Miss crossbow could you read the mission statement for us tonight the River Edge school district is a partnership of students parents and I'm so sorry staff and community members we are dedicated to providing a supportive environment in which all students can reach their maximum academic potential while developing as responsible citizens who respect individuality our goals will be achieved because curriculum and instruction are aligned with the New Jersey student learning standards all decisions reflect the academic social emotional and physical needs of prek to sixth grade students cooperation and ongoing communication exists between the school district and the community and school administrators and the Board of Education work together to assess and adjust procedures in response to the new mandates and the changing needs of the community thank you um Mr paana the open public meetings notice pursuant to the open public meetings act notice of this meeting its Daye time and place have been delivered to the post office the municipal building the record and post posted on the district website at least 48 hours prior to the time of this meeting thank you uh tonight we'll start off with uh Miss Moran our director of curriculum she'll be presenting the 2024 New Jersey access testing thank you Miss Moran for being here tonight e e based um language and replaced the term English language learner with multilingual learner and this switch really recognizes that um these students and their families bring um you know a great sense of um their own to their academic learning and success here in um River Edge so um the access test was an assessment that we um offered to all students in K six um in February 2024 through April 2024 and this assessment um assesses students in four major domains including listening speaking reading and writing and areas that combine for a summative score include oral language literacy comprehension and then an overall score I will speak more in depth about each of these on the following slides so what is this NJ access assessment and this assessment um establishes when our multilingual Learners have attained English language proficiency according to State criteria from the NJ dooe um it also helps inform decisions about when students enter um the ESL program as well as when they exit the ESL program um this data from the access also helps inform our uh classroom instruction and assessment and it helps our uh staff differentiate instruction for all Learners in the classroom so the assessment itself has uh six levels of proficiency and on the left you can see that level one is entering and then on the right level six is reaching so um this slide talks about the number of students assessed and um first I want to point out that you'll notice that there are um quite a few gray boxes on this slide a gray box indicates that not enough results at the district level are available to report publicly um we are only allowed to report um numbers in which we have at least 10 students in that group um so each gray box represents that we do not have at least 10 students um in that group so we looked at data from the past three years on the left we have spring 2020 2 and on the right we have spring 2024 so as you can see the majority of our multilingual Learners um are in the lower grades of um K2 with addition of some K3 students um the majority of our multilingual Learners do successfully exit the ESL program um between the grades of two and three this slide um shows the average overall proficiency for the entire access assessment again the gr box indicates that we did not have enough students at that level to report publicly so um this is the proficiency level so if you look at kindergarten from Spring 2022 to Spring 2024 you can see that for the most part our proficiency level is pretty um consistent um there in addition grade one from 4.0 4.1 3.9 um and then it continues to increase that proficiency level in um grade two and then grade three we did have enough to report this most recent um assessment but we did not have um enough data to report on the previous two years for grade three what score would qualify as proficient um so they are able to exit the program at 4. um five a minimum of 4.5 if needed just have a question um so from Spring of 22 grade one um the Prof proficiency is four but on the previous slide from grades one to two um no students carried over I know you said it has to be 10 but there were quite a few on the last slide um can you go back so does that mean more than 14 children were above proficiency on Spring of 20122 from grade one to two I mean it just seems like a big drop um it could be I can't speak to the specific numbers um for the um results with regard to the proficiency level and we so we talked a can you mind if I interrup we talked a lot about that in the development of this presentation I mean we we we talked about this at the qac thing then we talked about it again and then we talked about even this afternoon um if we if we if we started answering that question it the number would be smaller and it would go under 10 and then technically we'd be presenting identifiable information so got it it's a little hard I know there's ambiguity in in this presentation um but we're aware how many where the students are and how many there are in each proficiency level and and um I can only um tell you that we're going to meet them where they are and and and I can share that those those results we I have in-depth conversations with our ESL Specialists as well as our gen Ed teachers to ensure that all of those students even though we're not presenting that information here we're still addressing their needs but we have to follow very strict guidelines from the ngj doe that we are just just can't um present publicly um because it could be identifiable sure but so does that so now so does that mean that the 24 from Spring of 22 became 17 in 23 they they went from 1 to two and it went over so we're going down like that and then 15 and 24 yes okay and we also again um it could be a different um population because um students move in and out of our district as well right yeah yep so we're I just you know found out that we will possibly have more just from today alone you know students who registered so it's flu um it's constantly um changing our numbers and sometimes we have some multilingual Learners who you know do not stay the whole year as well y thank you okay so um now I'm going to um discuss some of the subtest results um on the grade levels again that we do have enough um qualifying data to present on so our subtest results um are based on summi of scores and if you look at the bottom left chart um the oral language that um is focused on 50% listening and 50% speaking so again those are like um two of the four major domains the literacy um is 50% reading and 50% writing and then the comprehension is 70% reading and 30% listening so if we look at our um results our um oral language is um uh a bit higher um which involves the listening and speaking which is what a lot of our um instruction in our ESL classes involves is a lot of um listening and speaking especially at the kindergarten level um and then when we look at literacy remember that includes reading and writing and all of our kindergarten students whether they're multilingual Learners or not come into kindergarten um at a variety of levels with regards to reading and writing so we see that um progress grow but especially with our multi-lingual Learners they need a lot of um targeted support with those two areas that's something that um our ESL Specialists we've been looking at that closely we had um professional development this past year that Focus specifically on um reading and writing with regards to our multilingual Learners um the comprehension involves reading and listening and again those scores are a bit higher than the literacy and then the bottom in yellow is the total proficiency score and those are calculated on the right with that breakdown of percentages okay so now this chart is our our first graders um from this past year and how they did um you can see again our oral language across the top was consistent um from Spring 2022 through 2024 so that continues to be an area of um strength with our multilingual learners and then look at those I'm very proud of our students with regards to comprehension um which again involves that reading and listening component um which is different from the literacy because the the literacy is the reading and then the writing which writing um tends to be definitely a challenge for um all kindergarten students but especially our multilingual learners but they still these results are still um you know something to be proud of okay and then um for grade two um with our subtest results so again um we did not have enough to present the spring 2022 data but we do have it for 2023 and 2024 so again it it follows a consistent pattern at least from K1 and two that our oral language and comprehension are the two areas um where we show consistency with um our student results and then our literacy um from 2023 to 2024 did go up okay and then for grade three um we had results from this past year and um those were uh for oral language and literacy they were very close to um that 4.5 thresholds um and comprehension again continues to be um very good okay so now um this chart um does include all students put together for grades K through six because we have enough to present that number um publicly so um in Spring 2022 um 84 stud students were assessed and 29% of those 84 um were able to exit because they had a minimum score of 4.5 or higher so um that means that the students they didn't just have to score a 4.5 it was 4.5 or higher um in 2023 we had 86 um students and 23% of our students exited and 2020 24 we had our highest number um 10 more than the previous year um but we did have 35 um% of our students exit when I uh reviewed this data with our ESL Specialists they were um so proud of their students um when they saw these results um and just really spoke at length about you know how hard these students work it's a very um intensive test um that encompasses a lot for our um students um so we're very much proud of our achievements um so of course we want to always um celebrate our highlights and successes with um all of our programs in River Edge but especially with our um ESL program so um we have seen based on our results there is consistent growth um in the English language proficiency as students go through the ESL program and that shows based on our um students who exit the program um as I said earlier the majority of our multilingual Learners do exit by um grade three um which really um shows the strength of our ESL program and how well um students um learn and grow and develop in that program uh there's consistent growth in the subtests specifically with oral language and comprehension um we have um done a lot of parent and family engagement and communication with um our multilingual families and we're always looking to do more um to reach out to them so for example last um year we had a um information session that um a large number of parents did attend and I think a big draw for that was that we did um provide child care um for that which allowed more parents um to attend and a bunch of them did take us up on that and we even had some we had riverdell students come and help us in addition to adults um providing the child care um so that's just a flyer from that session we plan to do that again um this year and we have a parent um an ESL parent advisory group um and we're always looking for ways that we can enhancer communication and family engagement with our multilingual families and uh like I mentioned earlier we did have um a professional development session this year for our ESL Specialists and we even had Mrs heightman joins our session um as well with um literacy consultant um and author uh Patty McGee and that was extremely well received by our teachers I remember them um all of our teacher ESL Specialists the next day had shared um what they implemented from the learning that took place the day before and that's like the true um goal of professional development is for teachers to um you know take what they learn and apply it with their students um so that was really um great so we wanted to share that with the community and that was included in the River Edge review newsletter um so interventions and next steps so what will we do with all of this data um like I said earlier we have already begin the process of reviewing this data with our ESL Specialists but we will evaluate it to inform not only our ESL instruction but also our general education um instruction because our multi Learners spend a large majority of their day um in the general education classroom so we want to ensure that um our gened teachers and staff members are also engaged in this process so we will continue professional development um focusing on small group instruction uh multisensory instruction um English language arts and um mathematics we will um focus on content support in ESL um as we all know there um is quite a large um vocabulary in science and social studies which can be a bit challenging for our multilingual Learners so that's something that we want to continue to support our staff and our students in um finding ways to um help our multilingual Learners in um the content areas Beyond just Ela and math as well um we want to continue to explore our ESL community and Outreach supports um I do um serve on the as a superintendent's representative on the library the public library board and um I know that they have um some ESL for adults that we um have been talking about possibly having a connection with regards to our ESL parent advisory group merging um some of that together to promote that more um because I know that the public library has had success with um their ESL support for um the parents of multilingual Learners in our community um and of course we will always continue to support our teachers in differentiating instruction um for our multilingual Learners as well as all students so anyone have any questions any questions from board members um who's on The Advisory Group is it staff members um staff members and we always um try to have at least two um parents of um multilingual Learners okay so it it's um it's p it's parents of multilingual Learners it's um administrators teachers our ESL Specialists um so and it can change as well two parents from each school or um just two um it's actually um a bit of a challenge to um get multilingual will um learner uh parents to participate sometimes the language barrier for themselves um is difficult so actually someone who just served on it um has now moved so we're going to be looking for a new um member but um I've been told by parents that um you know the language barrier is definitely an issue in uh or challenge in um allowing them to participate so if there is a Community member though who wants to be a part of it then they can reach out to you to to share their interest yeah in this Advisory Group okay yeah any other questions thank you Miss Moran so we will segue into um the second item which is public comments on agenda items only so this is a time for the public to speak on agenda items um again as a reminder first and foremost please remember that we aim to maintain a level of decorum in our board meetings and we expect everyone to be kind and model the type of behavior that we are teaching our students each speaker should be courteous and direct comments to the board president not individual board members and as per policy 1120 a participant must be recognized by the presiding officer and must preface comments by an announcement of his or her name residence and group affiliation if vable and to maintain fairness each speaker will have three minutes to speak so at this time I open it up for public comments on agenda items only seeing that there are none we'll move on to report starting with Dr Bernice with the superintendent report good evening everyone thank you I just um want to start with enrollment we have uh as of today we have 1,173 students enrolled in the district last year this is down from June which is we were at 12:14 but we're getting new um we already have like three new people so this is going to change before um next week updates and information I'd like to thank Christine Moran for the access presentation uh we always have 50 days to report any standardized testing result and uh delivery after that delivery and I thank Christine for her timely and thorough presentation uh new teacher orientation began yesterday and continued today and concludes tomorrow um we had eight new employees participate in the three-day onboarding process that was mostly organized by Christine and uh a number of other staff members um administrators uh took play um took part in that orientation and I think it was uh very successful this morning we held a substitute teacher Orient ation this was offered virtually and afterwards Subs were asked to complete their mandated employee training we currently are employing 17 substitute teachers for NE for September I understand this is down from about 25 last year this is not a problem new to River Edge and it's not a problem new to uh schools a district this size really requires a sub bench strength of about 40 people and we simply don't have it I've contacted Fairley Dickinson University School of Education to attempt to build a bridge in recruiting students for work in the district I'll work on some other college and university relationships in the coming months and I'll keep the board posted on developments we really need more subs and we don't have them um comments on agenda items uh in administrative items the board will be upholding the HIV decision on the agenda there's an Hib corrective action plan uh that we need to approve tonight as well as is part of the part of the effort to streamline many of the district's procedures and improve our products uh for our students we'll be employing the Hipster software for the future in curriculum and education items tonight we're approving the complete battery of K to6 curriculum updates have been completed for both Ela and Mathematics this is quote unquote on time for the 2023 Ela standards and a year early for mathematics the de we move back to math date it was supposed to be this December and then I don't know someone complained to the state board and they moved the date back I'm not quite sure why they chose to do that but many districts already had done the work so uh and and R uh River Edge has so we're just going to go ahead and improve it I spoke to who read a sum summer long effort with the faculty and professional developers uh to update these documents and we suspect that we're now fully compliant for our quality single accountability Continuum evaluation in the instructional and program curriculum item performance review areas that's a lot of words but it's they're very officious um in buildings and grounds there's no action items but and this is kind of strange to do in the uh comment on the agenda item comments but I'd like to thank the take the opportunity to thank Dave Cabrera and his team for shaping up the place next week I think people know it but don't always consider the fact that this department takes the entire District apart every single summer and then reassembles it uh for next week it's a colossal effort and I remain impressed with their work I love a September floor and we have them now in all the buildings so enjoy them while they're still that shiny uh this is I do love a September 4 with one exception uh the West gym at the Roosevelt School um had a major week as we know earlier in the summer summer uh it's not ready for next week it simply isn't um we hope that this will be finished by the end of October at some point we're planning to have most of the work done on second shift which is in the late evenings and weekends uh if it's if it's not possible we'll make sure there's a minimal disruption to the school day um getting this done safely and efficiently efficiently before the weather turns cold and we can't bring the students outside anymore it's a priority right now so um it's in uh yes it's in better shape now than it was when it was broken but now it's pretty broken and we just need to get get it repaired so did I steal that Thunder it's okay okay we didn't talk about it um Finance all you waiter uh Personnel August is always a busy month for appointments and which there are many on the agenda among them is the hire for Mr Jim Marcella who's being appointed on a perdm basis initially to help Mr Grimshaw on his transition to Roosevelt Mr Marcel is a seasoned School administrator with a career valuable experience that I believe will benefit for the entire administrative team he's on the agenda for a maximum of 60 days um I suspect we may need him for at least 40 of those and if we have time and there's a need he can continue to sub for principles when they're not here or we we may we're going to train him on the evaluation model so that if necessary we can hand him a couple evaluations to do as well also not notable is the appointment of the supervisor of innovation assessment and special projects um Brooke Geller who is here with her family thank you family um for joining us Brook Geller has agreed to join the administrative team with a wealth of experience in public education Miss Geller has been a teacher staff developer and Senior leader since 1996 her journey led her to the Riveredge Public Schools after she provided invaluable support to administrators and Educators at Teachers College Columbia University focusing on shaping professional learning teaching institutes and instilling a culture of innovation since 2018 she has served as the regional director for New Jersey schools where she built connections between school and District leaders focusing on literacy initiatives her most recent accom accomplishment was designing and instructing a micro credential course on the foundational reading skills in partnership with the teachers college office of continuing professional studies Brooks academic journey is a testament to her passion for leadership and commitment to professional learning she holds degrees from the University of Delaware a Bachelor of Science and Elementary education hofire University where she was conferred a ma a Masters of Science in reading and fery Dickinson University with a Masters of Science and educational leadership her dedication to leadership is further demonstrated by her participation in the leadership and professional executive development program at Harvard University's division of continuing education Brook's commitment to the field is also evident in her role as a co-author of a literacy professional resource which provides instructional strategies and tips for professional growth as a literacy educator as well as the professional learning she's LED worldwide I've been in the room uh many times with Brooke over my 15year relationship with what was the teacher College readers and writers project and many years ago we worked on a study group for teachers and administrators on multil language Learners uh Miss Geller comes to River Edge with the highest recommendations possible she is State Certified and eminently qualified and I am humbled and honored to recommend her for appointment tonight thank you Brooke thank you um if the crowd was bigger there'd be Applause in special education there're regular items region five and you have region five no they've moved to their new offices uh we should rehearse this um thank you to Lisa Bernardo and the many others who made that move possible the the facility is actually perfect for the our design needs right now and actually has capacity for future growth so um it looks really good and I'm excited about the uh the new programs uh nothing in policy but we're pursuing as stra SMA as our new policy shop for the district uh sitting in the qac training last week and familiarizing myself with the current District policies there are elements a policy that would make the dist District run more smoothly and eliminate many questions uh if they were more robust this is a year-long process and it will be he to review and and defining process for the board as we go through it in closing items the The Faculty reports to school on Tuesday very exciting the students report for their first day of school on Wednesday the 4th of September also very exciting that's a half day for students um full day for faculty and back to school night is Thursday September 12th a um Delight for parents everywhere and the next regular Board of Education meet is set for Wednesday the 18th of September that concludes my report Madam president thank you any questions for Dr Rice okay uh since it's a summer there's no principal's report uh moving on to Ford secretary report Miss Nepal Tano thank you um I just wanted to report to you we've talked about the cops Grant and the over $300,000 worth of um improvements that we've done to the buildings um as far as the uh door access and cameras um upgrade um most of these projects I'm happy to say are completed um I put in for a reimbursement of $321,000 Last Friday before I left and so you know it has already been wired into our bank account as of yesterday so um it was very nice to finish up there's a little bit more money of uh walkie-talkies but we've finished that project um the next thing we'll be doing is the roof is almost complete um so we will be putting in for the 40% back for the SDA um quite a lot of paperwork but um we want to do it timely so we get our monies back and also the boiler at Roosevelt is almost complete and we'll be ready for this year uh we still do have the money set aside for the boilers here at Cherry Hill which will have to be done next year um but that money we have been um investing in the jumbo CD um in order for 30 or 60 days in order to get um some additional interest for that money because we have to wait on that Pro on that project um some of the things that have happened over the summer um we had a new uh lease uh agreement um that was approved a few board meetings ago so we have new copiers um in our offices the back stairway uh was repaired um mulch was delivered for the playground here um and the charity Hill play playground is almost complete there's one more part that's coming in um and once again we want to thank the PTO for their support uh mulch is being delivered to Roosevelt also um and the PTO is working on uh fundraising for a new playground over there also um the gym floor was abated um and we're waiting for the subf flooring repairs to come in we're hoping that the flooring gets done we're working um as best we can to get this done quickly um the um I mentioned that the abatement and installation of the boilers is complete almost complete at Roosevelt so um everything we had on our summer list um thanks to Mr Cabrera and our staff um was completed I'm very happy to report it's a busy summer well I I mean I don't have anything specific to report but I just want to say thank you to our administrators our custodial staff our Board office staff and um our teachers who come in to prepare and get everything ready for next week um and I just wish everyone um a great start to a new Academic Year um I know it's exciting for some for others it's not but um you know I think it's it's always new beginnings and there's always good Jitters um committees there's no committee meetings over the summer we'll resume back in September um if the committee chairs could reach out to Dr B and schedule um I know we already already had some scheduled but I think there might need to be some rescheduling um based on Dr bice's um calendar but also some of our board members I know I myself cannot meet during the day anymore so we might need to um reschedule and if that doesn't work then uh we can always uh find a different time I know Dr Venice you and I had spoken a little bit about perhaps trying to do it all in one um date as opposed to um three separate times so um do do you want to share a little bit about your thought on that sorry I I put you on the spot okay I apologize we did talk about it uh it's up it's really up to the board committees and how they want to meet but in the end I've seen it done a number of different ways uh kind of sporadically um in the evenings is is fine but if we stack the it if build efficiency if we stack the meetings up for like 45 minute intervals um you know this way we avoid a quarum if we people are like passing in the in the evening um and then we can do all the Committees in one day this way if there are people with the same that serve on more than one committee um you only have to block off one night and then we're done maybe we'll even choose a Wednesday or something that's not the board meeting night so we can kind of get it done efficiently and then we're good to go we can do our homework in the meantime and then come back out and Report out for the board that's one way it can be done but I also understand that there's board members who simply can't make it on certain nights so we'll just move those committee meetings if we have to but if we kind of start with the structure again I can't tell the board how to meet it's really up to you to tell me how you want to meet but if we start with that with a a framework um it's it's easier to adjust the framework than rather operating from no framework and making adjustments on the fly so so just for like curriculum I just noted where we were the meetings were too short and I kind of just felt like we didn't have enough time to really go through the content so that could just be taken into consideration some committees need more time some need less right um and also I guess from the administrative side um how it's presented you know if it's just one direction and the you can't have a conversation because you're just being reported to then that kind of I mean I guess it's something to look at but um curriculum we I think we just moved it to like an hour I I think we talked about having uh any kind of presentations being given ahead of time so that we could review them and come with questions versus sitting and being presented fully too um by anyone that was coming for with a presentation uh it's helpful if everyone does the homework when they come to class right so if you're not given the homework then you can't you have to sit for the presentation right so if we I understand what you're saying we'll we'll uh flip the classroom right I think timing wise in the past when we did do it back to back um with 45 minutes um we we some some committees felt very um constrainted in time and not able to continue the conversation because there was pressure for another meeting right after so I think if we can just uh be mindful of like certain breaks I know that's more of you know for us it's really us two that are having to be in all the committee I think everyone else is just in one committee um and just allocating one hour per meeting and then maybe having like a like a 10-minute break in between just in case we go over I think if that's okay with everyone so we'll work on that with the chairs yeah and and create a schedule does Wednesdays generally work when it's a non-board Wednesday evenings or 4 5 does that generally work for the board or does it vary okay sorry okay Pro probably that okay I just to the time I don't think it's the DAT it's just the time okay so we'll we'll we'll board wishes to bring up just um I forgot to mention when uh superintendent report uh the communication to the school board members uh couple of them I noticed that that's shouldn't be uh to us I mean there is a proper attainable command that has to be addressed to the particular uh administrator not but uh it wasn't uh I mean so it was random receiving that kind of communication so is when particular um over the summer there's been some emails from the community or staff to the board so every time there's been an email I've directed it um to the right channels whether that's the superintendent sometimes it's to riverdell um and so I've I've forwarded the response in CC whoever needs to address those okay so so that was it okay okay so at this time we'll open it up for the second public comment time and again first and foremost please remember to a that we M aim to maintain a level of theorum in our board meetings and we expect everyone to be kind and model the type of behavior that we're teaching our students uh each speaker should be courteous and direct comments to the board president and not individual board members um as per policy 20 a participant must be recognized by the presiding officer and must preface comments by an announcement of his or her name residents and group affiliation if appable and to maintain fairness each speaker will have three
