congratulations congratulations guys good job great job congratulations congratulations may congratulations congratulations congratulations congratulations congratulations congrats congratulations congratulations congratulations congratulations coach okay we have another special event here tonight and uh it's really an honor for me to promote two of our police officers to the rank of Captain uh a promotion ceremony is a very very special event and one of my favorite responsibilities as the mayor these promotions are the result of years and years of hard work and commitment by through office is being promoted the promotion of Chief Sato back in October and these two captains tonight will strengthen the Department's Command Staff helping us recover from a difficult and uneasy period in period in the Department's history the difficulties mentioned stem from outside influences and were not the fault of any individual or the department as a whole we have always had a dedicated and skilled group of officers who have achieved great success despite the challenges that they have faced and they will continue to succeed in the future we are also hiring not tonight but three recruits for the police department who will be will begin their training at the police academy next month this will increase the total number of officers to 34 which is the designated number in the table of organ organization I appreciate the council members for prioritizing Public Safety supporting the police department during difficult times and providing much needed funding to reach optimal Staffing levels so moving forward we will look for ways to enhance safety in the township and improve the Department's ability to fulfill its Mission by using advanced technology such as townwide video camera systems we will also examine whether it's necessary to restructure the organizational chart to increase the number of police officers patrolling on the streets which is important this directly affects response times to service calls and enables more proactive community policing which is also needed Chief cougler um Chief koug was in the audience see little mistake there Chiefs at allo our new Chief well I will introduce him in a minute to the community and he will discuss the officers who are being promoted a little bit about Chiefs zala's background Chiefs zah has a bachelor's degree in education from Tulum University he was hired back in 1985 he was assigned to the detective Bureau three years later in 1998 promoted to sgon in 2006 lieutenant in 2012 and Captain in 2016 he was promoted to Chief October 1st this year and uh just as um to show how intelligent and how well-deserving this promotion is uh the chief scored number one in the entire State on the on the New Jersey civil service Chief's exam which is very difficult to do so congratulations chief on that assignments he was our accreditation manager back in 2006 uh he was the internal affairs officer in 2011 um the computer administrator in 2014 he was Patrol Commander 2016 investigations in 2018 and administrative in 2021 he was made OIC officer in charge back in 2022 he's had numerous Awards and you put up with me and I appreciate it thank you a very special thank you to our retired police chief chief Robert cougler Chief served as police chief for 30 years and actually when I was sworn in and hired the chief was sworn in as Chief back in 19 whatever uh on a personal note though I'm incredibly grateful for the foundation you've laid for us and your mentorship and guidance during this transition and throughout the years has been invaluable to me and I appreciate it thank you and I feel privileged to follow in the footsteps of such an accomplished Chief thank you very much but please join me in thanking chief cougler for his service please thank you to the officers of the Saddlebrook Police Department for all your hard work the job of a police officer isn't as easy as it sometimes appears from the outside and we're fortunate to have men and women in our Police Department that for the most part do a phenomenal job and I believe in each and every one of them and as they continue to serve our community with dedication and integrity I will always always support them I've discussed with many of our officers already the past couple months um that right now this is a new chapter for a Saddlebrook Police Department it's sort of like a like a blank canvas I'd use that that expression that represents a new beginning for us and as we move forward we can paint that canvas together with a goal to enhance our strengths and embrace some new ideas and as the mayor uh mentioned tonight we will he will be promoting two officers to uh Captain Lieutenant Doug Haberman and lieutenant JPI califano both are extremely competent and accomplished officers they work very hard to put themselves in a position to be promoted tonight and they've certainly earned it and I I congratulate them and I'm very fortunate to have them we are very fortunate to have them as part of our Command Staff because they're going to play an important role in our agency moving forward as the new Chief my mission is clear for our Police Department to protect and serve the citizens of Saddlebrook with the highest levels of Integrity professionalism and dedication in today's complex crazy world the role of law enforcement is even more important than ever it's our duty not only to enforce the law but to build trust Foster relationships and create Partnerships with our community my goal as Chief is to lead a police department that Embraces these principles several key areas I'm going to focus on excellence and service our officers will continue to receive the best training and resources to be able to serve our community to the best of their ability Public Safety Innovation now even though sometimes some of our younger officers remind me that I'm one of the oldest members of our Police Department I certainly understand the importance of evolving with new and fresh ideas so we'll Embrace that Forward Thinking with new strategies and Technologies to improve what we already do well strengthening Community Partnerships is also extremely important Public Safety is not just the work of the police it's a partnership between law enforcement and the people we protect and I feel that successful Public Safety Partnerships are achieved when the police and Community work together and last but not least transparency and accountability I believe that trust is earned from our community with just that transparency and accountability we'll continue to remain transparent in our decisions and our actions while being accountable to the citizens that we serve in uh in closing I I just like to say that um I'm aware that I didn't get here alone I look out and I see officers of our Police Department many I've worked with for a long time I see the retired officers behind me and all of you in your own way have helped to shape me and prepare me for my position that I have now I'm very grateful for the experiences that we shared the challenges that we fac together and uh I've learned uh lessons from each of you and to all the members of our Police Department thank you for your trust for your support and for your hard work every single day I look forward to continuing to work alongside each of you as we build on our foundation and start to fill in that blank canvas so everyone please have a safe and healthy healthy holiday season thank you not moving that well Doug Maser here council president alamando here motion open the uh meeting to the public motion second all in favor I meeting is now open to the public anyone wishing to speak anyone a motion to close the meeting to the public Mot second all in favor I mayor thank you to so I don't have too many things um the holiday tree lighting I I wanted to mention that we had I want to thank Father Bruce from St which falls on a Wednesday uh December 25th the next pickup is Saturday December 28th uh that week the leaf pickup for section two and three will be on Friday December 27th we posted this on on our Facebook page and we already getting a lot of complaints um you know I understand the complaints uh especially with the problem we've had with the rodents but um there really wasn't anything we could do about it it happens once every seven years when when Christmas and New Year's fall fall on Wednesday and uh really it's it's it's the same thing because Christmas day you know when they don't pick up okay but normally let's just say Christmas falls on on uh on a Thursday you know they still got to wait till Saturday to pick up the the problem's going to be the pre the previous Saturday that's going to be the last pickup so they're going to accumulate garbage between Saturday and Saturday and then with the holiday some people have people over for dinner but what what uh there's no way we could do because gat you know they have other they have other other towns that they pick up for and they couldn't they couldn't do it so um what I recommend is just try to sort as best you can the food garbage in one area and everything else in another area and uh you know they should be doing that anyway with the with the with the paper and the gifts with the with the boxes they should be separating that for recycling and they are picking up recycling uh on Friday so again there's no trash pick up on New Year's Day either uh the next schedule will be Saturday January 4th and the leaf pickup for section three will be on Friday January 3rd um Christmas tree pickup the Christmas tree pickup will be on the same schedule as the leaf grass schedule depending on what section of town these items unless a council member or member so requests it in which case the item or items will be removed from the consent agenda and considered its normal sequence on the agenda the one motion signifies adoption of all resolutions receive and file letters correspondence reports and approval of minutes and applications the minutes of November 7th 2024 is not part of the consent agenda motion to approve second I'll do a motion motion all in favor I I I we have the minutes of the November 7th 2024 regular public meeting motion second roll call councilman samuca yes councilman Garrick yes councilwoman Sanchez obain Council Maser yes Council president arando yes we have under new business a um resolution um concerning a cannabis distributor uh in the township who requested uh an extension for payment of fees and the resolution would deny that request if I'm correct Sor I repeat that last part the resolution is to deny the request no the resolution is to approve a a payment schedule okay which would be the one that was presented by the applicant no it's the it's 50 yeah the two installment two installments two installments what what are the numbers it would be because we have two uh for the ordinance there are two fees um so one fee would be paid in full um in January by the end of January and the second fee would be paid in full by the end of February each fee is 15,000 each for each application ordinarily would be in one lump sum yeah and just the timing because the um the one fee is annual the other is a one-time fee and given the timing of opening and kind of the last week and him and that the business obtaining their uh their state permit at the end of the this year we we felt it was appropriate to to count uh consider that in 2025 motion to approve second all in favor through the council there there is one item for old business if I may when when appropriate for uh Sterling uh place to um through the mayor through you uh to through the engineer to see the recommendation how to proceed among the council for further discussion yes excuse me I spoke to Chief Sato and he feels that we definitely need to do something with no parking there um on the entire Street on one side but uh our engineer uh Bob Klein he came up with an idea to make it no parking on one side for a certain distance and no parking on the other side for uh the remain of the street um also there was discussion about the area at the dead end possibly there's a town-owned property that we could also make additional parking but Bob why don't you explain the what what the your proposal so in in doing it on one side up to a certain point and then switching to the other side just maximizes the number of parking spaces you could fit on the street while still maintaining only one side of the street parking uh as far as the end of the uh as far as the property owned by the town at the end of the street you know looking at things like turn around you know turn around for vehicles it wouldn't work for fire trucks might work for ambulances but the end of the day you're going to you could fit six spots along that curb line up there to convert it to a turnaround you're going to lose the six spots only to gain four or five to have both sides of the street parking so it doesn't really make any sense to do that um the only other thing you you might be able to bump it in a little bit and make more parking spaces up there which is something you can consider only if it's really a problem but at the end of the day it's as far as a turnaround it's not really it wouldn't really help I think that could be something in the future if need be but uh the chief was was very uh adamant that he felt that because it's a because it's a dead end that when you have parking on both side it's going to be a problem I know and some of the residents from you know from Sterling did come and say that they're you know they had some some research and the uh other streets that are also 20 24t wide uh in town and that but those but those aren't dead ends and we really haven't had the same problems with complaints there so I mean once in a while I know years ago the fire department but the worst thing that ever happened was a couple of couple of side view mirrors got clipped and but they can get through there it just seems to be a problem I don't know why it is it is uh by putting the curbs in we did lengthen it you know a little bit the distance is more than it was but when there were no Cur curbs there you know I know some residents had Belgium Block or they put uh pieces of uh railroad ties but it were 4 Ines you know four six Ines was easy for a car so cars when it snowed or or uh you know at times when there was a car parked along on the other side of the street they would pull up on they would pull up on the uh That Sidewalk area or the grass the of the prop of their property so they can't do that now it curbs too high unless they have a truck so yeah I know there's you we're not going to make everybody happy but I I think the majority of the neighbors over there do do think it's needed to have to not allow parking on both sides of the street because it's just dangerous they showed us pictures that one with the bus I mean there just not enough room so I think that's the bet I personally feel we should take the recommendation of the chief and the Eng ER and uh and make it no parking we got to we got to settle we've been talking this been going back and forth for months and we've heard both sides of the issue just with the with the parking at the End of the Street the six the six spots who's to say those same people that commute every day that park on the street for four or five days at a time don't now park at the end of this block in the dead end for weeks at a time and leave their cars there is there any way you could do like a permit for Sterling only or it's something we can do yeah there just something else you got to worry about but I think what Bob's saying is we don't really maybe we don't want them parking there because then there's no turnaround now they use that at the end because it's wider they turn around there a bigger vehicle we'll go down to the end and and use that property to make a k turn yeah so I mean I I think that's something we can think about in the in the future if there is a problem parking yeah I don't know I don't know what's I think we got to try it and you know we could always we could always amend it if it's not working okay that's the way I look at it I mean we could fit some parallel some parallel parking in that area uh it's a good spot to fit in the area what we could do if parking still becomes a problem is extend the curb inward on the town property and have head in parking and that would allow for additional parking spaces but I would only do that if it's really a problem otherwise I'm going to need you to send me the description for the parking so exactly from what point to what point I'll uh I'll do it on a plan I'm going to do I'm going to sketch out the spots on a plan okay but I need it verbally for the ordinance sure you know because that has to be the ordinance for that street has to be revised to reflect whatever these changes are so you'll have to put whatever the changes are in writing so I can incorporate it into the ordinance sure no problem okay thank you through the chair yes um if you and I had spoken before before the meeting if you were going to do or we were going to do one side parking only as opposed to what you're now presenting which is one side up to a certain spot and then switch it over to the other side for a couple of spaces how many space how many Extra Spaces does that Arrangement generate if we did if we did parking on the North side only nine I came up with nine spaces if we did the Southside only I came up with 10 and if we did my idea of up to a certain point in switching I came up with 12 okay so we're gaining two or three spot two to three spots which apparently is is very important and we also talked about the the other thing you didn't mention or don't think has been mentioned is about the striping we'll stripe the spots in the street and and locate them as best we can away from driveways and and stuff like that so that people can get out of their driveways a little easier as opposed to if a car is parked right up against their driveway and what that would also do would be stop someone from space hogging right you've got a space between driveways for two people for two vehicles but instead somebody Parks like my wife does right in the middle of the two spaces um so now you'll stripe it so this way you know you're parking in a correct designated spot just striping it might gain you that way it might gain you one or two extra spots really which is on that street is very very important yeah also while we're on this while we're on uh it's still an old business Bob is is AGM done that with the paving because I I saw them over by Dire they they did dire today they're not going to do any more Paving this year the only other streets they have to do are ash and Elm which was held up by PSG and they still have to do some utility and concrete work there they may do the utility work in the winter um it's not a lot it's extending the water main on each Street to to te into chapus um probably do the concrete work in in March when spring hits and then pave in in the spring Orchard also uh needs to be milled and paved yeah because that's that's the part of the 2024 Road program right yes okay but but nothing and no more this no more this year it's getting too late yeah through the chair if I may just for uh the audience purposes relating back to Sterling uh for the ordinance that would take place between January and February between introduction and adoption and hearing period so just so everyone's aware of when that would take place John that is that accurate Janu January Fe just so everyone's aware uh just open comments in a moment if you want to um so so we're good with old business new business you know just to answer your question we are going to there's going to be more discussion on it there's going to be a first reading so you can come back then and if if you're not happy with the apparently you're not happy with the parking on you know making making it prohibited on on both sides of the street certain certain section but you you could talk about that you know there's there's still time we have to we have to do the ordinance the attorney's got to prepare the ordinance along with the engineer and the and the police chief and then it's got to be introduced so there's going to be time plenty of time for discussion of of it and we can yeah we we'll be open to the public in a minute yeah okay so yeah we're going to open the meeting to for okay for agenda items right agenda items only anybody wishing to speak on agenda items only make a motion second all in favor I meeting is now open for agenda items anyone wishing to speak Richard lowski 18 please um do you have a diagram or anything of spaces that you're referring to I I sketched something out real real quick but yeah I do have something I'm going to create something more formal can you uh elaborate on what part of what side of the street you're considering parking spots the north side from south from sou River Road up to I I don't remember the address but there's several there's a couple driveways right there so when we would switch to the side there would be it wouldn't be right away there's driveways and then there's then we would switch so there would be a gap between the switching so I believe there would be plenty of space to go in you know to still drive on the road in between but but that's basically where we were at originally because you can't the the um the the left side when you're going up Sterling Place on the left side is all driveways for the first three houses and on the on the right side is where the uh 17 Sterling Place has his four family that's listed on a uh on a sadle River Road address I'm not sure exactly what that address is but those are the available spots then in front of 17 Sterling Place is the one spot that is the problem why the school bus can't get through when somebody parks on the other side of the street then when you come up to 18 and and between uh 15 and and 17 St in place and 18's on the opposite we have a handicap sign there now people park on the 15 17 side then we then we go up to um 20 is um um Will's address 20 when you get up to 25 there there's two spots in front of his house you can't park opposite there because there's a driveway it it's too us and what what you're trying to propose we we're right back to the original scenario correct exactly I believe I believe those at the end those spots will be inset right a little bit they won't be on the right on the street yeah there'll be a well they all the spots would be right along the Curve oh on the curve the driveway is too close up against the 80 wall line the man can't back out of his driveway through the chair that that's something the engineer said I don't know if you misunderstood but that that's something that in the future we want to try the I guess alternate side of the street no parking whatever you want to call it MH but yeah get 10 nothing's WR written in stone so what you're saying is you know we'll consider it we wouldn't go we wouldn't go that far but the six cars at the end you know he He also mentioned to maybe we can make parallel maybe two of them but you know that's that we're going to try we're going to try to make the no parking and then see how it goes because you know what there may not be a problem with parking there really there really isn't a problem as a far as right now it's been working for since you put up the sign and we went to one side of the street parking and it's been work working very well so to change it at this point is we're only going back to to a problem that you're going to have to amend in the future what what we have now is actually working and and and the in the gentleman Jose Patron that Liv that uh resides at 15 Sterling Place he has between his four family on the corner and his single family home on Sterling Place there's a total of 15 plus parking spots he has has the driveway that's on St on Saddle River Road he has the the the fourcc car parking spot on the gravel in front of the four family and he has a fourcc car driveway plus a two-car garage there there's more than adequate enough space that he has her parking it isn't my problem that he converted his garage into living space and he can't fit two vehicles in his garage he's trying to take the burden and put it on the residence of Sterling Place and I don't feel like like his problem should be my problem my problem is is I don't have a parking issue I have a school bus issue I need to get a school bus for a disabled autistic child in and out of Sterling Place so through chair how would this proposal hurt your your way there there's not going to be two side of the street parking at any spot one side is going to end when the other side starts so they're not going to be side by side all along how about we do this when the engineer gets his drawings yes he presents those easier and we look at those to see what the options are instead of doing the not saying that he said she said but I think it'll be easier if we have something visual to look at instead of I can talk better to so I can see what he's referring to because what he's explaining no we take what you say positively but I I think if without it being in front of us it's just going to be a back and forth so I think something Vis look at but but I see what this gentleman is saying we've been discussing this a long time and all of a sudden now we and I understand Bob we're trying to get as much parking there as possible but it does seem to be working and it's kind of like a curveball now that we're talking about making it the way you said so you know I'm not against it I but I too would like to see right let's let's evaluate it a little bit more so thank you but only when it switches there would be a wouldn't be quite like that yeah9 Sterling Place um like rich said this isn't going to work it's been beautiful with one side street parking everything's getting picked up everybody comes up and down the street no problems no issues what I noticed too is all the Neighbors on the other side of the street where the no parking is not one of them parks in the street they never did their cars are always in their driveway never out front so there's never an issue with any of them there's nobody but and Greg ainson of course is not here tonight but uh he can't get out of his driveway you can't there's no way six cars can go from 30 Sterling driveway to the end there's no way it's impossible and with a turnaround my driveway is the turnaround I have the biggest driveway on the street I get everybody in my driveway Amazon UPS FedEx anybody that comes up the street is in my driveway so I think I don't I think it should stay the same it's been working great the only other thing is we've been losing all the signs on the polls if the police department can come back and reattach because a lot of the polls are missing all the signs there we got maybe one or two polls with the emergency signs but otherwise I hope you guys keep it the same it's well we'll have them come and and repost those signs thank you my name is Jonathan over at 414 s River Road um I was a little confused in regards to the ordinance readings and how fast it was going and what's passed and what's not passed this is my first time second time coming to a meeting so I'm still kind of trying to understand it um so my main concern is with the chickens um and back in 2021 I had called the office to attempt to get a license and I was then rejected um I'm trying to get the date and time when I physically called so I can give that proof I don't know if you guys record um phone calls when people do call into uh the town hall that through to chair that that really wasn't the issue the ordinance that was adopted prohibiting chicken coops was well before 2021 okay what was the year 1999 1999 so you shouldn't have gotten a license in 2021 okay and your chicken coup would have had a predate in 1999 in order for you to request to be grandfathered in okay so I'm not requesting question anything I'm just according to the code I'm not going to go back and forth but according to the code it basically said you must get the license pre doing it when I called I was declined right because the ordinance that they can't issue a license as of 1999 the town was prohibited from issuing licenses for Chicken cops there was a confusion yes cuz there was a very there was a very very old ordinance that 1937 that went back to 1937 but that was repealed by the 1999 ordinance okay but because the 1939 one was still in place they kind of bumped no it was there but it was repealed okay I don't know what that means it means that the ordinance that was adopted in 1999 sueded the one in 1937 you could still get that ordinance because it's it existed it's a part of the burrow the Township's records okay but it was repealed by the 1999 ordinance that prohibited it so even if someone were to see it and they say okay well I'm going to go get with whatever license if someone would see the 1937 ordinance then and if they went we're talking about today today they could not get they could not get a license if if somebody anyone coming in after 1999 could not get a license even if it was physically there is what you're telling me even though on if it's there before 1999 they could have an argument but anyone coming in after 1999 could not get a license and is not permitted to have a a chicken coup in there on their property thank you very much I appreciate that okay thank you yeah this is my name is Maria and this is back to Starling Place uh parking Spa um as we mentioned for the past two meetings um one of the time that um one of the residents that we are against about one side parking only due to that we have less parking than what it was before was mentioned that if it's safety I totally understand been there for 27 years and I don't think there was ever a complaint that a ambulance couldn't get through or fire Tru wouldn't been through and if that happens we're talking maybe once twice a year to comparing eliminating parking that we need every single day not only that keep in mind that we also have the bus in the corner that goes directly to New York and we have people that parks in there in our street um when it comes to parking even though it was mentioned that we have like 15 parkings in my property which is four family tenants and that's the parking that we're providing for our tenants so they don't have to park on the street we have a park we have a driveway that we park four cars in our street in our parking as well the whole thing about this I really agree with um the engineer he could actually fix it where striping and get more parking space that's what we asking for it's just not to eliminate parking it was not initial before now you did a beautiful tree and is becoming a show I don't know why the only thing that I'm asking is that again if you're doing the whole you you're not going to compromise everyone and I totally understand that but if we going to make a decision for safety see I understand that but please do not make a decision for convenience not because somebody has a plow business that need to get out of the driveway or because somebody can't do a kid return and not going into the driveway we have convenience in our parking spot all the time we face it all the time everywhere we go this is where we signed up when we actually lived there that's all I'm asking just look at the big picture and if it's the going if the decision and safety by so mean you're smart you know what you're doing this is why you make the decision but please do not make a decision because of convenience that's all thank thank you thank you what else motion to close meeting to the public motion second all in favor is now closed chair I just have a a question a procedural question to the attorne attorney uh we're going to come back on December 29th do our our wrapup can we are we going to take action on not on this I'm saying on anything there there'll be action taken well that would be up to the B clerk you can if you regular it's a regularly scheduled meeting so you can take action but not on this you're you're right because an ordinance cannot be an ordinance has to be introduced and adopted in the same year sure okay but there will be action we're going to go into uh close session go CL session for negotiations yes but we're going to go to the close session if you want a motion second explain what we're doing oh okay I'm just trying I'm hungry yeah unfortunately have to step out of the room and when we're done probably take uh I don't know 20 minutes half hour 20 minutes 20 minutes you're more than welcome to come back but we're probably going to journ the meeting afterwards just speak second all in favor all down close session Christmas good merry Christmas everybody Merry Christmas
