Municipal Plaza here is 9526 180 for better Hall is $3,588 and schedule C is 14,000 on that's resolution 344 and that's $114,000 and that's the same amount that we had for last year um part of that uh through the PBA and its members always put together a a wonderful very popular event with the annual dinner and that begins at 6 listed for six uh will be at Cho so the public is certainly all and and more information passed along so that these Council meetings for example and and and the equivalent public meetings that happen with them would be more useful to the public and although I'll admit the weather is pretty horrible out there so I'm not too surprised there's not not very many of us here but unfortunately what seems to be happening more often than not is almost nothing gets said here in the meetings it's very hard to understand what's going on in the decision- making process and then we read about it in Shore be and the latest thing that I noticed that is really the most egregious indication of that is the article that appeared in shorebeat recently describing the public meeting on the issue of drilling the well on Desert Palms I don't think I've ever read anything that was more let's start with inaccurate than self-serving and and really is just a piece of unbelievably biased propaganda and and it's just Rife with errors misquotes confusion and I could go through the list I have a list of things excuse me are you talking about the sh be article I'm talking about the shore be ar oh well we can't well we don't have any control we don't have I I understand you don't but I'm trying to explain why I object to the idea that the way we learn about stuff is by reading things in shoreby instead of hearing you ladies and gentlemen saying them here in the council meeting that is a particularly egregious example of you don't get accurate information that way so I'd rather we didn't use that as a mechanism for passing along information we don't I'm sorry guys what happens is you get up here and you say nothing you these let me give you a simple let me give you a simple example there was a little bit discussion which was better than we usually get about this doton Avenue reconstruction and I'm glad you're going to do that I don't object to doing that the ordinance you actually pass the entire description of the ordinance is the word reconstruction that's typical of the things that happen here very little information is conveyed to those of us on the public that are willing to come out in this horrible weather and listen and instead what we read about mostly is a lot of information and background stuff is printed in shoreby I don't like that as a solution I would rather hear it here I would like people to come here and hear it that's my message he gets his information from the videos that he watches I don't know what video he watched cuz it was video of the meeting I understand that William the problem is either he was watching it with a drink in his hand and it was his fourth drink orbe or I don't know how he managed to do it but but he heard a completely different meeting than the one I attended you so my point is that is a terrible method for conveying information and I I videos of the meeting I think your point is I mean I understand what you're saying saying but I think that the the thing I would have to disagree with you is that you have the opportunity at every meeting I think the mayor makes it more than clear even on topics that he doesn't have to ask for opinion or questions he always does so anyone who's here can ask whatever they want so there's nothing that I mean you're not going to have every committee work session public because just not first of all it's not practical and second of all I don't think it's required and so we read out what the Committees talk about I don't know I mean could be here for let's see I I don't think I have heard in in any of these meetings very much discussion of what the Committees talked about there aren't committee reports here I understand there used to be and that would be a logical thing to do these committees meet and they advise the council and you come here and make actions based on what you hear from from those and yet none of that information is conveyed to the public and those committee meetings are often closed so anyway my point is I want to describe an example of why getting information by a different route that I object to and I I hear you guys saying you're not responsible for it doesn't work and I'd like to see more information conveyed in these meetings I'd like to hear what the committee's advice I would have liked and and the working session is is okay except your sound system is I'm not going to use any four-letter words but i' like to because your sound system is a terrible piece of junk and I am not an well actually I'm an acoustic engineer but it has nothing to do with this kind of stuff uh this could be fixed and it wouldn't take much money with the money you guys throw around on things which are important to the town this could be more important to the town put a real system of microphones in here and actually provide something we can hear the working sessions and then talk more about why invite your administrator to give the why and wherefore of the things you do 30 seconds of why Stockton needs reconstruction for those of us that that don't drive it every day is an example uh Marty gave a little bit of a description that was better than nothing and that was appreciated I can tell you there were three meeting specifically on Stockton Avy Ro I spoke about that's how I I'm G to be honest with you I'm just just like to answer the question but the first time was when we decided to put that out for the engineers to take a look at it and the reason why we were doing it and they were complaints on how do we choose that I'm just saying but yeah put that out there just looking for baby steps here a little a little more information to get to the public let me close out the the the well question um two questions I have about that that aren't aren't about the shore be article the first one is did we advertise that public meeting and if we did where was the art where was the advertisement they took up a lot of my time so I'm going to ask my two questions do you know where the advertisement was placed for the the well meeting it was it was because I did a Google Search and I couldn't find it it was in the Asbury Park Crest and it was posted on our website on the front page yeah but the posting on the website is wrong it's inaccurate it describes the cost inaccurately and by the way that's not your fault the draft that RVE published that came with the information that's where the error was made their draft that they submitted to the D says the prices is a million5 it's not it's 2.3 anyway I'm going to ask my second question because they kept me here longer than I needed to be the d letter also says that there's going to be a report after that meeting that's prepared and and submitted back to the D has that been prepared uh if it has I'd like to read it so I would open it I just want to know if it exists yet the d letter for what for the well the let me describe it the D said in their letter that they require a Verbatim transcript or detailed minutes of the public hearing including any written comments received on the proposed project and a summary of significant public comments has that been prepared so that I could over it I'd like to the DP has received that yeah okay I'll just send it an open request I'd like to read it it's on our website I'm sorry it we send the minutes that were approved so they're posted on the website I can send you the link that's that's the thing that was submitted to D yes all right then I'll read it there thank you no problem any other public comments yes sir Nelson uh mayor Peterson I'll be brief question on the uh any progress on official name for the record Nelson Rosen 122 M Street thank you any official what I any progress on the boat ramp the uh getting some of that mck out of there it was surveyed it was it was surveyed but I don't Karen do you know if we had any update from the time was survey we have not gotten any update from the engineer we did not get an update from the engineer but it was surveyed so there's no report from the engineer at all as to what you're going to do or what we can do if necessary we looked at it right Marty yeah we it was surveyed I understand the question it was surveyed but no we did not get a followup yet okay at this point and we did I I actually we bill and I actually walked it and the water's crystal clear and we saw the box and there was no sediment in there and then I set my drone up when the water was clear the sun was certain angle just to get the whole view of it and uh but no they answer your question we have not gotten back report yet but our visual work that we did a month ago I mean we can see the blocks there was block right the the block there was no muck in there and if there is no muck then uh it's going to be advantageous to our town I mean as far as getting work done quicker we don't know where how it it wasn't there just wasn't there the day we went there there was nothing you can see all the blocks but okay I noce been complaints about getting Boats off Trail the problem is related to that is uh super low tide they're trying to launchs onto boats onto boats that high tra you have to take it from the source of what type of boats going in our ramp also the boats were high on the trailer and air pontoon boats okay and the the the the trailer was long and the vehicle was in the water and it was what it was you have to weigh everything that we take in and each other I assume there's been multiple complaints I'm just assuming that is that correct as far as the voters while using IR I president wil here mayor Pearson here thank you the first item is for informational purposes it's discussion of jcpnl Energy Efficiency direct install program for the PD building DPW building building wellhouse 6 and turn it over I don't know those that worked 101 um this was that Rd that we took advantage of I know quite a few months ago $10,000 it it can play into that yes this is for upgrades of the heating equipment heating air conditioning equipment you have to RW some of this paperwork goad car um is so yeah so um uh jcpnl offers incentives to make uh you know the more efficient and um so are uh the folks who our lighting at the Ballfield FSG they did this whole audit of the those two buildings public works this building and also uh well six next to the community center and there certain things that we can save uh money by uh upgrading or hbac units and the he PS for the we run on geothermal for our buildings the SP thermostats and for um lighting theand use controlling so so the utilities providing incentives and then when you look on those sheets that what like what would be the cost of the burrow uh jcpnl is also offering um free financing up to 16 months or anything up to $775,000 so there would be very little out of pocket cost to the town there there's only one building that's over $775,000 um that we'd actually have to pay that difference and also as Marty mentioned um this U Community energy um grant that we we we hired the consult them with the $10,000 grant that they got and right now we're working on we're doing the project um management or I'm sorry management but we working through the project with our consultant and then there's likely going to be some more um grp money through the BPU to to um to work on some more energy efficient projects so and and this plays nicely with that we we would get a lot of points for something like I remember the gentleman telling us that when we were at to bfield he was telling us about that program right yeah John T John the reason we put this on the work work session there's a time frame for price increase of fedal I believe right so so these numbers that are in this package these are numbers so JCP has a tool that U that John Toll loads all of our information in terms of our energy use our electric usage and so they have to redo that again in January so we just send him our most recent electric bills a couple days ago in January they'll run it through this tool again that gives JC then jcpnl will review it and say yes you qualify for this or no you don't so we just need to be able I guess to give them the the go-ahead to take our information at the BP we're not committed to anything right but then have BPU come back to us and say yes you qualify for this or no you don't right inste of our equipment the he heat pumps and everything are Hing out so think it's a very good plan for us to start looking at replacing them and it'll be much more efficient on the line and expens will pay for the cost of this new equipment on top of the incentives yeah yeah yeah so we just need to be able to to tell FSG go ahead give us a jcpnl and see what they say and then bring it back to the government body I mean this building looks like it's $58,000 correct which one are you looking at at the U rest for this building one Municipal Plaza sixth in Cent yeah and and up to 75,000 is interest free financing through JC so so JC Pell would pay the we pay FSG everything up front and then we start financing to JC that's a good deal because the cost is 210,000 we end up with only $58,000 bill which we can Finance $151,000 back right so that was based on running it through their tools so we just need to do a new look at it in January based on our most recent bills and then have JC pnl validated okay and then cost savings down the line absolutely yeah and there it also tells you like how much per kilowatt we be Sav you know it was a good move years ago to put in geothermal because all our equipment is house inside the building not exposed to the Salt but they still need to be replaced you know the tigers are the more efficient also very good all good anything else on that one yeah yeah I'm agre yeah sounds good thanks for all your work the next item is a discussion of shared service agreement with Ocean County Health Department for Animal Facility Services that's listed for consideration resolution 2024 341 at tonight's regular meeting and that's a agreement that this town and many towns have had for many years uh obviously not having the need or the money to have a in-house Animal Facility right any issues questions concerns from Council on that one no I didn't have the fee schedule is is similar if not identical to what we've had I believe it seems that one that yeah this is like fiveyear contract yeah 529 through 2029 cor yep the uh next item is discussion of a bond ordinance uh it's for the njdot municipal Aid roadway improvements to Stockton Avenue that's listed for first reading introduction at ordinance 2024 26 at tonight's regular meeting any background on that one may that's that's the street where the um there's an alcohol pipe that was um originally there for the yest turn coming into Seaside and was capped off when the S CH was browed into the new pump stations so that pipe under the um Stockton is taking on the tidal water and it's perking up through the road there was a recommendation from Public Works to you know to do that street and this ties into the uh Grant from uh Department of Transportation for 303,000 for an overall project of 550 3,000 so it's basically uh roughly 250,000 out of the town's pocket to accomplish this so that's what the uh bonds are for to cover that difference any other questions Council on that one the third item gives some potential uh dates for meeting dates for 2025 and some that conflict with other obligations and uh what states to choose uh that's up for discussion that does not have to be solidified tonight but could be uh and that would go hand in hand to a pre- reorganization caucus type issue as well and know the dates that were listed here on Thursdays so that's a good thing so it's always the first and third Thursdays so the one is the uh actual reorganization meeting that's contemplated right now on on second January so yeah that's what we had done in other years had uh unless there was an emergent item of business to put on that agenda we uh we had a then the two other meetings in January so it adds up to three meetings in January yeah is that uh acceptable on everyone so what so you're going to do the 2 the 16th and the 30th yeah 233 on the 23rd Jen what you mine has highlighted are those are problematic dates yeah so those are just days that may have been an issue in the past or might be something for discussion so uh April 17th is the Thursday before uh Good Friday and I think that was an issue in the past um and then July 3rd is the Thursday so I didn't know if we wanted to do a Monday meeting um for that week again that might be a problem ail and January 23rd what what's the that's not and that was just I wasn't sure if we were doing three meetings in January and which days everyone want to do I think that one's okay what uh and then November 20th interferes with the lead that's the lead but the Thursday is the shortened day um it it still kind of makes the most sense to do that week it keeps us on the same regular schedule we did that this year that one was a problem yeah so that that one's fine to look at the April yeah want to do Jun uh Holy Thursday for Marty might be working that's the Last Supper that's bad for oh okay yeah so you want to move that to the fourth Thursday what's uh up for discussion on that April you propose like the next meeting in December or January where we have to be prepared for I think targeting like mid January whatever that meeting was 23rds due the 31st it needs a resolution right so so we have to back up from that either the 23rd is the meeting before that we can have a resolution on third and that gives me time to write the Grant and get it to the uh Recreation committee to review for UT and for the you know the governing body and see what their thoughts are so anyone have a problem that no I think that makes sense did you get a chance to look at that email from that after once to do to fire department grant not to Second going to look at that quickly cu the deadline's December 20th yeah I thought Bob Corin was hand on all that so I know he started it but can I same so that's separate that's a separate topic all together though okay that's it that's fine Department yeah okay um I had two things and I know Karen Marty and all of us have information more information they both happened after this went to print and we circulated within the last day um both I think need some action in terms of preserving our position as a burrow the first uh entails a lot of work a lot of effort we were uh painted as the bad guys with the jcpnl and they had a proposed and still have an ongoing project putting a cable under the bay a placement cable and we were concerned about a number of issues in this safety of the children the boers the kayakers all on that side by the pier disruption of the pier and also the environment and the bont environment and especially the foliage the old growth many of it was planted and we had a a unfortunate situation in the past in Seaside Park where we had a whole host of volunteers and we had experts that offered free service Services back in history from Stevens Institute from Stockton and rors and the D itself had a uh her name was Lita Holmes Hood she had her doctor I remember her to this day very dedicated wonderful person no cost at all to the taxpayers we planted large sections of the bay the Bayfront with Native growth Sandy happened and the state of New Jersey through the do without any permits without any even asking for consent of the Town ravaged that area to put in a pump station which doesn't work and you can see the gravel and it's one of the areas where the water comes in and the pump station doesn't do anything but they took out all of that native growth that we planted so Seaside Park has a history of protecting the environment and we were leer when this came up with jcpnl another issue we said we want to protect their are Cedars there they've been there for years and years they're part of Seaside Park and they preserve hold the coast in the Bayfront and within the last day and a half for no reason heavy equipment cranes trucks everything has ridden right over the cedar trees and Seaside Park for no reason but I see I'm not an engineer but I don't know Mar 14 14th nice 10 foot path was just driven right [Music] over takes years for that to grow there of the environment that they're growing in and it cannot be planted just with grass it they need to be replaced with Cedars so other vegetation right um included in that just nameing a see yeah yeah but there was no reason for they had plenty of room I don't understand why they disturb that areas Beyond me whose Tru whose trucks were they the the outside contractors that are doing the work it's I I went there every day when I could get in there and I will send tomorrow the my drone is not as good as the drones flying around you don't have those not you a but I do I did send the drown up I have the AAL shots Prior to when the equipment was staged of that area and then now I have what the result of the construction would be can we can we write them a summons destruction and burrow property why not I mean summons is summons that's a CI criminal we want the trees we want at best possible I don't know how you even begin to these are trees that have been there they mature and and there were whole holding in the sand that that's one of the areas and they they absolutely 100% true what he said on on all our um conference calls that we had we made that very clear on that area because that Sandy Beach area is very important to us it's different than the other areas there you know we have pulit then we have that nice little Sandy Beach there and that's where the water of course have to go so disturb more of that area was just it's just not acceptable I don't know how else to put it that was a very press area but so I know Steve's been in on the conference calls when we had and the engineer was Doug Ry was uh working on that with us and we came to an agreement they we got them to take out the area that was dangerous to kids and boers cement pads pads yeah you want to send me the pictures Marty I will I'll send them to you again email them to me email them and uh mayor I'll get a letter out they put them on notice you want put them on notice and we want to demand that they um um put back what was there now obviously they can't put back what was there but at least plant or start the process again there's probably a subcontractor the subcontractor is going to be in LLC so with regard to writing him a summons it's cost to doing business for people I think but more important is to try and get replaced with they destroyed it against jcpnl it's their project I mean yeah I mean they're we know the players because they were I'll make sure they they'll get a copy of the letter it'll be addressed to jcpnl okay they're they're the obviously the the leader they may have hired a general contractor this may be a but they're it's their project exactly what one of the subs is a Connecticut LLC I see the trunks down there that's correct so we should you know Marty you should also send it to Doug r i probably want to get together with Doug on this letter we're supposed to car about that this morning you know we already Doug knows yeah the but yeah send the pictures to me but send the Doug also and I'll call him first we'll try and get a letter yeah so that that one would what happened after Sandy and the subcontractors again of employed by the Army Corb Engineers uh demolished our ocean Dunes that had survived Sandy and uh those fears had led us to uh have a negotiation process Steve's office Steve was involved um the Army Corps would never really agree to fair and indemnification or some kind of an arrangement uh the governing bodies from years ago hadn't signed an any formal agreement we've never signed an agreement either and fast forward I guess the meeting happened on Zoom just within it was in person and zoom today it was a hybrid meeting and the end result and we' also been told that they they had cut out because of the over bidding the bids came way in what they thought thought they' cut out a lot of the sand and we were led to believe initially we weren't going to have any allotted to Seaside Park so we didn't really have to make that decision but now they're saying they're allotting a small amount Karen got the so on the plans they sent out a month or so ago they said Seaside Park needed 20 sorry 110 cubic yards of sand primarily between H and I um you said 110 110 cubic yards um since some and some um sand fence replacement and some uh Doom plantings primarily around our Ada ramps on the call today they said Cesar Park needs 22,000 cubic yards of sand they weren't spe they didn't specify where and they also said that work would commence on January 20th oh between January 20th and February 6th I believe it was because anybody who does any work in seesar park it has to be done for March 1st because of our beach management plan because of the clovers and the amaran so that was surprising because we hadn't signed an agreement with DP no so I emailed the point person at DP this afternoon I copy Mr zarski just said this is a little bit of a surprise because as far as I know CES park has not entered into an agreement nope so and that's where we sit and that's where we sit at this time yeah so um you know a year or a year and a half or so ago when it first came out they had Funtown Beach was in was uh included in in Doomer punishment not this time um it was really just that area between H and I a little bit on the top of the Doom which ironically is where the plovers nest so they want disturb that they happened to pick the very area where the plovers have nested now three years in a row but they specifically said between H and I that's drawing yeah on the plans so weird that shows where the stand replenishment is there was an article and we lose that s between H or n it really doesn't appear it's a very wide area I don't know how we weren't consulted that I know of but you don't have to accept it or you have to take that well I think that's I think that's the issue I think tell we don't want it and one one issue expect us to pay right if they put it there they shouldn't be disturbing a p area National fish and wildlife people will be very upset and trickle down to blame for us so but the other issue is if they were to put it there and we hadn't put them on notice then they're going to give us a bill yeah the biggest biggest problem we had years ago is they had this whole rep replenishment clause and that when we decide you're going to pay X and it was an open checkbook for the a lot of the towns dealt with this issue and and I know Point Pleasant Beach had the same problem but they only have one public beach Marlin heavy the rest is you know the big problem was with with jenkinson family so they they had a big war with the de over that issue but at the end of the day we said you know we wanted to have a we wanted the our negotiation my files been thck we our negotiation specifically was you put us on notice and we agree and you tell us the cost and we determine that we say okay then fine but we want to be able to say no we don't want you to just come dump a bunch of sand say we needed it and hit us a bill for $400,000 and say your problem and they never came to a final agreement that they would do that so there's no agreement signed with us for state aid for that state a now they did the original we got the benefit of it nobody got charged nobody paid for the original but now when they start these replenishments concern is they're going to hand us a bill for who knows how much that's why we ever sign any you have to keep in mind H and I you're talking sand plus you're talking fencing and everything between S I mean I get the sand up there somewhere we're going to send the letter and say we never signed the state aid agreement and uh stop now question is if they insist on going forward do we we'll have to cross that bridge pretty soon if we're going to file order shall cause and seek a restraint from them uh you only have like a month though State fiday I just want them one notice not and then so not disturb the and everything else and then we'll go from there yeah thanks but no thanks we can build our own Sandu mying snow fencing so usually how it's done yeah this meeting to they car out did they give us notice of this meeting or uh yeah back in November they sent an email out about the meeting but they just they just characterized the meeting as uh going over their plans for Beach replenishment they send it out to all the towns between Manis Inlet and cor Inlet okay now do we need a resolution or just authorization adequate at this juncture this point yeah we're going to have another meeting yeah we we have one at least one more meeting before the projected start date we have a meeting on the 19th yeah okay let's see what happens on both of these and send out on yeah send out a letter and we'll go from there anyone else on Council have work session items anything if not I'll go into the jcpnl project squishing up those cedar trees is outrageous and certainly the environmental Committee of the whole town would support you sending a very affirmative letter demanding replenishment and at the same time maybe we could figure out a way to replenish that hole at the other end of 14th where we've already lost a big tree and we have another tree vulnerable that we've asked about for 3 years now I wasn't going to say that tonight but since we're talking trees and the town is supposed to be taking care of it and Marty tried to explain to me why we haven't been able to do it yet as did Bill we discussed it we still had that we had that conversation it's ridiculous not to do something with it because it is getting worse so anyway and certainly the sand replenishment with that that be to replenish sand on the Dune not on the beach correct it's strictly Dune replenishment well they don't look too bad we have a lot of things the federal government can help us spend money on maybe they can pour that to of the L I do I do think uh they have different Optics maybe shouldn't have to spend money on Sand for replenishing those those two yeah yes sir Tom Joseph 704 South bayew Avenue just a real quick thing on this uh jcpnl affecting the vegetation on the Dune I'm not sure how it works in New Jersey only having lived here about 7even years but in the previous States I've lived in one of the things things that people like the equivalent of jcpnl seem to be deathly afraid of was formal complaints to the equivalent of a Public Utilities Commission so if there is something like that in New Jersey and it's the same situation uh I recommend we file a formal complaint and and do everything we can to bring it to their attention and maybe that will get jcpl to act talking about Geo thermal that's for the buildings for this building mainly or Geo thermals used in this building the Coast Guard building the well number six six and that's heating and air conditioning that's going to be proven that they can uh do that efficiently which geothermal we've had geothermal for 30 years the field is out in the front Courtyard area good they were put in for the reason is all the equipment is inside the building and it's very efficient okay it's not exposed to the Salt the environment with backup generator these buildings are 100% operational during the natural how do they have to go for that I don't remember that not going to not going to state that it's a continuous loop down and up down and up and down do you know what the a water table is under this building like approximately you want me to guess on it 5 fet how many 5T probably and that geothermal works with that huh we already surprised no the geothermal the the wells go down in the
