name please sure it's w a t l is Larry thank you thank you uh good evening mayor and councel uh my name is Justin W I'm professor of business marketing and advertising at Bergen Community College and every semester uh my students um which some were supposed to be here which is typical they're always late especially in the classroom too but we uh every semester we pick a town to do a digital marketing uh for foreign tourism and domestic tourism and this semester I picked uh Ramsey with the theme it's rasling at Ramsey and rasling is the razzled Dazzle the excitement the engagement that the town has and I chose it because a couple of things it's a rail it's a rail head the the history of the town the fact that you have the Old Stone House which is almost impossible to get in touch with those people and um also too it's just the beauty of the downtown the parks and the involvement so what I have challenged uh my students to do and we've had previous projects we've had Patterson uh take me back to Patterson um um it's uh rocking it in Rutherford it's wonderful in Westwood and my latest project I'm I'm in Glenrock which we did with your counterpart in Glenrock uh last semester and what it is is an extensive project and I've got extra copies I know You' all thank you thank you students have been challenged we took the tour and thank you um to the burough administrator for coming with us I took the students out to Finch Park they're going to be creating a it's all simulated of course somehow everybody always thinks it's so seriously they're going to be creating a strawberry festival for you all they're also creating several events for Christmas uh complimentary in your event for Easter uh we also too are um going to be doing a digital marketing campaign for your farmers market for your restaurants they're going to be developing a restaurant uh month for you they've already developed the site where it's an interactive site where you can go on to every restaurant in Ram click on to it and you can get the menus the logos everything they've already that's that's already been created and they've already started to interview some of your Farmers Market vendors uh I think one of them is also reaching out to the chef of Cafe panach because it's a destination restaurant so each team it's set up as a hierarchy so each team I've got a a human resource team having to put the together the whole program to pay for it I have a special events team which will be putting together a Mr Bunny event for you all the Strawberry Festival then I've got a historical team that's going to be promoting the old Stonehouse with a Mr pumpkin event and I think they're working right now on a revolutionary event for you all as well and then they're going to be putting um a tour of rams a tour of Ramsey promoting the downtown for foreign and domestic tourism in three languages right now it's because the company where geeko Park Consulting Incorporated is acronym for Bergen Community College paramis campus it's a simulated company I put together so that the students understand how to do business advertising marketing not just uh for domestic but for foreign tourism so these sites have been like the Glenn Rock site has been downloaded oh my God abroad many many times a dozens of times the projects are done in several languages but they're always done bilingually in English and Spanish but they're also going to be done in Korean is because these are the three main languages spoken in Burton County through the research that we found is that 22% of Berton County speaks the second language so the demographics here are changing a lot so we're going to be promoting your very nice town so when you see those students uh filming commercials asking your chefs and your farmers markets and your recck department and we kind of already went through I took the students all on a tour of the Town we've toured your entire downtown we t uh they're going to be doing a promotion for your trolley line your Old Trolley line the old Stonehouse they're doing a whole digital promotion for and um when we finish basically what I'll be doing the students will be presenting the project to me on December 11th in uh on the campus but um sometimes if you all want we can bring the project here to uh to City Hall and show it to you as well because we did that for the mayor of Glenrock and we also did that the mayor of um Rutherford came to campus and he saw it too so it's if you want that we can arrange I can arrange to see if a small uh bunch of students could come over because that would be on their own time but basically at the end of this project I will be handing the town of ramsy a $100,000 marketing project for free with commercials loo they're going to re they're redoing all your logos they're going to be doing all commercials all programming with all the budgets so if you'd like to hand those over to the rec department or to your you know your women's group or to the Historical Society whatever and you never Implement them that's no big deal but it's a way of Outsiders looking at the town and taking it from a standpoint of why isn't ramsy the in the same position that Rother Ferd and Ridgewood is as a destination for dining as a destination for shopping you're a rail head right off Route 17 so easy to get the downtown and all the students have know they've all driven it they're all walking your downtown now and they're talking with your restaurants talking with your shop owners talking with your Farmers Market to get some perspective and by the way they just created the town song for you too I just heard it this afternoon so it's interesting so they're shooting the video this weekend downtown so you also have a town song too and whatever you want to do with the research it's kind of fun but um I just wanted to come here and let you know that then you see all they get these strange phone calls and you're seeing all these strange kids running around with that's my students and they're they're really going to put it into a wonderful light I also um sent to the mayor the links to rocking it with r for take me back to Patterson um I'm glad I'm in Glen Rock and it's wonderful in Westwood so you will be the fifth town to be featured and already the juices are going for next semester of who's going to be picked next but it's a way it's a fun way for the students to look at um a community and say how can we promote this how can we make this a destination for foreigners so many people are coming into New York City but when they're out in the suburbs and they're staying at these local hotels they need something to do so why shouldn't they come here and spend their money with all of you helps raise the taxes so I just wanted to bring the copy of the project over I wanted to thank Bruce personally for coming with us and thank you so much you gave the students a lot of insight on permits and and how to put things together and theyve already got the drones out there they're already doing the the marketing of all your Parks so that they can put the tents and the tables and everything else for the Strawberry Festival Before You Walk So I just wanted to just let you know what was going on so you don't see a bunch of strange people and I also wanted to thank you all for your support of the students too I mean if you get like I said if you get those phone calls it's just them trying to check things out and trying to get um some information but the project is pretty much much from what I understand it's halfway done what a great idea wonderful thank you thank you thank you and do you all have any questions for me for you I think we'd be delighted if your students came and presented it to us December 11th is a is a Wednesday so that we you could come to the meeting that night could they not meeting what we a mayor and council meeting December 11th do we we might have a different schedule in December my information the last one of the year I live in the Ramsey golfing Country Club but I'm not sure if you're aware of what a beautiful addition that is to our town and they also will have a restaurant opening back up again they're doing construction right now but uh it's a restaurant that's open to the public it just is being newly finished right now so I'll give you my information if you'd like and then you can reach out to me but they just did a a book on the history of the country club too which makes Ramsey more interesting the 11th we do have a meeting yeah that night D and I know this is I I don't mean to sound details oriented but I am we're a burrow so I know you start you when you were marketing it's not a city or a town it's what's it we we put it in there is the burrow awesome thank you yeah I had to look that one up too because we're the burrow of hasper kites were the same way but then Ridgewood is the village of Ridgewood because they like that little Diner yeah but um um what I can do is I can reach out to you and we'll we'll talk you know whatever nights available for you December 11th is the council meeting yeah because the presentation's about an hour okay so I I didn't want to take up all your work time that's the thing I mean if you wanted to have a special meeting where the council would see it you know however you want to work Thursday nights I have to teach that's the only thing I love it on the YouTube channel and here comes my president right now oliz yeah hello and and my head of the and my vice president of the history division yeah no worries hello Dimitri I was just explaining to the mayor of the project every this is uh Dimitri he's the president of my project he also was the vice president of the marketing project for Glenrock so if you saw the Glenrock videos he's the one who put together the the commercial and he also put together the Glenrock uh Town song which if you ever heard it it's very very catchy third project with me right if you can come December 11th that would be wonderful and the camera for the YouTube channel is right there so we would have you actually at an angle so it can get picked up on the YouTube Oh Perfect Demetri the mayor asked if we could present it Wednesday night again for like an En course so we might want to reach out to the team and see who could be available Wednesday night and we'll bring it we'll also bring because we're presenting it Wednesday in class but then we can also bring it here to if we can get the people and um Jason's also a head of our historical division so he'll be promoting the old ston house he'll be doing a walk historical walking tour of Ramsey and he also has the Mr pumpkin event and you have one more event uh for the Old Stone House to yes the only thing is is that we can't get into the old ston housee that's you know if there's any way of reaching out I've reached out to the um the your historical society and no one's responded to any of my emails and there's no number to call nobody and there's no name to call either and I know that the next time that they're open is um for Cent Claus but that's going to be way too late how I reach out to them and have them get in touch with you yeah because if we could do a class trip walking tour um if we could do it sometime either next week or the Tuesday before Thanksgiving I promise we'll only be an hour and as long as whatever they want to explain to us what you know what how they see their site and how we can help them out too okay great now that would be fascinating to see wonderful it's an interest it's an interesting town I remember doing a presentation to the Boy Scouts once and what I found out was George Washington actually um he was the one that um uh not bought but plan for the Franklin Turnpike so that whole thing he was the one that commissioned it so it's really interesting all the little things you find out about Ramsey well also too when I was at the old ston house for the uh Northwest Bergen uh historical Coalition that how influential that house was in the Wharton DJ family and how it really it's I think it's from like the early 17 the original Foundation from the early 1700s I mean that house they wanted to destroy it when they made 17 that's a very interesting part of the history not just of Ramsey but of Bergen County so and those are the things we building around and we're going to make you very proud thank you so much we really appreciate we hope you like it and also what's nice too is like I said all the research will come to you however you want to utilize it if you want to put on the back burner but if you want to give it to your organizations and say this is something we can expand on we also have the budgets the costumes everything for you that will be done so it's actually a lot of it's a it's a fun project and like I said the links are all online if you if you Google the company you'll see all our commercials and past projects all the Powerpoints all the demonstrations everything so it's a it's a way to get the students going yeah anything else you which I haven't seen yet so we're all going to be surprised okay and we had a veteran Day event on Monday yeah yeah we did one we do a service every year I've always been impressive nice oh nice great questions gentle well thank you for coming out thank you very much for you so much we really appreciate it I've always heard great things about Bergen Community College and this just shows me how you it how you operationalize something like this in action for students and just your ideas yourself leading something like this remarkable I have four we're interview we're doing a case study for schenberg Farm up in Closter I just led the team for my marketing team to the Bergenfield um Museum and the South um South Church Cemetery so we're going to be doing a promotion for the museum and for the SE for the church Cemetery for a walking tour and for a Halloween tour and that division just finished the beny museum which is right Southside Bon community college did a whole digital marketing campaign for those and my uh other team is doing um we're doing Ramsey we're doing um schenberg Farm we're doing the Bergenfield um Bergenfield Museum and the cemetery in South church and then my Linhurst team tomorrow night I lead their tour and we're doing the Linhurst Red Schoolhouse Museum uh so we're doing a whole series of buron County museums for tourism and bringing the attention of small museums and trying to bring tourism to Bergen County because we don't seem to have a tourism board I don't I don't know if we do they don't seem to do too much no idea but I didn't want to take up all your nice folks time but I just want to say this is what's going on when you see these nice people running around town snapping pictures and taking videos at least the police know what's going on and I want to thank all of you for your support too because it really makes a difference in the students you know trying to bring these things to make them real life and then we'll work out uh if you want here on December 11th we'll work out with the class and see who's available and we'll come and make the presentation that night as well because I have that night office myself that's fabulous oh great thank you okay thank Department my report for tonight on the library board uh October was a busy month featuring The Boo bash on October 26th nearly 700 attendees on that date uh friends of the Ramsey Library held their full used book and jewelry sale and raised $6,500 that will be used uh towards the summer reading programs the museum pass and the Sunday concert series programs uh there's been a restart of the conversational ESL program and progress is being made on the homebound delivery services uh also during the month there were children author visits uh a program on navigating the college admissions process and Medicare information session for the rec commission Halloween parade was successful uh the fall soccer is wrapping up and winter sports basketball and wrestling registrations are underway and finally the farmers market just to note in December they'll be going to winter hours and that wraps up my report thank you councilman got Public Safety uh that's my report um I also want to say thank you to Meredith and her team what an outstanding group of people and dedicated uh that election and everything leading up to it is no easy task so thank you for all your hard work and your attention to detail because it went quite smly and that's great congratulations to Brian Ary and to Justin Garcia uh on their appointments I'm very glad to see that and I would like to uh have a brief um report on the Ramsey Emergency Services complex the next major step is the final finalizing the detail design development drawings and corresponding bid documents that will go out for public advertisement in accordance to the New Jersey local public contracts law currently we don't expect this Ramsey emergency service complex project to out forbid until the fourth quarter of 2024 or first quarter of 2025 any bids will be reviewed from a technical and legal perspective by buau professionals and representatives from the Ramsey volunteer fire department the Ramsey rescue squad and the Ramsey office of emergency management at the at that point in time the world the bureau will decide whether to move forward with the project is currently envisioned earlier in the year however if the overall costs exceed planned estimates from bids received we will reassess the plan design size and functionality predicated on current reasonable cost assessments and that is my report today um moving on to um building Planning and Zoning Council woman J Woods thank you council president um congratulations to council president Peter kilman and councilwoman Sarah poppy on their reelection they did a wonderful job I'm so thankful for your service and everything you do we are lucky to have you thank you thank you to bur clerk bendian for her tireless work during the election season and making sure everything ran smoothly especially on Election Day well done uh congratulations to the Ramsey police to the Ramsey police department and their new Sergeants Ry and Justin Garcia I am thankful for their service and dedication to our community looking forward to the league of municipalities next week I learned so much from the presenters and meeting with other towns I look forward and Merida fendy and you make everything go smooth thank you um the report tonight will update regarding our planning board Shay Tre commission and Public Works the Ramsey planning board last met on the 5th of November and there was one hearing and that hearing had been carried from the 15th of October meeting there were three waivers approved and that continuation hearing uh approved signage and two new establishments at the interstate Shopping Center planning board will next meet on the 19th November the shade tree commission met on October 17th the next meeting will be the 18th of November 2024 the Board of Public Works last met on the 21st November and the next meeting is the 20 uh the 21st of October and the next meeting is the 21st of November per and polyfluorinated substances P are a group of chemicals used to make fluoropolymer Coatings and products that resist heat oil stains grease and water there are United States Environmental Protection Agency past water quality limits which impact our water supply h2m our architectural and engineering firm is working with the Ramy water department regarding treatment approaches for the lead service line replacement the Board of Public Works continues planning regarding the njde lead service line replacement legislation the project requires that all lead service lines served by the water system be replaced by the year 2031 Ramsey leaf removal has started please note that the team has just started the southeast portion of the buau due to some equipment issues the um schedule has yet to be updated and finally as Madame mayor indicated earlier guide rails have been installed on East Oak Street a guide rail is considered a longitudinal barrier whose primary functions are to prevent penetration and to safely redirect an errant vehicle away from a roadside or median obstruction for East Oak Street the guide rail installation is a Safety project and was required by the New Jersey Department of Transportation the reason for the guide rail installation is the drop from the road to the creek which is considered an obstruction NJ doot does not have any different standards for guide rails the ones used by NJ doot are based off of the manual for assessing safety Hardware this is a one siiz only application Ramsey received an NJ dood do grant for resurfacing with NJ doot grants there is an obligation to conduct upgrades with respect to roadway deficiencies council president kilman that's my report for this evening thank you councilwoman it excuse me public and governmental relations councilwoman Sarah thank event on the 20th of November at 6:00 p.m. uh they've decided to open this event up to members of the public to raise awareness of the new location interstate so you do not need to be a member of the congratulations to Sergeant Brian RC and Justin Garcia on their appointments I'll start off with uh Ramsay is for everyone R Challengers soccer has been extended one more week uh for 1116 to complete the season hopefully weather permitting we will conclude that and they have scheduled a part event in De December at their beautiful Community Center here in Ramsey so that'll be scheduled I believe for 125 but need to validate that environmental committee we met last night and we did uh complete the photo contest that they had so they had a photo contest of Ramsey which had uh two groups an adult group and and a youth group um four pictures were selected and that will be communicated to uh Farmers Market just to add to councilman gut weather's uh winter hours is 10 to1 and that'll continue on through all the winter season uh we did speak about the uh recycling of Styrofoam so there been some activity going on for that we did have interest with two other towns you uh upper Shadle River and Allendale so Ramsey is a third so we're looking to probably get a fourth and that'll continue the planning process of looking into that for styrofoam recycle and Board of Ed our next meeting is 1119 and I'll conclude my update thank you councilman Papo now a report for mayor dear Gillan well thank you council president kilman um first of all congratulations to council president kilman and Council woman copy on your reelection I'm delighted that we will continue working together next year and for the year after so I'm very very happy about that and Well Done um congratulations to Sergeant Ryan AR and acting Sergeant Justin Garcia um they are wonderful wonderful officers and I know they will do a great job in the new roles at the PD and they'll only um improve the PD so congratulations to them and congratulations and a big thank you to bur clerk bendy and your team as usual you knocked it out of the park and did a wonderful job with this election especially just I can't believe the volume on this election so wonderful wonderful job thank you it was so well organized no issues great um and thank you to um B Minister Vose for working with the Bergen Community College students thank you I look forward to uh your presentation I want to thank everybody that came to the Veterans Day ceremony um it was pretty well attended and it was very nice ceremony and thank you to everyone who is there to honor our veterans and last but not least happy and healthy Thanksgiving to everyone burough administrator Mr Bruce V thank you council president um first off I'll comment on some of the agenda items before finishing with other comments um resolutions to 24 as well as 211 through 216 on the agenda uh all deal with appointing EB Employee Solutions uh and the difference card to provide HRA services for the burough Ramsey and their Union contract addendums as health care costs continue to increase the burrow continues to look at ways to reduce cost for possible the Bros health insurance is provided through the New Jersey state health benefits program with employees contributing a percentage of the coverage premiums in accorded with the state enacted chapter 78 contribution levels in 2023 Health reimbursement account or HRA program operated by an outside vendor the difference card was approved by the New Jersey state health benefits program to work with the municipalities under their coverage in efforts to lower the net health care costs Ramsey earlier this year adopted this program for the period of July 1st through December 31st of 2024 this must be by state law an optional program for employees the buau is again offering this program for calendar year 2025 resolution 20 224 authorizes the burough to contract with the difference card and execute the service and business associate agreements to provide these HRA Services resolutions 211 through 216 are authorizing the buau to enter into contracted Dums which each of our with each of our six labor unions adding this HRA option in accordance with their collective bargaining agreements we currently have about 25% of our employees who receive health insurance from The Bu of particip in this plan resolutions 2117 and 218 confirm the mayor's appointments of V NY and Justin Garcia sergeants uh with officer Gil foil's appointment to Lieutenant recently and Sergeant zela's retirement upcoming Chief line began the promotional process to fill the two open Sergeant positions the number of candidates applied and after the police department Command Staff review process for candidates were recommended to the mayor and Public Safety Committee for consideration the United recommendation was to appoint officers RC and Garcia's and ex sergeants of the Ramsey Police Department Sergeant Garcia is appointed as an acting Sergeant currently is Sergeant zag is out on family leave and acting Sergeant Garcia is performing his duties and he will have his permanent appointment to Sergeant effective of bar Sergeant Zac's retirement on March 1st of 2025 resolution 220 Awards a contract of Boswell engineering for GIS mapping of the burough storm waterer infrastructure njde is requiring GIS mapping of all municipalities storm water infrastructure as part of the municipality perit requirements effective in January of 2026 the burough received proposals from three engineering firms to perform this work and bille was selected the proposals ranged from 27,500 to over 100,000 the recommendation of bur engineering qualified purchasing agent is to award a contract to bwell engineering for 27,000 500 uh resolution 222 on the agenda authorizes an interlocal agreement with Northwest Burton County Utility Authority we've entered into this agreement previously with the nbcua to allow for the use of their equipment and op and an operator to do video inspections of the sanitary sewer systems in Ramsey as well as underground other underground systems as storm water and other things there's no retainer fixed cost in the agreement we Ramsey only pays for the Services when it utilizes it and it's a 2-year agreement uh the other item I would just mention is we've talked previously at the last two meetings the burough contractors and Rockland electric have completed the final work on the installation and electrification of the electrical vehicle charging stations in the burrow parking lot on North Central across from bur Hall the charging stations are now available for use by the public the charging stations include two level three DC fast charging stations 100 kilowatts as well as Ford level two charging station 7.2 kilowatts the burough had sought out and obtained grants from both the njd and Rockland electric which covered 65% of the cost of the charging stations and installation as discussed in the last two meetings when the ordinance setting the charging stations use usage rates were introduced and adopted the usage rates are in line with other neighboring stations and allow the B to recover its remaining capital investment and operating costs over time uh final comments I would congratulate council president kilman and councilwoman poppy on their re-elections I look forward to working with both of you as we moved forward in the next years uh I would also thank Meredith and her team for all the work throughout the year covering all the details and contingencies while I got pulled in at times Merida Sher and Kelly were living this for literally months on and off on how to make this the best most efficient voting experience for the Ramsey voters and all that work paid off in a very smooth election process without incident of Ramsey and they should be very proud of the job they did and that would
