oh that was quick all righty um I'd like to start with the um anniversaries of our employee since this is our first meeting of the new month uh we have quite a few uh police department Christopher Len one year uh building department uh building department Britney GF uh gra uh two years DPW Kevin Wright four years our court uh Megan Schwarz five years uh police clerical um secretary Catherine Bradley 10 years uh clerk uh uh clerk Janet mutter uh 12 years uh police uh Gary Sano catano thank you thank you mayor 16 years Public Works Jason Hedley uh 16 years uh Public Works Jared pop 17 years uh police Cal berola 20 years our court uh uh Josie mccristal uh 21 years uh police Clint Daniel 23 years and with our police Department Frank Finn 23 years so congratulations to those celebrating uh for the environmental and the Green Team the environmental commission and green team uh they're accumulating significant points towards Sustainable New Jersey with a focus on the silver designation Commissioners uh Pete richings and MJ Grell and myself attended the sustainable Jersey conference in Hell last week it was a full day of meetings and seminars offering great ideas and guidance Lis uh lison with assistance by June kuzo are laser focused on achieving silver status for this year and uh they have assured me it's a slam dunk we're absolutely going to achieve it um no pressure open space committee uh focusing on uh Channel Drive and the possibility of acquiring property for recreational purposes with funding sources from State and County government more to come very soon uh shry commission uh two exciting announcements first Brook nursery will be planting 18 trees this week as part of the big beautiful tree and Street tree program so 18 new trees coming into town uh the commission greatly appreciates the return of the seasonal watering staff and DPW for turning on the boardwalk water fountain um let's see and for my transparency report tonight I would uh just like to make some comments uh with regard to um some of the things that are on the agenda tonight uh see some some police promotions I'm excited to see some familiar names on our agenda for the police department promotions strong leadership I think is the key to success our Police Department structure of five sergeants two lieutenants one Captain all Guided by our outstanding uh Chief allows for the best possible supervision of a department that goes from 25 people uh to over a 100 people in the peak season off winter we bring in 60 to 70 part-time class one and class has two officers that all have limited experience and require supervision to effectively cover the craziness of the boardwalk and Beach patrols the parking patrols the neighborhood Town patrols popup parties tourist issues as well as all the other police matters that just normally go along with a functioning Town um the Safety and Security of our town is something that I'm sure we all Embrace and we want to uh ensure remain strong so I'm excited to see some of that with our building department I'm optimistic that our building department is pointing the right direction uh the interim positions we're voting on tonight are smart moves to ensure that we steer the department in the right direction and we work to bring back transparency and positive uh change to the department that has been struggling with issues in transparency communication some negative public perception uh I'm sure the public will see a turnaround as we continue the process to move forward so I'm very excited about that as well um and that's all I have thank you Council thank you thank you Council Tesa thank you mayor um good evening everyone I we'll start off with beautification um again the garden tour um is going to be on June 27th from 10: to 3: p.m. it's $25 a ticket they're available if you want to go at Point uh chamber.com because we teamed up with them to buy your ticket or you can go to the chamber Commerce office or Stella Luna you can purchase your ticket there we are in need of volunteers for for that day we have two shifts available if you're interested the first shift is 9:45 to 12:30 or 12:15 to 3 p.m. um if you're interested in volunteering that day we would love to have you you can um either reach out to myself or to um Mary Lynn who is the chair of beautification also we would like to say a huge thank you to DPW for power washing over by the memorial it looks beautiful so really they really appreciate um you know the DPW and John Tri for taking care of that um flowers will be ordered and soon the planting will begin Flags will be assembled and everything will come together before Memorial Day and if you're interested in joining beautification we would love to have you next is Arts uh we have party by the Sea it's coming up May 30th um at The Point Lobster it's from 6:30 to 9:30 we have um over 40 artists if you haven't purchased your ticket I know this is on your Wellness kick off as well we would love to have you this art fundraiser is very very important to us because it helps keep local artists in Point Pleasant Beach uh we have a jured art show which has over 30 artists that are participating this year which is fabulous and you can view all the artists on our website also Point Beach shells has uh Point Beach shells Arts has collaborated with antrum students and the art teacher and I don't know if you noticed on Bay Avenue they put all the shells around our tree that we light and they did a fabulous job so they want to keep doing that so check it out if you haven't also we have our children's summer art program ages 5 to 12 AT Pleasure Park 1 to 2:30 and the dates are uh July 12th to July 18th July 15th to July 19th July 22nd to July 26 we also have our farmers market that we're kick off with the mayor wellness program as well I know June uh kuzo is also helping out with getting volunteers um for that because it is a huge undertaking to have that every Sunday and it's from 8:30 to 12:30 at the train station and the parking lot um there's going to be local farmers and vendors there'll be breakfast sandwiches baked goods fresh coffee so also if you are looking to be a vendor just let us know to sign up you can go through our website um so I'm really looking forward to this it's going to be a lot of fun so again if you want to get involved with our town we would love for you to uh volunteer at the farmers market and lastly weend we have meet the artist um he will be this Monday coming up here if you would like to meet him his artw is hanging in the hallway from 5:30 to 7: and afterwards we will have our Arts meeting so if you want to join us and join our committee we would love to have you please stick around and you can learn about more about the Arts committee and that is all I have thank you thank thank you mayor and good evening everyone I had two or three residents questioned me and I talked to our administrator about it questioned me and voiced their concerns uh about our old storage plant which is still under the ground uh Central Avenue uh our administrator told me that four years ago I think it was that it was inspected and found to be in good shape our engineers in audience I was wondering if I could ask him after four years is it time to take another look no just yes or no we actually did an ass okay I'm glad to hear that because these residents were very concerned they talked about fire trucks if there was a fire you know if it would cave in it would be horrible I know trucks driving over it every day I know no I know that but their concern and I'm glad to hear that another year you're going to take a look at it would be a bad idea okay that's great that made me happy um this past Sunday uh the mayor councilman Ramos and myself we attended an orientation for uh all of our summer policemen class one class twos and so on and it was really a wonderful impressive event David cavano would have loved it because they everybody had suits ties I haden't seen I haven't seen anything like that I haven't seen anything like that in years uh and they were 18 and up approximately put on about 70 people and I'm I'm thrilled with the supervision they need supervision they're going to be walking the boardwalk walking the streets that's why we need five sergeants we need uh two lieutenants we need the captain because these people need supervision it would be horrible if they didn't get the proper supervision uh and something happens so and I said to them it's very important for you to get home safe so I just want to emphasize how our Police Department is so careful in training these people they come from the Academy's well trained but uh they still have a lot to learn when they get out on the streets and so on to keep all of you safe and to keep our tourists safe I agree with councilman Ramos about our building department I have seen already a a change for the better it's only been a week or so that uh some changes were made there and and things are improving quick I'm very very impressed with that uh our officers attended firearms requalification training as mandated by the state of New Jersey and uh things are going very smooth our Police Department is a well oiled machine thank you that's all have there thank you Council council president Crowley good evening everyone um on tonight's uh reports I have the school a board of ed report we have Anum held career day on Friday 16 anro drama club students travel to New York City to see the show Wicked High School baseball and softball have launched impressive starts to their Seasons senior Jimmy barowski finished sixth place in Ocean County golf tournament big kudos to Jimmy Pleasant Beach school had six teams competing in semifinals boting Jersey steam tank competition the shark tank for schools that's a great thing um Anum talent show showcased a range of student skills Pleasant Beach Education Foundation awarded approximately $119,000 in classroom grants multiple beach girls lacrosse players appeared on new jersey.com ballot for top girls across seniors in New Jersey congrats to them antrum corus members sang at Jersey Shore Blue Claw game the high school's National our society helds its induction congrats to all those children I was blessed to see my son up there as well as many other children from our high school it's an honor um fourth grader Lucas Bing won greater Mercer County Safety bookmark design competition high school students completed their required State Testing baby chicks have hatched in several antrum classrooms that's always a fun event the high school held its annual AP social event several staff members held afternoon evening AP exam preparation sessions Anum held its third marking period honor rooll breakfast high school team Highway Hoppers was selected to compete in the finals round of 2024 New Jersey State VA virtual steam tank design challenge it's amazing all the programs we have in our schools we're very blessed um therapy dogs visited antrum high school students celebrated decision Day by wearing their college swag congrats to all those kids going off to Great colleges we're always very blessed with that as well the Board of Education passed a resolution at last night's uh meeting in honor of teacher support staff appreciation week and special education week um thank you for the report from Sher Finn um I also have a on our budget that was um shared with me by our administrator um we are just uh reading it by title tonight I was at was not at the last meeting so I wasn't able to read it into the record so I would like to just make a brief comment about our budget the total operating budget it's $1 18,380 334 increase over last year was $58 $844 amount to be raised by taxation is 9,757 587 increased over last year was $175,000 525 1.83% which is great um with today's uh increases in everything so thank you for working hard on that Christine uh rate our tax rate per 100 is 047 increase over last year is 0064 under Levy caps by8 7,371 under appropriation caps by 85,000 annual increase in a house value at 575 is approximately $46 so that is my report on the budget that will be read into the record and we already introduced correct Christine thank you very much mayor that's it for me thank you council president do we want to mention about that date do we have to make an amendment to the dat we can do that while we're just uh councilman G good evening everybody uh DPW as uh Arlene said they did clean up already so I won't report that um bike racks are out they've been getting put out the uh Lawn Care maintenance is now taking place around town weather permitting and garbage pickup um as far as Recreation um camp registration opened on May 1st if anybody looking for uh kids for summer camp non-resident registration opens up on May 21st the summer skateboard Camp is uh open for registration as well and tonight we'll we will be approving it's added to the agenda I'm sure that's going to be brought up but the rec football camp is being taken place between June 24th and 26th it's $45 per person registration opens up tomorrow for that um and also the summer concert series is going to kick off on June 25th um this one particular concert is going to be specifically for kids but the concert series should be held on most Tuesdays throughout the entire summer I know the Band Shell has been getting a overhaul we've been approving a bunch of stuff um for that to get done so the concert series should be good are we adding summertime serve camp for the kids uh that was brought up at one of the rec meetings so sure I believe that's going to start happen do that that's in the works I believe that's in the works good to hear um as as far as the police department congratulations on the promotions for the officers uh at the police department and as far as the building department one of the biggest complaints when I was campaigning is that we do an overhaul on the building department we are working uh as fast and diligently as possible um that's all I can say about that that's all I have mayor thank you councilman all right so uh for those that don't know uh this week is municipal clerk so I just want to extend a big thank you to e you see little Snippets of Eileen at work here and when you come into town hall but what we don't realize is they do a ton of work for this town uh with all the licensing all the Oprah requests uh their work has increased dramatically this year with the amount of Oprah requests came in so uh e thank you and Janet if you're listening at home thank you for all your H thank you uh so moving on to the beach ordinance so tonight on 202 24-15 is the beach ordinance so we introduced it last week uh last meeting with an increase in the cooler size uh I am proud to say uh I know we're not going to satisfy everybody but we are moving the clo Beach closing time till 8:00 pm um I want to thank the uh I want to thank the council uh for their input and agreement I want to thank the chief and the police department and the beach owners for that I understand it's a baby step you know some residents want it open all night and revert back to where we were um I don't think we should do that I think a minor change now let's see how this all works out and we can move forward from there uh I did promise the council and the police department uh and the beach owners that if there's any issues with the cooler size or the extra hour that the beaches are open we're going to revert back to what we had in the past uh so hopefully that's not an issue uh but we are going to be monitoring all of that um also remember you still after 8m can walk the high water line you can surf and you can fish so that's that's good news uh going forward uh the Band Shell was mentioned so on the Band Shell update uh the structural upgrades are underway with the audio and visual work to be uh happening after that uh the last meeting we talked about a bathroom trailer going into the bans shell uh when we did uh more research and found the cost of the bathroom trailer uh we decided against that it was ridiculously uh expensive to put a trailer in for the season uh we are going to go back to Porter pies where we're going to get more pter potties and hopefully get them serviced a little bit more frequently uh so we're just trying to decide the placement of the porta potties but uh but yeah so it's not going to be a trailer uh like initially discussed uh there was a lot of talk from uh councilman test on the mayor's Wellness campaign uh so we officially kicked off with our uh health fair on Saturday Saturday April 27th uh at Fire Company 2 we had about 26 participants come in for health screenings and various resources provided by organizations uh going forward we're going to participate in this weekend's bike bash uh giving out little snack packs out to the kids uh we have the tips senior student technology assistance day scheduled for May 21st and with that is is uh senior citizens are going to partner with high school students uh to learn about any typ type of related issues they have whether it's on their iPhone their Android Excel anything like that so I'm looking forward to that uh on June 23rd we're going to schedule uh another Wellness Fair uh in conjunction with a uh with a gym where we're going to do presentations on Nutrition Fitness Physical Therapy we're going to have full body scans for weight and body mass index uh a fitness course for adults and kids and healthy snacks from local vendors um as Council liit Tessa said we are going to be uh part of the welcoming table at the farmers market I'm very excited for the farmers market to come back to town uh there's a ton of vendors really good vendors so that's going to be great uh a lot of the township committees are going to be working with the mayor's Wellness to partner up at the farmers market and we're working on monthly events uh and we're going to prepare a survey for the residents to see what you guys want out of the mayor's Wellness campaign so what activities you guys want us to focus on anything like that so stand by for that uh the revised newsletter went out in uh in this water bill so people got it last week this week uh I hope everyone enjoyed the paired down newsletter if there's things that we missed and there's things that you want to see in a quarterly newsletter please reach out to me and let me know and we'll be sure to include that in the next uh newsletter uh the town crier which is going to go on Arnold AV which is going to be the electronic sign board and calendar events uh it was delivered I think we're just waiting on uh internet issues to be uh settled there and then hopefully we'll put in the ground the next few weeks uh we had the town hall on April 23rd myself councilman Gant councilman Ramos uh it was a huge success we had about 50 people attend uh there was open dialogue back and forth really good questions from the residents I hope everyone learned a lot I know it was filmed and put on Facebook so um I thought it was a really good event and uh we're looking to do one hopefully in June with myself and two other council members um councilwoman Tesa mentioned about or counc Ramos mentioned about sustainable Jersey I want to thank uh those in town hall and the residents who are working uh to uh try and get us a silver status there's a lot of time and effort that goes into that I just saw a lot of I was on some of the emails today with the the spreadsheet and the rubric and all that stuff it's a herculan effort so thank you to everyone that's participating in that uh offshore wind we're always keeping an eye and offshore wind um Chris work is heavily involved in that uh we're participating in section 106 process for Atlantic Shores North uh there's estimated to be 168 permanent offshore installations including turbines permanent meteor meteorological towers and offshore substations used to convert electricity to onshore transmission sites and that's going to be from Atlantic City up to almost Barnet light in LBI as close as 8 Miles offshore uh we will absolutely continue to stay engaged with this project as the cable routes run from the project area up just under 70 Mi along our Shoreline and obviously will negatively impact tourism commercial and recreational fishing and our environment in general uh on the library uh events uh tomorrow they have uh preschool story time they're celebrating Asian-American heritage month from 10:30 to 11: uh you can join them for songs and stories written by Asian-American authors ages 3 to 6 years old and registration is required on Monday May 13th they have knitting and crocheting at the beach 1:00 p.m. to 300 p.m. knitts and crocheters of all skill levels uh and then Tuesday May 14th baby and me from 10:30 a.m. to 11: uh join them for songs music Rhymes and stories up to 18 months with a caregiver and registrations required for that some other community events The Point Beach bike bashes this Saturday from 11: to 3: in the little server parking lot weather knock on wood looks good uh the barbecue jam fest that was scheduled for last Sunday uh is now rescheduled for May 18th 12th to 4 that's in the uh uh parking lot by Jersey barbecue $10 online $15 at the door the Animal Welfare committee fundraiser is May 18th from 6:00 to 10 at Boatyard uh the Memorial Day bike parade will be and and the ceremony after that will be the Saturday Memorial Day Weekend uh Party by the Sea we talked about which is my kickoff this summer May 30th from 6:30 to 9:30 at the lobster Shanny and then Battle of the Bands will be on June 8th at the band show uh and then I just uh council president talked about the great sports teams but I just want to give a shout out to the high school softball team just won today and they got Beast Central Division they beat St Rose 23 to one very impressive Victory uh also shout out to the Point Pleasant Beach High School which is still undefeated as of this afternoon wow and both Anum baseball and softball are undefeated so for a small town we're doing very well on Sports and that's all I have for my report Christine thank you um Dartmouth Richard our buus Avenue substantially done we're just waiting on punch list items bansa we've all talked about but that's moving forward quickly uh Boston Avenue Improvement is substantially done punch list items as well the Baltimore more Avenue drainage uh between Princeton and Yale and sandboard and Broadway it's a County contractor but they're alleging that they're going to be done before Memorial Day weekend and then they'll remove all of the material that they've been storing on Yale Avenue uh we have on the agenda tonight to go out to bid for the inlet walkway access improvements um we're going to open bids June 5th award and then do the work in the fall um and then I just have one question I was approached by some members of council about potentially removing well first of all did anyone notice the county cut the frag Bitties along Trenton Avenue on Little Silver Lake they they did a substantial job cut most of it down um but in conjunction with that there was a request to remove the chain link fence at the on Chicago Avenue at the foot of the lake and was put in place there was one that was there prior to the Lake dredge and it was falling down and rested we replaced it in kind is there any desire to have it removed I can if you want to leave it in place I thought before we tore it down just to get what's the purpose I mean a safety a safy safety just to stop people from falling because that area is so like narrow to the lake I don't know is it a large complaint that people is it the neighboring is it so people don't fall in is that what the issue is I guess the intent was that originally yes um like I said the original train chain length fence had deteriorated and was falling apart so when we dredged the lake and we put the um the the bulkhead there we put the fence back I had heard they wanted the guard rails removed is that also so the table so the county said no that's they put that there to keep the cars from driving into I I would agree to keep the chain link if it's serving as a safety feature is anybody in agreement yeah I'm agre that's fine everybody okay that's it that's it I before we go to the Proclamation do you have anything uh just a couple of things um okay so as Council Manan said we're going to add an item we'll make it to S uh just approval for the football camp which is being held from June 24th to 26 they're going to charge uh $45 a person that's wreck is holding that so that's 2s um there were some changes made today and the revised agenda was posted today on the website and the revised agenda is on the table so that's it thank you is Anna Maria we here from the US Coast Guard okay she I know she said I told her 8 o'cl but I guess she had another meeting um I'm going to read the proclamation for uh safe boting whereas the beautiful coastal areas of Point puant Beach represent a popular recreational destination and whereas residents and visitors of Point Pleasant Beach are drawn to its Waters and sorry its Waters and beaches by the thousands each year for boating and watercraft activities and whereas the Boating environment has dangers that can be affect I ly managed through boating safety education vessel watercraft inspection and always wearing a life jacket and whereas for reasons of Public Safety an annual annual reminder of the joys and Hazards associated with the Boating and watercraft activity environment are appropriate at the commencement of the busy summer boating season and whereas the burrow Point peasant Beach is pleased to recognize then men and women of the New Jersey Coast Guard auxiliary in their efforts to heighten the awareness of boating and water safety through various public awareness activities now therefore be it resolved that I mayor Douglas R vital of the burough po poen Beach County of ocean state of New Jersey by virtue of the authority vested in me to hereby Proclaim May 18th to the 21st 2024 as National safe boating week in the borrow of P puant Beach and urge all residents and visitors using our Waters to enjoy themselves while taking appropriate measures to protect themselves and their children mayor douas and my wife and I just moved to town this year welcome car so tonight I'm I don't know what item it is it's the beach one all right so I'm here to comment on the on the beach ordinance first reading tonight right okay the reason I'm here is I live on Carter Avenue and I don't knowum I mean we've own property been here very long time built the houses many many years ago so my family's wanted the founding members of the Elizabeth Carter Association Elizabeth Carter Association owns the two beaches at two beaches at the south end of town all the people on the two streets can join the association but it's one of the public beaches our president couldn't make it tonight so I thought I'd come down um Rita our president did attend the uh public beach meeting about the proposed ordinance change uh we at Elizabeth Carter always attempt to you know comply with the public beach rules for the town I mean we're kind of small but we still comply access whole thing we changing the um you know the proposal tonight is to change the um T which is fine and the cooler size which is fine so we always try cooperate I always believe we have tried to cooperate with the the town and the general idea about public access the only problem is we are in a bad in the association we're in a very bad position which I believe also affects what you're talking about tonight the owners of 1501 Ocean Front are suing our association for what I believe in an attempt to limit Association access and by extension beach access to the public there is a pending uh there's pending litigation it's being litigated right now we had to of course refer it to our insurance provider it's being litigated right now in the Ocean County Superior Court they have filed for injunction for injunctive relief I don't know if you know what an injunction is but that means they're trying to stop us from doing something they have filed for injunctive relief in an attempt to limit access to the beach that the association ownes now of course this is a public beach looking at the attorney because you put two and two together they're limiting our access they're also limiting the access of the public the Matter's proceeding right now but I do believe that if some type of conjunction gets imposed with regard to this litigation it also affects public access to the beach it's kind of hard to read what exactly they want but I believe they may even touch on after hours access for what you were saying mayor fishing surfing uh exercising those type of things it's kind of hard to figure it out by exactly what they want as I as I said we have you know Council that of course our insurance provider hired and it's ongoing right now but I just have to bring this up because this affects the residents of this town to entire streets worth plus the public badges that we do sell plus the after hour access and which is granted by all the public beaches in the town I thought it would be very important to um make the council perhaps the to attorney aware of this public it's a public uh you know litigation in the state is public so anybody can look up the U docket number and get the information on the uh ongoing litigation so um I believe it is of interest to this ordinance to the Town Council and perhaps all the residents of Point pleas even more interesting is the owners of 1501 Ocean Front have applied for a variance relief to the board of adjustment to basic basically expand their existing structure it's a single family home at 1501 I don't know if that impacts our beach access which runs right along the side of their property and is in the and our beaches are right along the side of their beaches but they're on the agenda at the zoning board meeting to expand significantly the existing one family home um Fred sorry to interrupt but it's it's five minutes but I I I get I get saying yeah and obviously we can't apply on any litigation but uh we'll make sure that that our attorney stays on top of that thank you thank you thank you thank you thank you Joe Joe New York Avenue Beach just a question about the change in the curfew uh as one of the owners of the New York Avenue Beach along with everybody else that beaches here what are we going to do about people swimming after lifeguards have left the beach what recourse do we have most of our lifeguards leave between 5 and 5:30 we're going to leave the beaches and leave access to the beaches open until 8:00 what happens between 5:30 and 8:00 to people at their own risk yeah they have the signs up everywhere now and I Know Chief you guys Patrol right so if we have patrols up on the beach I mean if we see people in the water we we try to get them out okay go from there and we can put up signs that say yes once the lefts leave absolutely for for swimming I would I would imagine yes definely swim at your own risk I would imagine from an insurance standpoint you would be required to do that re to do that yeah because once you know swim at your own risk once you know swimming not or swimming not allow do a shower match where somebody is in the water and telling us I'm allowed to be in the water until 8:00 at night and we're saying that no there's no lifeguards on the lifeguards leave you no long if they're surfing or fishing they're allowed to be there other than that they're not allowed to y the laws on their side uh Vivian and then and again again no no you're good mayor interest voting should that item the would you please speak into the microphone please speak into the microphone E and F I'm sorry two D and Council mive interest on that shouldn't that be removed Ved separately I am a former public official we had ethics that we follow okay I was in situations where I had to remove myself because of a conflict of interest whether it my don't of someone on the counil being able toone on something that should yeah I mean and the council knows what they should be recusing on um and I know the attorneys have talked to them so as far as breaking it out I think it's fine if it's in there as long as they recuse off of that and and Ryan correct me if I'm wrong yeah uh if if if someone felt there was a conflict they could C they could carve out the whatever resolution or resolutions that they felt there may be a conflict out from the consent agenda and the council would consider those separately um but as the mayor noted it is an individual you know it's not there's not an automatic um you know qualifier like like you're you're speaking to I believe so they can vote on something that they have a conflict of interest on well it again it's it's um I'm not no I'm not saying that I'm saying that it's a individual decision so um you know it's it's obviously fact specific um so yeah I'm not saying that they they can I'm saying that um just because there's a narrative that there might be or there isn't I you know I haven't um not familiar with the the conf you're speaking to but um it's the it's the individual's decision as someone elseed and look it's come up before um it's come up before that council president Crowley has an open violation um and and c and councilwoman Burns um I guess I would ask if you would recuse yourself yeah I would just like to State for the record since you worked in the public industry the uniform construction code is in place where my inspection are not done by in housee my engineer wasn't that came to my property from my papers that are there for 21 years was not our engineer we have to pay outside sources which I have to pay so technically Mr Martin will not be inspecting my home so there is no conflict that way so like the attorney said excuse me you have violations no I have a something before the board to be heard an open violation in your eyes maybe I have not been guilty anything yeah yeah I understand your point I'm saying that um in the way we handle potential conflicts of interest is we give a legal opinion I believe Mike uh Mike Collins the attorney probably did that in this case um and again it's it's the uh council's decision to to do what they need to do so um there's no automatic disqualifier in that kind of that sense well stated my point and I would hope people would recuse themselves from things that are conf especially when open violations are continuing over a year over how many years are open violations withen Burns and rowle you know the mayor the mayor has made it clear how he feels that these people should not vote that but then we leave it up to them there's nothing we can do right well I'm saying ethically they should thank [Applause] you thank you who's next Jen 9en um I'm here to speak in regards to the building department um I'd like to actually speak in the fact of that I've worked with Brian Martin um my activity report um he actually failed us the most more than any other inspector and he was thorough and coded and explained everything and was detailed and was accessible and was communicative communicative and uh was extremely helpful and was literally the only person in the department who basically answered our phone calls our questions uh explain codes actually on our activity report he's the only person that put codes on our failures um you can anybody can see there's no codes on any of the other failures um I uh understand the billing Department's been a mess I've been very openly public about that it's nothing I've been hiding um it's been off track uh due to the prior person Mike tulan who resigned uh nobody put him out other than I might take credit with all my over requests on the questionable things he was doing um he resigned uh April 22nd I believe his phone I O my associate over request is that it was cleaned out I believe possibly possibly cleaned out that's questionable um and I think that we all should should look into investigating that the town could have a provider look into taxt messages phone calls uh if people were messaging him and what was said uh I think that's really important but back to the point being is um since the very short time that my tul has been gone uh Brian has in my opinion and I've been over there a lot uh changed things around immensely and he is not only certified as Mike tulan was not certified when he started working for this town uh so he has experienced he has seniority he is extremely well respected by the residents the business owners and anybody that would be voting on something tonight but they shouldn't be um I'll be very very public about it and make sure that the residents know that what is uh unethical and um I'll keep up for requests and things and keep everything out open about that thank you thank you and before AJ before I close up Adar I saw you guys the Coast Guard walked in we read the proclamation already we're going to go through this uh and vote and then before we move on to the second participation I'll ask you guys if you want to come up and say a few words so bear with us a little bit longer EJ EJ gger Arnold Avenue um I just want to reiterate what I've heard from multiple people up here today um I luckily have not had to deal with the building department in the past couple of years um but the people that I know of that have my neighbors other people that have moved into town recently with um that has dealt with Brian Martin have had nothing but good things to say about him um his professionalism his thoroughness and his ability to when you when he gives you a some when he when he find when he gives you a violation he'll explain to you how to correct the violation and what you need to do to correct it to get to pass which I think is just it's a great attribute to a town employee you know you're going above and beyond and not just rubber stamping something and saying you failed you're saying look I'm failing you for ABC this is how you fix ABC I want to come back here in three weeks and see this fixed and that just goes such a long way and I've heard like I said I've heard nothing but good things so I think anybody that does have an ethical reason why they shouldn't vote shouldn't be voting um that's something that we've seen for years and years and years people are accusing themselves from things if your relative is a fireman you accuse yourself from things from the fire department if you're relative is a police officer you don't vote on things with the police department um and I think that's important to uphold that and keep doing that um I'm also upset I think I only heard one standing committee report again t um and I really hope we can start hearing those standing committee reports again I think people want to hear that thank you thank [Applause] you Kathy um one um before I get into my original comment I just wanted to talk about what my grandma talked about about the open space but I really hope that you people are going to really look at that and see if you can't get some of that space down there at the end of Baltimore Avenue as um as open space I mean when they wanted I was against when they wanted to put the skate par um where they did because they were covering over an open space with concrete whereas this place is wide open to do a whole lot of things we get to enjoy the inlet um rather than condos or or going to somebody else so I do hope that you do as they asked that whatever that proposition proposal was to look into what the properties are how much they are open space money uh I was one of the people that walk the streets you get people in this town to get an open space committee and then when the beach front came up mayor and Council decided not to ask the open space committee and we didn't get so it would be really nice if you don't let the inlet property goes okay second thing I wanted to talk about was agenda number two um one that's in the consent resolution two that's looking to update the pleas par support lines to accommodate six pickle Court I mentioned this another meeting that I was up at and um I just want to bring it up again that I think there's a lot of residents that would like to see that resolution be amended to request to have six permanent line and with permanent Nets so courts can be used every day all day um a lot of people I believe believe that there are more pickle ball players in town now than there are tennis players possibly tennis players if that would happen to have six permanent pickleball courts could be accommodated at the present High School courts years ago we could play on those courts whenever we wanted to um the town of b as I mentioned our town of has a great to use online reservation system that would um work here in the beach too um in the Friday May 3rd issue of the Ocean Star there's arle of education and one of the last came up here and talked about putting pick courts on the open Stace at Park um they had an article about the board ofed capital reserve of $2 million um and presented the following information their goal is to get as many projects complet 2 million and I'm all for that but a priority project uh listing in construction of tennis cours AT Pleasure Park many residents feel that any new high school course should be constructed at an every High School outdoor sport spring and fall is at an an's got a ton of property over there that they're going to put a big field house and a community center on so why can't they put three four or five nice ten courts over there for the and then for the residents to use when the high school isn't using them and and my last comment is actually for um P Crawley you're the liaison to yes I am and I think there's only there's less in each of those schools there's less than 400 kids need school I wonder how many of those kids live in homes that are in Point Pleasant Beach because because I don't like us seeing doing all these things it's just for kids we don't our kids when the activities especially aure par should be for all of us not just for kids but I'd be curious about our kids we don't have a Rec Center so we do have to continue to keep whatever we can I get I get that but there's also adults to I enjoy activities as well something and they can do this at Pleasure Park for for pickle ball people why can't we keep tennis courts and pickle ball well the way that you the way that you have them now you pretty much destroy a Tenn game at those courts if you're a tennis player as I was I mean you put all those pickle ball courts and then you try and play a tennis game and forget it's just nice to have everybody enjoy their own sport that they like I know you can have six pickle B courts AT Pleasure Park and five any if they allow us to use them for the residents maybe it's not not that guaranteed money comes from but then they have to repair them if they're used the school board has their own um rules right they're looking to they're looking to put their Courts at pleasure yeah well I don't know if that's happening that's not I that's what talking Kathy Kathy just to answer your your question I don't know the exact number but I I've not been with the board of vet for a while but historically it's around a 100 tuition students Okay so out of the 800 plus no no all together all together is about a hundred you theom correct correct so out of out of 850 plus students again I don't know the exact numbers I'm not on the board of that anymore but uh historically it's always consistently been around 100 104 tuition students every year interested know I'm sure I'm sure the superintendent can provide that as well too yeah I mean that that's easy to get okay who's next okay hello Katie ston Channel Drive Beach I just want to um also reiterate what and EJ and went here and SP in favor Brian Martin I all counil this week speak about my positive [Laughter] experiences to talk about what Jen was talking about it what what it was was um we had done open request on the phone building inspector um text messages the day after you left and been factory set so all of his text messages that should have been public information just vanished I guess so I was going I want to recommend to the um the council to create an ordinance number one mandating official business on the town phones that are now provided so we can open request that and any any Town business be only allowed on the phones that were provided by the town so that can be public information as it should be and then a protocol for preserving text messages when an employee leaves just so in the future that it doesn't just vanish Into Thin Air like it seemed to kind of have done in this case the day after we left um and then there's another thing about the the cell phone T I read the State State uh law about the cell phone towers being able to be put on Municipal properties and it is pretty overreaching uh I'm just not I'm just wondering if written a letter to the state opposing or speaking out against some measures of yet that um that this would have been you're talking about the 5G Towers yeah this would have been two years ago I I don't recall what we did back then if we wrote a letter opposing this or if we just it's never too late for for us together try to it exactly well even now for they can make an amendment to it to kind of put some restriction readit it is like pretty really lunch which is why we enacted the ordinance to kind of control that app we could talk to to Ryan or taking another step and publicly speaking out against it um and also to double back on what Kathy Sor was saying uh the property um yeah I definitely Advocate buying property open space property on Channel Drive I've been a huge advocate of that it's going to be excellent use of our open space funds and just it's our only it's one of the few chances we have um to benefit generations to come I just it just sounds like a just absolutely wonderful project going to be approv our kids get half a discount phenomenal anybody the the code for all residents will be posted on our advertisement for 50% discount but isn't running even better yeah off of our we used to have we used to have a parent which was my was my husband and myself who would volunteer to do it a lot you'd have to sit outside the school that students for parents to authorize them and sign releases so it is good that they're running so that's why you don't see it on the agenda I just wanted to make sure it was still running still running the graphic should be out shortly the the captain of the boat let me drive to distract me and as he was driving he was talking about how he's trips up and down the coast and he mentioned his favorite spot was Point Pleasant Beach not knowing that I was from Point Pleasant Beach he said the the route that he runs goes all the way up to Manis one and he said his favorite spot is to stop inant Beach because they have so many fun things to do and I thought that would be a great add to National that's great I literally swear to God I didn't ask for any props but maybe he was trying to make me feel better I'm not kiding um and then to address the pickle ball the request was line for the line was not to replace tennis courts the the ask is to look at the cost of potentially just retaping additionally to the tennis courts so you could do Duel not take away the tennis courts or the tennis Nets awes we have our own nets for pickle ball we would just need it instead of having Four Courts we could have six because as you can see there's also another agenda item on here to add a Tuesday Thursday but that means four days a week for three hours we need volunteers to run it in this case we could potentially do stick to the two days a week and have six and accommodate a lot more people so just want to make sure that was clear that it's not to remove tennis in any way it's just to add a dual purpose to what was existing that's a great idea thank you and I think part of that is to remove the existing pickle ball lines and redo from what I understand and I not so that it's not so confusing where there's a million lines it would be to take everything up and thene what tennis versus I've checked out bmar Manasquan Spring Lake and a lot of them have like a colorcoded type thing but we'd have to remove what's there and I think at the last the last meeting we just said let's on there to see what it costs if it's crazy leave it as this if it's not so bad then we can pull it off and do some color coding to make it a little bit more functional for more for more use Chessa 706 with respect to the pick course um when you for if you do that you will lose the ability to use the ten to play a okay because right now the the courts the way they're done it's like you can you have the option of playing with the tennis net or having two courts on one court with your own Nets right so you will lose that ability one way to resolve that would be to get a couple of rolling Nets that live at the at the courts so that you can on two of those would in effect give you exactly what you have today is two that are sitting there um I would recommend before you reine you consider filling the Press because if you're going to like needs resurf that's that's part of a plan right yeah we are going to resurface Y and also you know I'm all about pickle ball and there's that area that they wanted to build they want to build t that was a a proposal right um despite being all about pick and as many picks as possible I would not use that space for anything other than the open space that it is just because I see kids there all the time just having pick up games andle ball soft so you know even with my love of pick I would still support leaving that as chess real quick the the Nets aren't there two temporary Nets there now what we have right now is the two tennis BS fixed y okay then we have a locked box that wck uses for using the four quarts that we but there's there's portable Nets in there right there's portable Nets in a locked box in a lock box okay yeah because you put four up right one two we put right and put everything if we could get you access to those Nets would that help if you provide access those Nets are I would say they're not you need responsible people to deal with those Nets right so if you just let people H their with unlock and set them up and you break them down they'll do faster um the rolling ones are not phenomenal they don't last forever but that's what they use a bay head and and they're heavy duty um but I have heard people say that they've seen like kids like sit on the tennis Nets at night and stuff so if kids are messing with the Nets they're going to be Ming and even anybody who I would say is just showing up to play if they're not super responsible about putting things back in the bag right mix the pipes up could just make it okay thank you right yeah right okay constantly a disaster um wer they cut down halfway so that's County property and the county came in um gosh I think it was Thursday Friday they spent considerable like two days cutting everything down they they have a piece of equipment that they brought in it has to go over the guide Rail and then cut as much as they could they they actually said to us there was so much garbage sod people's lawn clippings leaves being dumped in there that it was it's disgusting I don't know who's dumping all their stuff there but they cut everything that they could conceivably cut so that's about maybe from that point forward to the lake it's still brush dead trees fres so they that's all they did I I was home so they've not cut down it's still blocking the entire we it's still dirty looking um still dead material so what they got through was barely um maybe they're coming back they came last year and sort of did the same um I know that there was some push back apparently from neighbors across the lake that would like that to help give them privacy but if you look at the other lakes in town nobody has privacy you have a lake you may see your neighbors across the lake that's fine it's the only Lake looking like this we just drove them around again to make sure um and it is the only Lake looking like that and it is in front of my house so um I feel if the people cross the lake want privacy them them on their and then they don't have to look across the L um that's one thing so I don't know how we go about this but it's been years and I've got me on my homes tonight trust me I'm pretty annoyed Christine can we see if they would come back out and yeah I can do more do more work okay and then the fence what I heard quickly was that yes there had been an old fence there it was replaced with another chain Ling fence again not a single Lake in town besides that portion has that fence they said that it was a safety issue maybe for cars you'd have to drive for a thre story 4,000 s foot home to drive a car into the lake there no the the guard rail was for cars not the fence oh the fence okay so I heard I was listening about the P so I it that there's really no need for the fence the lakes that are just as high especially down um North Lake over here Lake Louise that is just as high two roads come into it there's no fencing there's guard rails at the street but there's no fence walking if anything I would think you might be able to use that area as a nice little Park if you wanted a fence put a nice fence at the sidewalks edge with a gate there table there there's some benches it might be nice view nice place for people but right now it does look like and it's completely unnecessary and none of the other ones have it there's none this you know s like jene um where you live the other residents I know um some other residents have reached out um there's like what like six homes right there and do they all feel kind of the same way the six seven homes how you feel so maybe that's something that you can meet with that mayor and just look at it again you the fence and that and cut it see if they'll come back I don't know it's up I'll do whatever you yeah I mean if you guys can we send a letter or or an email I mean I'm just saying if you if it I guess what I'm saying is I know what area you're talking about and when you drove around and where you live that street the neighbors right there I think most of you feel the same way absolutely most of you over there that so if that's something that you know it's affecting you your your way of living and you're all in green it and if that's something that we can do and it's it's okay to do then I don't see there's a problem doing it that's what I'm trying to say if it's not a safety issue we can get someone around for that um so I read the proclamation the state bo voting is great and if you guys want to say a few words to the governing body and the residents that would be great first Tuesday of the month also and I had to be there this is a very very important meeting for us as well because this month is National safe voting week and National safe voting week is a gigantic thing for us being team Coast Guard because we are all about water safety and um as you know more people are buying boats than ever before and um if any of you are boter you know that it's getting very crowed out there in the summer and um most um accidents are caused by people who just don't know what they're doing out there on the water and when there's a collision it's usually fatal it can be fatal um fire um Collision so when when uh uh national state voting week um started in 1958 by Dwight Eisenhower and every year the president uh Mayors Governors um Sheriff's officers they all Proclaim national state voting week because it's very very important and we at Team Coast Guard what we do at the kick off of National safe voting we we do vessel inspections so we inspect boats make sure that you have fire extinguishers make sure you have proper light vests make sure you have flares make sure your boat is in proper order um we do the commercial fishing boats out there all those big boats you see in the inlet um uh we uh we teach youths we start early we make sure that the kids know about safe boting not only boating but also Safe Water if they're on the beach they swimming um I'm also very excited to say that we are now in partnership with the aquarium and we're going to be there on May 18th with our little Co we have a little mechanical um little boat that talks to kids with an operator that in the back and the kids go up to talk so we're really excited to be there and we're also going to be running water and kids classes at the Museum um we're just getting started so we're going to start uh ordinance that you guys look at possible pass or possible cable um i s we sorted a small article from the ocean store and it basically just said in that that the land that is covered by a high tide would no longer be uh calculated in lot coverage so when we first saw this we wouldn't know exactly what it was it didn't describe areas or anything and then why this is being done who bringing this up for whatever reason and what is it try to accomplish so me and my other neighbors I kicked it around we talked about it and what way I understood it was is that for example I live on Lake Louise about 20 to 30 ft my property go out to the water that's calculated into my lot coverage this ordinance will remove that 20 to 30t and basically every house on Lake Louise has that I not sure how it would affect Silver Lake or maybe even Lake B it might but as far as Lake Louise goes it would affect every household that's on that Lake it would turn probably every as approximately 80 houses on that Lake it would probably turn every single one of those houses into a non-conforming mod now what does that mean right now they were performing so if I want to put a little 10 by 10 patio my backyard I would take my survey that I have go downtown pay the $50 for a permit that next day I could put my little patio in I'm making our Lots nonconforming I would now have to get a new survey which is very expensive I would then have to put an application to the zoning board for a variance which takes three or four months at least and thousands of dollars and that's what you will be creating on every sing in that Lake it's I don't I'm not sure everybody knew exactly what this was going to enti I mean I'm on the board of adjustment and planning one of the key things of planning is that you want houses to perform if this is passed you're taking approximately 60 houses of the 80 and turning them into non-conforming house which is completely against the rules of planning so I'm up here hoping that whoever else with and have this table so with on the because I don't think it was thought out properly and it's going to be a disaster for anyone who has any property that involves for a lock coverage inside okay I have a couple other people that want to speak on it I don't know if you want I mean I was going to call up engineer John mey just to see if he wants to just address any of your questions and then we could have others come up I mean John do you want to address Mr Dixon's two other people want to hear them and yeah that's fine yeah we could bring them up first and then and then John you could take notes so you could thanks yep thank you John and I promise to be um I brought um from online and it shows on using Lake Louise as an example the existing conforming Lots our lots are 50t by and 60 ft virtually every lot except in the corners and the majority of the lake now has been rebuilt especially since s so as an example and I'll use our house as an example we built conforming to that as far as lck if the ordinance that's been proposed passes if I want to add my deck if I want to change my stairs if I want to uh job as John pointed out we now are nonconforming so we need to go spend money for surveys spend money for engineers and I don't want to repeat everything John said I'm sure you understand that and I just think that this has been done in a way that will have ramifications were not thought out completely when this was proposed I know it affects the properties on Lake Louise it probably affects the other lakes and we appreciate youing it and hope you get a lot more consideration and addressing so thank you very much thank you I'm on the weight list Serge me um just say your name please yeah so Phil r c Rand what's interesting is that your building ratio is 30% if a property is 50 by 160 you got 8,000 square ft now you go to 50 by 130 you're going to take off 1500 ft So 20% so if something terrible happened to have like say Sandy and I had to rebuild my property according to this i' now have to smaller can't even use the same footprint the valuation would go down the ability to rebuild would go down or by the way the tax income would go down we got 80 properties obviously here you got 60 and 40 if you take the other two links you got 180 if you think of 20% of the average retail value of all of that you're talking $250 million in property just tax income is $500,000 180 people cering their taxes asking for a tax reduction they've lost their footprint that's a real mess nobody wants to do that let alone you wouldn't want to lose $500,000 of income so from my point of view you're trying to solve an issue on one property trying to extend into a beach but we're using a sledgehammer to crack a nut and the implications are going to impact potentially all three laks but you as potentially losing half a million dollars worth of Revenue so I'm just looking at the math minus 20% doesn't make sense thank you thank you thank you come for a quick second yeah John just just briefly uh uh respond to those comments and then we'll make always briefly right so um I'll I'll address you although we had comments from the from the group so what uh prompted some of this is the fact that uh as you saw there are a lot of properties out there that are about 50 by and by the way this doesn't just it's not just regarding the properties around Lake Louis as as the gentleman had said you have the other Lakes you have uh the ones that are on the dunes you have ones along the Manasquan River but they're a little larger generally speaking so they have a little more real estate to play with but in these cases that were brought up tonight around Lake Louise uh if you have your typical 50 by 160t lot and that 30 that beyond their bulk is considered well it's treated as though it's permeable even though it's underwater twice a day the the issue is they're coming to the zoning officer and they're requesting okay we just put this6 700,000 older home we're going to tear it down and try to build the most we can on it um it's 30% of the building area 30% of the lot is for the building 50 % overall is for all in so another 20% for patio driveway outdoor kitchen pool whatever that when you get your plan as we saw in one instance I'm not going to indicate what property this is but this is very typical we saw this in an email Just sh where it looks as though okay we're going to be Paving or doing impervious over 50% it complies we don't need to go to the board but when you go out there the part that's not underwater it's more like 75 80% of the lot that's impervious and um was never intended to make every lot non-conforming there is a mechanism that when we if we were to proceed and I understand we're entertain cabling it and that's fine but if we did pass this we could do it in such a way where the uh we could uh automatically give them a certificate of a pre-existing non-conformant so if they're just removing and replacing what's already there whether it be a part of the house or the patio or Shifting the driveway from here to there it's a wash it's more or less the same thing no need for board action if they're already over the new of what is a 50% coverage and they're looking to expand on it that's another story then we have to get relief a variance or expand the house if it's already at 30% you going to go 35 now we got to get relief just like any other application the issue is the def the common sense if you will difference between permeable and impermeable everybody knows a front lawn is permeable a drive way of haers or or asphalt or concrete is not impermeable infiltrates in does not infiltrate into the ground in permeable permeable does it bleeds into the ground it's able to permeate areas of that are under water twice a day don't permeate it's going to sit it's going to add to the body of water that's already there a lot of the areas are already developed I that was brought to my attention and I acknowledge that there are quite a few that could be redeveloped that are still in play um there's even I won't say the property but you know there's a big uh gravel parking lot that maybe gets redeveloped someday years from now if that were to turn into 80% impervious as most of the properties do to max out the building property owners that are calling me every time it rains to let me know we have standing water out here it's just going to exacerbate the problem you know what I think we should do Mr Mayor table this tonight the engineering committee when we meet next time discuss it at length get back to the residents we don't put it on the agenda we talk to the residents first make them aware uh and I think that's how we should handle yeah I'm of the see something say something that guy I see something no issue with setbacks or yard areas it's more the per issue the creation of more nuisance flooding we already this is already a a bold area in town we don't want to make it any worse we could be proactive it's always a good thing okay and that's uh pretty good planning too yeah to try to avoid continuation or exacerbation of the flooding issu okay it's but I understand what the residents are bring up yeah and I think councilman P's idea is great if if you guys want to add it to an agenda about Randle Avenue been flooding over by what drainage pipe is since the begin of time has nothing to do with the bigger houses being not ni Street used to flood doesn't flood anymore since it fixed the flapper and the system that goes mid into Silver Lake so that's a little fixed so I have and R FL has been flooding there forever so it has nothing to do with the bigger houses that are on there and I said if he had this was done 15 20 years ago it might make sense but now it's it's it's like what what are you doing what he doing is Mak 8 house is not performing which makes absolutely no sense follow Mr mil said one of his proposed Solutions was to grandfather what's existing that doesn't work because we're still creating all non-conforming laws so we can grandfather all of our houses but as soon as we want to make a change go for a building permit we're obligated to go through the process and then we have to go before the various boards to get approval because we're not conforming grandfathering only works if it's all destroyed or burns down you can rep there that's my understanding um this broad stroke has a severe economic impact on the home because now we are encumbering these properties where there every house is going to be sold so when your house is sold uh an a stute buyer will look at the property and realize they can only do so much with it that they have to go through this burdensome expensive process and they may not get what they would like to get terms of value extremely uh which as Phil pointed out I think the uh tax assessor will be a very busy individual If This Were move forward um also Mr NE says that not only would affect the lake we're talking about but possibly the other lakes and possibly manisan River so this is not a simple thing this is a real change to our community and I'm appreciative that you taed it and hopefully uh when this Isam more it is just dismissed um one last note we only heard about this or knew about this three days ago I'm sure with um with knowledge passing this room will be full of people so please consider that the public that's impacted by this and the community I think is very much against this thank you thank you guys just add one more thing we've had this situation for 100 years it isn't like it just you know just got invented these properties have been like that for 100 years I mean if it's not broken why are you trying to fix this sounds like making regulations for nothings the worst aspect of government thank you thank you Dave house on the way not conforming all these people invested in a property probably the most expensive part of their lives it's also probably the biggest retirement aspect of their lives and you're going to take away 20 to 30% of that for the sake of possible drainage issue goes your mind if I'm in one of those houses somebody tells me oh the council has decided that your property is to cut by 20 30% and the value is going to drop considerably I think they're going to be here out number one and maybe somebody might decide to do aass action whatever and like H to protect what they have so while I appreciate issues are a concern I think the ownership of these proper existed for Generations is not the time to go in and take it away from them plus the fact maybe 80% of these houses have been redone but there are others that haven't and now these people are going to say because I didn't do this before and I didn't have the time or the money to do it you've just taken that right away from me you're discriminating against me that I can't compete with my neighbors anymore and my house will never be worth with thses so it's multiple strikes that you're hitting people in their po books with respect I'm not asking you table I'm asking you eliminate it this is going to do a to this and one of side note there was a time when you read the agenda ordinances were highlighted that you click on them read them that doesn't happen anymore I know the CL does a great job and frequently just before the meeting they might agenda but many times it help there was a time I think under mayor had PR readings of ordinances before the ordinance was even drafted they explained what they wanted an ordinance allowed the public weeks com and then actually the ordinance I know the doesn't requ youst the ordinances in advance I'm asking you for the sake of transparency please go back to doing that so that everybody is very well informed and might avoid problem thank you [Applause] I just want to raise a point um none of us want to flood the whole point we're saying here is it was this long and I'm allowed to be 30% property 50 for property plus plus uh the paving if you want to then take 20% away you just have to change the math so your 30% now has to be 37% the amount for the property it's the same footprint same drainage and it needs to be 63% in terms of your property from plus Paving which is what you were allowed before if you're going to be the same ratio um understanding that gravel drains less well than concrete I think we know that the only thing we're talking about here is the 30 by 50 feet of water that's not going to drain any differently so bringing that into the equation is totally irrelevant if we're showing a line drawing of somebody who's gone over the 30 and the 50 they've already broken the rules we're not talking about that we're respecting the current footprint and all we're now saying is the bit that's in the garden let just sort of give you a picture of this this bit which I think is pretty permeable that's everyone can see got that that's the bit that doesn't count now it doesn't make any sense so if this doesn't count you just change the ratio and you respect the the footprint of the property and it doesn't change the issue of drainage drainage is a non-issue here it's just confusing the issue for everybody thank you thank [Applause] you who's next Kenny Kitty ston Channel Drive just to piggyback a little bit about what Mr caver was saying about the town website um it's been like improved but now we can only see um minutes and from meetings going back this year and last year it used to be where you can just go years back which which would help with traceability but there is an issue I mean I only I know I have three minutes to talk it's been just like bothering me so badly and it's about government accountability in 2022 and 2023 I would like everybody in this room to know I was repeatedly lied to by mayor KRA and it was behavior that was observed and condoned Enough by many of the elect officials sitting right here today and it's gone without consequence without remand with with nothing like it didn't even matter and then after he lied to me not once not twice multiple times there were multiple meetings about public information then he doubled down and he called me um crazy a conspiracy theorist he said that I have insane ramblings and he did this not only publicly but as I found out later privately as well and I think that this should have repercussions and speaking about moving forward and things like that and I I hope this Council would agree that the town of que Pleasant Beach deserves better than that he is now an assemblyman he's still very active in our state and this is just going unrecognized and I would like the the council to um censure him and so I looked up what the censuring means I wasn't really sure about it and it's when an elected official does something that the of the officials disapprove of please correct me if I'm wrong um and they make a public statement saying that and it's been called a slap on the wrist but I feel like it's much more than a slap on the wrist it's something that is holding elected officials to an accountability that we desperately need and this happened to me and when it happens to somebody um it's a form of intimidation it goes against Robert's Rules goes against our own Town rules and it goes against every sort of Ethics you can possibly imagine I up here other people would see the way I was treated and other people would actually be afraid to come up and Point Pleasant Beach I mean this has never gone on before and it happened to me right in front of everybody and there's just no repercussions and I would like that to be seriously considered I think it would make a major statement about government um ethics for sure um then as far as like government transparency I've been rereading the minutes and the minutes are just wildly inaccurate I mean there's stat like in December when mayor kitra made a false statement to me and then he said about my insane ra ramblings this was completely omitted from the minutes this is critical information to have in the minutes for for transparency and for government accountability especially if it's in violation of the sunshine laws which I believe that it is Katie I'm sorry but your time is up don't tens me all right thank [Applause] you who's next Larry Larry Schwarz Council woman Tesa at the last council meeting you said and I quote I believe councilwoman Crowley will be Vindicated now can you tell us exactly how she will be Vindicated have you uncovered some bombshell evidence that our Police Department wasn't aware of do you plan to resurrect Sherlock Holmes and conduct a new investigation councilman g at the Town Hall on April 23d you refused to answer a question from a resident regarding councilwoman Crowley's bias incident now you've taken credit for organizing the town hall so refusing to answer a legitimate and important question from a resident would seem at the very least hypocritical now to quote the immortal words of Harry EST Truman if you can't stand the heat get out of the kitchen councilwoman Crowley it's been more than two months since your bias incident came to light now if you still deny that you made those anti-semitic comments here is your chance to tell the police chief face to face that his Department's report got it wrong now this incident is not going away there must be consequences and that is why it's imperative that this new these new amendments to the code of conduct that councilman Ramos proposed include Visions to address any and all ongoing issues and conduct concerning governing body members we can't say let's move forward and ignore What's Happening in this town I love this town so much and very few complaints but the one complaint I do have is those frag mes because over the eight years I believe we've lived here I think as you talk about your shirt High School um so over the eight years I've Beed witness to public drug use um including heroin right in front of our house um public indecency people getting dressed changing their clothes in the frag mighties um I believe I don't know if it goes to the county or the state but I believe our property is also charge higher taxes for water view don't know what water view that is um not much of a water view going on there I mean the only water view I can tell you is probably all the public um urination that takes place in Fr in the frag mighties so um I guess we're paying for that but other than that I can tell you there is no Lake View happening so that's my point of view that's what I've seen um and right around this time of the year as the weather starts getting War I can expect to see more drunken incidents um last year we had two drunk men vomiting in the frag ladies it's gotten ridiculous and it's just it's it's one thing after another and it attracts not great things so
