TR Daily Record newspapers and distributed to all persons requesting notice in accordance with Township policy thank you please join me in the Pledge of Allegiance followed by a prayer and a moment thanks for individuals serving our na i al to the flag of the United States of America and to theic for which it stands one nation under God indivisible with liy and justice for all most gracious Providence we ask that you bless this governing body with an abundance of wisdom and understanding so that every deliberation will result in action which will promote the common good and the general is presentation Ro Club is not here so not a problem report from volunteers if there are any reports or comments for any volunteers serving our community please come up seeing none next on the agenda public comment is out manager report Mr thank you mayor luckily I have items through item I in my report so I'll make up for any quick timing we got going all right uh first item up the township staff recently met to discuss I uh topics for the Community Development clock Grant application for 2024 in the past we've done things at the senior house we've done a couple of Roads um this year the recommendation is that the Rolland Road water main replacement project be a priority so unless the council had any concerns or thoughts otherwise we'll proceed with an application for the Rolland Road water main replacement it assists the water utility in our water quality management plan obligations to replace a certain amount of water M and as we always love doing things with other people's money it seemed like a good project there's been no problems there that water man breaks on Rolling Road right no it's just scheduled and identified as due and it's an eligible District okay works for me when you do the water mains and stuff like that that do you just repay all the road you just patch it when you're done I think that will be subject to the level of funding my preference is to put new Road in right that's what I'm saying while you're doing one do everything and then cross it off our list right yes okay and the only reason I asked is because there was a couple on the same street this year already yeah and I thought maybe it would be better to do it that street instead of rolling but it's a much bigger Street and and you need District probably wasn't that's the challenge specific for the grant that's talking about yeah this funding requires a census designated eligible track um that's mouthful yes it's Federal fund sounds good I'm good for that um up for uh public hearing and potential adoption we have two ordinances one on PV Park and adjustment of fees we've discussed at length uh I'll be happy to answer any questions but we'll move along uh the next ordinance is the ordinance establishing and preserving the cap Bank this is an annual mechanism that is allowable under the state of New Jersey doesn't authorize additional funding just creates and helps us with an insurance policy based upon the cap bank for the uh let cap and the Appropriations cap we have uh three ordinances scheduled for potential induction uh introduction these fall under the category of we have no choice uh the state of New Jersey and the Department of Environmental Protection are mandating updates to the stormw regulation ordinance they are requiring a new ordinance regulating salt storage on private property and regarding tree removal and replacement these are all required to be in place so we get our ms4 permit uh which is what the engineer certifies to I the Council recently participated in some thrilling training as a component of the uh requirements um within the council's packet is a comparison of the existing storm water ordinance and the proposed there's also a memo from Mr Russo summarizing under behind my memo um on the salt storage regulation essentially anybody who operates a business or has property that stores Salt on private property for snow fighting has to do so in a way that prevents the salt from entering into storm water so they don't want it to be hit with water and runoff so it has to be stored in a certain way which is described within the ordinance but when you put it on the roads it goes up how does that go into the storm order anyway going back to the initial point of my presentation these are ordes the state of New Jersey requires us to put into place makes sense I have a question about that it says that there's three people that were issued letters yes there are three people we were aware of that had says that they're in here for what the letters aren't in the I apologize if it references the letters the letters AR included the copy of the notice mail to three app uh effective properties is attached then that's that I apologize I didn't include the letter okay we sent the letter to the three people that we knew stored Sal who are the three uh 50023 uh Hillview Med I believe and I forget the Third how many so basically it's just the D saying that there's a certain way that you have to store the salt I presume it just can't be on a pallet in the corner of the parking lot cor right they want it on impervious coverage they want it so that the water doesn't run off around it it's it's described within the ordinance okay but that's D that is saying You must adopt this corre your Township we are required okay and the last is the tree removal and replacement ordinance um the DP has a model that we tweaked a little bit and the ordinance is before the council looks to preserve private property rights and allow people to still remove trees on their property it talks about being allowed to being allowed to remove Three Trees within 5 years that are under the largest diameter at breast height um DPW will be the group responsible for at what height breast [Music] height that is how it's described in law abh at breast height or approximately 4 and 1/2 ft off of the ground that's an interesting one it's in the ordinance I just want to make sure I heard you correctly that that is that is what is described in the ordinance abh is the abbreviation for AT breast height or approximately 4 and 1/2 ft from the ground all right that may be better 4 and 1/2 ft but anyway well you're toally before we move on that it says identified as of January 1st 2023 we have 12 months they extended it okay so we have to do this by May okay and now we're adopting it because really we're in violation no they extended okay the memo was written what's the date of that one October October it was extended following the the mem so we're we're in compliance we're not out of out of compliance with anything um we have even a little bit of time in case there are additional questions or issues that the council has with them but the goal was really to meet the requirements of the DP without exceeding things um the real Target in our estimation is is if a developer comes in and clear Cuts 3 acres of property and takes down a whole bunch of trees that's going to have an impact on stor water as we see with our current water conditions in the ground without trees to drink the water the water water sits a lot more so you know Mr oik Township engineer and I as well as as DPW staff work to prepare those uh with respect to unless there's any more questions I'll move on know and again if the council has other issues or concerns we do have a little bit of time I'm happy to invite the engineer to do a presentation if that would answer any additional question so so if a homeowner just decides to take down a couple trees in their backyard one oh they can do three in five years yes one in one year and then up to three and five years remember what happened so they can only do one tree every year de that's now dead trees are not counted toward that if your tree is dead you can take what what if it's dying if it's then you can take it down okay you will say it is De this is take it down okay this is healthy trees okay this it has the ordinance has a list of exemptions as long as this buy a approved tree if you remember we've had this issue in the past with homeowners like where the trees came down and they got away with it well we don't have a permit process currently we've never regulated the removal of trees on private property now shade trees that's been a different issue yes shade trees have always been reg we had guys Who removed trees on Town property question that was a whole big thing property Town tree and I they SLA their hand the town comes and takes it down does that count as my one tree no okay this exclud shade trees this excludes shade trees this is your tree that's aren't old trees shade trees unless they're dead within the ordinate shade tree is defined as being within the municipal R sorry I'm trying to be straight I can't he's trying he's trying to get out of us aren't go she all right anyway unless they're coniferous and the sun our provies are just dirty Tre umry Town Hall Late Night concessions once again we have we solicited proposals in a manner consistent with law four respondents provided proposals for a variety of months cousins main lobster Jersey Jacks kettle corn mozzarella God and epan out times what is the feedback from them do they believe it's successful are they having a good time is it worth it for them I presume they're coming back so I guess some you know we we and I apologize in in one of the um titles of the resolution it continues to list sip world sipen world did not come back so we presume that it may not have been worth there H and I thought they were the busiest cuz the kids used to hit that on the way home from school in summer not as busy as cousin lobster right in the summer Cousins Lobster has an online follow and we let them decide what they're going to give us correct so the goal was really to create a framework that satisfies procurement rules if we get a little bit out of this good for us we've never really set a minimum because I see Jersey Jackson is given 25 and mozzarella is given 45 so there's no set fee as long as they're paying a something as long as they're paying something and they respond to a publicly noticed solicitation that's ultimately awarded by the governing body okay yeah it's $430 a grade yeah realiz income uh similarly um the township has various Recreation events and vendors wanted to participate in that so A framework that allows for that to happen through the solicitation of proposals was undertaken for the various Parks and Recreation events um con ice Jersey Jack kettle corn Harper amusements mozzarella God and Empanada times responded to those that's the fireworks that's the um Easter Easter egg Hond that's those activities and that's above and beyond the Tuesday nights that is separate in part okay correct and then lastly uh for the council's consideration is a resolution determining the form and other details of a bond sale this is the legislative act that authorizes the finance officer and the team to uh sell the debt and get the cash that was authorized previously by Bond ordinance the anticipated sale would be in March with a delivery date of cash in April and this is to get the cash for the balance of the route 23 sewer project that was previously authorized but not issued and then the supplemental debt that was authorized in 202 so we had we we cashed the 4 million we cashed in on the 4 million correct now we need the additional funds because as you know the project is hopefully we put it somewhere that it was getting a nice interest it did it did does that help the the sewer project the interest yes okay well it helps the sewer utility yeah okay all right anything else if there are any other question oh and I'm sorry one last item uh that wasn't in my report cuz it just happened recently previously the council provided direction to submitt an application of the Mars County uh historic preservation trust fund board for landscaping at the Martin Berry house mhm through the participation in the pre-application meeting and discussions with County Personnel it was recommended that we need to have a plan for the Landscaping before we apply for the Landscaping so wasn't that weren't we applying for the grants so we can get the money to do a plan yeah I was going to say that's what I thought too okay we were trying to roll it all into one because I get it from a construction perspective you want to have a preservation plan for historic property and then the constructions a separate inside thing we thought maybe we could accomplish all in one but I just wanted to confirm with the council and let you know that we will be proceeding with the submission of the application but it is for the plan for the Landscaping is not for construction and how much is that I think it was around was a lot of money 50 $60,000 my rememory is accurate I don't remember the exact was crazy just for the plan M just for the plan and the county would be funding 75% of it the balance could come from the open space we couldn't do like a design build for something like that we could landscapers have designers the bigger landscapers have designers but if we want their money we got to play by their rules but yeah that was kind of what we were trying to put it all together as one to say we're going to have somebody you know give us money to do kind of save money a little bit that way instead of government Mr Dy wait wait till they if they do fund that I'm still we have a dead shrub that they paid for yeah oh good luck getting that removed so unless there's any additional questions that concludes my lengthier than question Council thank you all right thank and it was actually dry yeah so with the with the plowing and the salting and the getting rid of it in the sun it was a beautiful thing so thank you to our gang for doing a good job um something else that I wanted to say I've had a discussion with a couple people over the last couple months is we live in a great town and we got to keep saying that yes we do right it's really a great town the way the town hall is run um the way the police department's run fire department first aid Squad does a fantastic job we hear that almost every meeting from Mr herd um or mayor herd I should say EXC thank you for that appreciate it yeah be careful Mis I think he's still a mister all um so but I just wanted to say that we live in a great town so thank you to all the PE people that work here and to all the people that volunteer here I'm looking at two of them right now so thank you thank you um historic Commission meeting we had we had we had a meeting obviously minus our good friend Mr Jay um we have a new chairman he's sitting in the audience Dave thank you for stepping up thank you Dave um appreciate it I I sent an email out uh W Wednesday morning just saying hey um I guess we're meeting at the Town Hall and they've had it all planned out you had an agenda and everything together so thank you thank you for that um uh Vice here is um Elaine and uh Ryan is the secretary this year so little bit of a change CH change up there but it's good there's some new um there's some same people just new new positions so so that was very nice um The Parks and Rec committee met also um big topic of discussion I spoke to Mr Brew ready was just about the park ranger um we we don't have one we had one we don't have one now um but I explain that um you know the police do a good job of patrolling the parks and if anything major happened they would be there anyway so right um I will get back get back to them officially on that and I'm that's about it so thank you sir thank you appreciate it uh councilwoman Melissa Florence Lynch uh yes I just have a couple of things I also just wanted to um express our condolences for uh losing Jay he was a great you know uh Committee Member and Community member to this town he volunteered so much of his time and he's really going to be missed so you guys probably saw the purple bunting in the front of town hall that we did you know put there in his honor um and I hope everyone can make um his celebration of life at the church on uh I believe it's February 24th at 2:00 um so I'm sure everyone will be there for that we will truly miss him um let's see couple of things are uh senior citizen advisory committee um they have set up a um through the Morris County Clerk's Office a senior ID card event uh the cost is only going to be $5 as long as they have at least 10 registered otherwise it's $15 but I don't think we're going to have problems getting 10 seniors to come so then it'll only cost $5 and that's going to be at the senior house uh ages 55 and older uh do qualified and that's on Wednesday April 17th um so you come in and get your senior ID card that's good especially for people that no longer Drive their driver's licenses are expired so it's great for that you can also get veterans IDs that's yeah I wasn't sure if the veterans ID was going to be offered that day the County's coming that they are going to be doing the veterans IDs cuz I saw the flyer with just the seers on it so all right veterans too um let's see what else the next senior meeting is Wednesday February 21st at 9:30 at the senior house the economic development committee they also met they did their reorg meeting um we now have appoint they have appointed uh Tim gon as the chair Greg deis as the co-chair and Peter Schmidt who is sitting out here thank you Peter as the secretary so thank you for stepping up for that and they welcomed at least one new member um uh Joe brus who joined the committee this year so that was great um I know two of the initiatives they're working on right now are is a business survey and a new business checklist is being updated and a couple other initiatives so there'll be more to come on that we'll come in front of Council um with some recommendations uh fled committee their next meeting is February 29th they have not met uh since our last meeting that we had here I gave an update last time on that and then I just want to make a couple of announcements the um the uh Fire Company 2 is holding a fish and chips dinner on March 1st 4:30 to 7:30 eat in or take out and the cost is $21 Panic Valley rotary the next night is having on Saturday March 2nd um they are doing a fundraiser it's a comedy show and it's a fundraiser for the fire departments in panic Lincoln Park and Riverdale tickets are $60 um it's going to be held over at the Lincoln Park American Legion and uh if you don't know banic Valley rotary is made up of the three towns so um 50% of the those proceeds are going to go to the three fire departments uh what else do I have I think that's about it for me I had a couple other things but that can be done offline I'm done thank you very much all right councilman Cole did you hear about that senior ID that Melissa was talking about I did just turned 59 uh yeah thank you so uh as everyone said you know rest in peace Jay Jay was a uh you know a big part of thean yes a lot of history uh died when Jay uh passed so um you know i' I knew Jay quite a while because he had a friend that I used to work with at a liquor store that uh that's the first time I really met Jay was when I was like 18 years old so um yeah so rest in peace Jay you'll be missed by many uh company two uh company one met on 22 uh things are kind of quiet there uh they are going out on a number of calls uh on 25 the planning board met uh we had our reorganization meeting uh the meeting before Angelo Caputo is going to be the chairman John Malaga Malaga is going to be the vice chair and Gerard font is going to be the secretary um on 28 if you haven't heard I am part of the pths veterans wall committee there is going to be a wall built at the Panic high school for all of the veterans that have graduated from Panic Township High School right now I believe there's 26 panels wow uh you know with pictures of veterans uh that's going up on the wall we're in the early stages we started a uh 501c3 because we thought it would be better to have a nonprofit organization um for people to make donations to uh um there was a couple other other reasons that I will not discuss in public um prevailing wage uh fish and chip dinner as Melissa said at Company 2 I do have tickets um if anyone is interested uh March 1st as Melissa said dine in or you can take out $21 a person and I just have a question about the insurance training I mean you did send an email but I didn't really see a link to so so the the the training requires to you to register with MSI which is the Mel safety Institute I'd be happy to sit with you and walk you through that process and then once you create your user account you can go in Click a link and okay and off you go so was the link attached to the email that we it's yeah I I I believe I put it in the body of the email to get to the registration and then there's a flyer that also had it so can you can you reset that uh happily yes and if we want to do this as a as a group I believe I already did it oh joy this going to be fun under a shade sh oh um will every snacks so I guess it's tricky to register it is that what you're no it's just the process you have to create an account for yourself first so it it it so it notifies the GIF that you did it okay um so you once you create the account you can use that for a number of different activities but this is one of them I'll stop make Friday do I need can I do it on a phone or do I need the computer it's likely easier do on a computer but I'll be happy to sit with you and do it okay should have done it in person much easier it all works yeah and that's all I have so if anybody is uh interested in tickets how much are the tickets let me know 21 bucks a piece all right question about the veterans wall so I'm presuming it goes as far back as we can right so as far as we can go you got to be a graduate of D High School uh there is a list of people that we are looking for that I could be um more than happy for forward to you uh it gives the year that they graduated and what we think they went into um you know it's difficult on some of the you know people in the 60s you know some of the first graduating classes uh we do have a number I mean there's I think there's 25 people per um panel and we're on panel 26 so wow that's great yeah it's going to be pretty nice I will let you know that they want me to ask budget time that if the town is willing to budget anything for it I said I don't think so but it's on school property and they get how many millions 66% of our residential tax base yeah so but school a lot of money too yeah so and that's uh anybody that has passed that was a veteran still living still living or anybody that's so if you graduated high school last year and you went into the armed services you're on that wall you're on that wall that's interesting and how many panels there's 20 I think we're working on panel 26 and there's either 24 or 25 photos per panel wow that's awesome I can't wait to see it I mean just the the CGI that you have of it I think it's awesome and I think being at the school is phenomenal I think it's great that the kids as they come out they're reminded of that cuz freedom is not free we're trying to narrow down the location of where it's going to be um they want it somewhere in the front but it might have to be moved over a little bit you know security reasons and cuz it's going to be a spot that people could come and sit exactly uh they really didn't want it right next to the front door so and then they have to move the panther can't move the pan yeah no this I think it's going to be if you're looking at the school the flag pole I think it's going to be that to the right of the flag B where those ugly shrubs are really shub that's my suggestion but you know I'm only one thank you sir appreciate it okay and a few things um when I was at the open space meeting yes you have a question no go ahead you're fine she forgot her oh I forgot you she she does have a question when she's when she my turn I saying I don't care I don't have much anyway go ahead former mayor no I don't have anything I I like what John said um about remembering that we have a really good town and remembering that our our people are volunteers um Library we just had somebody from the library uh committee quit commission quit um people were coming in and and I know people get wrapped and they get into it but it doesn't give them the right or if they shouldn't attack somebody for they're just doing their job they're volunteers and this woman just felt attacked and she said she felt like it was like the sale and Witch Trials every time she went to a meeting and and I feel bad because we do have a great town and I'm sad that that happened but we'll be picking somebody else and um I just I just don't want it to get to that it it shouldn't get to that it should never get to that volunteers we're volunteers too basically um we're elected volunteers but still these people give our time give their time for free and to attack them or make them feel at one point she felt unsafe because one person in the audience yelled so loudly that she felt unsafe coming she felt that the individual was unhinged and um that should never happen that's ridiculous it's it should never happen and I'm sad but anyway so we'll be replacing her our next uh Library meeting what was that it's unfortunate it is it is because like you said we do have a great town um and I understand everybody gets passionate but they have to really remember basically that everybody's involved here grown-ups anyway I agree I agree but um but we we sometimes get it here but I guess we get immune to it after a while we kind of sign up for it yeah but they didn't especially when we're talking about a regular not a regular volunteer but a volunteer they're they're they're not expecting or should they be put in the position where somebody is yelling at them they're trying to give back to the community they're trying [Applause] to exactly we signed up for it come and yell whatever no big deal but it shouldn't be happening on our not I agree ridiculous so um so sorry so we we Carol is going to be sending out the names we'll help select a replacement um because it has she has to be replaced um other than that I really don't have anything I'm sad for Jay Jay's family and body who loved him I didn't know him super well but I was getting to know him being on rotary and got to speak to him at the meetings and stuff and and he was a wealth of information hopefully he wrote some of it down I mean I know he shared it liberally with a lot of people yeah we have a whole train station full of it because of him yeah but that's it are you sure saying um okay uh in our open space meeting we were talking about and we spoke about this before about restrictions on um open space dollars and they had said that the state open space d is starting to broaden and expand the use as well as mois County so that's all a good thing first aid Squad there was 91 calls in January we currently have 37 37 members we would like to have 45 so if anybody's interested in volunteering for the first a squad we really would appreciate it to let's see today today is Fat Tuesday and I am 100% working on that one but tomorrow is Ash Wednesday so that signifies the first day of Lent and it's 6 weeks of penis before Easter so we're supposed to give up something got to be better I'm working on it can I think up Council meetings that's probably not allowed okay but chocolate they were thinking more like chocolate you know or coffee I'm still doing by January um we spoke about uh passing of Jay and uh the celebration of life is for February 24th at 2 p.m. at first Reformed Church I have to say I've had the pleasure of working with Jay and and talking with Jay on several occasions and uh he really really was a well of knowledge and unfortunately that was unexpected I mean I guess it's all expected unfortunately you know it's it's going to happen to all of us but uh it's never the right time it's never the right time let's see oh congratulations to Scott and Angelique padella I married them uh last Tuesday I put some pictures out that was really cool grains of Hope is on Saturday March 3rd we still need volunteers to set up on the second there is a lot of stuff that has to be picked up and put down and moved so if anybody can help I'd really appreciate that I did reach out to the football team so they're are they going to be there again they have been awesome for I think every single time we've done great of hope they can pick up heavy stuff they're very good at Pi things up put it down how many times have we done that now the grains of hope it's been quite a I don't know but um this we estimate that this will be the 2 millionth meal will be packed at this event so that's huge 2 million meals that's awesome uh Panic Polar Plunge is Sunday February 25th at 10ish tickets are 25 for early bird and 30 at the gate uh Kyle am I going to be seeing you there no I'll probably be there I will not be plunging you're not going to jump in
