and address for the record there is a three minute time limit you will hear the buzzer go off on my phone um and we were going to stick to that Ryan Connell Brian Connell 247 Russia Road Oakridge uh I came last week without the intention of coming back yet here I am due to some what I felt were off color comments from one of the township administrators um I'm happy to hear that some improvements from Marcel field have been have commenced uh stopped by today I'm my way here I'm happy to see that some new um gravel was laid down in the infield and it looked like it got flattened out a little bit so thank you for listening to my complaints about the fields and for committing to some improvements of those fields uh before coming tonight I researched what model of government Rockway Township utilizes I didn't want to be labeled as uneducated Rockaway falls under the fauler ACT mayor counsel mayor exercises executive power Council exercises legislative power and the business administrator assists the mayor in budget per purchasing and Personnel also by ordinance May supervise administration of departments subject to the mayor's Direction which is the case in Rockway Township why am I telling you what you already know because things slip through the cracks such as poorly maintained Fields until someone writes an email comes to a meeting makes everyone aware of those issues in my email I addressed to This Town Council dated April 12th I asked for clarification of the title of recreation director however since realized the bigger problem her Rockaway Township's government organizational chart the business administrator supervises the administration of six Township departments uh six departments seems like a lot on top of budgeting purchasing and Personnel Town Council Members along with already existing boards and commissions should help to oversee each Township dep Department with the business administrator how do we get that accomplished without a complete government overhaul we draw a line we draw a line straight down from boards and commissions down to the same things that our business administrator overseas uh by that organizational chart the Town Council plays no part in oversight of the township departments that responsibility lies solely on our business administrator the Town Council can be directly involved with these departments by drawing one simple line enacted by a rule of ordinance public employees employees specifically Department directors would report to and work directly with elected officials and Township committee members this could cure future instances of oversight create accountability via checks and balances surely something that was missing from the performance of Duty of the recreation director and could be avoided in the future thank you James saak stac oh so close in my defense the t is blending in with the a good evening all my name is James stac 22 chadam Road Flanders New Jersey I'm a retired detective captain from the Rockway Township Police Department I'm here to speak on the prescription plan that's floundering in Rockway Township for our retirees in October of 2022 the township really received a primary report from the controller's office uh describing the issues that we're now facing approximately a year later you were iies were notified that we would be looking at a th% increase in our co-pays in October of last year we had a meeting in this chamber and we were told that a fix was coming shortly in November we were told November 8th an email went out from the business administrator that it was going to be a few weeks away February 28th a contract was awarded to Bai March 19th a approval the process was beginning April 4th an email give Bai a week April 5th nothing a welcome package was supposed to be sent to the retirees affected by this this change to date nothing is received from the township or from Bai April 17th I contacted Bai and they had no clue as to how they were going to process the cop's reimbursements to Rockway Township there's no process in place there's no funds in place they didn't know a timeline when I asked specifically for a timeline I was told four to six weeks 6 to8 weeks we don't know today I spoke to your outgoing broker of record who told me that she spoke to B today and again there's no process in place paperwork received was iffy at best the retirees have done their time here we've served honorably it's Rockway Township's time to step up for us I know some of my fellow retirees who aren't in the best of health are accumulating substantial substantial expenses I know of one that has $800 a month when he was paying $3 and that's been going on for for 6 months now so he's up to 5,000 almost $5,000 for us that are in good health it's not too bad it's bearable but when we're told no process is in place paperwork's incomplete they have no clue as to when this is going to take place right now I'm speaking on behalf of the fop retirees and please I hope that this can get resolv quicker than 6 to8 weeks that's not acceptable it's been seven months if I Rockway count money for seven months you'd be hounding the hell out of me I'm sure Mr yakano would be sending me letters so please I don't know why this is dragging on but it needs to to be resolved and resolved quickly thank you thank you Ken vanderberg Ken venburg 26 charlottesburg Road Rockway Township um I've noticed lately we live on charlottesburg and I've noticed lately that the town has been throwing plenty of equipment and manh hours at trying to keep control of our little dirt road that's been taking a beating from the weather and the trees down and and I commend you guys because it's been a challenge um there's been some talk about a long-term fix so to speak for charlottesburg Road and that would be great I mean I like our little dirt road I think it's great but what I have noticed is from where the paved area on the farm ends to Green Road which is the Little Goat path that goes on the back side of the farm beneath that road where you folks are doing the dirt and the fill and the and the grading and everything is an ancient paved Road that's riddled with potholes so every time it gets graded and rolled or whatever you folks are doing now it only lasts like two weeks and those soft spots where those potholes are get kicked back out and it actually makes it worse than it was before I totally appreciate the effort my concern is when the long-term fix comes along I would recommend somebody take a look at that and and you know verify that that pavement is down there because I think without Milling that out you're going to do a whole lot of effort and be right back where we were and I hate to see that happen because you guys are you know you're working hard at it and I just hate to see you know I'm not here to complain I'm here to help you know to see that we get that if you do do a long-term thing that it stays longterm thank you thank you all right so the next 20ish or so people are all here to speak about beautiful farms in the vein of trying to not be repetitive because I would expect you know everybody to utilize their three minutes you know similar to each other I'm willing to offer if there is one person that would like to speak and I'd be happy to give you 10 minutes is that agreeable to everybody here okay your choice not a problem Renee Coleman good evening my name is Renee Coleman and I reside at 22 South OTA AV in Rockaway my son has been taking lessons at beautiful farm for about 2 years I will say as a 20-year resident taxpayer of this Township this is such a unique place for this Township it is such a wonderful resource I go up there I see teenagers and children without a phone without a device in nature making close friendships being basically you know mentored and role modeled by by the owners of this nonprofit and also learning useful skills and working with animals in addition to that I have to say someone who lives in you know a white Meadow Lake neighborhood this is not your typical Rockaway Township neighborhood it's a 10 acre plot of land that has been used for farming for decades you go up there it's you know I mean it's pastures and paddocks and horses and I hear that people are complaining about a non-conforming use but I will say that you know if I go up there there's maybe room for four or five cars other than the ones of the property owner we're not talking about all Ste Farm excuse me or a huge operation this is a very small scale you know situation where maybe there are three or four families there at a time having a lesson working on the farm it's it's really you know not I'd invite any of you to go up and see it if you haven't there's nothing happening there that I can understand would create any type of a disturbance but um quite the opposite you know a positive impact in our community and that's pretty much all I have to say thank you for your time thank you D valante good evening D Valley an at 47 High View tff Rockway I've been taking writing lessons with chrisy on an off for about a year and a half when of the previous Barn lessons were great but when I'd go to the barn I would just ride and then go home since being at beautiful Farms lessons are just just as great but there's a different tone I get a sense of belonging in family there's a sense of space to walk around talk to the other Riders and learn as much about horses and other animals as well as space to just enjoy enjoy being outdoors and interact with everyone I usually end up coming early and leaving later than my lesson just to volunteer helping out because I genuinely love being there and enjoy learning about the farm I'm going to invite enal scientists and have a great passion for the outdoors unfortunately within the last year I was diagnosed with a chronological neur neurological disorder called idiopathic intracanal hypertension this disorder causes intense debilitating headaches fatigue Aphasia among other things the past year was filled with medical tests such as two lumbar punctures EKGs MRIs mrvs and multiple anagrams this left me unable to do many of the hobbies that I enjoyed such as hiking reading Walking and horseback riding going to the farm still allowed me to enjoy the outdoors animals and Company of fantastic people even when I was recovering and unable to ride horses the reason I started taking lessons was because I had a fear of horses and saw a post online about Christy and her horseback riding lessons Christy had the patience with me to teach me to ride as well as teach me about the equipment and Care required for horses she's not just an amazing instructor but a wonderful friend that I forever forever grateful for thank you thank you and apologies to anybody in Advance if I butcher the names here Cindy carus carus Cindy Caracus to Lewis Street Warden New Jersey technically Rockway Township I'm a member of the board of directors for the Mars County 4 and I'm leader of two4 clubs for those unfamiliar with 4 we are a nationwide Youth Development organization and part of the Rucker's Cooperative Extension we are all inclusive and welcome all young people from kindergarten through one year out of high school our clubs are free to join and to be members of we teach leadership skills through clubs of various interests when I heard about beautiful Farm I reached out to Christy to see if she'd be interested in starting a 4 Club about horses with me she said she'd be happy to and contacted the 4 office to do the background check interviews and the training to become an approved 4 volun lead our Hing around Club is in its second year we have 18 registered members six more on waiting list to join we meet once a month from 6:00 to 7:30 p.m. so an hour and a half a month we're there and we are the only Horse Club in mors County our kids love this farm and for AG is very happy to have them in our organization thank you thank you Jillian Lukas hi my name is Jillian lazis I'm 16 years old and I have been volunteering and riding at beautiful Farm since I was about 13 when I was in eighth grade I decided that I needed to ride horses but unfortunately my financial situation at home did not allow me to I found out about beautiful farms and Christy and Brian were gracious enough to allow me to volunteer and exchange for riding lessons I started doing that and soon fell in love I do not know how many people on this board have children especially teenagers but it is so hard and so rare that that young to find something that you are so passionate about every single Sunday I wake up at about 9:30 and I go and I and I volunteer at beautiful Farms I also on October 31st of 20122 um I got a pet cow which I think is pretty cool name uh I think that's pretty cool and I got her and I got that cow at a very interesting time in my life my support system at home at the time and now was not very good and I leaned on the people here a lot without Christy Sammy uh Brian Kane Heidi sorry I don't know her last name um Rain Patterson and so many other amazing people I would not be standing before you today and if you guys had shut down this Farm about a year ago I would also know not be here and I know many other people who feel the same way thank you just for the record of pet cow is pretty cool what's the cow's name Wendy what is it Wendy Wendy Michael Weber good evening uh Michael Weber 31 Miami Trail I have a 10y old daughter who's been riding for three years now ever since covid and she uh absolutely fell in love with the farm and all the animals there the owners and especially the volunteers are very helpful and she has learned so much about horses she did her science fair project at DWI school about it I'm just here to support beautiful farms and uh wish them luck and success now and in the future thank you thank you Susan Fishman my name is Susan Fishman I'm at 141 Richard Mine Road in the township um I've been a resident here for well over 30 years I've been a real estate broker here for well over 30 years and a horse person all my life you're going to hear wonderful things about beautiful farms and it's all true the owners are phenomenal the place is beautiful and it's one of the most peaceful places that you can visit uh as far as my own opinion and it is an opinion but it's a very educated one the property being there does not harm that street or the value of that street at all if anything it would raise it being a real estate broker people come to us and say oh I want to go to the country and where do they go they go to the northern section of Rockway Township and beautiful Farms is the epitome of what people look for and what they want to enjoy out there they want to enjoy the property they want to enjoy the land and the Animals it's a beautiful place and it really should not be pushed aside like so many other towns have done to the horses in New Jersey and I think the horse is the state animal of New Jersey so you should support him thank you thank you Christine a angst HST H sorry hello Christine unst 17 Woods Edge Drive rway this is my first town meeting and I hope I don't have to come again um but um I'm here in support of beautiful farms and as a concerned taxpaying citizen of Rockaway because it has come to my attention that what I presume to be taxpaying dollars are being used to pursue an investigation against beautiful farms and for the crime it is allowing my my private Homeschool Group to use their land to teach our children I would first like to State my rights as a natural-born citizen of the United States of America it is a great country and constitutionally I am protected under the First Amendment to peacefully assemble on public land or private which has been allowed as our other seven families who have chosen beautiful Farms as the location in which we'd like to educate our children we are also proteced of the 14th Amendment to create private contracts between citizens especially one that is faith-based as a member a private member of an association um we are not required by law to be subjected to state regulations however we and however regardless we also have never broken any laws in compliance with child care as we parents are constantly with our children Outdoors teaching them about nature and we chose to homeschool our children because we want to keep them away from the politics of the school systems in New Jersey a parent has the right to educate their children as they see fit and the location in which we've chosen his beautiful Farms being that Brian and Christie are our friends I met them over a year ago and they became aware of the fact that I was running a Homeschool Group and I told them that it was very difficult for me because we do not have our own backyard or any land to use and they offered their space because they well they think my kid is adorable so I'm very concerned that the township is overstepping their boundaries and possibly abusing Powers the state and federal governments recognize parental responsibility yet apparently it seems that Rockaway may have forgotten their their place whatever of vetta they have against beautiful Farms is separate from our Homeschool Group Mr Kane and Miss Sammy are good friends of mine they agree to let me use their space as I said again I have no backyard their 10 acres of property provides a wonderful space to play and gather and learn about nature for our children and we do not want to be dragged into any issues regardless of how the town feels about beautiful Farms cannot step on our parental rights or continue harassment of our families we have already faced what we feel is harassment and we've also been made aware that unauthorized photos of our children have been taken by neighbors across the fence and circulated throughout the town although I know governments can become corrupt I still believe in the power of the people and the rights of the individuals and I hope this serves as a reminder that children and parents should never be used in town in town vendettas thank you no uh no uh cool something colan Coleman excellent hello I am Noah Coleman and I reside at 22 South Dakota Avenue the the reason I come here to speak in front of you is on behalf of beautiful farms and what it means to our community beautiful Farms is a safe space for all children and is a amazing Cornerstone of our community if it were to be eliminated it I would feel would be very unfortunate in in conclusion I think beautiful Farms is a amazing space in our town thanks great job no it's not easy to come up there and speak like that so heads off to you [Applause] you guys should have had him as your closer uh Heidi yes that's what I was going to say hi my name is Heidi stankovich I live at 21 wat sessing Avenue in Bloomfield but I've grown up in Morris County and spent a lot of time in Rockaway Township and I've known Christie and Brian before they moved here to Rockaway I've been volunteering since they've resided at the farm I don't know if there's much more I can say that the kids happens said this place is absolute magic to see these teenagers that teenagers struggle kids struggle in school and it's rough and there's bullying going on and to see these kids come together at a place and work together and communicate together the things they learned from chrisy is absolutely amazing to see them go from timid and shy to riding these 1200 lb animals jumping fences and doing things that probably year ago they never imagined they'd be doing the confidence that gives them going forward past the school years this is something you can't get any place else this place is a gem and to view it as anything else other than that is just sad and I hope the Neighbors come and visit one day and get to see what these kids see and do and work with every day because they're amazing thank you thank you Alexus Summers hello uh hi my name is Alexa Summers um thank you all for listening and allowing me to speak tonight um I'm here to speak about the positive personal and professional experiences I have had with beautiful farms and the plans we have made to make a very positive impact on our community I have lived in Rockway Township since 2017 and I have learned what it means to have a village we moved here with two small children and he knew from the very minute I stood on the bridge over white Meadow Lake Dam that this town was special I saw it in 2020 when we banded together to feed our elderly and make weekly phone calls through support our seniors I watched people make cards build longlasting relationships and even bring each other groceries when others were too sick to make it out of their houses I knew that given the right circumstances and communication our town was one of those places you read about in books shortly after Co I met Christy well my daughter Charlotte who is now a budding uh veterinarian this is her now new dream um was helping on the farm christe and her wonderful volunteers hit it off immediately with my daughter Charlotte left the farm that day with the biggest smile on her face and at only 5 years old declared that the only thing she wanted to do in life was take care of animals following the next session she told me about how Christy taught her the right way to brush the horses the right way to hold the chicken and even gave me tips on how to feed chickens my 5-year-old yep uh my daughter never wanted to leave she's always been an anxious child and you could see that she felt like she fit in at beautiful Farms she was willing to voice her opinion and you could see that she was empowered to make a difference even if it was just one horse or one pig at a time Christy and I started to talk more after each session and there was one night that we got to talk got to talking about our shared passion of helping children christe's dream for the farm was one of creating a place in the community where children could come and learn about animals more so than they could in books or even large zoos a place where learning was experiencing caring for Animals working with animals connecting with animals she wants them to feel like they can be in safe in the space she created for them the result is a wonderful Oasis our children are empowered to look at christe and I became fast friends and as she started to learn about my background in education we started to come up with a brilliant plan I'm currently the bcba a board certified behav avor analyst in the Roxbury School District following 14 years of teaching special education in districts from Montclair to West Milford in Rasberry school districts I have built a team of six classrooms kindergarten through 12th grade for children with emotional regulation impairment these are students that range in disabilities from autism to OPP Oppositional Defiant Disorder to ADHD to personality disorders these are the students that struggle from trauma in their life death of friends broken homes and other traic tragic events that alter the way they see the world although today I'm not speaking as a representative of the district I will forever be an advocate for the students I teach and work with and for this reason I would like to tell you about my professional experience with beautiful beautiful Farms Miss Summers I'm going to ask you to we're at three minutes so I'm going to ask you to very quickly wrap it up okay basically when we went to beautiful Farms we had this plan all of my students came in and they had this beautiful interest and they wanted to do all these little projects we were there we had a very small bus we only had about 10 of them that were there and we had our staff with us at that time the bus driver actually came up to me shook because somebody had come up they were asking them security questions like how many kids do you have on the bus what bus do you have and they they got so upset she was in tears we didn't know what to do at the same time the town representative came up and asked me if my kids really had disabilities so at that point we really didn't know what to do our students kind of looked at us like what are we supposed to do at this point um after my you know we had had meetings and meetings and meetings we wanted to talk through and work through with our district I understand okay um all I'm trying to say is at this point all we want to do is make a space for our kids to have a hands-on experience all right thank you thank you ingr skusy Susi Su sorry Susi that apologies yeah hi my name is ingred Susi I reside at ader high ber Road Rockway Township um I own property on Jacob Road where I grew up and I'm very disturbed at what's been going on at 91 Jacob Road also know known as beautiful Farms firstly the owners began operating a legal children's riding camp an adult event venue several years ago despite the fact that the property uh Jacob rot was residential there's been an increase in traffic on Jacob Road and I've heard noise in the evenings when the adult parties were held Jacob road is narrow and windy with blind curves and no sidewalks I was HIIT from behind walking on Jacob Road when I was a teenager by a reckless driver I suffer suffered multiple leg fractures and have back pain to this day I could have been killed we don't need more traffic by people in a hurry to drop off and pick up their children from an all day day camp unfamiliar with this dangerous um Road accidents do happen as a former 4 equin Leader with a daughter who attended riding camps in Sussex County and having listened to beautiful Farms owners as to their facilities um at another hearing I found them terribly deficient no heated Club room no bathroom facilities like we had up in Sussex County at the many barns I've been at and I'm a horse former horse owner they testified that kids and parents would be advised to hold it Rockaway Township inspections for safety uh had not been passed as of that meeting at Christ Church Auditorium as far as I know and I want to know why uh these weren't corrected and why inspections have not been done or what has been transpired since that meeting at Christ Church Uh there's Big safety issues at stake what disturbes me most of all despite the fact that they've been told by the township to stop the owners have the gall to disobey our Township laws and continue to run their Camp forcing the issue I've seen multiple cars parked and Rose on the property late in the afternoon um who do they think they are above the the law apparently um if the rest of us on Jacob Road have to obey Township ordinance they should too and many of our us are horse people also thank you thank you Tom petroy well my name's Thomas puszi 82 Jacob Road this is my wife Sarah we live right across the street have not noticed any increased traffic by the way but uh the owners are great the Farm's great my three sons love going there my nieces and nephews love going there to see the animals and hang out I I don't really understand what the issue with the town it seems like they go after them for like they have a vendetta against them there's always cops on the road it seems like borderline harassment at this point um like they're great people the the day I met Brian he let me his tractor so I could dig my trench for my pool there's good people solid people and I live right across the street grew up in rock away I really don't there a few old neighbors that don't like it otherwise everybody else seems to be pretty on board and I'd like to speak um I wrote a letter so I'll just read it because I'm terrible at speaking um I am a mom a healthcare worker and a neighbor to Brian Christie I have three children who have always been welcomed to explore the farm and spend time with the animals my oldest child has autism and as he gets older I sometimes feel his world is getting smaller socially however when he is at beautiful Farms his world opens he engages with the amazing people in the safe environment the animals especially the rooster Kevin allows him Comfort to practice uh starting up a conversation with someone new and work on his social skills they have been a neighbor who have been there during my f or during many hard times for my family including during the pandemic I see the confidence responsibility joy and hope hopefulness beautiful Farms has given to so many who may not feel they have another place to belong beautiful Farms is a good thing an amazing thing as a neighbor I love knowing there is a safe adventurous environment across the street from us I have personally noticed absolutely no negative impact on my street because of the farm such as traffic or events as they are further from the road I feel like politics have gotten in the way of their right to farm and ask that you give a genuine neutral eye on this matter as a neighbor a mother and healthc care professional who helps people struggle with their mental health I cannot explain to you could you take him I cannot explain to you well enough that an opportunity beautiful Farms gives you um that you would be taking away from so many including my son thank you Julie marceliano good evening my name is Julie marceliano I reside at nine Autobon Drive in dville New Jersey um I'm going to just shorten this because I could go on and on about how much I love beautiful Farm my young daughter Nora over there um has really just grown to be um much more confident independent she was um velcro child growing up much of of her first three years um around five I reached out to christe and asked if Norah could explore uh riding and she more than um opened up to me and said she could do a trial um the program at beautiful Farm provides anyone who's interested um a trial I found it to be safe I'm a physical therapist I treat pediatric and adult um clients uh there's ample parking I was never told to hold it and as anyone who has a young child knows uh they're not going to hold it there are facilities um so I know that has been brought up I have not in the year or two that I've been at beautiful Farms ever had that issue um at Norah's first lesson she was fitted with a proper helmet introduced to the various Tac performed grooming shown basic safety practices even at a young age including where to stand how to approach the horses um I myself even decide to return to riding um in my 40s and I have no regrets Christy has an immense knowledge of various styles of riding she takes care of the animals um many of the horses she has um have been projects and rescues she is a patient and amazing instructor to both me and my daughter she teaches horsemanship ecoin care um which is often lacking in many other um equin um equestrian facilities I'm so fortunate to have found beautiful Farms to share the love of riding with my daughter my husband and son look forward to visiting and watching our lessons which makes it truly an amazing place to enjoy as a family uh I will continue to support uh beautiful farms and hope to be part of any future programs that they decide to pursue thank you thank you April Royal April Royal 142 Hawthorne Court Rockway I am here to support beautiful farms and I Echo the many wonderful things that have been said by so many others here this evening um I won't I won't take up much more of your time and I se seed the remainder of my speaking time to the following speakers thank you Grace Grace not or from South you drive sorry good evening mgon and I'm a student at beautiful Farms sorry I absolutely love this place I come there I'm 12 years old and I come there about five to six times a week after school so after yeah after school so it's the highlight of my day so at 2:21 the bell rings and I and I'm and I'm already up there and I and I love it so much much I get up there and it's great I christe is one of the best trainers I've ever had I've never there's been times I felt discouraged and times I feel like I could not jump a jump I could not be able to do collection there's been times I feel like I couldn't even do it but Christie is always there she clearly tells me do not give up and I can always do it and she has guided me so far and is such a great horse trainer probably one of the best in the whole world Brian also is a amazing person too he's taught me to be more conf myself and not be self-conscious be and just you know go for it and do stuff honest and now my goal is become a boss I want to be able to have a farm One Day become a boss and learn and learn and make mistakes and guide people and yeah that's really all I can say this place is an amazing place thanks good [Applause] job Justin Yen good evening my name is Justin I reside at 3806 boxwood Court in whiy so I'm here on behalf of firefly forest and Brian and Christy of beautiful Farms my son is in attendance of the Firefly Forest school which is a home school Co-op as previously mentioned where we as parents invest our time um and efforts to educate our our kids the way that we see fit in accordance to njsa 18a 38-25 this is a right as we as parents um have that shouldn't be enro encroached upon but from what I've seen about this situation it appears that those filing complaints don't don't really have too much of an issue with what we're doing but they really have an issue with Christy and Bryan and those filing complaints have stooped so low as to use our children um who are part of a homeo School group that is um allowed to use the land that Brian and chrisy have generously allow um given to us for free um to utilize and what's more concerning is that there are photos that have been taken of our children that are disseminated um whether to friends or um town government and whether technically it's legal or illegal to me this is by any standard of Ethics a gross violation of our private and of our children and I ask those of you who are in this room those of you that um work in the town that are on Town Council how many of you would approve of a complete stranger taking photos of your children without your consent or without your knowledge um I assume that many of you would not approve of this this kind of practice um as one whose career is dedicated in public safety I find it disturbing that these types of actions um are being taken by those who are filing complaints um it to me it's a characteristic of a person who's a pedophile or a stalker you know if anything the township of Rockway should take steps to prevent strangers from taking photos of our children without our consent and in summary we absolutely have the right to use the free resource that Brian and christe have graciously um let us use to educate our children without any retaliatory action against them and lastly I just want to say thank you to Brian and Christie it's not easy to go through the trials that you guys are going through you know at any point you guys could have asked us hey can you guys move your Homeschool Group somewhere else but you haven't and I want to let everyone know here that that speaks volumes as far as their character and their integrity and is stronger evidence that they are a pillar in this community that should stay Thank You Thank you Lisa flank hi my name is Lisa um that's my husband so we have the same address um but my son also attends Firefly Forest school which in regards to what Miss inred incorrectly stated is not a daykit it is a private homeschool Co-op which is organized by the parents of the children who participate and where the parents are present it is not run by Brian and Christie Other than that they generously allow us to use their land two mornings per week we as parents choose to get gather our children together to educate them in the way that we see best and as we have the right to do in accordance with New Jersey Law Brian and Christy are kind enough to let us use their land furthermore it has come to our attention that those who have filed complaints against beautiful Farms have taken UNS unsolicited pictures of our children without our consent as a mother I find it deeply disturbing that it seems to be acceptable in this town to take pictures of minors without any form of consent if it's under the guise of caring for the safety of our children I would first like to state that those have taken pictures have nothing to do with the care of my children have never met my children don't know their names don't know anything about them secondly I'm with my child supervising him as he participates in his educational activities I'm not sure why they are concerned with my son's safety when he is being supervised at all times and also I would like to say that I would never risk my own children's safety and drive over the speed limit I would like to keep my children safe and those in the neighborhood safe as you know as a mother um I hope that going forward we can work with the township of Rockway to uphold our rights as parents to educate our children keep our children safe and to support beautiful Farms which has been such a positive place of learning and fun for my son so much so that whenever our time of the farm comes to an end he always says but I don't want to go yet thank you thank you Dorothy Shero hello my name is darthy sharrow 57 Miami Trail I to avoid being repetitive because if you know beautiful Farms you love beautiful Farms um what I do have that nobody else brought with them is just a very very small taste of a visual of the happiness it puts in my child's eyes and if I could bring it up and share it with you when we're done we can I pass it around uh if you want to leave it with Jack and then so my daughter Tiffany sharrow is here in the audience she's 12 years old we discovered uh beautiful Farms during Co it was truly it seemed like a dream like I couldn't believe what I was Finding I read through over and over making sure this was Rockway Township New Jersey and when I called her downstairs from her very painful virtual classes that were slowly killing all of us and I told her look at what I found that was the beginning of a spark in her eye and she still has it the many times I had to unfortunately go to her room and tell her we have this worry we have this scare that beautiful Farms might close was one of the most painful things I had to do and if you look at her face in those pictures and that smile and if you if you saw the tear she had in her eyes and I didn't know how to break it I pray I never have to do that again and I'm praying that you guys will'll keep this beautiful place open for not only her but everybody else that loves it thank you I Know Tiffany has her name on the sheet did she want to say anything or no Victoria jesi hello I'm Victoria and I live in near uh neighboring Denville um my two-year-old and four-year-old also take part in the preschool Co-op um that Brian and chrisy have in terms of the legality it's it's their private land that we are using and this Co-op has met at my house I rent a one bedroom in Denville and I do have a beautiful garden um but no none of my neighbors you know when I have children at my house are taking photos of us and sorry I'm getting I'm getting nervous right now um it's okay I think let me just gather myself for a second you had so many people come here today that you had to try to get us to condense into one person and that speaks volumes right that was just an offer so just and I'm not counting this against your time so just for the record we've had similar where this place was packed and that's what they asked for right I'm just saying that's how many people are showing up right it was not an attempt to no no no all right that was just wow I'm really bombing here that's not what I was trying to say I'm trying to say are really C thank you you're doing F trying to say like there's a reason this place has been amazing for our children we are at time I'm sure all of you know that our kids are facing an obesity epidemic mental health crisises like it's all we know you guys have kids I'm sure you guys have kids we know we're starting my son and I got um attacked by two dogs when we were visiting my husband's family in England I'm just giving my personal example and my D my son has been defly afraid of dogs ever since and it took him being around these animals um to finally be able to go to my friend's house that has a dog like like this has been amazing for children and when we think about government this is our community in Rockaway in Morris County they grew up here I grew up here I grew up in kenon let's keep this going this is amazing for our children um W these these aren't the people to be going after there right Community starts small this is how we help our kids and this is how they're helping their Community it's amazing thank you thank you okay that's it for the sheet is there anybody who didn't sign the sheet hi y'all I'm romae Patterson I live at 87 Jacobs Road I share two property lines with beautiful farm and I have heard for two years my neighbors complain and get angry about this little farm that by the way before they bought it was a dump hadn't been maintained there were holes in the roof it made our neighborhood look like crap Brian and Christy bought it they've cleaned it up they continue every single day I hear them down there with their tractors cleaning out brush cleaning out stuff fixing things up it looks amazing as a property owner on the same street I could not be happy here the woods behind my house are no longer a fire danger because they literally went and cleaned up all the brush and all the down trees and all the crap that could have caught my house on fire if a fire had ever broken out here's the thing Brian and Christie are phenomenal people Brian can be a bit of a pain I know he's got a big personality I do too but here's the reality what they are doing is trying to make our community better these kids when was the last time I'm just going to ask you when was the last time you saw a teenager put their phone down and just enjoy the outdoors or hang out with some animals talk to a cow that's what these kids do I see it every single day every Sunday my wife and I and my daughter who's a teenager we go down to the farm for coffee at the farm every Sunday like clockwork you'll see us there and every Sunday I watch families come to the farm they're not necessarily invited sometimes they just show up they go and they take their carrots and they feed the horses they feed the cow they feed the pig they smile they laugh they spend time together no and his dad just worked on a project making a sign for the farm why because they love it so much it brought a son and a father together to work on a project if the town can't understand and respect that I don't know what's wrong with this place I really don't and I'm not just talking to these guys up here I'm talking to all you guys down here too this place is phenomenal Brian and chrisy they put so much passion and so much energy into making this place something special and as someone who lives on Jacob's road I don't see the traffic issues that other neighbors have complained about I do see the Vendetta that other neighbors have towards Brian and Christie I've watched it I've watched it every time Brian has an EG burn and they call the cops even though Brian has every right to have a an egg burn I sit there when the cops roll up by driveway and they're like what you guys doing and we're like we're sitting here watching a burn it's ridiculous what is happening to this family who wants nothing more than to support these kids kids who come to the farm who find a sense of purpose who find a sense of achievement they work on projects together they talk to each other they don't text they don't call each other they literally have conversations I get it I'm almost out of time I'm just going to say this I'm the nice neighbor I'm the neighbor who actually goes to this Farm all the time at least three or four times a week I'm down there in fact I sneak away whenever I can because it's amazing and I would say to all of you in this room you want to see how amazing it is why don't you stop by for coffee on the farm on a Sunday everybody's welcome thank you thank [Applause] you anybody else wish to speak good evening my name is Lea galanes and I'm here to support beautiful Farms as well I don't have much to say but I did want to say that my daughter attends the school and she's been thriving ever since attending as everyone else has said however um on the contrary side of potty training she didn't want to potty train at all when she started the farm she did she was never told to hold it and in addition to that I mean it's just a beautiful thing I don't not going to stand up here and say what everyone else has said but we would hate to see anything happen to it and just love it thank you thank you and Sir so you you had your hand up my name is John Sammy I'm Christie's father first I want to thank you all for listening the 22 people that you called on the list and the 10 minutes you were going to give you would have missed all this and that's very sad because they took their time and they brought their kids and they cried and it means something to them I'm not going to be the emotional Dad I'm just going to ask you guys if you hate the man that's okay but don't hurt the kids think about what you're going to do before you do it if your children were autistic handicapped handicapped Riders veterans that go to that farm and you see and and you feel what they feel it's a crime it's a crime to shut this place down that's all I'm asking is there anybody else hi I'm Janet Tidman and I live at 125 Jacobs Road um I did want to clarify just a couple of things because I am one of the people who has protested what has been going on over the past couple of years at beautiful farms and uh certainly none of the 28 families who I've spoken to who are in uh opposition to beautiful Farms have been circulating any photos of children I certainly have not seen anything like that if there were pictures taken and children happened to be in them I don't know um that would not be something any of us would think was appropriate or acceptable at all um secondly I don't think anybody has any concerns about a free school what we're trying to oppose is the illegal business that the Mars County Superior Court decided was illegal about a year or so ago and we thought it was shut down down so maybe there's just some confusion about what the rule actually is what is legal to do on the property and what is not because everything I've heard here has been how wonderful the people are which we don't argue how wonderful the activities are which we don't argue and how wonderful it is for the children which is fantastic that should absolutely continue but if there are things that are illegal to do on that property then those things should not be happening and there should not be profit businesses going on if there's a free school that people are bringing their children to because that is their right nobody's arguing that thanks thank you yes the woman in the back my name is Liz Leon we live in booten Township my daughter goes to the farm um I just want to say she does go there a lot after school and I drive her pretty much every day and I don't see the traffic that the neighbors are complaining about in fact we literally the only ones on the road driving down and I drop her off and I drive back home and there's no traffic at all um as far as like with Brian and Christy are just fantastic they're great the farm is has been like the best place for my daughter Middle School years Middle School years are hard and I don't know this is her interest this is her passion and I think it's just it it keeps them out of trouble and I just think it's great for the kids thank you anyone else okay and just before I move on I I want to clarify again in the past we have had had large groups like this come who have asked for one person to speak for a greater amount of time in order to get their point across all right so that was what was offered tonight so we will never keep anybody from from speaking as you can see on another note it it's actually nice to see the the younger kids coming up and getting involved and and speaking so kudos to them okay moving on to the consent agenda R 24- 81 r-4 d82 r-4 d83 r-4 d84 r- 24-85 R d2486 r- 24-87 r-4 d88 r-4 d89 and R Happy Passover have a safe Passover I'm done councilman bricks thank you council president Chris um actually at this uh point I just want to uh let everyone know that I do notice the uh the sweeper it's primarily G geared I think to six graders enough but anyone is welcome that is all I have oh and thank you to the administration for putting out that um rules and regulations to the RVs and boats and recreational vehicles thank you wel okay um moris Hills Project Graduation uh is going to be sponsoring the Harlem Wizards at the school in on on May 23rd at 7 p.m. uh so if you'd like to support that and and actually come and see a really great show uh we are going to put that link on the Facebook page correct mayor we'll put that correct all right so uh we'll put that up on the Facebook page and then if you look up online uh through Mars Hills uh they will have that can we shut these stores please sure thanks uh the other piece I have is I know tonight is uh the second night of passover um I don't know how I missed this when we when we set the calendar this year so that is on me so apologies to those who celebrate uh councilman sacket of course left you know in time uh to make his and and councilman freedlander so that one's um that one's on me so I apologize for that Mr yapana no report C president Mr Mayor I have a lot to report so deal with it um the 11th I went to the Copeland PTA meeting um and uh got to hear some of the great things that are going on at Copeland school and and the support that the PTA is providing the school um which leads me uh to my next topic um last week I went to uh Norway field and got to uh spend some time with the uh sixth seventh and eighth grade soccer teams I think the u12 team in the fall league um won their cup won their division and the um other teams won their flights so it was a nice accomplishment um I spoke to all the kids and and I conveyed this feedback to uh superintendent Corbett that they they all love Copeland and it was refreshing to hear they like what's going on there and every kid loves principal bear so um I thought it was great feedback um on the school and I wanted to share that uh bringing me to Norway field we are still in talks with Norbu Lodge um about still trying to determine how we can continue using Norway field um and and meet their needs um you know without impacting taxpayers so we are still going through that process um and and it's very important to all of us um we had our clean Community event on the 13th um and then the the legion actually did a clan bake that was actually really nice uh opening day for baseball um was the 13th also I threw out the first pitch at a Majors game and I bounced it in front of Home Plate um I'm not happy about that but it is what it is um but I will tell you uh we are making improvements at Marcel um I've been meeting with all the sports programs heads and uh we've been going through their needs and from a field perspective and we've been taking action upon that and we've been putting some procedures in place to make sure that at the start of every season the fields are in the right shape um the habad founders dinner was on the 15th uh councilman sacket was there was a incredible event where they honored uh a lot of people in uh that that did great things they had three three honores technically four one was a couple that from Rockway Township so just uh great stuff there um went to the MC CA it's the moris county friends of Education dinner event um where Brenda Bud who does um some of you may know from the Mac um she does a ton of great things uh for Rockway Township and Rockway burough and she was honored at the dinner so it was really um really nice uh for those of you who didn't get a chance to go to the library Festival was Insanity um there were so many people there there was so much cool stuff to do it's just a a really uh cool event it's nice to see so many people getting out there we had a strong police presence we had a strong we had a company five was there with one of their boats and and one of their fire trucks so it was it was really um a great uh event uh couple of announcements uh the online uh the the Morris County uh Commissioners have a online veterans compon set up and and they're they're looking at they're they added something called brother against brother um it's a about Civil War Stories and there's actually one in there and I thought it'd be worth reading it says Lieutenant Drake Ed Edmund Drake Hy fought with the 14 15th New Jersey Infantry Regiment of the Union Army while Brother Joseph Jackson Holly served in the Virginia Cavalry and the Confederate Army both officers survived the conflict however edman accompanied by his Loy loyal horse Ned returned to Rockway following the war so there's some cool stories out there if you get a chance to go on the site and read it um and speaking of his historical um sites events um the pathways of History uh tours uh are going to be occurring on May 4th and May 5th um rain or shine from 12:00 to 5:00 p.m. admission is free um I'll be posting a post tonight of the tour schedule uh on Saturday though three of the tour stops are in Rockway Township um they'll be uh at the library uh for the Historical Society of Rockway Township they'll be at the pitini Arsenal historical society and they'll be at the sons of Norway at the noru lodge so it's a pretty cool event if you if never gotten to do it the tours are very cool there's a ton of like I said I'll post it um sites they go to that you can tour and and learn about so that's that's really cool um we did send out a letter supporting getting more grant funding for Ford F house I sent a letter out uh last week to uh the executive director of the New Jersey historical trust um we just got to notice the Memorial Day parade is the Sunday May 25th uh I'm sorry uh Monday May 27th and um it'll be starting uh at at a fleet with an Edith drive at 11:30 a.m. we'll be marching down um to the veterans memorial um another note uh we'll be hosting our Second National Day of Prayer uh next Thursday May 2nd at noon at Peterson Field weather permitting um like last year if the weather is not permitting we'll come back here um we've already been inviting um local area religious leaders um April is National safe digging month so a lot of damage occurs most people in town at least on this side of town have underground water underground gas um make sure you call 811 Before You Dig any holes in your yard um to avoid anything happening I think I'm done yeah I'm go ahead done yeah I'm done okay uh thank you for adopting the budget tonight um was a pleasure working with all of you um our next goal is to uh work on getting estimated tax bills out so with the help from the schools and the county if I can you know get uh their budgets in order with their rates will be submitted that for you I believe we would have that at the last meeting in May thank you thanks M fron no report Chief uh with the unrest over in the Middle East we've increased our patrols over the fast over holiday we will be continuing that next week I personally stopped by and spoken to the rabis I've also popped in on the different uh Services have been going on and they have nothing but praise for our efforts in providing them the extra protection and safety that they deserve uh this Saturday we'll be participating in the National Drug Enforcement agency's drug takeback program we officers station over at the mall and also over at Walmart from 10:00 a.m. to 2 p.m. dinner starting at 5:00 and tickets are available from Allison at p. Rockway Township at gmail.com thank you okay wait wait I forgot wait wait wait I forgot no the 15th was uh the month of the military child assembly at uh at dbo school and it was a really great event um and we had a great representation from our police force I think pretty much the whole Command Staff was there we had three veterans there and uh um Dr marangon does a does a phenomenal job at the ebo school so sorry go ahead I'm done now I'm deducting that time from next yeah M coelli yes thank you I just want to uh so we are still experiencing postal delays with our water billing we have come to the conclusion as a matter of fact I can't take credit of it I'm I'm going to give our water utility staff for coordinating a delivery right to the distribution center of West Caldwell so this way the bills will get out uh more quickly hopefully more reliably uh you know you would think that you mail a bill in Rock Away uh what's the turnaround for that but there's a distribution center in Carney where they go it goes to Carney then back and there's a lot of uh delay in that so we're going to give that a try please note that residents if you have not received your bill as of yet please please check your accounts online uh bills are due uh no later than 30 days past the due date so I just want to keep that updated I just want to uh also take a moment to discuss the D's pilot program for the bare resistant receptacles um that program unfortunately it was released and and uh Rockaway residents were led to believe that everybody can get a bare resistant receptacle that is not the case um the DP has selected as part of their pilot program only Blue Diamond residents only Blue Diamond uh uh hauler who ever contracts with him with them it's because they have the automated arm um so there are 457 cans that have been provided that will be provided to the township May 30th and June 1 again this is only for those folks on the blue diamond route so I just want to clear that up um we will absolutely work diligently to make sure that the D knows that although we appreciate that we wanted the opportunity to be able to provide one to each of our residents I also would like to say hot news thank you so much councilman vich mayor Jackson Lieutenant J dson because till will be coming to me this Friday with a check for 20 veterans Flags to be hung proudly councilwoman Brooks were you a part of that if I left anybody out please forgive me so thank you to all those our veterans mean so much to us and uh we will very proudly be hanging those banners um I don't know the location yet so to be determined hotle up the Press we just received them um and that's all I have to say thank you okay make a motion to adjourn all in favor I I meeting adjourn
