##VIDEO ID:4H4X_vAiMsA## that being said we also uh offer as a governing body myself and express our Town's deepest sympathies and sincere condolences as to the death and loss of Katie cron our longtime uh resident but we also uh take special recognition and celebration and that is a celebration of a life well- lived and as all the Neighbors in the neighborhood and all her friends and family can attest it's a uh recognition of someone who would have turned 100 years old on January 29th and we are going to go ahead and Proclaim that celebrate that fact and celebrate her life and hers was a life I can attest to as a member of the neighborhood and the neighbors of uh someone with recognized for devotion and unconditional love for all of the members of her family uh many of whom are here tonight with their neighbors and uh that love that devotion didn't stop there uh that was love and Devotion to all the members of her extended family as well as her uh neighborhood and the family uh included her longtime friends and neighbors uh beyond that she also had a lot of room for love for all the members of her communities and of first and foremost among those communities was that of the burough of Seaside Park and those of us who are oldtimers like myself will always remember uh Mrs cron as uh you know the uh Credo or the the uh motto of the United States Post Office it's uh through uh whatever it is r no no nothing will stop the post office and uh back then and I hope still is the case but back then certainly she lived by that and uh she uh and others were always there and they knew exactly if you had a mail forwarding or what to do with it and how to be pleasant and wonderful to every friend and neighbor whether it was a senior citizen or not that that male got delivered with a smile and that's what government Service uh is all about and uh she was certainly a wonderful person and the governing body uh recognizes her celebrates her uh this evening and we welcome as well and I'll have them come up momentarily we have uh we offer our sympathies and we also offer our love to the members of the family which include her son Freddy her daughter Joanne and uh obviously uh our administrator Karen who's here and we also offer our sympathies to uh Adam John Caitlyn and Samantha and all the members and uh grandchildren they are but great grandchildren as well I I don't have their names at present but we certainly uh recognize Skyler and Leah Skyler and Leah I we we recognize them and we uh offer all of you our our love and what we have on behalf of the B Burrow's governing body the Town Council myself and maybe we'll have Freddy and Karen and D come for we have a special Proclamation uh to give to you for your family and this is on behalf of all the members of the council the burough family our our Clerk and obviously your friends and neighbors and including one of our area's distinguished attorneys of course Lind dun and here with Richie and all that and this is a special Proclamation which it's my honor to read into the official record for the burough Seaside Park and it's in recognition of Katherine Katie Cron's 100th birthday and her longstanding Commitment Community Service and love to the bide Park whereas Katie cron relocated to Seaside Park in or about 1962 where she raised her family and opened her home and her heart to friends and neighbors who soon became game family and whereas Katie cron served as president of the PTA of Seaside Park Elementary School from 1968 to 1969 and whereas Katie cron embarked on a 20year plus career as a letter carrier and clerk at the post office in Seaside Park after she enrolled her youngest child at the Seaside Park Elementary School and whereas Kati cron served as a girl scout leader who introduced the world of camping to a troop of Seaside park girls and herself and whereas Katie Crone remained an ambassador to Seaside Park after she and her husband Fred croh located to the Sunshine State and whereas Katie croh returned to sead park in the sunset of her life where she reinforced her lifelong commitment to her family and to her Seaside Park Family who will carry her dedication to one another forward and whereas January 29th 202 25 would have marked the 100th birthday of Katie cron on which date her family and Seaside Park family in the community will celebrate her life by attending a funeral mass at St Katherine of Sienna Catholic church and whereas the governing body of the burough Seaside Park on behalf of its citizens wishes to express its sincere condolences to Katie Cron's family and wishes to express the appreciation for Katie Cron 's long-standing commitment to the bough Seaside Park now therefore I Johnny Peterson Jr mayor of the burough Seaside Park on behalf of the whole Ro of Seaside Park's Town Council to hereby present this proclamation to the family of Katie Crone in honor and recognition of her faithful dedication to her family and to her community of the burough seide Park and now be it further proclaimed by the burough Seaside Park which proudly declares Wednesday January 29th 2025 as Katie Crone day throughout Seaside Park great appr Youk you that was a great job thank you thank you everyone and now we're all going to lower property taxes today just you a work section yeah that's right work 10 points thanks everybody we years of service as well to the tribe first aid Squad junor yes he did both that's back yeah good it was a good learn curve thank you now thank you thank you bye bye take care CLE the first uh work session item is discover a a discussion rather of RB's proposals stated December 9th 2024 for engineering inspection services for Ocean Avenue restriping that's listed for consideration as resolution 20257 at the regular meeting do we back yeah there that's um PR motion AV is uh going to be repaid by the county the county is not going to repaint the U parking um strips for parking the cars itself there going to do the center lines of course all the the items a for the county road itself but not going to repaint the parking places itself for our parking parking kios um the design and construction would to get us into compliance for a parking spaces that are um compliant to the existing state code for handicap and everything else so this is what this is about we're responsible for for the restriping of the spaces so this is our portion and we'll be doing the numbering ourselves that's correct the Count's doing the paving do we have a time line I know you're getting questions depends on the project or I it's going to be it's um mayor we need this in place so that as soon as the county does pave this they would be done almost immediately and it would be ready for a Labor Day yeah M Mar this is just this ocean not our parking okay we got ASAP and they're going to do the crosswalks too the county right the crosswalks that's correct this is only for parking for our parking Karen had mentioned something at the budget meeting the data when she spoke to somebody about the county she said we were going to go and and um look after we get the bid specifications and and whoever she spoke to when she comes back she can address it but they said oh we can do that for you so we may be able to save the money to paint it but you can check with her we still need the specification so corre absolutely anything else then on that one the next item we have is discussion of cross accept cross acceptance process for NJ State Redevelopment or rather development and Redevelopment plan that two is listed for consideration as resolution 2025 73 at the regular meeting and this uh entails the county is really our lead negotiating entity but this is a a state mandated process that we are participating in I I have the initial summary it's somewhat lengthy and but uh Jenna was kind enough to give this to me that we had some time ago I know Steve's familiar with it as well I can just some give some generalizations the purpose of the Cross acceptance is to achieve consistency among State planning documents and the state plan by comparing local level plans to the state plan and municipalities with an endorsed consistent plan will be eligible for benefits so that's one of the main considerations that's such as technical assistance direct state capital Investments priority for Grants and loans loans and a coordinated regulatory review for projects consistent with endorsed plans and then there's a summary of process it's somewhat lengthy the role of the municipality is to adopt a resolution of participation to your negotiating entity and that entity is Ocean County and then prepare cross acceptance response template then there's the role of the County uh it goes on that submitting a resolution participation to draft work program uh so it's quite a process and this is the a necessary step in that process with the comparison of plans uh ultimately negotiation as needed of plans negotiating entities and the municipalities will meet with the state Planning Commission to discuss any discrepancies between the local plans and the state plan and during the process revisions to the preliminary state plan will be made to reflect any potential IAL changes discussed and again the county is our lead negotiating entity in this and finally there's an adoption of a final state plan and that comes uh no earlier than 30 days no later than 60 days after the last public hearing the final state plan will pass so this is a a step along the way that uh is required to begin that process for that to is on the agenda for later yeah any comments further from Council on that one and the third item this has been discussed in several past uh work sessions and that's discussion of the dca's fourth round affordable housing present need and prospective need numbers and that is listed for consideration this evening as resolution 20257 4 at the regular meeting and this has come about we've had input research has needed and uh uh valuable expertise provided by our attorneys and uh that includes uh Mr zarsky's office and our planner uh Kendra Ley and in particular we uh have with us and we thank her for her past and ongoing help and expertise and that is our special uh counsel who Jean chiani who's seated here and she can is if if we could welcome you up to the podium or we we could stand here or or here or next we have a mic yeah over on sping out yeah that would be be fun and uh perfect hello and I know you have other meetings to go to and participate we thank you for coming for this one and I know in the interms uh we've had submitted uh uh input from our planner uh Kendra leely we've all digested and reviewed that and maybe I'll turn the floor over to Jean for where we go and what the process entails well and I think it's important you know to take a look at the when you're looking at the resolution and the form of the resolution to a certain extent is dictated by state law and as we've discussed among the governing body um the law was amended this year so there's sort of a new process and there new requirements and one of them is the adoption of this resolution so in order to retain protection it's important to adopt the resolution the resolution only talks in terms of the number provided by the state and that that number represents only sort of Seaside Park's portion of the state of New Jersey's affordable housing obligation and as divided by a lot of factors what is more important even though it's only included in a weas clause and I had spoken to the planner today and received an email which I was able to forward to uh the mayor and uh administrator Karen k um which talked about the realistic development potential so there are two numbers that you'll see in the resolution that one number of 18 affordable housing units is the state's estimate of Seaside Parks portion of affordable housing units needed in the state of New Jersey But ultimately what we have to plan for is the RDP number the realistic development potential you guys all know everyone in this room knows it better than I do and I know it plenty well that Seaside Park is almost 100% development there are you know there there are not large sads of land waiting to be developed therefore the realistic development potential the amount that could be developed and the planner does not have is believes that that number is going to be zero that is not part of what needs to be done today but it is included in the resolution because I know that it's disturbing the idea of trying to come up with 18 affordable housing units in Seaside Park in the next 10 years is impossible the good news is that the law actually recognizes that impossibility allows you to plan instead for the realistic development potential which is likely to be zero and I don't want to overcommit for the planner she hasn't done the RDP but we did she did put it in writing that she believes that's going to be the number so it could be one but it's more likely to be a full zero so by adopting this resolution tonight you are protecting the town from builders's remedy suits you signaling to the the courts and to the DCA that you are participating in the process and as part of that ultimately in the late spring there will be a plan that's developed for the realistic development potential if that is indeed zero as anticipated that will be the number that has to be planned for two quick things I think Jean we should say one is the current need is zero correct and number two publicly owned property is not included in the vacant survey correct that's correct publicly owned property and there are also property um from a planning perspective property within the flood plane is not appropriate appropriate for the provision of affordable housing as you may be aware a lot of the property and seide park is in the flood plane thank you thank you thanks Steve and thank you Jean thank you Jean any uh questions comments from Council for Jean on this I know we've been reviewing it digesting it for some time if uh does anyone on the council have other work session items well I do not so should I take this bottle of water yeah and go back to my seat well stay there for a second there's any public comments or uh anything uh in terms of this issue or any other work session issues i' turn it over to the public if anyone has them if they could give their name and address into the mic no okay there you go hearing no we have Michelle I guess Michelle Miller 1500 Lake Avenue um I I guess we're I'm right now representing Seaside Park foret we have a building and like most of the area it's in the flood plan but we were hoping that the town could use it so whether or not the town can use this building is sort of beyond my purview that's really going to be a decision for the governing body and and looking at the plan for the town and potential uses um as far as municipality taking that if it's public property either by the board owned by the board or by the town then that would be included it may in fact be excluded as part of the flood plane sadly I'm not familiar enough with the property nor my planner to uh opine on that but those are the factors that would be considered so the uh areas in town that have been bought and that are empty that isn't necessary to be part of aordable housing you know we have some lots that are empty that the town did purchase um is it possible for those to be used for affordable housing so two different kind of concept Concepts embedded in what you just said so there's what's possible and then there's what's required by law so is the town required to use any public property particularly public property very potentially within the flood plane for the provision of affordable housing no it is not the law does not require the town to provide affordable housing and to provide the realistic opportunity um when there is publicly owned land then that is excluded from that is it possible in the sense that there are municipalities within the state of New Jersey that have elected to use publicly owned land for the provision of affordable housing yes that is possible it is not required all right because like Seaside Heights is a different matter and that's under their governing body correct they have different priorities I'm glad you were here tonight thank you thank you thank you Michelle thanks Michelle any other public comments or questions on this or work session items
