so let us pray our heavenly father we just thank you for this day and all the wonders in it father God we just thank you for the opportunity to gather here as Commissioners and staff and concerned citizens father just guide us in our decisions today in Jesus's name we pray amen amen please join me in the pledge I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you commissioner Pickins commissioner Wilkinson first thing on our agenda is any public comment this will be any public comment on agenda items anybody in the public would like to speak on the agenda items seeing them we'll close that Commissioners we'll go to the consent agenda is there any items you wish to pull there's only one item no no okay chair will entertain a motion Mr chairman I move that we approve the um Public Works bid a 24-22 dirt to pay for the 23 um in the amount of 3,585 610 we have proper motion do we have a second second any further comment hearing done all in favor signify by saying I I oose like sign the eyes have it next on our agenda new business administration this is our uh buildings downtown that we've been talking about so Julian do you have that um these are the buildings located on St John's Avenue um that we have had some discussion about whether or not the board would like to declare the property Surplus and then if you would like to declare them Surplus we need to identify which ones you want to declare Surplus and set of value we have um learned that the one building there at 507 is occupied by the Children's Advocacy Center although that occupancy is on an as needed basis um they are currently in that building um when needed okay and I have a question there all is we also determine there's four pieces of property so there's a vacant piece behind the Ronnie Clark one yes sir there's always been four Parcels um the one is a vacant parking lot adjacent to it only touches that one that there is on that corner of St John's commissioner Wilkinson you wanted this on the agenda so do you have any comments yeah um I would like to declare uh partials one two and three as Surplus if my fellow Commissioners will join me in that um those two buildings have been an isore in uh downtown Paca for a little bit just because we um haven't had them occupied and we haven't had the funds to be able to renovate it for the court system and it makes sense to me um to put one two and three together because um I know there's some thought process that you know we might be able to use one as a parking lot later however to me it should go with buildings two and three otherwise it would completely um potentially diminish the value of those buildings two and three um I would like for us to hold on to parcel 4 which is currently occupied it's an improved building and I just feel like that potentially we could use that in the future whether it's for County or Courthouse because it's already completely developed or partnership like what we have with children's ad Advocacy Center so where I would be at would be declar declaring partials one two and three as Surplus um I'll wait and hear from my other commissioners before I put a value on that I do have a question concerning that is partial four there the I guess that would be the 507 St John's the one that's currently occupied it shares the wall with 505 correct so if it does but it's an exterior wall so they're separated essentially so if somebody wanted to buy three two and one and put something there uh new building it wouldn't it wouldn't hurt that is what I'm trying to say I do not believe it's going to impact that and and when we received um some values it was based on Parcels 1 two and three being together and then four separately which is what it what should have happened what were the values that we received on one two and three um well um I think we should set a value at um $340,000 for those three partials yes sir and that is derived from weren't we getting appraisals we did receive an appraisal on both of those buildings um appraisals are um subject to uh public record exemptions in some cases and so um that's why that the appraisal is not attached in this package um but after I've reviewed them and and looked at them I feel like that the appraisal appraiser did a good job in its comps and I feel like the value u based on my experience in real estate is um is is correct I think this is where we need to be and we also if we did that let's just say we set the minimum bid at 340 is that what you're proposing to do yes sir 225,000 would go back to the court Improvement fund all of all of that would go back to the court Improvement fund the whole sale for those three buildings that's correct but because those three Parcels were purchased from Court Improvement so they need to be returned the proceeds would be returned to court Improvement that's an asset owned by Court Improvement and I think that's based on Florida statute I don't think it's something that we really have the levity to to do I think that is you don't have that choice that's an asset owned by the court Improvement fund yeah because that's who purchased it so understanding your comments you'd like to set a you'd like to combine 104 South fist Street 501 St John's Avenue 505 St John's Avenue and set that at 340,000 as a minimum bid and keep 507 St John's Avenue for future need or whatever we yeah and I think can evaluate that and then if we determine that we um it off the table at this time until um we see our options you know uh we haven't spoken with clerk Reynolds but he might have some some needs or we might have some County needs there um or we might continue to go with the l c that's there we just have to figure that one out I just think it's a bird of a different color I'm good with it you want to make a motion I'll make a motion that we that we declare Parcels 1 two and three a surplus and set the minimum bid at 340,000 I'll second everybody have a couple questions um commiss Pi in in the notes there um chairman Harvey you met with the chief judge we did I guess and they're in agreement that that they're not going to use these buildings they are they understand the the significant cost to upgrade these buildings to what they would need which is a lot uh when we met with them so um yes they're they're in complete agreement and we do have a plan of moving forward we're going to be bringing that back out soon but uh we got to find some more space or develop some space but yes they are in agreement of that okay and I guess there even if they were to be used there's additional security issues that would be arised from that so they are in agreement to that these um buildings were appraised and for us to make the County Commission to make decision whether to Surplus ease and move forward they are okay they were and just for the record I want our citizens to know these buildings um the part obviously one's a par a parking lot but partials two and three have been completely gutted so they're not improved to some of the quality of standard that we would have in other buildings that we would utilize so while for the square footage that might seem um a little low but if you look at the photos or you go by and look at the building um you'll see that it's completely gutted and it's it's not you know there's no walls it's it's it's ready to the good part about that is for whoever once it has the ability to do whatever you know can create their Masterpiece so speak right but and use it how they want but it is truly um a gutted building and they're going to have to um put some money into it which is part of the reason why we're looking at Surplus and because of the expense to do do all that and then in reality we need to get it back on the tax rols and we that's that's a benefit and for downtown you know it's moving forward and we need to uh get these buildings um you know where they're occupied and creating tax Bas and creating put traffic in downtown Paca okay um and then the one that's occupied is the one we're keeping for now yes sir now okay and is there urgency on this to move this forward today not necessar I I just requested it since we were already meeting because there is a process that we have to go through and it doesn't need to be just sitting there that was where I was at commissioner pins okay and the the total appraisal was which I didn't see sorry if it's on me it's on me what was the total appraisal close to the value that I gave you well was it okay all right okay all right guess this is all right any further questions okay I'm done any further comments all right hearing none all and get it moved out we'll go ahead and start working on the contract are dirt to pay cave and all that stuff so we'll you know we we had a a larger Gap this time than normal in between meetings so this was good that we went ahead and got this taken care of today thank you good commissioner comments Mr pick chairman I would be remiss if we didn't mention that our engineering staff and the the great job they did with preparation of that dirt to pave list uh that was their second one that that that that two or three person department has turned out in this year so this is just a great job by them Kudos of them we did not have to send it to the street and spend hundreds of thousands of dollars in external engineering so I just like to tell them publicly great job and um look forward to dirt to pave 24 which should be out real real soon Mr chairman you're seeing the benefits of what u5 allowed us to do by by hiring that position and creating that department so Mr Grimes is absolutely correct you know it's it's it's paying great dividends back to the citizens of putam County you know and let me say that while you said that this isn't their only job to do they have lots of other jobs to do and feel phone calls from Commissioners and from constituents and I mean they got a lot on their plate so to put your right to put two out a year to try to catch us up and by the first quarter of next year we'll see 2024 coming back out that's a really really good we're in a good spot we're in a good place so and we're seeing roads that need to be done based on need and not just because somebody wants something so yep I agree um Comm commissioner Pickins any comment nope I'm good thank you commissioner Wilkinson um yeah before I make a comment I have a question for Jr on I know we're uh still working with getting uh trees picked up for debris removal After the Storm what happens in a situation where the trees been cut down because you know during the storm it fell across the public road we've pushed it out whether we being the county or or you know Emergency Management whoever got pushed to the side is laying in the rideways it's not been cut up so obviously it's hard for the contractor to go and pick up you know a large tree that's not been cut up so how do we handle those situations debris contract or part of his contract has salt teams that will come in and cut that remaining of that tree up inside that right away okay so as long as they report the Clos this address so speak ma' then they can uh get out there and still cut it up okay I wasn't sure about that yes ma'am and if if it happens to be a oneoff situation we can get public works or whatever out there at post storm and cut it but they do have part of as a part of their contract Sal teams that come in and do the the cut and and able to load it okay because I have gotten a few of those requests over the weekend so I just wanted to clarify that and my only comment would be go vote go vote you can't complain if you don't vote that's right go vote and I have no comments other than I agree with go vote and I appreciate Public Works and all the staff our Administration staff and
