Arts Magnet as well and P usd's overall commitment to reopening campuses in person however I want to express my my disappointment that Altadena Arts Magnet is not mentioned in this resolution this Omission is concerning given our campuses proximity to ell our Reliance on facilities and programs and the significant damage faced to our school due to the fire more critically I'm disheartened that the dissolu that the resolution lacks a relocation plan for both Elliot and Altadena Arts Magnet students who were part of the same school just last year as a parent I know firsthand that Altadena Arts Magnet is more than a school it's a resource it's a community it's a family and this past week our community has suffered so much my family was evacuated and my daughter faced the immense trauma this past week knowing that many of her friends lost their homes and their school was damaged and can't go back to inperson learning I'm here today not just for an advocate for my daughter but the many of students that of Altadena Arts Magnet that are over 63% socioeconomically disadvantaged and 12% have special needs and disability many our families are already struggling with parents who make two to three jobs to me make and meet this the impact of This Disaster will only further exacerbate these economic challenges it is imperative that PD and the school board meet with the meet the moment and provide much needed leadership to the Altadena Community we implore you that the district provide parents with much needed transparency during this time to that end we insist that PD hold Community meetings with parents of the aladine Arts Magnet and Elliot magnet Community these two schools are severely impacted by the eaten fire and must and must be relocated we implore that you um meet with us with relocation options and provide a detailed timeline and imple implementation plan for each option for each relocation thank you for your time consideration and Leadership during this pival moment for our children and our community thank you [Applause] Dr Blanco president Hol board Representatives thank you for your commitment to our students my name is Nicole Hansen I am the parent of three PD students my fourth grader also attends Altadena Arts Magnet last year I also served as a PD substitute teacher and filled a long-term substitute position covering third grade at Altadena Arts Magnet my concerns are the same as kisas first thank the board I want to thank the board for your commitment to rebuilding Elliot Arts Magnet a vital facility for the students of a as we do share resources families and Facilities we are very grateful for PD's overall commitment to reopening campuses as soon as possible for inperson learning however I do share our frustration with other parents that Altadena Arts Magnet Elementary School was not specifically mentioned in this resolution this Omission is concerning given our campus's proximity to Elliott the families we share and our continued Reliance on its facilities and programs and the significant smoke damage our school has sustained rendering our campus unusable likely for the remainder of the school year more critically along with many other aam parents I am frustrated by the lack of communication regarding the spe specific relocation plans for both Elliot Arts Magnet and ALT CA Arts Magnet students this past week our community was disproportionately affected by the widespread Devastation from the eaten fires I am not here on behalf of my own self my home and neighborhood survived I am here to amplify the urgency for a reopening plan to be established that explicitly takes into account the unique needs of our student body any delay in getting our children back to school in person will only further exacerbate economic challenges that our students face and create further educational inequalities and learning loss we understand that you don't have all the answers right now and we don't expect you to but it is imperative that the board provide parents with much needed transparency during this time the slow dissemination of information has already given rise to so many rumors and it is causing our parents to panic given that our own beloved principal Dr Dana Hill and her immediate family have lost their homes it is unfair to expect her to lead the conversation with our school in the same way that other principles have been able to at my other kids schools to that end I stand with Julissa and other parents as we insist that PD hold a community meeting as soon as possible with our parents and Educators and staff at Altadena Arts Magnet and Elliot Arts Magnet the two schools most severely impacted by the eaten fire so that our specific needs in our community are are met and our families have an opportunity to share what they need from our district leadership thank you for your consideration Keith [Applause] deaga Keith Keith Del agila and Anne Lee thank you good evening board members first I just want to acknowledge the immense challenge before you and the pressures that you're facing and I appreciate you've chosen Public Service in a really really tough time um I'm representing the family and Educators at PD's Charter School communities with the California Charter Schools Association nearly 10% of your students attend a charter school um it's 1,00 uh students at the seven campuses um and as you know and we've discussed here tonight the fires have destroyed three of those campuses um completely there's a gap right there's a there's a gap between what you're saying and what people are are hearing and want to acknowledge that we've heard you tonight again firm and affirm and I thank you Miss Bailey for for pointing out where one of those gaps is in the the previous resolution so I want to give you some tangible next steps that I think you can take to help this community heal to put us all on the same side and to direct all the resources necessary to to recovering and rebuilding this community so the the first is just acknowledge the community in this resolution it's a really simple thing in the resolution there are the PD campus names that families and community members don't know they don't see themselves affirmed they don't see their Pains being recognized so in that whereas when it says noise put aison in parenthesis where it says Edison put Odyssey where it says LMA Alta put Rosebud a really simple change to just help families know that they are seen and heard um the resolve here can be changed as well you have resolved to rebuild Elliott and and you should I've heard tonight it is a critical part of this community but you've named damage at five campuses and said we're going to stand behind and we resolve to rebuild one of them it may not be your intention to leave people out but that is the impact that people are feeling right now so I'd ask you in that resolve number two is just acknowledge those other campuses as well we know you can't commit to specific rebuilding plans specific timelines specific amounts of money specific ERS you don't have that information now nobody can ask that of you but what you are doing for Elliott right now is affirming them and saying we hear you we see you and we have your back do that for everybody so that's the second thing that that you can do and then the third thing you can do is is pick up the phone call the Pasadena Charter leaders and ask two things one how are you and two how can we help it wasn't until Sunday night that anybody there heard from the district or from board members and and I I know that the devastation you were going through but they need to hear from you and it cannot be serial calls from Mr Bravo Kim who has a lot on on his plate they need a seat at the table we need to be here in Partnership to hear you to see you and to help you figure out the path forward so those are those are the three simple asks for right now I mean I have I was here yesterday all day with Pasadena leaders we have a Tex stud we talk every day at 5:00 P p.m. every one of you can come open lines of dialogue please amend this resolution thank you [Applause] and followed by laid AIS good evening superintendent Blanco of board members uh president Holly my name is Ann Lee and uh I am one of the founders and board members at Alma Forte public school and I just wanted to stand here in solidarity with the uh Charter School leaders to express just the urgency in uh finding uh alternative housing and to rebuilding those schools uh and as we know charter school students are public school students uh under California law and need to be given the same consideration as District students and as Keith Keith was mentioning if we have a resolution that's committing to The Rebirth of Elliott um which is extremely important um than uh the other public schools in aladina who have suffered damage and uh which burned uh should also be mentioned so that includes Odyssey aison Rosebud and now I'm hearing alinaa Arts Magnet as well uh so we cannot rebuild alanina unless we rebuild uh these charter schools in this community so uh we're just asking for your leadership and your partnership thank you [Applause] hello my name is liita ziz thank you so much esteemed board members president Holly and superintendent Dr Blanco um I also uh represent Altera Arts Magnet I'm also on the board of the PTA uh my daughter is in third grade um and every school is suffering schools have burnt down uh we also happen to be in a community where I would say 80% of the families have lost everything um and so I'm here not to put anybody else's needs about anybody else I'm here to implore because I know and I've seen the care and the passion and the conviction you guys have as elected officials before us the the the lens with which I want to point towards back at aladen and Pasadena is to know that our students especially right now in Altadena where they have no homes we need need to have some semblance of community we have to have a place for the kids to show up and be amongst their peers because as my daughter said Dad Am I Dreaming Am I Dreaming am I going to die when the fires were happening right the these kids were I'm in Anaheim Hills now with my in-laws I'm lucky that I have a house to be at and we had a birthday party just yesterday at at the mall and the joy the kids had just to see each other and to be at a space to play was incredible and so I think this is the takeaway for all of the schools Charter or not Charter Altadena Elliott the vital hearts of our community is that as soon as we can get the kids in a space doesn't even matter what space it is we need to bring the kids back with themselves and with the families and have a sense of community that is lost the heart of our city is completely gone and so we turn to you our elected officials to help restore the beat of our heart and give us a place to to show up for each other thank you very [Applause] much we have a motion in a second on the that's not then you have to provide Equity there mhm um we're not so I'll just paraphrase it then um let's see so um I might I do want to address the um idea of qualifying some of the naming of our sites to say list out the charter school names that might we could say uh if we could amend it to say at the when we're listing the names and say campuses currently leased by if that's something that's allowable we can list the charter schools that are at those sites so at Franklin Franklin would be Rosewood Academy Edison would be Odyssey I believe noise is AIS LMA ala is who am I missing we can make that Amendment if you're in agreement um if you want the names in parentheses well it um and I could say it could say currently lease by it would give it a Time Miss Bailey yeah I don't think it needs to say currently leas by I think the way that it was presented to us by the speaker during public comment will suffice um it's a if that's what we're going to do okay all right but that's keeping it simple okay and um my other thing thank you was that um I really wish this came at a a different time I think our families are really just wanting us to reopen like you know what we heard just now kids just need to be with their friends have a place they could see their friends their teachers have that everyday normaly um not that I'm against rebuilding but I feel like we're in emergency situation I want that to be our Focus now um and alternatively I would have liked this uh rebuilding to be more inclusive um I know it says our commit to rebuilding Elliot Arts Magnet I would like it to say our commit to rebuilding uh PD for All Families uh and students something more comprehensive so yeah I wish this came back later so that when we are ready to rebuild this is going to be like our Focus but right now the emergency situation is what I want our our district to have a full attention on I mean our whole agenda is on emergency and um we have so many agencies helping and that's wonderful the whole Community is coming together but it's everyone's working around the clock and I want that to be top priority so I just don't want to be distracted by um anything else is my point Miss McKenzie point of clarification regarding the proposed amendment that's being considered right now um is Council still present [Music] for yeah so my my question is um is there any um challenge with um adding the names based on the fact that the facilities are a owned by PD and that those are the names that the state of California Department of Education has on record for the names of those sites and if we're beginning to now modify this resolution are we creating any complication um from a legal standpoint later on that's my only question maybe Mr Bravo can KY can check with by text and see what council says I do think that we've made it very clear this evening that these schools are the legal names and that we're representing our Charter Schools as well um I do want to address um some of the comments that were made um we have sent a survey out to Elliot and Altadena family separately than the district survey because we want to quickly gather information and what we have seen so far is that both families and people have responded want their Community to stay together so as that information came in very quickly we're planning for you to stay together right and just like with our Charters we have to check spaces we were not able to get into um Ladena Elementary at all to do any assessment because of the national gard and being barricaded then we had a police escort with our board and we can see the building is still standing now and we know that you need to move out of the building for some time but our plan would be for you to return to the the building as quickly as possible so I want to let you know that and you know it's like putting a puzzle together it's only been eight days and I know it's been eight long days because I have never been awake so many hours than eight days in my entire life so it feels like weeks and months and our you know goal is to we will get to present our plan this evening soon our goal is to get everybody in the school district public and Charter back in class by January 30th it's going to happen in phases we're moving two whole schools right we have to get furniture for you we can't go up to your school and get furniture so I mean I feel we're we're moving as quickly as we can we were very disappointed we wanted everybody to come back by next Tuesday and then we learned we had to do Environmental Studies and that the environment is not safe for our employees and children in some places so you know we quickly mobilize we like I said we have 1,500 people out there working on 24 sites the process is going to be clean test as soon as we get the green light we're going to let you know within 24 hours that you can return to the places we have planned for you um we're working with the principles daily trying to figure this out this might be an option exploring it's not that we're not interested in your input of where you want to go we have limitations right and so our site leaders are the best ones to help us and they represent you and and how you feel and we will be getting the information to you as quickly as possible so we had to figure out a bunch of different pieces we're going to call our Charters too and we're going to let you know you know what the options are very soon so so you know it's like I said it's been 8 days if we get it done by 10 I hope that you will you know appreciate what the team is doing to make sure that everyone is sitting in a seat in a PD school or facility by January 30th okay I I would like to address this because I authored this resolution we took great p pains to put all the destroyed campuses on here and aladina arts is not destroyed Elliot is completely destroyed so in this first paragraph We were very careful about what we chose the reason it's about The Rebirth of Elliott is because Elliott is considered alad's iconic striking piece of architecture it is a significant work and it's destruction is particularly difficult for the people for all of us to witness if we make a promise to re re rejuvenate ourselves through a symbol of this incredible piece of architecture it will carry us through spiritually that's what this is about it's not division it's not either or the pie is infinite and we can all take a piece but right now in this time of Crisis it is so important that we look to the Future that we look to our souls and our spirits and that is why we put in here about the tower that it had a tower that was about reaching for the stars and how important it is that we do so a tower that is Iconic stunning and beautiful a formidable Tower an architectural feature that symbolizes the thought expectation and Artistry of people on the Earth who reach for the stars and create a better future that's what this is about thank you um thank you I think it's Dr Velasquez then Mr Harden I just want to say that we all live in this community we all live in our in in the neighborhoods um raise your hand in this area here if you know 20 or more families that have been displaced and impacted by this fire 30 or more 40 or more um some of us are currently displaced some of us are hosting families that are displaced we have children in School in this community we understand your pain because we are processing our own individual grief while also taking at task the immeasurable responsibility of taking kids back to school and I think I want to remind you of that because a this is a collective grief and we are taking very seriously the task of representing you while also we we we live here we're your neighbors we know because it's happening in our home we are having those conversations with our kids we have those kids that we know from age three we we we know we're not living in this precious world where we're immune to this crisis we're part of it thank you Mr Hart so um first of all I want to say that you know in this resolution there's so much about it that that that you've written as healing to our community I want to thank you for what you're showing in this is you know the love and support of our and of our students and returning to normaly um and I know you your intention on this and putting time into this so the the sentim sentiment of this is to unify us as a community um and the history of Elliot that's summarized in this document and its historical significance I love that um I do struggle um a bit on it it is exactly as worded but that said I think that I want to be clear that I love what has been created at Elliott it's a great program it has been a great Community um being involved in PTA there's U I just know so many people in that Community there's a real history to that uh to that building that was that that was lost but there's also history in in many of our schools in many of our communities and many of our cultures across the district um I'm mindful that I want to give the super in tenant and staff um real space um we're in unprecedented times to do what's necessary uh to get us back to school in the shortest period of time to get our communities back they may not be in the same buildings they may be in wholly different buildings halfway across town um but to me healing to me means getting our community back to school as quickly as we can I know they're working on that it was said before it's an they are they have been in this very room where we're all sitting has been a a war room with things tacked on the wall action plans trying to get this right um and I salute staff for that so I want to give them the flexibility they need to do the work they need to do and 98% of this document essentially says that we have a beautiful Community we have wonderful students um if this was simply a statement of support for PD students and getting us back to school um which frankly if you look at the document really doesn't need much adjusting it gets us uh to um where we're saying even if we remove what I'm to propose does not mean that we're not committing to Elliott does not mean that we may not rebu rebuild Elliott And to clarify I'm not saying that we should not rebuild Elliott but I'm also saying that we should be more inclusive of our entire community so that we have the flexibility to think longer term to BU build a stronger District so my proposal is to Simply take out uh um the uh be it res that the pan fight school district is committed to rebuilding Elliot Arts Magnet leaving everything else in that talks about Elliott and how it was damaged along with the other school sites um and then the title of the resolution would be our commitment to rebuilding um PD yes Miss Bailey what would you replace the be it resolved language with I I I would possibly suggest just now therefore or be it resolved that PD and its partners are committed to serving children continue to have access to nutrition blah blah blah um resolved further so that you would have you'd have the resolution but you would just be saying that we are here committed to isn't the Crux of the resolution about rebuilding restoration um it could be the rebirth of PSD um would be would be a suggestion just to take it to a higher level um please explain that again uh now therefore it be resolved the pass the Unified School District is committed uh to rebuilding um or or um rebuilding our schools or getting our our students back to school I mean I'm open to other suggestions on that but essentially okay so um I think like back to what I said about this being a very spiritual piece right AB and the fact that it's the only middle um it's the only PD Middle School in Al Dina that has been completely destroyed so when we talk if it says here the Pasadena Unified School District is committed to building Elliot we can't leave aladen without or one of our schools and it's the iconic Masterpiece of the entire town which was the hardest hit is Elliot a historical landmark it it is a historical structure and there has been a um a partial committee formed three years ago with Dr pomoy and we discussed putting it on the national register but that hasn't been done yet it hasn't been finalized but the work has been started and so this is if it we're in a place where the shining example of public school architecture which is all over the United States and it also exists here in this school and a couple of other high schools is I have another question is it possible that if we appr approve this resolution the way that it is that just for the sake of inclusion or or you know supporting everyone with feeling um seeing that they are included in one of the commitments of the districts to rebuild is it possible to come up with another resolution at our next meeting that specifically addresses the the the other campuses that aren't a the it in the title of this I understand look I'm an Alum of Elliott um and so um I mean I cried even when I first saw it on the news but and I understand what you're doing here I think most of us understand but I also understand that need to see some of the other schools in there um LMA Alton noise Franklin at the title at the top in the title or the district's commitment to rebuilding PD period but I I want to support um the commitment to to rebuilding this particular um support this particular resolution because I do understand how important Elliot is it's the most visible um building it's a very important building it's almost like even when I was a student there when you gather in front and you're looking up at that Tower it you almost feel a sense of healing um it does take you to that spiritual place and it's a place where back when I was attending Elliott the students were used to gather there you know um so I get it I don't want to take anything away from from um Elliot School in this resolution but I am um supportive of the board creating a resolution that really addresses rebuilding the school the district create okay yes aend I I would caution you on making commitments and rebuilding all of our property we are in the middle of an asset management study and we are going to be relocating people right so um and you can change to restore yes that would be good we rebirth restore we are going to make sure every child you can call it a phoenix attended attended our school district Public Charter Public is going to have a space in the district so we shouldn't overcommit to building spaces that we may not need that will help us in other ways be um keeping this District vibrant and have enough funding for everybody to take care of our deficits to give our um teachers and other staff additional supplemental pay increases right so we have to reimagine this District together with the properties that we have and and we're not sure what that's going to look like yet and I think once everybody gets in a space and they know that they're safe and comfortable and together as a community they'll feel feel better right we're we all want to know where we're going who we're going to be with where our leaders are where our teachers are where our families are and we're working I promise you around the clock to make that happen as soon as possible I just don't want us to Wordsmith this document to death I want us to move on um and I also know that there is the movement to um have it designated as a historical uh Landmark I don't know if that's going to be possible since part of it burned down but if we have a resolution committed to it from the district that would become part of History yes um along with the designation so um and I get what you're saying I absolutely agree um so the the language does not have to be the word build so I think I'd also like to just reiterate this is not about division and I think we have a lot of division in in the community this is about looking forward to the future for all and Elliot is that symbolic tower that was made with great love so I am very committed to this resolution as is from the spiritual aspect and the aspect of moving forward as one District the pi is infinite thank you call for a vote oh hold on Mrs Kenny go ahead Miss Kenny thank you um I initially wanted to make sure I clarified um because I think the language is Elliot Arts Magnet rebuilding Elliot Arts Magnet and I really wasn't clear if that was speaking about the community the program um you know the the students and the staff and the wonderful thing they've been able to work on and create or if it was just about the facility um I I guess you know what I heard Mr Harden say and what others have said is what we're looking at now is rebuilding our community and and getting people together in safe places but back together you know engaged in that day-to-day learning that's so important for our students and you know I I know we've heard a lot of people say I'm glad that I still have my family together even if we've lost our home because the family is the most important and so I'm not saying that the structure itself doesn't have importance I just think it it is not the most important thing at this juncture that it may be premature to talk about what what we can do how much we can afford what we're going to use particular spaces for but our emphasis now should be on getting the community back together so it again if this is saying we want to rebuild Elliot Arts Magnet community so that they are together and and able to move forward with their mission I can support that if this is more about the facility than the program I'm not sure sure I can support that so I don't know if someone can clarify that this is a it does both and it's a symbolic piece about our community the town that was hardest hit the centerpiece of the town which happens to be a PD public school and that it was a rallying place for children for since the Great Depression and during the Great Depression everybody thought all was lost but they had the tenacity and the vision and the fight inside of them to build a commanding Tower and to put resources into their future it is a symbolic spiritual and promise that we are here together as PD and that we are not divided we are together and that we looked at all the campuses that were absolutely absolutely destroyed and one of the ones that is destroyed is a PD middle school that's the iconic building of Altadena a maren and Mayberry building that has been a beacon for many people and students come back just to look at the building I have seen them walking past and said that I graduated from here two of the wings or three it seem like to be a shell the tower still stands and we're going to need to stand and we're going to need to have Vision moving forward this is the right time for a promise to the community to move forward and that we have love in our hearts and that we are going to do everything we can for this school district and our community that's what this is about it's not about diving into it so tightly that you could tear it apart and make it lukewarm this is about being bold saying we're going to rebuild we're going to move forward there is no division we are here together and we're going to reach for the stars and in times of great tragedy when we think All Is Lost people need resolutions such as this they need literature they need poetry to move forward and that's what this is and it's an arts school thank you Miss Fredericks okay so we're talking about both the symbolic um coming together the community and the facilities so the problem is with facilities there's a dollar sign a dollar amount associated with it we have yet to set foot into what is the condition of Elliott we don't know the extent of the damage it's severely damaged but lit literally we have no idea the scale the cost and prior to the fires we were just for safety projects we would eat into half of our measure R funds and that's just safety type of things that's not even like renovating redoing long fellow and all that stuff so that's my only concern if we had money that we can spread to all schools I would be feel comfortable but I don't know the numbers right now so that's why I have reservations about supporting this because it has funding implications I would want to take money away from another site to give there's unintended consequences that I really want us to um understand first before we make decisions I'm not ruling it out it's just right now I don't have the information to make decision we have insurance for it uh Miss Bailey yeah so we all need to get out of our own our old way of thinking about facilities okay this is a totally different situation and uh m Mr Bravo kareim says that we have several streams of Revenue coming through to assist with the restoration of our damaged facilities okay so let's not overthink it let's not get into worrying about Bond money because that's separate right now um and let's just move forward because this shouldn't be that hard to get through okay um so we need to think um a little more I don't even know what word to use but let's think the opposite of how we've been thinking about our facilities and what it's going to cost to uh restore them so let's not think Bond let's not think budget and let's just keep moving because it's it's got to be done one way way or the other just really quickly what I will clarify from my perspective is whether this passes or it doesn't we are committed to our schools and it does not mean that oh it didn't pass we don't care about Elliot Arts Magnet so I just want to from that's my perspective so let's move forward with some faith for our district and our community and should we have a vote oh miss Dr Velasquez do you have something to say okay so we passed the resolution and um what does that mean because we are going to have to go back to our facilities plan correct so the solution means an intention and then but it is an intention until we go and rework the entire facilities plan correct I just want to understand process we we have to um you know pause for a moment and get our children back in school and get the facilities remediated and then yes we are going to have to come back to our facilities Master planning that is obvious that you know um we have to start over we are in the entitlement process for our staff housing at Rosevelt I think we'll keep that moving we need staff housing more than ever now um but I think we have to look at the facilities plan um the bond and you know look at maybe some of the schools that we have lined up we might make them a little bigger or change the scope those are decisions that you have to decide right that but but even in the OWN remediation of Elliot we would have to come back here to M materialize our intentions into actual plan correct yes so you have a facilities plan that's a bond plan and you're going to have money for facilities from insurance and you're going to have assets that you have to make decisions about right and they might not have been the same assets that we were bringing forward before because some of them are gone right so yeah there's but I our primary focus right now is to make sure that we get everybody in a space that is um you know adquate for their their learning needs and that's where we're going to spend our time at least for the you know immediate future is getting the schools ready because even any spaces that we're we're looking at um we can get people in immediate but they are going to have some longer term needs we might have to bring some additional buildings to them you know we're going to do the best we can to get everybody a good space but there will be some other things that are going to put maybe some of the projects a little behind schedule that we already have planned Patrice if I am hearing correctly the intent of this resolution is about making a commitment to preserving Community restoring community and having schools be at the center of that kind of restoration is that what I am hearing or perfectly said um would it make people comfortable to modify the resolve to sort of have that in ENT or that Spirit be encapsulated in the resolve versus it being sort of a very finite focus on rebuilding Elliott that for the purpose of Altadena being sort of resorted and healed and sort of um renewed in some way that we're making a commitment to sort of have the soul of Altadena be revived through our schools as uh that the Pasad Unified School District is committed to rebuilding Elliot Arts Magnet as the symbolic heart and soul of public education something like that I'm talking off the top of my head I was thinking broader okay like included but not limited to but just make I wanted to really be I'm I've heard a lot of um people expressing concern about needing to feel and hear and see themselves represented in this resolution and I I know that your desire is to do that but I think if there's a way that we can just sort of write a sentence that sort of encapsulates that um sentiment so that our community in its entirety feels represented I think that um the buyin will rise exponentially well since the school is at the center of aladen can yes Miss Bailey should we pull this and bring it back at the next meeting CU I hear what you're saying and then I'm seeing some things on here that we need to fix as well so I want to withdraw my motion and I status report ascertain damage to facilities presentation hello Mr Bravo Karimi good evening so a lot of information here at least on the first slide is is I think has been discussed a lot tonight so I will cover it uh more briefly so as folks are aware the sites that have substantial damage due to the eaten fire include Elliot Arts Magnet Middle School the noise campus which is occupied by Aon School of leaders uh the Edison campus occupied by Odyssey Charter School South LMA Ulta occupied by Pasadena Rosebud Academy and then the Franklin Elementary School campus the other sites um that um not damaged by the fire uh have been teered by impact level and and what I mean by impact level is while they haven't been damaged by fire directly there is of course as folks are aware as we so many of us live in and near the community and the fire uh smoke debris Ash um and so this these three tiers are uh you know in part about distance physical distance from the fire and then of course about those other other impacts so on tier one uh highest impact level we have aladine Elementary Don Bonito Cadre elementary and middle schools Jackson Elementary Webster Elementary Longfellow Elementary Autobon occupied by Odyssey Cleveland occupied by Alma Forte as well as other programs um mure Marshall um and the district service center tier two uh still impacted of course but to a lesser extent and also largely uh further physically from the from the fire includes Field Elementary Washington Elementary Madison Elementary Norma kum's Elementary Jefferson CC Roosevelt Elementary Hodes OCT oeb octovia EB Butler middle uh Burbank campus Pasadena High School Linda Vista and lacaita by Madison Elementary tier three is again uh the the least impact though impacted certainly um and also generally furthest from the fire that's Hamilton Willard San rafhael Blair middle and Blair High uh Wilson where there are multiple programs including Avison uh McKinley and the education center where we are here so there'll be another presentation where more information will be provided um the cleanup efforts and the amount of cleanup necessary is to some extent uh of course tied to these tiers that you see here but the length of time it takes to clean the campuses and then ultimately to environmentally test them and clear them is more related to the size of the campus okay so of course while the interior conditions the exterior conditions impact uh the nature of the cleanup work the size is the biggest factor in terms of how long it'll take and we'll talk a little bit more about that later thank you very much does anybody have any questions who has questions here do you have a question yeah Miss Fredericks can you go back to the low high medium high sure I just want to if you can repeat what those mean low means oh sorry lower lower moderate High um impact level from well not so is it easier to clean the lower or no not necessary the length of time it's going to take to clean these uh properties is mostly related to the size uh of course the interior conditions will have an impact but the biggest determining factor of how long it takes to clean a campus is it's is it size okay Mr Bravo kimy wouldn't you say that the ones that are most affected and the largest are very much so yeah so yeah not not to say that the impact and proximity to the fire aren't an impact I just wanted to make clear that you might see a school in tier 2 that is very large with many different types of facilities like gymnasiums auditoriums that will take longer to clean than a smaller School in tier one even though the impact of Ash and smoke might have been more significant in tier one I just don't want you to interpret the tiers to say what largely tier three will be cleaned the fastest so that that's true but in tier one and tier two uh a very big factor is going to be the size and the number of of spaces Dr Velasquez I know that you said all of this information but I want to ask it plain and simple because that's what everybody if you have a kid in PSD in pasaden you want to know when is my school going to open why if my school is more impacted is it last and what are those measures that they have to pass like like who's measuring and what are they measuring sure so all schools are being cleaned right now simultaneously um it is the case though that tier three schools in the early days of the fire we were able to access first okay so because they were furthest from the fire and the condition while it still was took a lot of bravery and dedication from our staff uh and of course with the proper protective equipment um we were able to access and start the cleaning almost immediately at the sites furthest from the fire but right now given the size of the Personnel uh as Dr Blanco mentioned earlier you know 1500 Personnel um the equipment that's all being mobilized simultaneously now um moving forward the biggest determining Factor factor of when they'll be finished with the cleanup and then the testing uh will be again size and and then just to a lesser extent the conditions from Ash and smoke so the schools are being clean after they're being clean they're being tested after the passive inspection we can open it if the school is Big it takes longer if the school was in a restricted area it takes longer because we couldn't get into it as soon as as we finish the process we'll let you know and get you in because we want your kid to be in but we also want your kid to be healthy yes okay thank you Scott Harden uh yeah uh I hopefully I'm not walking into something controversial but there's a few sites on here like for instance Linda Vista um can you elaborate on what we're actually doing at the lind Vista site so I mean all sites are are being remediated to some extent I can provide more information in a followup about any specificity about that site I it's not occupied right now by anybody right we we have a children's center there there's a prechool so anything we own where has children um and that's why we're encouraging our Charters not to go in because we're going to take care of their cleaning too so that everybody passes the environmental test at the same time and has the same level of cleaning so uh you know we've hired professional experts that are sanitizing doing this afterwards to make sure nothing else comes back in until the wind and everything CES down um and so every facility whether it's occupied or not is being clean simultaneously no apologies I I didn't realize there's a aument there so I'm I'm clear I appreciate that one quick question um so they the companies are hired to do the cleaning and then does the government do the environmental testing or do we do the do the cleaning services do the testing it's a separate contractor okay but it is a contractor that we bring on of these professionals that do sampling of surfaces air and then provide us with the information we need to know that it's safe to return um and then another side side question uh uh what are the most the dangerous chemical lead and asbestos correct yeah I mean the testing is going to be extensive but those are great examples of things that we need to make sure are at acceptable levels thank you so much questions Miss Tona thank you thank you for calling me multiple times um I just uh was remembering a parent asking this question so if that parent's out there I'm asking your question now parents are anxious to get back and they know that cleanup is required so they're very happy to help why can't they help help with the cleanup yeah we need professionals we we are grateful for any all the outpouring of support that we've gotone from all corners of the cities and the state and the country uh but this is work that is is cleanup is maybe not even the right word it's sanitizing it's it's really a deep clean and having seen some of the efforts myself they really are accessing floors walls ceilings spaces above lights so that's not work that that's really safe to be done by anybody but a professional crew and the fact that um they would be a liability um on the district so and that's that's important I I knew that and I just wanted a official word okay are there any other questions here before we move on okay thank you Mr Bravo Karimi we're going to move to the second discussion item progress report on academic and operational recovery General updates Dr Helen Chan Hill hello it yes all of SLT will join me um does very much look like the same slide deck because we are operating on a lot of um do it as much as we can to overlap so but I want you to know that that photo is actually of one of our students yes uh two days ago um at Jefferson Library which the city is so generous and allowing us to um to use for our learns Child Care uh where we were able to bring back students from the most heavily affected schools first um and then now is open to any um PC student up through 8th grade um or with the community um and I don't know if you know they have their fire academy there their trainees are there so these are not yet firefighters anyhow they saw that children were there and they said maybe we should talk with them do they have questions and um from what we heard it was extraordinarily healing for them to be able to um to answer tough and difficult questions about what's happening in this time so we do know that um we have a community that's behind us um you know in various roles that essentially all really care for kids you know not only the learn staff that you see here that are are with our kids um but any anybody who's in the education Community um in this room anyone who's a parent knows that you don't get into this business uh Without Really knowing that you um understand that schools are safe havens in places of comfort for kids and so um amid a very heartbreaking time for our community I want you to understand how heartbroken we are that we can't be with them either um it is our absolute intent and commitment to reopen schools in person as soon as possible because we know that's what's best for kids but we do understand that there are a series of things that we have to do extreme diligence for because these are young developing um bodies and Minds that deserve um and really do require the health and safety um checks that we are are being so thorough about um if it was your own child you would say the same and so um we consider all of these children our children children um I also am you know can't believe that it's been 8 days you know just one week and it does feel like a a lifetime um but in in I I want to sort of share the scope of what we're going to discuss here um so that everyone can kind of understand uh why this isn't just a easy switch to just go from being out and being back in especially as we see the communities around us and some of us even living on the fringes of this um looking like life is resumed to normal um absolutely we understand that there's you know a public health emergency with the air quality and things like that in our immediate Zone but it is not um you know something that is being dealt with everywhere uh you know even in proximity to us so um Dr Canal will actually share some of our staff numers so let me just put it according to our students about 10,000 of our 14 ,000 students were in a mandatory evacuation order last week that means that at minimum over about two thirds of them had to have some physical change in their life um we believe um in mapping this out that about 2500 of them live uh lived or live inside a zone that is still inaccessible whether or not their structure is still standing and another 1,400 or so were in what we would uh term the immediate core burn Zone meaning highly potential loss of of of their personal home and so this isn't just a um an event that happened to you know an unknown Community it's something that is going to reverberate around for all of us um as Dr Velasquez Vargas said every one of us knows multiple multiple um people who were affected and impacted in various ways so when you think about how we're going to bring students back in this it isn't something that is um is small we are a concentrated District that is very close together mileage wise and so this is a huge impact but when we think about reopening you'll see in this presentation that we've talked a lot about facilities tonight and we are not talking just about facilities because bringing students back is about the community of the school setting and whether that's in in the building that you once occupied or another building that we can put you safely in we are committed to making sure that that community that you have with your school and the people that you know and the people that you love is what can restore you to some normaly so the three um goals that we are basing our uh uh recovery plan on is to reopen and really talk about that safe and healthy environment to restore and have that community reconnection and then to rebuild and rise and of course our core educational Purpose with that learning continuity but everything that comes along with it in the total well-being of our children so someone who knows a lot about that is Dr Roso and I'm going to invite her up here to start our presentation thank you Dr Chanel so I'm going to engage you in something that we um have started and it is about wellness and safety not just physically but psychologically emotionally um and my department that I'm very proud of is focused on student wellness and support services but I'm also mindful that we must take care of the adults first in order to make sure that we are welcoming and creating that environment of restoration for our students so as we've heard these fires have impacted all of us in ways that even right now we may not even understand that the feelings that we have the reactions that we have are raw they are real we have heard stories we are enduring others who have just unimaginable trauma and yet we're taking on other trauma as well and so I stand before you as someone who believes and is dedicated to Wellness and taking care of yourself albe it I'm probably not the always the best at myself but I'm really good at telling other people how to do this um but learning through this event how to honestly take care of yourself so something that we probably need to really think about is what does that Community look like and how do we restore the PD and it begins with trust and tonight is one effort in that uh first chapter of what restoration is going to look like um and so I want to do something with you that might be unorthodox in a way that maybe you haven't done Dr toer used to tell jokes um this isn't maybe going to be funny so um so I'm going to prepare you for that so I'm going to ask if you would be willing to stand with me um push your chairs away and just and just stand where you are I'm G to have my SLT here something that we've been doing in the PD for the last year and a half is doing community circles and a community circle is something where you can establish Unity you are all welcome to S if you like like to stand with us I would love to have the PD Community with us as we move forward so please join us in this although you're going to have to do this part silently because I can't put you on the mic but just be with me right um so this is something we've been training our secondary schools on is how to build um a sense of trust and community and starting that is in a in a Unity Circle and so today I'm going to engage you I will not put you on the spot except you are going to have to share one word that's it I'm not going to have you go any deeper than that okay when you do a community Circle you always have to have a talking piece today it is the blue guy from student wellness and support services he's squishy I have lots of them if you need some but today there's only one and usually the person who starts the community circle is a person who gets to pick the token piece so it could be anything it could be a coin could be a squishy guy but today what I'm going to do um and before we get there if if what I'm going to engage you to do you feel like you're not in a position to answer you have the right to pass and then if you think hey I want to come back to me the talking peace comes back to you this is something we're going to be doing when we come back next week with every single one of our staff and every single one of our students and as that phase comes in PHS has been doing a lot of this their whole ninth grade class has engaged in this they are well aware of how Community can be powerful so what I'm going to ask you today is to think of the one word that comes to mind with how you are feeling right now hopeful optim loved tentative resilient that was going to be my word you can say it too Dr Blan a sense of belonging hope together Duty purpose exen respectful ready invited I'm blessed thank you all for participating in that if you guys can have take a seat circles create unity and this is the time that we will take a stance on creating that together before you on the slide just talk a little bit about what we have in place but I want to tell you a little bit about the deepness and the thoroughness that it needs to exist in the PD and not just the coming days and not just the coming months but probably years ahead and we need to be ready for that PD has great supports in place they have incredible Educators we have incredible students stents and families and a staff that I know just as much as our students want to our staff needs to be back with their Community as well and we are getting ready for them we have an mtss multi-tiered systems of support framework that we designed a year and a half that is ready and it is being marked up to create spaces and um most relevant needs that we know our staff is going to uh uh have a duty to pre prepared for um our colleagues our partners are all stepping up they have been incredible what can I do every single day we get thousands of emails some we can't even keep up with but we are so grateful and I just want to publicly say that the outpouring of support and love and what they want to do for the PD is remarkable so I just want to say that even though we may not always get to you guys thank you um we want to make sure that we're mindful that when everyone is returning to school the level of trauma is going to be really significant and there will be triggers and that's why um making sure that we are trauma ready not just informed will make a difference in how we come back as a unified school district we do have mental health services that have been deployed um yet they are doing the best they can because they have been impacted with their lives as well so our team is working overtime but I will tell you that the Los Angeles County Office of Education and another team that we met uh with out of the Marin schools are ready to deploy over 50 licensed clinical social workers clinical social workers counselors to come onto our campuses to work with our students and our staff because they all need it so we are ready they have scripts they have resources and everything is going to be in place it's not going to be perfect and it will not be pretty but we are going to have people there to make sure we are taking care of our people being responsive is critical and that is what we're doing but we are taking our time to be thoughtful and have meaning behind this and in only eight days as we keep saying so much has happened for this Readiness to occur I also want to diso out that um student wellness supports our Health and Welfare is one of the pillars of our return it's the number one reason that we will return we are in contact also with the Department of Health um we continue to meet with them they are incredible Partners as well and as Dr Chan Hill mentioned earlier we do have a public health emergency right now because of the State of Affairs and um we want to keep that in mind also as this return um is really critical um for how we will restore our en ironment so that they are truly safe and lastly on the sense of community we have a community event tomorrow we are inviting all of our students in the PD and our staff and all of you as our board and our leader Dr Blanco to be present to join us in a community event from 2: to 400 p.m one of our wonderful Partners passing into a City College who just graciously says yes to us and has no idea what they're getting themselves into Dr Gomez and your team props you're amazing um but we are going to get together we have a DJ we have music we have over seven vendors most of whom have lost their homes but are coming to provide food we have hot dogs and raspados and churos and oh my gosh there's so much stuff all of our team that we just put this team together a couple days ago our own internal teams have art supplies we have hygiene kits we have people to be there just to talk we have teen lounges our Think Tank subba is not here but our Think Tank yes yes JP you're a representative here um we have things to do because some of our teens may not want to do that we have um Lake Shores coming um we have tons of information our community and Resource Center has put together a five-page document with so much resource they can walk away with hope that something in their Community their school district has got their back so we want you to be there come join us our own Dr Blanco will be giving a brief opportunity but it is a time to heal and is a time to connect and although I don't know how 13,000 people might fit on that corner of the par parking lot three but I will tell you right now every single one of us is welcome to be there and I hope they do it is going to be a great time and the restoration relies upon us we are the power of us and it starts with all of us um and I just thank you I look forward to um seeing all of you tomorrow I'm going to turn it over chill Miss Kenny needs to see her word oh my God forgot sorry I'm such a visual person Miss Kenny yes she has to hold like a pen or a talking piece Miss Kenny what is your word sorry to copy but I'm gonna say overwhelmed as well thank you and my apologies I'm didn't look down see always leave it to a teacher to make audience participation happen come to every board meeting just say this um but I do hope that that activity really kind of conveys how even in all of this heartache we can and will smile together so um and that's how we want our students to come back into our schools so I'm going to talk a little bit uh just briefly about what is currently happening and what is to come so um we actually have had the benefit of meeting with um we've now become bonded with other school districts that have unfortunately faced the same type of catastrophic event and everyone has uh come together for a little bit of therapy but also advice so we um have heard um and connected with several individuals in in our job alikes as well as in our in uh a leadership team and uh one of the big things that we're framing around this um Dr Nao our director of curriculum instruction uh met with um her counterpart at Paradise uh unified up in California uh Northern California and they said we assumed fragility but we should have assumed strength so when we receive our students back we have to remember that we're not just Altadena strong Pasadena strong s Madre strong but we're PD strong together and so while we fully intend to ensure that we give our um staff and our students the space to process we'll be process processing together for a long time but this is uh the Long Haul and we're we're going to be here for them but we know that we're strong and we know that we're resilient and we know that we will rise so right now what we see is students in self-directed online learning these are optional modules but again kudos to Dr n and her team um for putting together all of this because we wanted to take burden off of anybody but these are robust these are not canned these are authentic lessons being created by teachers that are or not teachers I'm sorry UC UC ators at the central office um and and posted we also have um great gratitude to Harmony cono and her learns team for opening up the inperson learns uh as quickly as they could and also coordinating with many Community Partners who've been offering Child Care um you've probably seen them all on our social media threads when we couldn't get um spaces or our people together um the YMCA Boys and Girls Club care camps Etc all came out um there's so many more and so um she's been helping to coordinate so that we can get more spots for more kids because that socialization and that interaction has been pivotal so with that I'll make a very clear statement that our intent is to Marshall all of our efforts into that iners space we do know that there are some you know this always remains fluid and we have backup plans upon backup plans upon backup plans um that may involve some online components but it is not our intent or desire to to use that as a first um as a first measure we want to make sure that kids are in person with us so what uh what happens with that is that we need to prepare our staff so we have a commitment to making sure that in the sequence of events when we are able to get a green light on opening any of our schools that we bring back our staff with some preparation and healing time for themselves prior to them receiving the students so that they can have just a little bit of time time to process with each other to prepare to plan and to learn a little bit about how we can support students in this environment so that training is really going to be more Community Connection and training light because again we're going to be doing this for a long time together and then of course in that space with our teachers as well and and our and all of our staff and as well as our students prioritizing the social emotional aspects um and then mindfully incorporating that academic recovery um because certainly we know that we can normalize the space but we also have to make sure that the space is open for whatever feelings and whatever anybody comes in with so um with much uh appreciation for the support that Swiss team and and all of uh that is going to provide and being cognizant of the mental health supports for our adults as well as our kids we know that we can thoughtfully um establish learning continuity with that one of the things that has been a question is also just our device and access so know that um Albert Garcia and his team of tchs cudas to them as well um have been um marshalling as many Chromebook resources as they can to replace any um obviously damaged lost melted um devices we started with Elliot of course knowing um uh that the students would need some connection there um and had the drive today for for Elliot and um additionally asking about Chargers and potential hot spots we are also working on teacher devices because we know many of our teachers are in the same boat with with um what they were not thinking to to grab when they left and so um we will be Distributing those as soon as possible as well all right hand that to Dr Canal for second thank you Dr Shan Hill we're going to talk about a little bit about staff impact there's some statistics out there that I I want to review but I want to kind of pause on them as well so of the 2739 employees um 1,358 live in the City of aladina Pasadena SI Madre let's just think about that for a second so that's 49.5 so I'm going to round up to 50% of our staff live within our community which is a great thing right when we say that folks who live in a community work in a community contribute in our community but that also means when there's a disaster of this nature it is impacting our labor force so that means that they are also going through this trauma right um 301 of those in Altadena alone 172 where I've referred to as the Epic Center where this occurred and these are employees so classified certificated management substitutes it's across all of our labor force but this is in 1358 employees each one of that number is a family it's a spouse they have children their loved ones live with them that they they take care of for grandparents so the number is much more astronomical than that so I want to put that in perspective it really means that we have to take a look at the labor force when we're returning one of the few things is I have made contact with uh several folks with substitutes classified certificated as you know we have had folks coming right away to assist us we've had custodians a lot of the folks in maintenance and operations and transportations or Food Service workers they've been providing service for the district when they themselves do not have a home because they live in our community in that Altadena area code 24 custodians and they were the first ones that we called back so I just want us to think about that and I want to slow down a little bit the conversation in terms of talk about Al also the folks that provide service to our families so it's just a little bit to think about and it is my word was hopeful and the reason my word was hopeful earlier here is it's difficult for me not to be hopeful when I spoke to a custodian who lost his home um has his several children um is in a hotel and says not can now I just need a minute before I get to to work and I said no I need you to take care of yourself I need you to take care of your family and why don't you know where are you at so perhaps we can have a conversation and person to see what is said I can do for you so we have a lot of folks who are impacted who want to provide service for our district but we want to make sure that we keep them safe as well so I think we want to be methodical as we move forward in this approach so I wanted to talk a little bit about that moving a little bit forward we've been having conversations with all of our labor Partners having either inperson virtual telephone updates um especially when this began dayto day uh some some of them several times a day in walking in through the process um in terms of what was happening in real time um I was talking to someone earlier in the break and I reminded that when we say this occurred eight days ago it wasn't one event that occurred on Tuesday the 7th and then ended it was an event that was ongoing for the week um and it's still going so it's not something that has already ended so been in contact with our labor Partners uh discussing the different resources um discussing information that that we have um and keeping them informed uh talking about safety considerations before they returned and making sure that uh the they know that the district is committed to keeping them safe and making sure that we're methodical about this process as most of you know we have sent out a survey to staff and to try to collect as much information to know their Readiness to come back we've also reached out to all of our for example or substitutes uh who are have been in long-term assignments and all of them committed to returning and being in assignment as as soon as we're ready so I really appreciate the commitment across the board from our substitutes classified staff certificated staff and management staff uh it has been really great to experience and even when it's had tough conversations um learning about how they stayed behind to save their home uh or they lost their home or they're still evacuated and um still saying they were ready to come back when when they when we think that it's appropriate so it's hard to not be hopeful when it comes to that um currently working with associations to create M us uh to return it's been a great process I really appreciate the partnership with all of our labor fors our labor Partners um in reaching that those M us um that are still ongoing so but I'm very appreciative um of the relationship and making that work from a risk management perspective um I mentioned earlier that we immediately place the insurance brokers the carriers the claims administrators on notice um of what happened uh and the potential damages of our school sites so as you might imagine there's quite a bit of paperwork whenever there's uh an insurance um claim uh this is probably astronomical as what you know if if it was your uh for your car for your home uh given the institution uh but they have been great to work with theyve been very responsive uh which I very much appreciate during this process there's a lot of uh claims documentation so because of this we worked with across the divisions with Mr Bravo Kimi uh with that Services student services to make sure that we document and every nickel that were spending on this to make sure that we're able to file through insurance companies to address this need so working it's been great to working with all of SLT and all of the meetings um uh that we've been having um from 6:00 amm to midnight um but but it's been great in the partnership and ensuring that we're doing Absolut the very best um for folks we have made meeting with as I mentioned with the with the Brokers and meetings with vendors to ensure that they the work that they do and um resident if I didn't mention in talking to the president of the insurance company um and I appreciated him echoing this I made sure that we were going to have several hundred employees from outside of our neighborhood in our community coming in and I just wanted to make sure that I highlighted to them that to us this was not just another event but that this was our home and then we wanted to make sure that when they were out in our school sites that they did the work with empathy and that they treated as if this happened in their own home and their commitment to ensuring that they mooved quickly worked Saturdays Sundays holidays to make sure that they can give us back our community so I appreciated their commitment uh from that perspective um it's been great to work with um and there's still a lot of work to be done but that there's a lot of dynamics that are moving at the same time um so we're maneuvering through all of them to make sure that we leverage those for what's best for PD and with that uh pastor that over to Mr Rabel Kimi thank you so a lot of this information I covered at the last presentation so I'll just cover anything that's new um I think I mentioned we started further from the fire mobilizing incredible resources to simultaneously clean the balance of the schools that were not started right away um the cleaning is of course on the interior of the schools but and the exterior of the schools Environmental Testing I mentioned the type of sampling that's going to be done to ensure that it's safe but something I do want to highlight is in order to get our schools open as quickly as possible and safely as possible um it's likely that our HVAC systems will need to be will need to remain off for some time we don't know exactly how long but for probably a couple weeks if not longer they need to be cleaned as well uh not just the filters but the vents so the entire hvx systems need to be cleaned that does take longer we don't want the use of those systems to recontaminate spaces that have already been cleaned and so we have we want to strike the right balance between safety which of course is our highest priority and of course opening schools as quickly as possible um and so there will be some agback systems that if they're not clean by the time we reopen will remain off um until they are uh operational and safe and I will pass it over to Hilda um good evening um board members um I'm glad to be here with you tonight um to talk to you about the communication process before I tell you what we did I'll tell you why we did it and um you know working in a district like this and in a community like this we're driven by a love for what we do and for the commun the great community that we serve and the kids that we raise um who are like JP who told me his story about the fire earlier today um and How brave and smart and so amazing that that you are and how proud um I am to be able to have a small part in in your journey so the communication is driven um by a deep affection for this community and wanting to do and say the right thing so that um so that we inform and guide and comfort um even through something like this so we began the communication with a Cadence of two to three messages a day deliberately so that we could be in constant Communication in a time of chaos these messages are multilingual to honor our our different audiences um these are sent through email and text occasionally by phone call if it comes to a a a a a message that we need to get get out particularly we also deployed our social media um and um and then um Kayer has been out taking photos photographing the the the res the incredible response of this community and the outpouring of support um and streaming it as you saw in today's media briefing in two languages so that our entire Community could access the information that we were releasing we also created a dedicated um Fire Relief website that is is updated constantly and um has all of our communication archived and is um organized um in a way that I hope is useful um to to our our community it also involved coordination with um with State and County and Regional um um folks across this um that that um touch our community and also inform the way that we have responded to this and um those agencies and um professionals um in job alike um positions have have so generously shared templates and their experiences and um and their strategies um to respond to something of this magnitude um the um my counterparts and other agencies have um also been so generous with the with their time providing their service their on the on the ground support um in um pro bono um and for that you know specifically Leo um LA County Office of Education Communications is is doing that um my colleagues in the school PR um organizations and then um and others um in uh state agencies so there's more to come um as we roll out the announcement about the announcements about the reopening of schools we want to be able to respect and to to deliver and to create and deliver those messages with the same care um that we've that we've tried to adopt uh during the initial response thank you I do have to say that getting the information to send out has been so so seamless thanks to this incredible leadership team um we haven't gotten much sleep we have been meeting at all hours and texting at all hours but they make sure that I get the information I need to put into that communication thank you I'm going to turn it over to Dr Blanco for question you're probably all waiting for good evening everyone again uh want to Echo the sentiments of um how much we care for our community our town and our two cities and we're here to serve everyone and make sure everyone has a place um since this chart was uh developed we were working all the way up until we came into the board meeting and we will be able to have um our last box will change for all all charterers we will have a space for we know a pretty good plan where all they're go they're all going now so um our goal is to um notify um our parents of the first group of schools on January 21st and then we will have students return on January 23rd we're looking at um eight schools uh two programs one Pals one children center and then a one charter program and um I'm going to announce those schools uh this evening we are hesitant to announce the next two boxes because it's a fluid process and these tears don't match the tears that you saw on the other sheet with Mr Bravo Karimi we meant to change that to phases and it's based upon um the cleaning so I got some word today that you know one of our Charters is being cleaned that we didn't have on the cleaning list because we didn't know we could get in right so it's going to be fluid moving back in fourth but our commitment is that every time we get clearance from a school um we will notify you 24 hours ahead of time and say your school will start the next day so when we test it's a 24 um hour turnaround with the test and as soon as we get the results of the test we're committed to um telling you that you can return the next day hopefully between 12 and two the day before so um than our last group and there's less time in between the um releases because the cleaning will be um picking up we do have a all staff um meeting scheduled for next Wednesday where we're going to bring all of our staff together and train them at the uh Pasadena City College and prepare them for uh social emotional um welcoming back of our students and families in addition we're going to encourage all of our teachers to start making connections we're calling them huddles we don't know how many devices are actually missing we don't even know how many of our staff are actually not going to be able to return to work or students so it's going to be a little you know rough in the beginning but we have heard from all of the partners that we've work with across the country that connections are very important we're not um switching to hybrid learning because we want to focus our attention on reopening and we don't even know how you know we would do that with kids without devices and teachers without devices but the teachers that do have devices and the children that do have devices we're going to um encourage connections our focus is going to be um ramping up child care and teen experiences expanded learning experiences for everybody that's not in a formal school program we have Jefferson right now PCC um and YMCA and girls and boys club as soon as we're able to get our sites open we'll be able to invite other schools to come to those sites for the expanded learning experiences so um the tiers the schools that are going to be opened um on January 23rd at this time pending passing Environmental Testing we know that they'll be cleaned in time for Environmental Testing by uh tomorrow hopefully uh is Hamilton um Willard um Elementary and Willard Children's Center Blair Middle School Blair High School San Raphael McKinley a middle school Rose City High School the Center for Independent Study Pals and Twilight adult school and we'll update this slide and repost it with the names of the school Avison will be able to open their um sports program and and their um Charter uh students that they have there will be able to return to school as well we are expecting approximately 3,400 students to be able to return that includes um the uh TK through um Rose City High School that's not counting our charter school students or our Twilight adult school so in tier two our goal is to be able the numbers don't count them because we don't have their enrollment that's why we're sorry so it's 3,400 plus plus more and then we we'll uh return approximately 500 um 5,400 students in tier two and then five another 5,000 in tier three and we know we're hopeful that a lot of the schools um that are in the tier three or phase three might move over to two it just depends on how quickly we can get them cleaned and and how quickly we can get the test results um back so uh as I mentioned earlier a couple times our goal is to have every child regardless if they were attending um one of our pasaden unified Public Schools or Public Charter School in a seat ready to learn in person by January 30th so um next slide so uh we do have a call for Action from the community uh for the community um a lot of people are asking how they can help what we've heard from people is we don't need any more stuff we don't have a place to live and or we're living with other people and we can't bring all the stuff there what they need is U money and gift cards and um so we're funneling all of our donations through the Pasadena Educational Foundation who has begun Distributing um some of those resources to our impacted teachers and we'll be uh adding on families very shortly and so if you um have anybody that would like to give or you know you would like to give we would greatly appreciate it and you know we we know that our families and staff are going to need money for the Long Haul right this is the beginning there's a lot of giving but we we want to have a system where we can support them in their recovery which is going to take you know a long long time we know that right and uh we want to have a resource for them for a long time so again our focus is um you can go to the next one sorry to reopen restore rebuild and rise and I I know that we're the right um group of people to do that together and so I feel very fortunate to have wonderful team supportive board and a community that's holding each other up okay thank you very much are there any questions okay Dr Vasquez then Patrice then Tina Fredericks oh okay who was first I didn't see okay okay Vasquez and Bailey thank you very much for all your work uh I know that you all all been working really hard and reopening the schools and and not with a lack of pressure from Annoying board mbers and not going to name names but a question that came up from parents um if you are um not in the area because you've been displaced but your school site starts what happens so when we we F when we find out um we are working with um Mr Taurus in the Center for Independent Study we scaled back on our elementary program because children returned to school um more Elementary children came and it you know it's more of a secondary program but we are prepared to gear that up and have um additional staff there for anybody who would like to stay on independent study we're working with the governor's office and also uh the state superintendent to see if we can wave some of the criteria affil out Master contracts and and making it as simple as possible for parents and we will hold their spaces at their schools like we did before if they were enrolled in um you know a school that's harder to U maybe get a seat we won't take their seat away while they're in the situation of being an independent study so if you can come back in a month in the meantime you do independent study and then you come back to your school or like yes yes that or if you decide to stay independent study so the independent study is um more FaceTime with a teacher than what we're doing right now or if you go on a vacation and you know you take work packets or whatever with you and turn it in so the Center for Independent Study um we had a pretty uh tight Virtual School model there during covid so we'll revive that for younger children if necessary on slide four could you please explain the term or the phrase self-directed in front of online learning please sure so self-directed means that the student is doing it on their own meaning it's not something that a teacher has to guide them on and we did set them up so that they don't necessarily have to depend on a parent so they are split up by grade level and subject area so if you are a second grader it should be an activity that you should be able to do in a self-directed way so and so there are they graded on those activities or is just something gr for them they are not graded and we are very clear we want no pressure for anyone to be doing any of these my children didn't hear that so anyways but um I'm just kidding um but it is because we know that kids will need different things at this time and for some the normaly of the academic program is what they would like these are programs and apps that are familiar to them um that should not require some front-loaded in instruction some review some fun activities Etc and on the canvas platform that they're familiar with so uh it is really to make sure that there is still some you know engagement opportunity should they desire it and so it's not something that's turned in that the teacher looks at we're not asking teachers to grade it we're not asking students to submit it no thank you um Miss McKenzie two things the first is related to um reopening campuses and not having fully functioning HVAC like do we have a contingency plan for um climate control while we're um cleaning the agback bins we are working on all kinds of contingency plans but the h will are not going to be operated until they're fully cleaned um and so so can our ask to folks in terms of how they want to support our students can they maybe send us some gloves too in case it's cold for our kiddos just you know sometimes it's a little chilly in the morning no we understand the concern and then the second thing is good news um I have a dear friend who works for the bomber group they have pledged a million dollars to passing Education Foundation to support our students families and staff for this SP so people are certainly wanting to be supportive of our community make the investment in um restoring our community being whole and they're very um um compassionate to what everyone is experiencing right now so just wanted to share that good news thank you Miss Fredericks Dr BL you have an amazing team and um we have to remind ourselves this is like a unprecedented historic disaster that we are persevering in and um I look at Miss Hilda over here just she's just like just plugging away um I was at the job center they were collecting uh donations and I couldn't really lift anything because of my injury so I said can you just I'll help with anything I I ended up doing data entry of all the volunteers and there were volunteers going out the door and in the end I was entering close to 200 volunteers this community is so compassionate that's who we are we love each other and I see that every in everybody's faces here so the fact that we're here that means so much and I I don't even know how you guys are still standing but um thank you so much we are so grateful for all of your support but I do have a question Mr Bravo Karimi um I actually had the same question as um board uh pres board McKenzie about the HVAC um I mean I was just kind of a little bit cold in this building that's right so um is it that will there will be a period where there's just no heat or something and then over the weekend the HVAC will be cleaned and then Monday the hbags we're going to clean them as much as possible simultaneously it's just that cleaning takes much longer okay um and is more complex and so they will they can't be used until until they're cleaned unfortunately and we know that's going to have an impact on the temperature in classrooms but um we're weighing the interest of having students back as early as possible so they come back it's cold the evenings they'll clean a little more is that is that what you mean by simultan be cleaned as as as quickly uh as as is possible um it's it's more of just the complexity and the length of time that it takes relative to the other cleaning efforts and I just want to repeat uh the anecdote that or the example that Dr Blanco had at the press press conference about Blair and how many days that took to clean the campus and could you maybe repeat the example about what length of time yeah yeah the our larg few minutes left here so our larger campuses are going to take longer to clean um okay thank you thank you all right thank you very much anything else we have two minutes we're okay really quick we have to 11 all right go ahead s trying to Short Change me come on to follow up on what Miss Mckenzie was saying um we got another good donation seba was telling me about that earlier today on our shooting assembly think tech meeting that um Taylor Swift actually donated to our pity Education Foundation I didn't I'm not sure if you guys know that but for all you swifties out there just want to let you guys know and I I want to say thank you to you guys for this incredible presentation I love the data it was it was really clear and concise and uh thank you for all the work you've been doing is there anything else we want to say to our wonderful leadership team oh Mr Harden um I want to change my word to Pride um you guys have really seen how you complete each other's sentences and that's a big uh Testament to your to your team and you're all in this together it's a roll up our sleeves and get it done um and I've seen that and and I'm happy that today you got we got to tell some of that story because the public needs to see that you've been working since the first flames ignited on the hill and that's important um you know we're continuous Improvement people what does continuous Improvement look like in an emergency and so the question I have is you know we open tier three and we're going to learn a lot you know we're not going to get it right and 100% of the time we're going to and and so is there a mechanism for taking feedback from tier three and in a mere short number of days uh capturing that and then making tier two run smoother so some of the unsung heroes I know we're getting a lot of accolades because we're standing here and I appreciate it I'll take it um but also I really want to credit Dr Shannon Malone our senior director of TK uh 12 schools and the principles have also lost their homes um and District um staff um who have been the conduit of a significant amount of information so when you have an organization this size any information gets bottlenecked if it's just one person trying to receive it all and so their Network um and cascade is what really gives us all of that continuous loop of feedback we have obviously in just these eight days had a significant amount of time with them you know just trying to check in and it's still not enough right they'll tell you it's not enough um when we have to to it through but one of the things that we noted is when we open this first phase those principles are going to have to be in the front lines to tell us what went well what can we expect can we just we only have a couple days in between the next round and so um so that will be a big part of that uh feedback loop so and if I don't get a chance to come back up here I want to recognize Mr Mike Dunning because he walked into the room and that's the other hero so he and Mr carasco and their team care so much about getting our kids back in the school so I'm going to be quiet now oh superintendent I always wanted I want to take this opportunity also to thank Maria Montoya you see them they have strengthened numbers with me she has to deal with me all on her own from uh also 6:00 in the morning till midnight sometimes even after that so um and zoa also supports us in our office and they you know they work really hard to keep everything going and um and support all of you and so thank you so much and you know we've sure we've had teachers and staff on front lines who have lost their homes right and I've said this before in clerical people and you know maintenance and operations people they they want to have a sense of purpose and they want to be here and helping others and we can't thank them enough as well as many of our administrators so there's so many people devastated by This Disaster that still want to give to others and care so much about their children and their families Dr Vasquez I you know this comes in the tales of having experienced covid which was a different experience but you know a lot of us we all have it very fresh in our memories so after Co um re-entry to the school sites for families and parents was very restricted right but um do we have the same restrictions in this occasion because I I and I ask because in this situation the school side might be the only place where parents can be with other parents so I don't want them to feel like after covid you could not enter campus but now it's different right so I just want to absolutely I think it's actually the opposite so obviously that was about infection this is about community so at once the schools are clean we're good to go okay everybody anything else we're oh Miss Patrice one more small question if a school is clear to return to campus does that include Athletics and extracurricular activities yes but we are recommending away games at this point we are not um hosting any games until we can really get some air quality um confirmations what about practice we are recommending that the teams practice outside of our Zone as well and so we're having the coaches um obviously the coaches aren't back to work but I've informed the principles specifically High School um of this that you know if that we'll have to make some um um I guess agreements other neighboring districts have been very inviting um other recreation centers have been inviting um we couldn't transport them we couldn't get some of these Services back up and running but um as long as they're in a safer area then yes but we won't be able to host games right now superintendent we have to follow um Public Health guidance and right now we're in a state of emergency and we we know how important it is for kids to be outdoors and how important sports are to so many of our students but we meet daily with the city and um you know we get our health reports and fire reports for them so you know we have to we don't know what's going to happen in terms of the pluen and you know the level of them so we'll be leaning on them to give us the guidance about sports and outside um play okay so is we're wrapping this up that also impacts PE yes but we have um other alternatives for PE indoors you know particularly in Elementary grades so um we'll be able to probably do some exercising activities and we even did a lot of things um during covid and that might be one of the things the teachers want to reconnect with our students on and everybody can get their aerobics in yes better to do that without toxicity so thank you all right we're adjourned [Music]
