8
00:05:35.668 --> 00:06:21.381
Number seven, please raise your hand. Council president I'm asking the first. Individual with their hand raised to please unmute themselves. Hey everybody. My name is Shane Mitchell. I'm the New Jersey director for the hotel and gaming trades council. The union representing. Hotel and hospitality workers. In our region are more than 40,000 members work at hotels clubs. Casinos and racetracks in the region running from home. This excuse me Shane, Shane. Yep. This is. Any questions that you have regarding the ordinance of number seven, if you'd like to come back to the second public.

9
00:06:21.748 --> 00:07:04.657
Portion of the meeting. Are you. Are you okay, go ahead. Okay. I'm speaking on the, on the bill. Is that okay? I'm happy to come back later if that's go ahead. Proper. Okay. so we're, we're here in support of the bill. I'm here mostly to speak about the issue of worker safety in hotels. Hotels. I'm not sure if people are aware, but going by the latest OSHA statistics available. From the federal bureau of labor statistics. I'm sad to report that hotels are in the top 20%, most dangerous workplaces. a large part of hotel workplace injuries are caused by assaults. hotel guests are a transient population and our members deal with them. Face-to-face in hallways and guest rooms. Are union innovated the panic button in response to the sexual assault of one of our members.

10
00:07:05.558 --> 00:07:48.935
In 2011 and we remained committed to finding solutions to safety issues in hotels. both through our collective bargaining agreement and through good public policy. I wanna commend the council. Both for this. Ordinance and for their prior action on hotel licensure, we have seen firsthand in other municipalities. How licensure and great public safety laws can work together to make hotels safer and cleaner. When done right licensing regime can ensure that hotels provide high quality services for guests, safety and health for hotel workers. And accountability to their neighbors. I think tonight's ordinance amending the public nuisance law is a step in the right direction. When our union worked on licensure in New York city, we worked with prosecutors, police, and firefighters to identify the main

11
00:07:48.935 --> 00:08:26.105
public safety issues at hotels. We're all familiar with human trafficking, but the transit nature of hotels make them enticing targets for all sorts of illegal commerce. The New York city law made certain public safety features a requirement of licensure, and we think it is both appropriate and commendable for the council to set benchmarks for. Public safety and the public nuisance law. Most hotel owners who want to run legitimate businesses and attract tourist families, business travelers. And others. And I can assure you all that the, just about every hotel worker. Wants to work in a safe and clean environment. My union and I will be following this issue with great interests and we look forward to working together to

12
00:08:26.105 --> 00:09:22.895
make Piscataway safer residents, hotel guests. And above all hotel workers. So we are in support of the ordinance. Thank you very much. Thank you for that comment. Council president. There are no other remote attendees with their hand raises regarding this agenda item. We'll now close the remote portion. May I regarding the item. And I just wanted a little bit of clarification from. Sure. Yeah, let's open it. Be great. We're now gonna open to the public. Anyone wishing to speak on. The ordinance of number seven, please come to the podium, state your name and address. Open to the public. seeing none, we will close the public portion.

13
00:09:23.863 --> 00:10:02.635
Okay, Sarah. All right. Thank you. So, what I was saying is I had a discussion with Raj and I just wanted a little bit more clarification. If you could help. The ordinance is written to hold large corporations accountable for safety. With large fines and tax leans. And you know, it's definitely. The the right step. Are there any specific safeguards to help out struggling? Small businesses? Or homeowners who find themselves out of compliance due to financial hardship. And if they come into out of compliance, is there any safeguard in this ordinance for them? So the first thing is, and as we spoke about

14
00:10:02.668 --> 00:10:42.141
this ordinance, changes actually how the township is going to deal with. These nuisance properties. The past ordinance that this is replacing was specifically monetary punishment based. This is actually now. Creating there is actually no monetary fines. or, or penalties and unless the individual, the property property doesn't actually reduce their issue. over 12 months. It's only after 12 months that there may be. Additional fines. And during that 12 month period, there should be continual interaction. Between the property owner and the township.

15
00:10:42.908 --> 00:11:22.515
So that we can work together to figure out solutions. So part of, part of the ordinance is to create a, an abatement plan. That that the property owner can work with the township on, on figuring out what solutions that they can do. And the police department would, would, would assist. With that. And then the other items. Included in there is potentially. And again, there wouldn't be immediately required. It depends on. On the severity of the situation and, and each individual each individual property, but there's, there's potential for. Requiring live security. In place requiring cameras and other security measures technology in place.

16
00:11:23.482 --> 00:12:08.360
Better lighting, et cetera. So. In terms of, of those in small businesses. It's really it's, it's not it's it's. Written. So it's flexible. As to when we do the hearing and the requirements that we ask them to do. We're looking for a results based. Results based solution. So there's not gonna be a, a financial. Penalty associated with it. These are things that would improve their property. Probably actually reduce their costs too, in terms of dealing with vandalism. And other, you know, other issues that would probably cost them money also. So. I think, you know, after talking to me, a few attorneys and review getting

17
00:12:08.561 --> 00:12:55.307
this reviewed by others, including our police department. We've gotten some positive. Comments back. Thank you. Anyone else? I had a few, just one comment. Many of the components in this ordinance are common sense. Safety precautions that many large and small businesses already have. In place to safeguard their property and customers and residents. Residents. And so in, in reading it, I was. Appreciative of, of those components. Components in hindsight, perhaps we could have instituted these first. And this would've provided time for us to gather the commission to address concerns. Concerns regarding vulnerable populations at these hotels.

18
00:12:56.442 --> 00:13:41.353
Thank you. Can we have a motion? Motion have a second. Second. Ms. Seader, can you please call the roll? Council Member Cahill. Yes. Council Member Carmichael. Yes. Council Member Espinosa. Yes. 00:16:02.494 --> 00:16:47.439
And comments from officials. Gabrielle Cahill. Thank you, council president. I don't really have very many comments, none at all. Except surprisingly, cuz we're gonna meet again June 30th. So. None for me. Thank you. Sharon Carmichael. Thank you. Madam president. Yes. I would like to remind everyone that the street fair. Is this Saturday on Stockton street from 10:00 AM to 4:00 PM. Sponsored by the Piscataway civil, no Piscataway. Public relations advisory. Commission that I'm a member of and happy and they have lots of. New vendors and food trucks and.

23
00:16:48.440 --> 00:17:30.682
And actually entertainment. So it's supposed to be a really fun time on Saturday. So bring your family and your friends and come out and have a good time. Also on Tuesday, June 16th at 6:00 PM. At the YMCA community center. The civil rights advisory commission. Will be sponsoring again, it's Juneteenth flag raising and we will have a singer and, and, and a speaker. And refreshments following, and there's still time to RSVP. If you are planning to stay for refreshments. So that is being published on the Piscataway. Updates website and on social media as well. So with

24
00:17:31.116 --> 00:18:18.363
all, what was the date again? Repeat it. It's the sixth, Tuesday. The 16th, Tuesday, the 16th at 6:00 PM. At the YMCA 6:00 PM at the YMCA for everyone to come out. And help raise the flag. And one last thing. I just want to shout out Mr. Carl Anthony towns. who went to school in Piscataway and he's a member of the New York Knicks and they did a miraculous, had a miraculous win. Last night. So go Knicks, go Knicks. Thank you. That's all. Okay, Dennis Espinosa. Well, we are planning our Piscataway bike tour, hopefully sometime

25
00:18:18.363 --> 00:19:01.140
in September. I'll I'll go ahead and. Confirm a date, but we are setting up, I'm looking at routes. I'm working with, with all of the committee. So, hopefully we are, we'll get a route. Going we'll announce a date. And it should be soon within probably the next two weeks. We'll be having something to announce, but I'm very excited about that. We are looking at different parts of town. So hopefully we'll get that off the ground pretty soon. Are you gonna go by my house again? Probably not and the second thing is I would like to wish Council woman Lombardi. Very happy birthday to you. So happy birthday. Happy birthday, Michele

26
00:19:04.343 --> 00:19:43.482
Laura Leibowitz. Good evening. Happy birthday. This month, we are celebrating pride month, starting on June 1st. I know the township had a flag raising at 9:00 AM on a Monday morning. There was also a local group, the PPDO which created a pride event. The first of its kind in town at a, the jewel of our town, the. Community center well attended. Fun activities. And I'm glad to see that we are. Honoring so many members of our society that contribute in so many ways. Between the last meeting and today. There were two events held by the township.

27
00:19:44.483 --> 00:20:27.159
To which neither myself or Council Member Rashid received notification. Additionally, these events were not shared to the public for their participation either. The pride flag re excuse me. The pride flag raising event. And the large construction project. Attended by the Lieutenant governor of our state. Were both events to which all members of this council and township residents. should have been included the erasure of our targeted voices on this council. Is unprofessional. And continues to diminish any opportunities for dialogue. I certainly hope that this erasure

28
00:20:28.227 --> 00:21:09.601
will cease. And a member of the cultural arts commission I'd like to notify. Our residents at the summer concerts will be beginning. Every Thursday at Columbus park throughout the summer. This information is on the website. It's also on our township page and social media. As well as flyers distributed throughout the township. We are holding a 250th anniversary art contest. The submissions are due August 22nd. Registration and information. Are also on the township website and flyers are distributed throughout the town. Please note that I do plan.

29
00:21:10.302 --> 00:21:56.581
To attend the Juneteenth flag raising and look forward to that event. Thank you. Thank you. Sarah Rashid. Good evening, everyone. I wanted to congratulate. The winners from the primaries last week, or was, has it been already a week? And I wanted to thank Frank for his service. I do wanna repeat exactly what Laura said. Because that's something that's that's very important. The erasure of our targeted voices on this council is unprofessional and continues to diminish any opportunity. For dialogue, everyone on this council. Was elected to serve the community and it is un.

30
00:21:57.382 --> 00:22:34.353
Unprofessional to be excluded. I will be supporting the, the Piscataway domestic violence team tomorrow for the paint and sip event. If you're available, please join them. It is a great cause. As part of the cultural arts commission, we'd like to invite the public, to come to the municipal building. They have an exhibit for then. And now pictures of Piscataway from the sixties compared to now, which would be very interesting. So please. Come to the municipal building for that, I also would like to ask if there is any watch parties that are planned for Piscataway.

31
00:22:34.920 --> 00:23:20.432
Because I do like soccer so. Are there any watch parties that are being planned because I am not aware of any. So please let us know. Lastly, I will also be attending Juneteenth and look forward to it. Thank you. Frank Uhrin? No comment at this time. Mayor? No. Administrator is not here this evening. So our attorney Raj Kumar, just a happy birthday to council president. Thank you so much, Raj. Well, everybody pretty much spoke of all the events that I was gonna bring up, but definitely join us at the street fair. This Saturday and we are having again.

32
00:23:21.400 --> 00:24:16.855
The town-wide yard sale and we have con confirmed the date. So we'll give a, save the date for October 2nd and third. Of the town-wide yard sale. So start preparing your junk. So that you could make some money. Thank you. And we'll now move to number. 11, which is the agenda session for June 30th, 2026. On that agenda will be an ordinance. Second reading the acquisition of 30 Murray avenue. Block 1906 lot 33.01 open to the public and it will be an an adopting ordinance. I am sure there will be some added to that. So that will take care of that. And now for

33
00:24:16.855 --> 00:25:09.941
number 12, we will open to the public for our remote attendees. Anyone remotely. Liking to join the public portion of the meeting. Please raise your hand now. Council president. I'm asking the first individual with their hand raised to unmute themself. Can you hear me now? Sorry. You promoted me to a panelist. I'm not really sure why, but yeah. Wrong button. Sorry. It's okay. Brian rack 1247 Brookside road. I'am wondering if anyone could speak on what happened at the last council meeting you failed to broadcast it properly. And then decided to continue the meeting anyway. I mean, there is an ordinance on the books that requires them to be broadcast, but you continue despite knowing

34
00:25:09.941 --> 00:26:15.240
it wasn't being broadcast. So I I'd like an update as. To how you're fixing that. So it won't happen again. I mean, as you can see, PCTV is here and PCTV is dealing with the issue that was technical issues. I didn't, you know, as, as it's been previously stated at the past meeting, the township has to comply with its ordinances to the best of, of its ability. There was an IT issue. It doesn't prevent the council from actually having the meeting we complied with open public meetings act. Thank you. Any other yes, council president, I'm asking and next individual with their hand raised to unmute themselves. Hello, can you guys hear me? Go ahead.

35
00:26:16.474 --> 00:26:53.945
So good, good evening everyone. My name is Rayna Reinoso. I live in 30 Stanton avenue directly adjacent to the day park. I'm here because of. My property is once again, been damaged by baseball from the field. Despite more than a year raising safety concerns with the township primarily to the, the recreational department. Been facing this issue since moving into this home in 2024. Baseball's regularly entered my property and struck my house. In June, 2025, I formally contacted the recreational department and informed them that. These baseballs continue to land my property and. As of August 3, 2025 last year, one of the baseballs

36
00:26:54.245 --> 00:27:34.352
actually shattered one of my solar panels. So I spent months documenting this issue issue and following up, but many of my emails were completely answered. I sent a formal escalation to. John to director John Tierney. March, 2026. Only at then did he actually verbally inform me that protective netting would not be installed? Based on a review with the township insurance representatives. So I've spent the following months following up with Paula Cozzarelli. and assistant director Brock. Mundy from the recreational department. And at this point, they said they're working on something to do, to help, to help prevent the balls from

37
00:27:34.352 --> 00:28:10.388
going into my property. But nothing has been decided yet. And it's still a process, but I come here because. While they're deciding on this or deciding on the solution, these balls continue to happen. The baseball games continue to happen. And safety has been a concern of mine since I brought it up with the director of recons the first time. So aside from the safety now I might actually be getting property damage as well. This the season just started. On June 7th or this Saturday, one of them actually shattered another one of my solar panels. Panels. So I cannot safely replace these panels because the, the baseball is going on, obviously. So if I replace them, there's still a chance.

38
00:28:11.322 --> 00:29:09.080
Damage will occur. So at this point is a res respectfully ask. Will you guys commit to installing proper baseline protective netting? Before additional damage occurs or worse. Someone in my yard, a severely injured. Thank you. I am not aware of this issue. So please give us some time to look further into this. If anyone, other than I has a comment, please make it at this time. Can you please give us your address. Again, oh, okay. 30 sta we have it. 30 Stanton avenue. Council president. There are no other individuals with their

39
00:29:09.080 --> 00:29:57.629
hand raised regarding this agenda item. The remote portion is now closed. We'll now open to the public for in-person attendees. Anyone wishing to speak, please come up at this time. Good evening, Stacy burger, two thirty three Ellis Parkway. Happy birthday. Sure. I'm just curious, what decision making process you went through council president when you decided to have a pride flag raising without inviting anybody else in the community. Besides one other person. Did not schedule it. So you just showed up. Just decided you were gonna show up that day with a pride flag and raise it by yourself. Like I did not schedule it. We all also the person that was invited to.

40
00:29:58.163 --> 00:30:34.732
Raise the flag is one of my best friends. That's fantastic. I'm sure they're my best friend. Would've liked to be there too. But you all decided to have a flag raising and not invite anybody else in the community, besides yourself, the mayor and your best friend, which, I mean, certainly there are some. Privileges to being an elected official and including your best friend and your. Flag raising is lovely, but it would be much better for our community. If everybody was invited to the pride flag raising, I I'm just struggling to understand some events get marketed as Dennis Espinoza's bike rodeo. Some events get marketed as Frank Uhrin’s evening at the. At the ballpark and some events don't get anybody's name

41
00:30:34.732 --> 00:31:21.246
on them and some events don't get everybody invited to them. And that seems like disparate treatment. So I'm curious what the, what the actual process is. For who decides which events get who's. Name branded on them and whose events do not. Are you, are you on, are you unaware of how your name shows up on an event? It's not even. Worthy ever. I mean, it is, you don't get to decide Mr. Mayor, whether my comments are. Worthy of response or not. If you have something to say to me, you are, you surely know where to find me. Is any, does anybody know how their name gets on the, on an event or y'all just show up places. Is it funny, Gabrielle? I. Don't find it funny either. There's a whole community of

42
00:31:21.246 --> 00:31:57.749
people. Who were shut out of a flag raising for something that they support and that they would want to have been at. And nobody seems to know how that happens and it continues to happen. Every single year, even though we repeatedly ask for an event to be public. Council Member Carmichael is a member of the civil rights committee and the human or human rights committee. And it would be lovely if that, or if that part of our community. Included LGBTQ folks as part of the. Community celebration. And since nobody here seems to be willing to share how you find out. About these things, I guess the, since the state Supreme court ruled today, that all of your personal emails are

43
00:31:57.749 --> 00:32:37.422
valid to be OPRA’d for. Information about government business. I'm sorry in advance. Ms. Seader I'm I'm sorry, Jennifer. I apologize. You all are. Jennifer's like, it's not it's on me. I apologize in advance, but you're now all subject to the open public records act in your personal email for government business. So since you refuse to. Retain a professional email address as a council member. We're going to be OPRAing all of your emails and you are going to have to provide them. For all of your government business. So. I would just respectfully request that instead of. Continuing to pick fights with people that you just open up the process for folks. So that folks who want

44
00:32:37.422 --> 00:33:26.404
to attend an event like a pride flag raising can do that instead of forcing. Us to find out how you, how you got there, cuz I'm pretty sure you didn't just transport yourself out of nowhere. Like you had to have an invitation. It didn't. Didn't just come from nowhere. Thank you, Ms. Berger. Council president I'm gonna respond. Mr mayor, I will respond. No one picks a fight here. Someone's coming at us. And you show up to a Juneteenth flag raising. With a pride flag to make a statement. Where most of the people there don't even understand what your point is. Is rude for two sitting council members. To call the rest of us.

45
00:33:27.472 --> 00:34:20.958
Bigots in the public. Rude. Unacceptable. For a primary winner. To post a bigoted statement. About an old white man. Rude, not her words. But she posted it. Rude. Wait, but she doesn't pick a fight though. And. Olive branches were extended. But there isn't anything that any one of these good people here. Do that you even care about? Counsel people are watching you text into here. It's like a shadow government out there. Rude and unacceptable. I'm saying it out loud. Rude and unacceptable. The government has to run.

Not everything has to be a fight. Not everything. Those are my words and I stand by it and I'd ask politely, Mr. Mayor, that you don't respond. Thank you. I guess, I guess now you're covering for. Thank you so much. I I'm very agitated and I don't need to agitate other people. Thank you. So you're agitated. You just get that checked in. People are more polite than others. On public, social medias. it's okay. That we get lobed all sorts of bombs. Exactly. But now the two members of your club that has not reported spending anything. Over all the years are here on here. I might,

47
00:35:05.503 --> 00:35:46.444
I remind you that you are just as open. To the insults, the mud slinging. That this party has experienced. Just remember that it's unfair. We can work together, but it can't be that everything is wrong just because. The legislation came from a particular group of people. Michelle and I are very open. We've already had these conversations. I hope this doesn't even get put out to the public, cuz it's not necessary for the public to see the ridiculousness of people just. Not agreeing for the sake of not agreeing, you know, that this is being. Yes. I, yes, it does quite aware be out in

48
00:35:46.444 --> 00:36:52.143
the public am quite president she's out of order. I'm quite aware. All good, decent human beings up here, every single person. And there is a way to work together. But not everything has to be a fight or a no. That's it. Thank you. Thank you, president. And on that note, I'll ask for an adjournment. Oh, I didn't see him. Standing waiting. Curtis 1750 west third. First of all RA thank you. Appreciate that yesterday. Don't see no cookies and milk today. But appreciate above and beyond yesterday. I get a little upset. When I talk about my neighbors, they was. Overwhelmed.

49
00:36:54.679 --> 00:37:42.293
With what you guys did. They asked 101 questions, which were the same questions. Is, and they just kept on, kept on. So I really appreciate it. Thank you for that meeting. This thing can get moved forward. As you know, with that one. So we appreciate it. On the other hand, I, now I gotta get a little ugly. I've been in Piscataway for. 30. 40, I think almost 50 years I've lived on Walnut street before I bought the house. I was on Walnut. Then I went to Piscataway Royal gardens. After that, then I bought the house on third. Me and my friend Hassan was just sitting talking and we asked each other one question.

50
00:37:43.227 --> 00:38:33.577
And I'm going to ask the council the same question we asked. I need anybody to tell me. What has been done? In the Arbor section. Over there. And I'm gonna tell you the one thing that's been done. And that's it. Don't, I'm just asking nothing has been done over there. We asked 101 things, but. This gets done. This gets done. This gets done. This gets done. The only thing that's got done. In the years I can remember. Is the dedication of the park. That's the only thing that's been done. You did fourth street, you paved it. Tell me something else. That was done. In that Arbor section. I appreciate if you start.

51
00:38:34.512 --> 00:39:16.954
Doing what we ask. We don't ask for much mayor. I ask you, can we lower them? Barricades? the situation we had then. Is done. I got people want to buy stuff. Kirk, why is that up? I have to, I don't lie. I tell 'em why. But I asked you lower em. If we have a problem, we can bring 'em back up. But they need to be lowered now. To clean up. I asked you this. I see. You're not getting done. Maybe you're not gonna do it. If you're not gonna do it, tell me you're not gonna do it. And I'll find a way to get it done, sir. Council president. Can I address Mr. Rubs? Every street, going back with the exception of Hazelwood.

52
00:39:17.755 --> 00:39:57.194
And Pearl and his immediate neighborhood has been reconstructed. Every street. On the section over by wall. Wall over by Mervin Alexander. Every street over there has been reconstructed. With the exceptional of wall and we're under engineering design for that, we have to install the water lines over there. We have spent an enormous amount of money on road projects. and the entire Arbor area on the other side of west seventh street. We are under engineering design for seven streets over there, which is gonna be a total of almost probably 15 million worth of road work. We finished up cedarwood. We worked with the county.

53
00:39:58.462 --> 00:40:38.068
Every street we're under working with the county with west sevenths. Almost every street. There's still a lot that needs to be done on the other side of Spain inn. That are under engineering design. And when that comes up, we're we're gonna move forward at. And then Cedar over on Hazelwood, which is street, where we had some of his neighbors out yesterday. That is scheduled to go next year. Probably the road is gonna cost probably two and a half million, maybe $3 million to reconstruct. So, Curtis, yes, the town government has done a lot. Of improvements over in the Arbor area. Okay. If you say so other issue I had, it's not an is it's not a say so it's factually,

54
00:40:38.068 --> 00:41:16.707
correct. Okay. I wish I wish you would. Acknowledge that please the homework now. Cause. Me and my friend has a situation we want to deal with and we're gonna take I'll deal with that. That's the issue I have. I just, you know, I worry about everybody's properties. On the way here, a couple times in the meeting, I wanted to be concerned about a piece of property that's on the corner. Of Oak, is it Stelton in old new Brunswick? In between there's a piece of property that's owned by the city. Yes. And I'm trying to figure out the guy just remodeled his house on the left. But this is like a 30, 40 feet piece that's owned, says owned by the prop city.

55
00:41:17.741 --> 00:42:10.294
It’s a paper street, Curtis. Excuse me. It's a paper street. Okay. Do we? 50 foot right away. That goes back about 600 feet. Okay. Do we clean that? That's a, that's a paper street. When we get to it, we will. Thank thank you, Mr. Grubs. Thank you. As an a side note. The, the two neighbor, the township property have been illegally dumping on the township property.
Okay. Yeah, we're now close to the public. If I may, I, I, I cannot be remiss. I'm gonna be very, very brief. And I don't care if she gets up and screams and yells here, but the plain factor matter is, is that. The folks need to know that when it comes to

56
00:42:10.294 --> 00:42:59.143
the Memorial day parade, Ms. Berger over the last couple years has intimidated the parade organizers and has used. Very foul language to the parade organizers out there that conduct and that's shameful. And I just wanted to, I just wanted to defend. I just want to Def I just want to defend the. Parade organizers in that respect and I'll leave it at that. Would you please ask that, please. Okay. I'm now gonna close. The meeting this meeting, I'm gonna call for an adjournment. On that note. Second. All those in favor, please say aye. Aye. Meeting has been adjourned. Have a good evening. Everyone have

57
00:42:59.143 --> 00:42:59.410
a good night.
