Um, Well, I'd like to three minute, three minutes and, um, this will be your time to, to speak with us and have comments, but no response necessarily from the board. So I'd like to speak about mostly of what I've been speaking about for over a year now. And, um, it's taxes, property taxes, and referendums, but almost more importantly is the pornography that is in the Perry Township School Libraries. Um, somebody told me that the summary of the last time I spoke said that I gave my views on transgenderism or my views on it, that a boy can't be a girl and a girl can't be a boy, are also scientific views. Um, so science is behind what my thoughts are. Um, I think you all heard of Disney. Disney Company. They, um, tried to push, um, homosexuality and transgenderism on children in children's movies. Their stock fell 25%. The, um, company put out a statement that they realized finally, or maybe it was just because their stock fell, that parents don't want this topic presented to their children, that parents wanna be the ones that bring up those subjects. Now, Mr. Johnson, when he left, talked about banning books and censorship and all of that, but he left out the most important point that he was. He's in a public school, a school for children. There is censor censorship out in the public. You don't find pornographic magazines in the grocery store. So that's censorship. Why is it allowed in public schools where children are and children have access to it? So I keep asking to get the trash out of the Perry Township schools, but there's such resistance from the spotty of people. And I don't understand your obsession with forcing that kind of thing on children or forcing parents to broach a subject that they really don't want to bring up right now to their fourth graders or third graders or even older, older kids. It's up to the families. It's not up to the school, and especially if the judgment of the school is that bad. That's all I have to say, other than, um, the referendums. I hope that, uh, you're figuring out how to run the budget without using taxpayer extra taxpayer money. Thank you. Thank you very much. All right. And then also the other annual approvals, which include the, um, regular monthly meetings, the, um, permission to invest, um, our public funds into, um, the appropriate, um, funds based on Indiana code, authorization of contract changes, use of facsimile signatures. We will start with 7.01 with a presentation from Mr. Hatcher. Thank you Mr. Shively. Welcome board. Thank you for having me. This is the purpose of this section of the meeting is to do our annual board of finance meeting, which is required by statute. Um, we'll bring it up here in just a second. Thank you. The Board of Finance meeting includes electing of officers for the, um, finance, um, committee review of school board policy converting concerning investments of school funds, provide an investment report for calendar year 2024, provide a written financial condition report, um, as outlined by DAB in a law that was passed in 2020. First step would be the President of the Board of Finance and the Secretary of the Board of Finance. Um, it's usually the president and secretary of the board. Um, but that's up to you to guys to decide. So if it will be the same, I can I get a motion to, to make it so I move that We, um, that Lee Shively is the president of the Board of Finance and Emily Hartman, myself is the secretary of the Board of Finance to match what our officers are on the board. Leadership and thank you very much. The next section is the review of the investment income policy. The school board authorizes the treasurer or the deputy treasurer to make investments of available monies from the several funds of the school corporation as authorized by the state of Indiana and the State Board of Accounts. So we just have to go over that policy. Next step is to review our investments. Um, we've got a three year range of investments here. You can see the rates. Um, the total yearly range is, um, 2.18% to 5.761%, which is a lot better than last year, and, um, significantly better than the years before that. Um, we got, we, uh, received pretty strong ratings, um, on our CDs, our Trust Indiana account. And, um, you'll notice we have closed the pension bond funds. They're no longer open. Um, we've used all those funds, so there's no need to report investment anymore on those. So those are the 24 ranges of rates. This is the 24 list of interest earned, um, from the primary bank. Then the trustee bank, which is the monies that's held between purchases of CDs for a short time, um, between the, the CD purchases, um, CDs that matured in the current year, um, trust Indiana. And then, as I said, the pension among is also closed. So there's the totals. You can, it reflects the much better interest rates in the amounts. The next part is the fiscal and qualitative indicators from DAB that it's statutorily required. These are the categories we'll go over. We'll have a slide for each one of these categories, so we'll walk through those. Um, DAB has a website and a webpage for each school in the state of Indiana. Um, very, very well done. And it recently was updated. Um, Pete Miller has taken over dab and he's a technology guy, so it was, uh, it's a lot better and easier to navigate. So I would welcome anybody to go to that website and look at our school or compare us to other schools around us. It's got the whole state. This is what the landing page looks like if you pick our school. It's got some basic information about the school corporation. The next page is our A DM count with a history, um, back to 2015, currently showing, um, this does not have the current year, um, a DM on it, but it does have, it's all, almost all this information lags a year. Some of it lags two years, but, um, it does have our A DM. So you can see our growth, um, to a certain point, a little bit of decline and the leveling off now, which we're seeing familiar with most of those numbers. Um, our fund balance report is next and it shows the balances by fund. Um, the system allows you to pick all I left, all funds up there. You can choose, um, which fund you wanna look at, if you wanna look at 'em individually. So you can click through that. The next slide is the annual deficit surplus. Um, same thing here. You can pick or choose which categories you want to use. I left them all in there. Um, it shows the balances over time for the, or the deficit in surplus over time. So the total, um, deficit surplus is in the yellow line there. The yellow bar there. Fund balance report, same thing. This shows multiple values over a period of time. Um, that's ones only goes through 23. It'll be updated soon for 24. Uh, but it only goes through 23 Revenue by type shows. The different types of revenue income we have. You can see the state revenue is the thickest, uh, blue bar in there. Um, local taxes are on the bottom in the pink, um, with some stimulus money in there in the purple. Next slide is the operating referendum revenue, um, showing the amounts over time and a percent of the total revenue over time. And the la oh, that's, and that's the last slide. Then there's also some information on there about where the data came from and other links to other, um, websites that are available to help. Um, state Board of Accounts has all the audit reports of all the schools in the state. Um, department of Education has a finance dashboard page. Um, and then there's, there's several others. There's more on the fiscal indicator site, but this is all they have broken out by school district. So There Were nobody signed up for public comments. Uh, as a 2005 graduate of Southport High School Coach Little began his coaching career at Franklin Community High School as a varsity Oline and JV ninth grade head coach For nine years, coach Little took a job as the offensive coordinator at Louisville Ballard High School from 2021 to 2023, where he helped coach the team to a 19 seven record. I saw a 2022 postseason tournament run through the Kentucky Semi-State Championship and 2023. Coach Little was named head coach at Oldham County High School in Lag Grange, Kentucky. Uh, during his 10 year at Oldham County, coach Little was recognized as a Kentucky six, a District five coach of the Year in both 2023 and 2024. Um, we'd like to welcome Coach Little, his wife, Molly, and the future assistant head coach, uh, Augustus, uh, to the Carbon football family. Good Luck. Congratulations. Congratulations. Uh, next we are looking at items, excuse me, items of information requiring action 11.01 consideration of the Early Childhood Academy fees for 2020 5 26 school year. Mr. Spencer. There we go. Good evening Board. Uh, we bring to you a recommendation for, um, an update to our, uh, early childhood, um, fees for the 24 25 26 school year. And so in reflect it in your packet, you can see it's a $5 increase. Uh, our goal was to intend, continue to make sure that, um, it is accessible to our families, uh, but also it gives us some flexibility to make sure that we're able to meet our program needs. So, uh, Mrs. Probus worked with Mr. Osborne and Mr. Hatcher, and we bring you this recommendation, Move to approve. Second Motion was made by Mrs. Hartman, seconded by Mr. Hernandez. Consideration of Frontline Solutions renewal contract with Mrs. Baker. Good Evening board. Uh, Perry Township has partnered with Frontline Solutions since 2018 to provide our recruiting, hiring, document flow approval processes and online personnel fi file platforms in 2022. We added HRMS for position control. The total cost for the Frontline central and recruiting hiring solutions effective January 1st is $77,433 and 56 cents. There's a 4% price increase as part of the annual renewal in the 26 and 27 contract years. And HRMS is actually currently in our third year of the contract. However, uh, we've been able to negotiate a thousand $10,000 Goodwill credit for 2025 and we will have a 4% increase in the 26 and 27 year, and then all will be on the same three year renewal. We made our last payment in December of 2023. Um, talked to Jeff Kwen Bush. Um, DLGF requires us to wait a year and then transfer. We we can transfer the funds, funds to debt service. There's a little more than $54,000 left in the fund that was used to pay the pension bonds back. Um, that money would be transferred to debt service where it would go towards our accumulation and debt service fund, which is also controlled by DLGF. So basically moving the funds from a specified debt fund to a general debt service fund. So Move to approve. Second motion was made by Mr. Hernandez. This is the, um, ability for us to approve contracts and agreements, so for special education placements throughout the year without having to bring it monthly to the school board. The consideration of the acceptance of donations with Mr. Spencer and Mrs. Pollard. Thank you Board. I'll kick us off the elementary level. Uh, we would like to present these, uh, following donations for consideration to be, um, accepted. First at Abraham Lincoln Elementary, uh, center Church Indie donated $250 to Abraham Lincoln Elementary School. Uh, the money was used to, the money was used for toys for Sienna Breakfast, uh, prodigy Burger donated $194 to Abraham Lincoln Elementary. Uh, this money was used in their dying to donate, which was held on, uh, November 7th. And that money will go toward their fourth grade. Uh, camp trip at Douglas MacArthur Kindergarten Academy, Kroger donated, uh, $56 and 20 cents, uh, to the Kindergarten Academy. This money will use for monthly vocabulary building activities such as raising butterflies and classrooms, and a whole class field Trip to the zoo Home. CR Kindergarten Academy, uh, received a donation from one Christian Church. They donated hats, gloves, scarves. Uh, they will be used for students that have need, uh, for Perry Township schools. Uh, TechPoint Foundation for Youth donated two checks totaling $1,235 in 1 cent to Perry Township Schools. This donation will be used to support the robotics competitions and events that we host here in the district. And finally, Rosa Parks Elementary received donations totaling $585 and 36 cents. And this money, uh, they received and will be passing along to the women's and children's shelter at Wheeler Mission. Those are the donations on behalf of our elementary schools. For, excuse me, for our secondary schools. On behalf of Compass Education Center, we ask your approval of a $330 and 24 cent donation, um, from a combination of Chick-fil-A asip Pizza and bringing change to mind. It's a program that, um, these funds will be used to support as well as the student incentives that go along with that program. On behalf of Southport High School, we have $157 and 88 cents donation from Pell Industries to support the Southport High School Athletics Department. A $500 donation from Steve Bean to support, um, Southport High School Boys Basketball. A $13,881 and 37 cents donation from the couple of donations there from the Adult Athletic Booster Club to be given back to the athletic teams. And then a little $3 donation. And to keep the change fundraiser that is gonna also support the athletic department. On behalf of South Port Middle School, we ask for your approval of a $300 donation from the P-T-H-G-P-T-S-G group to support the student council and a $225 no donation from the friends and family of the South Port Middle School Drama Club to support the work that they're doing with students there. I, looking back the last two years is difficult. Uh, I travel a lot, so, uh, your high commitment to 10 meeting is, is not easy thing. I know you have your family, your own business, and this really highly committed to. So for better the, uh, community students and growing each and, uh, this highly personally, I highly appreciate you continue service to the committee and the school and, uh, all the staff members. Also, I think this, so far we've been working together very good. And we are so proud of you. And, uh, it's just a new year. Let's make this community a far better and they enjoyable for everyone, the students, teachers, staffs, and both as well. Congratulations for you both. Uh, I just like to say, uh, happy New Year to everybody. Uh, look forward to a good, uh, 2025 here. Uh, look forward to working with, uh, Ms. Vick here in the near future. Uh, I'd also like to thank our grounds crews, um, in case you ever wanna see the best basketball you've ever seen. It happens on many of our campuses throughout the winter. Uh, Winchester, the Southport Academy and Middle school, uh, Southport Youth basketball would not have happened this past Saturday had they not been committed to making sure parking lots were clears and, and safe access to buildings occurred. And again, most of the parents who came in, uh, maybe didn't even notice that, but I can attest that, um, they were, they did a, a fine job, especially on a Friday night. Um, again, congrats to Mrs. Hartman. Mr. Hernandez, Ms. Vick, welcome on. Uh, well, welcome back and welcome on. Um, I know that, uh, we all have a lot to work on, but also learn from each other. Um, and then to Mr. Mertz, uh, choosing to hold over. Um, I know that you didn't have to, but you chose to. Uh, and I know we all can have a lot to learn. Remember your leadership, I even said as much to you, I think earlier this week, or I guess suppose last week at this point where, um, I'd be relying on you a lot for that. Uh, and then specifically to, uh, Mrs. Hartman for two years of leadership, um, she chose to, um, or, or accepted our gentle nudgings, would we say, to be president for two years in a row. And it's, it's not a, an easy lift, but she did it, uh, with a smile on her face and performed her duties, admirably with grace and, uh, commitment. Uh, and then last, Mr. Hatcher, uh, when I looked at that slide with your investments, uh, the investments we've made under your leadership. Um, I mean, to just go from 400 ish thousand a couple years ago to now, seven and a half million in terms of, uh, just growth on our investments. Um, we say it a lot about how we try to be good stewards of the taxpayer's money. You are living proof of it in every, uh, report you share with us. So thank you for your work. I Just wanna thank everyone for being so welcoming of me and helpful in answering all my questions. And I look forward to serving on the board. Thank you. Uh, first Ms. Big, uh, welcome. Look forward to, to working with you. Um, uh, Mr. Hatcher, I'll, I'll kind of go off of what Mr. Shively said. Um, Sean Little, uh, congratulations, really great to, to see him get this opportunity. He's grown somewhat since I coached him in little league. And, uh, it, it, it's good to see somebody that, that you've known for that long get a, get a chance, uh, for the donations. Thank you for all the, the individual and corporate community, uh, members that, that have, have donated. And, you know, there were cash, there was clothing, there were everything that was needed during the times that we have. And I, I think that's commendable. Um, uh, Ms. Hartman, thank you for your multi-year leadership. Um, and, and you do it in such a, an exemplary way given your, your schedule. I can't, I can't even imagine what it is with your kids, all, all different places and, and your, you also have a job too, so your, your work commitments. But thank you very much there. And Mr. Sadly, good luck in following that up, uh, behind her. So that's all I have. Um, I want to thank Mrs. Hartman as well. Um, two years as president is probably one year more than, than a lot of people want to do. Uh, but it does, it does take a lot of work. You're in constant communication with the superintendent on, I mean, just about everything. Um, so it does take a lot of time. It does take a lot of energy. You communicate with six different board members on a hundred twenty five, a hundred twenty five different topics a day. So thank you very much for taking two years outta your time, outta your life to, to, to do that. Um, welcome Mrs. Ve nice to have you. It's always nice to see, uh, new, new board members, um, serving. So I appreciate you welcome very much. Thank you, Lee, for your kind words. I'm starting to feel like the old guy on the board. Um, but, um, to a lot of what everybody's said, we've got a really fantastic team at Perry Township. People will look at me and say, yeah, of course you're supposed to say that. I've had the opportunity being the old guy on the board to live through the ups and downs and everything from what we mentioned on the ground crew, all that stuff that goes into behind the scenes work that really your average parent or your peer resident doesn't see. Um, everything that we do from the ground screw to, I remember the pension debt was pretty fresh when I first got on the board. Now it's paid off. That's phenomenal. Everything that oh, um, that Sharon has done has really made our HR department so much more streamlined. Um, so there's so many good things happening, uh, especially in the schools. And Jane and Jeff keep us up to, up to speed on kind of what they're doing. Um, we've got a fabulous team at the, at the district, at the district level, and I'm just glad to be a very, very, very small part of it. Yeah, I will echo everything you just said. I, I was at a, um, another meeting for a different entity, not Perry Township, but, um, the way that that meeting was ran and the discussion that was had. And I left there thinking, I am so glad our school board meetings are not like that. Um, and you could tell, I mean, just because of the way that the meeting was run, you could just tell that the board members didn't communicate very well amongst each other. And so, um, so I am so grateful, but I think that all of that would not take place if we did not have all the great people in this room. And, um, I am so thankful and, um, it is a true honor to be reelected. Um, but I know that I'm just one very, very, very small piece of this puzzle. And I'm just grateful that the other, um, the pieces that we have to work together fit so well together. Um, and we work in tandem together, but that doesn't mean that we're all like-minded. Um, we make each other better. And, um, I, I am very, very grateful for that. So, um, so for the next four years, I will do my best to, um, be the best version of Emily that I can be and, um, serve the kids that we, we strive to meet every day. Um, and, and I know that there, it's just my turn to serve there. I've always said there were a lot of good people before me, and it's just my turn. So thank you very much. Um, I do want to read a little bit, and I wish Kirby was here because did Kirby get these Kirby, did he get these from Burkhart? Burkhart sent us. There's some third I sent them to you. Sent them to him specifically. Okay, good, good, good. Kir. Okay, so Kirby got some sense specifically to him. Um, Burkhart's third graders just wanted to say thank you for our new playgrounds and, um, there are some really cute things in here. But, um, Emmanuel says, um, and I'll just read a little bit of it. One thing I love is the rubber ground. It's bouncy and no more mulch in my shoe. Another thing I love is the spinny thing. It's so fast and me and my friends can play together. And then, um, someone else said, let's see, what was, someone else said something about, oh, thank you for building a fun but safe playground. I think they have been instructed not to play because I've, I'm at Berkhart kind of on a, a semi-regular basis now, but when my kids were there, there were sections of the playground that were always blocked off because they were no longer structurally safe to play on. And, um, so the kids know and appreciate that, but I, I love the no more mulch in my shoe. Even the littles realize that. So, um, thank you very much Dr. Spray for, um, being a fabulous superintendent and making my two years has been good. Thank you. You can tell we're starting off in a new year and all the positivity, and I really appreciate that. But I, um, I know that that's not, that's not unique to this board. You guys have been very supportive of everybody. Um, and with the team that we have here in place, we, we do, um, get a lot of really good things done. Um, but I think the best thing, um, about this group is they're never satisfied and always looking for ways to improve and most importantly, ways to support our staff so that they can get better. So thank you to all of you guys as well. And the work that you do with our, with our teachers and our other staff, um, and their, that, that downhill effect that all of it impacts our kids and so that they can be the best that they can be as well. Um, this Friday we have several of our girls young ladies will be participating at the fairgrounds. Um, I don't know if the, our principals back there wanna just, um, let, let the board know if you, if you have some state finalists this year and, and, and and how many? We Have three at Southport, so Jack, uh, two that both one the regional and then, uh, our question. So we've got a really good potential of, of all of the places. Excellent. We, we have two runner up regional overtime matches, some former state champion. It's a very exciting program with the girls wrestling that has, um, blossomed very rapidly. Um, it's given a lot of, um, young ladies a, a place to, to belong and thrive. So we're, we're excited about that and, and to see what they can do on Friday as well. Um, we did kick off the legislative session here recently. Um, and so let the fund begin as the, um, hundreds and hundreds of bills start to sort through both the Senate and the House. And we'll make, keep our eyes on the ones that impact education and Perry Township, um, most directly as well. And then also sworn a new governor, um, recently, um, as well. So, um, that is a definitely a process to, to behold I guess. Um, there's a lot one bill, I think it was 1136 that it's gotten a lot of attention already. Um, so we will, um, track that and see what we can do to help support our fellow public edu education school corporations in the area. Um, and then I think that is all. Oh, I just wanted to say, Joanne, you did a wonderful job with the Oath today. I know that you've been, you've been practicing and I may have practiced with her today, so, um, appreciate it very much. Thank you.
