item we're here about is the Cy River Landing discussion had introduce yourself R the whole team yourself hi my name surge been here so I my daughter Callie so she is 11 um and so how you live in the for Community for 10 years we' kind of seen a lot of Chang we' seen Newport viy the downtown area really become more developed which has been very exciting for us uh things for us to do restaurants to go to since Park renovation that kind of got us thinking what is there for us to right and and right now that to get Services you have to go quite far things like retail shops to go shopping the mall Country Side International [Music] 30 not really area for Richie the way that there is for Newport Richie um and so these were some of the things that kind of got us thinking about well what can we do in our community to number one bring Community together thinking about a place where all of the community members can go and and kind of have access to things like the Waterfront the beautiful sunsets access to things like restaurants here locally some Services some retail that we can all enjoy things that we want to ride our bikes to and spend time as a family which right now there's not really many places that we can go to to do that and and things that as she gets older she and her friends can safely just go to on their own and be in a good environment where they can have good and safe experiences and so uh as a family we've been kind of looking around and thinking well what could we possibly do in this community to kind of bring that together to give something back to the community but also to provide something for people here to do locally and come together and so that's when Ryan my husband and I kind of started thinking about this project and that was sort of the impetus for the plan here I'm her husband um so Ryan Burke it's uh for those that I haven't met I see a few familiar faces um again love this community I mean we built here because it is beautiful it is uh inviting um has a lot of history um and I've been kind of in the the the private Equity world and business world for way too long traveling way too much and to have something that I can put passion into here locally was was really important to me and uh and so before we go into the presentation I'll introduce the rest of the team that we kind of put together I can start with with Bobby here good evening um thanks for being here Bobby Krueger uh Ryan called me about this opportunity we've been working on it for probably the better part of the last 12 months and what I bring to the table is the development experience um I've spent the last 25 years in the development game uh starting um in Chicago in 2001 uh back in 2019 I actually moved back to Rocky River um Rocky River happens to be the community that Ryan and I grew up in so when he called me about this opportunity uh a year ago I jumped at it to work together with someone that I grew up with and really bring their Vision to life in addition to working with Ryan we also brought in another developer from uh the Cleveland area who happened to relocate to Tampa this past year and his name is Chris viril hi I'm hello everybody good evening um I'm Chris virtuell I'm from Rocky River Ohio as well which is a small community right outside of Cleveland we graduated with about 142 kids so it was a small community and much like Bobby I've been in real estate development for the past 25 years as well doing full limited service hotels um high-end office um retail food and beverage own one of the top 100 run restaurants in the country up until a couple years ago so um been in this development game for a long time and when Bobby and Ryan hooked up um me being on the ground in Tampa just made a lot of sense for me to get involved as well and so I'm looking forward to this I'm David KBS on the architecture side and as a company what we focus on is uh helping people catch vision of what something can be and uh we have an office in Florida we have an office in Ohio also and um an opportunity like this doesn't come up very often soone was contacted to say hey what can we do here we were we were Beyond pumped um to be involved in this because it's exactly what we do as a as a company is saying what how can we create value for the community how can we value value for the people that live here um as our first choice so that was a challenge for us and we're excited to be involved in that all right so I I'll dive in and kind of bring you guys through some slides here and what I want to make extremely clear this is conceptual it is vision and the vision needs to be molded by the people in the community as well um as you hear us talk the reason for a lot of these slides and a lot of the vision is right now there's some some restrictions on uh some of the the different codes and things like that in the community that make bringing some of these Concepts and some of these Visions to life really really challenging they're very um they're very well suited because I'll be honest no one's going to invest the amount of money into this if they know they're absolutely going to lose all their money and so the way it's written right now it's very inviting to a lot of things like storage units and car washes and things that can make use of the current zoning and be profitable to the developer and we think with just some small changes we can bring aspects of this vision aspects of other people's Vision to life in a way that actually makes sense for the community and so I want to make sure everyone knows these these aren't plans these are conceptual ideas around the things that we can bring to this area um so as we'll go through there's a couple different sections here first we'll start with kind of the existing zoning um the area we're talking about right now that we've been working [Music] on oh I'm forwarding mine sorry if you if you don't mind moving to the next slide uh oh Dave you want to give it a shot oh there we go so we'll jump into you know kind of the existing zoning what can be done what can't be done um what some of the the potential is if we are able to get on board with some small changes to the zoning and then the most important thing is opening it up to you all like really that is the most important thing I could not be more happy to see this many people here because it allows us to get more input than we can get you know brainstorming together um so as you go to the next slide I think you and go one more um today we've been working closely with uh with with Eric who uh Eric's owner of gild dogs owns the properties highlighted here and Eric has poured his heart and soul into this community for 20 years creating an environment that that is fun enjoyable to go to and is really create a fabric of the community that we we love I mean I can remember when it opened and we we were riding bikes there from the time she was born like it's a great spot so how do we make sure that we continue that tradition on in the right way is really important to us um but you can see it starts to unfold a really neat opportunity because there's a big plot of land on 19 there and we think there's a lot that can be done with the Waterfront as you guys made know or may not know there's there's additional opportunities for us to continue to invest in more land along the Waterfront to really make a full community vision of the properties available now and that's something that comes around once in a lifetime like it's very rare that this much Waterfront can become available and we can do something with it together to make it beautiful and to have that opportunity to me I think is incredible and so that's why we jumped at it is we don't want to pass this by um highlight a little bit more of the areas we're talking about thank you Matt oh you got to did you just click that okay all right perfect see my screen go that'd be perfect um it won't spend a lot of time on these slides but you know the the zoning somewh around the next slide here just kind of tells you there's there's that there's different zoning But ultimately everything back on the waterfront falls under the water overlay District um that has some unique zoning I'll let David talk a little bit more about the vision in a second but what is it zon for today I think that's you know you can do some things like coffee shops and and multif family residences you can do those today um you can do a hotel or motel you can do um you know auto shops and as men storage units and things like that those all fall within the existing zoning today of what can be done and I think that we want to see more than what can be done we want to see what is what is great for everybody that's really truly creating Public Access um so talking about the water uh front overlay District I'll let David take the microphone for just a second here because he's spent more time in this than I think anybody on our team no this is great so um when we start the project Ryan challenged us to say first thing how do we build community how do we create a place that he wants to be happy being in it and in an architecture side of view that's really rare for somebody to come with us and come and and ask make that the priority the first piece of it so it wasn't about we never even talked about how many units or this or that it was how do we create a place that I want to be how do we create a community there so it's almost a dream project for an architect because then also if you look at the water this location that's not going to come up ever again as a position it's a very rare opportunity if this property goes and becomes just organic growth you could get things that come along into here that would eliminate any chance of making public access to the water happen whether it be a a you know a hotel or restaurant or whatever it' be it would make it in order to see the water you have to pay to be there and so this opportunity came up so what we did is we looked at the waterfront overlay district and looked at the things that we're trying to accomplish in there and some of the pieces that were in there talked about creating a vibrant place for people to be part of the community so we took that as our as our main um driver on it so the uses that we want to do on here are actually already allowed there's other uses that Ryan was mentioning that that wouldn't be ideal here but there's also a lot of uses that are already there so the restaurant the shops the uh Apartments retail all those things are allowed and that's what we wanted to capitalize on there take advantage of those and that you know once a lifetime opportunity means if this doesn't H you know there couple years everything could change and somebody organic growth could mess up with what the actual vision is because those things are allowed that don't match it so we are challenged how do we create that District within there so um it we it's a mixture of C2 and C3 zoning um which basically just you know the ideas that we talked about those are already allowed into there um within the project area um the next thing we know is people are coming here I mean it we see it in the traffic we see it in and and everything we can't stop it um people are coming here and they're coming here from big cities and the water is something that to me belongs to all the people here and we want to make sure that what we're doing allows as many people coming in to come but come in a positive way and come in a way that contributes the community and and so as we look at you know one example I'm sorry go two slides ahead skipped one Bobby so this is the migration patterns that are being seen right now into the area um if you go to the next slide one of the biggest projects that's can have an impact in this area is the mafa Cancer Research Institute it's the largest Cancer Research Institute in the world being built 10 miles from here people that are moving there it's creating 14,00 plus jobs and where are we going to put them how are we going to support them how are we going to incorporate them and welcome them in the community and make sure that we still hold the fabric of this community true um we know one thing for sure a lot of things take density it is hard for local businesses it's hard for what I call local restaurants so non-chain restaurants it is very hard for them to survive without some layer of density which is why you know numerous uh different agencies and and cities have come out saying like density is a GameChanger but it has to be done the right way and we believe it has to be done the right way but you can't support those local businesses without people here to support them and so that's a lot of what has gone into kind of our initial concept envisioning and what we're thinking through um I'll talk let David talk about District because this is very architecture e of him but go ahead now what we um what we talked about in the office was how do we create a district how do we create uh how do we create enough critical mass um that people say I know I'm there when I'm there and um that's what that's what the charge was so District you'll have you know you have historic relevance uh strong branding strong sets of place uh the community aspect of it you have wayf finding public art um all those things combined if you look at the holistic hole start to create a district a district doesn't happen from one person doing one thing another person doing another another another it's not a great way to create a holistic growth but when you can start to look at a master plan for which is what Master plans are for is with that you can start to create a district a place that hey I want to be there did you go to that did you go to that place and we know there's other places around that have that kind of field I'm in it I know when I'm there that's what we're after is going we create a place I know I'm there when you're [Music] there um we thought a lot about what are the amenities that could be really useful to the community things like child care centers that you know hey not just normal child care but if I'm going to go with my wife and want to grab a bite to eat but you know it's I want to have some quiet time that got a 2-year-old like they've got a fun place to play with actual uh people looking over them local coffee shops retail um I think retail really needs a presence here it's it's it's kind of moving away and and would love to see some of that come back restaurants and choices in restaurants but all have that have the density to be supported and can grow and can do more things um and so there are a lot of things fitness centers outdoor activities things that we we really think are important um and so we've just given some visuals of what some of those things might look like and I won't spend a bunch of time there um making sure we create enough Green Space so when I look at the Waterfront District today there isn't a there isn't a lot of public Green Space the green space is typically part of another property so you have to go into a restaurant to enjoy it or you have to go park your car in it um and and similar to The Waterfront enjoy the Waterfront you're usually having to go sit at a restaurant and and that got me thinking a lot around like how do we create an area that someone who doesn't want to spend a dime can come and enjoy the beauty of our community um and so making sure that we incorporate a lot of green SP space and then activities right like what are things that we can do here that engage the community an active Community um and so things like pickle ball courts and more outdoor areas for anyone to enjoy um so I'm going to jump ahead a little bit here you know again what we're asking for today or what we're going to be asking the council to consider and and what we're hoping for your feedback on is right now it's limited to 15 units per acre and there's really not enough acreage back there to create enough people to support the number of things that I hope we all want to enjoy and so we're hoping that we can get a modest we don't want overdensity we're not looking to build something crazy that's just going to pack people in we want it to be nice we want it to be again just allowing someone that can be affordable right we also lack that middle gap of housing in this community it's been well publicized and we want people to have a place that they can also live but bring some density to support some of the local idea U businesses we want to incorporate into this other thing is the city's uh really been committed to investing money down there um I don't know the exact dollar amount but it's not small and I applaud them for moving forward with that plan to to redo some of the sidewalks back there to put some lighting back in there but it needs more than that and we think that with a project like that it allows the city to take those and allocate them to so many other areas in the community that need it the sidewalks on Bay Boulevard the parks in the in the city right now they're prepared to spend several million dollars on en walks in the lighting and their interior which is kind of shown here their interior they're not on the water and so we think that there's an opportunity for the city to reallocate those dollars and put them to use in other areas of the city that can help everyone as well because the new development will allow this to actually not be needed um which you'll see in the slides we kept coming up other thing here is anyone's driven back there I'm sure everyone has it's dangerous I mean it is the road construction back there with the one-ways the uh narrow walk the narrow roadways limited pedestrian walkways is not very inviting and safe it's not somewhere I want CI walking around um without without my guidance right there and so you know to support the infrastructure we've we've spent a lot of time and David and his team and I'm sorry I need to tell you to flip slides we have technical difficulties at the moment hold on so this display right here that's just tread way coming in yes and we flipped the slides I was not doing a good job of want to flip too that's okay so if we flip one slide ahead there we go so this is the current infrastructure the current road system and it it's it is challenging and so doing some studies and David and his team working with some some outside folks we came up with the next slide which is there is a better way to do it um there's a better way to do it that it allows for safer um traffic allows for more pedestrian walkways allows us to potentially actually get like a golf cart Crossing across 19 by making that intersection safer and then you can start thinking about things like tying into downtown Newport Richie because you can get across on a golf cart um so we we've spent a time looking at how can we help support the infrastructure that can then support the different visions that that we've thought about but then also the visions of the community um as we get feedback from you all if you flip the next slide so this gives kind of a snapshot of what like an entryway can look like um and making a safer more inviting environment for both traffic flow and pedestrians I won't spend a bunch of time here but kind of coming in around a central roundabout which can allow for access to all the different businesses that can be there all the different restaurants that can be there um that'll allow it to be done safely uh as go to the next side we start to talk about the Waterfront and so as you go one more forward we've really focused on Green Space and Boardwalk we think a publicly accessible free of charge Boardwalk along the Waterfront will allow anybody that wants to go enjoy the water to enjoy the water any time a day um think about more outdoor dining options um again giving people access create a sense of community a place that people want to gather people people want to go to um bringing in things like farmers markets um within the vision and making sure that there's enough Green Space to support that and have have farmers markets right here in our community a place that people can walk to um with that some of our vision here and trying to start incorporating the fabric of of I'll say of gildogs and what they've built is bringing that outdoor entertainment and so you can do things like movies in the park but then you can make it friendly for everyone you have concerts in the evenings concerts on the weekends you can do things that continue that fabric continue that that entertainment but also bring a different level of of what I call inclusion where everyone can enjoy it regardless of what it is that you want to enjoy um and then you know kind of envisioning building in you know what we we would call here and say it lightly but you know kind of gild dogs too and keeping some of the original fabric of gild dogs too making sure that we don't lose sight of how important that is to the community but really giving it on the next slide you know again kind of similar Fabric and and similar makeup but maybe bringing in and potentially bringing in some more indoor seating so you have a mixture of outdoor and indoor but still a lot of recreation outside um and and enhancing the view of the Waterfront so as we go to the the next slide here and you flip one ahead um creating an atmosphere can enhance the view of the Waterfront um and one more bringing in additional you know kind of Boardwalk View and what that can look like with whether it be uh you know a coffee shop an ice cream shop things along the boardwalk that people can enjoy if they want to but take in a full view of the water um and I think with height you know with height allows for parking first and foremost I mean parking down there is a challenge and height allows for parking because you can build structured parking that's available to the public with that you can also have residences that are are nice but you can get something that again is publicly accessible so I think of publicly accessible on three tiers there's free and everyone should have access to that there's free there's the boardwalk there's walking along the water there's enjoying the views that's free there's then hey you know what I want to have a beer I want to have a bite to eat and you need the restaurants there that are along the boardwalk that can support that but then there's the sunset and so you can have the publicly accessible restaurant on the rooftop that gets a sunset 365 days a year that anyone can come to and anyone can enjoy and so that's kind of the vision that we have but again these are just Concepts they're Concepts that we think about as we determine whether or not we can get zoning that would even allow for these things versus keeping us confined to what we see along 19 today to what we see everywhere today that's what we're combined to with the currents current codes um so another view it's same slide as me and last slide here this slide is on here for a reason this is the slide that's been taken and and it's it's been put all over social media it's been put on every different thing this slide's intention was to just simply show a view of the beauty of the downtown this is not meant to be what the project is the project is about bringing more businesses more restaurant options more access to water that is what it's about I live in this community been in this community as as Jenis said since 2010 no intentions of going anywhere because I think it's the most beautiful place we could possibly be but we'd love to have more things that we can do here locally in our community and figure out a way to support them and so this is not the plan we don't have plans these are Concepts Visions but they're only Concepts and visions that can be accomplished with the support of the city and some some changes to the existing code and so hopefully this uh gave you guys a a more Insight real insight to what we're talking about versus anything else that that's being spoken about but what we're really thinking on this project um and then I think from there we just open Matt can guide me you guys can guide me we just open up to questions yeah we're gonna start here goad so what is your target um per square foot uh sales price that you're thinking for residential for example all ideally I think we want to hit in the Middle Market like right now there's a lot of places out here that are beautiful but not affordable for a lot of folks and we want to be in that range for someone that's I I think kind of a combination of supporting the employees and the workers down there with housing options that are close that are affordable and then call it kind of middle range but we haven't gotten to that level yet because we don't we don't know yet what the the plan is we just know that to do the vision and the things we want to do we have to have some changes the height and density but I think anything you add oh yeah and and they won't be for sale there'll be some for rent those it'll be mixture is kind of how I view view it so they're just going to be rentals is what you're thinking no so I think it's combination combination ideally but we don't know I mean we're far from exploring that because right now it can't support it with the code so like there's there's really nothing we could do right now right but I'm just trying to get an idea is it what level of clientele or what I'm just trying to get a range because if you tell me 200 that's very different than 400 but you must have some type of vision in mind so that's what I was seeking to understand yeah no fair question I I think in the ideal world it's a combination of both of those because right now you have and and it it's like anywhere else right the Waterfront condo or whatever is probably going to be that more for 100 range but the just offthe water apartment can be more that 200 range on a rental basis I think it's a combination so that everyone can enjoy it I don't think it's one set price we're looking to go there at all but it actually hasn't entered our mind we we're here now at the phase of like we want to bring more access and how do we do that and do it in a way that's economical got it and and what's your think I mean obviously we have a very bad homeless situation and I've been you know lately doing quite a bit of traveling and I go to beautiful cities and there's beautiful Parks but there's camps everywhere of homeless individuals so what you're thinking there these are beautiful spaces conceptually it's great but when I look at some of those pictures I see little camps all over the place or more places for I'm just being really realistic I love the city too but I I am concerned about that as well as a citizen here that we could have more crime we could have more homeless and it could be a gravitational pull towards things maybe that were not desirous of it's always nice to look at a vision and you're looking at the best case scenario but how are we realistic in our thinking and what your thoughts there yeah so we're very very fortunate in this area um Pasco County has one of very few very highend abilities with the pasal county sheriff's office that they actually do architectural planning and site planning around just that to help you any Builder anyone coming in to understand the the tactics and the things you can do to continue to maintain safety and we've we've had I call it very early discussions with them but we are going to welcome them in to help us as well as the city of Port Richie the city of Port Richie police we want it to be a wellth thought out plan around that because it's a very real concern just think it's it's not a dissimilar concern that I have today with how it is today um and I think as mental health struggles continue to happen we need to find better outlets for these folks um to make sure they're safe and and getting the the help they need but without that guarantee we we are incorporating and talking to you know folks that are experts in just that one other comment on that was um one of the best ways to do that one of the ways is eyes on the street people out and people living in neighborhoods too and so how we set up the public space how the lighting is how people are viewing it how the apartments are laid out and can see those see all those spaces it's a big win when you can do that if it's just things that are only open for a certain period of time like you can go into downtowns that close at a certain time of the day not not great place you don't want to necessarily be there afterwards but when people are living there socializing there staying there living there going walk in their dog eyes on the street density makes a big difference you had made a comment that right now it's zone for 15 units per acre what's your target uh we're we're asking for 60 I I think we we can we can bend on that we can move on that a bit um but that's about where we' like to be that's all I have um right now the code is for 72 feet what are you looking for I mean that's that's pretty high right 72 ft what six seven stories yeah I think the the the thing to consider there is at 72 feet nobody has a view that's on the other side of the No No I said if I'm standing in front of a 72- foot building I can't see the water and we're asking for more height so we can set back further off the water so we can create a boardwalk for everyone to be along the water that's a key empathy behind more height because to me 72 ft or 100 ft doesn't make a difference if I'm standing in front of a building trying to look to the water and so we can create the same density to support all of this by going coming off the water to create that boardwalk and that would allow us to give everyone access walking along the water versus walking on the inside of the buildings and so that's a lot of of the ask there is to get get higher so that we can move back more create the same type of density create the same number of retail shops stores markets Green Space without having to sacrifice any of that right if to support it economically and and not I we we're not doing this to lose money I'm going to be very clear on that right so I I I certainly hope to not lose money but to do that economically and preserve the walkways in the Green Space we need more height so where are you looking you the that picture is not that's just conception that's not yeah this is where you looking to put this 100 foot or whatever CS out where you're looking to put on the property that's on 19 or on the property where gild dogs is right now what is your well you want a vision so what's your vision yeah I think uh be more density on the 19 property in perfect world or density on the 19 property um a little less density on the waterfront but I think the both places but yeah both places I think you need a mixture of both I think you need Waterfront and you need to have access for people to live there on the waterfront I think there's also opportunities as whether it's us or another developer after us with a lot of the open space that's in the middle there to create additional options for parking and and structured parking things like that and and if you're going to do structured parking that you're not going to have to have everyone pay for you need to have residents above it you need to have retail below it otherwise everything's pay to park and so the height allows the flexibility to do a lot of those things you had a lot of ideas about Green Space in there not a lot of green space down there so that's what I'm we I mean you have this you didn't include Seaside or seile whatever it's called now you didn't have that it's that one strip right along the canal and then you have gildogs and then you got the five acre five acres right in the in the 19 is that correct yeah just under six yep yeah something like that so where did your green space I mean so the idea is not to stop here but we can't continue to invest the dollars that we've invested so far we can't continue to invest that we can't continue to look to acquire the other properties without any certainty that we can do things to create the Green Space to build additional retail Sal shops to beautify the area we can't continue on without knowing that is is very very truthful honest answer right well that's I appreciate opportunity is there we can't move forward on that opportunity until we kind of know what the appetite is of the city the residents what is it that they want and can we make it make sense economically um because it can't make sense economically it it that was the point I was going to make the point was there's an awful lot in mind that's not going to fit on that property oh yes obviously your vision is bigger than gild dog's property in order for all of this to happen including the Green Space including the restaurants including all of it that's correct but you have to have a a motion to move forward before any of it can happen yes yes I'm Cynthia so the first I have a couple of questions here the first question is can I get a copy since I'm the secretary here I'm trying to keep up and and make notes and stuff can I get a copy of a couple of these slides so that I can put them in our presentation I think Matt has the whole presentation okay perfect um so you you said that you need to go above the 72 feet how far are you're talking think that depends on the community I mean Bobby what do you I I think we've refer to David because I know we've studied different we studied a lot of different things it depends on do you want more apartments for more people do you want less Apartments more condo style living structur parking yeah structured parking having that so I think there's a lot but David yeah one of the ideas on the structured parking obviously parking's an issue and if we start the more restaurants we bring in a restaurant could need 100 parking spaces or something like that we might be only adding 15 units on a floor or something like that so the the 15 units on a floor aren't the deal on our parking counts but to go restaurants and bring all those shops and that's where we need the parking movie Nights all that stuff so what's what happens is if we end up with two or three floors of structured parking and we can only go to 72 that only those two two floors of apartments up above that's not enough density to go ahead and make the project work nor is enough density you know besides Financial but it's also just a density to have people in the area to make a coffee shop work so we know we need to go up higher than that so at the height right now we'd end up with two or three floors of residences above the parking garage to do the parking counts going up another couple floors doesn't really add our parking counts it's only you know we might add 15 parking spaces at a floor so that number isn't very big we look at that way so the parking is actually one of the big drivers on the project is to get the parkings to work so we say we're not exactly sure yet when we did whether we're four or five stories or five stories up above a parking garage somewhere in that range that's where the numbers seem to start to make sense with the density to give the park space back so that's really what some of these images in general are showing something like that so you're talking around 100 110 ft that's the range yeah Caroline um my name is Caroline um and I just have a few questions so I see the slides are very modern and for me it doesn't have that like mixed old Florida charm how would you guys incorporate like the the way it is now like the small town feeling with this modern concept so first can we flip to the next slide right thank you um uh so that I think it's that's that's the feedback we need right these are are just putting pictures as right called placeholders right more than anything um I think that's the feedback we need I think we've got to be conscious of the community and everyone in the community and so I I don't think we perfectly know yet um I think there's there's blends of that there's elements that need to incorporate the the fishing and and Wildlife areas there's I think there's a balance of elements that's needed um and so I think those are all things to be explored once we then really start exploring what we can actually do within the code okay know it's in the code then we can start saying okay let's let's test what what what looks good here how does this look here and start looking at the different aspects I mean I think you saw the one rendering we had of the one picture we had that showed how we incorporate the the TIY hot feel of gild dogs there I not necessarily fit in with the other picture but it's important to the fabric of the community and important to everyone who's been a patron there and and the support that that that place has brought to this community for years um so I think it's it's a balance and requires a lot of feedback from people and to me those things are less like those are less economic decisions those are more personality decisions and and what do we want it to be yeah I come from a big city um in South Florida so that's what it reminds me of you know Metropolitan over there and everything living here it's like that small town feel you go down to Newport Richie downtown you still have that charm here it's like this highrises and everything I like it but it's really fast so to me if you another question is like way to my other question if you had to pick a type of style or property or something that's going to be there is it going to be more residential in family or is it going to be more retail with restaurants night life things like that cuz that would make a big difference is it residential at a certain time they stop or is it going to be you know restaurants 2 3: in the morning things like that what what is the vision because like you said once a developer comes in it's going to sell it more how does that work for me family and Community Family and Community okay yeah and local it's not close it's family and Community okay and whether it's new people coming into the community or not like we we can't ignore the fact that there are people moving into the community right and so to me it's not just the community today it's the community tomorrow it's it's my daughter's generation of the community but it's community and that's like that's the Northstar City Life or is it more fishing I don't think we are City Life here right like we're not City Life the concept is city life allowing some of the amenities of City Life okay to be here so I don't have to drive to Tampa to have that come here if I want to have a quiet dinner in a nice place here I can come here if I want to have a concert a show to go to it's bringing some of the amenities without what the city is which is why like the reason none of us live in the city but it is painful to have to drive to the city to get some of those amenities correct okay um I have any other questions all right we're gonna take a discussion to the public the first one signed up is John St Martin up to the podium you got to say your name and address you can and everybody you everybody will have a chance to talk don't worry okay even if they didn't sign up even if you didn't sign up you're fine to talk I'm John St Martin 5419 miles Boulevard I am on the First Street past gildogs um miles Boulevard and Hayward so I'm on the other side of the Waterfront part I own a property on the lot that's going to face everything you're doing there um it's a third acre plan on building there eventually I live directly across the street I've lived there since uh 1994 February so this February I've been there 30 years uh I built the house myself um come to a lot of these meetings over the years um and always the same concerns come up I do know we have a new council members and we got a fairly new mayor and some of the things that always come up are habitual and the same you know we go down this road and then we change things and it doesn't end up where we want it to be so we have a plan for a Waterfront District an overlay there and it was all conceptual I applaud you for talking about the lighting and taking over on that but one of the first questions I would ask you is are you going to carry that all the way down to the marina past catches or are we still going to be paying for that as well and the infrastructure um when you I don't know if you you've been here a while but our water department is in big trouble I mean our water lines are breaking they're rotted they're pitted and they leak all the time and we are not replacing them we we are banding them I mean constantly banding them and I don't know about you but you're going to have nice drainage one street over you know what I got we've got ditches on Waterfront Lots we have ditches for drainage we don't have storm suers we don't have any of that so you know when I look at this stuff I want to make sure that our infrastructure is going to be able to handle it I look at the water department I want to make sure the drain the runoff all that's there and I'm telling you right now I applaud you I think it's great because that's not the only stuff I have in the city my business is in the city for 30 years I'm right on Washington Street my air conditioning Electrical Company I own 1.6 acres on Leo kid and pine Leo kid and Sunglow so I've got a lot of plans and a lot of ideas too and I think it's I applaud it um but I don't buy into the affordable housing either an infrastructure at 100 at 100 feet I do a lot of building I do a lot of I got my own investment coming you're well it's not going to be affordable and let's just let's just say it's going to be a half million and up you you got concrete and the foundation and you're building to wind codes and you're up against the water so conceptually it's impossible so we need to face the fact that it's not going to be affordable and I'm not fighting you on it and I'm not saying I'm against it either okay I'm just concerned because of where my property is and what I got to look at and what I got to do I'm not saying no to it I'm just you know I'm just putting all that out there I worry about how this city responds to what you're doing over there and what the end result is because we had a plan in place and that's what I worry about I uh it's a valid very valid concern and what I appreciate I uh have been riding bikes down Bay Boulevard and have my daughter riding in the street when she was five with a helmet on because it was safer for her in the street than it was on the sidewalk it's not just there it's everywhere but nothing we have done has changed it a project like this generates millions of dollars in taxes and impact fees and things retail people coming to the area to enjoy it it generates money for the city the city cannot continue to survive on the tax revenue it generates and we've proven that proven it for the 14 years I've been here it can't so to improve those things we have to have a way to generate revenue for the city because I want the same things changed as you do I believe me like I really do and those there are so many different things we can point to but we need the revenue to do it as a city and this project or a project like this can bring a lot of Revenue to the city I talked about the dollars being allocated to the sidewalk like that frees up a lot of money to be used in so many other areas we need it there are a lot of areas of need within the city and we haven't done anything for as long as I've been here and so if we don't start doing something I I I don't know how it continues to go the money that looking to be invested here can can jump here if people are coming we know people are coming I mean 54 14 years ago was a lot different than it is today I think that Ridge Road's not going to be a lot different in 14 or 15 years that I think is kind of crazy but if if it can't support it to think the 52 is not going to advance it will it'll jump past us so we need to do something that can generate the revenue this city needs to continue to support the people of the city and so I I 100% sympathize with you on a lot of the things that need to be improved it's just I think the the council the mayor C managers their hands are very tied based on what Revenue they have to work with anybody anybody else P um the picture that you had taken down and the things you talk give your address uh address for the 213 Bay Boulevard uh the picture you had taken down and the things about the whole Waterfront uh gild dogs does not have waterfront property they got a little canal with a walkway going down by are you talking about buying seile SE uh Seas the old Seaside as well huh so you're talking about buying all of that no because because okay but gild dogs does not have the Waterfront that you're you're presenting here that's where my question is so unless you're talking about buying other things I think you should be more upfront about where you're talking about doing all of this um the other thing uh I'm glad to hear you say I read the article in the Pasco news where they said that work had to be done to align city codes with the project wants and needs and my first thought was how come your project doesn't need to align up to our city codes which I know for what you're wanting to to me that was a huge red flag uh that we are going to have to align to you you don't have to align to us and and the last thing you mentioned and I'm I'm not against you guys but the last thing you mentioned the influx of people coming in is not Port Richie's responsibil ability to house and facilitate and everything else it is not uh and I know if this whatever this thing goes in our taxes are going to go up our property values will go up but if I don't want to move my taxes go up my insurance goes up and it doesn't help me uh so unless you're going to offset our taxes somehow you know and uh but anyway I I have some red flags here and and uh my concern is up up until now I didn't know you were buy you were going to buy all these other properties businesses out there I don't know if you're talking about Whiskey Joe's and uh Hooters and uh whatever else you're talking about but gild dogs does not have the property to facilitate what you're talking about so can you be a little more upfront about that please absolutely yeah 100% we're uh our vision is based on the properties that are actively for sale back there are their Seaside is for sale the casino boat and all the associated properties are for sale we are talking about those um the current restaurant owners that are back there are very excited to see something come in that can be more more public Friendly restaurant friendly so the folks that catches we've we've talked to them we've listened to them we've listened to what their pain points are what what would help them we we are actively trying to work with this the the existing businesses and the city to make this feasible it's just not something we can financially move forward on without without that um I think to your point about the code is very very fair um why don't we conform to the code because economically financially it it can't work we we I'm not in the business of of of losing everything I've worked for um so it has to be able to make sense economically to in continue to invest in that area continue to invest in this project um we've put a lot in so far um with the hope that that we can do something transformational um that brings a lot value back to the community but but that's the reason why we can't conform to the code is because it for the the dollars that are being asked for back there for these properties can't that's and I think that's largely why I'm them haven't sold a lot of this hasn't changed and we still have a lot of the same spaces down there that we've had for a long time I mean I I can't again tip my head enough to to Eric and like how hard he's had to work to make that work um and he's had to work extremely hard to do that and and we want to work extremely hard to make it so that not just us but anyone else coming back there to do something can make a good living running their business doing what they want to do and to do that you do need things like density you need height if you want to open up the Waterfront because you can't make it make sense economically without pulling off the Waterfront and doing that if you don't have more height and more density it's just it's it's just the financial side of it that the other things that can make it financially are waiting for like a CVS or one of those type of things to take it because they will pay the premium for it use storage CVS's 7-Elevens those are the type of things that can pay that kind of money for it so if we want to make it something that adds to the community other things need to happen to go along with it to make it happen yeah to be clear I can't pay what 7-Eleven pays for the property so microphone microphone gota go in the minute sorry I live on Bay Boulevard and I know they had that walk for cancer and the city had to come and put cones on all the bad places of the sidewalk so people didn't get hurt I get that but I don't I'm having a hard time embracing that you're our answer to that and if we don't vote for this then CVS is coming in 7-Eleven is coming in and all this other stuff I don't buy it and uh uh I understand but man I like our little Community I really do and I like gild dogs and whether they stay or they don't um but some the the pictures you produce there are these huge highrises uh on the waterfront and that's something that I don't know for me I I'm not looking for that uh I one of the reasons I moved here to Port Richie was the community and the feel of it and man I'll live with bad side sidewalks if I have to if I can have this feel that we have here but uh and and I don't know your financial situation whether or not you you can't afford what 7-Eleven or doesn't or I have no idea but I have to take your word for that but I love our small community and I hope you guys will vote according to what we want not necessarily according to what they want not saying you guys don't have a good Vision or have a good idea but that's just what I think I think that's that's fair right is there anyone else that wants to speak hey so I uh i' I've listened to it and I do caution everybody I agree with you uh you do need more height than oh sorry Todd McClary 8731 Betty Street that's right uh anyway so I do agree you do need probably need more height to make a financial sense uh if you think about it uh no residential units can be below the flood plane so you're already starting one story up no matter what parking you need that has to go on this uh space or on the property that he's building on unless he has some kind of agreement to for off street parking which or off-site parking which I don't think you'll get it in that area uh the concern I really do have and the caution I have is you're going after 60 units density that's quite dense uh for that area I understand that you're promising Green Space and you know I agree with you the it you know what you what we saw was a great Community effort was a great Green Space and a good blending of building and um Green Space so the entire Community can use it the caution is you don't control all the properties in the area so if you change the Zoning for the Waterfront overlay District that's all of the properties in the area including the ones you don't control there's nothing saying that another developer can't come in buy them out from under you and put in 60 units per acre not promising the Green Space so I'm not by all means I am not against your development I think you have a great idea I think you have a good vision for it the problem is when you're going and asking for an changing of an entire area of areas you don't control the city doesn't control a lot of people don't control there's risk there um so you may want to take a look at making some changes overall suggested changes overall to protect that vision if you can so there's other flooor area ratios that can be analyzed and you can look at a whole different areas and Council can do this everybody can do this to align it to the vision of what Port Richie wants if you want the mid Rises because those are really mid-rises at this point they're not highrises um Mid Rises with green area change and you are willing to change the codes change the codes to what you want to see not necessarily one part of the code that gives you 60 unit per acre density which again you change it to 130 ft 60 unit per acre you can get quite a lot of units in there I mean just on the gild dogs you could get almost 500 units just doing the math real quick that's a lot of units going in that one area and you got to find the traffic for it too so I do caution if you are going down this path and I haven't said which oh come on really yeah it didn't happen for anybody happen for anybody they didn't go through they didn't go through it I do say if you are willing to make these changes be careful what you're changing it to because there may be some unscrupulous developers who just want to make as much money as possible and densify it as much and you got to be very careful with the changes you're making I think you need a spot on the team um because it's a great point and what we're asking for is the changes to be made to this property we that that I think is important and to your point we we certainly don't uh aspired to stop here but the the changes we're asking for are to this property that the yellow one outlined in the beginning I I'm not an attorney so but yeah Seth capap 8150 and 8200 Old Post Road uh first if I brought this presentation I thought we're getting an actual presentation what the division was actually going to be not what we think about it uh if I brought this to my bank as a lender they would have they would shoot me out the door let told me go home um number two now just with this last storm and this hurricane didn't even hit us right we saw a lot of flooding in the area I saw nothing this presentation about helping the mangroves that're in that area nor where their water displacement is going to go because as we know water goes somewhere if we build this right it's not going to go into gild dog's property it's going to go in my home again okay and that hurc a't didn't even hit us so I want to see environmental uh addendums in this uh some sort of money going towards Environmental Protection um number two how we actually to get money for the city is through property tax not retail brick and water is dead Okay retail goes to the county so taxes property taxes which we pay right goes to that now if your property tax goes up now everything right now as far as condom are concerned are going about $200 a square foot okay and I know the Next Generation our kids can't afford that right so we're talking inflation right now is out of control big high-rise condos that going to be in that area so um you're going to see a lot of issues with um if you're biking your kids need to cross 19 90% of the residents who live in poric live across 19 so this is not accessible for biking um I think that's about it D all right that's all I got yeah hi I'm Laura kuchus I live at 8211 Bren Street in Sand Pebble we were given a totally different presentation than this I'm sorry we were given a totally different presentation than this I specifically asked how high and they said eight stories I can't imagine having eight stories over there I can't imagine the traffic I can't imagine the fisherman we went and talked to people over there they had no clue about any of it we're talking about traffic on 19 that isn't able to handle it already as far as the housing goes there's houses being built all out Ridge Road all the way to Moffet it's on Hudson Avenue the same way they're clearing land everywhere there is housing going in for these people that are coming here that little area is already dense yes we need sidewalks we need lighting I get all of that but there's other ways to get that you could do a penny tax people wouldn't scream about that so that we could fix these things this is like a little Clearwater Beach I moved I lived in Indian Rocks Beach for 50 years and I left there because of the development like this I came here and I found this little fishing Village that I fell in love love with this is not what I want I don't see any good coming out of this other than somebody's Pockets getting all of the money the Green Space we have a park right there we have gild dogs most of that is free already yes they do require you to pay for a concert every so often but those restaurants are packed all the time on the weekends I go there all the time I love it there when you gave us the presentation you wanted the whole place you wanted underneath the bridge over by the Crab Shack you wanted you talk to us about putting in a parking garage across 19 so this is nothing like what you told the Sand Pebble residents which is disconcerting because that last picture you showed was exactly what you indicated to us that it would be like and I specifically was the one that asked how high and you said at least eight stories that's unreasonable in that area it doesn't even go with the flow of the City by on the with a pakuchi river that's not that's not the way it it is presented it's a nice little fishing Village right now I feel really bad for the fishermen because we talked to them they were totally dumbfounded they had no clue we went to the bait shop they had no clue this is going to affect all of that entire area the only place she wanted to keep was Hooters and um [Music] catches I I I like to address that the reason why we have a different presentation is because I think it was missed by a lot of people I'm not on social media I don't have Facebook but I've been getting pictures from people non-stop asking about it and was missed in that and we want to make even more clear here this is all conceptual this is all things that can be done with a change today way the code is we can't create a boardwalk we can't create a waterfront access area we can't create the green space and eight stories I think is about what you calculated when you walk through with the garage the going up that's that hasn't really changed I don't know how high that is um but I think that's in the realm Am I Wrong Sand Pebble six and I think Sand Pebble is about six stories um so it's not going five four and five so that's that's what we're talking about but I want to make that that the reason the presentation is different tonight is because I did not make it clear enough I guess that this is all Vision we can't do any of this we don't own a lot of the property back there but it's a vision of what it can turn into if we allow allow it to support the Next Generation the next business that wants to come in the next restaurant that wants to open hello Brandy Goyette Port Richie adjacent 9221 coachi Slane I am completely opposed to this and here's the reasons why um basically it's you're asking them to change the code they're asking for that the reason these codes are put in place is because of Vel opers that went and built rough shot Ram crazy all over this County creating issues where we have pipes where we don't know where they are in the city of Port Richie we have electrical wires we don't know where they are in the city of Port Richie as well as throughout the county we have infrastructure issues and we're facing a water shortage throughout this County that nobody is addressing but yet he wants to put 1,500 people based upon the calculations that I've been doing in my head on a 15 acre parcel that's ridiculous 450 well based upon 15 units per like thing we're looking at 1500 people on a 15 acre parcel that's a lot of people that's a lot of traffic that's the infrastructure none of you have when we talk about the water shortage that's happening the reservoir is already almost empty when we talk about all of these things and how the people are coming here nobody's planning so the question becomes will the city be paying for the expansion to the wastewater treatment facility that is going to need to happen will the city be paying for more water and sewage access and pulling up of the septics that are currently leaking into these Waters will they be paying the environmental impact fees when they destroy the mangroves that are there and are part of the protected seagrass portion of that Waterfront because they're going to and asking you to change the code I would like to remind you they're all from Ohio Ohio is the reason that we have the EPA the Environmental Protection Act is because in the 1970s in the state of Ohio the rivers caught fire because yeah everybody's like oh yeah go Blue Michigan rules real I want to make this is public comment point of order so this means you have to listen not debate yeah I want to clarify I do live here I know but you're from Ohio I'm like looking around I'm like who wants it next I'll take it next okay hi Sherry share 7802 Davis Street uh I am against this project because we are a small just going to snowball from there um I understand your vision we don't have a school you're wanting to bring in family we don't have a school for kids all that stuff we don't have this this is our that things are done right if this is done but you know we we all have a tendency to move to a great area and then think that we ought to close the door behind us you know no one else should be able to move into the community after we do um you know you talk about how many people would live there how does the city get its money to improve infrastructure it's through taxes and you know what was the number, 1500 more people imagine 1,500 more households paying taxes what that could do for our infrastructure so it you know everything has upside everything has downside um I I just want people to consider you you're hearing a lot of the downside consider what this could do I mean I love to boat um and I'm quite frankly tired of you know two miles to a gallon having to go down you know 20 miles south of here to get a decent uh meal as I'm boting uh what's the attraction of the area it's the water but yet if you drive through Port Richie where's the best part of the city it's where the new development's taking place you know are are we we're we're stuck in the past on on the west side of 19 I feel like and this is an opportunity it's a local person it's not you know some investor supposed to have a meeting once upon a time but that never came to fruition uh I am a longtime employee of gild doog and we were really excited to hear you guys come around at first um we were under the impression that it was going to stay as is and nothing was really going to change so you could see how we were a little taken aback when we saw the pictures from the Sand Pebble presentation um so that kind of uh really uh hit us all emotionally we're having a really hard time um communicating with our staff what's going to happen what our future is going to look like so that sucks um but beyond that um you know uh you mentioned a lot of Green Space um I saw it in that I also saw another presentation um that was I think 49 pages long um that was a little more lengthy a little more in depth if I could share some of those figures the numbers I'm sorry I'm panicking um the numbers that uh it looks at says residential required uh residential places that they would like are 1,2 units and that's on the port uh no that's wrong it's here you don't know that land understood but that's your goal right that's your goal and then another 150 units on the other side of 19 with a 2800 parking spaces on our side 453 spots on the other side it's beautiful don't get me wrong I think that it's beautiful but I think that it screams my Beach I think it screams Michael Kors I think it screams Louis Vuitton that's not us look at us we're small and quaint little people so I mean and I would challenge you to show me where the green space is on this photo because I don't see it and you know that makes me wonder again with the mangroves the Ospreys the Beavers the otter the dolphins all of that beautiful stuff that we have around here where is that going to go because this looks like a concrete jungle and that's not what we want hi I'm Mark King um I am a property what's your address address sorry 8820 Corman Lane so my wife and I moved here a few years ago um and um so we we own uh the scuba shop we own uh kayak rental we own a boat rental company we own uh boogie boards and we own jet ski rental company um and we operate out of the gild doog so if the gild doog dissipate so so does my so does my family so does my family and I don't know what type of timeline we have and what type of uh xfill and entrance strategy you have for employing other employees that may lose their job if if they're if the companies go away I mean what's the timeline for that um you know and what what's your plan if we do lose our job and we do lose our Our Land we're going to lose our land um what's your plan for us are you going to relocate us you going to help us uh get get Another Place Another shop what are you going to do with the other employees that are going to lose their job can they can we work while this thing's being built you know doing other things are you going to have them come back when everything's in play I mean what's your strategy there and and then the dredging so which is sadly needed in that area um so that's have to say what what's your plan for me um is is that gild dog going to or do you or your LL LC that you own or operate or move out of or any of your friends and their friends LLC on taking down the gildogs [Music] so I think again our our goal is to keep the fabric that is has brought the community together to keep it going we need to understand what we can do before we make any of those decisions but in the interim we have been extremely open with the current ownership that they can stay they can continue to operate and rent until he they no longer want to because we know it's going to take us time to figure all of these things out and to figure out what we're going to do the hope is that it's it's creating a lot of jobs it's creating a lot of opportunities and happy to have conversations happy to talk through it right now we don't we don't know what we don't know other than that we're we we've given the current ownership the flexibility to continue to operate the restaurant out of there until he's ready to step down from running the restaurant and then we'll work with you all and and we'll keep you guys posted but we don't know we don't know what we don't know I think that's the the key thing I keep saying is this is just trying to get feedback trying to show a vision trying to show what can be accomplished and what it can do for the city what it can do for the city's residents but is it your intent to take the bu off down intent is it it it it absolutely needs work it needs investment there's there's no question about that um the the boardwalk has to go so as exist today I doubt I doubt it'll be the exact same thing I don't know what it will be tomorrow but it it I live here I want places to go I Point Drive and um I uh I'm what's coming to Port Richie I am uh Avid kite Surfer and I think this is literally the best water in the country and I've Been Everywhere it is the best water in the country for kite surfing uh if you guys see me out there wave I'm I I'm not out there enough um but I have a lot of fun here I grew up in North Fort Meyers in the 70s and it was a small town at looked a lot like this um I'm a city guy now um I grew up a little redneck I'm not that anymore I'm an investment banker um I'm going to be here this is my forever house and I love what Ryan's doing I think this thing is great yeah excuse me don't interrupt him okay let him speak you can I really I really love what uh what that what this could be and what this could do for the community um I think it really would uh you know upgrade it I think personally that that empty RV lot is a blight uh you know can't wait to see it go I certainly don't want to see another one come in that would be affordable housing that I don't want uh and I would uh really welcome an upgrade in our entertainment and restaurants um I do go down to the Capitol Grill you know probably every other week I'm not asking for that here I I love the seafire that came in I think that's the direction that we should be going in those guys have some work to do in the service but it's getting there um uh my question is uh I have heard about a uh uh a boardwalk That was supposed to extend all the way and connect us to uh Newport Richie and go under the bridge I'd heard that there was allegedly state or County funding for that I'm not sure if those rumors are true or not but you know is that true and how would that impact this uh you know um is there any uh support from the from the county to help the city uh improve this as well so I'd love to know the anwers to that I would too I've heard those same things um um I don't know where it went but we don't have a board 12 13 years ago that there was County and state funding um I I don't think that I want to rely on that considering it was supposedly here 12 or 13 years ago I can answer I can that a little bit that that was a discussion um between the county and Newport Richie ort Richie preco maybe 18 201819 there was um talked about going under the bridge the 19 is a state road we cannot go under the bridge and then there was problems because we wanted golf cart they won't allow that because it's State Road um there was a lot of discussion about that that is really a county driven not a Port Richie driven project so um there's been a lot of discussion about oh excuse me Mr cop the city manager has something to say yeah yes you absolutely that there there is actually a project um on the county no's uh priority list for projects it's one that has been talked about I'm not sure I not sure when it started um it's approximately about four and a half million when it was last talked about three years ago I think it was that's probably somewhere north of six million today um there is a possibility that that the county and both cities can get Federal funding for it but not 100% so there' have to be something worked out with the state with the county uh to get that uh money but there is a project but it's County driven not Port Richie driven right it's correct uh it currently is in their planning office so that's who's kind of keeping it alive but you know to get it to move forward it's going to either have to be us or Newport Richie or a combination of both to move it forward okay thank you yeah just one more comment is you know I I think what Ryan is presenting is like a tradeoff of you know we'll trade some access to the water uh in exchange for you know some uh changes in the code uh I was at the Sand Pebble presentation and saw it it was very aspirational to you know grow it uh uh and what what occurred to me at that time was huh you know isn't there an effort to you know kind of tie this all the way into another City Newport Richie to to connect us which I think would be great uh and you know uh I built the most modern house in the in the county and in the city for sure so you can tell where my tastes are on uh on Bard uh and I get that not everybody aligns with that but isn't there a way as a community that we can to take this in baby steps like okay if if a developer does want to trade you know some Public Access for uh a change in the code you know would we be open to that and then there's things like environmental impacts I think there are some great points about that uh economic impact like how would the infrastructure work those are all great questions but you know could we not take that incrementally or do we expect a developer whether it's these guys or anybody else to have to spend what I think is probably millions of dollars to get those answers on a Whata and we don't even know if we're willing to take incremental steps like how are we ever going to get something better than an empty RV parking lot if we can't take incremental steps to get a better project uh you know in the city thank you who'd like to speak next is there anyone else wishing to speak back back here hi I'm elain makoni 5940 Lantern Court excuse me I am just so confused tonight okay I saw your presentation I came here with a totally open mind it was the most vague presentation I have ever seen in my life I know hope for I'm just totally confused now putting you aside when I look at the council what I would love to see from you folks you got that downtown area there that you want to develop how about a plan that the whole city agrees on maybe we could have some sort of a boat or some sort of a something out to the general public where we'd all have an impact and and an idea of what we want we agree on that we'd be much more open to somebody like you that would come in and fit our plan okay I am just totally confused at this point in time I just couldn't agree with anything at this point in time because those are pretty pictures that looks like something down at St Pete Beach I don't see the land available to do your concept I understand you got to go at least eight St is high and I appreciate that fact I've built businesses too I understand that and I want you to make money I want us to be a beautiful city but really we got to have more impact from the Imp from the council here you guys got to make a plan first we're the we're the agreement before we can go forward with this there's a lot of people that have a lot of concerns it's just not being addressed tonight and I just would like to see you all address it thank you so if I could to that point um the city council has authorized ver fa team to uh put together a public engagement process that uh we just had the kickoff meeting for that last week I have another meeting tomorrow we'll probably uh start public Outreach sometime around the 1st of May uh sometime between the 1st of May and the end of May there will be a uh open house where you'll be able to come in and uh give us your ideas your thoughts what you're willing to look at what you're not willing to look at uh you know what the priorities should be within the the WOD District um I know when also the other point is watch our website watch our social media will be pushing out a uh preference uh study I guess that will allow you to give input and on online as well so over the next month you will see a a a very robust public engagement uh process to try to get that input because in the end city council is going to have to make a number of decisions here um and that process is one that uh you know once the the public engagement is done they have to make a decision if they're even desirous of making any changes and if they do want to make changes they'll have to those changes in the form of changing our comprehensive land use plan and that will have to go to Tallahassee for their their review of all this as well as all the uh different agencies like Swift Mud and do and all the agencies that always have input on community land use plans they'll have to have 60 days to make that and then they'll make recommendations and possible changes and then it again comes back to the city council and in in that process alone there's going to be public hearings that the council will have to have so again there's there's probably two to three maybe more um opportunities for citizen input in what ultimately the city council's decision is going to be down the road so I just wanted to let you know there will be that that public engagement and I think tonight at least from my perspective um and why I thought this was a good idea to to start you know bringing forward what their ideas are is to start the the discussion um we're you know although it's compressed we're at the beginning of a process and I I I feel for them because you know I know they would probably love to have a lot of concrete ideas for you today because that means they're a lot further along in the process they're not um and the truth is that that you know what we're doing right now as a city we should have been doing 10 years ago right and and I think Council Council understands that and and that's why you know when when the developers Ryan and his team came to us it was okay we need to get our act together because you know we we don't know what we want to be yet you know we have an idea that was put together back in 1998 2000 at that that time frame and and I know I'm not the person I was in 2000 um and so we as a community are not the community that we were in 2000 and and we have to understand that that there are going to be changes in our community council believes first that they need to understand what you believe those changes are and that's the process we're starting you know I guess unofficially tonight uh probably officially around May 1 and ending hopefully by the end of May um so Council can make informed decisions so I just wanted to kind of put in perspective you know what the next 30 45 days are going to be for all of us um as it relates to what the future of the Waterfront overlay District can be hey Doc see you Monday I'm Rob car over the 5800 Queener Avenue uh I don't like K Dogs I sit in my front yard and listen to music and I live on the other side of the 19 no it's great place uh qu you those those those uh those bands are pretty good do you even own any of this property yet physically yeah under contract under contract correct okay so I know a lot of people I talked to they worried about gildo's going to be closing tomorrow actually they thought was going to be closing on Tuesday so uh this is probably going to take months years so I think all the people are asking me questions about gild doog and sakov they're going to be there for a while it's not going to happen next week December or next July accurate pretty close it's true I know that yeah in the near future so there's a lot of people freaking out that so will'll be gone right I'm not totally against uh I just my opinion is you know the corner on 19 would be great i' be that that'd be a good spot to put up I I don't know how high however High you want to go because that right now is doing absolutely nothing uh the Waterfront be good and I know you need more land than what's already available so I'm uh I'm in the beginning I'm not totally against I'm not totally for I know a lot of people not you know that nimi uh hey he got to be done somewhere and this this is great area for it like I said I live on on the short end of Queener Avenue when I lived there bought my house there was no one around me two years later I'm swamped with people all brand new so yeah I think that's the like these are all for sale and so you someone's going to buy them right so I just wanted to reiterate again to everyone how this concept came about um it wasn't developers coming to us it was me seeing a trailer park on 19 that was drug infested get torn down at least 8 years ago I don't even know when and and nothing has happened in that area yet right it was me who walked around the seaside and I didn't know was called cenal Cove so that was new to me tonight but the seaside in and the boardwalk is falling in the water and we had friends that came to visit and I'm trying to show them look where we live look how awesome this is this is Paradise and my foot is literally falling through the boardwalk and and that's when I said what what can we do to try to help change this because we've lived here for 10 years and we haven't seen anything done and and it wasn't that we said we want to come in and do it this way and do this we said we want to make it nicer for everyone and and how can we do that like we live here we're not going anywhere my daughter goes to school here she's not going anywhere and and your kids and your grandkids and people that come to visit have a nice area not an area that's fallen in in the the water you know rotted wood you know things are falling apart down there and so we just started strategizing about what can we do to make this area great I live and work in the community as I said I'm an orthopedic surgeon been here for 18 years you know I've taken care of a lot of people in the community this is where I live this is where my patients live and I want to make it nice for them and their families and I'm not saying that this is the right idea but this is at least a start for us right because no one else is coming in unfortunately and suggesting anything no one else is stepping in and saying hey you know what I got this money I want to do this I'm going to make your community nice and when we've lived here for this long and it hasn't happened we were just thinking what can we do to bring that in and this is how this all started and we're not saying that this is the right answer it's a thought it's a dream of how we can make this a better area for all of us not for just us sitting up here it's for the entire Community where I live where my patients live and that is really the impetus behind this so I just want to reemphasize that again because I think sometimes these things get lost as we go down this you know hour and a half conversation and we start talking about things which are valid points like environmental impact fees but we can't even get to that point if we don't think that the community is going to be behind us when you when you build something and sure I know a lot of you have buildt things before I built my office like I didn't even understand the impact fees but all those things come when you start the building so I don't think that they're going to have the answers to that right now and I'm not a developer or contractor um but I think that those are the things that come when we start to get further along in the process but right now we just want to see is this process feasible are we going to be able to do something to hopefully better the community and can we get the input from everybody to say okay well I think that's reasonable and that's not reasonable and I can promise you Michael Kors is is not going to be com into the area that's not what this is about it's not about those high-end shops there's no way something like that's going to go in here because that's not what our community is our community is more Grassroots it's Mom and Pop it's local stores that is what the dream is here for this it's not to have those other types of things come in so I just wanted to emphasize that because I felt after listening up here for a while that we're kind of not getting that point so I just wanted to make sure people Ood exactly where this came from and and why we want to do it and if other people wanted to come in and do it we would be happy you know to entertain that but we just don't see it happening and we see that there's a lot of potential for this area and so this is one way that we feel we can give back to our [Applause] community my name is Greg blackall 4911 Limestone Drive uh I'm a fifth gener native Floridian I'm also a real estate broker that's licensed in seven states I can tell you guys we all agree the infrastructure in Port Richie needs renovation I think everybody in this room would agree with that what we're not talking about here is when we add hundreds of people we're talking about yes that's going to bring tax dollars what we're not talking about is that those tax dollars are at least two years behind we're going to add hundreds of people two years before we're going to see the tax revenue to fix the infrastructure that's already broken that's the problem I love the idea of making Port Richie better we all live here because we see the potential we love this city I don't think there's anybody that lives here that goes God I really wish I lived somewhere else because right now you could you could go anywhere else we all love this city and I don't think that what you're proposing is a bad idea I really don't what I'm afraid of is that we're going to over tax the utilities that are already on the verge of failure that's my concern as a citizen because we live on Limestone we're a block off of sunset when the storm came through we had a foot of water in our downstairs all of this building is going to displace that water we don't have the infrastructure to support what we need and I think we could all agree we need something I'm just worried that we're going to kind of put the cart before the horse we're going to add all the stress in hopes that we get the tax money to fix what's already broken so that's my only concern like I said I I don't think that we don't need this I think we need something we need to better this city but I'm afraid that we're going to overtax what we have in the name of trying to make something better tomorrow so my Michael forez 5045 water Side Drive uh I am a developer and a builder um friends with I think a large part of the crowd here um we make sure he's got AER yeah you they started it um aha um I am long winded sorry um I think the biggest part of the problem here and we've touched on it a whole bunch of different ways from different sides is that the pictures are daunting they look really nice they're great um I think that scared a lot of people um I think the infrastructure is not going to get taxed as badly as you think it is because this program is going to take an extremely long phased time to build all these pieces in so part of the it's going to get built that's going to generate tax dollars that's going to start building the next phase of it that's going to start generating tax dollars I'm not I'm not currently there's not enough information to be for or against anything right now because there's not enough of a plan to be to be against or for yet I think everybody hears all about the idea of bringing in Revenue to the city and having better places to go hang out on the waterfront because we tried in 1998 to build a waterfront overlay district and we've been trying to get State money and federal money to try to make that happen forever we've been trying to get the local businesses down there to follow that plan and put their own street lights up on private property that matched that overlay District it just doesn't work I love the idea of bringing in a community development I don't think that we're going to over tax everything I think that's going to set it up this sets up the plan for building out the pieces I think part of the problem for the citizenry from your side is you're in that stuck spot when you're trying to do development of trying to show enough of the plan to get everybody on board to get like you said incremental steps from govern that say yes we're willing to have the conversation now show us some more of the development so we can actually say yes they're concerned that they give you because the city has made some bad decisions in the past and made code changes on and written things in and then people have taken advantage of it I think the citizens are concerned that the government gives you the green light and gives you 120 foot clearance in the entire district and before you can buy all of that property somebody comes in and puts a Howard Johnson's up right so I think part of it is just the fact that we don't understand all of the pieces right you guys can't plan for it yet because you're not going to drop millions of dollars into designing something that you don't know you can build without their help you guys don't want to say yes to giving them access to build anything without seeing a plan for the overall thing so I'm very happy that you that you brought up that was one of the things I wanted to ask about was what is the procedure for getting to the end of this right we have the ability now for them to come in do I have to stop be very much brief I'll be brief just past this I I like the idea of doing this the way we did the Waterfront overlay District revamp right where we come in here as a town hall we lay out a possible plan right I know the architect doesn't want to draw things he's not going to draw things for free I I I work with you guys on a lot um right but having a rough Master idea of where the where the midrise is compared to the Waterfront compared to the boardwalk in that in what could potentially be that space and how it flows in the Waterfront overlay District how all of that could work together so that you guys can give your input on does that fit the flow does it fit the feel nobody wants to see gild dog go away but you guys weren't taking it away you were incorporating it into the ground floor of that building right so imagine gild doog that's there now but now rolled into the bottom of that ground floor and now it's part of that infrastructure and the look and feel and all of that carries in a lot of you guys I'm sure have been to other communities where there's you know a Margaritaville it doesn't match the high-rise behind it it looks like Margaritaville it looks like you're in the keys right so that's their plan it sound it sounds like and again this is just my opinion it sounds like their plan is look this is kind of what we could do what's your feel of course the initial hit is I don't want a 10-story building our initial hit was I don't want to look at a 10 story building sitting where Seaside is it'd be in my backyard right but that's not the plan now that you've laid out more pieces of it right now you're talking about a tiered step starting at the waterfront working its way back toward 19 for the highrises closer to the high the mid-rises closer to 19 a little bit of that stuff up front worked into a restaurant plan worked into all those pieces I don't know if we can support the number of density that you guys want but that's why it needs to be a conversation right to find out if what the citizens are willing to put up with for density and what traffic patterns can put up with can support the economic build of whether it's a feasible investment right whether it works or not um I think a lot of the people that are going to come down and frequent that Waterfront and all those restaurants are going to pour in all that stuff that's being built around the Moffet Cancer Center so you are going from there um I think that you could build something very cool here but I think it needs to be a conversation and it sounds like that's the plan it sounds like a running conversation is the plan so I'm very for the conversation um I just like to see that you know they want to see more development you want to see some give before you put more money on paper so I mean I seems like seems like maybe we can get there I'm Susan bird I live in Sand Pebble Point uh in uh 4620 Bay Boulevard one of my questions I've been out on your city council website and I was looking at some of the projects that you had uh posted out there in 21 you had a document um it was it was dated March 21 and it it was a a concept about the Cody River Landing and was before I believe you came into the picture um where you were looking to redo a couple of the accesses off of 19 into that area Cody Street you did a study on the uh you did a study on traffic you you had the Engineering Group come in and do that study um so so you you've you've been working towards this development and that it it said you wanted to develop an entertainment center I believe if I remember correctly and now if I also remember there were some bids out that the engineer has come back with bids and I'm guessing I I guess I don't know where that project that you guys as a city are doing with this team now is this team going to take over the project and the city isn't going to be doing anything so the uh City went to bid on the improvements to the Cod River Landing area uh we ended up receiving no bids on it and uh we are in the process of reviewing why we didn't get bids and what changes have to be made to it so we can sit down with the city council to go over a path forward with that project okay because I thought I saw you there that the engineering team who came in and did the study of the area or did do a uh a a a contract or a bid we bid it out and the uh again the result of the bid was no nobody came in okay engineering is different than the construction the engineering piece has been done by Airs of what we want to do down the other lighting sidewalks roads make it more accessible make it safer for the people to walk from one place to the other that's been out this is a project that I have the original binder that's been going on for 20 years um that nobody has gone any further with and I feel it needs to be safer down there many of us do um so we are now it's in the construction phase and that's where it's been out to bit engineering is different than the construction so that's that's where it was out it was just up what two weeks ago I think I think the first deadline was up and then we got no bids so okay okay so but is is the plan then you're going to try to incorporate the city plan and Ryan's plan to make that a cohesive community at all or no I don't think we've gotten to that point yet that's part of your point then that you want to do you're welcome there anyone else like to ask a question anything else from the team I just really appreciate the audience and like I again we want to listen um you know I I worry these places are for sale and so right now the code allows a lot of things and I want to I I really passionately want to bring something that brings value to the community versus the things that an investor that comes in can do and that I don't think we need
