clerk my vote is yes thank you councilwoman cotton councilwoman Dava as you already know it's many years of knowing you knowing you as a student as a worker um this past year as our acting Clerk and for those out there that don't understand why we're doing it again um we the council decided that we definitely want to give uh our um acting clerk another opportunity as everyone is aware that there is certain certifications and so we're very happy that the council came as a whole and moved forward to ask DCA through through um um legal to uh reappoint you for another year so I'm looking forward to the continued work that you continue to do and that you very soon will be having more celebrations all right so with that said my vote is yes thank you councilman daver councilman Jackson thank you madam Clerk so to the public let me say this um it is very important and when we uh bring forward our support with our words that our actions follow suit as well um I took the liberty um to reach out to the former clerk Miss Gordon as well as the previous clerk prior to her Miss Jane Warren just to confirm and uh I will be providing letters of support in which they outlined that Miss Gordon as she was chosen as a deputy and as she chose her Deputy she was the one chosen by the clerk and she was and she chose her Deputy with that being said you know there's a great deal of responsibility that's on this position of Clerk and those who are endowed or um burdened if I will with the responsibility should be allowed to make sure that they have The Supporting Cast they feel most comfortable with um this Council although The Echoes of support are very strong we found it necessary to um derail from the previous previous uh uh process and in the effort to appoint and and or just to give her her appoint her her predecessor or her her staff and her support staff so with that being said Madam clerk I mean I stand in solidarity completely um 100% of the time I don't support you in front of the cameras but behind um and that means making sure that you uh uh you were equipped with the best um utilities to to do your job within his with to to his fullest expectations and it's not just um a show for the public it's behind closed doors as you are well aware and uh I will continue to fight on your behalf not just your behalf but all but on behalf of all of the um employees who are are from time to time are unfair unjustly treated with that being said I'm happy um that this has gone through and I'm looking forward to working with you yet another year and your continued um success my vote is yes thank you councilman Jackson councilman khle congratulations Madame clerk my vote is yes thank you councilman colleag councilman urin all right so Madame clerk you know that where my stand was way even before uh you were appointed for this particular position and again we don't want to see you just acting but you're working there for a full time and uh in you know finishing your course as well as we spoke earlier as well so I again it's not nothing to congratulate you but we have to honor and respect the work that you do every day and we're looking for uh some Deputy that can assist you in this near future with that being said my vote is yes thank you councilman Udin councilman valz so Madame clerk yes sir Jaclyn Murray yes sir we we sat down a few times and speak about spoke about the issues that the city had and and we also spoke about the relation that you always have with the council not because things have to go so through some process means that everyone was against it sometimes those process lead to communication and lead to miscommunication but we here to praise the good communication and the communication is being delivered through this vote and I believe all the councilman that are here are willing to continue working not only with you with your staff one of the things administration had to understand that for the past years this office had been under Staffing the under Staffing for the clerk's office also on Staffing from the Council Office to be able to have a full Staffing and productive office we need to give her the tools and the Personnel that she been requesting for the longest so I hope the the ba listen to this even as she's not here today I know it's going to be delivered and if it's not going to be delivered watch the rebroadcast of the meeting that this office have to be full staff to be able to manage the demand of the community congratulation as uh Ruby K say we always here we know the hard work that you and your staff do for the Cs and for the council at large so my vote is yes thank you councilman valz Mr President thank you m cler uh M cler jacn Mor I want to say that since I became a councilman large in 2014 it's been an amazing pleasure to work with you I see your hard work I see your work ethic your dedication I know you so well that for me it it was a great honor to send a letter to the state as council president uh the state request a letter from Council president for your reappointment I sent that letter immediately and I was so excited to see the letter from DCA from the state when I received the letter back giving us the green light to appoint you for another term um it I was very satisfied we've been supporting you from the day one there was a process in place and we follow the process we follow the state process and now we're here uh voting unanimously for your appointment again and I just want to say that we're ready to take action for your Deputy clerk you need your Deputy clerk right next to you it's extremely important you're working so many hours and you need your staff right next to you to continue doing the work that you've been doing and yes you are under staff also there secretary position that need to be filled we already have that discussion with Administration and we're going to get back to theca to make sure that they allocate the funding to make sure that we proper you know get the stuff that we need election is around the corner and you have a lot of work but I'm just going to say congratulation tonight just continue doing the great work for the city they resign and they stay there the money stay there and they don't hire back so we need to if we're not going to pass the budget that we approve let's hire because they are there we already budget that this election was coming up even during the time when we asked you to televise the workshop meetings and we got all this pull back but if that came up right now we would get 100% vote because elections are coming up I've been around this city doing this long than anyone in this room I've never seen such a show of in my life than I just saw with jacoline let's tell it like it is let's be honest I'm tired of talking to you guys like I'm talking to friends because we're not friends when you vote against the community let's go into another subject the administration Andre say is running or attempt to run for the congal seat of the Ninth District when is he going to run on his record of the condition of the city of Patterson when are we going to talk about the dirty streets when are we going to talk about the high RS when we going to talk about the drug addicts and the homeless that's sleeping all through our streets and yet he just he wanted to invite migrants to come into the most dense city in New Jersey probably in the country for what reason we're not taking care of the people that live here and it's not just the taxpayer it's the renter it is the homeless to sleep on that cardboard box because if we don't change the condition the election that's coming up is going to change a lot of seats I warned you less than a year ago I warned you if you didn't start acting right your seats would be in Jeopardy I guess my warning is coming true gentlemen ladies lady there only one up at the DI today true I'm going to stop warning you and I'm just going to let it happen and then I'm going to support those people that I believe that are support for the community and those who are not I'm going to do everything in my power to make sure that you don't sit no longer oh instilled it in me I serve because that's the rent you pay to society I serve because God order us or command us to be servants this is why I serve I don't need an award I am very appreciative and honored to be uh a nominee and um have council president to a former council president I am very honored and I thank you very much for that and I thank the council for voting in affirmative um but I did come here in support of Miss jackeline jackeline jackqueline Jacqueline Murray my is Jacqueline Murray who I known for uh many years and um before any Council of we were friends and we will always Month um drove me to ask the question about service I think everybody that is identified on this is truly deserving they have done things that benefits the community the city and in general it would be service to the country Black History Month is a very special time when you look at the the history of our people and when I say our people I mean black brown people who have come to this country come to this country sometimes not by choice they came in shackles and chains and that did not deter them from from contributing to the welfare to the development of this country so I honor them I do honor service I just want to thank the council this evening for the reappointment of Mrs Jacqueline Murray this is um someone who I've known and um I know some something about her work ethics I know something about her devotion or commitment to task and I believe she has done this city a tremendous service even in the face of health challenges so I want to congratulate you Mrs Murray for your service to the city sometime we try to equate service with a job but service goes beyond a paycheck and you have demonstrated that it's not your patche but your commitment to the job of this of of the city so I commend you and Mr um I didn't want to say Mr councilman Jackson make mention about a deputy and I heard process now I understand process give me one second Mr President I do understand process but looking back at former clerks they have always selected their deputies I don't know if it was written and if it was written uh you know if you do law that that would be case law they do it so that's what it is so if you're going to change the practice it has to be stated in writing as somewhere everybody know that we are changing the practice so I would recommend that we give her the latitude because it's very difficult for you to work with somebody who you don't know you don't know if that person is committed to you the leader the task that person might be somewhere else the mind and everything might be somewhere else so I would ask the council to give Mrs Mo the latitude that has been given to former clerks to select her Deputy thank you very much thank you commissioner next was driving today we went to the count County building to do something and he haven't been in a while and he's like whoa you know I drove him around he said yeah that's some good work doing in P we came down Ellison street so we got to give credit where his credit is due cuz guess what if the council wasn't working along with the mayor these thing wouldn't be get up right and uh I can tell you right now that the the the patter cab Alliance and the the Jamaican party that's in the third W is full in running full speed behind Alex M I mean they talk about all the good work that's been doing in there and guess what we love what you're doing we we we we honor you and we continue to pray that God will bless you with that gift you have you know to knock and everybody door that everybody know who you are and you're reachable and just to point to sister here also from president my good friend and may I said my girlfriend but you know you understand what I mean we talk all about late at night and trust me I mean I'm not getting myself in trouble because you know but but you know we're working together hand to hand and I believe that you know when you have done 20 years on the counsel and you haven't reached the second floor that simple mean that the people is not with you because that's the trend when you get to the the council and you're here for a while the next step is to get to the second floor and if you tried and tried and fail then guess what I think it's time for you to have some give me a minute I have somebody who you have mentor and to put in the box and when you don't Mentor anybody when you have not put anybody in that position in that place that mean you're just selfish you're a a a person who is just full of ego and and you know that that egotistic narcissistic characteristic that you just put out to make yourself be one person and that's I'm saying in my closing in my closing don't talk about integrity if you going to steal somebody's idea going to close this public meeting I'm glad we you are uh still our clerk for the city here in Patterson and I just want to say to my Council colleagues please please please when when Madame clerk responds and need you to answer her please answer her I'm saying to all my counsil colleagues she need to get answers from everyone whatever we're going through a time with different things going on so uh difficult time for my Madam clerk difficult times okay difficult times for this office thank you and Madam clerk I love you congratulations you always can count on Ruby cotton to help you whatever we got to get done and as a matter of fact all my counsel colleagues because my thing is that you know we sit here together and we got to work together yeah ain't about I don't like you you don't like me and all that just about running this city just about helping our constituent just about helping the resident just about caring about the people just about making sure nobody's getting over over them we got so many problems with these landlords out here now we got so many problems with this garbage company we got so many problems out here Madam clerk my vot is yet thank you councilwoman cotton councilwoman Dava so I I want to leave this meeting in in in good tone I mean there were great things today every speaker and everything you said is important um but there are things that are factual individuals want to turn things around make certain statements of things changes that are being done without being uh someone not being informed I I'm not going to get into all of that but I will be happy to sit down with uh commissioner Carr who who had some inquiries about certain things and anyone else I will give you the facts and the truth all right I won't turn it around Madam clerk you know this the best you and I have spoken over and over again and God is good and that's what I'm going to say there was no questioning if she was going to be reappointed none whato ever none so if they're making it seem as that's that is not true and I stand Here stand strong in front of God that that is not true that there was a process that needed to happen and a document that needed to be filled up absolutely yes but in any way shape or form when council president was asked I was in the room and he asked legal to prepare a letter that was written right away on behalf of this Council in support for her another for another term for her for another year so regardless of what's being said out there and I'm going to leave it at that and I don't want to discuss right now the deputy clerk cuz that time will come when we can discuss that the way it should be done properly done not discuss personal matters when we're not discussing personal matters so with that said there are great people that work in this city there are great people that love this city and I know that Madame clerk is going to get that right-hand person that she needs to work with and I know that we are going to be in support because at the end of the day this is not about I I'm the only one I the only one that stands here no no no no this is about working together and coming to the middle you don't have to like me but you will respect me and with that said to every person here that comes even when you come and and you and and some may think that they're being attacked you know I say here now I used to be that person Rucker used to say it the best you're too emotional councilwoman well guess what that was 10 years ago and I stand firm now okay thanking all of those light councilmen who I learned from a lot who I work with who was very tough who I know loves our children who continues to serve and that is um our councilman of the first word he was my councilman cuz you know 25 year First Ward resident all right although I grew up in the fifth and then went on to the first B my home in the first and now I'm in the third but with that said said you know uh councilman Davis you know you're truly loved and respected and you know it regardless of what is being said and I'll continue to say that because there's a lot of people that create Havoc they like it they like stirring and you know making all these negativities because you know that's the only way that they get attention but guess what I want to stand here today today was about Madam Clerk and all of those individuals that we are going to be honoring for Black History Month which is not only a month it's every day of the year year so with that said I do understand that there is a planning board meeting that's very meeting I see the full planning board I believe it's an emergency planning board um but I needed to say that because it just it really hurts to see when things are being turned a certain way so with that said my vote is yes to close public the the Public Public portion thank you councilwoman daver councilman Jackson thank you madam clerk let me turn things in the proper direction then first of all let me say this for a matter of process and it's good to see tenured people in the room so councilman McCoy if there's one thing that and councilman former council president councilman of the First Ward uh Anthony Davis when a point of order is called it must be acknowledged you don't just overstep a point of order but when people begin to to indoctrinate themselves with power Council hold on for a minute council president are you going to be sitting or you going to be going around because and then I have to sit there the audience going to think there's no council president point of order I have the floor yet again point of order trying to bring the council back this qum city some some people just can't can you imagine can you imagine seventh eth grade this kind of nonsense so so yet again if you give me one moment brother Rucker there something important I need you to hear um so and and it it's not because I have an opinion or perspective I'm running a race in the First Ward that's all I'm concerned with but I must acknowledge foolishness when when it's being being promoted the fact that our community the First Ward which used to have X's all over the front of these front doors so what you say has been sold to the highest bitter just Wednesday last Wednesday there was a a study group that was uh uh formulated I forget exactly who did the study I I can forward it to anyone but there was a disparity study shown in the state of New Jersey where minorities were so neglected relative to having access to governmental contracts so rfps in the state of New Jersey was at the absolute lowest in the state where the African-American population is 0.1% in the state of New Jersey in which they make up more than 177% of where the the Hispanic American population was like 6% I'm sorry 6.1% % where the the highest uh uh uh minority group was the white woman that has more access to to contracts when you talk about homeownership tell me where that has been created you you just talked about the phenomenal job that's been taking place the homelessness has been exacerbated the the the job creation no no access to economic Equalization and this Administration in this city is even worse than it is City Statewide where in North our counterpart has shown by Leading by example they created opportunities for minority companies that come and do the installation of these water lines inside of uh the the the homes where we've watched these large scale developers all of the campaign donors get contracts while the if you just be patient and watch the next meeting this PL this planning board is is is one of the biggest proponents in selling the city allowing for two family home uh uh neighborhoods to be converted into 26 family home neighborhoods with lack of parking look at Lafayette Street where now people are parking on the railroad tracks putman's oval never was fully occupied by parking and people talk about facts but yet they won't State a fact they won't say what it is I'm not going to say it then don't say anything because the fact of the matter is the clerk the former clerk when she stepped into position of the Deputy she was chosen by her by the clerk and when she was the clerk she chose her Deputy in fact she chose one person who was then converted over and then miss Murray was was chosen and I'm sure sure councilman McCoy who sat for just about two decades can can acknowledge that councilman Anthony Davis can acknowledge that many of you who participated the fact that we're given credit that our community is no longer our community that the people are paying astronomical rents they can't afford to pay rents and yet and still they're still getting ta double taxation from the sewer bills that we're being double charged on so I digress but brother Rucker I hope that you I will forward you this this study and I would like to see Madame clerk I know the ba is not here today but please put in a request I want to see the numbers relative to the mayor's tenure and this Council that has participated greatly with the mayor where is the minority inclusion how many contracts have black Hispanic Arab any minority group group here not we're not talk I do acknowledge uh uh there was a there was a gentleman that was awarded a partial cleaning contract and these are the small things that we we grab and I'm not talking about the fake uh uh people who standing and posing for the developers like at Hench Stadium where they claim there's a black person involved but yet only out of $110 million we only managed to create six patteron jobs and none of that money stayed local but this Council wonders what our what our job is to show up and party and and acknowledge people and celebrations on failures We are failing our community so listen and council president let me acknowledge this when someone steps to the mic and they have the pom poms and they cheerlead the outfit on for you you just let them go on and on and on anybody else that's offering you a letter of criticism you shut their mic off you stop allowing them to speak you don't allow people like myself who are speaking factual context to to to to speak when a point of order is being rendered sir it should be answered to you don't have the Liberty as the council president I know you have the rest of the gang behind you but I've never been afraid to go up against multiple people ever in my life and I will not stop now the way you're running this meeting is childish I'm just going to say that just because somebody has something good to say about you doesn't mean they should be extended and if anyone is in doubt of that go watch any any of the meetings the first time someone comes up there and in objection or against council president he's shutting their mic off he's going to start talking now but if you cheerlead for him he's okay with it he's going tot spend your time he's going to allow you to continue to speak that's not how the people's house should be spoke should be managed if you cannot take the criticism the heat then you're in the wrong profession we all get equally criticized and if you can't take it equally from from the public and you're trying to muffle the Public's uh uh freedom of speech that's what the that's what the uh uh Constitution is about I'm sorry sir he just allowed you an extended period of time you didn't say time out then members of the public please you almost got members of the public closing the public portion please here you are disrupting my time I didn't say anything while you were speaking I didn't interrupt you I allowed you to go on and you cheerlead cheerlead for it for various people including the mayor and I'm pointing out the fact that what you stated was an absolute fallacy that's the dream whatever you're talking about how the neighborhood was been converted it hasn't been converted in a positive measure for the people that I know that I represent that live there the people that are being that are living three to four months with no heat no hot water and yet no not one uh uh entity within this city is going to hold an absentee Rogue slum Lord accountable so what are we doing about that when the when the when the majority of those people are Black and Hispanic people as we getting ready to acknowledge ourselves for Black History Month and a job well done Madam clerk needless to say as uh um I for I I think one of the gentlemen talked about I'm hoping that we are so um cheerful and and and excited to offer you the latitude that the position has always rendered and and Madame Jane Warren said it best as the council continues to move forward there is something that's called practices and customs of the council customs of the council take precedence in many instances and in in the way things the way uh in which things operate and I'm hoping that you you get to have the ability to in trust your best interest for the job that you're going to be um burdened with with that being said my vote is yes thank you thank you councilman Jackson councilman KH thank you Madame clerk my vote is yes to close the public lost my mom recently and because of this it's not easy what I'm going through now but I thank everyone those who reached out to me shared your thoughts condolences I sincerely thank you I thank you to my colleagues for taking on me multiple times my doing but thank you I truly truly um thankful for the colleagues like you all um today's a great day we are we are here particularly for the individuals who serve to get back to this community we are we passed the resolution to honor them on the February 1st and at the same time I'm I'm hard because doesn't matter what my political stand is doesn't does matter who am I supporting or not I cannot disrespect anybody in this chamber or anywhere in the city of P that's how I I feel I'm not hard because someone was disrespected here I'm hard because I feel that if I'm not on the seat tomorrow I'll be disrespected like how Bill M was disrespected in this chamber this is so wrong this is totally wrong I believe that our council president could have done better job to control this room and that's my request to you council president for the future brother Watson we know each other very long time your relationship with my family that's that's our relationship is but what happened today seriously I I I did not really like it because they are our people they serve for the city councilman David is sitting here coun M MCO sitting here and we are all are going to be former one day not people are going to see us for for thousands years in this in this in this place one day we have to be a former something and at the time if we do not get respect from our people how do we feel just that's that's all I'm trying to address to you um members of the public please please members of the public please you you are a brother to Micky you know that and and and and this is so again again we we need to respect everyone doesn't matter what my political view is again I'm saying I I cannot politically support everyone but I have was Ernest rocker I I just want to tell Ernest rocker the peace did not last too long so you know let's keep on doing what we have to do uh everyone here expr Express they when the honores was here in in the council at the councilman also the councilman was control enough to not disrespect the public there's a rule and I I know council members could agree with it there's a rule that when a when a person come to PA approach and engage a councilman in their conversation we had the right to ask for the floor and respond in that moment we not exercising that why because then we going to be here all night long all night long but one thing I got to say this last but not least when people come and ask me councilman I want to go to the council and support you and say great words about your great work you know what I tell them let's do it outside with the people knocking doors and do what we have to do because they they're going to come and talk like that after they praise me I don't want them here fighting and all that stuff no that will P down any message that a person want to come back positive for that candidate or that councilman uh saying council president I know we going to have clerk which is the next step and I'm very sure that mad cler will be very pleased with the person that will be working hand in hand with her because she was part of the process also as well it was a great uh process we have a lot of candidate and very soon we're going to have the final candidate to be voting on with that being said let me acknowledge a great person for the community Jose I Cathedral it will be the viewing of our Sheriff Richard H bernick from 3:00 to 8:00 p.m. and then two on Wednesday is going to be the uh the funeral from at 10:00 in the morning so just remind the
