hello um Michael lard 19 North Brookside Drive Rockway uh just like to remind every everybody white middle Lakes uh blood drive is next Tuesday May 21st from 1: to 7: you know the mayor's there every time with his wife um I'd like to thank pauler the business administrator I if I call her with something it's unfortunate I end up emailing her because if you go on the website to get to like the DPW they want you to register an account and do all that I wasn't going to bother so I have her email I send it to her she vs it and I mentioned about some street signs that needed attention a storm drain the next day stuff was getting done and marked out to be corrected so I'd like to just recognize her for being you know very efficient I'd like to thank Allison for working with us at White meal lake with the few projects we're doing over there we had a little bumpy start but um she pushed Us in the right direction um also i' like to mention John back he's DPW he's retiring next month um I usually just see him on the road and mention something to him it gets done but that's why I was going to Paula because he's retiring and haven't seen him too much um but he's somebody that I see a lot of young kids now driving the trucks in the township so I'm thinking there's been a lot of turnover he's somebody you should get these young kids with before he retires because things were done without people even knowing they were being done with him there so it would be good to get these young kids trained right for the next 20 years that's it thank you thank you James stasak good evening James stasak 22 chadam Road Flanders New Jersey the fop representative Lodge 31 for the retirees last meeting I brought to your attention the lack of progress in the processing of reimbursements for our prescription co-pays I was assured by the mayor at that meeting that my attendance at this meeting would not be necessary to date my fellow retirees and I have not seen any correspondence from the township or your vendor Bai uh concerning the progress of reimbursement does the township have a timeline on the reimbursement or will purchase orders be issued my fellow retirees have met their obligations to Rockway Township Rockway Township is not meeting their obligations to us me personally I have no C in my knees anymore because of UND Duty accidents that I occurred all we're asking for is to honor the obligations in our contract when we retired and again mayor you told me I wouldn't need to be here but here I am you know I just I just would like to say that the voucher for the first round of refunds was just signed tonight so the money will be uh wired for the first group of refunds can we take this offline yeah yeah thank you absolutely yep absolutely Y is there anybody who did not fill out the sign in sheet that wishes to speak tonight okay ordinances for public hearing and final adoption ordinance o- 24-9 and ordinance amending chapter 25 entitled storm water control of the code of the township of Rockway to incorporate changes in New Jersey Department of Environmental Protection regulations can I have a motion so move second second is there anybody from the public that wishes to speak on this ordinance only please step up Michael lard 19 North Brookside Drive is there way we can get an explanation to what this is about because I don't see the ordinance sometimes they're back there but there was nothing to read on it go ahead Mr RTE yeah yeah yes this uh amendment to our storm water ordinance is to be compant with the New Jersey D's Municipal storm water General permit that the township must maintain so D made amendments specifically to how you design storm water quantity and storm water quality control and we've got to amend our local ordinance to adopt their regulation to to be in line with D's regulations yes okay anybody else from the public is there any Council discussion on this clerk please take the role councilman Freelander yes councilwoman noon yes councilman Brooks yes councilwoman Brooks yes councilman Quinn yes councilman boyovich yes Council vice president salberg yes council president critz yes that's eight yeses motion passes ordinance 0-4-1 an ordinance to a new article 12 entitled l lead paint inspections and Rental dwellings to chapter 28 of the general ordinances of the township of Rockway entitled division of health of the Department of Community Services can I have a motion so move second anybody from the public wishes to speak on this ordinance Michael alard 19 North Brookside Drive is this something that would be done upon a property being rented and then if they get a a passing inspection it wouldn't occur again with each transfer of rentals or is it something that's going to happen every time the property is rented council president uh this is a Department of Community Affairs uh Statewide regulation that we must enforce or Implement municipally and it calls for an inspection every three years not every time there's a change over in teny so if if it passes it would have to every 3 years it would have to be reinspected even though we don't don't use lead paint since the 70s yeah the consumer product safety commission did away with that in 1978 but there are millions of units nationally and plenty in New Jersey that have lead content so there would be an initial inspection uh in the near future and then once every three years if a certificate is issued for a lead safe uh dwelling but if it's found not to have lead paint why would it need to be reinspected time after time that was a state that was a Department of Community Affairs regulation I just to to make sure I suppose that it there's no degradation to cuz there could be lead in the paint but there could be uh no blistering or peeling or alligatoring of paint but that could develop down the road I'm assuming that's why it was created or if they repainted it was some old paint they found on the garage old PT that's some old old paint there it's the state statute was passed in 2022 tell into the mic there it's a state statute that was passed in 2012 okay any Council discussion clerk please take the role councilman Freelander yes councilwoman noon yes councilman Brooks yes yes Council woman Brooks yes councilman Quinton yes councilman voitovich yes Council vice president salberg yes councilman voitovich yes Council vice president salberg yes and council president CH yes it's eight yeses motion passes okay moving right along tonight uh all right we're going to do reports um again I'm going to ask that we keep it to five minutes or less I am going to go first today um two things I want to talk about uh first thing is we uh the the Rockets just finalized their punt passing kick uh for this year it's going to be on June 9th uh at Peterson on the turf registration is 9:00 a.m. uh it's always a good time uh there's going to be food you know that all the all the uh athletes you know we feed the athletes and they'll be you know uh it's a really good time especially if you know we ask you know football players to bring a buddy anybody can compete in this it's you know boys girls anybody can compete up to eighth grade Mr lardy all right I S you stretching um it's a good time uh the other thing I want to talk about is last weekend uh Tilcon hosted the the council and we went on a pretty in-depth tour of the facility I it's the first time I've been on the grounds there and it was really really eye openening the the size and the scope of what they do there there was a lot of discussion about the asphalt pile um a lot of things that we didn't know uh for instance that the ground between the asphalt pile and Mount Hope is a d protected what was it preservation preservation area like the wildlife in there is was just amazing there's a bold Eagle that lives there um but the reason that I'm bringing this up is on June 2nd right it's the second that they're having they're having an open house so it's going to be parking down by the mall and they're going to bust everybody up they don't want everybody parking up there there's no room so on June 2nd there's an open house they are going to bring people around and basically give them the same tour that they gave us they are going to be uh representatives there and they're going to be talking about what ever people want to talk about um you know and I'm glad you're you know you're here Mr ardi and some other people that bring up concerns about basically that asphal pile uh they do go into depth with um how much you can hold you know state regulations you know there was some interesting things that I wasn't aware of you know like even because of certain non-compete laws they have to take certain asphalt from certain projects and things like that um it was pretty interesting so I would urge anybody who wants to get the information ation and and get a little bit more educated and I think we all got a little more educated there their environmentalist will be there yeah their environmentalist will be there so there's going to be a lot of people there uh it's June 2nd I believe and uh you know just confirm on their website but I urge you to go uh all right let's go backwards uh Council vice president thank you right let's start off with a report from uh Board of uh County Commissioners uh small mention of uh of Rockaway um resolution 202 4 411 which uh granted authority to repair the bridge in Lake telmar on telmar road across hiberia unfortunately it's been um pushed out six months it was supposed to start on April 30th and they were just granted a six-month extension but uh again uh hopefully things will get started on that uh soon the bridge certainly needs it uh secondly staying up in ward 6 um June 8th Holy Trinity will be having their Spring Fair uh from noon to 6 car show food food trucks so uh mark your calendars it's going to be here soon so hope to see you then other than then I agree I think you know tillon um did did present very well I think there's still um you know some things that I think we need to work together on to make sure that uh roads are safe dust is kept to a minimum and of course the ongoing issue with the uh with the with the asphalt but uh you know we'll get more involved with the state on that uh that's all I have thank you councilwoman Brooks I don't have never oh got blew your mind councilwoman n yeah I just have one thing I want to mention um Saturday May 18th pops is doing a dine to donate they'll donate 15% of your bill to the rtcc explosion so the Bry Township cheerleading something on there competition so uh again pops May Saturday May 18th from 5: to 7: and again tcom was interesting and that's all I have councilman Freeland yes thank you uh environmental uh committee met uh this past week and everything uh is going well with them uh we discuss uh the water issues the air issues and what's going on uh substance abuse Alliance uh we met and we're planning the phases you know I told you we have four phases and they they're going with well with the students and at the end of the month May 30th is celebrities day it starts early in the morning which everybody's invited to see that uh Library uh didn't report meeting last month uh but they had Library day and there well between 2,000 and 3,000 people that day and if I had a clicker uh it would have melted that's that's how many people were were there Historical Society uh we just had the pathways tour which we're involved with the county we're part of it and we had people at the library going over our displays and we're excited and continuing on their merry way um also uh we had a program Monday night uh about catalog houses and there are some in this town you can't believe that years ago you could buy a house for $4,000 from Sears and they're probably Still Still Still Standing um and uh that's that's really it but I do have a couple questions for the ba on some of the meetings that we had should I ask at the end or is it something you want to take offline or something you want public here no I it's a public now you know it's a public question I I don't go offline uh pul a couple things that were brought up at the the different meetings uh with the environmental committee Wildcat Ridge you know up on the Green Pond they cut trees down do you know what's going there is that that's the county that lot that's directly in front of the sign she'll answer these later I don't want to speak you bridge or bridge bridge bridge okay that's the open area that to the right of green pond as you going north I will or B cave back there you know but that was brought up because we're aren't aware of it i' like to know okay I will certainly follow up with the county okay thank you and just the the status uh with the oh Ford F house I have mentioned uh they're working on the interior yes but uh and that's coming out beautifully uh but the main concern is septic and the sewer because without that so we'd like to know the schedule because there no idea we've had we've had a few meetings on that and we were looking for a design and build very difficult to come across an engineer who designs and builds so we're going to have to bate that request to engineering for design and inspection and then uh bid spec spe uh specification development and then get a contractor to do the work so we have the funds in place it's just a matter of getting that final fit in order to do the work okay their concern was the time frame because you know we do open open houses on Sundays during the summer thing so you can't obviously open up the house until things are finally place literally we just we just the group here just met on on and uh we'll make sure that that gets done I mean you know we're hoping uh that the donated engineering design we could use um a gentleman in the community um hoping that he will uh be able to inspect the job so the engineer is going to have to inspect the job so it's we're looking for that right now beautiful we adver quotes on our website so any design and build folks we're we're open for business here it's a it's a $28,000 job so okay so we'll take that okay just keep us posted yeah we will good This Way We complain things you know accordingly yeah Beau thank you that's it councilman toich uh I just like to mention that Sunday May 12th Mark the uh the first day of National Police Week for this year and uh i' would like to honor the officers that have made the ultimate sacrifice and thank our officers uh that go out there every day and protect citizens with uh courage honor and integrity uh appreciate that thank you councilman Brooks no report tonight councilman Quinn okay strap okay I'll be short because I don't want to take too much time all right uh the planning board there was nothing on the agenda so that was cancelled the rec committee had a really good meeting uh they're laying out uh some uh plans to put out information to the various teams so that they can all come up with a standardized plan and um it will help reduce the amount of complaints and fighting that's going on within each division baseball football whatever uh this this should help and it also help the rec department because it will give them some teeth to work with as far as um back up to all the information it'll also go to the attorney once that's done so he'll have a chance to review it and give it to the mayor for his signature so we can move on the ordinance committee we're going to be looking at an ordinance that the EP is proposing on tree maintenance and of course um we already have one from 2012 so we are going to get together discuss this and see where it's going so um Peterson Field I've had the luxury of watching my grand son play baseball I was elected to throw out the first pitch for the minor division which I did and uh it was a strike so thank God and uh no balance but I can't do overhand because it throws off my balance so it was underhand just like I taught softball so uh it all worked and then uh till con is just so people know if you're handicapped don't go it's not handicapped accessible that's why I didn't go I would loved to go but I saw it many years ago I haven't seen a new tokon but I know these guys filled me in to a point so it's good um the mayor and I are going to talk about Peterson Field so I won't continue with that we'll talk afterwards I'll take that offline right now and other than that I hope everybody had a great Mother's Day the mothers I've been called the mother many times so everybody have a great day thank you um I I did speak to tillon about um handicap accessible now when we went we did get out of the van and did some walking around which wouldn't have been conducive um but you can certainly go uh no you won't be getting out of the van and walking around but you can still go they're going to be bringing everybody in and around on Vans there so you can still go you would like to Mr Yano no report Mr Mayor things for going on so quickly um so first um coincidentally we got a nice letter on John Bach um from one of the white metal Lake resident saying he has always been so nice he treats his staff with respect and accomplishes his goals he's always goes above and beyond and he personally helped um This Woman's 85-year-old neighbor during a snowstorm and helped fix their storm water issues so she knew he's retiring soon and wanted to recognize all the great things he does um and I'll kind of pivot to we had Dave swanton's retirement party on the 26th at the senior center um we are we have a lot of tenur people um in the DPW area that are retiring Dave's been around pretty I think you know a pretty long time and uh it was nice to see all the sports program heads came to that event and and hung around um we even guilted uh John the head of soccer to have a piece of cake he didn't want a piece of cake but um and then I did want to also note that um we had a letter um regarding two of our uh officers I would like to congratulate uh this was to detective Hart Daniels and Peralta um detectives um want to congratulate you on excellent investigation work that was put into this theft case as you know um these multi-jurisdictional organized retail theft Rings or Scourge the retail throughout the US these Brazen criminals are some of the most difficult to track down um they are continually on the move trying to stay one step ahead of law enforcement um and the letter um that prompted our chief say that was from uh the regional asset protection manager from Victoria Secrets I want to extend my appre for detective heart and his support of Rockway Victoria Secret Location um specifically around the Lionel Johnson invest investigation this is a complex multi-state multi- agency investigation um caused a $300,000 loss Tech the heart was professional and communication was excellent in every step the investigation so really good job by our police force um I got a nice letter from uh regarding Allison Lombardo um was my pleasure working with you Allison um polish communication skills courteous demeanor and a customer oriented approach all very much appreciated um and then um we had some uh people uh donate some things to the police from the uh Club Greenbrier at Fox Ridge um dropped off some things to our Police Department over the weekend so it's very much appreciated um did have a business recognition uh tnw Hydro wash uh co-owners Tire Tyler garbrandt and will fronte you guys probably some of you might know them right um they're they're both back in Jersey right so um Tyler and will both grew up in white metal Lake graduate from Morris Hills uh it's a local business helping Community owners keep their properties clean so they're they're out on our website free estimates flexible scheduling softw wash roof cleaning gutter cleaning patios decks and walkways um please visit our Facebook page and there'll be information on them they're they're really great kids they're hardworking kids so um if you need something like that cleaned uh definitely reach out to them uh we have the uh motor vehicle uh Agency on Wheels is coming to the township again um June 13th and 14th from 10: to two um and I actually just talked to Captain shear and Lieutenant datson I think we're going to have some police there um to hand out some traffic safety stuff and all that as people are showing up so we'll have a police presence there because I know um I know it's always busy um our Memorial Day uh the memorial uh commission or whatever we call them came out with the program so the program for Memorial Day events happening um as uh as uh council president everybody else said the Tilcon visit was very eye openening and I think they're they're they're really trying to get involved in the community I'm not saying they haven't been but they're being more active now um getting involved in our community and trying to participate um they're sponsoring veterans flags for us um so I think they're doing a lot of good things uh the 27th 28th we had the PTA uh I'm sorry RTP prime rib dinner to raise money and then the unified games at uh at moris NES that they have every year used to be the Leo Club but there's no more Lions so uh it was a really nice event uh Barb uh Levy from the Regional Board of Ed lives in White Middle lake does a great job uh coordinating it um had an eagle Stout ceremony on Sunday Michael pmo um I think he's troop 160 uh his SC Eagle Scout court of honor was on uh Saturday uh Sheriff Ganon was there did a great job um gave a nice speech nice award to the kids so that's all I got tonight miss coarelli thank you calil president just wanted to uh let you know and let the public know that the township submitted a fiscal year 25 grant funding request to congresswoman Mikey Cheryl every year the Congressional representatives are able to receive requests from the from the localities that they represent um to put in for review by the Appropriations Committee and this year the township submitted for $2 million for uh water remediation for uh one of our wells that uh is required to be remediated and we're hoping that congresswoman Cheryl is listening right now and uh writing that check out as I speak so all joking aside it it's important that we uh you know this Federal funding uh the purpose of the funding requests directly fits into one of the criteria so I really am hoping it's a very competitive program um so I'm hoping that the township is awarded um there are other grants that are coming ahead are open space Bas and uh the mayor just presented me tra a Trails Grant so Administration will continue to push forward in trying to attain additional funding outside of our taxpayer dollars and that's all I have for tonight thank you m PA yes uh just with the passage of resolution r24 d92 our tax office will be sending out estimated tax bills for the third quarter they'll be due August 1st and as always with a 10-day grace period if there are any adjustments that need to be made because these are uh estimated bills they'll be reflected in your fourth quarter bill which will be due November 1st and that's all have M Ronda no report Mr Tabit no report council president Chief it's been reasonably quiet on April 27th we took part in the National DEA drug takeback day we had officers over at the Walmart Pharmacy while they were there they were able to take in 45 pounds of uh unwanted and expired prescription drugs for proper destruction uh on the 10th we had several officers attend the spike strip training up at CCM that gives us the capability to use the spike strips if we're dealing with any uh either stolen or fugitive Vehicles the spike strips themselves will bring the car to a slow gradual stop by puncturing the tires ensuring the safety of both the public the officers and the suspects it also helps to minimize any damage should the car uh lose control and uh you know not decelerate properly also as the councilman stated this week is the National Police Week and in recognition of that we are holding uh coffee with a cop event this Thursday over a target from 1 p.m. to 3 P.M so the Public's invited to come over and have a cup of coffee with our officers and you know just chitchat or if you have specific questions we'll be there to answer it and that's the end of my presentation Mr n yeah uh Waste Management uh whether you're a customer or you have your vegetative uh material at the curbside um over the weekend uh had a massive Act of vandalism to their yard in in in uh Lafayette uh paralyzed their operations they're pulling from 25 uh districts to uh get collections done they're concentrating first on pressible household waste and then picking up the yard waste so uh if your materials at the side of the at the side of the road please leave it out there I saw them today they had about 12 trucks in town starting the collection so they've been they've been down for the last two days um other than that Department of Public Works is continuing with uh getting the roads ready for Capital Paving storm basins uh asphalt repairs except that's all Mr Dyer Mr Hinman no report okay uh any other business council president I would like to make a motion to cancel the second meeting in June July and August I'll second that okay any discussion clerk please take the role councilman Freelander yes councilwoman noon yes councilman Brooks yes councilwoman Brooks yes councilman Quinn yes councilman boyovich yes Council vice president salberg yes council president Chris yes say yes as motion passes just for the Public's benefit we do this every year um we look ahead and see what kind of business business is generally very very light during the summer and in an effort not to waste the administration's time and effort we usually post on those meeting meeting should something come up that is critical we can always add back a a special meeting but this will not in any way uh delay any Town business okay motion to adjourn all approved have a nice day you got a shredd in
