justice for all uh good evening everybody is it your joh is too um good evening everybody um I'd like to uh first off get the approval of uh the minutes for September 9th 2024 for a regular city council meeting if I get a motion go ahead Gary I'll make the motion Gary makes a motion I'll second it D seconds a motion all in favor say I I I post a motion carried for the approval of minutes uh next I'd like to we have the the agenda coming up and I'd like to ask if there's any additions to the agenda um I would like to make a I don't know possible to move the City Council meetings till 8 o' or 6 six o'clock sorry 1800 1800 6 o'cl instead of uh 7 o'clock I think it would benefit a lot of people so I'll put that on the agenda okay uh anybody else yep we do have a patio concrete permit that Planning and Zoning will speak okay that was up for let's see we'll add that okay um anything else Donnie you good I don't have anything Sarah okay if I get approval I'll make the motion to accept the new agenda with uh looking at a patio concrete permit and also looking at moving the regular schedule Council meetings from 7 p.m. to 6:00 p.m. instead of 8 correct okay if I get a second second Sarah second a motion all in favor say I I opposed uh motion carried okay so first off we have uh uh Jim here with um Planning and Zoning okay we have four items on the agenda the first one is a concrete permit application by David me to make a 12x 15 ft patio behind his house at 308 Park Avenue Southeast and we recommend you approve that one we have a concrete permit application by Jason Marik at 84 Summer Street to make new steps sidewalk 3T by 20 foot and a 12 by 20t driveway we recommend you approve that one also and then we have a rete permit application by the pier School District uh to make a 10x 25 ft pad inside the fence on the East edge of the football field and a 5 by 29 ft sidewalk kind of along the South edge of their playground by the the Pioneer Elementary School there but it would be inside the chain link fence also and so we recommend you approve that one also and then we have a a kind of a an amendment to one that we approved last week that's that small accessory structure permit by the Pierce Villa uh that we suggested or made a condition on their permit they wanted to make a 12 by 16t shed uh we've had a condition on there that it is at least 20 ft off the Oak Street and positioned lengthwise east to west West and uh Dean I think it is called me and said he'd like to move that from the location that we visited about and he'd like to move it to on the parking lot close to the building so it' be the Eastern edge of the parking lot and because we were very specific on the location on the permit that we passed last time time we felt we should amend it I told him that'd be probably be fine but we F we should felt we should amend the permit and so we amended it to say the previous accessory shelter permit we amended it to move the shed to the East end of the parking lot and uh we suggest that you would recommend that you approve that moving of that shed to the East end of the parking lot he has two locations there that he might use uh both of them are on the Eastern end of the parking lot closer to the building then one would take up a parking spot the other one would be in kind of an open area there and that's what we have unless you have any questions on anything you guys got questions at all sir I'll make the motion to approve Planning and Zoning dny makes a motion to approve uh planning and zoning permit second that Gary seconds it for the gambling permit for St Joseph's Church on 42525 at at the ballroom the next one is a peers assessment policy update and we have Jared here to uh discuss that and then we also have you for a project update to us if you just want to cover both of those Jared thanks good evening Mr Mayor members of council um T your packet is the uh updated assessment policy this is the one we brought uh as a two c me ago now I think I think we brought brought a draft to you guys um it's kind of been in the works now since 2021 um when that we had we brought to council back then and we decided to move forward with kind of matching um the city of St Joseph um that was kind of the direction we got you know I think at at one of our previous meetings here like I said a couple months ago um um and so this one essentially is is the same as that one there wasn't there wasn't really much difference between that draft and where it is where it sits today um which I think you guys all had um looked it over at that time and and thought it was sufficient um and so with that I guess I I will uh answer any questions you may have about the policy um this does this does reflect the way our feasibil study was for our street project so there shouldn't be any changes to any assessments coming down our way at least how they were calculated um but I don't have any I don't know if you guys I have any no good so do we do we need a motion to uh to accept that then is that where we're at or yeah you need to adopt the policy this is is only a policy not an ordinance so it's it's something that you kind of a guideline for the city um so G get a motion I'll make a motion and update the policy Gary makes a motion I'll second Sarah second the motion all in favor to say I now motion carried Jared thank you um and then the next one would be the project update um I do not have a pay application for you tonight um so it's just a just a quick project update um essentially we have wrapped up all of the concrete on the project think I believe they started last Thursday and they wrapped up today um so there's a a few minor um but two Mis patches left to do as far as hard surfacing um the rest of the project is really just getting Top Sail in there getting getting everything seated signs um and then kind of punch this stuff at the end when we get we get all cleaned up at the end here so there shouldn't be a whole lot left for at least this year um work will be then suspended for the winter um and then we'll come back again the following spring probably shouldn't say spring probably early summer probably in June um to get that final with the paving in but how was the uh Street l it's coming street lights last I heard the polls would not be getting not be arriving until December um do we put them in in December if we get them then uh or we preparing our just to tell our people that we won't be having any lighting until next year the good question good good question yeah um I've seen them install themall the polls in the winter um we won't really have any uh how want I say this is there is there wiring that'll be underground waiting for it because if that's not there everything is in place they'll have we'll have all the bases done and all the conduit in place and then they'll pull the wire when they put the base when they put the polls up okay um so they can to answer your question they can do it in the winter will they we'll see I guess if if there's a strong preference from Council and City staff to do it in the winter we definitely can do that um but um that's just I know that that's going to be a question that's going to be coming up so I'd like to get ahead of that and anybody that's watching on here yeah there's learning about this strong preference um I can Rel that to the contractor and that I mean I'd like to get them up as soon as possible I mean it'd be tough without without having Lighting on that on that street I think I think the residents uh deserve to we'll be keeping the ones up on first down here until we do get the polls part that you know the the alternate part that we didn't reconstruct right so down this you know three bucks that way um those will be in place still until we get those polls for sure um but yeah so they will have lighting it's just a matter of changing the PO out or there won't be any lighting uh excuse me all the lights on first Southwest and Sumer have been taken down they gone Peter doesn't have any or first W I mean I would assume you guys would want to up in December I would like to see them go up as soon as they get in yeah me too pretty dark out here at night yeah it is I guess one of the questions would be is is because it's a wintertime thing is that enough charge on the project no there shouldn't be no or is that just because of like said I've seen it done in the past they they kind of just so the they have the time to do it and it's not like 40 below the bases are there right you said the bases are there they just got to stick them up on the bases I believe all the all the concrete bases are in place I not 100% sure on the alternate portion if those were installed with when we did summer in first I'll check that tomorrow but um every El conduit should be in place and conduit currently yeah so it isn't like they have to drill anything in the ground or anything it's all set yeah matter can be able they can work in the winter and do those yeah that'd be great that would be our preference I oh yeah I think so yeah I don't think we need to vote on that I think it's a preference thank you yeah so I'll talk to the contractor at our meeting tomorrow um yeah for whatever reason like I said they do it all the time um foring any issues with it but I'll have uh um Zach here for their comp Park complex good evening mayor council couple things had a gentleman stop by the clubhouse last week um Chad felsky he works currently as a custodian at the school um and he asked about applying here and getting a job here he has a Class A license CDL um he seemed well-rounded he's worked at other uh Resorts doing maintenance and stuff like that with everybody not everybody with people not possibly coming back not knowing who will all be here he asked if you can get his foot in the door I said there's not too many hours this year yet but if there's stuff to be done I'll definitely have you um work um so he's a guy that I think would work good for us as a part-time person this year and then also next um because he wants to be here next year so with that I guess I'd like to move to hire him if it's all right with the council at $16 an hour so is Ethan still working yet Ethan's still working yeah so this be an additional person it be addition and then I don't think Ethan's coming back the way it sounds so then he could possibly Place replace E's position next year um and then when we are working on bigger projects yet trying to fill dirt if there's stuff to be done he's there if there's not hours to be used then I would't wouldn't use them he's not going to sit there twidle his thumbs and there's nothing to do so so how many hours are you uh planning on giving them I would say the rest of this here probably around 20 a week maybe 30 like I said it's if there's projects we're still adjusting sprinklers digging up sprinklers so he could get a 40-hour weekend if if he catches on and can and he's self motivated I guess and self depends if he needs be washed or not that's I guess what I'm trying to say um he sounds like he's the type of person that once he learns how to do it he can do a lot on his own so if he can learn how to set sprinklers with this dry weather we've learned which sprinklers aren't set right on that new nine cuz there spots not getting watered and all that so there's a lot of those we've been trying to get caught up with so it requires digging and releveling and he would just be a uh part-time seasonal is what we're looking at yes yes you know and then with his background of the CDL I mean an emergency or something if something ever happened you know there's plowing in the winter not that we would hire him for that position at all but that's just nice that he's got it as part of his licenses might be good to bring them on because uh gives us a a free month of seeing how he works since we're already into going into October so we basically have all of October by November we're more or less shut down unless you're taking trees down or whatever taking trees down and that's if there's stuff to be doing with that and he wants to help with that I'd have him do that but if he works out in the spring we would already know that he's a good worker and keep going if he doesn't work out and we have some trouble with him in the spring we just don't bring him back on so you're looking at one month try yeah for the for he'll just take on for like the a month and then um you then at that point we just play it by year for the win yeah it' be a month and into November if the weather cooperates and taking down trees and you guys want me to utilize his help keep going yeah mhm well uh if you you guys um and then I going to list a few things here we got all the aerification done on the current on the old greens today um we did the other greens last week Monday so those are all done we done have to work around people today we had the course closed down getting that done um everything went well um with the new nine there's six Fairways that are down to Fairway height almost all six um there's a few s spots we're going around yet so they're 98% 95% I suppose the other three um 14 will be starting the first step of the two-step process to bring them down to height this week um and then 17 and 18 were the ones we sawed most recent and we got to wait for that saw to take before we can start mowing the them down too fast too quick um so that's going to be I don't want to put a Time on it but end of next week week beginning of the early week after that I suppose um just depends on how well it takes and how good it is um I guess I mentioned the sprinklers already we found out yeah which sprinklers aren't hitting where they're not hitting how to adjust them so we're trying to put different nozzles in level them some are still crooked and you didn't realize it until there's dry spots um the dam boards we usually remove those after Labor Day um with the dry or the warm weather we've been having I've left them in a little bit longer just for if anybody wanted to use them and stuff so probably middle of next week I suppose I'm looking at taking those out um and I think that's all the updates I have unless there's something you guys have for me sounds good thank you yeah thanks Z thank you Z thanks Z okay so uh City administrator Laura I actually don't have any updates about nothing okay uh city council updates I just wanted to just say that we did have a workshop uh earlier and uh we discussed um Eric Henkin was here and we just we went over some uh permitting for for a lack of better terminology a peddler permit for somebody come in and just uh uh maybe sell uh sell stuff on the street or whatever with some stuff for permitting for that and then um we discussed a the Cannabis ordinance uh that's going to be coming up that we're have to do something by the 1st of the year we discussed whether we wanted to take it on ourself as a city uh since we have police force or if we wanted to defer it to the the count Morrison County and we're going to look into that um then we make a make a decision on that and then we discussed uh uh looking at some additional equipment uh on top of what we have budgeted for um uh for the for the Park complex so we had a discussion on that but that's all that I have if any of you guys have well I like the oh we got forgot we forgot to talk about your uh yeah um I don't know if I just make a motion or maybe Jim has any input I want to move the City Council meetings to six o'clock let's have a discussion yeah I don't know if that affects how you guys do business or well it would because we usually meet oh weet earlier sure you know I don't think in our group I don't think it would matter okay but that's personal opinion ask Don he's in that group too right yeah and we just meet we just meet 45 minutes before that it doesn't make a lot of sense for us to meet any other time simply because nothing really can happen until you approve it if we would have to we'd have to meet on a different day we could we could meet on a different day we could meet we could meet the day before and the evening if we wanted to meet later sure I just think it would benefit a lot of people so that's that was my opinion so is it historically was it always at uh 7:00 Donnie to my knowledge it's always been at 7 and that because of the the permitting prior to it no cuz I'm all for having it at 6:00 too I mean I think that's just been the way it's been I don't know why well in that case I'll make a motion to move the City Council meetings to six o'clock so Gary makes a motion to move the City Council meetings to six o'clock do we do you want to make the motion now and just do it or do you want to wait and see if there's any feedback from I think let's just do people that are watching us right now saying Hey do you do you have a problem with that why you putting them on the spot that's so mean jar Jared do you have a problem with it I guess you're the one that you're probably here
