thank you to our board members and staff that are here with us tonight and anybody that is watching online we are going to start with the pled to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible liy and justice for all mik do you mind sharing what's what you know about where Scott is oh absolutely so I heard from Scott a little bit ago there was an incident that happened in St Cloud that he still responding to law enforcement officer um including some writing of some reports so he's hoping make here later today lat to same just not sure otherwise we will start working on our school handbook or sorry Schoolboard handbook it's not a school handbook um does everyone have it pulled up on your device or in front of your device I do so I feel like we could go to the introduction page if there's any just kind of work Page by Page or was there anything in the glosser or the beginning i' be fine going Page by Page and then we need to make changes so the gloss rate can do that after perfect that was kind of my thought okay so did anyone have any concerns about the introduction um on the first page well I guess not really specifically to the page but just throughout we use the word Foster a lot so I don't know if there's another word we can supplement as we're going through that was just one observation I madean not that it's not a great one ad so if we go to District information sorry one more thing I just wanted to give somebody else an opportunity I there was one other note that I have on the it's under handbook maintenance in review procedure the second dark bullet it says board members May propose additions and revisions to the handbook by sending an email to the chair and superintendent I just think that it could go only to the chair being that it's the school board handbook that was just I don't know that the superintendent would have to necessarily I think the idea is that the superintendent and the chair together create the agenda so that's just saying that we want that added to the agenda to have a discussion okay is there anything else on that first page so did everyone make sure that their information was correct underneath the leadership direct directory in the mission statement is there punctuation that's missing at all I'm not super I just wasn't sure if there was I don't I honestly don't think so just a long sentence okay um I did have after the Miss Miss admission wow statement um msba does have like a district identity section where they have like facts about the district or um history of the district demographics points of Pride Community Partnerships we could we don't have to necessarily do all of those but I think it'd be kind of nice to add those in here just I'm looking at this from the view of a new board member and like just having some of those little tidbits right off the bat would be nice to have in here so kind of like what we put into the when we were doing the superintendent search um kind of the District overview we could maybe throw something like that in here too under District identity right after the mission statement I'm assuming we have the document that we used for so yeah I like that is there anything else um just a general question as we're starting the conversation when I mean obviously we would distribute this to a board member once they're elected I'm questioning whether we should make this available to people who are considering running for the board M and do we have a plan for that it can be on our I mean it can be on our website okay yeah I just want it should be regardless cuz as I'm going through this there's a lot of information that's helpful to somebody who might be considering it deciding whether they do or don't want to do this so go on our schoolb page yeah just as it's on link also looking at this I would really like my my information to be the same size as everybody else's like my phone number is bigger oh and for some reason my I I think I entered in my name my email but it'd be nice if we all either capitalize or we all don't and obviously I'm the only one that did have be fine with the ler case yeah I'm a old capitalization in email not picky yeah just all the same okay so then schedule of facility tour um under the scheduling a tour it talks about if you choose but I think that it's important that that is part of the onboarding so yeah you could choose to schedule maybe an additional one if needed but I do think somewhere and I don't recall seeing it anywhere else but part of the onboarding it's in here under your orientation on the okay M being part of your new member orientation it facility tours are on there for before your first meeting maybe we should make a comment in this section that says you know if you choose to do a tour Beyond what's in the orientation just to make it clear if you choose yeah makes sense I think the heart of what it's getting at is stating like as a parent or a Community member and not wearing our board member hat we have the right to tour or to visit a building like any other Community member apparent would or we could be visiting in our board capacity but if we're going to do it as a community member would or a parent would we just have to follow the same protocol if that's the Hat we're wearing that day I think that's kind of what that first paragraph is getting at as long as you adhere to the procedures of the district has for visitors and then it goes on to talk about visiting in your official capacity so however we want to word that I guess I just don't want somebody to think that they wouldn't be getting it and I don't know that there is I don't recall there being anything in the very first couple Pages here about onboarding so just making it known that there is a tour that will be provided during the onboarding as well Y and in my mind I'm thinking like these two things like this checklist which maybe would have our logo on the top and this handbook would be given to new board members and then you know their expectations can kind of be to follow this with Administration helping set up this whole thing and get through these uh steps but that it is part of this checklist so if they get this and the handbook hoping that that would suffice without putting it all into the handbook as well can I just just before I forget about it this is a very very simple thing but we could just have to remove the Schoolboard handbook template Minnesota school boards Association MH on the bottom of every page of ours yep that's the only thing I had on that page so did did you get something for this or do you want me to add a comment to add the schedule of facility tour what I put in as you choose additional visits beyond your orientation visit you have the same right yes different language but that was all right is then anything on strategic framework I just had a question can we there's some differences between mspas and ours like we didn't include the Strategic plan link but it's on mspas if we want to include that as a hyperlink in here while we're including the others um I think that was my only question on that one could you say that again so when I hyperlink the Strategic directions does bring me to the school for strategic it's both yeah it does okay does but okay is that yeah it doesn't bring it directly to the Strategic directions it bring it to a where you see vision mission what we believe in our one page hand out yeah that's just little upes but is that not what you're envisioning I mean I think so I guess I get is is it the fact that it says directions and not just strategic plan there probably more could we change that wording so to say strategic plan or well it wouldn't really work that way though hoping that it's going to match what it says on our website strategic okay yeah it's kind of semantics but yeah I think everything together with the Mission Vision is the Strategic plan and it says here in small type on the website the Schoolboard approved the Strategic plan outlined below where you have the links to the different parts sure so so I don't know that we would have anything missing for references unless you you guys thought of other ones no if for if that hyperlink the Strategic directions Goose to the Strategic plan yeah then I would say it covers that well I guess I sorry I was moving on to references for further information I don't know if there's anything else if you want you could clarify it just by this first sentence you could just say the Strategic directions comma which are part of our overall strategic plan comma are defined as and then you put the link on strategic plan because that's what it sends you to because that gives a little you know for somebody who's not familiar with the document this paragraph doesn't explain where to find it but it's of the say it again what did you just so you would take this take the hyperlink off of strategic directions which it's on right now so then you it would say the Strategic directions comma which are part of the overall strategic plan comma are and then it would stay the same after that and then you could put the hyperlink on the Strategic plan it's just an idea to clarify it a little more and then I think if you're going to do that though then I would on the next page so looking at this the one question I had is that we'll have to certify the current election and I'm getting a little nervous about how how are going to have that many people there and it's kind of off topic but at the same time like clearly it's something we're have to discuss what's what is it so we we have to certify the election there has to be at least four of us right mhm yeah right so and we all have to be able to come to a date so I'm just I think we should almost be thinking about that date is I guess more what I'm thinking right now like not obviously an edit to he but we need to figure out a date that at least four of us can come and certify the election okay well should we does everyone have a calendar with them I don't think you can set it quite yet though everybody wants to be at all meetings but I don't think we've ever had a full certifi an election so I'm not saying not to invite Scott for that reason just say we don't we don't all need to be here so if it's like if you are trying to get ready for work or whatever it is like as long as four people can make it we do not have to have the six of us here we just have to have four that's the only thing we can do Mak sure that it was oh yeah yeah well yeah I think you and I should we have to actually sign the certificate so I think you and I are must if we're going to campus and certify okay so sorry off topic but okay tentatively Friday okay so then on the next page we have the district intake paperwork and we have board organization so where did your question um my question on this was more based off of the msba says and I like this I guess insert what department and they give examples Human Resources business office district office Etc will contact new board members after the election and what information the department representative will request or provide so you know for each one of these kind of having the department exra there and then if there's anything you need to be prepared to provide like your anything for your um setting up your employment paperwork and whatnot you know it'll be you can have that ready to go and then here's the person that's going to be contacting you so you know what to expect that was I mean I had no idea when we were elected I had absolutely no idea who was doing what or who to contact or anything so I think that would be very helpful just didn't have those expectations on who's going to be reaching out to me and it doesn't have to say the name but just the department and then if there's any documents that you'll need to have ready I also like the idea of bringing the chair the board chair in to this and maybe the board chair providing the handbook and the orientation checklist just so that's a immediate point of contact between that individual and any newly elected member well and it really should I mean it should be it should be that because it's like schedule and orientation with new board members board chair this is I'm sorry I'm on the checklist so unrelated but schedule and orientation with the new board members board chair board mentor and the superintendent that's like the very first thing on the checklist so you would think that you'd schedule that meeting and then this is when that information would be handed to that person or meetings if that's plural but okay can you handle handle entering that stuff in because you'll know best who will be providing it or what documentation so just for clarification do we want to use what's in mspas in addition to what we have up there right now or do you want clarification that would go in so like what I did was I highlighted and I said board chair next to that first one would you like to have us just supplement what this looks like right now or do you want us to try and duplicate what's in Ms no I they just gave example you know it just says insert what department and then they examp of departments we canil that however we to to our specific thing I just like the idea of having that information in there just so you have a little bit of an expectation or if you have a question you know what department to reach out to too right maybe the school board calendars would go to the I guess that doesn't matter I just think I would like the idea that the chair has some sort of direct communication um how about like just starting like board share and then list everything instead of each line having it just say board chair we'll do these four bullets HR will do these two three yeah and then then you know if you're looking at you know it will do obviously the email you know just kind of separate them out yep yeah like that which also then tasks each one of those people with two or three or four bullets right yeah that makes sense I just some bullet under heading whatever just a thought like I have one more thing on that page but if somebody has something before I have something on the previous page oh oh on the sections of board compensation it's right underneath the role of Vice chair where's the other one I have oh not to I mean the the expens I'm not board compensation expense reimbursement we talk about I see underboard compensation we now have a link to the expense and then underneath that we talk more about expenses sorry not two different they're on the same page oh um uh so under the compensation part it says the clerk treasur and superintendent of any District what a about the board chair cuz it's calling out the clerk and the treasurer so is the superintendent supposed to be the chair or is that correct that's not correct I think by law these are and then unless otherwise provided by law the other members of the board shall also receive such compensation but the chair is required by law and it a super superintendent it doesn't say chair oh superintend sorry Mike I didn't try to Circle your title here but I compensated fine I'm just wondering if that superintendent is supposed to be the chair do anybody have the mspa one I do I'm staring at it and it is what they say as I say I feel like we didn't change it so that is weird then then where it is the required by law is is there a statute specific statute on that or to have a chair yeah we have to no no to to have specific compensation or are you just saying no I'm just trying to figure out is superintendent supposed to be chair are they are they trying to like interchange the title of superintendent in board chair or something I don't cuz it's weird it under board compensation yeah I don't understand Mike is an ex official member but his compensation is not it has nothing to do with our board compensation and that's a totally outside contract so it is weird that it even lists the superintendent in there at all workshops Retreats and they're a little different MH but you're saying call it because we refer to them as work sessions and not Workshops the title should just say work sessions and Retreats it I mean those are more right team building activities where the work session is this right corre we're excited just to add a whole new section called work session sessions okay and then we'll just want to change it in the description and two couple sentences on what a work session is yeah so do we want to Smith call it like would just say participate actively in board workshops work sessions and Retreats is that oh you can do that actually or do we want to take out workshops Al together no because they have workshops and Retreats already listed somewhere else as meetings that you can call M that are separate than what we would have as a work session okay so yep like that or or sessions yep and then an S after the work sessions you got it [Laughter] good it's like a video game that we're playing who can edit faster like my cursor is still on the title page so it's literally not me forfeited any R in game mine is at the Strategic framework page still so it's not for committee it's I mean obviously the whole highlighted section is questions that somebody had that they put in there so what happens if scheduling conflicts occur procedures and protocols will be helpful I think those are all yeah questions that we probably want to answer yes and like reports of the committee to the full board will be completed by the committee chair as it stands right now we don't really have committee chairs so if we're going to you know if we're going to keep that language then we would have to have committee chairs well the other thought I had is me we don't leave that language but we like when we go to our policy meeting like at that meeting before we start we say Okay Emily you're going to do it at this month or when we go to our communication and Technology meeting we'd say okay Jen it's going to be your turn so that when you're in that meeting as a committee you already know that you're the one that's going to be giving that report I think that would be better practice and just remove that sentence all together from there correct or it's just well just reports of the committee to the full board will be completed by designate our designated board member committee there you go Committee Member by instead of chair so by a Committee Member by the by by the Yeah they have it up there by the designated M got it uh the happens if scheduling conflicts occur is I mean what what do we want to be our standard practice for just the committee itself uhhuh do we want it to be the I mean we decided in January who's on a committee is it fair if I can't make it for me to just ask somebody else or do we want it to be like more of a board decision or is it that you just miss like I think it kind of depends on what kind of committee right um like for example like the ones that we only have one person like senior connection like I would like to think that we ask somebody else to go um but if we have a three if we have three people on a committee I mean I think I guess I'm not as concerned if somebody doesn't go as long as one of us is there I think it would depend on what the committee is and what they're talking about because I know Matt I think I you asked me to go in for you on facilities for that conflict of interest MH we're doing RFP oh yeah and then the negotiations the last one that I couldn't make which ended up being canceled anyways I was going to have Emily go for me can we just say can we keep it more open-ended and say on conflex will be handled that dis not very well but basically we'll deal with them as they come up right some say it some way CU you're right I mean I think hopefully the board gets along well enough that right you can reach out and go hey I have a conflict of interest I can't sit in on this meeting can you do it for me and the rest of the board would be like yeah that makes sense why would we do that right but I think that's the part that we aren't always yeah okay here's a question I'm not saying like I mean I know like even when I was on the senior connection I just would ask Matt or would ask like I think as an adult we should be able to find our own if we want to it though I'm wondering because there is a section on board duties time commitments expectations I'm wondering if something like that would actually if we're going to specify this a little bit more if that would fall more under that section instead of going into it's so in depth in this part because we do have a section on like meeting participation and attendance and whatever that's already kind of in here so if we want to address it in that section instead of trying to break it all down here yeah I was just scrolling through to see where this would better fit and yeah either in the communication section or the one about committee meetings I think that's because this is just supposed to be how to learn the job as a new board member this isn't supposed to set out the rules for substituting people at committee meetings right but I do like adding the part of the reports of the committee to the full board in that part that's fine but yeah I would say if scheduling could go elsewhere that would be fine but if I need to find a replacement at my job it's my job to find my replacement so I kind of think that you know at that point of the conversation maybe yeah I think when we get to that section then we can kind of Wordsmith that more yeah to that area so done with that part particular one then well there is the question also what is I mean we're not going to answer this in this description either but what is the current role of each Committee of the board I don't know that's we're probably not going to break that all down right here in this section of the handbook it is something we need to figure out I don't know that I feel that it's something that actually would need to be broken out in not this area if we're done with that one I have something under the mentorship okay um that last sentence just about the assignment will be made by the board chair in consultation with the superintendent where I guess what's the reasoning for the consultation part with the superintendent wouldn't the board chair just be able to kind of make that assignment depending upon what the makeup of the board is at the moment correct me if I'm wrong did we just take this right from MSP yes an m so I guess I I have no reason I I think I just left it as it was from msba I would be I would be okay not having to have that consultation just because again it's the mentorship of board members to board members and I think that's something that the board chair would be able to facilitate I'll play the other side of it I like the fact just because the superintendent also interacts with board members and probably has interacted with board members and other districts and I just think it it I don't think I don't read it as the board chair has to talk to the superintendent to do the mentorship I read it as the board chair can talk to the superintendent or discuss Mentor mentorship that's why I read it I don't think it's harmful I don't think it blocks the board chair into doing what the superintendent wants to do that's why I read it but it maybe need to be word additionally to communicate that yeah I guess I read it as there's going to be a mentorship which I don't disagree with but that mentorship would be like you and I Jason you know board to board and the superintendent is always available for questions as it says later on oh yeah I'm just saying that's how I read it was that it was board to board the way I look at it is it's just another way for the it it's a sounding board for the board chair to say hey does it make sense that I match Jen and Jason up or Emily and M up or whoever the I I just look at it as another opportunity for the bar CH have another opinion I don't think it's hurtful at least the way I but I can see it being um taken out too doesn't matter to me I mean taking out that phrase doesn't mean the board and chair is not allowed to see other's opinions such as the superintendent that's 100% true yeah and I I mean I guess I look at it like if whoever comes up with the decision and the assignment if somebody calls me the chair or the superintendent and says hey this is who I'm thinking would be best matched with you for a mentorship and I have some sort of deeply rooted opinion on this where I don't think I would be a good match as an individual board member I can say I don't think that's the greatest idea you know and have that conversation so I don't really think it matters who it's coming from any individual board member could say that you know I don't think that's great or that sounds wonderful whatever they can weigh in still if they don't agree with honestly I feel it should say consultation with the superintendent and if that's more of the idea then it should be in consultation with the superintendent and the board and the individual board member yeah or members I don't know I you could soften it up you could say the assignment will be made by the board chair comma who may consult with the superintendent or other board members to ensure a good match I do like that yeah that's what I was trying to say thank you other members yeah y you have anything before we want to individual board membership I do Under the publication oh I know is e clipping something cuz I don't recall seeing or what is that is that a different name I'm forli does it come in across as e maybe I just haven't like noticed or paid attention close enough I don't get daily links from MSB I get my two three times a week MH newsletters or notifications maybe they found that the e- clippings were too much for which could be I mean fine with it I just that was one where I'm like well I don't if I don't get it or I'm not sure what it is do we include that or maybe I just opted out of something done but to get the eings cuz I get the notifications from the MD and I feel like the msba would give me a better uh synopsis instead of giving me every detail of everything that's been done in Department of Education that week it's kind of a lot to read on a weekly basis oh right above the one just spelling thing before we get too far um scroll up a little bit like I can't they just can't see if I scroll they true you can do it but they won't see it I'm sorry automatically yeah then I was going to say new board members are entitled to receive the word automatically obviously new board members can can opt to receive can opt in to receive the following Publications because you really are having to do that on your own you're opt in on your own at that point I don't know I think the journals come automatically but the journals do I think but the obviously the Epping and the leader News Leader so clearly for individual board membership our dates will have to get updated every year I think there any other yeah that first sentence says the time required to complete your Board responsibility will most vary by time of year will I right just will vary yeah or most likely vary by time of year or something but will most will most vary something I think yeah the way it is now will vary will vary okay can anyone else think of any special dates that we outside of our normal what is the I don't think we had any graduates this year and I think I had asked you about it once the adult graduation the adult graduation that like all of the districts the one that was at so Rapids last year the Bon STS yeah is it B the alc graduation was at cpers last year and starts till okay is that a date though like do we is there potential that we would have a graduate from there there always going to be a potential because they can participate in that program we just haven't had anyone who has chosen to do that mainly because our graduation rate is so high sure um but that being said when I did attend last year school Bo members from so would we put in there when applicable as one of those potential dates in this list I mean because it would be a graduation ceremony for somebody when applicable and if other districts are sending board members I think it's important that we would send ours any EV that we have somebody graduating the other P will be adult adult again yeah and I have no idea what that date is but I'm assuming those dates are already decided they are but I would wonder as a matter of process do we update those every year during the reorganization meeting do with that because I can't guarantee every year they'll have determined or well we have to change all of these dates every I know we talked about are we going to do this work in July or do we do it during the reor and my worry would be is if we do this work in July I don't know if I'll have all these dates leadership conference should probably be determined by msba all staff breakfast will be determined because July to August we would know I'm just not sure the alc graduation ceremonies would need but we can just do our best to get him there as quickly as I think just as long as someone is tracking that they need to be updated could I just make that suggestion because when you start to get documents that have dates and somebody that has to do it could you just say um board chair to confirm special dates that be required or I guess required as a bad word but or reference the calendar yeah I I just it's just another thing somebody's got to do and then what happens if they do look at this and they're like oh the graduation May 31st and it's really May 30th and they had a conflict you know if this doesn't get updated those long it's just I agree maybe we just these would be the special these would be and then dates or situations or events whatever plan to attend these you know dates and dates will be provided by the B yeah Special yeah dates will be on specially events yeah Special Events the idea is that we are looking at this every year as the board and re agreeing to it so I do kind of feel like we need to hold ourselves accountable and then we change the dates the ones that I'm a little bit more leery on is the the ones that we just added because those are not a part of our school calendar so we can easily do our our graduation our breakfast and our MS I mean I guess msba we knew when we looked so I feel like gos are all attainable for us in July it's the other two that are kind of the question mark do we though if we're going to be using this as something that we're handing to new board members do we want to because a new a board member is going to they should want to and should need to attend the graduation so you know if we do new board members in January we're going to want to have this updated on that January meeting right this this is right now right but do we want to do it in January every year or do we want to do it in July if we're going to change dates which is what Mike I think was asking right for those last two specifically yeah okay yeah just for those last two okay I think the concern that I had about doing this at the org meeting is that we already have a lot that we're doing at the or meeting July is kind of a a downtime typically in the year so this would be great for us to just go through and kind of also align it with our other handbooks right that's when we're typically July is usually when we're trying to look at handbooks um well and actually given this to new board members after they elected right so they should be updated before that happens for the current year two years right so this is I mean we would have it updated in July and give it to them in January they would be up yeah um should we add the date of the organizational meeting into this if we're handing it to newly elected board members it's it's typically the first I know it says later it's typically the first Monday put it in but to put it in this list I think could be helpful MH and it's the only actual meeting I would see putting on this list because none of of the others are official until the org meeting I just look at the org meeting as a required I mean it's a very much so required meeting attendance where I know that these aren't required although extremely strongly encouraged but right that's the only reason why but I'd still consider it a special event of the board right technically not required yeah I mean I mean you would want to be there but technically it's not a required whereas the or meeting is required like we'd all have to be at that one do you you just have a you just have M yeah so technically they I'm again I think everybody should be at the ore I'm not saying that but right technically they could skip the board the board meeting it's just a a quorum is need if we for new board members if we truly do something for their both of office like have them do the ceremonial signing of it and take a picture it is a special event for I would put it in there that one I would I would list it as that then maybe I would also put them in chronological order so yeah have the organizational meeting first msba graduation staff breakfast and then maybe just leave the bottom two by themselves and just so dates to be determined as applicable or one applicable or whatever you want don't so do we want the or or meeting slash I think it it does yeah I mean I it's not a normal meeting it ises a special you want to list it as organizational meeting SL o of office or maybe o of office yeah either way I mean I guess the event would be the the I think we just title it is you could put you could put both of office in parentheses too just so they also know that's when that is even though they've already officially signed their document had just ceremonial yes first Monday after the sixth 6 at 6:30 yeah 2025 we're we're going really far pretty sure that August 26 was the date it said 2024 for that was the date this year just I'm we're kind ofad of ourselves usually the the the Tuesday it is the 26th usually but but who knows I would like the option of District administation to determine that date sure because fine because so many professional development activities that happen during that week that might impact do we do it on the Monday or do we do it on the Tuesday yeah you can put TBD you know late August in parentheses or something or you could just do Workshop week yeah 25th of August through the 28 yeah I don't want to get it so locked down that they can't ever change and WR in their calendar and schedules erupted I guess and then it changed later on okay was there anything else for dates we'll move on to duties of an individual board member for days are we on to duties mhm so on page 11 at the very end where we have added outside of mba's emails should be responded to in a timely manner all members should be checking and responding to emails at a minimum of once a week no board member should have the power to hold up progress for the betterment of ISD 748 I have two things with this one there's an entire communication and email section I starts on page maybe uh where that statement about emails would make way more sense under there board communication guide so it's Pages 16 17 it continues on where's the one you're talking about you said page 11 yeah it's the last so it's like it's the last sentence on page 11 and then continues on to page 12 and now it's actually just on page 12 because the addition that we changed so start email should be responded to it's at the top of 12 see right under the section just page number p as an individual and it's the very I just went to page 12 and I'm back up to like board organization F just go to the duties as an individual board member okay title and then it'll be one of the last two sentences of that section before it goes in the code of ethics now I see it now okay so there's yeah there's an entire section about email on I mean there's board communication guide which is 1617 and then it goes into all different it breaks down all different types of communication with District admin communication with constituents engag with the community I mean there's and then it goes into emails that statement would probably fall under here under that section more than under the leadin description of Duties as an individual board member yeah makes sense to move it oh I'm sorry so under a whole Communications guidelin right there go yeah so I we can pick where we want to add it or maybe we just throw it underneath the heading for right now and then go back to yeah just throw it anywhere there so we remembered it oh oh we need the board member set part though I think that should stay up in that top section right I'm just I just going to highlight it say we need to place this somewhere but that first sentence when a board member when a board member is sick or absent from the board meeting from a board meeting they should cut did you cut that top that part should be out there it's just the E starting with there you go so take that put that back where it was there you go thanks and then I don't know as far as the second part of that where the sentence about no one board member no board member should have the power to hold up progress for the betterment of ISD 748 right why are we saying that just sounds kind of condescending um we're giving them a timeline and saying at a minimum of once a week do we need to then I don't think have this following statement because if something is going to be holding it up then somebody needs to make a phone call I'm fine with and then if I don't know does anybody else have anything I would like to take up the code of ethics violation I think it's subjective and doesn't need to be in there not to mention it would need a majority vote of the board so the whole thing doesn't yeah we can't put that in a handbook for new board members it's this isn't just for any board members this is for us it doesn't matter we can't put it in a handbook for board members because there's code of ethics violation there's actually nothing that can be done without a board majority so it's like almost a like a threat but by law by Statute it's required it would require a majority board vote to do anything at all any punitive action so what are so you're saying for each individual alleged violation there has to be a board vote it would have to as a board for members agree that anything was a violation and the code of ethics are going to be subjective based on your board makeup but You' have to have a board majority agree that there was a violation and then you'd have to have a four member majority by Statute to impose any of these things so these are these aren't like a these aren't actual punitive actions that can be just taken by anybody on the board so then cuz I think it's important to understand that there could be ramifications should we then just make it clear in here for what though ramifications for what code of ethics violation but what's a violation that's what I was about to explain is that you could instead of saying this is what happens when there's a Code of Ethics violation you could say code of ethics violations if determined by the school board could involve any of the following actions or my question is or something to highlight the importance of following the ethics I don't know that same thing for every I guess I would caution personally I would caution any board to be very careful of walking down that path because it is subjective and is dependent on the makeup of the board and I would not want to have any member fear no it seems like a threat like just make sure you know it but for somebody who's maybe not real personent or even somebody who is they're going to look at the code of ethics and think well okay maybe if I say that that maybe if I speak my mind in this way that might be a violation I mean depending on who you're saying it to in the makeup of your board at the time yes or no you don't know that so I mean it could really be a way to impede somebody's speech too and I don't think that's the direction that we're intending to go or I hope not I don't there's a reason msba doesn't have it in there you know in theirs and we already have a link to policy 209 that says the code of ethics and in board policy 2 and I guide you in navigating the complexities of governance y y y I guess I I like I like where Matt was going and saying like these are some of the possible things that could happen if the board don't goes this way I don't think it's a threat I think it's just being realistic there are if the if there's four people on our board whatever the makeup is that agree that there's been a violation like I think anybody that's sitting in this these chairs should know that these are the possibilities what we can anything that if the four members of the board determined anything that this could happen with any I mean we could have that literally for almost we also have all then everybody that's sitting here has read that and understands that because I up until I'd seen this I I don't understand it at all because what you're saying is these things could happen but they can't I mean that's basically it to thank you for letting me know what could happen with the the complete makeup of you know people that agree that it's a violation and then agree to do any one of these things but like literally without that you can't do any of these things so to me I I'm not learning anything from this cuz I know what the statute says so what I'm learning from this is that none of these things can happen unless literally the correct makeup would occur that would allow for these things to happen I would like to know why msba doesn't have it in their well that was ni said there's probably a reason why they don't have it in there so mba's model handbook doesn't include violations no because it's extremely subjective to determine what is a violation it would be very hard to put that into a handbook guess I'm still not understanding like what what is wrong with saying that there could be a warning to that board member for the code of ethics going to give them a warning the board there could be a public censure like these are just what's a violation the board would determine that I just I don't understand what's the harm in telling our future board members and or even reminding ourselves that these are the possible consequences of breaking the code of ethics cuz I think implying that if I don't agree with you I could bring up an Ethics violation to the board and hope that I can Garner enough support to centure a board member which I think is wrong I think everybody should be able to have and feel like they can share their opinion can I just play a different what like if you look at the code of ethics the first one is attend school board meeting so you both go right away to like speech which I I I agree you definitely don't want to St you don't want to scare anybody into not speaking because of those possible because of the because of those ethic violations the what could happen right so you don't want to do that but what if a school board member misses four out of the first six school board meetings I don't think you I don't think I mean unexcused not that they traveling for work or they just didn't show up mhm that's an Ethics violation right I mean it's right but could the board then agree to give them a warning or do something at that point right if they wanted to could they yes that's what that statement is right but my point is is so there's all the other parts of this so for that example there's all the other part of this about meeting attendance and requirements on meetings we're already stating what the requirements are and attendance at meetings so if you're not doing that then why would you need to know that you make it a warning well if you're not showing up to the meetings and that's your duty as a board member you should expect something to come from that is there something in statute about meetings and if you miss so many there has to be action taken no I am not or if you're not attendance for so many days or I thought there was something I feel like you're corre well there's um there's something about I think it's like 90 days that if you can't fulfill any of your duties for a consecutive 90day period you you're deemed to have relinquished it or whatever so yes you could be REM but I yeah I get the sense that that has to do more of like you know medical inability to attend or stuff like that catastrophic but um yeah I was just looking speaking of statutes I was just trying to see what exactly is in State Statute about um any sort of a penalty for a school board member the board May the only thing that's a penalty is removal yeah and I found that one yeah there isn't any other St statutory penalty um is there anything at the end of our um policy 209 that talks about guess my other question is s like P public centur SS toing from listening that that would be one that would be maybe we don't have to have everything that's on the list I would like to see something here to say like like I I would think that everyone would agree that a warning would be reasonable for everyone to expect that if they break a warning would be potentially something that we as a board could say yes we do I don't know that I but what am I agreee warning for you know like that's but we would be doing it as a as a board like maybe public censure cuz that's a fear of like somebody feeling they can't speak we remov from this list I guess where I'm that's where I'm trying to go is like is there things that we could take off this list but yet still have something here to say like this is I guess for me personally if if I noticed that a board member was missing multiple meetings in a row I think I would call and say hey what is going on is there anything I can help you with I would not immediately try and I'm not saying that it's an immediate thing but I would not be trying to find a reason to get them on an Ethics violation that's just not in me as people who are trying to work together regardless of any kind of personal feelings that you might have for somebody I would at the very least give a common courtesy of you've missed two board meetings is something going on is there something that we can do as a board to support you what can we do to get you here CU that is part of your duties yeah um and this is just five minutes worth of Googling while we've been having this conversation but what you're saying is pretty consistent with a just a random district from the cities that has a section in their they don't call it code of ethics but in their policy about proper conduct for school board members it's got a lot of the you know potential penalties but it does lead in with um you know the first the school board member was alleged to have violated this policy gets um the allegation in writing within a reasonable period of time and then if they can't resolve it on their own um the school board then conducts an investigation blah blah blah so it I mean the point is not that anything exact here uh at our table needs to follow this one but there there is a process where it's not just like you said you go after somebody for an Ethics violation step one so maybe if yeah we could put in language that talks about um having a discussion with the board chair and superintendent try to work out the issue um if the only statutory penalty if it gets to that point is removal I mean we don't have to say it but to refer to the fact that there could be penalties if some sort of a violation of our code of ethics can't be worked out on their own with the board chair Andor superintendent just so that people have noticed that you know it's not just that that the code of ethics that's there and says what it says can actually have consequences if it gets far enough down the road or serious enough is there is there anything in there no there's nothing I do like the idea of saying like our first step is not a warning our first step is maybe it maybe it's a conversation between the board chair and the superintendent or it's the board chair or whatever it is but like laying it out more so that there is more of a but I'm having very hard time knowing when that conversation is supposed to happen though I mean because again we'd all have to agree that there's something that's a violation we'd have to agree that something is a violation and then we'd have to agree on the next step the next step and that would be extremely subjective to each situation and and the board makeup at the time I guess my biggest concern is you know like this District that I'm looking at they have it in their policy and I think that's probably our step one is to if we're going to have rules or procedures like that to adopt a policy or make changes to 209 additions to it that says what happens instead of deciding it at the discussion about a board member workbook or handbook well that's what I'm saying I don't think this belongs in a handbook I don't I don't think well I think if it was policy it certainly would but I think the better place to address whether it should be policy is that policy and I don't know if it it would have to be worded in the strangest way possible I don't know that it could be policy because we we can't no matter what we say in 209 it would be dependent on the people involved on the board at that time whether or not those steps actually occur right um we already referenced I'm really liking how they word this so can I just read this one I don't want to out some district for why not in their policy it's public I guess white be Lake procedures for administering policy this is section four of their policy that's called School Board member code of conduct so it gives like the purpose section one general statement policy is section two section three is scope and guiding principles which is essentially laying out the rules like we have our ethics rules laid out and then procedures for administering policy allegations of violations of this policy may be received from internal or external sources in an instance where an allegation is made that could serve as the basis for the imposition of sanctions against an individual ual School Board member under this policy the school board will number one advise the school board member of the allegation and writing within a reasonable period of time two if the allegation cannot be readily resolved the school board will conduct an investigation of the allegation to determine whether the individual board member has violated the policy three allow the individual School Board member an opportunity to be heard by the school board in defense of the allegation and to present any relevant information regarding the allegation four specify the expected conduct or modification of conduct to be required from the individual School Board member um the determination this goes to your point the determination whether a violation of this policy has occurred and whether sanctions are to be imposed shall be made by the school board School Board retains the right to remove a Schoolboard member as appropriate subject to relevant governing along and then it they do have a separate section called sanctions section five that um is a list it's got some of the yeah kind of similar to the one we're looking at a warning where did you find that white be Lake White Bear Lake it's policy they it's a separate policy they have a code of conduct yeah it's policy 25s right they've made their own policy y so I just I'm trying to follow can we just agree to delete this section and address in policy of yeah I think I think that'd be more appropriate okay so we'll get rid of that and that can be brought to policy policy lat but I would also like to put a note on there to reach out to msba about why why maybe they don't have it in theirs well we already know why they don't have I mean we can ask them but it's let's just ask them and then at least we have their justification coming from them anything on conf conflict of interest moving on working as a board team there's a the board showell superint superintend yeah superintend the way it's written in statute board governance model standards for board leadership tributes for high performing boards scho board self evaluation Ro of superintendent hiring duties uh you want to think sorry not under oh it's just at the bottom it says update after Barb's training on October 3rd and my note was just why why would this particular thing impact the evaluating paragraph Just because it's a high level description you mean of what evaluating superintendent means not like so I didn't know was somebody looking cuz they wanted to add stuff to that section I guess before going to her training last week I really wasn't 100% sure what to expect or what we were going to get so just making sure that if there was something we wanted to add but it wasn't forgotten that was the only thing I had that area then we get to communication so then we're not adding anything correct I don't I don't I don't think am I behind you or communication where where are you at board communication so now on that uh before we maybe get to that yellow section I just have one thing under the addressing team dysfunction well two things so ground rules in mind soorry my uh no it's under that that same thing page 17 yeah I don't know after all the additions down to the board communication guide or that yep so keep going down and then it's under addressing team dysfunction the ground rules is oldold but the other like the policy and the board um administrative relationships all that isn't and I haven't seen anything of ours that have ground rules is that was that bolded for something specific was there a link that was with that or well it's in msba is written the same way but just not not bolded in ital italicized okay so I just wanted I didn't know like it was something that it might have just been out was pasted that stock I don't think it's a phrase specific to us that's for sure okay we can just unbold that and then the other thing in that same paragraph it says msba can help with a custom board in service tailored to the board specific situation personally I don't think we should be calling all one organization because we may or may not use msba so I think that we could reword that I just think we take that out you just take it out delate the sentence okay yeah cuz it already says the board may want to hire a facilitator to assist with discussions to improve so and then just leave it open ended that can be anybody that's just a little advertising plug [Music] in then I don't do we want to address the Highlight I was just trying to figure out where we would put it thing first or could you just put it on under the guidelines for interacting outside a board meeting because and then address that because you're not I mean it just could be another yeah just add a bullet point that says yeah because you're not usually going to be responding to emails in a board meeting so it's just yeah works for me respond timely to emails yeah could be the header yeah or timely response to so I just put it under guidin you like if everybody's okay that that was just my suggest do we want to have a bolded entrance into the statement that's what they said Ely timely response to emails okay something got it I missed that part under this part two see same section msba does not have use the board table to express concern and engage in problem solving their model policy doesn't and we go further to say do not use personal social media accounts to express your opinion or perspectives understanding that any opinion shared publicly needs to be the voice of the full board there is already a section I believe it's page 20 that talks about social media interaction and the msba is very cautious with this because by Statute we do actually all still have First Amendment rights they give some guidelines on what they recommend doing and not doing with your social media accounts but they in no way can we tell somebody they can't use their social media account to express their personal views or opinions they give some ideas on like how to page 20 in ours I think to communication on social media but we can't tell somebody that they can't do that an individual board member where to mention response to yeah it's under the right above two bullets up okay so I would say this we already have a whole section for this number one for social media I guess I would I would really like to keep it but maybe remove that middle sentence and just leave it at understanding that any opinion shared publicly needs to be the voice of the full board but it does it doesn't yeah so we can't or Wordsmith it cuz I think we all need to be reminded that even if we don't think that it's us like people perceive it to be the full board that that but there should be a very heavy disclaimer that says this is my personal opinion and if I have a personal opinion I'm not speaking on behalf of the board that is the board chair and if the board chair is sharing a personal opinion then it should not be the voice of the full board if it's a personal opinion it should be the person personal opinion of whoever that board member is at the time yeah I mean the way that it's worded under this section by the msba is I mean essentially giving tips on how to do it but uh things to not include but really your online action should always reflect the values and responsibilities of your position within the district is essentially how they wrap it up but they give a lot of different examples of things that you should avoid be careful not to do this so I mean they break it down pretty well in that section and if somebody were to have a dissenting opinion on something and they're asked they're not speaking on behalf of the full board they would be on why they are not in agreement there's nothing wrong with that your msba trainings do tell you that you need to just specify your speaking on behalf of yourself but you are entitled to your opinion to share it individually I understand the idea behind it we just can't it's not something that we can tell a board number is anybody looking at the page 20 description yeah I was reading through that just finish that that do relatively good job of laying that out is it in the constituent part or communication social media it's underneath communication with media it's the next section there it is yeah well maybe just I I would really like to see this stay but I'm really liking use social media primarily for listening making announcements and Gathering feedback rather than conducting board business because that is what I feel like they use the board table to express concern and engage in problem solving is what I what is and I I we just can't we can't have it as a as a bullet out but the way that they're stating it there is different than what we're saying use the board table to express concern and engage in problem solving use social media primary primarily for listening making announcements and Gathering feedback rather than conducting board business but like it lists all the things prior to that the entire section right I'm just saying that we put that sentence here in the up higher and we we just basically say it twice no I w't look the redundancy or I guess what is the use the board table to express concern and engage in problem solving isn't that just kind of self-explanatory that's what we are doing or don't have anything to follow that bullet point and you can just say use the board table to express concern and engage problem solving fine yeah that's fine we just let's keep the ball and delete the rest yeah we we just can't go on any further than that to tell anybody what they can or cannot say there's there's things that you should not do or ar frowned upon but but there's nothing that we can say that they cannot do so let's just take that after the Bold part out and then for a much more indepth suggest suggestions there's the whole section on communication and social media already plus that would be under your be cautious with written communication somewhat somewhat I mean cuz social media is I think I ask from The District Administrative perspective highlighting right there um sharing personal confidential legally protective information is not to be careful not to that strong enough working for the board member so that they recognize that we don't want them to make that you could you could if you want no I I just wanted to make sure I was clear as talk through this okay and not okay under our all of our person that rights are people feeling that that's people recog be careful to share personal confidenti you could say I think the word careful is a little too just say Do not share personal confiden protected how about never share that that's not a suggestion you cannot share yeah I would why don't we say it never share personal confidential or legally protected information yeah of students employees or board members right yeah can we say I we could word it to say it's it would be or in it would in violation of Statute to do so I think that's enough her statute never share for Min statute yeah well whatever it is feed knowing the context of some of the things in here I would to have you guys have to go into putting statut references for that becomes even Troublesome to read for new board member I think that says it right there um so the one we were focused on before use social media primarily for [Music] ETC what a follow-up appropriate follow-up sentence to that sentence be board business is to be conducted in open meetings or meetings that are open to the public I mean you're not just highlight the you know the reason that they're saying use social media for this rather than that that can I ask rather than conducting board business how would we I guess I'm I'm wondering how board business would be conducted via social media unless all you know if there's for a four of us talking on a Facebook post it's certainly not going to happen often but there could be times where people get drawn into social media discussions and before you know it a quum of board members has commented on something and that would be considered conducting board business over social media which is not in an open meeting so was just a just a highlight the reason for why they're saying that why they're saying use it for these things rather than this finally ensure you comply with all relevant laws and District policies including those to acceptable use harassment discrimination and privacy would would the board feel comfortable with this recommendation of moving the M share person all confidential information down to here I'll do that just to make kind my point of where I think where was just you can still maintain it as one paragraph if you so choose but um I I do recognize that the never share Personnel confidential legally protected information I was a new board member I don't know if I want it buried in the middle of those I think it makes sense why you have it and then I guess that is followed up by finally ensure you comply with all relevant laws which would be open meeting laws and District policies including those related to and then they list them but I mean open meeting is a relevant law that you actually go through in your board orientation checklist I'm good with that so as far as like the bullet points for the guidelines are we done with that section because we kind of jumped that yep and if we look at situations everyone agrees that those would be the people that you contact board Mentor board chair superintendent board Mentor boair superent that's the first one mhm is any of that redundant it says I have general questions or is there but then it goes into a concerns or questions regarding board governance Andor operation and then I don't know did we just skip like 10 pages no we went right back up right after we added the timely response to emails now we're at that chart that has three different situations oh okay there was a different chart up there sorry oh yeah I'm on the first chart okay I was looking at yeah see that's that's not yeah that's not sorry that's not the same one okay um the one onage no fine it's right underneath those bullets that we worked on up higher keep going keep going keep going you good right here that one there you go so are those redundant you could make the middle one more distinct by saying I have a specific concern or questions regarding board governance where the first one was about general questions I don't know I'm just wondering I have General concerns question or you could even take out General and you just have I have questions con yes or concerns regarding board governance Andor District Operations these would be the three people I would go talk to and two of the other yeah cuz those would be the three people that you would go to anyways right and even the second one could we get rid of that one too since that's already in there as Andor you could put District Operations because maybe it's just a a question that a board member asks their mentor and they say oh go talk to superintendent rard about that or yeah that would be something that you'd bring up to the board chair or I just it seemed like it was duplicated or redundant but maybe not well board governance okay I'm seeing it as board governance and or board operation and and then the next one I'm seeing is District operation that's fine you can keep them like that then maybe fit it all on one page there anything about communication with superintendent I the only thing I had is instead of it should say under disagreements with the superintendent instead of if fact should just say in fact um msba has the same type oh um so under that part under that same part as well I feel like so I have always treat your fellow board members a superintendent and other Administration with respect I feel like this disagreements with the superintendent is specific to the superintendent and there's other Communications with District administration and staff sure personally I think that if I have a disagreement with the superintendent the board members and the administration wouldn't really make sense to go there I would still want to in this particular heading it's specifically talking about the superintendent yeah it's almost like we'd have to start because then the next one is communication with District administrators and staff you could like start the sentence out the same way right always treat your District administration with respect I we could it doesn't necessarily have to have it there but I mean I can understand the S the sentiment of why it's there but for the a disagreement with the superintendent always treat your your fellow board members the superintendent other administrators with respect so should just say always treat your superintendent yeah that's what I'm thinking yeah because it's right after the header of disagreements with the superintendent it just seems like yeah I should probably say always well but then I guess I read it as like maybe another board member is with you I mean I don't I don't really understand why the administrators would be in there but I do kind of feel like fellow board members like I mean if I have a disagreement I might also be in there but then put that under the communication with your board members yeah we could put it somewhere else I would agree with that because it's specific to the superintendent and they do have that in communication with administrators and staff and they do have communication with your fellow board members I was just pointing out that I read it differently like I I agree with this administrator but I could kind of see why F the board members would be there that's all or you could even put that whole sentence under board communication guide before communication between board members if we really have to spell it out always treat your fellow board members the superintendent and the administrators with respect and then you go into all of the yeah we could say that as our opening statement underneath communication between board members the first sentence of that section would be well that says communication between board members no under the board communication guide you would put that there I mean it should be then you have to change that however don't be afraid to disagree can't I just say always treat your superintendent with respect however don't be afraid to disagree on Miss yeah I agree I would like that but if Patricia's point of having all of it if if you are going to keep that sentence then maybe move that full sentence and put it in the very beginning even though it's we are adults I don't think we should have to yeah I think I like the change of just leaving it in the superintendent section having it say just superintendent okay I agree um I don't think it it just doesn't read right as a opening senten to the entire section of board communication guide seems out of place I think so do and I don't know I would be like you have to put it in front of every in front of every yeah well it doesn't section if you if I don't think you have to put it in the one about communication with admin and staff because it just doesn't fit the theme of that paragraph because that paragraph is more about talking about how yeah you might come in contact with some of these people but you're keep in mind you're working through the superintendent when you do and that sort of thing right um and I think you're going to have more of there's more opportunity to disagree with a superintendent than administrator yeah it makes more sense to be stated in that section specifically and I don't think it has to be said amongst board members because board members disagree quite often so right so then we can just say always treat your fellow superintend or your superintendent the superintendent sorry always treat the superintendent with respect however don't be afraid to disagree on an issue or however we want to combine those two level I think before we took that or Chang that first sentence I think the problem with this paragraph is that it's labeled wrong it's not disagreements with the superintendent it's it's really aimed at disagreements at the board table which involves board members and the superintendent because now that's what they're talking about again like we're not talking about a one-on-one meeting with a board member and superintendent in this sentence we're now back to talking about you know having a discussion on an issue offering more than one solution and maintaining decorum in debate that's to me this is all kind of irrelevant to just a disagreement with the superintendent I think that the only in my mind the only reason that the msba specified this one the way that it did is because the superintendent is going to be the one bringing you recommendations okay you know almost always so he's going to be the one that you're going to have if you're going to have a disagreement about a recommendation it's going to typically be with the superintendent normally nobody else is coming to the board table with a recommendation for the board to vote on that's the way that I'm seeing like what mba's goal maybe was there but yes it's worded weird I and and it looking at the paragraph above it doesn't yeah it just doesn't fit because the paragraph above is talking about how to communicate with just the superintendent and how to contact the superintendent that sort of thing so then well if we were to relabel that as disagreements at the board table where would we put it but there's disagreements amongst board members and then there's I think this is getting disagreements with a recommendation from the superintendent and how to address that which doesn't really fall in line then with the two or more views usually results in a better it's like well you are having a disagreement with this can't we just delete that whole in fact disc discussion about starting there and just delete it that's a given that right a discussion yeah with two different points of view is better than just and then just a reminder to be certain to debate the issue not the person and maintain de in a debate yeah can we move that one up to section of communication between board members I think that's the one that's appropriate up there well I would think that it's here with the disagreements but I would I would say that it could be in both I know that because I think that it should be a reminder for all of us but also all of us when we're disagreeing with mer right so just take out that sentence yes and just move the last sentence up coped it just in case all right well if we want to put it in as a reminder I just be another bullet wouldn't it board members but that's were passionate about it we could put it in there I don't know that I feel that passionately I don't need it in that par I don't need it but it does I think that paragraph is good as it is okay so are we on to communication with District administrators and staff no issues with the table underneath right I don't have my only question is if I disagree with the reporter presentation to the board that came from the superintendent should there also be the board Cher listed then if it's me disagreeing personally with the recommendation of the superintendent I would have that conversation directly with the superintendent okay just making sure if I couldn't find resolution then maybe I would sure okay any issues with communication admin or constituents do not attempt to work with a parent who is working on behalf of an organized group rather than on behalf of their own student is that an MBA okay this is all maybe I just was reading into it more than I need to the next however maybe like the next three section are just copied and pasted onp oh the inviting and appointing them to so under the engaging with the community by inviting and and appointing them to participate in standing and ad hoc committees are we currently practicing that appointing community members or are they applying for uh involvement with committees and advisory panels and focus groups my experience so far days a little okay on it is sometimes can't get enough people my experience over the last 10 years soting and then the last sentence of that first paragraph it says invite them to extracurricular activities schedule a Parents Day or a Grandparents Day and offer tours um I know there's probably more to what we could invite them to but also we don't have how do they schedule a Grandparents Day we don't have one right now I mean we used to right but can a grandparent just call the school like is that what it's saying or whoever is within the community schedule a Grandparents Day or as a board and then as a district invite them like to as an organization we should be inviting the public to attend these things and if we had a grand Parents Day that would fly um offer tours basically it I guess I would like to see it actually say something that we actually do currently have though we are having a great list them as examples not or it does say schedule a Grandparents Day so we should schedule a Grandparents Day I like Grandparents Day used to have grandparents day nobody could this clear it up if we add because I think there's so many things that I could you could take the word end out of there with office tours and etc etc yeah or do we no let's not list them all up do we list do we say invite them to extra particular activities and off the tours yeah that there CU I Muffins with moms so I'm one hitch in that though was I'm reading through it and a lot of the things that they say they lead into it by saying board rules may say this or board rules may say that so it's not very concrete yeah as far as what their procedures are so I don't think we can just refer to them because it leaves a lot of questions open no I think we could still have our our process down here but as you gu I'm not saying I I don't my thought is is is there any hurt in saying it in it twice because what if you looked at the glossery and you say okay I'm just going to go look at a Gena in minutes have an update on graduation venue I sure do awesome so uh the update was looking into I think as we discussed River's Edge versus National Hockey Center and I just back that our board just went back down again so what I had up there was if you want to open up a calendar for M um that'll help you in the screen in front of you um there's a couple options right now that I don't think our opportune for this coming year um but please recognize that our current graduation date is May 31st at 7:30 to be held at s High School right after that our kids go right into their overnight opportunity um for staying over um things have already been put into place to do that so our hope is if we were going to consider this and bring this back to um principal kler and the children or and the seniors that they would know that they would still hopefully utilize that date because they've already done some of the work so I just put that on the table right from from the start on that date will you just May 31st this Saturday it's on the district calendar already and I talked with Shane a little bit about that today what I can share with you is I spoke to both uh River's Edge and the hockey Center on September 11th and 12th um the cost for using those facilities are between and I won't identify which between 11,000 and 12,200 so they're both within about $11,000 um the ability especially this school year um would have been really neat to be able to consider because it's probably our largest graduating class we ever maybe behind last year's um but we'll probably possibly gain a few more kids before that comes up but there's still it's a high number so that concern that we had about ensuring that um we could have tickets for everyone is is a true concern and would be for even years that um the sad thing is is right now we know at the hockey Center that weekend they they do have his booked um for use and at The River's Edge on that Saturday our neighboring school district has both of their graduations on that day so if we were to consider it right now River's Edge would be able to have the 28th and the 29th which would be available and forgive me I don't have my calendar open Wednesday or the Thursday um and for the hockey Center it would be Thursday would be the possibility um and then they would obviously have to do whatever they need to to the facility for that Friday and be ready for Saturday one way of considering decreasing the cost is we know that on Tuesday um there is another local school district that has graduation that evening um but we would be probably having our graduation on Tuesday the 27th on a Tuesday after morning again I think the challenge is right now a lot of things have been set up right but I I do think there's an appetite for considering this my the unfortunate thing is the person I talked to the hockey Center there's no really working around that 31st date is being a possibility so could they still do the senior lockin on the 31st if they so choose or whatever that senior event is that they might already have commitments booked for whatever activities they have and you sorry I interrupt it I interrupted no you're okay finish it I was saying split it which isn't super ideal but I think the the concern that you'll hear from Administration is the Hope is that students graduation and then come back and do that right to the over and even for those that don't who are considering driving over or if we were to utilize one of these two facilities that there would be discussions obviously with those families and those young people but I but we could bring that back as a possibility if you want me to I think what you do need to know is as the board is that right now that would the budgetary impact was the first question you wanted to make sure I can answer for you and without identifying which one is which that's the ballark of what we be talking about somewhere between 11 and 13,000 when you say you're like the appetite for it are you hearing that from speaking with principal cousler and other staff members or and or families in general parents uh students is that coming from kind of multiple different angles so what principal CER said is they actually looked into this a year ago or two years ago we considering it and at the time um part of the reason why it didn't move forward on it was because it was it felt a little cost prohibitive especially with a new school um so it kind of stopped moving forward at that point but the idea that they might be interested moving forward there's interest there okay well that's I mean that was my question is like I've been here since 2017 I don't know if there's this like deeply booted Community tradition that just loves the school gym that I don't want to ruin you know but if you're not really hearing that feedback I guess that's a good start but then you the financial part of it and I and I just I caution us to know or to recognize that when we make a move like that we are impacting whatever tradition has started right but I'll say that there was discussion about it previously before this for take that I I personally would recommend or my recommend or my thought is you would not do anything this year you're I think you'll lose a lot of kids on the overnight if you have graduation anytime Tuesday Wednesday or Thursday and then have them come back on a Saturday I think it's going to be you're going to have hard for us to have a high school senior who wants to come back for a lock in Saturday I agree I agree it was just I I would say all planning would be for next year and you do what you did this year and you have over on the pack and make as many accommodations as you can and and look at it in the future I could be wrong but I feel like one of the one of the thoughts when they did look into it was that we'd be charging for tickets somehow and like they were there was talk of like letting allowing people to like pay for sweets and that I guess to me made me feel really but it made me feel uncomfortable cuz there's already there's already a lot of um financial hardship yes but like there's you can already see some of that like when you're like then students can see that so like are you just making that even more like inyour face like well my family could afford to have everybody there but your family was only allowed able to afford you know the the free tickets they got and now you don't have that family here I just don't want that to be more people I agre that's our financial bur that was my concern about the the potential of selling tickets like that's yeah no I think we'd have to really agree that that would be our as a district we would would be we would be taking out that financial burden we wouldn't be putting it on to families to try to offset the cost cuz that's not I don't think that's what any of us would want to do is there a way to survey the the district families and just say like hey this is what we're thinking about doing would you be okay knowing that if you say no keep it in the gym we're limiting the number of people who can attend to whatever it currently is now four tickets just explicitly saying this is we're trying to be inclusive and we're trying to get more people to be able to attend in a more comfortable setting knowing that we as the district would take that that financial burden on but also allowing them to well express any if there is a dee rooted I think Jason's right in saying that this year because of well the time the timing of it so we would have time to do that too if we were going to do it for the start yeah Le forward for the next year and leave it as well some of the concern is that there' be students driving to potentially this lock in like is there going to be an additional cost to potentially have all of them grab a bus and be bused directly to where the lock in is happening so there can't be or maybe answer is yes there's an additional cost but it is not a significant cost like you would like well I don't know what we imagine but it's like bringing the kids from Tech to excuse me from Texas AR yeah it's just cross down and you're running three buses we're not running coaches I imagine so I don't think that would be too too big of a chall and I do like the bus thing like I've said that's like the Nostalgia of here's your last bus ride but and then you don't have to worry about kids driving to and from either right I also were thinking like how nice would it be if we could offer some of that busing to the you to from our cuz then you'd be back at the high school potentially taking your photos at the you know I I don't I yeah I mean I like the idea I like the idea of it I I actually think that having the additional year really more for us to look at the financial part of it and just make sure that if we need if we can move anything around to divert more money whatever we have to do just to make it make sense that'll give us a little more time to do that but I what I'm gathering is that it seems like families and staff would be okay with it if the logistics of it all worked right I would a reserve comment on that noad well I I don't know that we have a big enough sample source to say that sure and we could survey as well in that time I I will say as somebody who's had four kids gradua here um I I would be disappointed to have it at the hockey Center I just wouldn't um the pictures that I have of my kids outside the schools um I wouldn't want a picture in front of a St Cloud State logo or a whatever in the Rivers Edge so I I think yeah I I I'll just say about that I I don't think it's as um intimate I guess would be the word to use to have it but that's just I'd also be interested to know like so if you're saying this year's classes are larger classes like and you could tell us like how many tickets are this year students potentially being told and like at what point are we telling them that information and then like what is it projected for like next year's class like because I think that also will impact that decision like if we're thinking that our class is significantly smaller and now instead of having four tickets every family will get five or even maybe six like that will impact the decision that we're making for the following year and I think that needs to be part of that decision I mean I will have a senior next year so but do we survey and if the big if it comes back as no we don't want this move then it doesn't really much matter because at that point we would we would do I me I'm not disagree I just I would like that information as well right I think a surveys a great so next year's graduating class be approximately 350 after that another 312 9th grade right now our existing 9th grade is about 341 so we have we have kids this year's right now is at4 what's our seating capacity in the gym oh I talk principal coer right now we were thinking it would be 4 to tickets for this year and I'm sorry I don't know the exact capacity well 1500 is 5 * 300 it's roughly yeah I I I really like the idea of a Sur to be honest with you can we get that started then and at least give people time to be able to yeah I think that's a great idea I think everyone's back in their rou I could be in the very small minority yeah I but really though you might not be and that was my whole point is if I mean this day isn't for us corre I mean as parents someday yes it will be for us but sure it's not for us it's not for sta I mean yes staff or but it's not even really it's for the families and their kids and big you know Monumental date for them so if they are really if this is they're very passionate about the gym then we keep it in the gym and if if they're not then they would prefer to have more access to our tickets then we'll do what we got to do but I do want it to be laid out explicitly that just so you are aware right now you are looking at four to five tickets per family if we just so they know that oh okay well I never thought of that cuz I didn't know I do feel like that has been the kind of yeah feedback H moment a lot of cuz I didn't even know that until this year when a friend was like I only get four tickets oh well that doesn't even cover the two parent like no the family situation so wouldn't it wouldn't include my whole family no so as long as that's laid out so people are aware that that's yeah and I think as I listened to the board's conversation what what also comes to mind is that this is not a a survey necessarily of the graduating class who's in 11th grade right now we're also seeking out input a little bit deeper maybe it's just through 9th grade for those graduating classes that we're going to try to I think the earlier we can do the survey to some degree the better the timing of that I'll work out with princi I would like I'd say at least 8th through 11th that's our I guess I'm looking at that that's our next year's High School classes sure yeah is the graduation date on the calendar that we approve at the school board table or is that not included on that calendar I forget no it is it is okay I'm sorry it should be I just yeah I don't recall if the actual gr but is it for but is it it's usually the Saturday after my question is just getting a you know timeline for figuring this out since we usually approve that calendar sometime after the first of the year right and what is that usually April when we do the calendar although if we had to we could amend that if they if every I'm not saying it's not able to be amended I'm just saying it'd be nice to have it figured out when we approve the next calendar we have to approve and getting ahead of it because if you are going to move it right the others that are moving it are making their calendar decisions along the same time so like May 31st is not everybody's radar right or whatever so the sooner you can do it if move the better so how long would we leave that survey open do you think we can figure out the I mean because the other part is too is I I mean You' want to make sure that you're very explicit and this is not for this year's graduation so people aren't weighing in thinking it's this year yeah I would not recommend this we doing the survey anytime before April or May I mean as people are as those groups left grade are thinking about this graduation graduating class then they're thinking about oh this is their experience and then they can use that as a frame of reference of okay this is how many students The District administration is saying is going to possibly be coming up and how does that math work out and then I take that so late spring is where you're thinking it would go okay sorry I'm still listening I'm just trying to that's a discussion is that something that we would bring to the communication and Technology as far as putting that survey together and then recommending that survey to the board or is that just something that you would do I think Sarah Communications UTI communication techology but don't certainly we do something we can have someone make sure on our I was thinking of the when I brought that up originally our strategic Plan update will have to stay on here um obviously we're going to have to come back in November for superintendent's mid year um because we have to tell you what we're going to be evaluating on and then we'll have to save space to actually evaluate you as a mid here um comprehensive achievement and Civic Readiness sounds like we'll take most of our November work session and then and we we all said that we wanted to revisit um self self- evaluation in January so is there any other topics we have got to find I don't know if it's on this meeting but probably not much later we have got to discuss marketing the not us marketing but how are we going to approach the referendum and Community engagement with that because if we're if we if our timing is lining up with us to be going out in February we got very few months to p a sale here so yep and then as far as the board self evaluation do we actually want to set a date for that in December if depending upon how things go with the election and just put a date because otherwise I we can just keep bringing it well I think we just leave it for now and then when we know the results we can talk about it I mean we'll know the results when we meet on November 7th right November 7th is our next we session right yes yeah yeah okay so I say we t v it then let not kicking it down that's just no I'm just saying if if we keep putting it off in January and then we have to set a date then it just pushes it up some more so it's also going to be hard to put a date on there if we don't have all the people here that are going to participate right but kind of like in in some sense of like the evaluation for the superintendent in barbs like they're just whoever's on the board at that time is just going to inherit those dates well fortunately for us like we can I mean we've all done it all you have to do is we say like you're going to have two weeks to complete the survey we could do that very easily and then we wait and we get the results so yeah yeah okay was there anything else um I'd have a suggestion maybe for December okay and it comes from Mike's last superintendent update where he saw a conference on school district and City collaboration models which I think sounds very interesting and he shared with me that one of the models he saw had what was it monthly meetings between two Schoolboard members two city council members and others in administration County Commission do we used to do that that's what I thought so is that the community outreach one M yeah quite a while I don't know it sounded very the mayor sounded very uh intriguing to me so I thought we could discuss that before the organizational meeting and potentially assign to board members to do that if it can get worked out if the other groups are interested in it could we broaden it and just relook at the committees as far as even prior to and just list out what all of these committees are and then organizational meeting would be yes or no to the Committees that we have if we actually would need them or so like compile a list of brainstormed ideas of what committees might be beneficial I think that particularly makes sense with a new superintendent on board yeah so I think the feedback that I'll probably bring up during our one ones this month is while our reorganization meeting is always the most important those other two entities will be doing their reorganization meetings at the same time so I would want to make sure I have some feedback from each board member about whether I'm going to start this process what the city administrator and the County Administrator about whether this is something that they want to consider for their reorganization but I can do that during our one mons I just don't want to get I don't want to get over my skes or ahead of how the board feels about something like that um because it can be a committee that can make some remarkable impact um on our planning as they come back and bring information the whole U I didn't know and I just saw this email so this was my my contribution for an idea but October 29th they have the student School Board development event I huh that's okay I mean I I was very intrigued by that it is the day after our regular meeting but um maybe just putting it on our radar like not necessarily a workshop topic but like I didn't apparently it's the third time they've done it I didn't even know they'd done it like had ever done it you want to describe it a little bit more so it's the Minnesota School Board Association Shak public schools and Farmington area public schools are excited to host a third annual student School Board development event students board members superintendents and staff can register for this free event the event will be an opportunity for student school board members to collaborate directly with peers from across the state while Schoolboard members and administrators focus on ways to make their role more impactful so it's a way for our current um reps to like meet others reps in the state and collaborate with them and then it's a way for us to meet other boards that also have a student rep to say like well how are you utilizing your student rep and what ways could we grow this or how could we um yeah so it's uh 9 to 1:30 on Tuesday octob 29 I I also cannot go because I'm yeah but even just to say something like it would be really cool if we can make this something that we do next year even like just so it's on our radar cuz I I
