humble mind let us pray Lord I come before you today with a humble heart praying for the prosperity and well-being of all the citizens our of of our beloved City Patterson I know that you desire all of all of your children to thrive and I ask that you bless each and every person in the city of patteron with resources and opportunities they need to succeed I pray that you will provide for our community and give them strength to preserve through difficult times bless every family who has lost a loved one wrap your arms around the them only as you can I ask Lord that you pour compassion empathy and kindness towards all of us who have gathered tonight and those who are watching Lord please give us wisdom to recognize the needs of our community and the creativity to develop innovative solutions to all of our challenges bless our efforts to create a strong vibrant and supportive Community inspire and Empower our community leaders and this elected Council to create policy and program promoting fairness and equality for all patteron residents both young and old protect our police firefighters and DPW staff as they serve our community help us to listen to one another seek common meetings law for 2023 2024 today's meeting date is March 26th the time is now 7:16 p.m. adequate notice of this meeting was compiled and disseminated in accordance meeting's law in the following manner one the annual notice of regular meetings and workshop sessions of the municipal Council was compiled for the year 2023 2024 honorable July 1 2023 two a schedule of the regular meetings and workshop sessions of the minicipal council for the year 2023 2024 was duly transmitted onor about July 1 2023 to the north Jersey Herald News the record the Arabic voice the Italian voice the P County pulse Dominicana News theis International L special the patteron press the city post news tap into parison the weekly Bangla Patria in addition to any other publication duly not requesting such notices three the schedule of the regular meetings and workshop sessions of the municipal Council for the year 2023 2024 was prominently posted in the lobby of City Hall first floor in the place reserved for the announcements of this type four the schedule of the regular meetings and workshop sessions of the municipal Council for the year 2023 2024 was duly filed with the municipal clerk and five a copy of the schedule of regular meetings of the municipal Council was mailed to any person who requested and paid the fee authorized by the open public records act Mr President thank you Madame clerk um so before we getting into payment of bill um council members and members of the our community in the city of P the reason why as you might know the reason why we're doing this meeting virtual is because a portion of our Council chamber collapsed the roof collaps of the ceiling and Destroy multiple chairs up downstairs on the floor thank God there was nobody there at that time uh there nobody got hurt which is a blessing uh so the engineer and I know public work has been working on um to just get an assessment I know Madame ba later on will um give us and director Billy Rodriguez they will give us an assessment of what's going on in the chamber and when we're going to be able to go back into the chamber and how we're going to be able to utilize one section of the chamber uh so which is very important so um with that being said uh thank you for being here and conducting this meeting virtual uh because to just conduct City business uh so before I I announce payment of Bill council members let's let's do payment of Bill and pres councilman Jackson thank you council president I asked for the floor prior to the payment of bills because I sent the request that this Council readdress the matter that was voted on two weeks ago with regard to officer Jessica Amarante and uh it's important that we address it before I'm sorry one second it's important that we address it before we start because it will require as you know a unanimous vote in order for us to to be able to put it on the agenda to be discussed this the this the officer pisoni and born and raised in patteron she was um she was uh uh she got into a a fight with the with the with the gentleman while on the job she suffers severe damage she has spinal fluid leaking shoulder damage knee damage multiple contusions she was out of work for a very long time and we allowed them to come and sell us that she was derel of Duty it's this council's obligation to uh readdress the situation and um I would like for us to have an opportunity to discuss it today and um and I would like to make a mo to bring this put this item back on the agenda tonight for discussion and for uh uh official uh movement okay thank you pres council president council president council member Les just one minute council members uh and members of the public Jessica Amante with this case we we went into a executive section because it was a personal matter that we went we have a discussion on the secutive section and then we went in public and and and vote on this uh um um on this on this um the Jessica Amarante case so I would like to ask legal uh if we going to be able to have a discussion oping uh now because it's a personal matter so I just want legal guidance I have no problem to bring this back into the agenda uh councilman but I need to know uh what's going to be the legue of ramification if we start if we open this discussion now uh because I understand that we took action on the last meeting about this case so with that being said um Corporation Council council president I don't see Corporation Council on I don't know if the floor if he got knocked off council member just a minute uh there's a motion on the floor but I need to I need a guidance from legal once again to see if we're going to be able to have the discussion because this is a personent matter and we took out we have a discussion on the executive section because of the situation and public portion Council let me see mad clerk can you can you call Corporation Council counc yes meanwhile council president you call Corporation councils common sense tell me that to talk to talk about an employee a City Pass you have to get right notice second she have an attorney uh that that communication should come through their attorney and not through a council member uh putting a request on the floor when it was discussed in in in executive section we could be all in violation at this point and we can continue talking about this matter in public I I I I I hear your councilman so as every councilman have the right to put a motion on the floor to bring any item um so I'm just waiting for I and I tot I understand and I get your point and I I agree it's a personal matter so um let's wait for Corporation Council I don't see just a moment let me see if I can find a cell number just a moment so what we gonna do is so I'm not requesting to have an open discussion with regard to the employees personal data on the open format what I'm what I'm requesting right now is for this Council to readdress the public vote that we made in order to uh uh Short change this young lady who put 23 years of service into our city a young lady who was born a Dominican born and raised in patteron went to school in Patterson served the city she worked in the clerk's office right thank you she worked in the clerk's office for a number of years she served under the Jame she served this city and then she also worked in dispatch then she served as a police officer for 23 years and we just voted as an official board as a board representative of the Community we just voted to disallow her to to gain a full pension in which in which it would been have been no detriment to the city no detriment to the city would not have costed the taxpayers an additional dime what we did was we short changed the young lady who put her life on the line and counc order I'm still council president I have I have the floor a young lady that put her life on the line and we still have right to address this matter and further council members furthermore just for a point of clarity with Council councilman bz's Point her attorney has send has sent Communications to the city was not divulged to the council Council in full clarity let thank you Council I got Corporation councel and I will come back to you go ahead Council mes no I I want to hear the legal opinion because I will stop thank you so Corporation Council this is what we have we have a virtual meeting because of situation at the council chamber I need your legal opinion on this matter we voted on we spend a good amount of time on the executive section is my understanding that this person received notice to be on the meeting on that and to be part of that discussion that we have with member of the police department she decide not to be be present or her lawyer decide not to be present we hear one side only but she was notified to be present on that meeting on that executive section uh so I want to hear your opinion and right after that this is this is my take on this uh but go ahead so I want to hear your opinion um on this matter thank you council president I do believe uh the person was served with the right notice and as we saw um did did not appear or correspond regarding that particular rice notice okay so Corporation Council we we we send the notice to her and to the lawyer she to be present so what we get what's going to happen is next week hopefully God willing we will get back at into the chamber and it's going to be a workshop I'm willing to go into a secutive sessional with my full Council body to have a discussion about this matter but we're not going to do this now we're moving with the Renda that we have in the book council members We're not gonna have more discussion about this matter but we're gonna have it at the chamber at the workshop and we will have a sec section to have a discussion because the idea is to see if the council member would change their vote and before that we need to have a conversation and I'm willing to have this conversation on a executive section not in the public portion not in this platform because it's a personal matter and I'm going I don't want to put the city at risk uh I don't know what's her lawyer what's the started with her lawyers so I'm not informed about that but I'm willing and ready to have that conversation at the workshop on the executive session and have a full discussion and if we have to revisit the case the police going to have to come back in front of the council and her lawyer or her is going to have to come back in front of the council so I the amount of 12,285 46442 uh out of these 12 million you have the Board of Education payment for6 Milli 97,3 3647 in general government you have 4, 69,1 5.73 uh the majority of that is uh full payment of um I'm sorry I think I yes 4,586 th000 is G General Insurance um and just so you know there's an additional 220,000 Capital fund that's specific for a chassis for a recycling truck so that consent because I don't want to be a misinterpretation of me not supporting but um I just want to put on record um that I support the Bengali Community as a whole and I was not aware I was not given the opportunity to have my own uh uh Bangladeshi honory but you know in honor of all all right just for future I would like to be given the opportunity also to choose uh someone from the Bangladesh Community to honor all right so I just wanted to just say that thank you thank council president uh thank you council president Council woman every council member should have received at least three emails that was sent by uh Miss Miss Jones Douglas I think Sophia also sent but we did not hear back from anybody uh only councilman Dr Lisa M sponsored one so it's my understanding you chose the name and put the council members and that's what I meant but anyway I don't want to get into a discussion I just wanted to just put that on record we we just we we sent I sent an email to all the council and say that it would be um that he wanted her to be honored and the entire force wanted her to be honored because she well deserves it for 20 years you know the how family and this is another Council woman is another phenomenal woman that we are honoring for her 20 years of service and for her to have started if you read in the body how she began with us in 2003 uh in the fire department as a public safety telecommunicator trainee and now has elevated to the current position as director of communications I congratulate you I congratulate you and your entire how family um and I'm looking forward also to doing this presentation in the chambers all right we are unfortunately sorry that you know you were not able to be in the chambers today but I'm sure that the chambers will be full of and caring for everybody that he came across he was um you know it's just uh hard to put the words to to put to words what um you know what kind of a person he was and to to my Uncle Bobby the entire family um who now has lost um a second son um you know uh this this this entire Community um Mourns for the entire family and I appreciate all the gestures for our family and for Roberto and um you know he's going to be very much so missed uh Madam clerk my vote is yes thank you thank you councilman Jackson councilman khik my vote is yes Madam clerk thank you councilman Council M Mims so I just want to say to the how family to council Jackson and his family as well um Mr uh Roberto lost his life tragically he was one of our male carriers for the patteron public school district and I'm sure if his dad and family are watching um or anyone that's watching they'll share this with him on tonight I remember a conversation he was always in our building as well as many schools across the district picking up mail dropping it off probably three times a week and I never forget maybe two weeks before his death we would talk we would always say hi and bye but one day he stopped me he was like I don't think you know who I am and I'm like I know exactly who you are and then he went into a whole dialogue about his father and he thought I was talking to him because of his dad and I said I do love your dad and I respect your dad but I respect what you do the fact that you take your job seriously you come in you do your job you don't have any extra things going on you're making sure you're dropping off and picking up and he had the biggest laugh because he thought that was so hilarious that I I was saying to him that he was the drop off and pickup guy so every time I saw him after that like hey you dropping off or you picking up what you doing so we're going to miss him um I mean it was very very um heartbreaking when everybody heard it we just could not believe it because he was just in our building uh the day before um and so uh Patterson School District misses him I'm sure his family misses him even more and this community has um it's a great loss for the community at large so to the family to his friends and to all of the Patterson Public School Employees we will miss Mr Roberto but all of his hard work and dedication Madame clerk my vote is yes thank you Dr mes councilman Udin uh first of all thank you uh Dr Ms for sponsoring this but just know this Patterson public school is mourning for so many losses in last two weeks we lost him about two three weeks I would say and this week we lost Miss brownie she used to work as a uh instructional assistant or a personal aid in capacity in at Jek High School the day before she passed away she was at the work site she was completely fine and she passed away two three days ago this morning we got the news that act Academy when before uh J High School come to one one school the ACT Academy vice principal Miss McMillan passed away this morning so three losses in two weeks from Patterson Public Schools so I is it's really tough for everyone cuz we spend many many years with these individuals and I'm talking about Miss brownie I after my election I went back to the building in the teachers room everywhere there's a articles from the newspaper about my election pictures she was posting that one of our teachers running and she just posted all the news articles on the teachers room you know just as and I at that point I I I knew her just you know as Miss Miss Brown and not nothing to know other conversation I ever had after this I spoke and and we are very connected uh but we lost her and miss McAn was a wonderful educational leader who worked in many years in in school district and lost her this morning so we pray for all these families and uh their soul and we always should remember them their hard work for our children and our city of Patterson thank you and with having said to say to Ned Huntley she helped me tremendously um back in the day when you had the anow um fighting for three and four years old U fighting for all day kindergarten and and that hunt helped me to be a chairperson of Title One National Coalition for ESN for children so in that Huntley you have been around you have helped so many people someone may not even realize that you have helped them you have helped so many parents and and that Hunley you have they call you up you try to you try your best to steare them in the right direction and I want to say to you I truly appreciate you and everything you've done for me and I'm going continue to love you and appreciate you because you are truly truly you know about education Madam cler Annette Huntley congratulations councilwoman Ms Mand Council byoun theb mov and put in the agenda that's all right you can't vote on it coun urin and Val second also by coun UD and Val as well so I know we have we have council member the public War director on the line but this is very so we allocate $ 54,9 for the renovation of the tennis court at Eide Park the cost for the the renovation was 382,000 15 155,000 with 35 cents so we have a remaining balance of $ 13245 3.35 the reason why we are reallocating this funding is because we're got to put new light in around the tennis court at Eide Park and we're going to be able to play do tournament at night because the light that we have um there there also the director could add um any additional comedy to that but we're going to put a St lighting system around the tennis court and they're GNA it GNA it going to make the East Side Park loop brighter director yes thank you council president um yeah we're doing this changer for a decrease in the original contract due to um the original specs were just for regular spotlights were that were already there um and we didn't think that was fair to the upgrade that we did to the tennis courts so we um so we held the money on the lights parts of the line items for the lights Parts on the uh on this uh contract and we're going to be introducing another resolution P hopefully the uh the next Workshop to for the um the mus uh Sports liting system which will you know you can play tournament like you said play tournaments at night play at night we could have better control of the lights um they don't have to stay on all the time we could control them from our phone um just like all our ball fields are getting now beautiful direct and also keep a mind keep director that uh just a second couna keep in mind director that there's been a few requests that the fence we have to make sure that the fence go all the way down we got to fix the problem on the bottom we're working on that okay please okay council member Les uh council is is my understanding that uh soon the ordinance of using the parks publicly is going to change uh in other words uh this had to be when people when you say people could play tennis this is had to nighttime this had to be schedule with uh DPW to be able to use uh the tennis court because it if if if the new ordinance goes in place like that it's going to be going on Place uh everybody that be in the park After Dawn is have to be with permits and not just uh be in the park because they want to be the other thing is council president is uh I know we we put in capital money in all this parks and it's good and um and I'm happy that Roberto Clemente fence looks beautiful I we receive a lot of calls a lot of calls saying that looks better um and I hope y we could do the same thing with the Colombian Park that we could find some funding to beautify also the Colombian Park and 21st Avenue that I know alel is always also allowing uh to beautify that small pocket park right there in 21st AV working on it thank you thank you councilman thank you director and yes uh um that's a good point Council we we are so uh East Side park is is we closing East Side park every night me when the Suns go down we we don't want people at the park but with the tennis court we're looking forward to have Clinic to teach our kids our youth to play tennis we're looking forward to have tournament but everything have to go through uh the department of recreation and DPW so to have full control of our Park councilman uh director Rodriguez yeah you just mentioned that the the resolution is for Esa Park that'll be for all parks uh from dust to dwn for all parks not just e park sure plus you know since I'm the third world councilman I gota look for my East Side park you know but I got nothing nothing against my second W but I got to look for my third W residence but now also you know East Side park is the largest park and you know what's going on I mean people that want to be there for late until late at night and we' be doing a very good job closing the park and we got gate in every court and every entance so it's easy we got full control of the park now before it used to stay open all night not anymore that's done so we we we're very happy so I have a question to the director quick uh um Council Council thank you councilor president uh director so are we charging the people or no they just scheduling no if uh if if you if it's a schedule if it's a league they have to pay uh um a security fee but there there's no charge after that a security fee after they they're let's say they have a league they pay a security fee when when their league is over they re they put their receipt in and they get a reimbursement at the end of the year go well there's nothing that we have to charge them for if they you know destroyed something or something like that then they'll get the four refund and they have to have their own insurance yes definitely got it unless unless it's a recreational league if it is run through Recreation then uh the city of covered but if it's a uh outside organization yes got it thank you pres uh councilman Jackson thank you council president so director yes sir if a if a resident wants to utilize the park to take their kids to the Park to catch balls or go on the tennis court to hit um to valy tennis balls that's how is that not they're going to be required to have uh insurance no the the the court the tennis courts are open up every day so when when this new ordinance goes into effect there'll be every the whole park will be shut down at um at at dawn but um uh if let's say east side has a game or a tournament they have the permits anybody that sign there playing the pickup game would have to move because East Side High School has the permit well that's during that's during a pickup game hour my question is if as a parent if I want to go to East Side park in the summer 7:38 o'clock where it's uh the sun may have already set how is that how does that work for for John cute public want my kids to the to the tennis court I want to take my kids to the softball field to hit balls catch balls I'm not it's not a team it's not organized sport it's just a parents or kids just uh out just uh according to the ordinance When the Sun Goes Down The Parks will be closed if there's nothing that's actually organized that's on the that are gone on but we need to memorialize them and let them know that U we did not forget about them and and I added um councilman Jackson name um councilman Jackson to it because his father's name is in the resolution um and that's why I wanted to pull it off I wasn't sure but I know I have my husband has a family member that play and my husband's friends Ronald laan um steering mcdown um they all went to school together back in the 60s and um so I wanted to make sure and so when I read the resolution and it says several members including Johnny Briggs Roger Nelson and Mike Jackson went on to play in the Major League you know that's something that sometimes our history are not being told to everyone like it should be told and I said sometimes we had good things and sometimes we didn't have good things but you know what I found that we continue to be able to live and on and I remember my husband plays um baseball at isau high school back in 1961 where he could not play one year because they said we can't have four black players in the Outfield so we couldn't have four they had to make sure they only put two and two so finally by the time he got into his sopore year now he was able to play so I think our history need to be told I want to say to the um this the anniv the 40 anniversary of the Clancy all black softball team from the city of Patterson for those that are still here I I I honor you I appreciate you I know you gone through holy hell and back but you're still here and you're still going to show us and you're still going to teach our young people that we can still so I just want to say congratulations I'll do something special councilwoman Ms and Jackson in the future you know pretty soon probably maybe towards the end of April but I just want to say I congratulate and we need to honor and memorialize the ones that are no longer here with us that are no longer here to say we appreciate everything that you've done with that being said Madam clerk number 49 is a resolution authorizing the public sale of city property not needed for public use pursuant to njsa 4A colon 12-13 Etc it's an economic development resolution 24 221 move move by move by Council second by Council roll disc discussion discussion Council can we be provided with a brief overview as to what property this is um and possibly any details as far as a guessman of what we're looking to receive or to get in return for the sale of this property can we get a overview please uh yes uh so we have the director Tiffany on the on the on the meeting uh good evening director so there's a question from councilwoman uh Lily samin about the uh the details of the list and the property yes so good evening Council um just so that everyone is aware the resolution that's being presented this evening relates to the auctioning of um of Lies me as well as um several other properties there are six other properties that will be um auctioned as well um just so that everyone is aware as it relates to lies the property is roughly 25,800 feet um it's on a little over half an acre um it's a freestanding single story retail facility and so it has been vacant and abandoned for multiple years um the property falls within the Great Falls historic district and um would absolutely have to follow the historic design guidelines so the current assess value on the property is 525,000 okay that's 327,00 for the land uh 197,00 for the Improvement um it's different from the appraise value which is uh $350,000 that appraisal report was shared with members of the council um I'm sorry was there a question just continue okay so the highest and best use um for this site would be to continue it um as a restaurant facility and to be developed um consistent with the Zoning for that area um again auctioning this property allows the city to um generate some Revenue um we would certainly look to exceed what the current appraised value is in terms of you know what the the auction would generate I would estimate roughly 750,000 to a million is what um the auction house is stating um for everyone's reference Max span is the auction company um they are a reputable Auctioneer firm um that the city has utilized in the past so they come with a lot of experience um and a wealth of knowledge our prospective date in terms of going live with the auction would be about um five to six weeks from today if it's pasted this evening so we're looking at the end of April council president I still have additional questions sure Council so um you mentioned these six other properties could you identify um before you mention that so when this first came forward as far as um lies was concerned I made a recommendation to the administration that we would not just do the auction through Max ban just for libes that we would take a look look at other city-owned properties and then we would do that auction at the same time so I see that that's being done but I just want to identify where those properties are what they are and then I have a recommendation after that council president so I just want to get in the addresses or locations of what that's going to be are those uh in particularly the ones that we talked about that they will be sold directly to the community that they will get first dibs at those properties or is this just all encumbersome and then you can have uh developers and City owned because the conversation and the recommendation I presented was that we have properties out of the city owned listing that will be for City for Patterson residents first to get the opportunity so are these six other properties that way so these six other properties are outside of the Redevelopment area which allows us to go to auction the other properties listed on that on the um on that sheet that was shared with members of council included properties that are located within the Redevelopment Area Redevelopment Law requires that those go um you know be shared with those that actually are contiguous with the property so those are separated out from the list and the six properties that I'm referring to I can give you each um address including the block and lot so the first property is 97 North 8th Street block 416 um I don't have a lot number for that one you could give the add you could give the you could give the address direct with the address we'll be okay yeah 97 North 8th Street is the first one um 414 East 18th Street 319 12th Avenue that's the third one the fourth is 218-220 Patterson Street or Memorial Drive so that one we need to look into um some of these properties will require a title search um but that's the that was the fourth property the fifth Property is 38-46 Elm Street and and then the sixth property would be 1022 East 25th Street actually um there those are two properties so 1022 East 25th Street and 1041 East 24th Street um they're somewhat ad joined so those are the six properties they do need to be looked into a little further so um title searches will need to be run on those we did get estimates for um from title companies and we'll most likely pursue with one of the three that we received quotes for okay just I'm still I still have questions so with the six properties and I just want to get clarity because it was stated that these additional properties we will be able to sell them and have Patterson residents get first div so are we saying now that these resident these particular properties will be open for all they will not be for Patterson residents first will be all encumbersome is that what we're saying that is correct so they will be auctioned alongside of Lies um in one um single event um the reason for doing that is because one lies is the main draw right and so the other properties wouldn't be highlighted if they were done separately which is why we're combining the auction to include those six other properties um again bundling them with those six other properties gives highlight to those other six that may not otherwise would have received lower offers so this is an opportunity to gain multiple bids by also you know having a much um broader auction by including libes as the feature um as the main feature okay I'm gonna say this to uh the administration answer my council members I don't agree with that I think these items should be separated um one should be for lies and then there should be an additional for these six other properties only because we have to think about the residents residents want to invest in our community they get outbid when it comes to the auction process I'm not sure I've seen a couple Council memb that have been in those meetings and our residents want to invest but they just don't have the long stretch of of dollars and or lines of credit as others do and that was the recommendation from the beginning that we would have opportunities to allow our residents to be able to participate in this process I believe this should be separated we can do the auction simultaneously with still using maxan as we've already approved them but I think it should be separated to allow our residents to be able because if we put this out the residents are going to come and they have they want to be able to participate but unfortunately they out bid all the time I'm not saying we should not allow others to come in as well but I think our residents should deserve to be able to receive some of the benefit of being able to participate in this process so to the administration that's my recommendation and to the council members this should be two separate items on here and I I think it's um because it takes five to six weeks it's not that far off because we have to do title searches on these six properties anyway but I think it it allows us to do our due diligence and show the responsibility and accountability as Council people to say to the residents we consider you and we think that you should be a part of being able to receive some of these properties as well that is my recommendation um and I'll come back later and if I I need to put a motion on the floor I will do that council member I have I have uh councilman Jackson councilman Bess and councilman Udin uh on that on that order uh do you ask for the floor councilman Jackson I did okay so I got right after you go we'll go councilman bless and councilman so uh um I I didn't take any notes but I I have to say man you know council president and and I'm trying to I'm trying to be as cordial as possible but the mere fact that I I would I would I I would allow you or give you an opportunity after to acknowledge whether or not you knew which property this was for because when it was read into the record none of the property information was included and you was very quick to continue to move this on for a vote which is very concerning even at the coun as a council president it should be for something like this we should all be well informed on and the public the public should be well informed on what this Council has all these intentions on doing and it mirrors the fact that you you you took took the initiative to remove the item which we all had a full discussion at workshop last week about televising Workshop meeting so that the public can be well informed about these kinds of situations this is yet another bad move we we've never had an assessment to find out see the council continues to bend over for this Administration which has completely sold our community out and the fact that the the the the picture is being painted as uh the the public is going to have an opportunity at this once it goes to public auction it is a public auction you know the example has been set already Ros Rock has shown the entire state of New Jersey how to get things like this done I'm looking through the list you know some of them are commercial properties some of them are multif Family Properties one I mean the the questions there's many many questions that still haven't been answered are these properties actually City owned properties if they are how did the city come into possession of them you know we understand lities we know we know what that is and this Administration has had the agenda to sell that property from the beginning we already know everybody knows the the the buyers already in line so the fact that we're now uh uh coding this as an open public sale and then even have the gumption to um portray the fact that pisoni are going to have an opportunity to have a bid at this we have people crawling through our communities that are loaded with with with disposable income while by the way the Fabian is now closing their doors because the residents of patteron don't even have enough disposable income just to go to the movies because they're being overpriced through through the exorbitant rents and we have done absolutely nothing this city council has laid on its hands and done nothing not one thing to benefit the public when it comes to uh uh giving opportunities at becoming a homeowner becoming a business owner we've done zero nothing we can't give one example of when we've done when we have done so and we had this discussion close to a year ago six months ago yet again and it's coming back to us disguised and now you as the council president which by the way during that during the last time this came forward when you weren't the council president you were in opposition of it as well and now all of a sudden you're funneling this thing through for on behalf of the administration trying to rush it through without giving the public you know great details on what what it is that we're doing this is an embarrassment but yet I don't expect anything different it's what we've been doing for the last several years so I mean you can answer if you like I already know that you you're not going to answer and if you are you're gonna lie about it this is yet another example why patteron is in the dumps and the residents are suffering because they have no opportunities and the council's giving away all these opportunities to everybody else for the for a property appraise that $350,000 we all know that that property is far has far greater value just because of the potential outlay of of taxpayer dollars that we're gonna that we're spending there so we're setting somebody up for a layup while we're spending all the taxpayers dollars anyway why why am I even bothering well I'll tell you why because the public is listening and I'm hoping that the public is listening well thank you council members Council you're right you're right you're right on point but let me just let me just add this and and I'm not I'm not answering to that comment I really want to thank Council men because you councilman me you bring value into your recommendation you're not pushing now to the members of the public I just going to tell everybody that we spend a very a lot of hours with director Tiffany going through all the list of those property the list of those property they not as attractive and the reason why the director put it together with u leis that have more attraction is to see if people get interest into those property I like C's idea to separate it because we we haven't done title search in those property that that I is that correct director that is correct so those okay so this is what happened director since we have not done title search on those property we got to make sure that those property are clear to move on into the action we should not be voting on a property that we not that doesn't have a clear title this is the conversation P that we need to have it's not poting finger as council president I know I don't know what I'm guilty of but I don't pay attention to that because I'm here to do City business I'm not here to play politics we spend hours and hours at the committee meeting but there's some council member that they don't attend to any committee meeting they don't do any work with the director but when the camer is on they love to come on and just put the show count members of the public resident of the great city of parle leis is the property that has been dilapidated for years and years right next to the great FS the great FS is totally renovated but you don't have any place to buy a uh soda or a bottle of water at the great fs and we have thousands of uh arrested people from outside tourists coming into the Great Falls to take pict and they have to go back because we don't have any restaurant so Le is going to be in the auction hoping that somebody will buy to put a beautiful restaurant on that section and beautify the area that's what we've been doing and that's the work that we should be doing there's nothing behind closed door the legislation is right here and you hear the director and I'm in the real estate business by the way this is my experti value and and I'm closing um no council mess is on the line councilman o and I'm apologizing we we just wanted to make a motion council president to amend this item exactly yes before before the motion I will get I will give the floor to councilman and councilman Udin but the appraisal value the director stated is 525,000 and the assessment of the property is 3 350,000 if we get a that's incorrect that's not what she said so you don't coun councilman Jackson you don't have the truthful to the public that's incorrect you don't have you don't have the floor Council so counc solution is therec President thank you council president there was a a nice button when people like to interrupt we we did it um on the on the time that was uh uh the pandemic that was a m Buton so you could do that from future on um but I just want to bring this up um then um director do you mention uh um four 418 I say four four what was that um in 18 Street 18 stre yeah 414 East 18th Street yeah I just I just Googled the address it looks like a residential address so I just want to make sure that's not a city property uh and it looks well well conditioned property on it uh next to another another house that I just want to make sure and the recommendation that uh Council woman mins is a wonderful one uh we attend committees uh some people unfortunately go to taxology committee that bring all toxic into this council meeting but we are here to move it forward uh with the right thing and the and the subject here is Lees everybody that comes to Great Falls have to see on the left side that abandoned property and the good thing is that it was clear for the record that leby do not own rents so we could move forward uh with this property uh is it the Redevelopment area and I I believe as a councilman of that new District I want to see that area beautified for the great things that's coming down to front of the great fall the rooftop restur uh all the properties that um we going to make sure that looks beautiful in the new fight 10 uh that brought up a new leadership in the fifth war that right now has a good representation so let's move forward on this let's take the recommendation I will second that motion of list men uh to move forward as it is uh council president may I yeah uh you're on mute sorry council president you're on mute yes thank you thank you um uh Council M director just give me a minute there's a motion this we all and I I particularly mentioned about this that we need to have some condition aligned with the auction if we just sell it like this whatever we can dream we can say we want as said we want rooftop council president said there is no place to buy a soda but how do you know the buyer is going to offer that to you so we have to have a contract that says these are the particular businesses can be offered which is called conditional sale which the term you are very uh C pres since you are in the realtor business you know that the conditional sales has to conditional cells should take place so that whoever P Chase or even the current buyer who will buy this uh property if that person sell to someone else still the condition would be aligned to this particular property that what are the businesses can be offered which will cover the theme of the Greatful area so I believe before we continue doing this we have to have condition cleared that what are the businesses can be offered whoever will purchase they have to purchase with the condition that will be stated that will be recorded so Council as part of the conditions as part of the terms and conditions of the contract um city council does have the final say and that you are able to accept or reject any of the bids or offers that are put forward related to that project thank director yeah so so so councilman I have another question council president so go ahead as as director just said we can cancel and we can accept that that's true however before we offer or bring it to the market the condition should be aligned to this to to wording should be there why am I saying this let's say let's say orally whoever let's say I purchase this property or I put the B you know U I'm interested buyer and I said okay I I'll go with whatever you guys telling me today tomorrow if I sell this product to property to someone else how would you control that cuz this is our property now tomorrow this is not going to be our property when someone will purchase it and will sell someone else in the future we are talking about years later how would you control that property what businesses can be offered I think that move forward in a separate auction or a combined auction depending on the track so it could be simultaneously done it could be combined in the one auction depending on the timing of when the um the title searches come back as it relates to um what can be done on the site it has to be consistent with the zoning however you know folks do have the ability to go before the zoning board and request changes but again everything that is mentioned in the resolution as well as in the contract of sale has to be in compliance with with the current zoning okay council president I have additional question I have to state that so I understand the allows d I 100% agree what you are saying and they have to appear to the uh Board of adjustment I 100% agree with this but but if there's no condition whoever the board of adjustment members sitting today or will come in the future you don't know what what are they going to if condition is stated again I'm saying just to be safe and to keep the theme of that particular site I think these conditions should be aligned with it when I'm saying conditional sell if if the buyer does not maintain this condition the city can get back to the get back increase in value but here we are carrying the water for the administration trying to offload this one last property and even even the intent it was it the item was by itself to begin with but we we classified it with uh six other items listen there is no possible way we should not be selling this property we should create a lease agreement that allows for the city to generate Revenue that can keep with the consistency of what that area has been produced it should be the same style of of of eery it should not be able to be changed at all what's soever you know if you're talking about maintaining a certain historic nostalgic uh uh representation of the city it's the city that drives it if we're going to give it to a developer he's gonna do what's best suits him it's not gonna they're not going to do what best suits the public so for people to say that they work in real estate and then here we are uh uh uh confusing assess value to appraise value and not understanding the the put putting deed restrictions on this on on a property such as this right now it's probably one of the most valuable assets that we have and yet we're still here intrigued and interested on giving it away and we and we and they're playing the same game they play Forever the city council will have an opportunity to see this or or have a vote on it the next time it comes around if if if the batter if the pitch throws you strike at the first pitch and you don't swing that's up to you you strike out you watch two two strikes go by we're not going to get another uh opportunity at this and disagree we just did something we identified number one in the packet in the reso it did not list the six properties So based on what I received in my packet I questioned the process and I asked the I pointed question in regards to not libes because we had a robust discussion on lies but in regards to the six properties then after hearing even more dialogue from our director that we had not done a title search the process will be tainted to go forward without a true title search because what would happen if we find in the title search that there are leans or different things or concerns with any of these properties we would have to go back and revisit this item on the agenda so that was doing something I'm speaking Council Ms starting it off and then all the council people that have already second it and are voting in favor we're doing something we identified a concern we're removing it to cover and protect the city we're also making sure that these properties are right for sale because if these properties we're we're not receiving any Revenue any tax dollars on it once they're clear and they're ready for sale we auction them they could come on the tax rooll which benefits the residents of the city of Patterson because the more properties that pay taxes the the more stable that our taxes can become so that's why I'm proposing it but my other piece to it is not just to remove it because of the title search and other concerns but also to make sure that Patterson residents are a part of the process to receive um some of these properties so that we get a return on investment from people that live in this community that work in this community can benefit from the sales of some of these properties that is the other piece Patterson the proof is in the put in we're moving forward to make sure that this item is is fullprof and solid and I think that's what we should do all the time by reading researching and then collaborating and working together to make sure it gets done I want to thank my Council colleagues for seeing the benefit and making sure we do the right thing and I also want to thank council president for taking the time so that we can move this forward so we can move on to public portion Madame clerk this vote to to remove these six properties from this item until the title Sear are clear it's something that benefits this community it protects our new director director Delaney we want to make sure she stays a little while longer and it make sure is that that whatever properties we can get if it's six out of six we're great if it's four out of four we're great that's money that will come into the tax role and it will save some of our taxpayers some money with that being stated Madam clerk we're doing something my vote is yes be uh presented separately and of course as councilman uh stated I definitely support this but as I as I mentioned about this one property that's that is attraction and that's the one of the uh most precious uh you know and most valuable property that we have and going on sale but we want to make sure that we're keeping that in control so once it's come for voting I definitely want to see the condition aligned with this restriction is there that what can have done and not done to particular uh you know property and that should be there with the property regardless how many times owner changes because in the real estate laws there is a law that comes with it that's why and even you know the whoever buys now and sell to how many people doesn't matter but still condition would be there so I'm I'm going to just stay on my Lane to make sure that we keep the theme of the Greatful area and uh to separate items I definitely need support and my vote is yes thank you councilman Udin councilman valz first of all I want to say thank you for the a council member that always like to see the city move moving forward uh some people like to see a city decade uh abandoned and not move it forward the way that we want to see our city move forward regarding when it comes up to Redevelopment in our area um if you look at the Henley stadium and people put sometime statement out there that we saw the city we s the Henley Stadium to the private developer and it's one of the things that was they it and abanded for more than 30 years and now you people could enjoy it big tournament could go there Revenue could come to the city restaurant restaurant goes on and on and people people people you know I like to praise the good thing that P have been doing and and and this body of eight council member moving the city forward trust me you know we don't want to be a person that everything is negative everything is negative everything's negative I think I know the people of is going appreciate when this is uh uh well Complete because those that sit in the council understand the process understand that every everything that we do in the city has a memorandum understanding uh the director knows what she's doing and um and and trust me everybody going to be there cutting the ribbon for the next beautiful project that com in there in the border of the second the second W and the Mon and also I inan full support um I mean there's a lot of work behind the scenes there and I mentioned that uh we met with the director we spent like three close to four hours director going to a lot of different property and I would like to encourage the first world councilman to get involved and to and to work with this project because there's a lot more work to be done there's a lot of property in the first war and the flaw Zone that we cannot build we cannot sell that we got to find a way what we're going to do with those property so there's a lot of work to be done in the first war so he should be in communication with the committee with the director to be part of this job because uh we haven't talked about all those property that are in the flaw Zone that we got to find a solution and the director knows because we already have that conversation it we're not there yet now this those property they they not we have to do a title search we've removing that with this motion and I totally agree with Council Ms we have to give opportunity to our patteron resident to have the first opportunity to purchase this property and put this property back into the market and uh and um um Texas Roadhouse uh uh who's gonna come in here Red Lobster you know I would like to because they're gonna pay more than the 325,000 they're gonna pay more than the 520 they're going to pay more a buffoon of yourself because if you're talking about an initiative to lower taxes please give me the example maybe it's the public see I don't really have to like really go too heavy any longer because all I got to do is walk around the public and they're letting me know they they they're seeing what you guys are doing tell me the example that we that you can give me that started that lowered anyone's taxes you guys allowed 17 acres of land to be given away for a dollar in Fifth Avenue which I fought against you guys allowed for uh uh uh the sale of a property over on on uh Ellison Street for $7 million over that a purchase that we purchased the $40 million over on um on Eastwood Avenue all of these deals the same thing then councilman council president this to the public by the way this is not to the anybody sitting here because it has off councilwoman Cott for holding your ground but we don't know who's gonna buy it it's the same thing they said when we extended the uh Redevelopment Zone on LA on Lafayette Street when one of the council members landlords was the person who was making the purchase we don't know who's going to make the purchase come on man stop lying to the public this is a bad deal we should have more Ironclad uh control over what is going to go there this is not making a decision that's the best benefit of the community of patteron this is a it's a it's a sham it's a sham and and and the mere fact that the administration because I'm not I'm not at all fting the director director I think you did a phenomenal job presenting it but you didn't know that it was presented the exact same way you presented it today a year before you got here and which the count this Council pushed it back but you know when certain deals are cut for certain people to sit in the presidency they're no longer an opposition of the administration they're moving things forward listen give me the example council president you keep touting about you love firsttime homeowners give us the list of firsttime homeowners you created because I do have the list of those properties that you sold to those developers in this community I have that list the ones on on on East on uh East Main and all these other properties that you Ser sold as a realtor to developers I haven't seen you cutting any ribbons with a new homeowners I haven't seen that but what I have seen is this Administration giving the city of Patterson away and here's another example of that we're not gonna have anything left the $110 million the ba is calling me a liar last week this not taxpayers dollars well how much money did the developer put in the in the project por how much money did the developer put in where's the money where the money come from are we using two minutes here or what this guy so ignorant he just can't help himself the ignorance I mean I guess but you know he he he's never even owned a piece of property let alone does he own a piece of property in patteron was approved last night which is on the McBride A extension so that's already coming that was approved by the planning board on last night totally separate from this particular item that we're voting on now it has been stated that it was already apprais at 525,000 it was a it was assessed at 525 it was appraise at 325 but they're looking in the upward uh for a sale of 750 to 1 million I just want to go back to the facts because this was stated by our director from the very beginning so I'm just reiterating facts when it comes to this particular item it is an open bid we voted on this uh maybe a month or two ago that there would be an open bid process for this this particular um project through Max span this Council voted on that so it's not something we're bringing forth tonight there was no f f um discussion in the past this was voted on and I you know to the public I always tell you go back and look at the votes to see who voted to bring it to this place right the second thing is and to to this is a open process councilman KH has already stated it that means anybody can vote on it you come in you vote on it and whoever gets the highest vote you know what auctions you get the property so my recommendation to those people that say Patterson I want it in these type of processes why don't you collaborate get 10 people to come together and I always tell people maybe five of you have money five of you have credit line of credit goes a very very long way come together instead of saying I don't have the money by myself you come together under one particular entity you could get whatever you want but it's called collaborating putting a plan together and making something happen it's not enough to talk about it it's not enough to complain it's not enough to yell and scream and say you're not doing it pointing a finger all of that everything is strategic if you want it you got to go get it if it's something worth having it having you got to put a plan together and make it happen you may not have have all the money get a line of credit if you own a property find out how much Equity you have on your home take that Equity invest it maybe you got 500,000 somebody else got 600,000 put your money together and you come together and you vote on this property have your $10,000 ready so you can sign off and give that money order to um maxband as the process States and then you're ready to make then you can go and make the purchase don't listen to the rhetoric about what you can't do there's ways to get it done anything you want to do you can make it happen you just have to have a strategy and a plan to the administration I'm GNA put this out there because now this is Libby's I am looking forward to the pl for a hotel coming to the city we have all this different the amenities right in our community people are into cigar lounges and Sip Sip and cigar lounges and and different things like that those are some things you got to look into what you need I saw our director he popped on he liked that idea but there's so many great things we can do in this community but it comes from not battling but building we got to work together you may not like everybody you may not like everything but people will listen when you have great ideas you come forth with ideas and it makes sense then you could be a part of and I think c abdulaziz will come on camera you'll be a part of the get it done committee let's get it done let's move this city forward this item is a win for the community it's going to bring some tax money into our tax Ro um that place has been um deprived there were dumping and littering going on loitering going on and everything going on in that Corridor it's time to fix it up and move our city forward Madame clerk for this item to move whatever I stated what is the best for the city of Patterson and that's what I state so I am not against moving it Forward forunate I I stated it and I want to go for higher Vier regardless who would you know who bid for higher that's not my point my point was what are the businesses going to be for and how now of course the education comes that every single sit was zoned how about the variance once it comes to the uh those boards they sometime give variances for different properties which is not allowed maybe three stor building allowed they they're giving variances for five stor that's happening we are not talking about something hypothetical that's happened previously and that's going that's might happen in the future this is exactly what I'm speaking about it's nothing I definitely want to generate money but this particular property is not only about money we have to we have to understand that this particular property is not only about money it's about theme of the neighborhood once we may be financially satisfied but if we lost this property and if we just leave it open for whatever can be take place that lost forever that's exactly what I'm trying to State it's nothing against anybody or in favor of anybody I'm in favor of that theme of the neighborhood that's exactly what I'm talking about unless the condition is stated unless condition is stated I said it from the very beginning when maxen got the job I stated that people came to the chamber they stated their intention how they want to see this neighborhood I cannot support blindly just leave it open for any business can be offered was Z allowed I can support that once the whatever we think is the best pting business can be offered is stated on the paper and Max pen move forward with the auction I definitely would support that I cannot support like this because someone can purchase it and maintain whatever condition we give them orally but who know who knows whoever will buy this property today is not going to sell again to someone else and that that buyer is going to maintain whatever theme we want to see at this point we have to we have say because we still own this property once we sell it that's someone else's property so this is exactly what I'm standing on Patterson this is for my record I am not against it I'm not against to move forward I'm not against to go for higher beer but I'm against the way we are putting on the putting on the sale I want to see the stated re formed that how we want to see this particular properties develop with that being said I'm could agree with me when the county decide to invest in a in the new bridge on my Brian's proves you know the councilman the first world was complaining because they was fixing the bridge I mentioned the person by name I don't need to hide when they was doing uh the uh uh the Redevelopment area in the fifth War the coun was against it when they was doing the rment area in the new District of the fifth War 510 where the great fall set he was against it he was against the hinley stadium and giving RS packs to everybody around and not only that brings in that toxic idea to the community that I want I'm G to say it again and I got to say it again there's people they are haters in government they don't want to see the city moving forward they don't want to see the city Redevelopment in the city you know I have to say it the right way people people cannot manage their own restaurant and their own personal agenda and they want to manage the city agenda so you know why it's in in stake right now is the Lees everybody that goes through there could see oh that place is abandoned oh this looks ugly oh this look like this but now we got the opportunity to put it out there that everybody could participate and have the opportunity if they want something good bring it on let's bring it on and we're g to see something different in in in that area so I'm happy that the board yesterday approved a rooftop restaurant and and and what is coming in that area by the leadership also from this Council in the fifth W of that area 510 so I was supporting that always way and I will support that always in the in in my in my w um you know I had to say this from Council president council president I could I could testify that your profession right now is realtor and before that you was a a transportation manager with your own company I couldest how many people in the fifth War purchase property because you lead them to the right loans to the benefit of Home buy uh firsttime buyer program I CEST how many residents in the whole city have benefit by your orientation and your realary expertise right so I couldest that because I see the the family happy out there and and and get into houses so you know I know that you are well well prepared to to get all this attack and people putting great clouds over you for the work a great job that you've been doing not only in the council SE also out there at as a as a professional realtor meanwhile there's other people going to Federal Court filing fake papers just to stay in in the fifth War as a business but hey that's okay but Le is here Le is going to get auction people are going to see that as a place that had to be redeveloped and um I'm I'm moving forward into this vote and my vote is yes and let's get it done thank you council president thank you Mr President thank you Madame clerk I appreciate council members so let me just take two minutes to just do um I I definitely have have to comment on this because it's extremely sad that councilman Jackson was using everything just to attack me I don't know what he getting about this and and in fact it's really sad he got to check himself he really have to analyze what is the purpose of him being in this meeting but let me talk about he attacking you attacking my my personal business I don't know what you get to Mr the the fushi family on Toto Avenue they have a beautiful property because of me uh coun M know that a burned down property on Madison Avenue there's a brand new home owner first-time home buyer a person that bought that property just because of me I have a person in the first war that is ready to buy another property fifth War a business owner that never owned a property is about to get his property for the first time H and and owning the business that's what I do for living helping people and yes teaching people how to invest in real estate you could laugh you could you could say whatever you want but it's really sad that you're bringing all of this together that you bring all of this to here but the proof is there I'll be helping people for many year to become first-time home buyer and I love to do this this is my business now I don't bring my client his family into uh the public because there's no need to I would more happy to do that but people that follow me on social media they know what I do at closing they know the people I show them the property they know all of that you should get into my social media and do some research on that so because I don't I definitely don't need to spend time with you going back and forth about my profession and yes if I have a property in the market and a developer wants to do business with me I'm more than welcome I'm a professional and when my client hire me to sell a property my job is to get the best return on that investment and is to get the top dollar for that property and that's what I did for the property that you mentioned in the first word that I got the best deal for that person and that person is happy with all the money on his packet that's what I do for people you got to check yourself what are you doing for people instead of bringing all The decision that that are going to bring Revenue into the City and and you know why councilman Jackson you're not helping the director the director is doing a phenomenal job but you lying that lady she you in several committee and I invite you to the economic development committee meeting for you to put you input you really want to work you really want to help the community come to the workshop come to the meeting and and bring your idea to the table you're not doing anything by attacking me all right so just zero so the only way that we're going to help this resident of the city of pison is by taking action like this I want to congratulate the councilwoman uh Ms councilwoman D and all my Council KH for move that moving on the right direction members of patteron leis has been there for years and years a theapy data buing building assess Valu is 525,000 we're not making those number up we have professional that Tiffany hired those professional and the administration and Tiffany as the Director working with those entity and you not acknowledging the job that she doing so you throwing her under the bus um I'm not I mean nobody's packet and the director she's a professional so and the and and and the assessment is and the price is 350 they hire professional to do that now I'm hoping to get 1 million two million $3 million for that property because that's the only way that we're going to help our taxpayer and that's what we do in cityor patteron there's nothing behind closed door this is a public document those that visit the great FS you could see that the great F that building is there forever I hope you know that people pay um you know the highest the value of money for that in order for us to bring that money into the city because we have to find a way to re stop the tax increase we have to fight with the state we got to fight for with everybody because our resident they're losing the property because of the high taxes in the C city of par we got to bring cannabis back into into the agenda we got to help the city and the only way to help the city is by working together and doing what we doing moving forward and taking action with that being said I'm looking forward to see a a a investor that come in and build a beautiful restaurant by the Great Falls and pay as much as that the the pressure company can get for this property so with that being you have to do is prove where the taxpayers are benefit from any of these ACS that you've taken any of these actions councilman Shah khik talked about the necessity for for this these things to be heard on the uh planning board as he has sat and voted in favor in all all of these projects that have taken over our community while our community is suffering we here selling selling off properties to developers and not making opportunities available uh for councilman valz to talk about the the um um falsehood and taking personal shots listen I'm willing to go any single night you can never debate with me because you you you a falsehood on the facts and you've never owned a piece of property in the city of patteron and you don't even understand the ramifications of your actions and how it's derel to the taxpayers of the city of patteron so I would like for you to outline it for me Council council president you stood in in direct opposition of this of this project the last time it came came forward if you voted no yet it hasn't changed and now your vote has changed and now you want to take Silence with me because I'm pointing it out I'm only pointing out the facts and if there's anything that I'm stating that's not factual then all you then please just just prove that you you you stated two people that you that you vote that you uh uh help acquire properties and I'm happy that you did but remember your your act your actions as a as a realtor is public record as well and we we can just go down the line all the properties that you sold to to to to developers that don't live in the city that are non-homeowner occupied uh properties this is not a benefit this Council not taking the the initiative to vet out what is going to be the future reference of this uh the future endeavors of this property is completely irresponsible so my hats off to all to those of you and councilman um um Udin you hit it right on the head this Council has done this in as a habit we have sat here and lied to the public we make these actions you know who else is a is a real uh uh former resident Vic Frierson is is a realtor as well let's call somebody else who's a licensed realtor and have him do an evaluation it's it's not going to line up with the things that this that the council president is talking about but yet I will reconsider my vote and my vote is consistent Madam bring some clarity to the public um where libes will be Lo where libes is located currently it is in a a Development Area for restaurant I was not stating that that would be the place for the hotel I'm making a recommendation to the administration that there is a need for a hotel in our community if there is you know um ideas or you want to change a Redevelopment Zone that is something that can be done and amended but it's done through those boards the board of adjustments and or the planning board so if there are some things that you're looking for for that is something you can propose at any time to make those amendments master plan uh the uh Redevelopment and master plan amendments and adjustments are done every 10 years but at any point as long as you have majority vote you can change uh the the zoning areas and what can be defined in those locations so I just wanted to bring that to the public for clarity so they will know in what particular area and you can always request a copy or Oprah open public records act the Master uh Redevelopment plan for the city of Patterson that was amended and I want to put on the floor when as a previous planning board member when we did these plans uh I think councilman valz was on as well he was the uh representative from the city council it was open for anyone to come in and have ideas and I just want to put on record there were some people that did not even show up to add or to subtract a way to ensure that each of the areas in the the community were at um its best so there's always opportunities to make these adjustments and amendments you just have to come make your voice heard and then there needs to be a majority vote thank you council president I wanted to bring and also to identify lanyard laws and rules so that we can abide by the process thank you so much thank you counc yes very brief council member please yes briefly uh adding to councilwoman uh Alisa men yes we to as councilman uh draft a resolution and request to the board to reconsider also the R zone and and ask them to put also a hotel in the area if we want to if we want to do that Council woman means uh let's get together let's uh draft something as a resolution or support of what you're saying now that if we could add a hotel in the area we could do it moving forward for the zoning board could take action and I know they agree with property it will not it would not build a two family house or three Family House the person it it will definitely open a beautiful business on the and restaurant beautiful restaurant on the first floor and I would love to see a book te Hotel uh going up so that will be an amazing idea and that's the next job that we got to do we have to come together as a governing body to start talking about director came to me and we add this item into the agenda because we hoping to finish the director came to me and have a conversation and ask council president I gave priority to this item because the I'm GNA give that to my Council colleague Ruby cotton who's been fighting tooth and to make sure that that Park gets the resources it needs so Council and kind unfortunately I'm not next to you right now I will be giving you a fist pump because you've been working hard with all your committees and all I even want to name all the acronyms you give me on the Committees that you're on out there in the fourth a so counsel C congratulations congratulations to that neighborhood this is first step for the resources it's long overdue everyone that it's long over do I'm happy the administration the council and the director are finally getting this uh this first step there and I hope for bigger and better things in Barbara Park um so congratulations everyone my vote is yes because we care about the entire city right councilwoman K right thank you yes he does councilman Al that's fine councilwoman cartton thank you madam clerk yes it has been a long road you know this started back with mayor Joey Torres when we started to try to do the work in the park and then they discovered and I'm probably saying it 20 2015 or 16 I'm not sure and when they discovered that the soil was contaminated and they could not do anything and so the the choice was either cap it or remove it um after speaking with mayor Torres I said the best option is to remove it so now this way you don't have to keep in it every year CU once you cap it you still got a test so this has been a long road I want to thank everyone who has been helping me um and and we had so many so many people that was with us um that been out there helping us and like I said I don't want to leave nobody out but it's a lot of us and I'm saying the the G family and I'm saying Victoria I'm saying Kelly MOS I'm saying even councilwoman Ms came out with me when we were when I had to sit and wait for mulch for 3 hours to get mulch there for the playground um and then we had the Saints L we had the patteron leas Royals with Charles uh Adams we had uh it it was just St Luke was part of it but just the idea that if we get started now that this part um is going to be um ready for National Night Out that's hoping for director Rodriguez that we can have it ready for National Night Out so I want to thank everybody who I always say sometimes change don't come when you want but change will come it might not be tomorrow it might not be next week but it's going to come and so I'm happy to see that we're finally getting this done and for everybody who played a key role in this uh of getting this done and and we've been really having some good times in that Park and I can tell people just go sit in the park and you it it puts you into a trance and sometimes people need to sit still and just be quiet because they need that quietness for a minute or that peace for a minute so thank you council members for um um um helping me to get this suit too without you all guys I wouldn't have been able to and I want to say thank you to all of you too and to the to our mayor and to our ba uh uh and our director Billy thank you for pushing this to that we know this has been a long time coming uh with that being said Madam clerk um and also where's my Javier at CFO he's somewhere but anyhow with that being said I know my my Madame clerk um my vote is yes thank you councilwoman cotton councilwoman DAV there has been many in been many instrumental individuals that um have and can't take take credit okay for what's being done today all right um and I do want to start by saying this because back in 2014 2015 all right I was in that Park and there was one individual that really stood out and I am going to mention her by name because she was instrmental she started with the cleanup of those filthy um needles the needles all right and so I have to mention my commissioner uh Victoria okendo okay um yes councilwoman there's been from ver am to you okay being a champion there for the park the Grier family uh Kelly Moss and so many more um some that you know um um by name I won't be able to mention but you know I also want to thank our director our DPW director because you know you have to go out there right and you listen to the community as well you listen to the the council uh um the council person from the Ward but also you got at large you got councilwoman men's myself councilman Udin and people come to us as well and so for you to also sit down and take those recommendations you know are very important those things are discussed when there's no one else in the room but the committee all right and so with that said you know yes this body is the one that finalizes that support that is needed and so um to everyone involved you know anyone that knows me they've known how even before I was an elected official I'm a champion for Parks as I started at out uh as a member of the p County um Friends of P County Parks and moved on and then through you know the the Grant and the 10-minute walk and you know us being able to fix more of our Parks councilwoman men's and I and Madam ba you know we went to Chattanooga and then you know through my leadership we created the patteron uh friends of Patterson Park so you know I am big about Parks I think it's important when I hear individuals say oh I'm not going to that Park and they prefer to go out this is what we're supposed to do in addition to fixing our schools and supporting our schools and you know making sure that our streets are clean and that those poth holes are filled and streets are paved and you know houses you know become beautiful you know home uh to to new homeowners you know parks are very important as well so you know with that said I'm very happy you know to support this measure but I'm sorry I had to shout out my commissioner Victoria o candle thank you as well councilwoman k my vote is yes thank you councilwoman Dava councilman Jackson thank you madam clerk first let me point out some of the obvious council president made it clear that his initiative to uh mitigate the process where this was not discussed during last the uh Workshop he took it upon himself to add it to the agenda which is great I mean fine I don't dispute that but but but he also took it upon himself to remove the item for televised workshops um which is yet again something he supported heavily until he became the president members of the public members of the third world please make note of that and um you know I listen this is not about taking personal shots it's just about listening some some of the things is get very difficult for me to hear there's not one Street in this city I could ride ride and say oh this is a clean Street as a matter of fact the other day there's a gentleman he works for DPW I'm not going to call him out but he was out on uh an arch and he single-handedly you know did a job sweeping up the streets and uh uh the street look very look very well manicured it don't take like maybe an hour later and and it's being you know totally disrupted the streets the potholes the amount when you when you when you consider the amount of workload that we've put on this DPW Department without fairly paying these gentlemen and expecting them to just do a job to clean up around all of this mess that's going on but we hold none of these people who are making these great Investments accountable now I know this is not relative to this park situation because you know I'm in full support but when you you want to uh uh make references to you know how we have to clean up the streets we got to cover F potholes that's really not happening in fact you know I don't understand how all the other council members are not feeling abused as well councilmen of the six for points out how there's 12 24 streets in the in that's being paved over the next year or so and 12 of them in is in his Ward you guys are carrying water helping him along his W is getting all the you know all of the uh uh tender love and care and not because he's the councilman because it's the mayor's former uh uh Ward and you know it's the deric neglect so I'm not saying anything about you know the job that he's doing that's great I'm proud of him but I'm talking to the rest of you all all throughout this community in the first ward in the second ward and the Third Ward and the fourth ward in the fifth War forget the council people just the residents alone just think about this 24 streets are ear marked to be paved and 12 of them in the in the six so so we had the rest of us the five of us had the had to divy up the whatever's left and yet on Governor Street near um um P near uh uh Bridge Street that street has never been paved never come down Clinton Street you can see the cobblestone in the street there's certain streets that you ride through even in the sixth FL where you can find railroad ties under the ground but we're talking about all these great decisions the mayor he's cutting ribbons while the movie theater's closing and people with this whole notion of I would love to see a boutique hotel open up people can't even afford to go to a movie but yet we gonna you know we're gonna have a boutique hotel come here while some of our residents you know I just went to a funeral yes yesterday for for Mike who was senselessly murdered and then another friend I find out gets stabbed in the neck like listen what are we doing here man anyway any listen Madam clerk my vote is yes thank you councilman Jackson councilman colleag thank you Madame Clark councilman Abdul hopefully you have le Lei Avenue on your list as well it's it's long over to do to get that street paid I have many of the street in the second r on the list as well also we talking about Parks Westside Park will be renovated starting this summer we will be spending close to $13 million total renovation of Westside Park is is great thing coming in city of patteron and my V is um and I want to thank councilwoman Patton for advocating for hard park at barbar Park my vote is yes madame CL thank you councilman KH councilwoman mes thank you madam clerk so many um things have been said in regards to those those people that were part of the advocacy and the push for this park but I have to add to your list counselor MAA and Boogie or Tony Glover who um actually spread all of that Mulch and stayed out there for hours and you know never forget us getting him some Kentucky he was like he just wanted something to eat we gave him something to eat but he took all that mulch that was put there in a p a pile after waiting there for hours for it to be delivered and Tony Glover book big shout out to you and to everybody else that was mentioned I agree with councila with the needle exchange program when we were out there standing out there um with that program and that we don't even want to get into that but you know advocacy and activism definitely works and from that and the needle exchange coming to the park with the needles um moving out all of the people that should not have been in there was very important especially when it comes to our children and recre ation when only approximately uh the budget for recreation is very low we have to creatively and innovatively find ways to increase recreational opportunities in the city the public is waiting to speak I'm going to move forward within my time limit limit Madam clerk our vote is yes for this item thank you Dr memes councilman Udin oh thank you Madame Clark so yes um one thing one thing I believe that is if every word council members pay or con concentrate on their word to move move up you know then entire city can move forward and that should be so those who are doing great job we instead of criticizing them we think they should get credit for moving their words forward since we talking about the fourth word and Barber Park I think it's long overdue and uh councilman Kon should get credit for this my daughter can go with her and play there cuz uh she was babysitting my daughters for for certain times when I go to the council chamber at night most of the time my daughter stay with councilman um Ken nobody knows that so I think she could she could walk her to the Barber Park to play there so I want to see this park moving uh you know improved the playground is there and uh thank you councilman Kon we in support of you and support of the park with having said my body yes thank you councilman Udin councilman valz um occupy Barber Park I remember when that came up let occupy Barber Park G Greer Nancy Greer the uh too kandall um don't forget Mr B that always was in the par cleaning it Hakim B and also I want to send shout out that probably councilwoman uh C know and all those coun probably know Charles Florio put his security detail to make sure drug addicted do not go to the park and that was a collaboration with h and nobody asked him he did it by himself because he was interested that fair street was clear enough to Children could go to the park see that's collaboration I just going to put this out there you imagine a mayor of the city of Patterson that will have nine members against the mayor to get things done nothing will get done you imagine nine council member against a mayor of the plans of the mayor and nothing will get done at least we have a council member that knows to move City forward and make sure that we do everything for the community and this is what collaboration is Council I recall one day they want to do that um that stage and you say hold on let's hold on for a minute let me have a meeting with the community to see what they want in Barber's Park I remember you stated that so councilman uh um um not councilman director Billy last week uh spoke to me as committee chair and the first thing he said councilman this item needs to go to the workshop and I took initiative to talk to council president and say let's put as Title First until the document gets pred and probably you didn't saw the document but you saw the title and that's why it's here today and I'm happy that that is collaboration for example if Council woman is is I have a committee we have a committee we talk I was out of the country and we talk about this I say if it's good for the community let's move it forward because I know my colleagues are going to for for it and thinking on you councilwoman account thinking everybody that comes to the committee with ideas I make it move it forward because I have to think in your witches I to make sure that I work with my colleagues and work with the director and director thank you thank you because you have fulfill the wish list of many many years of the council that you bring forward every council member here had communicated with you say I would like to do this in this part I would like to do this in this park and you have look for the room to do it hopefully one day the first world could take that same communication and make things happen my vote is yes on barar Park thank you councilman valz Mr President um thank you madam clerk um before before my vote let me ask to councilman Jackson the reason why uh when when when the recommendation came to add the uh the televised Workshop uh into the into the agenda I called all my Council KH that vote against none of them want to change their vote there's no need for me to bring this legislation back into the into the agenda because nobody wants to change their vote as a council president I have a full communication with all my Council colleague at least with seven of them and we dialogue and we have a conversation and I know I and I want to know how they feel that's the reason why the item is not on the agenda and I want to bring that item into the agenda just to put a show out there now cannabis is going to come back because one council member that vot against now we now we'll vote in favor that's the reason why you will see canab back into the workshop and that's the way I work as council president now yes I decide to put after Council M call I decide and the director I decide to put this into the agenda because this is important for the community and for the council woman M and for all of us because a lot of people they've been working for many years to bring Barbaro Park back to what it is now and and the councilwoman Kat has an amazing group of people behind her and it's incredible I remember uh Victoria kandle with the needle picking up needles brother gig gria Kelly MOS nasty gria so many great people are been working with castle c to bring this part back and I say this is important for the people and it have to be on the agenda and I'm praying that the director uh you know that will you get that ready before National Night Out because I believe that councilwoman cat will have the best National Night Out of everybody on that beautiful part so that's the reason why patteron I don't like this are on the agenda and this is the way we should be working and and advocating for my War I'm excited about what happened in the third war since I became the councilman I've been advocating for the third war since day one with the administration the east side park was dilapidated that tennis score was a disgrace for over 20 years I became a council member it's a brand new state-ofthe-art tennis court the east side park is totally repaved it look beautiful now investing more money into lighting the park new benches new table are on the way amista Park exercise machine beautiful new table I'm excited it's 42 never been pav in in over 30 years now it's brand new 14th Avenue is never been fixed in over 30 years 20 years that somebody else was here I'm here now it's fixed the Riverside section brand new baseball field all the road from east5 all the way to Madison brand new I'm excited about what happen in the third war and I'm I'm going to continue working with everybody with all my Council Cali with the administration because it's not about us it's about the people it's about what can we do to make our city better my vot is yes Madam clerk thank you council president Madam CL Madam clerk I I want to pull I want to reconsider my vote I want Jackson real quick so um it was mentioned is 64 so I'd like to reconsider my vote councilman Jackson mentioned some things but I want to go on the record and give kudos to other people that represent the six W right like councilwoman mariss Dava like councilwoman at large Dr Lisa Mims and councilman at large uh Faro Udin they represent the Sixth Ward also so when you see us bring things forward for the six w i collaborate with my at large members because they represent my residents and then I collaborate with my Council colleagues like council president Alex Mendes his Ward borders my ward we're working hand inand to bring a new playground on the border of the third and six councilman uh Louis valz has a whole border around my ward we look at projects that get uh get accomplished because we work together so when you see this stuff happening it doesn't happen in Silo we Advocate we collaborate we get things done and I'm gladly I could teach you how to do a counsilman Jackson and I'm going to put this on the record you like to speak facts I walked your ward one time and the residents complained about the roads and I actually asked the mayor I said mayor did councilman Jackson put any recommendations for Road resurfacing in his Ward I actually felt bad for your residents when I knocked down their doors and I asked them and I asked the ba and I go because they all reach out to us right Council colleagues and say what's the roads that you like for your ward first W residents especially the people that Liv in that Chamberlain nav area um by a 7-Eleven Buckley right councilman Jackson did not submit a list they not submit a list for roads repaved to the administration every council person submits a list so let that that's why things get done in the six Ward and that's why it has and that's the facts you called me out I don't I don't usually do this but I want to give kudos to the other Representatives that represent the Sixth Ward uh my counsel at large colleagues because they do advocate for the Sixth Ward but that's the facts opra those emails you'll see I when they ask us for roads i s mine in right away and I call my my counsel I large colleagues and say hey please put this road on your list please put that road on your list so sorry council president I'm going to reconsider on this um and I just want to put that on the record I will continue getting things done not that I want your endorsement councilman Jackson but thank you for highlighting all the great things that we're doing in the Sixth Ward I appreciate it my residents are texting me so Madam clerk for the fourth award just like how I supported getting Buckley Park renovated my colleagues will tell you in the first Ward it was me that made that motion to move the million dollars and the director will tell you that when I called him at midnight to get things done in the first Ward and you see what it is now now I will gladly know quality of life is to come home and find a parking space to go in without having to drive around the same block see things because there's nowhere to put your car and let's face it it's as simple as demand as parking is always going to exceed the supply but what puzzled me was when I went to the city of Patterson's zoning ordinance chapter 500 page 200 it shows a schedule of required off street parking for residential uses in other words it tells you how many parking spaces are supposed to be per dwelling so let's take my house for instance I'm in a two family dwelling and according to your guidelines with your zonings there's two bedrooms on each floor two family house this house is supposed to have 2.5 parking spaces per unit I can't even get one I've been on my block for 13 years I can't park in front of my house I'm competing with people who've been on the Block for 13 days just moved in and they come with trucks pickup trucks I have two School Vehicles being parked on my vehicle my my um in my neighborhood and I do have a driveway but I will not go in it because two men walked up in on me when I was parking my car inside my driveway inside the garage and my parking space was always blocked by others so I'm wow so so counc president you you need announcement make the announcement after Victoria Victoria after every every three minute at the end of the three hills of Black History Month and women's History Month uh people have fought bled and died for our right to vote uh during the last election less than 20% of the registered voters and Patterson voted and that's just a disgrace to our ancestors and to people that fought for our rights to vote so I please uh vote uh for the six years that I've been back home I have heard Council one councilwoman cotton blead beg implore for something to be done about River Street the repaving now last week and I heard the um the statement tonight and sometimes we'll try to correct things that we said but what was said last week was um loud proud 10 toes down where privilege was being shown that one of the counil people uh stated that approximately 50% of all the street Paving was done in his Ward now I don't know what they call it but it sounds similar to environmental racism that certain Wards are not getting what is equitable and I'm just saying that as private citizen Deborah Hannibal because that was very disturbing to me when I heard that and then I want to talk about the administration tonight putting forth the auction for Libby without knowing fully that the title searches had been done and then to say at some point that Patterson residents would be would get first dibs but now to say that we'll just go in with everyone else that doesn't sound like Equity cuz what Patterson needs is a chance and I think somebody needs to give Patterson a chance and that doesn't seem like Patterson residents it looks like we're being left out again because we're not going to compete with the other uh big people like a a Texas Roadhouse and I don't understand they're not making land anymore my grandfather used to say if there's a way for patteron to keep that property and and and be the land owner why don't we do that and lease that property and then I'm going to speak about the park when are we going to have restrooms in the park I was at a or a place to see if we are hosting tournaments I've my sons I traveled all over the Eastern United States and this is the worst place to have a tournament and I hate to say it I'm a Patterson person I'm always proud her turn up it do it for developers because the developers aren't paying the taxes and as far as uh councilman uh the same thing that Mr B said councilman uh khik councilman abdelaziz as well as Council woman gobler I've sent you guys several emails I've called you several times and you guys don't respond I think you need to give up the seat if you can't respond to the very people that pay your salary that's me I don't care what Ward you represent your paycheck still comes from every single taxpayer and I'm one of those taxpayers now as far as libes you guys think that Libby is going to be some kind of site that you know what it's going to be you guys have no power I sent you guys all emails about zoning board as well as the planning board once it goes from the zoning board and the planning board and they get their approval the city council has no power at all and you guys should know that if you paid attention to the email that I sent you explaining that these zoning boards members of Patterson they don't care about the residence and they don't care about the city at all they are doing things in the R1 District that shouldn't even be allowed and they're approving it as well as the the email ahead of time but most of you don't respond the three I mentioned abdelaziz Alik D you guys need to do a better job and guess what you shouldn't be allowed to be a council member and not report moment of silence to remember all the women who have suffered violence throughout the world okay thank you um I would like to continue by staying that I actually agreed by a statement made by councilman Bellis when he said said that I do not want to violate any ordinances in the city of Patterson that being said I find it pertinent to read the following ordinance 44-7 from the city of Patterson's code which states that no campaign material or political signs shall be erected posted or displayed including on private property more than 30 days prior to the date of election which such materials or sign pertains and any such material or sign shall be removed not more than 14 days after the date of such election as we can clearly see this is one ordinance currently being violated in the city of Patterson and throughout the Fifth Ward as we may know many of us may know that the attorney general just ruled that line voting in the state of New Jersey as we've been using for so long is constitutional because it violates the constitutional rights of Voters across the states the Constitutional Clause that they are referencing is the equal protection clause which requires that states govern impartially impartially and laws are applied fairly without discrimination if these signs are not taken down in a timely manner I'm sure the Attorney General will have a field day with all the evidence accumulated by the community in regards of this issue which is infringing upon the constitutional rights of the residents of Patterson once again my name is Sebastian Mahia candidate some residents cannot get up or leave their residents to come to the public hearings so I would like to council president bring that back at the next workshop and it we are facing intimidation tactics to our candidates intimidation is a tactic that's used by most of politicians I would like to warn the six W residents if eight people come knocking at your door and asking you to put a sign on it your right is to refuse do not feel intimidated it is your right it is your property I hope that the DPW director does hold the campaign responsible for every sign and enforces the $50 penalty the $50 not evenly being done and it would be nice to find out what is your method because even in the Third Ward there is a parking situation and the fact that there is no consistency in the way that they're doing the jobs that they do and that the reinforcement of the city has always been an issue so the inconsistency of what they're doing to come in the middle of the night and ticket and toe people who need their cars for their children or their job I would like to find out if that the council could find out what is the method for the ticketing and towing and also the lwh hanging fruit in this city if the city is strapped for money there are so many other things that they could be getting money from uh the traffic is horrendous the double parking nothing has changed from that because there's no penalty for double parking there's so many other things that could be done by this chief of police or the OIC or whatever his title is that the lwh hanging fruit that would establish some money for this city is not being followed so that's an issue that I have I agree also with the other speaker about giving some of these homeowners some abatement to these taxes it's like go to them and get the taxes you have way too many other areas in this city that are not following the zoning and planning with their homes they're making two and three family homes out of one family home those homes are not paying their correct taxes and it's like nobody's looking into that and there's so many other things that could be done in this city to help the real community that is here not the newcomers not the people that are coming in making their own rules and that would be a bigger help to us that are concerned about doing better in Patterson and thank you for your time thank you Miss fris uh next heard anybody talk about when Libby wasn't paying rent I never heard anybody talk about um when uh the Art Factory weren't wasn't up to Cod I never heard anybody complaining about when Mr G's didn't have the the permits to just recently to get uh to renovate the building I never heard anybody talk about that hookah plant in the C Hookah Store in the in the sixth War that's not licensed property but man he has to be denigrated all in public and try to make it seem like he's a poor businessman Lewis he at least has a business you don't even have a house how do you try to denigrate someone it's ridiculous and you everybody talks about the great things and Lisa saying you know like if you come together and work together put your money together you can buy uh uh uh lies well that didn't happen for Mr Belmont he had PE investors trying to buy that property where Home Depot is now so that he can make luxurious partments for uh senior citizen years ago he tries to get um but when it comes to us it doesn't talk about Equity is happening in the city so you know wish said you guys were facing as to what's really going on and help the people to be able to get new homes and different things so that everybody could live and not just Andre if I lived in pan I would take my book to look Andre's house and sit it in front of his house and let him wait until um someone comes and pick it up um I I know as I ride through there every day I don't see them I don't see the benefits the only benefits I have seen are for the developers who've gotten the developers fees and then got great tax abatements and and don't fault the school district for increasing property taxes because every time you gave a tax abatement whether it was you or the zoning board or whatever board can also give out tax abatements you denied Revenue going to the children of the city of Patterson and this has been done since Garrett Heights okay it's nothing new so if we're going to evate everybody and I think that was a great suggestion by the gentleman what about a tax abatement for the people that have been giving their Blood Sweat and Tears while other people have walked out of the city with their pockets full back to their neighborhoods with their nice beautiful homes okay and and this nonsense about Towing people how about start by Towing the police cars that are parked illegally all around city hall and many other places Tow and ticket them if you T tow ticket someone that's one thing but now you've already caus another hardship because they have the ticket to pay plus they have to now pay for the fact that their car was told how is that a benefit for one of the residents of the city of patteron because we've overpopulated the area there's not enough parking at many of the buildings that we put up so where do the rest of the People Park where the regular people who were their first used to part think about it and try to make it make sense enjoy your evening thank you the next one have all the vacant abandoned drug infested Lots I mean you guys complain about everything and as far as the parking Patterson's a mess drive around at night no crosswalks are blocked everything is blocked you guys don't want a little you know like other towns make it look a little better you have to tick it and you have to tow vehicles and as far as at nighttime to close the park who wants to go to a park at nighttime doesn't make sense doesn't make sense in patteron and it doesn't make sense in any other town to be walking around a park at night doesn't happen and and please stop all the fighting and let these council members work at one council member that always is trying to start up you know that races or or whatever just relax man or go for another job somewhere else but you're this is just the price falling back um again I just want to say to uh the council members set we need to have all of the meetings the city council meeting as well as the zoning board meetings the planning board meetings they should all be virtual and I don't think it's fair if any of you guys are not property owners in this city you shouldn't be able to legislate on what's going to cause taxes to go up for the taxpayers that's not right you should have skin in the game and councilman Mendes you know I had several conversations with you about this you shouldn't be able to do that but the next thing I want to say is you guys always talk about what goes on in other towns and other cities but I looked I look at City Council meetings all across the US I see lots of City Council meetings where the council members or the Commissioners have to address the public when they come to the public portion and when they speak to them they have to respond to them they in that meeting how dare you have a meeting like this and you tell us we're going to address the public at the end or address the public later I said something about three council members on this meeting and I said it because I knew what I was saying was factual they should have to respond to that they should have to respond to it in the meeting the lies the time is up for that this is 24 can't hide anymore the point is we need more from you guys you want to be elected officials but we need more just as everyone else said I'm expecting you guys to get together you're are council members there nine of you I'm expecting all nine of you to get together and come up with the legislation for this tax EV batment all we're looking all I'm looking for as a taxpayers lower my taxes by 30% or make it equivalent to what you're doing for the developers and do it for 10 years like them do it for me the same way it won't be as much of an impact on this city but I'm expecting you guys to put your head together I'm putting it on record I hope this meeting is recorded so you can go back in your little room I don't care what you have to do get the legislation done the same way you do for developers and just like Mr perer said you guys say you're generating savings for the taxpayers produce the numbers produce the numbers it's time out for the rhetoric I know most of you are running for office or six of you are running for your seats again produce the numbers and also you shouldn't be allowed to talk about what your personal business businesses and what you're running for office for while I'm paying you in that seat like you're doing tonight I don't want to hear about what you do for a living I call these Council meetings I don't ever talk about what I do for a living you have no idea what I do for a living humbled and honored that they are supporting me and and we will continue to do that to uh to to to the candidate that's running six short I I I I'm sorry that your neighbors are strong supporters of mine and that you have to walk outside and see that they're all support me um but that's what happens in elections and and that's what happens when you deliver results so I will continue and I will not apologize um for delivering for the six Ward all right right before this meeting I was knocking on doors hearing concerns and getting things done and we'll continue to do that we have not stopped and that's why you see the support that you'd see because in the six Ward we continue to do this day in and day out so six Ward residents thank you again if you want a lawn sign we just had we the the the the response has been so good we have ordered another shipment of signs um so when you walk through the six Ward or you drive through the six Ward um you know the residents are proud and I promise you things uh could be better we are going to make it better we're going to continue working hard and I'm going to knock on your doors I'll be out door to door again tomorrow and um and then I appreciate um all the Sport with that being said six W residents this Saturday please come out to school 25 uh we are having our annual Easter egg hun um we have hundreds of families that are are are that join us um and come see the newly renovated field that we got done together along with this Council for the first event on the new field at school 25 at 12:00 um this year we're going to have more bikes all right the kids love it we have a golden ticket in our Easter egg um for the kids that find the golden ticket they get a bike um and please come down bring your kids come by say hi to my Council colleagues all of you are invited 12 o'clock School 25 at the um entrance will be at the corner of Michigan and um Tran Avenue bouncy houses Easter eggun DJ um I look forward to seeing all of you and that's what makes the six W great we come together from People's Park to Lake View to South Patterson and we we we celebrate each other so I hope to see everyone there also on April 4th we are we have finally finally finally got this done uh hopefully we'll be able to see the outcome uh for National Night Out also I want to say people had talked about River Street um I just need to say that and I my request to River Street was you're not going to be able to shut that whole street down in one shot we're g to need to have to get that sewer fix first then we need to once we get the sewer fixed then we got to get the paving but one of my requests was there's certain parts of River Street that's narrow and I was I was hoping that they can widen it because what's going to happen is people are still parking on the sidewalk so neighbors uh residents who you parking in front of their house on the sidewalk are cracking the sidewalks people have to replace at sidewalks so when when they um I know they went out to I know they went out to bid I'm not sure that the bid came back I don't believe that it came back yet for River Street for the engineering department for them to figure out what it's going to cost so River Street I'm not quite sure how they're going to do that but I know to shut down River Street from Fifth Avenue all the way down to Art Street Bridge um is almost impossible to do it all at one time once we can pay the SE system then we can pay it but my other request was it need to get ridden um and it's been a long while but I want to say also there's a lot of potholes I know they started back again I called and there's so many on the list so I just want to say to you all out there that they are working on the poth hold um to get it fixed some of these streets now are going to be paid because once the weather breaks and we can make sure that they get paid uh to uh Michael price you know I I I get your emails and I um I I do my best to answer them or I try to um steal you to the right person that you need to go to um for for uh Roger he has spoken about Barber Park for Mark Johnson Mark Johnson um I'm not quite sure if you ever call me about 12th Avenue Park um my concern for 12th Avenue was that I do not want them removed the basketball court I wanted them to take some property that's on gowin Avenue side to make it uh uh the playground area for for the young people so if you are still on the line Mark Jackson you um if you can call me at my office here Mark Johnson I mean and we can talk more about because there was another gentleman who started a park back in the 1960s and um I'm not quite sure what the family last name is but they um was very very instrumental with the park and I also remember the firehouse when it was a firehouse I remember when uh the ambassadors um um um practic there my sister was an ambassador U Back in the day also I want to say to um to this many things that that I think that we might we must get done W talked about um the cameras yes we did we ordered a lot of cameras and I think what I can say for sure is that people are getting ticketed for these dumping they are getting ticketed what I find is that sometimes and and I think our find starts at $10,000 if you get caught dumping so they are getting they are getting caught it's just that they're they're just doing it um so much you know and it's like everywhere they're they're not targeted certain they they're just dumping all over the place that they can dump I want to also say to um um my doors are always open as I always said you can call me at any time for for different things but what I find is that people don't under we must understand that coming out of this pandemic there are still a lot of people who has um uh issue and I and I hear what Miss Rah said about the rent leveling board what they moved on Monday night uh with penr that they cannot increase the rent but there's certain increases that they can do for people who are on social security so there's many things that um sometimes you can't understand what you need to do but we just have to make sure if you're not sure about something and I hear everyone say about the parking um I just want to put it out there right now the attorney general or I mean OIC or the chief of police has been working diligently on after hour clubs they've been working really hard on after hours what has become to my attention is that some of the liquor store owners are being I call them hijacked meaning that they shut the they shut it they shutting out the hours down so M council members we pass a ordinance that you couldn't sell beer and wine after the 10:00 so even if they you can consume it inside but you can't buy and take out so what's happened is that some of these after hours are being shut down that people are demanded to go to the liquor store knowing that they can't sell them being wi at the 10:00 uh I just want to say to you all out there my constituents I know we're closing the public portion my doors always remain open my phone always remain open whenever you need to call me I'm here because there's certain things um sometimes I think people may not know what people call for but um I have a lady now that has Alzheimer's and I'm doing my best to get in touch with her I'm talking to her children to tell her children your mom cannot live in her apartment by herself and those are calls that I would get because they need now to speak to a social worker they need to speak to so many uh as I said sometimes council members we don't vote the same and that's just the way it is it we don't we disagree with certain things and we just and we agree with certain things but I'm going to close my public portion I'll have more afterwards I got to go I'm going to come see you council president because I need to tell you something but with that being said Madam cler um my vote is yes thank you councilwoman cartton councilwoman daver councilwoman daver are you still there councilman Jackson he may got up thank you madam clerk uh so first uh uh I would like to to to ask Madam clerk I don't know if the uh we were able to capture um information to some of the callers would love to have a opportunity to have a conversation I think his name was Miguel Mr Miguel um and and it would be nice if you come forward at a public meeting meeting as well because uh you know these um virtual calls leave me to believe that that's a uh it's another fake page I get harassed Often by these fake pages and um you know I would like to point out to the council members this some very intelligent very respectful uh longtime patteron people that that often hit these uh these um you know these public uh uh sessions Mr Mike Price respect the brother greatly every time he every time he has an opportunity to address the council and I respect him he he never does it when he doesn't come down publicly he Wass till we go virtual and he utilizes his time but obviously he's very articulate he understands exactly what he's talking about um I can say the same for Charles Ferrer highly respect um educator in our community for many many years um Miss Muhammed we know you you shake things up because uh the moment I put your voice on the on the screen oh they put the breakes on trying to rush off the public portion um Mr bias you're a firecracker and sometimes they may try to um exclude your word but it's very difficult for them to do so I only say all of that to point out the fact that not one of these members had had spoken negatively about anything that I that I'm doing not in fact there hasn't been any that come forward publicly to talk about that but many of them are highlighting and show and pointing out the same things that I'm talking about and and again these are very intelligent um highly respected people so it speaks volumes it talks a lot about you know the the way in the way in which the public is interpreting what's being said um moving forward tax abatements the the councilman of the second ward um falsely accused me of writing or or attempting to give a tax abatement out for 99 years that was definitely not the case um you know I stand on truth and I stand on facts these things could be you know easily researched and and and looked looked up on public sessions what I what I did was I pointed out the fact that there was a 99e tax abatement and I was I was proposing a 60-year tax abatement for residents not for developers residents in which you know the councilman you know clearly did not support um and I still stand on that I I talked about the need for providing um um Equitable fair and affordable housing and I made an attempt to to keep a facility uh that was poorly um administered through the housing authority and was turned over to Residents not developers so please when you're going to you know spew some Mis uh interpreted facts let's be accurate and let's make sure we we we notate to the public exactly what the the uh uh the agenda was and I was to make sure that residents didn't lose their places residents who you know this Administration in collaboration with certain cohor and the council we're trying to you know push an agenda to have these residents lose their their their longtime um owned properties um the high rents is a direct result of what's Happening here and we have not done anything in fact uh uh uh Miss Muhammad pointing out the rent leveling board I'm glad to see the fact that um you know there's at least an agenda to attempt to make sure that the rents aren't continue to be uh uh so so extreme exorbitantly high but let me point out the fact that that facility has a tax abatement that facility is privately owned by a developer Penrose by the way who then is not paying their Fair sharing taxes but they're they pulled out the back and they cracked all of cracking all of our residents over their heads in fact our seniors and what initiatives has this Council taken to make sure that our seniors aren't uh taking advantage of I mean I'm meeting with these residents in in in all these buildings all the time co- arms uh uh Freedom Village you know various spaces where these developers are who are making thousands hundreds thousands of dollars walking away with 40 50 million 20 $25 million in in uh developers fees all right hitting our residents over the head so when all of this uh this Progressive you know uh uh movement that that we're talking about here point point out the fact that I'm lying like State some of these facts that you that you guys make claim to and um and uh uh uh you know let's let's let's bring some clarity to the public and and just once again just to reiterate the commentary on on Mr Miguel first of all let me explain something to you I'm probably the the least person that could ever be racially um um uh uh subjective around here I'm I'm the absolute most diverse council person not just in the city of Patterson probably around the state of New Jersey and you know I uh I never is there is has there ever been a reference I've supported every single Community every culture I'm never you know um utilizing racial a racial agenda if it's I can't help it but the point out the facts of certain ethnicities that's been you know excluded from the equation and it's it's very sad you know in in America because you know uh there's so many so many powerful leaders around this world but more importantly people like Martin Luther King Malcolm X uh uh uh the list is is is is is endless that have sacrificed so much lost their lives and yet whenever somebody of color talks about dis and treatment it's we're being racist it's it's impossible for person of color to be a racist it's not it's not that's not it what we're talking about is inequity and we're talking about the uh the the uh uh the in in inequity in the towing practices in the city of pison how residents in the city as Miss Muhammad and other people have pointed out wake up in the morning and their vehicles are gone they can't go to work they they're already struggling to pay these High rents that the council and the mayor is doing nothing about but yet they wake up in the morning and their vehicle's gone all right if there's some if there was an illegal uh parking scenario because of the conditions that this derel Council and the derel uh uh Administration has subjected the community to now we come and make you pay the price as well so the poor job that was done with planning allowing allowing certain these for certain areas to be inundated with you know overrun uh uh residences illegal basements illegal addicts not adequate parking and then we travel around the neighborhood in we hours of the night and we don't give a courtesy blow we don't do that because we're looking to Target our own residents we are on the menu and if you guys don't understand that as this upcoming election comes about and if you guys don't understand it please just just pay attention I I'll make it abundantly clear I mean I feel very comfortable in my the people that I've spoken to and I've spoken to quite a few everyone is very excited to support me but I'm also supporting other people in other areas I'm supporting Frank filipelli in the second ward I'm supporting Sebastian Mahia in the Fifth Ward and I'm also supporting Mr my brother Abed in the Sixth Ward because if you watch these Council meetings cannot have a a consistency where council members are just laying down for the administration mean you know I said it before the bubbles are apparent people start bubbling and all of a sudden they flip just like a pancake and that's what our council president has done and I'll leave it there I'll sit back and listen to the rhetoric and the nonsense commentary he gets very uncomfortable every time you you mention something starts moving around all crazy but listen the facts are the facts and you can't run from them you can't deny them uh city of patteron have a good night and I'm looking forward to my reelection and I appreciate all the support that I'm getting from the community and everyone who tells me just keep doing what you're doing trust and believe me I cannot be I cannot be wavered I cannot be broken I will continue to expose this corruption this corruption is the reason why our community is in a condition that's in and we need a desperate change that change is on its way have a good night Madam clerk my vote is yes thank you councilman Jackson councilman khik thank you Madame clerk I want to thank all the res for calling in and letting us know their concern I'm not supporter of any of the abatement I consistently voted against it usually Council don't vote on the abatement last eight year I've been in the council uh we voted on probably four abatement the people who get the abatement is usually from the state um so it's not even a actually the council function to vote on every pilot or every Amendment the developer anybody goes some of the C council member put a otion out all council members are approving those abatement that is not true and also as you can see from previous meeting councilman Jackson he said it don't I saw he wrote the wrote the ordinance with 99 years then he said he want to give us 60 years so the truth is in the puding like he said truth is he wrote The Resolution so he want how how you going to stabilize taxes when you going to try to give it uh give it abatement to the to the residents uh for 60 years where the same entity had a had had a abatement for 30 years already Okay and like I said I'm against all the Amendments and what I said is the fact and resident of second word knows I'm more than confident in my election and don't worry about me why about yourself councilman Jackson my vote is yes to public hearing thank you councilman K councilwoman mes councilman Kik I'm proud of you that that was really good you you pretty much shocked me tonight that was good councilman KH let me do what I always do every every single week I want to thank the community for calling in through our virtual experience we know that there um is a situation in uh the chambers where a por a portion of the back ceiling collapsed due to the rain coming through and it's been uh in a in a disarray for a long time and finally it collapsed so I'm praying that it gets resolved there were great points brought up by every person that spoke regarding parking or lack thereof regarding um uh different people speaking about different things they feel should be done and or not not being done in our community um and so I I just want to make it clear I am your councilwoman at large if you ever need to reach out to me you can call or text me or you can call my secretary's office for any of these situations to see what we can get resolved I want to put it on the record River Street has already been approved by this Council uh there will be different phases to River Street River Street is not just a repaving situation it is a seore infrastructure stral uh repair so it takes phases to get it completed it encompasses three Wards the First Ward Third Ward and the fourth ward um so three Wards along that strip um it is definitely the Dukes of Hazard as you drive through River Street um we all ride through there all the time and we're like dodging potholes you almost have to ride on the sidewalk to avoid your axle from falling off so this has been approved and I hope and pray that we start putting something Madame ba on our access channel to alert the public uh whatever that timeline or time frame is so that the public is aware that it's been approved and these are the dates that we will start the work um on River Street to those that uh question tax abatement there is already a process in place please call the tax assessor office or at 973 3211 380 or you can go to the the tax successor office at City Hall 155 Market Street on the first floor there is a process in place for residents already where you have the up to five years where it could your uh taxes can be stabilized they will give you the application um and it has to be approved through the city council but there is already a process in place so we will not have to reinvent the will as City Council Members there is already an abatement process in place through the tax assessor's office so please call or go there in person to get the application um so that you can fill out the paperwork bring it back in so that you can be um approved for that for every person that spoke you know regarding whatever your concern was um no matter what it was I I think it's just um it's powerful that you take the time to do that I also want to talk about um there was a project or there were a group that came together and they wanted to um bring a restaurant franchise in the Riverside housing U facility that mound of space is still available um and I know that the talks ended but I'm hearing that the talks are back in rotation um and in relations to uh something being done um with that same entity of the group of people so there is conversation that is going on it will um especially with our Economic Development Committee through the mayor and the administration those talks are are back in in rotation um and that space is still available so it's not like the space is gone and we don't know where it went it is still there why it the you know it did not happen at that time I that's you know unbeknown to me but I know that there are talks and their back in rotation in relation to um that particular group and I don't want to name a name because there were more names than just one it was a group that came together to collaborate to um do a business franchise in the Riverside um housing um in that in that particular development um thank you uh to the public for staying on as long as you have it is like TW almost 12 o'clock in the morning um and the agenda I always look at the agenda and go the agenda is like we're gonna get out early and Madame ba we used to take some bets I think we need to go back to betting maybe we'll get out earlier um of these meetings but you know looking at um all the stuff that's here I'm trying to remember everything Mr Price Mr bias I miss you but Mr Price anything you need from me let me know I'm not just your council person at large but I'm actually your neighbor I can skip to your house Council woman cotton um you gotta mute your phone we can hear you um so with with that being stated um Madam uh clerk I think I addressed all the speakers and if I have not forgive me I'm 54 and it's almost midnight my U vote is yes Madam clerk thank you Dr Mims councilman Udin thank you Madame Clark good evening Patterson those who are those who joined us made your voice hard or those are still watching with us uh I thank you all to joining and making your voice hard because you care about Patterson I always state that because sitting and waiting for hours to speak for 3 minutes is not an easy job so I I really appreciate that and as you know I always like to hear from our people and I I do every single report possible from my end to reach out to the residents of the city of Patterson try to go to every single corner to meet the people that's that's what I do and I'll keep on doing it and I think that's what should have done all those great things taking place in the uh you know City that's I 100% agree with for example Harbor Park we uh the um Improvement that we have approved today which is great things however we cannot ignore the part that the everyday experience of the people are not not great if you think about so many things that taking place people are not happy about I'm talking about day before yesterday in Hulker section which is we think the one of the safest area in the city of Patterson on Cham map 4: a.m. some of the like you know it looks like on the camera some children were uh riding bikes and they are checking all the uh cars two or three cars they broke the windows and took whatever inside the pH in the window inside the car so this is what we are talking about we cannot be satisfied how we are if we are satisfied how we are now we cannot move forward we have to we have to acknowledge the lackings that we have at this point and we to find the solutions and I as a council members I always you know take the burden that as a part of the government I take the responsibility too that I think I could have done better job I never say I'm doing great job no I think I I can do better I can I can do more and that's what TR should be if I'm satisfied that we are now it is not going anywhere it's going to stay exactly the place we are yes we cannot disrespect and that's the only part I don't like it we can disagree we can State whatever way you think is the best way to move forward however I think we should ignore the part or avoid the part that we should not Peck each you know peck on each other or disrespect each other now uh my stand today on few things is was very clear and again I say same you know stating regarding the Great Falls again this this agenda fell twice so I believe and Corporation Council can give details to it that if any agenda fail twice it cannot come exactly the way it was before what the changes coming that should be also there um that should be a major change so looking forward to see it um again we have to um consider that are we ready to to move forward with the retail licenses we you have to think about the enforcement is you know one the thing we are failing here right now is we have ordinances by resolutions but the the fellow parties you know code enforcement even today if you just go to you know downtown area and you'll see people are selling their products on the street the furniture they're living on the street and selling that and only two blocks are where the Community Improvement they can just walk and issue the tickets it's just just just that neighborhood I'm talking about forget about the other side of the city of Patterson so I think we could we could have done better job we should come together and and and do do whatever best for the city of Patterson so again um thank you all for joining as I always say that every Sunday I go to different parts of the city uh sit down on different uh coffee shop and make copy for free for one hour and sit down with people and listen to them and I listen to their concern and I I email to whoever Department should get the concern of the people and um and again I always tell people that you have to come together to make your government to work and when I'm saying together means you have to come up with build an association five people 10 people come together we the council members the Mayors whoever elected officials have to care that organization because you are together now when you're together we have to carry you because it's not just one vote it's some votes to get comes together so I think I think council members the city officials could have done better job than what we are doing now and I'm I'm also responsible it's partially responsible for um you know whatever happening right now so with that being said my vote is yes to close thetion thank you councilman urin councilman Val thank you madam clerk uh has been a long long night and I want to thank the residents of Patterson to uh uh to be in tune in and watch our meetings uh I did more more likely the meeting um in my vehicle because sometimes you know taking this meeting home I don't want to bring some negative uh um you know energy to my house and sometimes it's better off sometime having the meetings in the car and then I pray and then go home and I'm okay so um I just took some notes here just went I Vis revisit some stuff uh I think it was Miguel Rodriguez uh that spoke real good and brought what he see every day through this council meeting and probably we going to have hundreds and hundreds of individual out there with the same sentiment and same opinion we are body that we supposed to conduct ourself to have a councilman to bully the way my council president shake his head move his head or whatever that's real disrespectful you know having council member bullying mean how the way I speak you know that's real disrespectful you know I I pray for one day the first word gets peace with legislation and with a new person in that war trust me I pray for that day thank you Miguel Rodriguez for highlighting the way that we're supposed to conduct each other in this meeting and hopefully I know this is a sentiment a lot of people out there that watch this meeting that they don't have the time to come to the to the council or call when we have meetings um Victorio Kendall we had a conversation uh and I after that conversation I did revisit um and we we and I'm going to say we the council the DPW committee when there was a is issue with Downtown parking regarding the residents and the meters and all that stuff uh the DPW committee had a big discussion with the legal department to bring forward a City Wide parking permit it was drafted we took models from Jersey City we took model from Garfield we took models from other city that has the same problem of parking issues and I spoke to the uh spoke to U uh the legal department to locate where's the draft of it to bring it back to committee and bring it back to uh a vote uh in the council it's a Citywide parking permanent ordinance that will start alleviating uh this parking situation that we have in the city of Patterson uh regarding River Street and I know councilwoman men's highlighted and other councilmen highlighted but that's why when when this press conference and with this town hall meeting we like to attend because some of those things are highlighted and not only that uh when we talk to the ba we we approach to her uh give us a status on this uh talk to the mayor give us a status of this he give us a status and that's why we could inform the company the right way we always say there faces so face one already is done as the sign and scope of work phase one is the sign of the New River Street and scope of work so that scope of work goes now to a phase two that is in Bing process and that phes as we speak is in that process soon as somebody is awarded or bid the process of the scope of work then come phase three the repair of that scope of work and the mayor announced it and I know council president and my colleague agreed that they find in that scope work that 60% of the sewer had to be repaired and 40% reconstructed curbs and handicap ramps had to be performed in all theal long of V stre that is not going to be done in one day that's going to be done by faces everybody know the engineer Department knows that some of those roads and councilwoman coton stated and and I agree what she's saying some of those streets uh Butler Street Highland lion Street are too narrow and they have to do a truck route and they have to do a lot of stuff they're not going to do it all in one time they have to be coordinated with engineering but the last the last uh uh phase then has resurface how you going to resurface the street if we don't do all this repair the mayor with a combination with the engineering and the people working on this are working to if the weather permitted that before the end of of the falls is going to be resurfaced that's putting our finger crossed that everything is go smoothly and goes the way it's supposed to go and uh we we the council okay we approved the funding for that uh repair of River Street based on the recommendation complaints and and anybody here in the city knows the condition Street and thanks God we we assigned the funding for that uh I want to thanks uh those people that called from South Jersey okay to highlight that I live in a rental house every year every year when I'm running they bring the same the same statement you know um that i r a live in a rental house that you know all that stuff uh bring new stuff you know people already know all those news but one thing they know they're not going to stop me working but thank thank you for the call from Jersey South Jersey they they good they good I I I take care of those calls and concern uh regarding Char fod and Mr Price Mr Price knows that when I get a chance to answer his text I answer it and also I try to address with the collaboration of the fourth world Council woman and also with the uh the third world councilman because when I get a test I talk to councilwoman Ruby Cen and I also talk to councilman Mendes regarding the text and uh we have communication and also we delivered the message to the DPW director regarding any issue that he has in the street with street cleaning and all other U issue that he come forward uh Char Ferrar uh councilwoman stated any Resident can visit the tax assessor office and apply for the tax reduction uh that are available for seniors and veterans uh or any change of circumstance through the application that are state law uh um tax law state tax law in place so that is out there just to clarify uh some people out there that say that we uh approve any tax AB bment or pilot core arms pen RS Governor towers and other people that have come requesting tax AB bment or pilot extension and finance committee knows Madame ba knows that we have denied them okay we have denied them so uh to say that we are uh approve to all the developer all this stuff is is a is a statement that is out of context um last but not least um you know free of speech is free to speech ladies and gentlemen I got a list and I get to continue the list people have been calling me to put the signs in their houses in the private property you know I welcome you go to those to those houses and tell them that they cannot have my sign because you're going against their freedom of speech their freed of speech is to support me their freed of speech they see the work that I'm being doing in the fifth board and everywhere I go and they see a sign they call me I want one in my house when I was picking up petition I was going house by house saying I'm councilman VZ I need your help I need to get in the ballot I'm running again for reelection and people sign my petition matter of fact some people sign petition they don't know they running against me and they come back to me say coun me I didn't knew they was running against you but that's okay that's what it is so you know if some people want to support some people that is what people have to do come out and vote local election matters it affects local decision you know people are concentrating in the county people are concentrating in the in the federal level but I'm concentrating and people are concentrating in the local election that will affect directly to you so ladies and gentlemen those are watching thank you for the energy you have to continue to to continue the leadership that I've been bringing in the fifth War since 2016 true and real leadership and I'm bless that I don't answer their calls or their emails but with that said just to move forward um I do want to mention something um because I know that um commissioner Victoria okendo started to speak about her situation in the fourth ward in about her driveway and uh prior to her mentioning that there was everyone may recall that there was a constituent who came who was very upset because she received a ticket for parking in front of her drive right and we all know that there's sit situations with parking and so um I reached out to Corporation councel um and I said to him I think that there's something that we can do and he said well you would have to you know change the code amend the ordinance uh to allow this right and so I said all right so let's look into that uh and moving forward um commissioner okendo has been sending me the ordinances from different municipalities that do have that all right and so Corporation Council is looking into is uh getting ready um to give me um a uh a draft okay so we can talk about it in committee and then bring it to the entire Council to see if that's something that um the council would like to support in addition there are some other things that are in the works as well um I also have for the Public Safety Committee there is also another ordinance uh concerning after hours and uh the um revocation of cosos and so that's also something else that will be coming to committee so then we can discuss it there and bring it to the council as well um I am going to address one other person Miss fields did mention and um said um that she was disappointed or I don't know what what she use um concerning a statement and so by any means is that a statement to offend anyone um in the city of Patterson my statement was that I wanted the most for that property and secondly um if I made the statement about um constituents in Patterson I don't know what people's memes are I do not know that but when I look around this city and I look at the way constituency treats the city because let's keep it real we constantly don't different departments and directors and so forth and DPW workers but they are not the ones tossing the garbage out there okay it is the people all right and so uh my statement basically was I want the best so sorry if you mis uh misunderstood my statement in terms of paronian um libes is open for everyone to bid on okay and I think that you know let the highest bid all right um or auction in this auction uh through Max vanan um May the highest you know bitter win I mean that's the way it is and then I want to see that redeveloped and I want that property back on the tax rols and um I think that um it'll be very good for the city so once again sorry um if my statement because I would never want to offend anyone in the city of patteron I Love My Town um you know sitting as an elected official you know many times is is is is um somewhat disheartening sometimes because you know you can't please everyone and that's the unfortunate piece and sometimes you make decisions based on a bigger group instead of a a a a you know you're going to have people that are always going to oppose you know but I look at the bigger picture uh when I look at the entire city so thank you very much uh to the constituents who called in uh Mr Price I don't know you I don't know what you do but definitely I've given my cell phone number please reach out to me we can definitely have a conversation um so with that said um I'm not leaving just yet I do know that we have to take um action on certain items that require two3 portion but I would like to um take a moment to thank all the the members of the community for participating on this poly portion um Mr price thank you uh he's well involved in the community and I'm looking forward to have a good dialogue with him uh I believe that you know he should be well involved because I I like that he has a lot a lot of good idea and I'm all about debating good ideas for the community Mr Charles I was very happy to hear Mr Charles on the public portion uh you know I spent a lot of time when I was a a board member at the patteron Board of Education with him I have so much respect for him and and council members you know listen I don't I don't feel bad when people try to make fun of the way I act uh sometime I try to stretch myself because I wake up very early uh six o'clock in the morning I'm out dropping my kids to school myself to school uh doing my workout and then after that 8:00 everybody know that I'm in the road um so and I don't like to talk about myself because I'm it uh I'm not here to talk about me or what I do with my private uh sector that's that doesn't matter I'm here to talk about what is good for the PE for the community for the resident of the city of P so how can we improve the city of P so let me just show you uh uh what I do since we just talking about in the morning since 8 o' in the morning I want just uh let me just add this on the uh on the this is a this is a a picture right this is one one of the picture this is um let me just dumping right let me just uh put this over here that way they could you see it uh so um so this is another one on sit Avenue dumping right and I could just keep I just could continue mention look showing you picture of the thing that I do if you want to go if you want to go to a clean War come to the third war early in the morning I'm driving around the entire third war looking at how my look see if there's people dumping garbage everybody know that was 6 Avenue the director address it I want to take this moment to say thank you to our DPW director and the staff Michael Jackson from DPW because early in the morning I'm sending them picture of people dumping garbage uh when people take bag of Le out and I'm sending those text please pick this up do this do that early in the morning I start going around the entire third world making sure that my word look clean because I take pride of my work I take pride of what I do in the city of patteron and as the councilman of the third world that's my job and I do it with so much love and so much passion that's the reason why I say if you want to want to if you want to come to a clean Community come to the third world we're not perfect there's a lot more work to do Park cabin 33rd I'm on top of the block and I'm on top of every corner of the third world the third world is a better word because I'm the counsilman of the third world because I'm a person that is available to the community I'm accessible to the people when you need me you don't come to me I go to you I sit down with you and I do the best I can to help you and if I can't help you I direct it to a person that will be able to help you that's my job over here so and that's the only that I will that I'm offering to the community might work for the for the city and I always say I came to the city with nothing on my hand this city has been a blessing for me and I have I have a lot of passion for my community and as a legislator I know that I'm impacting the community the right way and I'm going to continue and I'm proud I'm not I'm I'm an elected official that I could work with anybody I don't I don't I don't take uh personal attack uh person I could work with everybody councilman Jackson any of my Council colleague my see a beautiful East Side park look what happened today we finished with a tennis court renovated we repaid the whole East Side park and we have to go down there's so couple of section that is missing close to Route 20 and we're going to complete it now we have $138,000 so now we're going to put lighting around the around the tennis court new benches new table and new playground is on the way to the east side park and that's what I do advocate for my third world resident 14th Avenue it was it was a it was a disaster for over 20 years now it's totally brand new it's 4 the second never been paid on over 20 years now it's totally brand new and the Fifth Avenue project councilman m is great thank you for mention that because that was the first phase I'm proud every time I get into a Fifth Avenue project I take pride of this project because I remember how those old building look now we have resident Senior Living on a beautiful facility now the second phase is the business Corridor on Route 20 and that's the only way that we're going to move our city forward and we're going to bring additional Revenue into the city of Paro the town hall meeting in the third world never you never have done town hall meeting ever in the third war in the last 20 years now since Council m m be came to the third war now you have town hall meeting you have my constituent reaching out to me being part of the meeting having conversation with public work with the chief of police with everybody because that's what I do you passami Star Park beautiful I saw a senior doing exercise tunami stop Park you know how how happy and and satisfied I feel and that's what I want to bring bring to the community we're not perfect there's a lot of problem on the way uh to be fixed in the city of patteron but the only way that we're going to fix it is by taking those personal attack out and concentrate on the city business that we have to do not attacking people and not lying to people because there's now back uh uh deal behind closed door on all those non nonsense like Little D I've been waiting for and I've been pushing for Little D to be on the agenda and I told the administration I'm tired to see that building all the LA dat and the and the great F looks so beautiful uh councilman M already mentioned a beautiful restaurant that is going to be across the street from the Great Falls it's coming because we changed the Redevelopment agreement of the Great Falls this Council we did that and and now I uh leave is and we're going to have a beautiful restaurant I'm looking forward to seeing a person who's going to come in and pay top dollar for that location and that's the only way that we go we that we're going to move our city forward let me take this quick moment to thank all my supporter this Sunday I have my campaign kick up at The Brownstone and it was incredible we have to open another room if the one room it was not enough we opened the second room for the amount of people that went to support me to become the councilman of the third world for a second term and I love it I just want to say thank you and let me let me just share this with a lot of people before I decide to run for my second term I knock on some of the door of those people that never that didn't support me on the first time and I sit down with him and I ask them how you feel about my term and you what I told they told me they say you know what counselman go for a second term I didn't support you the first time and I'm supporting you 100% now because they see my work and my dedication that's the only thing that I could promise all my constituents in the city of Pon that I'm here committed to work and you see those picture I'm not using the P portion I'm not using the televised meeting to attack any Department I do this behind the scene I call the director I call them when there's a problem I call the chief of police when we have a problem and I take and I do this every single day every single day parking is a big issue in the city of parel we definitely need to bring back the discussion for the Citywide parking permit in the city of Patterson I feel what Victoria okendo is going through uh we definitely have to we need to have that conversation at the next workshop and and and and we're ready to move the city forward I'm satisfied to the job that we'll be finance committee but please uh get that get back into that conversation because the situation with the garbage in the downtown is a serious problem that need to be addressed the garbage amount of garbage people are used to get the garbage picked up at the downtown area uh five days a week six days a week because of those little restaurant they don't have any place to storage of garbage now they have two days but both of you Council and Council Davila so we got to go through the adoption this is the only the introduction before the adoption of the budget I think we all have to meet up and and and and I want to be part of the conversation let me know when that's going to take place because I do believe that that the solution will be including the Improvement the District of downtown to collaborate with the city and work with the budget and see how can uh increase how can we increase the collection of the garbage in the downtown area so I'm looking forward to have that dialogue so fast they're going to go after it get paid so speed hun will be good establish it in the scope of work also on River Street and moving forward for next future uh resurface that we do yeah that's how president um I want to thank you uh for recognizing me as a um woman of Valor in the Third Ward um just so you know that is where I was raised although I moved into the first on my home for 21 years and lived in the first W for about 26 years um you know I do want to say that um I do appreciate didn't know that's why I wasn't there um but um I was recognized somewhere else but I do I do want to say thank you you know for acknowledging the women on the council um many of times we can be seen as as not working together but the reality is that sometimes we can agree to disagree but the work it's safe to go back to the chamber would have to wait for a week or how long is it going to take to uh fix the ceiling but again we are thankful that no one was there at that at the time and no one got hard so we have to be thankful because day before I think Council M had event and she was using the entire chamber so you know before anything gets to very serious condition I think we should take step up and saving us money and also representing the whole city you know with this community Court I'm excited you know we announc it people are excited uh Mr Lopez have been reaching out to um nonprofit uh faith-based organization uh and that's a good initiative I already spoke to a couple of Minister that have received a call they have to call back please uh uh this is a good initiative uh corpor councel I'm proud that you was the stare uh the stare of this initiative and this Department of Justice uh looking in a good willll and to serve those that um deserve a second chance now and this is one an initiative of this Administration with a collaboration of of the council you know may the mayor always said share vision and share Victory uh and and I going to say a Unite share is a share Victory and that means all together could work together to move the city forward uh living uh our personal agenda on the side um Melinda thank you um uh Rafael thank you for being here it thank you for your hard work I'm Madam clerk you know I know you your staff is working around the clock to make sure this election uh are transparent uh residents out there you know uh keep an eye on your progress in the fifth War Madame ba uh it was B to my attention uh to please communicate with the garbage collection company is my understanding that they are bringing dumpster in the middle of the night through that residential area to dropping in Harrison uh on lot uh Harrison Street I believe it is um and uh some residents are complaining about the noise and also uh they say they see rats I haven't I told the person to send me picture because I cannot go just based on a statement but to look into that uh because their Depot is on a residential area to make sure that they going to bring it to bring it during the day better than in the middle of the night uh those dumpsters so um uh we are here to work together and I'm making sure that we we we satisfy um the the needs of the community I know you you wrote every detail from any um resident out there I know you're G to get back to them um thank you thank you thank you for for having us in this uh um in this uh Zoom meeting but um hopefully that uh the roof could be uh repair and and and and bring safe to whole entire city uh employees you know um and that's the most thing that we all care about uh the safety our Historical Area a lot of people they buying property there and they turning those property into business to my third world resident all the East Side area all that section we voted on first reading already uh to ban Airbnb on that section and the second reading is going to be on the next special and a regular meeting also we voted already on second reading um the forweb stop sign on 14,000 in east3 uh attention to the resident my consistent of 14,000 in east3 it's it's already passed we're getting ready to we're GNA get ready to install those four W stop sign and also seventh AV in the E8
