appreciate your patience um we're moving on to the application of uh uh 33 Lee Avenue uh a new rooftop solar panel um so thanks for coming um we appreciate it I know Elizabeth sent out a report uh yesterday and or the day before day before close enough anyway Elizabeth do you want to just summarize your report quickly of course uh so the applicant on the application was Sabrina King but as you know Abel is also a property owner um has filed an application pursuant to the Princeton land use ordinance to request approv approval to install new rooftop solar panels to the house on the property the property site the project site is identifies block 6905 lot 33 on the Princeton tax map with the address of 66 sorry Lee Avenue it is located in the r9t zone and situated in the north side of Lee Avenue between John and Witherspoon streets the property lies within the residential neighborhood of the withers Jackson stor District as identified in the municipal zoning overl map of historic preservation districts and buffers the property is designated as type two which is subject to preservation plan review for any changes visible from public RightWay painting or adding surface blah blah blah um and I believe that many of the commission members if not all um recall this application that came before HPC earlier on um they had came for HBC in January 23 2023 for an attic addition with required variances that application was approve which permitted partial roof and exterior wall demolition to expand the attic and develop a third floor by constructing new dormers on the back half of the east and west side elevations of the house in addition to other building improvements the house has been improved to a four bedroom with an office and a 2 and a halfbath house so the applicant today is coming before you to ask permission to install solar panels on the east and west side of the roof of the house most of the panels are on the roof of the Dormer which is fairly flat and when you go out to the site the roof is really not visible from anywhere in the public right away however there are two panels that he's proposing which are on the original uh parameter roof which is just below the um the street facing attic Dormer um one on each side so those are more visible so the just description of what's being proposed so the high the solar panels will be 5T 5 in above the roof surface which is in conformance to the ordinance um proposed solar panels will be mainly installed on the recently constructed Dormer as mentioned solar panels will have the qron Block mg2 series which will be connected and mounted through a railing system the nphase loow center and the um Revenue meter the the solar main disconnecting utility meters are proposed to be installed on the east side of the building and I believe I'm going to leave it to the applicant to tell us whether that's on the exterior or ex interior or perhaps part in and inside and outside um so just to go to the comment so it's a pretty simple application HBC has reviewed many solar panels several within this neighborhood and um as you know um the street facing facade is really the the or the visible Street facing part of the building is really the most important um so the recently constructed East and West Dormers are located behind the street facing third floor Dormers with low pitch roofs and as I said they're really not visible um the house on the east side um is a little bit lower so there is um slightly more visible but when I went and looked at it again on Sunday it's actually equal on both sides um the two as I talked about the two solar panels C and D are on the front plane in front of the chimney um again asking the applicant if he could describe where if any mounting is going to be proposed right now it seems to be located on the drawing right behind the porch on the east side of the the building so I believe there's existing meter box there um and to for the applicant to indicate if there is anything mounted outside what are the elevations um if it does need to be mounted outside it's always preferred that they pre be installed in the rear of the building or at least in the far um side elevation further away from the street um and the applicant is also asked the uh the railing system is made of aluminum with an anodized finish that the Finish color includes Hardware should be black and any rooftop conduit should be black with a matte finish which might be visible from the public right away and those are all the comments I have Madam chair okay thanks secretary I took a photo I don't know you I don't have it with me to put up do you have it do you have a lapop I I don't have the presentation okay I thought you guys might have that but you don't well it's up on the website but I don't I don't have a laptop or anything with me okay I I see okay I thought I'd be able to sort of refer to the photos but I mean everyone has a copy of the packet oh so they can all see it they they have the they have all these documents you submitted so there so the package you sent out um I think yesterday no no yeah no they were sent out 10 days ago they were okay so that includes the new photos that because the what I got a couple of days ago was a bunch of old photos in my house presumably taken off Google and the house doesn't look like that anymore right and I think that it's it's clear that's why it's clear on the new okay so can I can I add one photo to the um can I give each member one of these photos I can Pi it up um sure we'll mark it as exhibit A1 this is all the same okay thank you so um the reason I uh wanted to submit this photograph is because there's some question as to what is going to be visible on so so this is the old house right this is the pre-renovation house right uh this is the pack that I reviewed a couple days ago there's a lot of drawings in it and many of them are the old elevations and so forth so a just so you know that was actually provided to the HPC so they become familiar with what the building looks because there wasn't really anything in the package that kind of gave a clear indication but there are like four great photos in the package that actually show the house now as opposed to before I renovated but okay this is it didn't seem to be as good but okay I guess this is somewhat helpful so at some point I might ask that we kind of scroll through and have a look but this uh photograph that I'm submitting now uh it shows the meter at at the front of the house I don't know if anybody everybody can observe that it's sort of right behind the porch ball estrad um there's a meter there and there's a little I built a little box around it just to make it look a little better you know it's a little kind of roof over that meter does everybody see that yeah okay so Elizabeth had asked about uh visibility of you know the various components of the install um there's a couple things on the application that aren't even quite right and one is in solar me's application with the drawings uh he mentions conduit there's going to be no conduit uh Exposed on this house because I ran the conduit from the basement to the to the Dormer rooftop already and the array that I propos C and D uh on the lower roof it's not the lower roof it's the it's the third floor roof but it's the lower it's it's not on the Dormers so C and D I'm going to uh conduit that line on the inside so there's not going to be any conduit going across the roof Roes or anything like that okay um when I spoke with my solar installer we talked about these four items that are present in the application in their plan drawing of the roof it says nphase load Center kilowatt hour Revenue meter and the solar main disconnect so the symbols for the nphase load Center and the kilowatt hour Revenue meter are in face inside you can see that in the application so they're not on the outside of the house the main disconnect the solar main disconnect I wanted to tuck it right behind that uh in the photograph that I just uh submitted behind that little meter box it's smaller than that meter and the meter kind of sticks out you know 8 in or whatever so I want to just kind of tuck it in behind there and he he stated that it needs to be by the meter by code the disconnect so they don't want you to kind of move the disconnect all the way to the back of the house there so so it has to be what I'm Sorry Miss it has to be by code that that that meter has to be beside the panel it's a disconnect and it needs to be beside the panel so the only thing that you'll see from the outside of this house are the uh solar panels as much as you can see them uh and this meter that sits behind the you know my electric meter the the kind of Disconnect it's a disconnect the meter's inside so this is just a disconnect switch okay all right thanks so then um you know there's a lot of discussion about um what's considered visible and what's considered semi uh semi visible and then you know in your bulletin that helps you determine what's acceptable um there's talk about the level of uh visibility uh being evaluated Case by case right so I don't think you'll see the from anywhere the array that sits on top of the Dormers you know it's a 5.5 inch elevation and with the new fire code setbacks you know that's you have to be in an airplane to see those but I did prepare a little thing that I wanted to read to you because um I sort of did the same thing during my uh historic application the first time so so as you know my name is Abel Smith and I'm uh I live at 33 Lee um I'm also a prin environmental commissioner uh we completed our uh renovation 2024 and the house is on the greenhouse tour uh because it's you know a really decent kind of thermal performer and we're really kind of shooting for uh you know net zero energy consumption on this house um when I applied in 2023 for the historic application and and variance Etc you know I was very um I think thoughtful you know in the usage of material and and and you know building it the way it was in the past um and I kind of it was I talked about this in the greenhous tour video it was kind of a challenge because it's very hard to insulate a place really well you know while maintaining the small Dormer in the front and these sorts of things but I think I kind of did that in a thoughtful manner um so among among the goals of you know District the historic districting in Witherspoon Jackson I think was an Earnest attempt to keep the sort of diverse residents in place by dissuading developers from purchasing properties and knocking them down and I talked about this in in my application in 2023 um the historic district serves some great functions I think but also imposes a burden on the inhabitants of the neighborhood if a resident wants to build a small addition they need to apply for a variance and get approved by zoning and HPC complete with architectural architectural fees are a requirement now in HPC um legal and variance fees this can add up to $10,000 um I think the neighborhood is further disadvantaged by the kind of strict uh no visible solar Doctrine uh as I drove home tonight uh from work uh you know I could see kind of a mix of sort of simple roofed houses uh I sort of drove down Birch and back up Lee because because the one way oneway nature of the streets um many of the roofs are eaves facing the cross streets which are the kind of solar you know on on the cross streets and on the south facing facing Lots those Eaves represent an excellent spot for solar uh the roofs that are kind of in the other direction a lot of them are low slopes so there's a great potential there as well for um solar installations on those roofs I think the residences are disadvantaged that they can't participate in an era of heightened governmental Grant programs to allow them to generate their own electricity and offset their energy costs um as I drove home I noticed there's um a solar array at 11 Birch uh and coincidentally there's one at 11 Lee Avenue those are both visible and as you stand on Lee Avenue and look East the sky is dominated by the large Ray that sits at top of Avalon Apartments which I think is in the district is that correct it's not cuz it's across the street nonetheless when you stand there it really kind of dominates the sky it faces sort of right down Le Avenue uh other than that the presence of solar is fairly scarce which represents a great loss of potential towards you know the CL the Princeton climate action plan which you know I'm I'm really trying myself to kind of live by and encouraging other residents to do so as a member of the environmental commission so I I I feel like we're kind of taking a neighbor neighorhood and almost mandating that they can't have visible solar which for many of the inhabitants means no solar uh because their Roes are simple form and visible from from the streets uh my original application when we did the review uh was to have solar on the kind of low slope porch in the front which is ideal because it's low slope and it faces South um but I you know I became it became quickly clear that I would run a foul of a re ction for those panels so now I've got uh the invisible array on the Dormers and the two uh panels on the upper portion of the third floor roof which face the side because it's a it's a hip roof right so it doesn't face the front it kind of faces the side and I I looked at this with Elizabeth because we ran into each other on Sunday uh when she was doing her final review so when you're look at the house dead on you can't really see it but as you kind of move up and down the street and look back and and way up you know you might be able to detect those Dormers um I already talked about the kind of caseby casee thing in your guidelines proposed installations with some level of visibility will be evaluated on a case-by Case basis by HPC and may be approved uh and so forth um I wanted to mention one other burden is that you know the zoning overlay happened after a lot of these houses were built and the Secretary of interior uh recommen recommends rear yard installations when possible well that's just frankly out for you know any Resident of Witherspoon Jackson so that's my kind of word and feeling on um rooftop solar in my neighborhood and I feel like in my application I've got two of 14 panels that you can detect from kind of some locations as you navigate the streetscape uh but for the for the most part I consider it you know low visibility and those are the ones that I want you to consider thank you all all right thank you um I'm going to open this up if uh anyone has a question yeah I was just curious in terms of production um you need those two extra panels on the third floor roof to do what what do you what am I shooting for yeah well the the array is 6 kilowatt um it's two of 14 panels uh I'm shooting for as many kilowatts as I can get you know I it's it's it's not a I can't hit neutral but everything I I do can get me closer to you know net neutral energy consumption so essentially you're saying that even with this array you're yeah I mean we have we have electric cars the house is electrified there's no gas you know so the heat systems are uh heat pump you know airs Source heat pump so the house I I don't have metering for a full year yet but the house is fairly High electrical demand because we cut the gas off um and with the car with the two electric cars you know it's not I think you know 8 kilowatt or 10 kilowatt would probably get me to neutral uh and I know I can't get that without covering the bottom roof and and the front of the hip with um solar so it's not a it's not a solidified Target that I have it's just that I want to do as much as I can and really when I put this my comments sort of on public comments this not for me just this is not just for me these are two panels out a 14 uh but I I think that I would like to get the PEC working on um trying to take you know trying to encourage the town to do as much solar as they can and here we have a kind of a big blackout uh section where nobody can really do anything so yeah when I walked the site I didn't think that it would be very obtrusive just to see those two panels it's a little more visible from the East side right sidewalk on your side and somewhat visible across the street the west side I is sort of obscured by the next door house right um and again this is a district as much for cultural reasons as for and historical reasons as for uh architectural reasons so uh I think you've done such a great job with your house I took the green house tour and and observed it uh there a bunch of stuff I'd like to be able to do in my own house um that yeah it it gives me the impetus to let you complete the job by being as electric neutral as possible all right thanks Roger I I I agree I don't think it's too um intrusive and you know I definitely feel like encouraging the use of solar panels is in the community's interest in the country's interest kind of everybody's interest so I mean where we can have it um Without Really causing a problem it feels like it's a great it's a great idea um are there other questions or issues with the application um any other questions for able um Madam chair maybe the public maybe there's someone in the public sure uh I'm opening this up to the public if anybody wants to comment um you're welcome to come to the podium doesn't look like it okay um we we have had a number of uh applications in wither spoon Jackson not a time but uh I think it's great um that we're trying to accommodate it I definitely think maybe we could look at our guidelines to see if we can kind of open them up a little bit or like make it a little bit more streamlined so that you know it avoids the whole hearing process but we're happy you're here can that be covered EXC me Julie can that be covered in the design guidelines that are yeah we are getting design guidelines and we will be talking about solar panels in the design guidelines so those are right uh being started right now and should be done by the end of the year okay I I wanted to offer that I don't know if the Committees and commissions kind of work together ever but PC would be interested in kind of reviewing that stuff with you or maybe we we just have to show up to AB yes absolutely so we would love to work with you guys great excellent on that thank you yeah and and we're really excited about these guidelines for the neighborhood it's going to I think help clarify a lot so we're we're very excited about this process and definitely will'll include solar panels in there um any other comments suggestions are there uh so Julie for me to understand correctly this topic would be addressed in the new design guidelines but our tonight we're going to go ahead and approve something without that guidance or that standard right we're going with the document we have now which is what Ed prepared on solar guidelines so but we will have our consultant look specifically again at with at a bunch of things but um I'm sure solar panels will be one of them I mean she's putting together a whole host of best practices I understand that so um but part of the guidelines will be be specifically directed at the withers Jackson neighborhood so while we are aware of this conflict we're going to vote on it before we put our we put more work into it but we we already have the uh solar guidelines yeah we have the solar guidelines and Able's here and ready to go so we're we're responding to his application so David maybe just to clarify you know the guidelines are going to be a working process not only for solar panels but everything else window replacements uh siding you know all the things that HPC reviews but at this point we need to use our existing ordinance and the process in which HPC has used up to this point until the guidelines are adopted hopefully right and we don't think these guidelines will be ready until the end of the year probably beginning next year yeah it's a 12 to 14 month all right are there other questions for Abel or Elizabeth David did that answer your question you looked like you weren't satisfied what's that I asked David if that answered his question question he doesn't look completely satisfied it it answers a question I mean we we still on all the other topics you just mentioned we comment on on Windows and siding and we make decisions for and against based on what we already had right so a standards and guidelines no I don't think we'd hold up any other uh applications in with from action until the design guidelines are done no and that would really not be practical because like I said we're talking about uh several months no 12 to 14 months yeah not until the beginning of next year so obviously we can't be at a standstill but at the same same time if we as we're looking at projects I think it's important for the HPC to maybe point out things that when the the consultant comes in to make their presentations at the different phases or even to let the subcommittee know that we can ask her to incorporate certain concerns that HPC might want her to address all right so any other applicant Jeffrey M seagull has filed an administrative waiver application pursuant to the Princeton land use ordinance requesting approval to install new entry doors and replace an existing store front window the project site is identified as block 20.01 lot 38 on the Princeton tax map with the address of 90 Nassau Street is located in the CB Zone and situated on the north side of Nassau Street at the corner of Nassau and Witherspoon streets directly across Nassau Street is Nassau Hall and the Fitz Randol gate and across Witherspoon street is Hamilton Jewels also known as lower Pine the property also as the last application is in the historic overlay District as type two which is subject to presid reservation plan review for any changes visible from the public right away painting or adding other surface coloring to an unpainted surface or adding preim and pre-finished material um again this is an application that did not um was not that long ago that they came before HPC um they came on March 8th 2022 and subsequently to the planning board for a minor site plan with fences for new signage for Compass which was a realist State company the applicant wished to at that time to install five new signs the south and east facades of the building uh the signs along Nassau Street were approved and the ones on with the spoon Street were not the applicant is coming before the commission today um for the improvements of the ground floor entry and storefront windows that are contained within the three archways currently there is one entry in the center arch of the building um and um the eastn West Archway openings contain fulllength Windows the applicant wishes to convert the W West Archway window to a new entryway and the existing and new entry doors will have an updated glass system with double doors at both those locations the window on the East Archway will be replaced with a new window system to match the glazing design on the new entry doors in addition to existing ramp and step in front of the the uh Center Archway will will be eliminated and a new ramp constructed immediately inside the center entry to accommodate the existing grade change um so the new glazing system will eliminate the 9in high storefront railing um which is kind of in the lower part of the the glass and then is also at the bottom and top um it has a Str it will have a structural aluminum door header located at the same location as on the existing door door a header for the replacement window will also be in that same location so the design will be consistent with those three glazings uh the new aluminum head headers will have concealed door closers and the new entry door and replacement window will have a transm the existing door transm um the application indicates will be retained or replaced so I guess at the time construction takes place that determination will be made the new entry doors will be half in thick glass with AUM top and bottom rails and the rails will be 4 in high uh the entry doors will have sidel lights on each side of the double doors and the new door and window system will be of Rockwood um and I believe that the um the um railings are going to be a finish that's very similar in color to what's existing um is that correct Josh I think so right I say it again the Finish the railings are going to be a similar to what's existing okay um so just to go to the comments so U these questions are really just for the applicant and um the applicant has addressed the following questions explain how the step ramp that is proposed to be eliminated will be graded around the archway columns and the base um there should be a detail how the column and colum base will be affected and protected from this change and will both doors be equipped with pan I device puls uh the removal of the 9-in high railing will be an improvement to the existing door system however there is a concern about the mid railing which is existing now which does indicate that there's something there often times the HBC is concerned um that someone usually children are going to run into that glass they've had this question come up with bus shelter so just to ask if perhaps you're proposing a new glazing sign on that window and will the existing glazing sign be reapplied to the new door and window system or um will you be coming back for thank you for having us this evening um I believe I've addressed most of the questions St Elizabeth's report rep in my presentation but I might have missed one or two so if I do just let me know um I have a presentation here I guess it's going to be exhibit a uh it's 13 pages and we can email a copy to Elizabeth tomorrow so 90 Nassau is a building at the primary Crossroads of our town Nassau Street in with thepoon Street the ground floor previously had Bank of America in it which is no longer there uh these improvements are being made to allow ll7 the owner of the property to find a new a viable new tenant for the space in its current configuration um that would not be possible um 90 Nassau has been a fixture of our community since its construction around 1902 it has changed much over the last 120 years here you can see it today as a significant edifice in town it has maintained its architectural integrity in its history you can see it began its life as a three Bay structure with one primary ground floor arch in the 1920s it was doubled in size to six Bays with two ground floor arches there were there were in excuse me there were in 1920 eight masonry balconies on the building as well in the 1960s there was a modern addition added to the building along withis Street and around the same same time the third Arch was added to the center of the NASA Street facade and the balconies were also removed if you look closely at the three arches as they are today you can notice the gray change that happens along the front the leftmost arch is at grade the center one um has currently has the ramp access uh that was added to the building in approximately 2011 replacing the interior ramp and rail that was added in the late 1990s most likely in 1999 when Summit Bank took over this location the center Arch has an outdoor vestibule which allows for entrance into the elevator Lobby for the office space above and to the ATM vestule for the bank which is which is in the left Bay of the building and is now long no longer used now that Bank of America is no longer there looking closely at the central Arch you can see the cast stone Limestone that was added in the 1960s when the first when First National took over the space in building at the inside of this Arch and the location where the aluminum frame currently meets um this the window system meets The Masonry system you can also see the ramp rails which extend to the face of the arch and the yellows and and the yellow step which certainly is a breach of the intent of the original opening slide seven here you see the existing condition of the other two arches you will note that the side of the columns and the masonry returns has been previously removed during one of the previous Renovations for the building exactly when that was occurs unclear possibly in the 1980s or in the 1990s uh the 9in high rails um were a symmetrical response to the fact that the the ATM vestule needed to have a counter and so that counter was mounted on the outside window and then it was um that same mulon you know that same division was um placed into the elevator Lobby um it was really not to prevent people from walking into it that's not really a necessary thing because there are no door panels there um but it's important to note the if you notice in the upper right and the lower left of this image the condition of the The Columns which um only return a a short distance um you know to where the glass engages the the outside wall here you see the excuse me here you see the existing elevation the open Central Bay which has the covered entry vule as many of you know as many of you have seen in this space it gets a lot of detris um that blows in off the street often originating at the municipal kiosk out front uh you can also see the gray change here as well the left Bay is a grade and allows for direct access from the sidewalk the center Bay has the single step and ramp and the rightmost Bay has a grade to finish floor differential that is approximately 8 to 8 to 14 in because it changes along its length um which would be too high to resolve for outdoor accessibility here you see our proposed elevation the leftmost bay we are aligning the new door system in line with the existing glass and the location of the end of the finished column it will allow direct access to the office elevator Lobby from the street the rightmost bay the existing glass is being placed in the same in in same line where it currently exists it will also have the same sidelight system as so all three Bays will match each other regarding the comment in the report about needing visual indication the large grade change will prevent visual distraction of someone bumping into the glass wall in addition to the fact that there's no door hardware the center Bay is set back to where the stone pilaster currently ends and is in line with the glass transom light above uh that glass translum is expected to be kept so I think there was a question about uh the signage the 90 Nassau sign will stay where it is and there is currently no um signage or graphics on any of the doors in that location um this will also allow the grade change to occur on the interior of the building you know over the tenant space and will be more compliant with the Ada requiring everyone to take the same path zooming in here you see the existing sections and elevations you can see the gray change very clearly you can also see the difference in the location of the existing glass planes where the stone ends and where the location of the glass transom existing glass transom are in the center Bay which we are aligning the doors with below here's the the proposed section elevation you can see the the line of the doors and the glass on the left and right are in line with the existing window systems the center Bay is in line with the glass transom um above and and they're both located where the ston workor ends you can also see that there is panic Hardware um on these doors um simple rods to to downplay their significance there's a pull on the outside and push um push bars on the inside uh you can also see the larger GR R change at the window on the right here you see an uh image of the existing facade and here's a rendering of what the new doors and glass will look like I'll just go back and forth between the two so effectively that where the current countertop is that line will just be moving up to the transom line um at the spring point of the of the arch um the transoms that that hold the transoms will hold the closing mechanisms and the Panic device receiver um will line um there are no changes to the columns and column bases there's a bronze door pull on the exterior of the doors and the bar Hardware on the inside you should also note that two steps in the stonework at the right there are two physical steps within the ston stone work to get up to that level uh the proposal is sensitive to the existing building and the central business district uh the new door and window systems are appropriate and compatible with the existing structure it does not adversely affect the Ambiance character or appearance of the building but will allow for the property owner to get a viable tenant for this prominent building it does not adversely affect the exterior architectural features and in fact preserves them it preserves the historic character and architecture IAL value of the structure it seeks to maintain the known appearance of the building which is beneficial um to contemporary living and includes improvements for accessibility maintaining existing materials and details in conclusion this door and window project is a respectful solution to the building and to the historic district and we hope you approve this thoughtful proposal thank you for your time this evening do you have any questions oh thank you um can you just do the back and forth one more time so we can see the existing and proposed existing and you can see the ramp comes out you know really to the face of the columns column base and then we'll be pulling that back okay so I will thank you for these really really good presentation materials this is very very helpful um uh I'm opening it up to the commission are there questions for Josh go ahead can you go back to the floor plan yeah okay the existing or the new the new the new that's the new I'm just trying to figure out the new Left entry right so um because it's none of the work on the interior we're not really doing anything on the inside right so you're the the double doors will open up onto here I can show you can you see my cursor I see your cursor yeah yeah so these double doors are open up onto the existing elevator Lobby so this is the existing elevator Lobby currently I go back you know people come in the center Bay they go through this door and then they're in the elevator Lobby and this is that big the the large window there um and so instead of coming through this open air vesul into the building uh you'll come straight into the building from the outside okay right um other questions um yes I don't understand you're just doing the entrances you're not uh doing anything with the columns or the architecture no nothing with the architecture nothing with the columns we're just um basically putting glass but instead of the um the glass window that's there now we're putting glass doors in and then just um pulling the center Bay glass out to the transom line where it currently exists okay thanks all right David to follow up on freda's question about the um introduction of the door on the left I assume that's for making the space more rentable or more options it's it's actually to make the retail space more rentable MH yeah yeah um oh will the glass be tinted in any way um I I think our plan is to match what we currently have and I don't believe that's tinted in any way it's going be clear I mean in the end the the right Bay will be for the retail tenant that will hopefully be going in there um so I'm guessing that would want to be clear my um my thought is it's a it's a very clean new look uh that doesn't detract from any historic Fabric and I think it's a nice job thank you thanks other comments Charlotte just agreement it's it's I think it's a lovely design and and just yeah um yeah I really think it's striking the difference between the existing and proposed the proposed just looks so much cleaner it's really pretty messy right now um I think Elizabeth has a question yeah Elizabeth um I agree I think that it's a it's a much better better um Window and Door system it's consistent they make the window design the same as the door um even though it doesn't have the hardware um I like the fact that the railing on the bottom is going from 9 in to 4 in so again you have more glass it's cleaner uh I just wonder that header that's is is it that thick because it's got the Locking System on it so it couldn't be any thinner than that yeah it has the the receiver for the Panic device that's on the inside and it also has the closing mechanism all within it so that's that's why it's and and the the location of the door and the center one is that in the same location that exists now where the door where the door is well the the the door sit back right now right is it are you pulling it forward or is it still in that same location well the the doors in the current location are set back in the Vue but we are pulling pulling it in okay I just wanted to confirm so that they will align with the existing transum that that's in that location okay now the only other question I have which doesn't have anything to do with your design is existing condition is what is that green that is on the part that you see on the transom that's there so what's happening is it's clear glass and then the panels uh just inside are are painted white but what it's happening is you're picking up the reflection of the tree so these These are are showing up slightly Green Tinted because the panel the gypsum board behind it is white and you're seeing the the green reflected in the the tree reflected off okay even when I drive by I still see that green so I always thought what is that back there I me it could be that it's not leadfree glass so you are picking up some of the lead but there isn't anything back there it's actually clear is that what you're saying yeah if you if you were to walk in the space you could see it's just a white sheetrock um but is that white sheetrock like what you see when you look through that Arch transm okay yeah okay and what what is that is that because the floor above it is lower or what um I think most likely yeah it was because of the the concealing the duct work that was in the uh Bank space okay I'd love it if it wasn't there well when when the new tenant comes in we we'll ask them to if they're doing then we'll we'll be back thank you but I but I think it's you know it's a great Improvement I think to be able to put that ramp inside also makes it much cleaner as well right and I like that you're working with the grade instead of trying to work against it you know it's makes a ton of sense um cuz yeah SL the slope is pretty significant and and Josh with the adjustment of the grade is there anything that needs to be done with the base of the columns like do you need to um retain some of it to have the do you have to cut into it to be okay so it can be graded none of the stone workor is being touched we be removing the glazing systems and putting back the glazing system but it'll be in the same same line to where the Mason current stops great thanks all right other questions does the um project include any cleaning of or I I think that stonework and some stuff that's just painted is it going to is part of refreshing is refreshing any of that part of the project yeah so that so this is a little bit older picture so some of that's already been cleaned up okay all right any other question question s if not anyone want to comment any other comments from the public I'm just throwing it out there all right it's um yeah it looks much just please can we go back one more time just to make sure how we see the difference okay so if you go back and you see how the doors don't align there's all the those countertops there's a lot of clutter and then if you go to the proposed yeah much cleaner all right um if there's no other com comments yes oh no I was getting ready to make a motion to approve go ahead approve the appr a yes thanks for coming in and thank you for uh a really good presentation it's very clear makes it very easy to understand thank you so thank you yeah so all all right thank you um we're still open for public comment if anyone wants to say anything in general if not um do we have a motion to adjourn Madam chair yes I was just wondering if I could just give the commission an update to our first uh kickoff meeting with the um with Dominique Hawkins oh sure yeah all right so for the commission um um Julian Julian myself met with the consultant Dominique Hawkins and we spent about 3 and a half hours driving around Princeton because she felt that was the best way to kind of get an Insight of all the historic properties and concentrate on the Central and the Witherspoon Jackson so she also asked us what we you know what were the concerns that we had what what things that HPC felt they got right and which ones they felt that they needed work on things like that so I believe as I mentioned tonight if there's something that you feel um strongly about that should be included in these design guidelines please let us know the subcommittee is Julie um David and elich so you know if you if you have any comments just reach out to all of us and so we you one of us will remember hopefully um so um the next thing is I forget what she said did she say like five or six weeks she's going to come back after she does all the research and history look again at all the documents that were part of the RFP but do further research into it before she comes back with with all of her um you know um research findings all right so she was very helpful in talking about the process she went through with Chattanooga Tennessee most recently and she talked about how relying on best practices is a way to set the foundation for all the districts and then having specifics for Witherspoon Jackson and the central business business district but that would be upon the foundation of a series of best practices for the all the districts and so uh we're very confident that her work has been excellent uh Dominique Hawkins is our consultant for creating design guidelines for all our districts but in specific uh Withers spoon Jackson and the central business district so she'll be working on this project all year um and I'm sure we'll be seeing her um in a couple months so look forward to having her meet all of you yeah she's great yeah and and she's very organized I think because she's had so much experience and she's done so many of them she was able to confidently say to us we're going to give you bite-sized pieces P of information for you to look at edit and they're going to give you another bite sign so she was working at like 40 pages you know instead of like 400 Pages or 200 I think a Max is 200 pages so that works better for us because at least we can spend the time to to break it down that way yeah so we really look forward to introducing her to you and we'll update you at the next meeting which by the way when is our next meeting March is it 18th let me see it's the third Monday of the month is 18th okay third Monday of the month I a quick inquiry of 17th sorry March 17th St Patrick's Day is that St Patrick's Day yeah so everybody wears green okay and bring it green beverage I was just going to say I've been trying to get to the stsb BG s and African-American Museum up in I guess in Zion um and I was wondering if we could go as a group whether the commission members might be interested in arranging a a field trip it's very hard to get in there there hours are kind of sporadic and uh maybe we'd have a little more leverage as a group if we approach them I'd be happy to give a call and see if we can arrange something get a couple of dates that we might be able to go is anybody interested I I'd be interested also did you know that they filmed the church scene in the Bob Dylan movie in the in their uh yeah the entire movie was just about filmed in in New Jersey yeah so yeah I I noticed one scene where Malcolm X is speaking was done in Patterson because uh one of the histor work conventions was up in Patterson I took a street tour so was recognizable cool yeah so I think uh uh let's ask our lawyer Lisa is it okay for us to take a field trip it's always a good question I always worry about a quorum I'll have to think about it how to do it in a way that doesn't cause a a quorum problem that's the only so we'll have to get back to you yeah okay well if there's if there's a quorum we can make it a public meeting you can invite the public yeah I I mean we do go to conferences like the preservation conference we I'll go to that well also when we went to to shipo remember when we're looking at uh they gave us um information about how they document artifacts we actually did a a notice stating that there was going to be a gathering of HBC that makes a quorum but it was specific to looking at how they document archaeological findings yeah you could do it and make it that easy where you just publish notice and and then you then you go on your trip that's the easiest and safest okay okay so maybe we can get a
