submission of a 2025 local recreational Improvement Grant application to the NJ Department of community fairs that's listed for consideration as resolution 225 56 at the regular meeting and any background turn over to yes so uh we're going to apply for this grant up to up to $100,000 uh in an effort to um make the uh the site of the old Park Central more of like a passive Recreation Area with um benches and gazebo and Native Landscaping um so just a a place for people to hang out and meditate get food from across the street so that's that's what the grant will be for and that's the the yearly program that's offered every year cor yeah we got 75,000 last year through that progr years the right and we discussed it with the recreation committee and it's a good use you know there's been a lot of discussion about what we're doing with the property there's been you know some you know the one I guess the one bigger proposal that was beyond the scope of what we could currently afford to do so if we could do something that gets us you know in maybe stage steps there may perfect put towards that yeah yeah develop it a little bit and make it noise yeah yeah any other discussion the next item is discussion of a proposal provided by Millennium strategies LLC for Grant Consulting Services that's listed for consideration as resolution 2025 57 the regular meeting and that came about through ongoing uh efforts through the administrator through the clerk the council the fire department and uh all concerning looking for the best available Grant uh this this firm identifies and locates any potential Grant opportunities and uh points that out to us uh if we want to then proceed to the application process and of course first and foremost on that list is what we've been uh hoping for is a grant associated with the acquisition of the uh fire company's uh need and that is the new hook and ladder so that's kind of top of the list everyone obviously there opportunities some are tailor made for specific topic specific jurisdiction of various departments but I [Music] think has already available in the system the request that this company if this is acted on favorably to uh put first and foremost in fact immediately for that uh truck and that's obviously uh first and foremost and we' certainly welcome our chief carers working diligently uh on all avenues to move ahead with that purpose uh as well and so for this one this is not to exceed $5,000 right for their services servic so unless they actually write a grant then we pay them extra that's on an hour $50 per project they have a very impressive I saw you know the the presentation they gave is you know the resume I'll call it is very very good very thorough and very successful in what they've done in the p i if I had a c it looks like they got a at least a I don't know a few hundred clients easily yeah Y in 2020 did successfully uh get a grant for a ladder truck for Cliffside Park oh 727 th000 is that Grant yes was a lot it's roughly 40% of a r the next item is discussion of a proposal submitted by rbe to provide 20 25 flood plane Management Services and CRS recertification services and that two is on the regular meeting agenda resolution 225 58 for consideration and that's a yearly requirement weiz them in the past may just continue what they've been doing for number of years they take care of our FL CL Management Services for um perit for home when modeling and also for CRS keep our um for discount on the flood insurance and obviously the goal is to uh maximize our chances for the lowest possible rating so that the premiums and the rates uh are acceptable and as low as possible and also for the last two years we've tried to hire someone with the flood plane manager certification and we've just been unable that's why we have to rely on our engineering firm to provide that service anything else on that one the no the FL PL is is done on an hourly basis as opposed to you know like a flat fee so CRS is a flat Fe the next item again related to the fire department it's a resolution on for consider at the regular meeting number 59 uh discussion to sell the 2009 Ford Expedition vehicle to Seaside Park Volunteer Fire Company and that entails the uh useful is it shelf life or whatever you would call it and maximize whatever Revenue might be available for the fire department and that that vehicle the fire company actually bought the vehicle and then but the town titled it so we could ensure it so now we're just giving them back to basically it's a transfer title and so they could use it so they could destroy it and they're uh they're going to use it for training for training which works good and then once they use it for training you can't use it so zero zero cost left there hard anything left now or no so yes but you're using it for training only because it's not useful as is anyway right you're not like it's not going to be useful because you're using it for training it's already not right yeah okay like that's a caveat that people did we weren't just using it for a drill and then throwing it no it was already disclosed thrown away right yes they Shoot Horses Don't They so yeah the the next item is disc of the ongoing shared services agreement with the burough Seaside Heights for CFO services that too is on for consideration of the regular meeting number 65 and those Services have been in place now for at least a year last year with the individual yeah this this is through June 30th of this year 30 which just for the discussion purposes for everybody cannot be extended beyond June because Seaside Heights no longer wants to allow that shared service so we're actively pursuing somebody to fill that role for us whether it becomes somebody that we hire full-time and if that route doesn't work then we'd have to pursue some other Arrangement through shared services with another burrow but my understanding I guess from Karen is that other bus locally are also struggling to fill that position so speci requir for that job yes extensive extensive certificate CPA would not qualify CFO certification CPA plus the CF you start I think a CPA would be hired that it's not it's not Apples to Apples I me the the titling and I had asked Jenna actually today we were talking about this is you know I said well how long would it take so if you could possibly train somebody that you already had to get that and just probably upwards of two years by the time you complete everything with the Cadence that the training is actually offered by the state and everything else so it's not a like oh let's take someone we have and make them a Certified Financial Officer it would take us two years which we do not have and we've been pursuing this for quite some time so we do have some candidates we'll see where that goes anybody knows any certified CFOs in the state let us know cnfo no it's uh I think one of our prior CFOs Pro provided consulting services for us and is still providing Consulting hamhu was one of the state gurus or well thought of State people uh that they reach out to and he has unfortunately described the situation in the state of New Jersey as uh definitely the next major problem he described it even more glaring terms of of all the towns struggling just as you described it's going to be ongoing the uh next item we have is the annual resolution uh authorizing the participation of the town in the clean ocean actions Beach sweeps this uh years's Saturday April 12th and then again Saturday October 18th and this year their announcement and notice came it it's their 40th anniversary 40 years they've been doing that up and down in New Jersey coast and lavala and Seaside Park were two of the original towns that started this program along with some others any uh questions or comments on that one that's uh on for consideration number 66 and the next is a proposal of CME Associates Engineering Services for the municipal marinaa break water improvements tto's on for the regular meeting agenda resolution 68 this has been pointed out as a necessity for some time yeah there's um the the break quarter on the west side of the marina uh which is north of the bayward entrance there's a 35 ft section that is in dis repair um and that will require a replacement and right now we're looking at uh uh not to exceed $30,500 for Engineering Services uh from CME Associates but the construction cost this time is is to be determined um you know based upon once they start down the road of putting together the plans and things like that before they put it out to bid so the $30,500 covers everything from the plans all the way through uh bid monitoring and a wood again this is not paid out of uh taxpayer dollars this is paid out of Marina funds Marina funds out of the Marine utility thank you anything else from Council on that one any other issues for work session discussion from Council I know we have need to go into a closed session on the one item as to potential litigation but hearing nothing further from Council I'll go to comments from the public as to work session items if anyone has them if they could give their name and address into the record yes Ed plan 48 11th Avenue just a couple quick questions um does the town hold the title for all the fire department Vehicles yes okay um and does the fire department need to replace this vehicle that you're going to use for training repl yes uh CFO do we need one full-time yes because I know we used to have somebody yeah it's the preferred option to have a fulltime CFO okay uh my other question has to do with uh suspending the parking for the clean action Beach sweeps I know in the past some of you may remember um I sort of championed the idea of not charging parking for these nonprofit organizations that have runs um during the off seon so um there seem to be a Ling BL on how this would happen so could you tell me how it's handled that people that participate in the clean action the clean ocean action how is the free parking handle do they get a placard or how does that work there's a suspension for the 3-hour time period for enforcement as to parking meters sometimes it's our parking meters aren't in place but when if it's falls on this one both of them this year fall within our parking meter time frame so something like that could be done for one of these runs I don't know the distinction drawn years ago was this particular event was actually providing a benefit to the town and some of the other nonprofits were charging their own fees I think you're right Mr Mayor so that that's I know years ago that when the when the simp five happens um are they charged Seaside Heights no that's sponsored by Seaside Heights Seaside Height respons Heights and and they charge fees yeah to run I mean I run atev Year and that that particular event that it's all point to your question that provided some controversy this particular last year I don't know if Dan's aware of it but uh they attempted to in fact did direct people that the beach was closed in Seaside Park and the beach was not closed and hopefully will never be closed well I'm just I mean and I said this before you know when these people come into town for these runs it's not like they come in and pay whatever fee and leave again you know they might stop and have lunch they might you know do things at the boardwalk so there is some benefit to the town um is it really is it really going to kill to to exempt you know a three or 4 hour period of parking for that I mean I just you know I just bring that up again okay you know these are there are a lot of people that come in for these runs yeah there are just don't do it for there are yeah okay thank you the flip side is you could just not do it for this one if it causes a conflict where you feel like you're doing it for one and not the others I mean I mean honestly the people that come I think for the clean site tend to be gathered by certain entrances only like certain blocks because that's where they gather their bags and their stuff so I think it's a very limited number of people that you're really like I don't know giving a little reason to but I understand your point it's inconsistent so you have to decide do you do this I mean does anybody expect it I don't think the participants even know that it's suspended quite frankly so I'm not sure if it would matter versus like we would have to look at every single application that came in and then determine do you want to offer suspended parking I personally feel like it will become another administrative nightmare mean do we have any runs well it's not just runs though like what about I mean it's events yeah I mean talk about just for I don't know we talk about it in a committee for w stuff for this how we use yeah it's always you think the simplest things and they become this administrative Nightmare and how you're going to actually operationalize it you know do do we it's again off topic but on the simp P run has some kind of a polite diplomatic letter going out from the municipality to those that are operating simpi that uh we did not sanction the closing of our Beach last year and that rumor I don't even know more than a rumor that wasn't a rumor not a rumor was true and it will never happen again it didn't happen then either officially I I ran it I ran the whole route and they were turning people away from the beaches I like they were told that a lot of did go on the beach people running the event running the event I mean I I don't know who running the event yes well that's one of the problem s they had in Sude Heights itself so I all I'm saying some kind of notice should go poite but firm from the barup Seaside Park right so those they don't say we're springing it on them with no notice and no warning so it can't be discussed and contemplated talked about yeah well prior to next whether it's August September whenever they're contemplating okay get the back last year they ran it in Seaside Park for the first time in a couple years a portion of it yeah portion the other years they didn't and initially they were you know so they would have to put a use of facilities in for our section so we can make it pretty I like that no pretty darn clear to them yeah you know that this is the way it has to be yeah they would have to apply for it yes okay I go too far any other work session comments Michelle hi Mel Miller 1500 Lake Avenue I just have a question on C about the proposal submitted by RVA RVE um have you included the north section of town uh regarding flooding we asked someone else another point you know uh what plans were for Lake Avenue and M Street N Street O Street and we were told you know there were none so I'm here to just ask hopefully with this um with their services you include us this has nothing to do with the fa fund flooding this has to do with the service for our insurance rating for CRS ratings has nothing to do with any structure or any kind of engineering or anything has to do with paperwork for the billing department well I'm just bringing it up anyway to just you said I got we don't forget yeah any other public comments on the work session items yeah Dennis our fire chief that's here we welcome question about the uh strategies um first I was lucky enough to sit with Karen through a zoom meeting and speak with them I was very impressed I think it's a a great uh thing to the town they said it emails each department once a week with items that might be uh something might be looking for so I hope that everyone moves forward with that um also we spoke uh to some of the council members and the mayor about a letter of intent for the new ladder truck um I think it's great that we're going to go after it with a grant I think that'll save the taxpayers money um anything associated with Emergency Services astronomical right now um we did discuss a letter of intent I think it made it to the attorney for review uh I just curious where that had been um in the past some items we've purchased and I think the town too a letter in tent was hold just a hold place for the trucks um right now they're about four year out period uh 40 months and um since we started talking to companies they've gone up 5% and they're about to go up 5% again so if it's something you guys discuss something you pass on to us if that's an option or where we're at with that as I understand at this point where we can't do a letter of intendant we have a budget coming up in a month or two it has to be put you want to put it in the budget according to our CFO and our clerk number one and number two there's bit there's certain notices that have to go out if we're going to commit to purchasing a truck uh I understand the company that is involved now is on Source well and another one that we can purchase from from but as I understand we do have to go out for a notice and give an opportunity uh for publication uh for anyone to uh otherwise bid I think it is yeah um to hit the legal requirements you still have to do the same bidding requirements as a bid so we can't just do a letter of intent it would it would really we have a problem with the budget and a problem with the bidding process and the notice process so we can't do letter of intent because I understand the CFO clerk we all know we want to get this done as soon as possible so hopefully within the next couple of months the budget's done we can do the notice and we can we can get that one right now we can't do that sorry thank you very much sure and I think also Den I don't know not speaking brand one but we want budget process has already started and know a lot of preliminary research plugging in all the numbers and I think it's fair to say everyone wants to give this particular item the highest priority we have a uh a budget meeting next week as and these are considered Capital are they capital and hopefully get Millennium on board right away see we can get grant part I appreciate everyone are any public comments if anyone has any they could give their name and address into the record June June cores 114 H Street I'm here tonight as president of the Seaside Park Bo of Education as you know our school building is deteriorating and we are very concerned about what's happening with because of this concern we have had um an engineering firm come in and evaluate the school when we got their report it was very disheartening there is a lot of issues with the school building because of that we had come to the council and asked the council if we could meet with the committee to discuss what we could do at as a Comm Community with this building that we all are in love with well we had three meetings and then nothing came of it there were no plans made no suggestions nothing came of our conversations so what we did because this is our building we hired a law firm that is is very involved in these kinds of operations and dealing with buildings and the such and with their help we wrote out a proposal that we thought would be good for the entire community and we offered this proposal we passed it at a public meeting of the Board of Ed on the 16th of December and we sent it by mail to all of you and I do know we have a receipt that the mail was delivered now I have been coming to these meetings for I don't know 12 years that I've lived here and I do know that would I call it the board the council is very deliberate in their workings some people would call you slow but I'm going to say deliberate okay but this is this is a significant issue and our proposal was to give the building to the council to the municipality for a buck and let you work on it because we don't have the money to do the repairs we are only allowed to use that money for education of the children but we haven't heard and it's getting worse and worse and we need if not action at least a response I don't know if I can might unless you wanted to respond first mayor I mean I can that's F certainly I attended I know two of the sessions one I think I was at the airport and missed the memo from Beth so I didn't attend one so from my perspective at least the meetings that I attended and I think it was myself and Marty and Karen there I was all years to hear about it maybe one because I'm a little passionate about the school because I also served with you on the school board and I understand the concerns we did receive the letter I did the proposal and In fairness to say that nothing you know happened we just got it at the holidays we've only had one meeting which was the reorg where we established our committees and now I think it really needs to go to the land use committee and then also through our legal to understand what would we need to do next rather than just respond like Meer there's I mean I'm in receipt of it I'm acknowledging I received it um we our reor meeting was not really a working session meeting so now that has to be something we address and that's that's really from my perspective it's only been less than a month since we had it it it is urgent it is not something that we can put on June can you answer this question excuse me if we buy it for do we control it or the board Cas still controls it you control control EXC we'll have control the people want to use the gym come to us instead of you that would be something we would work out I think but we already have have a list a long list of people that use the building I understand that but I understand that but to use the building per se today they need your permission right the Board of Education if we take it over they don't need your permission is that how it works yeah okay thank you I clarified it and there were some other conditions that you guys put in there offers and conditions but I didn't bring it with me El I would I mean read it unless you have it you want to say it was a short letter we will meet to talk about it I mean is it close to being condemned no no okay but it's in need of significant repair and one thing I guess just to caveat the report from your engineers a lot of the I mean and I know this from firsthand having been there too A lot of the requirements that are placed on it are because it's an educa it's still being classified as a non operating school district so maybe some of those things would not necessarily need to apply in certain things if you were using it in a different manner in which it's used but there's there's pros and cons changing the classification of building so it needs to be thought out there needs to be it needs little bit more context and maybe answer some of those questions I'm going to read off of here so I don't go off track that's okay with you uh the Seaside Park Elementary School has been a non-operating school district since the 20091 school year uh at which time it was closed due to low enrollment but the board of education has continued to maintain the school building since that time using it as a meeting space for board meetings PTA School functions and other student centered activities Additionally the bur code office has used office space in superstorm Sandy Seaside Park police uh Department keeps a workout room in the building as well and the building is regularly used by community members monthly for a variety of activities from pickle ball to Zumba Maan Canasta police training Sumer Marine Science Camp and a myriad a host of other community- based activities and the school also houses a nicely stock library for residents to borrow books puzzles and games on an honor System uh due to the Natural aging of the building as June said as well as other impact issues that followed superstorm sanding the board conducted an architectural analysis of the building in June of 2023 uh We've provided the council a copy of that architectural analysis and it is extensive and and councilwoman condos he bring up a good point some of those issues may not be an issue if it is not related to compliance for an educational facility uh but it became apparent that the cost of repairs maintenance and monthly upkeep to the building exceeds the purpose of a non-operating school district who has as its sole Focus the education of children uh We've extensively solicited outside organizations to see if there was interest in leasing the building for educational related purposes we contact Ed the YMCA Stockton University cane Ocean County vocational technical schools Ocean County College monory Public Works and other public schools in the area who were involved in major preschool expansion and unfortunately we did not find an organization who felt it was a good fit for them at that time so as you're aware the Seaside Park Board of Education following several preliminary discussions with mayor and several me members of council and business administrator drafted a proposal on December 16th to convey the school building and property with the following considerations that the board would confy ownership which I think answers the question of councilman those would be then your decisions if the mayor and Council burrow took over the building that would be your building can Che can I ask you a question absolutely if we took the building over and we would want her to use of her something else say some doctor wanted to put an office in there can we do that well let me if you if you if I might let me give you the couple of the items in here that we did put in for consideration and for discussion uh the burrow would permit the board to utilize the building for board meeting and the use of an office that the burough would agree that an outdoor community space would be developed on this site could be where the current playground is now um and that the property would be used for purposes not inconsistent with the outdoor community space that the burrow would permit the PTO to use the building uh the outdoor community space for Student Activities and the building and in furtherance of the community playground or outdoor space the board would contribute up to $350,000 for the joint development and usage of the outdoor community space however it would be under the sole Authority and ownership of the burough so it's this board's hope that the council will see the usefulness of the school and the property as it serves the community I recognized that with the holiday that there probably wasn't a lot of time uh to look at uh the The Proposal that was drafted but we do look forward to continued discussions and answering your questions um to see if we can come to a Mally agreeable um Arrangement okay thank you thank you thank you Dr gon and any other comments yes pat pat the 137 10th Avenue SE South Park um I'm here as a representative from the environmental committee the environmental committee was established by this Council not to these people but by the Town Council I think Jenna told me 2010 and the purpose of the of the environmental committee is um to educate and advise the community and the council and at the moment we are having a little bit of a problem in that the council set it up as a committee of eight and each year we try to hold educational meetings and events that would bring people in that would appeal to the people in our community and raise awareness of environmental issues right now we are only five members when it was set up it is my understanding that the council members would try to find people and Flint people that they thought might be interested in environmental issues and might be willing to contribute their time we are down to five members and that becomes a problem because you have to have a quorum to meet and if we're supposed to be eight people you have to have five there we only have five and somebody's absent there's some issues legally we might be able to get by with a form or four because we don't have a full compliment but we really would like to have a couple of additional people on our committee we're asking the council members to think hard and see if you can come up with the names of a few people who might be willing to join us I am very happy to be the cheer leader for the committee and explain that it's not hard it does take a little bit of time and we are committed to trying to do the tasks that the council put into the um I forget the word old high laws or purpose but the council developed this committee and um I'm asking on behalf of our committee that the council really um think hard and try to come up with a couple of people as you may know Ray's wife Liliana was the chairperson of the committee for a few years other people have served for a few years and then they've you know they've done their due diligence and it's time for someone else so we would like you all to think for us are there members of it like other than those that I mean like excuse like are there other members like that can join like proactively join or they have to be appointed I wasn't here when it was first established they need to be appointed they have to be sworn in to be honest you have to keep at eight or could it I mean not saying that you should you know like just stick with five but I don't want you to feel like you're in violation of something if they're at five and we have point I don't believe they're in violation of anything but truthfully you want more people six people on I'm embarass and you all work very hard at the town but you uh elected you were elected and you worked very hard these we are all volunteers not elected not committed in the same kind of way that people expect their Council people to be committed yeah but having eight numbers is we functioned the best when Liliana was in charge and we had a full eight members we only had seven members this year and now we're down to five and there's only a two-year term so you know somebody else could say okay I had my term yeah I'm done so in order to keep the committee going if you choose that you don't need it the committee would probably not continue for very much longer for very many more years so if you can come up with some suggestions I would appreciate it and our whole committee would appreciate it and I think we've done some good things we're always trying to think of another kind of a program that we could have we had excellent participation last year in several of the programs and um the reclam the bay program was uh very strongly um attended the butterfly program was strongly attended the starfing program last year was widely attended and people appreciated it and are learning we're thinking about pollinating um program this year because we know that these are um disappearing and we'd like people to use the right kind of plants in their Gardens I'm not a gardener so that's not for me but I'll help you program um we were thinking of having someone talk about the wed and there's all kinds of information out there and we just keep trying to find ways to disseminate it so ask me do we have to be so it we don't have to be a you guys somebody somebody on the council came up J is there a requirement to live Seaside Park to be on a committee while she's looking for that I was asking Karen if you know we could put something out on the web page certainly saying you know seeking you know new committee members and see you know what kind of response you because you don't want to you know tag somebody who feels and they have to you know say you want people who are willing and interested in that naturally to participate so of course you want people who are willing it and it's only we all know a group of people in our lives but you may all know other people and solicit among your peers some person that you think might have you have to live in Seaside Park that's one of the requirements J is research is is a requirement is requirement yeah okay yes mik [Music] sorry likes about AO uh 59th Avenue uh two things one uh if the uh this Council decides to uh take uh the board of V up on their uh proposal one of the other things that is a possibility is that uh you classify it in as a property in need of uh uh Redevelopment and if uh you decide to go that way the option being that the building does belong to you is to uh seek its uh destruction and Redevelopment for other purposes so that's one thing that nobody talked about you can do with the pro or if you own it uh the second thing is a few months ago I submitted to Karen and asked that was a uh a letter saying that I was very willing to uh serve on any committees that might be available and ask that you forward it to the mayor and uh I got crickets and it seems that there are other uh committees that have voids and I don't want to say that it's a partisan problem but uh I love the environment I'd be very willing to serve on your committee there you one of you has to appoint him thank you they it bipartisan and wouldn't that be amazing Nancy Cory 336 Avenue with regard to the beautification committee it is a council appointment uh the mayor has to appoint them uh an official committee and I mean I don't care if you change it but that's the way it has to be so maybe Mike can be appointed my last my next question and last question is regarding the issue with the school um I do play kast at the school I do go to events there uh the only thing that I don't think anybody's brought up and I know that at least tonight and I know that your didn't have a meeting on it separately since you got the letter but there's an awful lot of repairs that are required and it's not going to be required whether it's a school or not a school MH I mean I know there's regulations that are probably in there that belong to the school of it to use as a building for that but I think we're all aware at least I haven't been on Council in over six years and it needed a new roof then and it's six or nine years later so I I'm not saying I don't want us to take the school over I'm just saying we all have to make a decision when it comes to that about how much money you're going to put into that building to make it either a community center whatever you want to do with it uh we all enjoy using it I would never say that that you know people don't like it but the vendors weren't you weren't allowed to have the show in there this year um the leaking was in the back which where we put the vendors or some of the vendors so anyway I think that that's more of a planning thing and I think we just have to be careful of how much we're going to put into it or what we're going to do with it thank you thank thank you man yes uh Edie 8 than 48 11th Avenue uh first of all I would like to thank the council the town for continuing to uh sponsor the senior lunches uh we just had one yesterday um it's a rousing success um it's a great place for um people to come and socialize which uh is very important for the stage that many of us are in this life um and I know that um I'm not sure which committee is responsible for um getting the speakers is that you it's the rec committee or it's it's part we don't have and Joe works hard to get um interesting uh entertaining um appropriate um programs for the lunch so not only is it a very nice lunch and it's a nice place to uh socialize it's also um a place to learn something yesterday we had a speaker from the Ocean County Board of Health um so thank you for that okay on to my uh agenda here the thing I really want to talk about um is the 14th Avenue Shore stabilization project and according to an article in um the ever resourceful Daniel knes shorebeat um at a recent meeting which I'm I'm assuming is December I didn't make those meetings um the council recently vot and I'm quoting from his article Council recently voted to award a contract to CME to develop plans for this area so I did a little research this is now the third time that the council has appointed uh an engineering firm to uh produce plans the first time was back in September of 2021 and that was to RV for $111,000 the next time was in January of 22 and that was to CME and I didn't write down what that amount was um I'm concerned that we keep spending money and keep getting plans are none of the plans that we've already paid for twice possible um I know there's been some Hang-Ups in early 24 there was a delay was the uh njde um thought that the cat for permit required a application for Todd lands permit within 90 days of approval blah blah blah but then they figured that would didn't need the tidelands per uh approval but yet the formal program of Rehabilitation and re stabilization apparently didn't occur because based on the photo the pictures that Mr n had in his article it looks worse than the last time I looked at it so my question is why are we paying yet again a for a third set of plans what happened to the other two sets of plans would you like me to answer that mayor yes uh council president W I happen to see that article and you looked at the article it says on the article those pictures those photos were taken in 2022 that's number one on those photos they were taken in 2022 and in December we did not hire the engineering firm to draw plans we went out to bid that's what we did we already have the permits we have everything it's going to be the same project that's been designed in December we went out to bid I believe for the project so you're saying that what he said in the article is wrong that is correct again can't believe I didn't you're read like where does you know I've I've asked him where he gets his information and he claims he gets it for minutes from the meeting watch he watches he watches the tape because I pulled him on that okay Council recently voted to award a contract to CME to develop plans that's wrong well who do you want to believe you want to believe me you want to believe him I'm not saying who I want my question I'm tell what the coun we went out to bid for that project okay my question is is how do you reign in Daniel KN then we Free Press so I so I guess Free Press that's why it's free um okay our CLK has a resolution up if you want to last proposal that was approved by Council was just for the preparation of bid documents and bid pH Ser bid phase Services okay so we're using the plans we have the permit uh it was thought initially that our public works department could do it but if but we can't and then article says that the public works is doing it they are not correct they cannot do the project there it's a pretty large project I'm to be honest with you it is a large project where they may need the watering Tides were right it was just just not practical when I read that sentence I thought that doesn't make any sense because way back I remember there was some discussion that maybe Eric and his staff could do it and he said no they didn't have the staff or they didn't have the equipment or whatever so I questioned whether that statement from Mr I should have I should have addressed that that was incorrect in there also I'm sorry to look at the date for the um the pictures any other thing I'd like to say is we did check every resource possible we had Earl in there while her was doing work um to see if they could do it we we've tried every venue we went out the bid and we're starting from that again yeah well he was right about the Earl he said that it was about $70,000 yeah 77 it was was was it was right on that point well I'm just sorry it's had to go on so long that you know we spent money that well anyway I'm glad it's going to be fixed cuz that's a horrible in the meantime we don't L the sand there you know December put some sand there yeah which is slowly going away which is back to the way it used to be I mean I mean I'm down there and I know you came the last time and everybody here can attest nobody is is after this anymore than me is the save there two dag on trees that are down there okay and I buy there a lot every day and so we put sand in last time knowing there was a Band-Aid effect now it's pretty much the way it used to be again because of the water but um comp out high water we're going to get something down there jave on and stuff and do it and put it there and those trees should should be able yeah I can tell you there are people on counil probably monitor that area on da Le every other day what's going on I'm just telling you no do we're doing our best it's it's very frustrating sometimes yeah I have no doubt and I spoke to the engineer two days ago and he's working on the bid documents and he hopes to have them out very soon super super um as far as Pat's discussion I have served on the environmental committee I think it's a a valuable valuable committee uh I'm glad we're going to have another member join it no I'm believe me I'm sure it'll be aure um um because they do their programs are wonderful my last point is um about the school property um I know that Governor Murphy has um brought up the issue again of the affordable housing and I know that towns are being uh assigned a certain number of units so here's the thought in my mind what if you buy the school property for a dollar and turn around and sell it to somebody who would develop the affordable housing units that have been assigned to Seaside Park
