can you elaborate what are they going to do with this budget in term of the menpower the amount of people that they going to have working are they in communication with psng and P Val what commission to make sure that they replace all the pipeline and all the um all the job that they have to do R stre before we fix R stre so negle is the firm that they did the design yes and we're going to construction they will do be doing the oversight and to answer your question the short answer is yes they will be managing the construction they will I did the the math they gave me a Manpower breakdown here we're looking at at approximately 14 months of construction they're going to have someone on site every single day how many people they going to have on site one person only one person from the beginning to the end yeah I I did this for 10 years myself it only you only need one person but one person full-time dedicated to the job eight hours a day they are writing their daily reports they are reporting to their project manager and they are reporting to the city the question that I have how many people in total this company is going to have overseeing this project because we spend over $700,000 only for this company yes so it it can it have to be it's almost impossible that you telling me that we hire only one person and that job is going to cost over $700,000 understood so we got this dollar amount estimate from the company it's not to exceed budget so they we are not handing them over this money I'm sorry can you repeat that again sorry I lost you there sir so we award this contract they are billing against the contract it's not to exceed budget so when we're all done if there's money left over that comes back to the city so in Rec what you're telling me is that the contract that we're signing we allocating over $700,000 for this company to oversee the River Street project you're telling me that there's only one person that they're going to be on Char on top on charge of this whole project to oversee the project one person doing the field in the field oversight so I'll just I'll name them one by one here so we have technical Observer for daily inspection we have construction management team we have principal senior manager senior design engineer design engineer those are all the Personnel that they are going to do you know as you go higher up the food chain the that was my question how many in total so one two three four five six people not necessarily full-time but six people will be dedicated to this project from this company so so you have six people from the beginning to the end they're going to be on charge of this project that's how we're going to spend the money money now are we confirmed because very soon we're going to break ground River Street and and I'm going to put this into the record again because what happened in the city of patteron is what after we finished that type of project like Riv Street it happened in this 42 that a month later after we fixed this 42 in the third war that it wasn't fixed for over 40 years uh P Valley watera commission got in and and open the road G so I want to make sure I want to make sure that this is not going to happen Happ with River stre I want to make sure that they replace all the pipeline the whatever the job the PNC and Val Water Commission have to do since we pay this company over $700,000 and we have that amount of people I want to make sure that they're going to be working hand in hand with those entity to make sure that once we get R stre done they're not got to come back and open it again so I don't know the aners to that but I will make sure because all of our preconstruction meetings we do have all of the local utilities on those meetings and we can coordinate we just had a meeting with pscg for this specific project they were just going to come through and repace you know replace all the pipes that they had to do but all these sewer uh and storm water lines are you know 8 to 10 feet in the ground all those lines are at the top so we didn't want to rip through them we didn't want to do any of the stuff that you're concerned about so we had a a coordination meeting with psng we do have to do the same thing with paic Valley okay so I know councilman khle is net and they Council mes I only have one request CC M if and counc M if you go through River Street you're going to see this the sidewalk on River Street on both side is destroyed from the beginning all the way to the end we have a very exensive conversation about the 7.2 million that we try to allocate for the energy saving this is the right time for us to say if River Street is going to be brand new why not fixing why not investing that money into the sidewalk because it's destroyed from the beginning to the end so so so and that's not going to stop the construction of River Street because we got to start with a sewer I do I'm just going to put this on the floor because this is the right time to make that request um thank you councilman khik and then right after counc M great great PR and council president this is very disturbing let me repeat this is very disturbing if you look at page number two original contract was for $151,000 to oversee this project so we got a amendment number one which was done already for 56,000 um $54 now they're coming with a second amendment for 781 th000 am I right $840 and why is such a a big differ that's one question another question can I I'm not finished okay he was he was presented to us in the finance meeting differently not with an amendment you recall uh councilwoman it was a completely different resolution with it seemed like we are awarding a new contract to a uh to neia uh engineering firm to oversee this River Street project but they're already in the contract to to oversee the project so that money 78 81,000 I believe it was saved from uh rebuilding the res resurfacing um uh project for that River Street when we when we had to Reid redo the bidding correct Madame CL and it is the it is probably AR Mone so I think this money instead of putting in this this uh engineering firm to oversee we could use that money $781,000 for Road resurfacing sidewalk or something else I don't think this amendment 71,000 151,000 can can I I'm not reading it wrong councilman I know what I'm talking about look at page number two now look at the wehous number four look at page number two look at the Amendments I I know I know you're going back you're going back that council president council member I know but let me let me I know let let the let the director do it so so amendment in other words original contract was 151,000 we did First Amendment for 56,000 now we been doing a second amendment for 781 th000 to oversee the project different phases different phases different phases oh councilman I will explain to can I that's that's that's what that's what I see on the paper okay it was presented to um to the finance committee totally different than what I see here that's one thing I think we could use this money for for different project or something we have a company there already to oversee the River Street resurfacing project they um thank you Council M thank you Council M and right after council member and so the original project that we is for the construction phase this is a totally separate phase from that to design and development right design and development when it comes to and I've been pushing for real project managers for since 2018 this is to have true project management um uh project management certified employee with their crew to make sure they come in using per Gant charts and whatever methodology that they utilize to this day to make sure that the project stays within the scope I've been talking about this since 2018 this is not just one person it is a group because construction design and development phase is totally different from engineering totally different from project management that's why you have to make sure and this is something that should be done not just on this project we should have done it on some of the other big projects this is the first time since I've been here that we're trying to do something right to make sure that this project River Street encompasses three Wards the First Ward the Third Ward and the fourth ward we cannot take a risk with this type of project which the contract was like $8 million I'm sure it's probably going to cost more but if we want to stay within the scope of that project especially without all these extra change orders this right here will kind of save the save the city and cover and protect us they are certified to do that and when we're Contracting they actually work for us this is something that should have been going on a long time ago I don't think it's going to cost $700,000 going to be definitely less than that but it's so that is not to exceed but as long as they keep us within the scope of our project the time the cost and all that I think we'll be fine but this is something that should have been done a long time ago and manager that they request 56 the 56,000 was when we requested um them to add certain streets up about uh sassr and those off streets to add those into the project under into the project now that's the the First Amendment now it comes the real Amendment uh the Second Amendment of 781 and it includes includes to propose Improvement Clues but not limited to construction of new stor water inlets manholes and piping cleaning and televising existing sewer pipe sewer aiming and reconstruction concrete con construction 88 cutter ramp Railways etc etc that's that's the second amendment yes okay so it's total of $989 757 correct yep now it that is subtracted from that almost $9 million it's coming out of that $9 million that that's separate that's separate see what I'm saying it's going to cost more so so okay so in other words the see that's why we need to know that thank you for the project manager because we what what what's going on missing here is the scope of work who belongs to who and who's belong to the other who's doing the $8 million or who doing a million dollar it'sing they discussed in in committee um but last committee I was in the hospital so but counc president hold on for a minute now you know council president that you go to River Street men's go to River everybody goes to River Street there's a point from the train treel up to the county um the county building that they have the a 540 from from that train treel up to the 540 building fromont the county is narrow and then from that point two cars could go back and forth with no problem right uh you grab two lanes car parking the side did they planning to wide that section from the from the county building to a train trestle no so what are we doing here because right now that you cannot park two cars in the street in both sides you understand what I'm saying if it's only to play uh a sewer repair and and sidewalk and everything and the Reconstruction of the streets and you you could look you could go to it you could go you that's how you see cars park in a sidewalk because you cannot park one car in one side one or the other and the middle is too narrow for two trucks at the same time no what I'm saying is that if they did the real the real design and plan of river Stree they knew that they the riv Stree from they have to wide the street from the county building up to Fifth Avenue no because when the city says when the city say that they're going to reconstruct River Street and they will do a new designing of Riv Street and I'm putting that example from the train trestle up to the county building that there from the county building up to F is wider from yeah this this this should have been that was an issue for you councilman it should have been brought up when this is original because when so we approve the contract for 151,000 yeah and and and we tell them okay it's for design and and and and reconstruction of River Street we mentioned that in committee no that yes we did no that River Street from the train treasure up to the building berler Avenue is uh berler street is too narrow and from that point to Fifth Avenue is wider so we going to have we going to have the same the same resurface new res surface we going to have new Surface in that point and C to part on the side councilman and if I may councilman it's important time I I just council members just a minute I allow the discussion I allow the discussion because this is a very important item for us yes even though even though so so I just continue allow you guys to to have the discussion but the the fact of the matter is that tonight we're not going to be able to vote and take for action and all those two item because item number two the item that we have at advertising and item 62 it looked like the same but it's not the same it looked it's uh it's and I'm going to read it into the record the item that was advertised is a resolution authorizing the war of Contra for construction management of the River Street project now we go by item 60 uh 62 resolution authorizing a second contract Amendment for the qualification proposal for the design and permission for the Reconstruction of Riv Street for the division of engineer Department of Public Work It might look the same but it's different now the reason why council members we cannot take former action now is because we could be challenging court and we we will spend month and month in court now on Tuesday we have the opportunity to correct this and voted the right way on Tuesday so just by waiting another week we will we will be voting on the item with the right title and everything else so that's my that's Corporation Council recommendation that's my recommendation as well we just a few days away for next Tuesday so we should wait andak on to announce to the public that's watching now that it's with a a four a force emergency the emergency meeting no we can ask a question no no so so council members is the conr council member this question this this dialogue is important because next Tuesday next Tuesday we're GNA come back here and have the same conversation now my concern is that when we talk about the expansion of River Street that's totally different it's that's start something totally different why because the sidewalk has the same standard outside you cannot take part of the sidewalk to extend to make the street bigger the River Street it is what it is parison is one of the oldest city in the nation so we have challenges with some of the Road River is one of them but you cannot take space from the sidewalk to to make this the the street you know to make it bigger so that conversation should not be taking place I think we should move it forward director and I understand that listen I'm excited about this project I cannot wait to see River Street I cannot wait to see the project to start I cannot see I'm I can't wait to see the the company breaking ground River Street but let's be let's let's play safe now so we're going to wait until next week because the item they they look the same but they not the same there different and we don't want people to challenge Us in court and we're not going to be waiting so mon patteron this's the only reason why we're not taking foral action on this idem next Tuesday we're going to come back with the correct title on the resolution I will be voting on to for DPW uh for our director when are we starting the construction they said August and so I want to know what is the date in August we're looking for September 24th as oh so now it's shied oh I guess next month yeah so it's shifted do we have a date because we were told August now it's September we have to get this from well I have another question a minute you have to get this approv just a second councilman Council done before we I know that yeah so I'm I'm confused we were told when we voted on the construction for uh River Street that it would be done in August that's what we were told and it was posted right it was posted on social media it would be done in August this is oversite this should not delay it should not delay the this is something that should have been a a a pre-thought not an afterthought I've been asking for these it was it wasn't an after it was a pre thought with the night that you guys approved the construction of the um the the construction company we told you would be coming with another resolution for the management of it that same night we said it here on the microphone so that was already thought about that the resolution was coming so we C when we've not we I I have never seen here that we had a true management of any projects I've never seen us put it for in in this capacity but the night that the that's what I'm saying the night that the construction I know because I've been asking that's what I'm saying I've been asking for it right but this is the first time that we're actually looking to implement true oversight just because you say you're a management specialist go and watch that project that's not true oversight when you are doing projects of this magnitude right say the project was a million dollars you still need oversight this project is is it was 9 million they reduced it to 8.6 we already know we're not in Engineers we don't do construction we know River Street is going to cost more than 8.6 million that's why you put in place parameters and safeguards for the city quote unquote project managers you make sure they are certified project management PMP certified not just anybody doing it it has to be people and individuals that know what they're doing because then the scope of work and we don't get 15 change orders they're going to make sure it stays within the scope so I'm just saying we were told all is now it's September but it what if this doesn't get approved it should not affect the date of the construction work that was already approved okay it should not it should it should not impact it this is something in addition to and something that's needed but the construction work that was approved should be starting in September and that and we have to definitely make sure there's some patterns and information out to the public before that because school start since September so to start that type of work and all those detours and all that we should already uh to Madame ba and the administration we should be um having a press conference rooc calls another one uh website updates emails Flyers whatever you need to do to the community but whatever the exact date that this construction will start because school when school starts and those buses try it's going to be a nightmare so we need to whatever that date is outside of this particular item we need to make sure that gets out to the community council coun president council president thank you um before we close it quickly please quick um you know I'm going to go to that um I believe October 2022 it was raining we was in the parking lot of the 540 River Street and we did a tremendous tremendous press conference saying that River Street was going to be resurfaced and done on fall and 2024 I I could call I could P all the articles that was uh done in that press conference we was there okay and they say they promis us that it was going to be finalized and done resurfaced no problem they talk about the river going to the River Street and all that stuff but it was going to be done finalized by uh the Falls of 24 I doubt council president and I got to say this and I I know we going to rush the paperwork we want to see River Street breaking grounds or whatever I doubt and hope the weather permitted that we could to cut ribbon on this Riv Street probably by Spring next year because it's impossible that this with all the work and the scope of work and let's be honest with the public we cannot say we cannot say okay we go do this in in August when they still have not get it all set up to to break grounds you know they we don't get it together right now to approve the the the amendment so don't don't believe that on August September everybody going to have a black top there and everything is going to be done I I I I I think this is going to be and let's be honest for the public uh the public should know that it's not going to only be put in black top there's a lot of work to be done there and if the weather per how many days been raining this four weeks you know and and wait till the storms comes in I don't think this registry is going to be done in total by by I believe crushing fingers by summer next year is going to be done that's how I see it last councilwoman Captain uh yeah um thank you um council president I just want to say to um um uh River Street goes all the way from AR Street bridge to uh I think second Avenue I'm not quite sure almost first almost First Avenue uh I my thing is that I see them doing maybe three or four blocks at a time because there's no way you can open up U that stretch like that so you do two or three blocks at a time um to to to make sure and I think that um I think that what happened is that we already know people call me every day mad because people parking on their sidewalks it cracks up their sidewalk the city center inspector out there and find them for not fixing their sidewalk so it's it's like a a lot of stuff happening um I I'm not quite sure but I I I don't see and I said it before and it maybe because I see other projects uh by me being on the board and I see 30 40 $50 million projects um I can't see and I said it before way before I don't see us being able to do River Street for $9 million um but you know change J is going to come in is going to be I just see see what I think I need to understand is this guy this company here thinks they're worth $781,000 to oversee a 9 million they got to tell me something else because I can't see them worth $781,000 more to oversee a $9 million contract that they're going to be change order after change order I mean I'm not an engineer I'm not a contractor not none of that but when I see other contractors and I go to different sites I just don't see it and I mean they need to say something put something in right like why are you worth this kind of money I don't know why if we can get something like why why why why your firm deserve to get 781 th000 so director um I I I have this is my recommendation for next Tuesday give us a breakdown because I was very specific on the question that I asked to our engineer on how many people in total we will have on this over a year project the amount of people to make sure that it justify the $780,000 that we're going to pay to oversee this project so uh for the amendment the amendment it's a the original correct but next week give us a bring a breakdown um so we'll be taking formal action on Tuesday about on this item uh so there was a lot of question to be asked so next week we should be ready to have the right resolution with the right uh um title on to be protected and make sure that we see the construction start in September on R three uh at least uh with the phase one so thank you director so um members tonight to celebrate and support councilwoman at large Dr Lisa limbs who is a certified delegate and who work repr New Jersey to support Camila Harris and team WS to become our 47th president and vice president of the United States of America yay I'm appla for that because that's I feel like that's a big accomplishment um I believe as a young person and a woman interested in politics and the betterment of the city of Patterson that the fact that women councilwomen mens will represent us is something that we should all be proud of um during the one of the most critical times in our country's history we need leadership we need integrity and we also need some power to make sure that not only Patterson does great but the entire country councilwoman Dr Lisa Mims I stand to salute you and pray great success as you travel to the DMC convention for this historical moment to help elect our first African-American female president which I also think is a great accomplishment um if anyone can get it done Council woman MERS and make New Jersey proud it is you and I just want to give you your flowers while you're alive that is what my generation is known for and just to thank you selected twice and then certified um unanimously um on the ballot so I'm excited we will be leaving on Sunday to go down to Chicago we have already voted for um our next president to be on the ballot Camala Harris um and then while we're at the convention we'll get to see people like President uh Biden President Barack Obama uh Lady Michelle Obama um President Clinton um and then we'll be able to vote for uh vice president Tim W while we're there so I will definitely make sure I take a lot of pictures um and I want to say thank you to my Council colleagues this is truly an honor and to have my favorite favorite Omega my big br here um big br art in the in the building while this is being done it really does my heart really really really glad so thank you so much yes I motion to close um
