recognized The Chair by the chair before speaking the first item on tonight's agenda is the approval of the minutes of the regular Planning Commission meeting that occurred September 23rd 2024 do I permit for a 115 child daycare at 7132 Portland Avenue Hope Church staff do you have a report thank you chair and Commissioners um Miguel Lazada doing business as Neo daycare is before us this evening proposing to open 115 child daycare at Hope Church which is at 7132 Portland Avenue state license daycares serving 15 or more children with in a non-residential building requires a conditional use permit and the previous daycare which operated for many years and allowed 244 children in the same location closed in 2023 the new um the uh the previous daycare has been gone for more than a year so therefore approvals for a daycare at this location have expired and um a whole new conditional use permit must be issued this new preschool would um occupy approximately 15% of the floor area of the church building and no exterior exchange uh changes are proposed outside of the building um there are the same programs that H the same other programs that have been operating out of this building during the week including a high school and um a food shelf um all the other programs accounted for including this new daycare the parking is more than three times that which is required by code staff finds that this proposal meets all of the zoning code requirements and therefore recommends approval of this conditional use permit thank you did anyone email or call in regarding the public hearing one everybody my name is Miguel loada I'm the owner in the CEO ofo vaker I am in the business in the last 13 years and we are so excited to opening a a dayare going to be bilingual and we are so excited to provide our community that beautiful opportunity for our childrens and all our family in in R location we are very very very much excited about that and this is the reason why we are here with um my partners Roberto and then so we we are you know very glad to have the opportunity again and and besides to we are in the business too many years the opportunity whether we have or the idea or the plan whatever we have is to provide it that opportunity to be bilingual like 50% % Spanish and 50% English provided the curriculum about you know the diversity what we have in the area uh our curriculum is working I mean very hard about the commity area the um the social emotional activities to we try to participate to all our childr to know all the diversity what we have and to provide the best um the best benefits and the best caring for them too so again we are very excited about that and I hope we can open soon so yeah so I don't know if Roberto want to say something too okay you minutes from here right and yeah this is what I leing I'm originally from Peru um I'm became a a citizen 2023 in June so we are decited how daugh 7 years old she's in Peru right now so visit so um and I'm an engage with my beautiful fiance so we are so excited today come on we here everybody can enjoy that beautiful country thank you do you have any questions for the applicant right now M I'm I'm not super familiar with your company do you have other daycare centers will this be the first what's kind of the history there well I'm I'm I was working in three different day care before I started to be a operator and then I became a director operation and then I was a director for a daycare all the daycare what I was working before was Spanish Immersion daycare and and this is this is the first daycare what we wanted to open we was trying to um we was working for two and a half years about this plan this is a family plan uh I mean it's just a lot of needle I don't know if you guys know needle meat means Nets it's n s t okay that's what I mean needle means so again this is a family project I mean my my fiance and my stepfather they are invol in this project they are support me very very much when this project about you know financially everything like that so that is that is basically our goal in our project what we have with mid to provide all our community the best benefits about beling and you know diversity and culture to obviously education and caring too absolutely okay if if you'd like to speak on behalf of the project you're welcome to please please tell us your name and address and sign in thank you thank you my name is Roberto Palma I'm uh assisting Miguel in the project of needle um from the compliance consultant uh point of view basically dealing with a Department of Human Services and putting together a project like this it has been Miguel and my passion for the last maybe 10 12 years um we actually meet a long time ago in one of the well-known centers and since then I I think in our career as it grow we saw a lot of no Nos and a lot of yes about childcare and in in this position I has been uh uh supporting the project of needle from the technical aspect and the compliance aspect of Department of Human Services H the license pursues 115 kids um certainly the space technically will uh H let's see uh host more kids but part of the the plan is to do not have some overcrowded classrooms and and things like that because from safety and for you know uh the Simplicity of behavior control and quality of service is not doable so in that way I can speak for the project like a of course the benefits of of a project like this in a community like Richville will have certainly um and Miguel expect and the project expect a financial financial success but first before that you know that follows quality and and and supporting families actually part of the project will serve at least 30 or 35% of child care assistant families that has been actually relegated from a different um private Child Care brands that they don't accept that because different reasons right and that's something that cly is very important in the project because as Miguel said the uh variety of families and the community that is rual in in the closest Community surround the re will need those services so of course if you have any question about that I Richfield um so I am excited to see the proposal I think it um is what is expected for uh like it's the use is expected um the need is in our community so I wish you best of luck and I'll be supporting the commission or supporting the motion thank you any any others commissioner I will second what commissioner s just said um I I think it the staff report looks good everything looks good I think it's this is something that is needed so I also support yeah I I want to note that I I have daycare aged kids and it is hard in any Community to find the right fit um I'm excited that this space that has been used as a daycare has another shot to continue serving our community in in that capacity um I'm excited to hear that families who need financial assistance will have the opportunity to come and work with you so I'm glad to see this commissioner surma here I just want to also signal my support for uh this proposal as well so I agree with what what all has been said here if we're ready for a motion um commissioner sta recommends approval of the resolution for a conditional use permit for 115 child daycare at 7132 Portland Avenue commissioner surma seconds thank you motion approved for to zero next on our agenda are the leison reports the community services advisory commission is up is that one of us thank you thank you our chair is out tonight he won't be able to provide a report on the City Council next up is the Housing and Redevelopment Authority so in h news um the approvals that we gave for 10166 Street which is on the corner of 66 and Stevens the H had been participating in that project with some financial assistance um that financial assistance um is no long the deadlines on it have passed um our approvals for the land use expire in January but regardless that project it's not going to move forward and it sounds like um the tax increment financing that was used um or was hoped to be used in the initial project um won't be able to be used for any uh future projects because the bl's already been corrected so um we hopefully be getting another proposal for that land um sometime soon thank you the Richfield School Board is up next I don't have a report right now Transportation Commission uh yes um Dan nicholet new uh design uh hopen county is is moving forward uh on their designs uh for four roundabouts at 67th 70th 73rd and 76th streets uh at nickolet uh there was there was an update on bicycle facilities uh which were broadly uh favored by the public uh but uh conversation is ongoing um regarding regarding that project but the main the main things that were brought up were uh about nicholet Avenue it's still scheduled for construction in 2026 the city is still pursuing uh bonding money uh from the state from the legislature uh in the upcoming session uh for the local match for that project so more to come on that but it's it's still on track for 2026 thank you commissioner whoie Chamber of Commerce nothing substantiative to report from chamber thank you sustainability commissioner uh only thing was that the residents of City Bella and went through some of the things that they've been working on to boost their uh efficiency at their location um and just some Outreach to get more student uh commissioner positions filled in the future thank you before we move on the city planner report I I want to just make a correction before with the public hearing I said that we approved it four to zero I miscounted there's five of us instead of fixing that next month I thought what the heck fix that I thought you were doing a bit no no bits uh onto the city planners report I think we would have caught that what um so the ordinance Amendment establishing zoning regulations for cannabis businesses was adopted without any changes by the city council on October 22nd and um the sister ordinance to that which does the uh registration uh uh regulations uh is was on the November 12th uh for a first reading and adoption is anticipated tomorrow night so with that we should have all of our cannabis rules and regulations codified before the end of the year which was our goal also I wanted to mention that starting next month um we will no longer be doing the call-in option for um the the open form and um public hearing portions of the meeting if people want to comment they can you know write in call in ahead of time or attend the meeting the oldfashioned way um this is being discontinued mainly because for over a year now it hasn't been utilized at any of the meetings much less the Planning Commission so we're just it was a relic of um the co era and it's just not um being used anymore so um that that's all I've got we do have a meeting next month one item yeah it's it's on the ninth yeah I know you didn't ask for our our votes on approval to to take the phone call option out but it seems fine our next regular meeting will be Monday December 9th 2024 here City Hall 7 pm and with
