of our members um as PR Ros stated before Britney Taylor was unjustly terminated um I'm going to read you a letter from the mother of the child who was invol in the incident and she wrote and she couldn't be here cuz she is not is sick so my name is Natasha evens and I'm hoping that this letter will be able to help Miss Tyler to get her job back and her previous Ro in Street School on April 19 a situation transpiring with my daughter a student take talking with her family member at that time she was not allowed to talk to them when I heard this I immediately called the school and Weare that the adult that allowed her to talk to her family member I knew she was unaware of the situation and so was the school and that was my St I went to the school and spoke to the principal and informed the principal on April the 20 six that I did not want any action B against Miss St my intention is never to have me St to I know that was never any better ttention on this st's part I do hold her Dr Maron Martinez good evening board members members good evening uh the audience and those that are online thank you for joining us ready Mr backer I have the CLI you got it oh okay cool all right let us [Music] begin let's try it again all right I like the board to consider the following vision statement which um really is a little bit uh it's very close if not almost exact to the current vision statement is just worded maybe a little bit differently the Pleasantville public schools is a school system of excellence in learning and services and that's our vision that's what we're striving for and so if we think about the end in mind we can think about the summer program that we had this summer um where we had 309 students signed up uh for the summer school uh during the summer summer for grades K through 8th grade where 65% of the 309 students successfully completed summer school 126 students signed up for summer scho and credit completion at the high school 92% of the 126 students successfully completed summer enrichment um and 122 students signed up for college now classes and all of those students completed the summer program the academic programs consisted of Summer and enrichment K through 8th grade credit completion recovery 9 through 12th and early college 9 through 12th as well the English language arts and math instruction in grades K through 8th utiliz summer Scholars providing a 25% review on the previous years material and a 75% pre-teaching of the skills required for the next grade allowing students to have a better understanding of complex Concepts that will arise in their upcoming grade level stem instruction included ocm IC exploration drones flights and aerial Dynamics art history Marine engineering and digital literacy and here's some visual of our summer enrichment Visual and Performing Art and to our board if you didn't get a chance to come it was amazing it it was called happily ever after and our kids did an amazing performance it was just wonderful to see our kids um Mr begar I think it's streamed right they can see it on YouTube right so I'll share the YouTube uh link so that you can take a look at happily ever after and I do want to recognize and say thank you for their hard work and dedication to all of the staff members listed by name there during the summer school they committed to working with our kids during the summer months and they really made a significant difference I want to make sure that we recognize their the extra time and energy that they put into ensuring that every student had a meaningful learning experience and that's yet another page of all of their names and one more page and I also want I'll go back for a moment and go back one I want to uhhuh one more go back you just hit the back button there you go and I want to thank uh the members of the staff teachers who worked um did incredible work in bringing the musical happily ever after to life their dedication to guiding our students through set design costume creation choreography and song preparation was truly inspiring the final production was a testament to their passion and commitment and it provided our students with an unforgettable creative experience and I especially want to highlight um our supervisor of curriculum and instruction Miss gimer who really spearheaded the um this effort in visual Performing Arts next slide also want to thank for their dedication and hard work um all of these staff members who work the summer Sports Camp their efforts in running these feeder programs provided students with invaluable exposure to different sports the ski the skills and enthusiasm that they shared will have a lasting impact on our students development and love for athletics so I want to thank all of our staff members who worked this summer and that's a depiction there of our summer en Richmond sports program this year's Summer's program each student was able to select the sport they wanted to participate we had 38 kids participate in Esports 31 kids participated in soccer 18 students participated in basketball 14 students participated in flag football swim uh in swimming 40 students participated in swimming eight students participated in baseball 25 participated in track and 18 students participated in volleyball each sport uh learned different aspects in baseball they learned the fundamentals of Fielding hitting and throwing in basketball dribbling and shooting swimming 16 students went from not being able to swim to being able to swim in the deep end students learn different swim strokes and volleyball they learn how to bump and set a ball and track they learn long jump relays and running different events in Esports they learned about the different video games teamwork and sportsmanship and in soccer dribbling passing and different variations of soccer games and flag football they learn defense offense and strategy I want to thank Mr zachar riots our um supervisor of curriculum instruction uh and Al also our athletic supervisor Who spearheaded Um this amazing opportunity for our students so we got some great feedback from our staff uh an anonymous survey was provided to staff and program leaders to allow them to give feedback about the summer learning our stakeholders were asked various questions about the curriculum pacing student engagement and usability of the programs as well as the program Logistics these are F the the following quotes shared U they shared about our their strengths and improvements from the survey of our staff and so I'll just read some aloud it says the hours and schedule were easy to follow and students enjoyed the program having the curriculum and pacing guideline laid out already was super helpful to be able to pick up and teach it was a well as plan for additional activities that could help strengthen the learning that was a fifth grade teacher from North Maine um Street School another teacher uh stated the program allowed students to keep learning students were exposed to skills they knew and introduced to skills they would see in the upcoming school year that was a teacher at South Main Street school at the middle school a teacher or uh a staff member said summer Scholars math was very useful for the students it really targeted specific topics that many students were still struggling with and therefore could better their skills I was a sixth grade teacher at leads um a teacher said everything turned out well can't think of another thing to make it better uh in the early college program the high school students developed a bond and helped each other it was lovely to see and at Washington a fourth grade teacher stated I would suggest incorporating multi-sensory reading for those students that would benefit from this type of instruction we really appreciate um all of our staff including those that are not listed so facilities custodial um our security our Administration I want to thank everyone who made the summer uh school program possible was really successful and by the way Bard I'm happy to report we didn't have one incident um of Hib or discipline to report to you during the summer so kudos to our students especially thanks uh Mr back all right Pleasantville public schools has 24.5% of multilingual Learners an increase from last year of n uh which was 19.3% there're also 11.3 immigrants which uh is an increase of 56% there are also 51.8 primar uh students who primarily speak Spanish at home 44% of our students in our district primarily speak English at home and 3.2 of our students primarily speak Creo at home every spring our multilingual Learners are required to take the waa access which is named the world class instructional design and assessment which assesses comprehension and communication skills in English state- to state for English language and if you notice the U depiction there there are multiple countries actually there are about 11 no that's the there one 2 4 6 8 there are about 20 countries represented there probably more that make up our multilingual Learners um so we really do have a very diverse District the student population for of multilingual Learners in Pleasantville public schools for last year um was the following at least there were 128 at North Main 76 at South Main 129 at Washington 290 at the middle school 132 and at the high school 162 historically from grade 6 through 12 most of our students score in level three which is uh called developing please note that students in level five and six are usually exited from the bilingual program but as you can see 44% of our multilingual learners ERS scored developing as a result of our District's bilingual program you also notice an increase in levels one and two in levels one and two entering and emerging because the district received in school year 23 24 last year an increase in newcomers that is the district received new students arriving in our country mostly in our secondary grades 7th through 12th grades this is the reason why we are expanding our Bing program within the Middle School to meet the needs of this increased student population however our data in K through and fifth K through 5ifth also indicates that we received an increase of newcomers in grades four and five as a result the district is expanding dual language instruction in primary in primary grades K through two and has initiated expansion in grades 3 to 8 there are a total of 7 93 students tested to exit the ESL bilingual program last school year this school year the district is implementing dual language in English and Spanish in grades kindergarten through 2nd meanwhile we are transitioning to eventually offer dual language instruction in grades prek through 8th I want to take this opportunity to thank again miss genser supervisor of curriculum and instruction specifically for World languages ESL bilingual programs one of our district goals is to be a model district for graduating with a biliteracy seal from our state this school year in our high school and middle school we will offer Heritage Spanish for Spanish speakers in addition to our classes of world languages for all of our students it is our hope that all students learn to appreciate the value of Multicultural education and language proficiency this year we will be introducing opportunities that's right listen up board this year we will be introducing opportunities for high school students to possibly study abroad how are we aiming to improve teaching and learning our focus is to create a better Synergy and Alignment to deliver a highquality education for all students to meet success from initiating to implementing the science of reading research and practices which is not a program it is a way of teaching and that's one of the things that we're doing uh this coming Year we're also uh We've also created synergistic schedules across elementary schools both schedules were all students have English language arts math and specials instruction at the same time allowing for better teacher collaboration planning and professional development across the district and support any student transient population we also have now plans for this new year all schools will now have English language arts for 120 Minutes instead of the range that they had before of5 to 125 so we really are addressing Equity uh within our district for all of our students we've also increased the math instruction for all students districtwide to 80 minutes instead of a range of 32 minutes to 75 in the middle and high school we also made some scheduled changes for this upcoming year we added individualized intervention instructional time for instance in the Middle School um we went from an out of school instructional uh time to uh in in the school day and actually at the high school they didn't have uh individualized intervention instructional time so those are changes at the high middle and high High School additionally in the high school we've made changes to uh our scheduling of core courses which are English math science and history from 90 days um last year and probably before uh those courses were offered uh for 90 days that is a semester and this year students will have the opportunity to take English math science and history in the high school for a full year that is of 180 days it is our hope that our students are able to have the opportunity to learn and become much more proficient we also are ensuring that every core course has a text and pacing guideline for example uh to the board you'll see that I've added in the addendum um a item about um materials in texts for physics and chemistry uh we want to make sure that those two courses have teachers have have texts uh to help them teach our students it is our mission to improve student literacy you've heard me time and time and again saying that it's important that all of our students learn to read by the third grade and we want to make sure that all of our students are maximizing their reading potential in all of the grades how are we aiming to improve teaching and learning well we're also strengthening our systems for purchasing technology through procurement last last year in 2324 at least $33,000 of tech services was ordered without a purchase order however this year technology contracted services will increase cost Effectiveness and efficiency by reducing unnecessary purchases and subscriptions in the last year in 2324 at least $37,000 $ 37,7 73 of tech subscriptions were not eligible to be included in the e-rate funding thus costing the district $377,000 um in this next year the district will add a contingency clause for eate services to prevent such reoccurrence also for next year our technology contracted Services um will save our district approximately 2, 814,000 1726 in funding towards a disaster recovery back Services hosted Services hosted servers and we're working to really ensure that we have fiduciary responsibility in how we use our funding particularly in the areas of educating with technology um in all of our grades and lastly I'm really happy about uh building Partnerships I recently had the privilege of meeting with members of the Capa Alphas saai fraternity I'm happy to share their interest in mentoring our young men in our high school and middle schools related that upon board approval there is a board item of the fraternity Brothers will continue their tradition of welcoming our young people back on the first day of school um and it's terrific that they have a heart to serve and particularly want to serve in mentoring our young men so I'm really looking forward to this initiative and lastly uh our back to school nights we are ready our principes are working diligently with our uh parent liaison and our uh director of Engagement and partnership and attendance staff um we have our dates the Pleasantville High School uh back to school night is on September the 26th our middle school is on September the 25th Leeds Avenue the 24th North Main on the 26th South Maine on the 24th and Washington Avenue you on the 25th we are so looking forward to welcoming our parents and our children and youth at our back to school nights and finally the first day of school is on September the 5th it is a full day of teaching and learning um it's the first time in a while where we will begin not uh on a half day but a full day of teaching We Believe here at Pleasantville public schools um that our children deserve a high quality education all of them and it begins on the first day we are welcoming our staff on September the 3rd and 4th and we're so happy to um be receiving a terrific staff and we will engage in professional development and also preparing their classrooms we're excited to receive all of our children on the 5th so for parents that are listening get them ready because we're welcoming them on September the 5th it's a full day thank you board [Music] questions board I have one question um I heard you talking about the chemistry books uh is this something new or did why didn't did they ever have chemistry books or why where was the chemistry books or what was the situation with that well the situation the situation is that our teachers um require they need resources and materials and Mr Zacharias who's assumed the responsibility for Math and Science did this summer um I asked him to really look into Math and Science and he discovered and learned that our teachers need uh new textbooks for physics and chemistry um I want to thank them publicly for working uh and really doing the best they could um I don't know for how long I know that as soon as we learned um and I want to thank the teachers and the teachers that have worked with him in building a curriculum this summer we want to have a robust science program and math program and so we're doing everything we can to provide them with the resources and materials as soon as possible so I want to thank the board in advance for the adendum that's there okay great and I have another question uh the technology I heard you say something about the e- rate funding um uh for was it 2324 uh something that we have to pay back that was not covered well could you explain that a little bit further to me to the board I'm going to defer to our illustrious business administrator who can probably explain it better than me it's um yes okay thank you for funding year 23 24 there was $37,000 worth of eate funding services that were not eligible under eate therefore the district has to pay those Services out of pocket okay so my next question to that is $37,000 when whoever was ordering whatever they was ordering didn't they realize the funding that it was ordering under or how did they make that mistake well the services weren't eligible under ER because there were subscriptions so therefore they wouldn't have been eligible so they shouldn't have been part of erate submission anyway the district would have paid for it we would have had the budget for those Services though but what I'm trying to ask you is and I don't mean to be um keep asking the same question but when you order something and you have to pay for it whoever ordered it don't they realize that it has to be paid under the correct funding well yes you have to put in any services that are purchased to the district you have to put in a purchase water byi to purchasing the services but what I'm asking you is maybe you're not understanding what happened I mean they ordered it and then we have to find money to pay that back because I know we did the budget and we have a tight budget so my question and the board's question is why should we have to pay $300,000 back and find them I mean who did that whose mistake was that that's not pennies that's a lot of money well I don't want to say names but um the purchase was not procured through the purchasing process so therefore the district is responsible because we receive the services if I may uh president roell yes um it should also be noted that um the business administrator and myself recently learned of this information and so um the reality is that we are bound um and we're we're going to talk to the attorney but we know that uh we recognize that um there was that the procedures in ordering through procurement were not followed as um expected uh which has now cost us $37,000 uh that we are that we're going to talk to Ray about Mr Hamman in terms of what we are responsible for in eate and can I ask you one more question what department was this eate under technology okay okay okay we'll discuss this board if you don't mind an executive session like um the food service worker that was referred to or that they're here for it was not an employee of the school district from what I understand the food service worker worked for neutr Ser that's the the district's Food Service supplier so any concerns regarding whatever happened have to be raised with that company that's not the Board of Education it's a separate company that individual was not employed by the school district so can I answer to that Briny teller is an employee of Nutri serve however Nutri serve was willing to bring it back and give it a final warning but it was um it was an order by somebody that is in charge of the school that she needed to be terminated we of course we are going to the process but since you all are on the board we decided to come and plead to you to Insurance Group I have our vice president of risk management on with us just allow her a moment to join us we're presenting today a narrative on the resar hello good evening everyone can everyone hear me yes can you hear me you can she can't she we can hear [Music] you beg your your patience one [Music] second hello can everyone hear me I just yeah I'm texting her too wonderful I'll give J an opportunity the microphone on there will be tremendous feedback so it's got to be one [Music] way where's the problem why this Jasmine brass com is I se vice president of risk management just going to talk today about our most recent uh struggle with professional liability for school leaders here at the [Music] district all right thank you so much so good evening everyone I'm not sure how much I didn't hear much of anything so my name is Jasmine brascom I'm the VP of R management here at alab Insurance Group and um we leave on your ER and AD missions insurance so we are the risk managers and Property and Casualty Consultants to the Pleasantville uh Board of Education uh during this renewal period we recently navigated a challenging situation uh following the receipt of a non-renewal notice for the district's educative legal liability or what's commonly known as enl so this decision extem from concerns about the district's claims history and overall risk profile despite this we were able to explore alternative markets and we advocated for the district ultimately secured of renewal this outcome as stated by the carrier this is not a narrated by Us is from the carrier was facilit facilitated by leadership changes um by introducing Dr Marilyn Martinez and solicited General Raymond Hamlin with strong backing from the elected Board of Trustees so in our industry we have a s that says the past is a window to the Future and this holds true as Underwriters review the past 5 years of loss runs to assess risk so basically when evaluating an account Underwriters focus on the prior 5 years of loss runs to assess the overall risk when claims are present high frequency High severity they dig deeper into internet searches articles videos and other sources to determine whether these claims are isolated incidents or a part of a more concerning Trend so a key example of that will be the May for 14th board meeting that happened with henville which was viewed by the carrier as volatile um it became apparent that the changes that superintendent Dr Martinez was trying to implement um have been will likely continue to be met with enthusiastic resistance however despite Dr Martinez being in the early stage of her leadership at the district um the carrier was they became confident that we would be optimistic so just to give you a quick background of why we got the nonrenewal in the first place so this is a trend that emerged um back in 21 to the year 2022 there were eight claims totaling over $2 million with 1.5 million of those claims um just in 9 months so the volatility led to AIG which is the incumbent carrier for your Eno Insurance to reconsider renewing the policy unless significant changes were made uh these claims were involving the same individuals um it prompted our Injustice to liken the situation to a television drama um think of like caty claims um we needed assurance that leadership roles had shifted and the new management was actively addressing the underlying issues so another note that our carriers um wanted us to make sure that we we advocated for the district was that Dr Martinez appointed was a positive step given her history of effective change in her other districts it's important to note that these claims including those related to wrongful termination defamation and harassment occurred under previous oversight Additionally the more contentious claims stemming from personal disputes among leadership were particularly alarming for instance complaints um were counter complaints F alleging ethics violations between sitting Board of Trustees M exhausted the $100,000 sub liit under the district uh GL policy during the 2122 period as well so any expenses exceeding the supplement were directly built to the district so while the incumbent carry conducted its review we sought coverage from other insurance markets but this industry is very limited as it pertains to enl so carriers like Kel Richmond National Indian Harbor chubs to name a few um because of the nature of the claims and the high frequency and high severity of the claims they declined to offer us a quote um so over the five years the the district's claim history was has significantly impacted insurance premiums and you will see in our next page where you will see the increase in premiums both on the underlying and the exess uh these premiums has steadily increased due the frequency and severity of these claims uh the most notable Spike following the 1.5 5 million in claims within a 9 months further complicated the district's ability to secure a competitive quote although the recent renewal was achieved it came at a higher cost of the district underscoring the need for ongoing risk management efforts and claims reduction to prevent further premium um increases uh the nature of these claims particularly was driven by personal disputes within leadership um as I said before so we're trying to successfully secure renewal with um AI despite the district's challenges CL history um and our goal here is moving forward the focus should be on reducing the frequency of the CL especially those um that they have deemed as patting um internal disputes this should improve the district's risk profile and keep control um over future increases which in would stabilize the cl's environment and which is inessential to enhancing um the district Insurance Prospect as well [Music] thank you Jasmine um I'm sorry if you guys are speaking I cannot hear you thank you everyone so as Jasmine said the carriers remain cautiously optimistic but recognize that stabilizing the district's risk profile will take place to succeed in reducing claims frequency it'll be Cru show for the district to implement well documented agendas changes be enforced fairly and all decisions be supported by sound legal council in summary Alamo Insurance Group has successfully secured the renewal with AIG despite the district's challenging claim history however moving forward the focus should be on reducing the frequency especially for those arising from internal disputes this would improve the district's risk profile and help control future premium increases stabilizing claims stabilizing the claims environment is essential to enhancing the district's Insurance Prospect and securing more favorable terms in the future have on here okay so 24 uh 23 24 how many claims have we had the question is in 23 24 how many qu how many claims have we had yeah is that yes okay we've had a total of six claims there are five open one closed incurred cost of 270,000 paid this six include any of the ones that we have already settled already is that deducted from that were successful in settling some claims from prior Year from 2122 what but didn't we settle some claims last year hold on so the number should go down right well I think what's important from this document is that the major claims it says for uh 23 24 those were that were initiated is only six right and 2223 there were eight claims that were initiated in 2021 2022 there were 21 claims that were initiated those were a substantial number of those were resolved this year but it goes back to that year okay thank you correct correct okay correct we're trending favorably however it's a 5year window that the the market looks at so we're we're trying to get past 2122 and uh we're just bringing this to your attention and and based on the trend from 20120 through 2024 2324 was the lowest year 2324 was the lowest year okay and we have no claims year to date but the year just started fair enough um premium went from 400 uh an average of 400,000 to almost 800,000 so it's doubling and and you know partly why we're bringing this to your attention so district the students pay for the yearbooks okay so this comes out of student funds right what for just the high school yes okay okay what funding is that it's Student Activity I would have to find out the high school exact Student Activity account okay um also can you just keep me updated with that okay when we have our committee meeting okay and you received the money thanks okay well any for is it South Main yes okay I saw two um uh things in here did we need is it how many people working on the bers at South Main cuz I saw two different um contracts in here I don't know if they were just estimates or what um there's the boilers there's three actual yeah there's the a best this project then there's the install and there's the equipment so one vendor is doing the install one vendor rep purchasing the equipment from from and then the asbest is a third vendor so but it's still list it's categorized under boilers yeah boiler project okay so can could one person fix the boil instead of having three different people do it well it's three different components three different parts can one person do it well you might want to ask the facilities but um I just want to know we paying two different people and not talking talking hundreds of thousands of dollars just want to know if one person can do it the Theus of batement is separate is a separate process and then there's the install of the board boilers and then it's the purchase of the boilers okay and also I have a question about the um furniture for the high school that's in here too the the cafeteria Furniture yes when are we do to get that uh that is once you approve it tonight the purchase order will go out tomorrow and and then six to 6 to 8 weeks is the lead time for the furniture okay I'm just checking out theme that is resounding throughout the the nation today and that theme is the word hope I hope that this school district is Administration a school board and the general public are hopeful about the future of the this district and understand that the success cannot happen with all of us working together in unises I'm hoping that the reports presented this evening demonstrate to all of us that our actions and speech not only adversely affect the progress of this District it is also very expensive and the means all of us I hope that the Board District employees and General Public public begin to be more respectful of the chief schooled administrator Dr Maran Martinez and her staff this District hir her to accomplish a task and that is to improve the quality of Education in in this district and that and that should be our Central concern Dr Martinez brings a weal of experience with her and we should capitalize on it I'm hopeful that from this day we as a district will begin to think first about what is in the best interest of the district and I hope that this may 2024 2025 school year uh will lead to a renewal of our Spirits I thank you and wish you all well thank you Mrs King because we did not have a quorum so I just want to apologize to the public but we're here now uh I just want to wish the staff a happy um first day of school I want to let you know that the board here
