lights look great so thank you so much for that it made a world of difference and we appreciate your help and the city's help and the pride department and the police department's help and uh everything they did to contribute toward making that an event that went smoothly we had hundreds of people downtown and everyone I believe had a good time say thank you very much thank you thank you for all the hard work okay anyone else like to speak on anything that's not on the agenda here nothing we'll move on to number five which is bids and um only bid we have is the Boys and Girls Club kitchen expansion it looks like currently I'm opening seal bids for Boys and Girls Club project kitchen expansion 116-1 I will only be reading out the vendor and the amount of the bid there will be no discussion at about at this time about any bids that is being opened the bids will be given back to the purchasing agent and then to the department which the sealed bid is for the city reserves the right to reject any and all bids the city reserves the right to select the bidder wave any informalities or to accept the bid deemed to be in the best interest of the city any errors of bid submission are the responsibility of the bid this is from plus Point construction for $168,900 good have yes sir that's the only de Right Carly all right what is this guess what is this about is this something city pays for we maintain the we maintain the building for which they pay in so we got $158,000 of non budged hello there was a question about the Mr Bill's got a question about the Boys and Girls probably be fed over multiple years I know the county asked for a public safety building Emergency Management complex ask for 2 I don't care what count ask for I just know we're not going to get more than that 2 million at a time at most I'm not talking I'm not talking about Public Safety complex I'm talking about just a fire station combine police and fire 18 milon we don't need to combine police we got what's wrong with that once we have we talk about Mee we talk about what projects we to be done well before you start something like this you ought to have the project in mind and uh you a said a word us that's what my understand I I will ask this Council to to agree on the fire station I real anything we can get basically one me I went to John I think you were at both meeting or it was advised us to our lobbyist reason I was toldy get pretty good bit of money without a lobbyist but they always got first choice yeah Count's and to more they are Count's going always get first choice and if we compete with them in the past they you're not going to get anything that's right but that's what I'm offering is that we we uh fire station okay so if we hire one that's the project you would like to see project I'm okay with that I'm sure yeah I mean you one fire truck behind another I never like that idea my understanding that what we pay a lobbyist is based on what he goes after for us so if we don't get go after that much then we don't pay that much I can't do that they gonna have to be on a fee they have to what they have to be on a fee yeah you can't just on I talk to with Council their marketing and sales program Council will take any action in necessary hello thank you I guess so good afternoon n with B gas utility um I'm here to talk about the sales and marketing program that Fu foras facility currently offers with me I have Chandler Corbin Megan Santiago and Robert Graves before the think up the member services department um and we handle the program I appreciate you guys having me and if you have any questions feel free to stop me as we go along so a little bit about Florida gas utility we've had a few Representatives speak at previous Council meetings but just uh for anybody in the room that doesn't know who we are um we are a nonprofit Municipal joint Action Agency we're pretty much a fancy name for a co-op um with 26 Municipal members with electric generation uh unit that we Supply natural gas for as well as 20 municipalities local Distribution Systems just like the city of Perry um you guys have been a member of ours since 2001 and we currently provide several natural gas related services to you guys um between gas supply hedging which I know Katie Hall was here at a previous council meeting to discuss with you guys about um Regulatory Compliance we make sure that you guys meet all the federal guidelines for your distribution system um Grant application and award assistance currently we're assisting with an application that we apply that got awarded for a $500,000 or a little bit over a $500,000 grant for replacing your gate and regulator stations um and then project management throughout that entire project we assist every step of the way we uh the city of Perry pays a f membership charge to us so any of our services are not an additional cost to the city it's all included and then any cost that we incur on top of um what the city needs we just pass it through there's no markup there's nothing you pay what you would have paid to do something without us so why am I here why marketing um so every other utility is required between electric water waste water natural gas is not natural gas your system is a revenue source for the city um and so for you to grow that system it's going to bring in additional Revenue by increasing your gas sales um the purpose of it is to add new customers uh whether they're along the exting system or its new construction or retaining your current customer base so if somebody has a natural gas water heater you don't want them to go down to Home Depo plug in an electric water heater because then you then lose that customer there so providing a marketing program to know let them know that it's out there for them is pretty crucial to Growing your system um and so the key components I'm going to talk to you about are the advertising campaign the rebate program and the dealer Network so the advertising campaign at Targets the residential and the commercial audience residential is going to be more of your comfort side commercial is going to be more of the cost saving side uh we can assist with anything with your website to design it to manage it anything along those lines and then with the marketing program you have access to a portfolio of assets that we've created that we can tailor to the city that promote the incentives what we call rebates and then the benefits of natural gas so it's reliability during storms um it's efficiency you save on your gas bill that kind of stuff so the we have a quite a bit in our portfolio of assets that already been created um everything is all a cart and it's all tailored to the city so you can pick and choose ones that you think work best for the city we can provide which I have in a couple of later slides um what we think would be best for the city but everything is an all our option and we facilitate everything for you any of these um assets as well we do this for several other municipalities so you get that full pricing to that joint action of being a member of fgo just a couple of examples of those um assets that we have so Bill inserts we keep them relevant for what's going on um in today's time so of course the reliability of natural gas during a storm uh natural gas generators I know are Hot Topics um and then fall and savings Thanksgiving uh talking a little bit more about that cooking and the savings that are there for that as well the Facebook and digital ads they're meant to be eye-catching um they provide customers to let them know that gas is there it's in their area um there can be things such as site retargeting which is if they click on an ad and it goes to the city's website or they visit the city's natural gas page they will automatically see these ads over and over again and again they can all be tailored to the city and we can also um their site specific so if there's a neighborhood that has natural gas in it already and there's a few customers in there we can Target those addresses um as well as any zip codes or anything of that nature and then door hangers they're there for um the individuals that are out in the field they're able to just put them on people's stores if they've installed a gas line in one area and know that in the neighborhood there's more customers that might would want guas everybody likes to talk about costs um so I've sat down with John we've talked a little bit about the different assets that we might would be able to utilize for the city of Perry what might would fit best um and these are just generic fall Parks they are on the conservative side just the uh for Bill inserts 600 a month that would be a run of um Bill inserts so it would just be for the month it would go out that one time and then everything newspaper ads Before 40 a month and so forth um budgeting so we would include this in the it's the cost of the providing service to your customers um and so it would go on the city's monthly G gas bill from fgu so it would essentially just all go into the cost of gas and again we never charge for anything above what we incur on your behalf so there's absolutely no markup to anything that we do so the city currently offers we would call it a rebate program but it's an incentive program uh it's not currently advertised but it's a credit on the city's are on the customers utility bill uh it doesn't have many conditions and requirements except for the 750 maximum per resident um and it's recorded as a note in the Billing System we have applications for rebate our rebate programs that we offer that we would be able again to tailor to the city so that it would streamline everything one for the individuals that are inputting it into the system as well as ensuring that people are safely installing appliances as well as they're getting the proper rebate at the right time so it kind of streamlines everything for that um our current rebate program we match the investor own utilities um and so for the big four appliances there's a few reasons for this uh for the big four and the reason that we do that is because these are ones that are uh users over time so they're consistent uh ver is what we call the attractive appliances which is the generator the pool heater the fire locks they're only going to kick on every now and again um so you want to make sure that when you're providing an incentive to your customers that you're providing them for ones that are returning on that Revenue uh we also match the investor owned utilities and I will warn you they are pretty generous uh the only reason that we do that is because um it's free advertising so if they see TCO offers a $600 rebate on a water heater they call the city the city can also you know back that up and it's good customer service however they are not required whatsoever um so the like I spoke before the conditions and requirements we have those application forms we work with the city to determine what the best levels of rebates are um or incentives are uh the eligible appliances the timeline for the applications we can do all of that with the city to make sure that it's fair to the customer as well as it's fair to the city too so the current preate amounts for uh the investor owned utilities or what our current municipalities are doing um they pay out a rebate check so they actually cut a check to the customer and the reason for this is because if it's a person that's coming on to natural gas for the first time the cost to pipe the home is expensive to do for however many appliances that they do so the replacement is going to be a little bit higher so it offsets that piping cost um but again these levels are not required so what we did was we kind of took what the city is currently doing and based them against those investor owns and so for this to be the credit on the utility bill um there's not one that's in here that's more than $100 more than what you're currently offering um as well as you guys don't offer you know the retention or the replacement uh differences so the replacement is like I said a little bit higher and then the retention is a little bit lower just because all they're doing is switching out the appliance versus having pip the entire home so what we propose and again this is all very much so tailored to what the city sees to bit for its citizens as well as uh for its gas system uh would be to increase those current rebate credits that I showed you previously and then after you would develop a dealer Network and what this is It's a mutually beneficial relationship between your plumbers and your contractors that you know if they're in the home and they say hey the City offers rebates it's more money in their pocket because they're Plumbing they're doing more work inside these homes and then it's more money for the city because you increase your your gas sales um and then the pass through cost to advertise with following assets so those Bill inserts newspaper ads and social media ads that I spoke about earlier um the frequency is at the very far right those again are can all be altered and tailored to the city and what the city sees uh a good fit for them and then this since this is a pass through to your gas customers um it's less than $150 per monthly bill for your gas customers and it does decrease as your amount of customers increases so our recommendations would be to execute the directive um to allow us to help and start implementing parts of our program that would be tailored to the city and then accept the proposed marketing plans which is the rebate amounts and the materials and Frees can you go back to 13 just just uh use the water T this water here you're saying that to convert from Electric to gas cost who 675 it would cost the city 675 if this is the rebate amount that you would go toward this is just currently what other municipalities do but it would cost it cost our municipality 675 which they pay a check back to the customer well that's really not a that's a skewed number I guess because if you don't do anything your labor cost remains there so so it doesn't cost that much something less it would cost the city are you talking about the service line installation to we cost that yes and materials so you could actually it's actually less than that as a cost to the city so it's more you can make you can make your plan more attractive let me get it straight if I've got gas now and I want to add a gas say a gas generator you got $50 up there gas no electric gas and $50 from gas to gas who gets the $50 you would the customer gets $50 that's correct City's making long-term Revenue off selling of the gas it's what city makes the revenue off selling the gas to them sure so you're just trying to get to say with it or convert it to gas okay and in the same situation if you have an electric water heater and you install a tankless water heater in your home then you're going to get that $675 rebate or whatever rebate amount chosen by the city right now this can be changed according to our decision yes so this one is the proposed rebate amounts or incentive amounts currently you offer a credit on your gas bills or your utility bills and so this is just increasing those amounts that you currently offer and then separates out the replacement the electric to gas and then the retention the gas to gas thank you these are just recommended numbers by [Music] FG and the only reason that we did it was just to make it a little bit more comparable to what the investor owns are doing but again you're currently doing something that's in a way similar to this these are just a little bit higher mentioned something about a ass generators being a Hot Topic what's yes do we need to go there tonight probably not okay I look into it has any municipality stopped doing this I started we currently have all of our original municipalities we're doing it for uh we've been doing it for five of them for um at least six years and then we have uh one that we just added this year yeah but you didn't you do that we paid but think it's a benefit to the city and the C we can always stop doing if see not working course down just a marketing incentive plan to get people switch over to Gas Electric just to summarize if I'm wrong please tell me that's all it is Bill inserts and you say 11 months 600 a month for 11 months that's correct and you would do that every month or do you just do it when we say we want to do it this month it's however you want to do it um it's not set in stone for the other municipalities that we do uh we do the 11 months the 12th month is actually for your public Ori damage prevention the one of the requirements that you have to do for your gas system the other 11 months is the bill are for the marketing the incentives the benefits of natural gas but again you can tell me that you want to try it for six months and if you don't think that you like them or they're not beneficial we can always put a halt to that if you think that social media ads and digital ads are more beneficial we can always shift that from month to month nothing is sented St for the year or anything like that okay now the cost to the city then is whatever of that we choose however we choose it however often or whatever and the Ates to the customers so the cost to the city for the actual advertising that would happen we have it in here that would be the Co in the cost of gas because it's the cost of doing service so we could include it on your natural gas bill that you get from fgu every month um and so it could be dispersed across all of your gas customers so it comes to that $150 a customer a month which is less than $18 a year um and then if they get a rebate back or a credit back on their bill essentially they're not paying anything additional so the cost for the actual advertising itself does not come from the city it comes from the community and then the rebate amount is that credit on their gas bill or on their uity I make a motion what motion we have a second any more discussion we need to do something we've got people that have a gas sign in front of their house but they're running propane oh my yes yeah I didn't discuss engineer's proposal to assist with bio Solage permitting and Council will take any action deemed necessary yes ma'am there was one I think should have been on the table put there get it mixed that front page at the bottom says boys and girls could you got the right you another letter we got from DP tell us we're out of compliance you use the mod please thank okay this is another letter that we got from DP that compliance Sean there he is tell them what your bio solid permit is so what are we looking at here let me catch you up the engineer proposal um I have I have this only have these two copies um whenever the permit was du to be renewed the perit is due to to be renewed local limits and bio solids uh um perid had to be redone as long with the B Water Treatment Plant this is where the city sent out ISS to have the local limits and I only have these two copies but that's what sent out there there's different dates on those I don't know why and I don't know how I don't know how it was selected but this is the PO and the scope of work presented by an engineer that's not on that um not on that request so so basically when all this was redone some some of it it wasn't necessary that it's wrong some of the limits were set higher than they needed to be I'm just going to use a number 400 if uh let's say our capacity at our our site um in that permit I'm going use the number 400 they said you know we that's our limit at the B solid side well when they when they got that high it it required other things called a groundwater monitoring system instead of going to 400 we could have lower those numbers to 300 and not had to do the groundwater and monitoring system groundwater monitoring system consists of monitoring Wells put in the ground at at probably 75,000 to $100,000 to install these Wells then on top of that the annual um testing and just the liability of maybe something being wrong the city could get caught up and in s with D um if those numbers are lowered these things AR required question we need to take at this point counselor this forward it needs to be re revised and fixed it may need to be completely redone just something that re resist we just need to redo it what we have now I but all of it wasn't done and that particular f with that engineering firm the wastewater treatment permit permit was redone and the bi the nutrient management plan with the local limits weren't um and like I said how that got through or how that I have no idea that was back that started back in 2021 or 20122 we're just trying to correct I say it's not that it's wrong it's just the limits were set high enough and requiring us to do things we really don't need to do needs to be rework sir Okay order to get work done was Grand up to 20 grand worst case scenario they have to the whole thing like say some of it contradicts so um as a part of the you know operating permit you need to do a neutrient management plan on the biosolids for whatever reason I got a copy of it it was done city was not aware of it we found a copy through D and there was all sorts of requirements in it which really you don't need you know Sean explain to you it's going to cost you money what our job will be is we met with theep the city got a couple of warning letters they were asking where monitoring well so we what we'll do is a step process what we do is first we'll talk to them and look at your nutrient management and try to reduce it and if it you can get by with it that's all you need uh but if the D makes us redo everything um then we may have to go little further but this is just uh to look through make sure that you can get it done uh we are on a time crunch on that one so we just put a number together and says hey this is what we think is going may take up to but that's why we did a tnm rather than saying this is but really after meeting with the EP initial indications are that they if you do few things and probably try to modify the existing one they may buy it you home fre if they don't then we so that is that's why I put it in as a tnl what it stems to is how much SL you can apply on your um SL and right now I think city is doing both City's haing it off at a cost and then land applying too over the last few years the BP has reduced the limits so at this point we need to go through and R talk about this y that was different one that was different one that has to do with what you are receiving uh that is for local limits which was supposed to be done did that that's in that request Mr Bill but it wasn't done right we've talked about this so the local limit is what is when you're receiving from the industry um I think the last one I seen in your CT was 25 years old and the last perit was supposed to be done last time and they didn't do it and it's actually going to protect you because if somebody is putting a lot of nutrients on you you can charge them so this is a local limit the needs us to create and that will be done and then this one is what you sent up uh into the facility U you know land of line the Sledge which comes out of that's that they should have been done with the original like a lot of other questions yeah so it was a really good application and you're very forunate hopefully a special meeting just for that January 14th get that project going absolutely what time you talking about December 24th or 25th but next Tuesday 17th since question I all of you that are here appreciate you coming uh I am one that believes this is responsibility of his counsil yes and I've got questions family um presented at the last city council meeting you told them to come back I know it wasn't just this it complaints about code enforcement how they're being treated and so the bonent the opponent the zoning board agreed to delay because they said within 30 days come up with a plan or remove the the trailer or it would be um the milore removed and so they Del until January and they were g a notice and so my expectation was to hear from hul hul hul okay so I I believe from the last meeting the I think the I'm not sure but that the um the daughter of the owner was here and that the same thing that we were asking me for or the zoning board was asking for I thought they were going to present that information here with the owner um coming in to share what they've done and what they didn't do um and although we did not have a hearing um in December 2nd information that came from property appraisers that um and even aerial um sites and Amy has that information um but from the aerial um timeline the trailer had not been there as long as what was reported in that meeting so the violation regarding where the where the trailer is now Still Remains and so they were going to just delay and hear from the council as to you know out of courtesy because I believe they can still make a decision um to see what is presented and what the council's feedback was so basically just waiting on proof yes they ask the owner and to come with proof as so you know at the end of that last meeting I verified the address that it needed to be sent to and Bruce did post that but he got there before I could stop him that next morning after that meeting tell not to do it because it was going to be moved to January oh okay that's the reason it was posted we took it off of that agenda what happened was the zoning if something was if someone was there before his on in h it got grandfathered in or something happened that got destroyed or moved or whatever it could not be put back I got caught on that same issue got on again being Dam and can't put back if something get let's say something's there what to say a m home and it's in a place that ain't zoned for mobile homes if it was there before zoning it gets to stay there then it gets moved out if it gets damaged Beyond repair or anything like that then it can't be put back like it was it's got to you see what I'm saying if you build a new putting a new mobile home there you can't put a new mobile home there zones change what they say well you can put a manufactured home cuz those are those aren't those aren't mobile homes they aren considered mobile homes they're considered houses yep you a newer one that's got the mix the wind loads and all that kind of FL build code there you go what about over there behind the jailhouse over there that might be mobile that may be MH over in that area mobile homes owning it might be I don't know I is that where exactly you talking about oh directly behind the jail where you can see from Street is all that up in there's MH do you see what I'm talking about you see l s f that's residential single family slmh that's all mobile home it can be single female houses or mobile homes but you said if it's damaged can't be if it's non zone for mobile home you can't bring nothing back in there at the house if it was damaged or whatever you gets damaged moved um Tak because it's the zoning is actually if a mobile home is there before zoning and they decid to say to buy home they can get another one that has to go back in the same spot they have to meet the setback they have get 310 South fixed okay the board given them 30 days so ping it back the discussion was not just demolition but removal so they had asked 30 days not one day they come over there the day after we hadle while they had stated to delay any further action because it had been on the schedule for so long um and again the owner was asked to come and if they could go ahead and remove it that would be better but when you all said you'll hear it again they pushed it back so they would get another 30 days so um the order or the request was either for it to be relocated or demolished so is it is it liveable sorry oh no it is liveable why are you saying you said remove it or demolish it it was set on the calendar for removal or demolition but if it's deliv one would they delete demol the decision was um I understand when they had the hearing was that it would cost just as much to move as is to demolish it but there were um there were members on the board who really asked um the people who showed up which was not the owner please remove it because everyone agreed there was no dispute that the house was liable but if it's not zone for mobile home it shouldn't be there anyway right unless it was there before went into place the okay so that's your thing about them taking the house off the property that's that's what the bo the zoning board Shar zoning board they that man out his mouth said that he was going off what the city was telling him saying that the house was UNL they come over there looked at the house went in the house and they said they don't find a DN thing wrong with that house out there and they don't understand why they keep M they said it was unable they were in the same last week that was well I mean I know it's not for a but on top of on top of you can't kick a person out their home and tear down trying to give just as I agree and that's why the request was the proof and that's what they looking for um and so so long as he show proof it's fine that the actual the that the mobile home was there previous before and just put it back in same everything would be solved that no it wasn't a magistrate never went before the because of the land regulation so this particular situation never went before the magist okay but if if he was if he's grandfather in if they can prove if they can prove that all he has to do is just put it back and problem would be solved that's a really simple way to do it but yes if it was grandfather in um and all the information we had suggested um that trailer was more recently moved there than so we're saying it it might necessary well y'all all are aware of the issues with our garbage truck we we went several days we didn't not didn't even have one garbage truck running all three of them down we're having a lot of issues with our trucks staying up and running when our backup truck stays toward up you know we have two side loaders and we have a rear loader one side loader is down you have to use the rear loader then that takes three of my men all three of those trucks stay tore up on a regular basis anymore Here recently they all three were broke down the new one we don't have a new one so we never did purchase the we never got a new garbage truck we're at the point now we've got to do something what it's killing it's killing the guys well we're having to pick up with a back Co or front end loader picking up by hand you know we can't we can't be doing no um but when one of the side loaders was down we having to use the rear loader and then that takes three men because I pulled two other men and that's been going on for months have you got some prices I've got two prices I have a price for a brand new one and I have a price for a demo they have a demo that that has 7,000 mil on it 333 hours for 375,000 it side side loader but it's a better one than what we have now yes it comes it's like a new money I thought we had reserves I thought we had budgeted for new trucks it was put in there for for Grant to do a grant but we're to the point right now we you know those trucks are used four days a week eight hours a day a lot of wear and tear on them our newest trucks are five years old what's he what's tearing up on them for the most part it's different things or is it consistently want something I was just wondering different air Brees here one we had a lot of issues with air brakes the Hydraulics the side loader I have all my men right here that can tell you I have my garbage truck drivers and they're I mean like they were driving track it it's driv to track to the dump truck last week it's unsafe it's very it is you said in on the last five six years these trucks I was going to go back and do some more research but they usually we try to get them every five years but to best that I the last you got one 2019 so it's been five years done I don't spend 400 Grand but I don't want guys working like that either I don't want I don't want because it's a liability we have to pick garbage up we don't pick garbage up they're complaining oh yeah um and if they get hurt that's going to short you out on you know so we got my next one should be starting hopefully in another week well I have one that's out sick be out for a little while but we have almost a full crew finally I don't know about the rest of you all but a new garbage truck is a must oh that's I agree they got to have equipment to work with so we need to find the money and it ought to be in the budget one a year if they only last five years we ought to be getting one every year to replace what all of the ones that we got not work we have two side loaders and one rear loader the rear loader is a 2015 or 2016 is it that's the one we use for a backup truck and they also use it to pick up handicap customers have y'all been downtown have y'all been looking about where how to get this thing bought a little bit of AR money there's about 280 left of AR and we have to have it all spent so that could that portion could be allocated towards it and the truck still available the not use one the of yesterday and I told him you know we're you know no decisions could be made until tonight and if we went with a new truck the earliest we would get it name you're talking three but you get the this other one tomorrow Poss possibly available now is my point it's available now talk with our shop because I want to get a decent truck I don't want to be in the situation right now with the garbage trucks we have that we've had issues with almost day one I want to get one A different that's going to last longer how much this demo demo 375,000 375 so we're talking about 95 difference we got to come up with besides Ara raise the rates what raise the [Music] rates you say we have 280,000 280,000 what would you um get the money for the um water gas I was already factoring out if y'all approved that that's how much would be left after the after you take yes ma' okay so we have 280 if you approve yes what I me out reses somewhere we got 13 million bank money there well how much is money costing right now to borrow for government seven or eight we got to have great pration request we had obious last well we're have one a budget and we're less than 90 days in this budget and we're talking about a carage truck why was it was first I know it was I thought it was in there last year it for this year I in there i' to find a better way to pay for it than that of our funds it was put in there he was hoping to get a grant and that's all F and dandy but we're at the point right now we need something now if we have to wait for Grants you're looking how long are you going to wait for a grant I mean we we need something now not a year from now well the Grant and ask any if I wait till October you don't know time you approve it then it's going to be another you know six nine months to a year make a motion that we go ahead and try to get this one this demo truck because it may not be 1% we'll get there my hey piece by piece um it's not do but the people working for DOT did finish that road breing project rating it's pretty neat they showed it to me yesterday wer better shap than I but it happens researching Road next we can go straight for the work Road and you got to argue about who District Road in and all that things are getting better and better appreciate all of y'all following up with the zoning as well as looking at opportunities to um enforce some of the potential property um bus that are um over past du and determin which ones will be more profitable than others um but also I was needing Amy who I didn't know would be out of town this week um to assist in that presentation as well as um I was looking into the whole search for the building inspector agreement or agreement with the county regarding who gets a part of the fees um and interesting enough no one's able to find that and everyone saw the newspaper was it last week that the building inspector that is part-time that's declared the counties um he is um leaving in January the bill official official yeah John John Perkins is inspector he's he staying oh building official yeah oh his last St December 20th no problem um okay so that's he told us D wa January he told us December 20th either way he's yeah what is John licensed to Do's inspector so that means there's a residential inspector there's a commercial inspector there's this there's about five or six different ones and then there's the king of all of them what can John do we're going to be in a mess my understanding is that they have I think maybe contracted out I'm not 100% sure but some a lot of it's going to be done virtually and I'm not sure if he coming in the office how do inspect no not inspect building the building official building but he's the one that um approves the plans and things like that they just email it and I guess whatever sure how it's work that's their back still trying to hire yeah they may be but for right now that's what but in the in in the end where we going to get the money so we pay half of it or something they get all the impact they get all the understand and I know that because of the economy and just the delinquency of so much find are duee but my goal would be to aim for a lot of the properties that are now owned by some type of corporate figure or that could possibly the people who most likely be able to afford and would agree potentially to a reduction um to agree to pay off if we were able to reduce some of these really crazy bonds like $50,000 or $60,000 because something is better than nothing um it may not happen the first few opportunities but if there is enough there that that's brought in that can maybe help justify some costs maybe um this is been sitting dormant um also I wanted to share just an update um regarding the sellers property and Manning property that was settled earlier this year um they did pay the price of the property they did get an appraiser and they put down the corner marks the last thing that was supposed to be done before we we um release the warranty lead was um their offered to um put a privacy fence up and I've been contacted by their attorney John black Mr sellers has lost his job been unemployed in the last two months so um he's not been able forward to do privacy fits um and um we're supposed to be you know um and originally that wasn't even an offer that was sort of like an exchange mediation thing um the benefit is that we still until that's done the warranty D won't be turned over but I wanted to make the council aware just there was any objection um it seems like they're made they've made a really good big effort I know there was a lot of doubt that they would even pay the little amount that was um offered property um and I do understand the the groups may be back hanging out in the back over in that place but I just want to make you aware and the last thing um I went to the Florida legislative Florida League of cities legislative conference um and um it was really really good and I would love and I will get with um um chief of police regarding Code Enforcement Training um just the different nuances that may be able to assist I know people complain about everything all the time but I'm even curious to the process that you know that Mr Griffin um and other code enforcement officers have gone through um but we had this one positive moment which I thought was really great for all his words um during the emergency response session um Mayor John Daly of Tallahasse he gave Perry Florida a big shout out I can't help leave because he met me but he talked know the nuances of T has to be Inland dealing with tornadoes but he's like I can't complain because I see the resiliency of the communities east of us um like Perry Florida that has gone through three storms and the people are still working hard to rebu and he was like I know if any are here but I just think they're amazing so I just want to share that that there are people who are noticing and I can't help but think from everything to you know the continuation of things like the Christmas um event last week um to just how we continue to show up even though we know that there's a lot more to do that had nothing to do with the storm but it's only made more comptent by it and I just thought it was cool that those you know that Community others were recognizing certain counties that have a much more um handicapped with all that they've gone to in the last 13 months so but that's off now very good thank you Carly um we're still working with the new Financial system and they pushed back our Utility Billing go live date um just about half a month but into the middle of December so they're thinking our first billing cycle will be January 1st with the new system but that wasn't anything to do on our end it was on the financial systems end so hopefully they won't push us back again there go so how how's it working safe Opera get or it's good I mean it's had a lot of you know they didn't pull stuff over correctly and we had to get that and then having to do all the journal entries from the but I mean that's expected in new are but we're liking it much better good deal very good Jamie Chief Jamie um Saturday we held our 14th shop for the cop program we were able to raise enough money through all the disasters from the community and a few other places where we actually paid give each child $150 and we had 53 we benefited wow um we had three that didn't show from illnesses in the family or transportation problems whatever um and we did have the most ever um on this is we had kids that were selfless and did not buy things for themselves but for family or food for their house or offsetting expenses so they take something to a school party because their family couldn't we even included some about 10 families from Ste hatch as well that lost their houses um so it was a countywide effort this time usually we try to keep it within the city but we saw a big need down on the coastal areas uh I'd like to thank Lynn for helping with this one this year he did a lot more work than he usually did does job of the college um but he helped me tremendously with this and I appreciate that and we had a we had a huge turnout with our officers uh we had Department Corrections that came as well the fire department sent a couple of people TR count um Tri County came and helped shop with the kids um it was a big event um we even had donations Shoppers that were there not related to our event come and donated to it for next year already so that's good it was it was a good to see it was very positive um time and if you're not familiar we don't let the parents go with the kids we don't want them influencing their purchases because we want them to buy something for themselves and um it was money well spent and um and this is all through donations um for um the officers as well if you'll notice I haven't shaved in a few days um it's $50 I love that do it and it's a donation to shop with a cop for $50 you can gr it for three months and then um they all like doing it for some reason May some of us I mean them even pay our money and don't yeah this just all white now for some reason but we had two officers that have um taken an unofficial challenge amongst themselves they're competing and they've raised $3,000 by themselves just through friends and family and a few other people good good and I appreciate that um that the commitment the community's had to help us with that and this last 14 years our first year we had 22 kids and it was $50 so we've grown tremendously we're setting a goal next year to do even more does the school help pick the kids we don't pick any of the kids it's all through the schools Boys and Girls Club yard ad L them sometimes participates they have access to the financials for the families that we don't have so that's that's how it's based they submit the names and we make sure that unfortunately it's a little better for us if we don't do yeah and they do so we we try to take us out of it completely and just help the kids it is great program it is should come next year didn't know when it was it snuck up on us too whole year we had going on kind of snuck up on us we it was last second get some things done but we're able to do it how many did you say you have 53 oh and I left at Walmart they were great um they actually helped cover some overages on some of the other kids they they actually fed all get breakfast um too as well so yeah get them enough sugar energy to do their shopping anticipation that sound to we had it was a good event we had a good time good the problem we had is we have enough people to go shopping with them um we had we had a few that had to wait a little longer than they should have so we're going to try to get some more people involved to help shop so we're changing it from shop to toop to Heroes and helpers as that's where we're going with it so thank the line um that we're here helping restore power um Department of Corrections fire department um so we're kind of making that transition um to name it that and just keep moving good deal thank you Chief RV um first of all thank y'all for attempting to get us a fire station it's uh will be well deserved and well appreciated if it go through uh I have put in for some more afg grants uh for bunker gear for tools for the trucks and uh another one I put in for another truck again this year so all that's been uh sent in wait and see what we get other than that I'm Merry Christmas thank sir we got another meeting got another meeting I might not be there I feel like I'm getting sick Daniel well I want thank y'all for garbage truck I know my guys appreciate it but the only thing I have is um a Miss Kia Hill was requesting a speed bump on schwar Street I've done the surveys got 100% back and for our policy they have to have at least 75% so I've got 75% so now the policy says if y'all approve the need for the speed bump then a survey must be conducted which I know we don't have the our equipment but John had mentioned in one of our me possibly do might help us to reach out do if that's something y'all approve for us to go to the next step what Streetz Street and they use that as a from the dead end to racing track if you remember somebody shot our data collector and destroyed it when we didn't op to purchase another one when we had it so our next step if y'all something y'all want us to pursue would be do that um the speed survey and then once we do the speed survey then it will come back to you all you we'll have to decide about money and things like that s like the neighborhood wants it they do so okay I don't really know we don't need a vote just no okay just the policy so yeah gotcha Andrew is not here Sean you got anything else um we had a generator go down during Helen and run for like two days and apparently had a hose leak the the electronics on the generator didn't protect itself like it didn't shut itself down at temperature it was supposed to um we we have a rental we had a rental in its place uh provided by FEMA I was told that by Emergency Management I I sent in a mission request to have it repaired um I haven't heard anything back on it yet but I was told that um it was likely that they may do it um it was it was also turned in on our insurance I think um for damages um during Helen um the only thing that may prevent it is we don't have a lot of Maintenance records on it like like like City Garage really didn't have any there was a third party that was maintaining maintaining them um there was really no issue with the oil or anything like that um it wasn't over its hours but uh everything I've looked at says a generator has to be changed once a year so that's something let to start doing instead of going by the hours and um like I say we the three the three backup generators we have at the plant one's about 5 years old one's 20 and one's 41 years old so um whenever we do have the grant for upgrading the treatment plant facilities that'll probably be part of a that'll be a project that we probably do if we could upgrade generator plant um but hopefully the through the EOC and the mission statement maybe we can get it repaired like I said it's very important what what the particular generator does that fail clean water we collect it sends a good spray fuel that's Miles and Miles Away um that's got to work it all has to work but that's really got to work [Music] so but I mean everything's good plant um but I just want to try to get that resolved at least have a plan or a deadline um has to be fixed and hopefully we can get some assistance on especially you know since it happened during during the storm like said it ran two days fine but like I say combination of things it had a hose leak and the radiator cap was old and it was leaking like I say it didn't protect itself it didn't shut itself down little head get I was we had we had rain power come out and diagnos it and they they had exhaust gas radiator appreciate it Sean thank you Garrett and Garrett G problem we're still installing generators and then parks department um I've been trying to keep up with everything by myself and I don't have a parks department employee but I've been trying to keep the bathroom clean as much as I can but I mean we're still waiting on the parts for the this Flash Pad the other one should be just about ready I mean it should be ready by springing on that one for sure as long as we get the par here in time for this one it'll be ready as well all right ever get a new employee he's hasn't started yet
