today is her birthday happy birthday commissioner we will begin with the invocation which will be given by Reverend John Pierce Jr from ethnos 360 then commissioner Constantine will lead us in the Pledge of Allegiance Reverend okay good morning thank you so much for inviting me again this is the first time I've ever been presented with roses you really shouldn't have and if you don't mind if I take them home it'll do a a lot of good for me to get me out of the the dog house I'm sure but do I fight you for him oh okay well I'm not sure if I'm supposed to pray or lead us in a Happy Birthday song to Amy but uh we'll just pray how about that okay thank you heavenly father thank you so much for the opportunity that we have to start this time off together today in prayer addressing you as our father and as often is the case children ask their father for things and we know that it really pleased you when Solomon asked you for wisdom and he ask that he might have wisdom for discernment and to distinguish between right and wrong so Lord we're just asking you for wisdom for this body here that is going to be hearing different uh things today that they have have to make decisions on we pray for peace we pray for understanding we just thank you Lord so much for your Bountiful gifts to us today I'm just thinking Lord of all of those people who have been displaced in parts of Florida in North Carolina and especially Lord the Heartbreak of the fires in California I just can't imagine not even having a a a roof over my head anymore it's just a wonderful gift to have what we have so Lord today we just commend this these people uh to you we ask that you bless them and guide them and direct them in Jesus name amen amen amen thank you um as we pledge allegiance let us all remember we are one nation under God I pledge aliance to the flag of the United States of America and to the Republic for it stands one nation under God indivisible with liberty and for all and if you would please stay standing happy birthday to you happy birthday to you happy birthday dear am and it's a big happy birthday to you thank you thank you it is so I don't mind telling you all I have I have hit I have hit 50 I hit 50 so it's a good one I have I have um many friends who say this is the best decade ever so looking forward to it youngest up here by a wide margin indeed all right next up is our Awards and presentations uh commissioner her will read the first Proclamation proclaiming petty officer second class Adam Zino United States Navy of semal County's January veteran of the month commissioner thank you chairman Commissioners I move the following proclamation of the seino county Board of County Commissioners recognizing United States Navy petty officer second class Adam Zino for his outstanding service to the United States and seminal County whereas the brave men and women of our army navy Marines Air Force Coast Guard and space force demonstrate a Resolute spirit and unmatched selflessness reminding us there are few things more American than giving of ourselves to make a difference in the lives of others and whereas throughout our country's history generations of service members have answered the call to leave their families their jobs and put their Futures and even their lives on the line to valiantly defend our nation and whereas for many service members the sacrifice has ended in permanent injury or death yet their Spirit remains in the continued preservation of our freedoms and the promise of Liberty and whereas there are more than 30,000 living veterans in seol County who served our nation in times of peace and War through their their service they kept America strong and whereas petty officer Adam Zino enlisted in the United States Navy on active duty in may of 1996 and separated from the Navy Reserves in May of 2004 he was the recipient of two Navy and Marine Corps achievement medals and one Admiral letter of commendation and whereas petty officer Adam Zino served as an aviation Electronics technician aboard the USS Dy D Eisenhower completing multiple deployments and earned an additional rating as a construction engineer or electrician second class for the latter half of his enlistment with one deployment to the Middle East where as petty officer Adam Zino has been a resident of seminal County since 2004 he serves as the prior VFW commander in julota and is currently the post Quarter Master and adjutant for winter Springs VFW Post 545 his efforts have been recognized for the organization of community outreach events including fundraiser and events honoring First Responders in seminal County he is a proactive advocate for veterans benefits working closely with the seol county veteran services office to better the lives of local veterans of all ages and whereas petty officer Adam Zino has brought great credit and distinction upon himself the United States of America the United States Navy and seal County now therefore be it proclaimed that we the board of County commissioners of seol County Florida express our gratitude our admiration and our respect for petty officer Adam Zino for his outstanding service to the United States Navy and the residents of seal County be it further proclaimed that this Proclamation is presented to petty officer second class Adam Sabino along with our sincere congratulations recognition as seino County's veteran of the month adopted this 28th day of January 2025 second all those in favor I pass ously congratulations P officer please join us for a photo opportunity here at sacrifices they made and the commitment we share to protecting the freedoms we hold dear I'm also grateful to my family my seminal County community and organizations like the VFW and American leag which continue to support and uplift veterans in meaningful ways together we ensure that no veteran is ever forgotten or left behind and that service to others remains a core value of our community thanks again for this incredible honor and recognizing the importance of veterans to semal County thank you thank you for your service okay next up we're going to have our County investment advisor report Mr SC Scott McIntyre do we have him with us there we go good morning Mr McIntyre I hope the weather's improved in Texas it is it is just fine in Texas thank you for that um happy birthday okay let's see what we got key up for today of course the markets are always uh it's always something going on and I guess uh deep seek is the the latest and we tried to stay on top of that it's not going to affect the portfolio in any way US economy is on Solid Ground GDP near 3% for the uh past quarter unemployment is at 4.1% historically that's that's good shelter costs are moving lower that's key that's important uh the FED did cut the overnight rate on December 18th between now and our our last meeting by 25 basis points they did signal a pause there's a meeting today and tomorrow tomorrow they make an announcement um my thought just for what it's worth is that uh there's going to be continued a continued battle between pal and Trump because Trump would like to see interest rates lower and the FED is planning on pausing in January most people don't believe that they're going to begin to resume cutting rates in in March I think that's a little bit too early but I do think that in May it's very reasonable we should see that but that's going to be a theme that I think is going to play out during the remainder of the year it's going to be very interesting dog on it so the two things to look at here are the green line there is the overall uh CPI rate and that's moving higher because Energy prices moved higher and they're very volatile right now with what's going on in the Middle East my expectation is that energy prices should given the fact that we're going to try to produce more oil here in this country and given the fact that there seems to be some relative peace in the Middle East for the time being you'd expect that energy prices would would come down shelter cost cross your fingers um we saw two months in a row of the lowest annual increase in shelter cost since 2021 so that's key to bring in inflation down going forward this is uh non-farm payrolls the thing to look at here is November and December uh job growth was was was very solid and of course that helped contribute to bringing the unemployment rate down to 4.1% this is I'm not going to go into this but this is for your information there's a lot of information here this is the latest Bloomberg survey as of January 24th was a release on that Top Line is GDP so 80 OD economists believe that GDP growth is going to be roughly 2% so lower than it's been but certainly a long way from recession for next year um I I've seen I look at these individual forecasts and I think that economists are tending to Cluster together so nobody looks like an outlier I I appreciate the ones who are brave and going out in a limb but right now I don't think you can really take a whole lot from this um looking at interest rates these economists on the whole believe that fed will cut two times this year so 50 basis points lower by the time we get to the end of this year that is very very uh evolving for what it's worth and then looking at the 2-year note yield it's expected to be below 4% by the time we get to the end of this year so um roughly 425 is as of today as usual these are I try to uh look at the last several meetings and give you a sense of where interest rates have gone so focusing again on the uh 24mth of the 2-year WS are up a little bit but again they have been up and they have been down and frankly prior to the Deep State disruption deep State um deep seek disruption of the AI company startup company um yields were a fair amount higher they were really conducive to to buying I think um there was a flight quality that seems to have eased my guesses will kind of come to terms with this and yields would drift a little bit higher but we certainly have a floor um as you can see if you look over at the the pool rates which is where your liquid money is they the pool rates move with the Fed so when the FED cut the pool rates move down um I would assume pool rates would be fairly stable just because the fed's not expected to cut for a little while but um the idea right now and kind of the overriding theme in terms of what my investment recommendation is going to be is that you can come out of a pool rate and and go into a longer treasury yield and give up very very little so we're able to extend the portfolio now um and I'm really looking at like the threeyear sector to lock in some 430 435 is so that when we do start to see some more significant Cuts your income is more bolstered um there were a number of of uh obviously you had your property tax money come in there was a lot of investment that was done the last time you can see over there in the left hand column um not only where we thought those yields would be but then ultimately where they did get invested so they got invested at slightly higher yields which is which is good um recommended Investments I've got a pretty fair amount there because you've got a quite a bit liquid right now um and as you can see we're going out into 2028 actually some late 2028 those are those are months when you typically need money so we're positioning for your cash flow clows we're also taking advantage of the fact that we can lock in again at yields very close to the pool yields and assure that in the event that there are big flight qualities in the event that pal does aggressively cut rates or this other scenario to keep in mind is that Trump will appoint another fed chairman that will be house term ends in uh first or early second quarter of of uh 2026 so we're about 14 months away from pal uh leaving now theoretically he could leave early most people don't think that he will but another one will be appointed and the person who will be appointed will certainly be prone to cut rates more than than palous so those are those are the recommendations again this is you know we we've made recommendations to diversify in the past this recommendation to me is to to lock in longer in expectation of lower rates maybe not 3 months from now but certainly within the next year or 18 months and we want to protect as much of the income as we can um there is a lot here too the thing to look at I think on the right hand side portfolio stats of theend end of the year the the average yield on the portfolio was 456 again the two-year right now is about 425 uh the mix between fixed and floating was roughly 72 to 28 going forward with those recommendations to the end of January that average maturity goes from 311 days to 450 so that's a pretty significant increase in terms of stretching the portfolio out we really haven't had this opportunity before so um which which I'm glad you don't have you know a whole bunch of 3% lingers what's in the portfolio now is well above 4% um so again lengthening the cost of that lengthening if you look at that average yield only goes from 456 to 452 these are just estimates but a little bit of give up to stretch the portfolio out and assure ourselves longer still have ample liquidity and uh the The Benchmark yield is is uh converging and that's going to continue to well it's not going to continue it's going to go the other way because your benchmarks are going to add lower yields and shed higher yields on the other end so uh and uh says I always have a tendency to get Crossways on how I asked for this I will ask the chairman to help me with yes I I'll be looking for a or any questions or inquiries commissioner Constantine yes thank you very much I um this week earlier this week I had a meeting with Florida trust and one of the things that um was interesting to me is that Palm Beach County there was you know one of their financial directors who is on The Advisory Board um mentioned that they had had a lot of activity recently with Israeli bonds which are going for over 5% and I was just wondering if we had looked into that well I'm glad you asked me that question because I do know a fair amount about Israeli bonds and we did look into it for the clerk's office so what you be buying is is the Jubilee series you do it by application they're not traded in the market um we do have other clients who buy those Miami Dade County has some in their portfolio um they're guaranteed by the nation of Israel um um you're right the last time I looked at the Jubilee Bond 2-year note yield it was above 5% uh that is not something we buy it's obviously it is it's a it's one of those sensitive topics that some people Embrace and other people stay away from it just it's obviously it's political um I don't see any issue with the credit um I will tell you that I I believe that they recently went on credit watch negative for potential downgrade or at least for evaluation and I think that that makes some sense Whenever there is you know political issues surrounding a nation so so the Credit Agencies just take a look but um that is that's a choice that that you guys make typically I will tell you that counties in Florida and in other states will buy they they will not buy tremendous amounts they will buy uh whatever the magic number is for you but that is a yield enhancement other people buy it other counties buy it other Florida entities buy it your policy I sent some language to the clerk's office your policy will need to be slightly adjusted to allow for those you can do those within your uh State statutes it isn't uh well you can really do anything within your state statutes as long as you put it into your policy but that's something you'll need to consider for your policy before we can proceed forward and again I have sent the language over thank you anyone else I well I just I he echoed my comment if you guys want to do that you can simply add it to your investment policy as an option I think Palm Beach has is it 5% it's a small percent in their Investment Portfolio I have to go back and look but that's some counties do that mainly in the south Florida area so it is an option makes sense M Mr chairman I just wanted to bring that up only because you know I recall you know we there are certain States um that we when I say we the State of Florida does uh say you cannot invest in but you know Israel Israel is one of our biggest um supporters vice versa they um they're solid and uh you know from from from something that I'm looking at I don't see it as a political thing I you know I mean if it was North Korea yes if it was Iran yes but if we're talking about 5% interest or more compare and it is more you know it's 5.2 5.3 than this that's an entire point and I just think that that is something that we should I'm not you're the adviser I respect that I respect the clerk but I'm just saying that's something I wanted to bring it up so that you all will look at it as an opportunity and as far as this board I wouldn't think that any of us would have a problem in investing in Israel but you know mean like if we have to change our policy we would have to change our Pol but you said it's slight it would just be yeah there every category has a limitation of the maximum amount of the portfolio you can invest so we what I could do is uh take a a look at the other ones and forward that to you for review and what they do in Palm Beach Mr lockart yeah I think it's something that we ought to explore it could be another tool in the toolbox mhm okay Mr it up I'll just be honest uh I am a conservative investor have always been a conservative investor it is a country at War leave the politics out of it actually investing in Israel because they're an ally is a political investment um and so just want you all to know where my head is this is the citizens money and I wouldn't in put my money there and I wouldn't put the citizens money there for an additional 25 percentage on on and we would be limited the value of it would be very minimal impact to the portfolio if we even did it conservatively and so it it wouldn't move the needle commissioner Lori thank you Mr chairman I would also Echo what commissioner her was talking about the amount of money that would be put into this fund would be very minimum the risk would be in my opinion uh not worth as I would always say the itch is not worth the scratch so to speak and uh I'd rather be more conservative than not because it is not our money and this is the public money and I want to make sure that whatever we're doing is done conservatively and so that would be my two cents and and Mr chairman all I wanted to all I want to do if I can is to give us every opportunity we can and as I see ideas that come forth in you know in my other work I'm going to bring them up and we have the choice of making them or not making them sure so my position is I don't mind having the conversation and look at that and actually if you're going to have the conversation let's just go and expand it outside of just that one entity uh personally I tend to be not so much of a conservative investor myself but this is the Public's money uh I would have zero interest in have an investment in a war torn area currently uh it is a political decision in my opinion um but beyond that I want to applaud you Mr McIntyre and your people you you have G brought us a recommendation that is probably one of the most difficult for an investment adviser to make probably in the last couple decades with what's currently going on not only in this country but around the world in the rapidly moving pace of the uncertainty where this Market actually is going to land so I'm I'm very pleased you've taken this conserv approach to suggest we lock in for a longer period of time I think that's going to bode well for the for the taxpayers money um you know of course a year from now we may see rates you know go much higher than that but I don't think so uh so I I applaud your your ability to migrate these Rough Waters that we're currently living in and where this ultimately land so with that I'll be looking for a motion Mr chairman please i' like to make a motion to implement the recommendations of a financial advisory based on the report submitted today and recommend the clerk Implement said board's recommendation second motion second all those in favor I I passes unanimously thank you Mr McIntyre just as a note I'm looking up Palm Beach uh their portfolio is up to they have a 15% um max rate on Israeli bonds I'll forward that info to you well Palm Beach County prints a lot of money seal County doesn't thank the public know they are withdrawing it okay so thereby postponing it withdrawing withdraw therefore there will be no hearing on that matter correct very good all right we will go to the county will go to our portion of the hearing which is our Master utilities plan treatment and transmission Mains as will be presented by Johnny Edwards the interim utilities director and his staff all right good morning Mr chairman uh Commissioners happy birthday commissioner lockart uh I appreciate the opportunity to uh come present to you today um this is the third uh work session regarding the utilities master plan I'm Johnny Edwards the interim utilities director I'll make some opening and closing remarks today and as we've done in Prior work sessions Steve Riley of Jacob's Engineering will present the majority of the presentation I wanted to start off with uh written responses um to Prior work sessions we have binders uh in the building that have been assembled and put together we're putting the finishing touches on those now to provide to you um just responses to comments from uh previous work sessions uh at the last work session water conservation uh was a subject of a lot of discussion Environmental Services is leading those efforts and uh I understand they will U provide an update within the next couple months to the board uh coordination with Public Works dig want's policy that was discussed a lot um we have met with and we'll continue meeting with public works and and other agencies to coordinate our efforts so that we're not uh trenching across a road that was recently resurfaced uh for example um the surface water plant at Yankee Lake was also uh discussed quite a bit um you as as permitted um that is um augmentation water for the reclaimed uh system uh we are looking at the physical uh condition of that surface water plant uh as well as uh treatment processes as you know it hasn't been utilized since its construction uh but rather minimally we're not looking at treating pable water from this plant uh at this time or um anything like that beyond what it's currently permitted um just wanted to touch on those um prior comments and with that I'll turn it over to uh Steve rley thank you good morning members of the board and staff I'm Steve Riley project manager with Jacobs Engineering located at 200 South Orange Avenue in Orlando today in our work in our third Workshop I'm sorry j what is the right right button there we go sorry our agenda for today is uh in our third Workshop is to go over the current state of the utilities department infrastructure for treatment and transmission discuss the capacity process and renewal and replacement needs and discuss the proposed master plan framework for the future treatment and transmission system for input from the board prior to us preparing the detailed master plan at the high level holistic view for of your treatment and transmission system the County's water utility system is entering its mature phase and by that we mean components of it are over 50 years old of course there are elements of it that are newer but it's it's a system that has aging components and renewal and replacement needs are coming to the Forefront demands on capacity are secondary as you'll see today and as such additional emphasis on operations and maintenance is needed moving forward first up is water treatment the County Utilities Department owns and operates water and wastewater treatment plants we'll be reviewing the capacity needs processed needs and renewal and replacement abbreviated RNR needs water treatment plans there are five water treatment plants owned and operated in the upper left there in the northwest system is the marham regional plant in the center in blue it's the Northeast system with the country club water plant in the lower left the Southwest system has the lywood water plant and your largest system in terms of customers is in green in the bottom and that's the southeast system it has the Southeast Regional plant which is your largest water treatment plant and the Indian Hills Water Plant which is your smallest in our last work session we went over some of the demand projections on your future water system our master plan goes through the next 20 years through 20145 on this chart here you can see on the left the five water plants their capacity as determined by the Florida Department of Environmental Protection in the third column you'll see what their demand what their demands were last year so there is some Reserve capacity we also reviewed in the last work session the need for increased conservation and reclaimed expansion in order to reduce your Reliance on the upper florid and aquifer system whose use is being curtailed throughout the central Florida region and when we factor in conservation as laid out in your conservation plan and expansion of your reclaimed water system with the resulting reduced demand requirements on your water plants we're projecting that none of the water plants would need to be expanded in the next 5 year in the next 20 years if you weren were not able to do any conservation or reclaimed expansion for the five plants would still be okay with a projected need to expand the Southeast Regional plant in the early 2040s in terms of process needs the main uh contaminant of concern you've probably heard about it is pasas which is abbreviation for poly flal alcohal substances there are hundreds of compounds in that group but only six have been identified for regulation and those new regulations with contaminant limits uh will will require you to be in compliance by 2029 there's reason to believe that some of the existing processes that you invested in about 12 years ago will be able to remove this contaminant and you're currently doing pilot testing at your country club water plant to see if if that indeed is the case in terms of renewal and replacement needs of course there are there are many needs in a complex large utility of your size but in Rising to the top in some of the biggest future Investments is going to be the need to replace the ozone equipment at three of the plants it's a little over 12 years old now um due for replacement with more modern more efficient units and your SK system which stands for supervisory control and data acquisition system which is basically the multiple processors and communication systems that you have that control these facilities is in need for replacement with a more modern flexible uh system that's easier to work on and and more adaptable to your your complex operations moving on to Wastewater plants uh the county owns and operates two the Yankee Lake facility in the Northwest and the green wood Lakes facility in the Northeast in the southwest I'm sorry in the uh Southern Southeast Regional system you collect and send Wastewater to the city of Orlando Iron Bridge plant which is actually located in seol County and in the southwest system any Wastewater collected is sent to Altamont and sunshine water for processing we reviewed some of the projected demands on your facilities moving forward you can see the the uh the two Wastewater plants you own and operate at the Iron Bridge facility you own 8 and 1 12 MGD of capacity there you can see the 2025 flows and also when we look out at the projected 2045 flow um the Greenwood Lakes and Yankee Lake systems are connected through your piping and Pump Station system and there's the ability through that system to divert flow from one plant to the other without doing any kind of flow diversion we are projecting that uh your two plants would need to be expanded within the next 20 years however with flow diversion diverting Flow Away from Greenwood Lakes to Yankee Lake then only Yankee Lake would need to be expanded and that that works out well for you all the Greenwood Lakes facility is an older facility it's located in a in a in a residential neighborhood it's got Wetlands around it and high voltage power lines on one side and really it's it's not easy to expand whereas the Yankee Lake facility has a ton of room and it was designed to be expanded uh from 3 and2 to 5 MGD so so that works out quite well in the future for yall this graph just depicts the um the diversion on the left the Greenwood Lakes plant the black line is the projected um demand moving forward and the green line is the capacitor you can and the blue line is the diversion away on the left you can see that the the flow into the Greenwood Lakes plant would stay below its um permitted capacity um with the diversion and in the right side you can see the Yankee Lake plant and the diversion does require it to be expanded a little bit quicker but but there's uh it's readily expandable and that could be fairly easily achieved in terms of process needs of the Greenwood Lakes facility needs reliability improvements um and there's a study underway right now to determine if some of its processes can be relocated offsite to free up some space for those um those improvements and as I mentioned the Yankee Lake facility would need to be expanded from 3 and 1 half to 5 MGD the surface water plant uh takes water from the St John's river and treats it for the purpose of augmenting your reclaimed water supply system there are extensive um equipment operation equipment needs there and renewal and replacement needs and right now it is undergoing assessment for both uh equipment and treatment needs in the future moving on to transmission and portable water uh new infrastructure is going to be needed to serve developments in the Southeast and Northeast systems and we do expect there may be some improvements needed to serve new development in your centers and Corridor overlay areas as as defined by the planning department on the Wastewater side similarly expansion to serve new development areas in the Southeast system um your collection system is actually part of the South seol North Orange County Wastewater transmission Authority affectionately abbreviated as snat and they are current doing a master plan right now to determine what those Improvement needs are going to be needed over the next 20 years that that study should be completed this year in the Northeast system we talked about flow diversion today you all can't do that but with the installation of a couple valves um along the Reinhardt Road area on a existing Forest main which has already been designed you'll be able to achieve that diversion in the southwest you're evaluating septic to sewer area areas and of course that would entail construction of new Gravity sewer Mains and and pump stations to serve that area and countywide again we would be looking at expanded service in transmission of Wastewater to serve the uh centers and cdor overlay areas one of the uh rules that went into effect in Florida about 5 years ago was the clean waterways act and that affects all large Wastewater Utilities in Florida and without getting into the details of all that its basic intent is to reduce the risk of sewer overflows to the environment and our and our communities and also to prevent leakage of water into the sewer system the utilities department is currently working on uh meeting the requirements of that rule and right here is a cover of one of the reports that was recently completed as required by that rule think Johnny you wanted to mention a couple things on that thank you yeah I added a couple slides just to illustrate um you know the master plan is tying together uh other studies and other efforts uh that are being conducted this is one example that uh Steve um had Illustrated the previous slide it is a risk based assessment of our Wastewater collection system uh what this report looked at was you know it assigned uh different categories it had an inventory of all of our gravity Mains assign different categories based on uh the age of the pipe the pipe material the depth of uh installation uh has um operations had to respond to spot uh repairs on this on on these pipes and and we rank them uh based on the risk uh the probability of failure and we also couple that with uh the consequence of failure well what happens if a pipe breaks or it clogs you know are we impacting a lot of customers a few customers is it an environmentally sensitive area um so on the left we look at the probability of failure failure and on the right it's the normalized risk um how bad would that be if it broke um same kind of study on on Force mes and um you know again the probability of failure and the risk on the right of consequence of failure you see a lot of red um those are the uh the different categories this is where we would focus our efforts on additional studies um or assessments of the pipe or replacement to help uh reduce the risk on those pipelines moving on to the last category of transmission which is reclaimed water in our last uh Workshop session we discussed in the Northwest system constructing retrofit phases three and five with the potential to save up to about 1 MGD that reduces impacts on the aquifer system and your water treatment plants proportionately in the Southeast um we're looking at expanding the reclaim water system to high use water areas and we're also looking for dig once opportunities that would be a situation where right of way was going to be disrupted by do or a County Public Works project or snater and look and see if it would be feasible to put reclaim pipes in at that time and similarly in the southwest system following a dig one's policy in any areas where you uh tear up a a right of way to put in new sewer mains could be an opportunity to put in reclaim Mains at the same time with regards to pipe replacement you do have some old pipes in your system the intent is to replace those aging pipes when warranted whether due to high breakage rates or due to the risk assessment that Johnny mentioned the prioritization plan that we showed uh the cover of previously recommended inspection of about 3 mies of 50-year-old gravity sewerman Ms and also 23 mies of force Mains and again pip rep placement opportunities may arise in coordination with the Dig want approach and I've I've listed here um ongoing tests and assessments um to you know these are some of the efforts that we have some of the investment being made U to get our system um you know to address RNR needs uh to get us to a state of being more proactive and less reactive uh with respect to uh the condition of the system uh some of these efforts the results will be uh available and Incorporated in the master plan others we're going to have to respond to at a later date um and like we've discussed before it's a living document we're going to get more information in the future and we need to respond to it uh but these are I just wanted to list several um of of the other studies that are you know being considered um and and the the results will either be included in this master plan or updated subsequently so to review our proposed framework for uh the master plan development with regards to Future treatment needs are on the Water Treatment Plant side one water plant the Southeast Regional plant may need to be expanded moving forward testing is underway to determine if the existing plants can meet um emerging contaminants upcoming regulated contaminants and renewal and replacement needs will be included with the major uh needs being ozone system replacement and scada upgrades on the wastewater treatment side one treatment plant may need to be expanded in the next 20 years the Yankee Lake plant likewise there are scada Improvement needs on the Wastewater side and with the ongoing study of the surface water plant will incorporate process improvements and renewal and replacement needs future transmission expansion of service to serve new developments both in water and wastewater uh on the Wastewater side diversion to Yankee Lake to um limit your expansion needs to one facility improving reliability of the system to reduce the risk of sewage releases and in incorporation of septic to sewer projects on the reclaimed water transmission side construction of reclaimed retrofit projects in the Northwest and evaluation of of opportunities to expand the reclaimed Transmission in the Southeast and for all transmission projects pursuit of dig once opportunities and replacement of Aging pipes when warranted all right I wanted to put the schedule uh up in conclusion this is the schedule for work sessions that we've been working with um for the past several months I would call attention to the April 2025 CIP we're probably going to push that back a month or two just uh because it's a tremendous lift and that would give us more time uh to complete some of the studies that I listed before to include those results in the master plan uh but we will we will hold firm to the September 2025 uh final master plan report um and with that uh that concludes our presentation thank you Mr Edwards and thank you Mr Riley any specific questions of the consultant or Mr Edwards I'll start with commissioner her and work our way down the Das U thank you for a really well done presentation I just want to point out that the pipe replacement the fact that we have 50y old pipes that's so old I [Laughter] so old um but it's like fine wine ages time that's right we got to go with that um in the summation I just want to point out that the last part of the presentation was around ongoing assessment to move from reactive to proactive and it didn't make the summation and I want to make sure it makes the plan so we need to move from our current state to the new State and unless it's actually documented and put in the final plan we may never do that um and I am a huge proponent of taking care of what we've already paid for so I love the focus on actually taking care of what we've already paid for using it to its maximum capacity moving stuff around into where we have capacity I I think it's fabulous with the addition of moving from reactive to proactive absolutely stated somewhere as often as we say the word holistic okay which is good it's good holistic and dashboard commissioner delari thank you I just want to reiterate what commissioner H stated I think the reactive and proactive needs to be defined in the beginning pages of this of every report that we have as well as a conclusion so that it's throughout the whole report but very well done I do have a couple questions I know I've talked about this in the past the uh overall cups uh of different Utilities in the surrounding areas to see how they affect us because they will affect our draw down uh especially if they're being over pumped and I know there are some areas that could potentially be doing that and so that we just want to make sure that the public is aware of what's Happening throughout seal County and not just our utility but other utilities uh and then I'd like to have some dialogue in your report but not today about how the uh district will may be addressing our cup in the future uh because we all know that they will be having a lot of input on our cup as we move closer to those deadlines and then in the briefing that I had we talked about the skyer and that how it's motor roller uh base we do have motor roller with our First Responders and I just want to make sure there's any way that we can capitalize on both enti to get what's ever best for the community may not be because I know they're two different divisions but it's worth to have dialogue uh on that front as well when it talks about uh uh reuse uh and we talked about the expanding in the north west category of the county I definitely think that we need to be more proactive in that and that will pay back big dividends for us and then uh I'd also like to talk about uh in 2015 Senator David Simmons had uh uh Senate Bill 552 we didn't talk about that at all at somewhere in these reports we need to be talking about that it talks about the Springs uh a lot of effort was put into that but I don't see much coming out of it and I want to make sure that that's in our Forefront as well uh we did talk about at some point looking at our existing uh needs I want to make sure that whenever we do put reservations in place for both Water and Sewer from our customers that they're actually using that because sometimes it's over uh committed or not used and I want to make sure that we're looking at that holistically so that we are taking all our assets into account and not just what was assumed in the beginning and you did talk about a little bit about Yankee Lake uh and about looking at uh whatever we're doing there I think that's great and I think that's what needs to happen but also make sure that there's a caveat in there because a lot of Yankee Lake has to do with the Scrub Jays and uh I just want to make sure that we're protecting our Fair feather friends thank you Mr chairman Mr lockart um great job looking forward to the final plan this has been many many years in the making and it's exciting to see uh coming together and um certainly proactive shift in Gears will be will be a good thing um I did appreciate very much in our briefing when you shared with me about the water that we're currently moving down Reinhardt from north to south that we can just turn it around and send it back up from south to North didn't realize how how much we are with the the bulk of that water apparently we're it is actually closer for it in some ways to go up to Yankee Lake is that what you shared the distances are similar but yet fortunately with your pump station and piping configurations it's just a matter of installing a couple valves on a force main on Reinhardt Road and then simply closing those Valves and then you can just direct the flow to the north to your Yankee Lake facility and that sounds so simple I'm sure it's not quite I mean maybe an engineer world it's a simple thing what's it what's the time frame and what's the disruption for something like that for the general public will they even notice it's happening yeah well so I would say you know for the for the general public probably not there are other pump stations that are connected to the force Mains that may experience different pressures when we redirect the flow so we would have to work with maybe the owners of those pump stations so that they're not adversely impacted um we also want to meter that flow um so we're right now we're talking to Duke power because the location that we'd like for a Wastewater meter is um and in an easement they have easement considerations so we're trying to coordinate with them to get a meter in um and then we'll have a project ready to go out on the street to install the vals and meter okay fantastic thank you so much commissioner Constantine thank you very much it's good to see the continued progress as all of the Commissioners have already indicated um I believe that um most of the things that I talked about in our um um in my up update that I received during the past week have been talked about but just to again reiterate a couple of things uh I think there is an opportunity right now because of some of the things that are going on with um the relationship with a popka and alamont springs with the reclaimed water it's good to see that you all are working with them continue to work with them on the possibility of getting some of that reclaimed water um there has been a great deal of discussion recently and I think it's going to continue to get to the boiling point about the consumptive use permits and the length of time so then that just doesn't affect us it affects everybody obviously especially in the private sector and uh people kind of locking up the you know the amount of water that they can receive and and uh thereby hurting others that cannot get some water so I think that that's going to be a discussion that's going to continue and something that's going to affect us and the last thing I want to continue to reiterate I really believe one of the greatest opportunities in conservation is rewarding in the rates conservation users and um not rewarding those that use more water um so you know I think that that needs to be considered in the reflection of rates thank you chairman I've got one more question if I may make it quick commissioner goe it'll be quick I know that the surrounding utilities keep on different entities keep on adjusting the utility rates can you give us an overall graph or chart about the surrounding areas in SEO County only about what the utility rates are raate consult yeah we can uh we every year when we uh talk to our rid Consultants that is a that is a graphic that they will provide to us we'll we'll have that within the next couple months and just make sure we see where we fall in in line with the other thank you thank you so I've got a couple inquiries and and I'm glad to see we have the Dig once concept but here's my concern are we truly coordinating with all departments and all other public utilities and I bring this up only because at the last BCC hearing there was a project that was continued and I started to dig into it only to find out that there had been three studies over the last 15 years that identified some drainage right away that the county may need on a particular Properties or properties that was never acted upon and now are we considering all those types of things in this when we do this dig once scenario how are we making sure that all previous studies that were done are included in the scope of work that you are considering for the Dig once's provision and I think that's something we've got to really wrestle I don't I don't think either one of you can answer I think that's more of a county manager and and staff question and that has to do with studies that have already been done that have either been put on the Shelf not acted on or not considered by other departments in the cross pollination on how those things could actually truly be a dig one's policy um so that's one concern I have to make sure we have that multi-department coordination and we truly have those studies that are now 7 10 15 years old that have never been acted upon and whether truly need to be updated or whether they actually are going to be done at some juncture and and for for the record I want to make sure the impact of the costs of ultimately what we do is we do the omm and updates and in all this items is it all going to pay on fall on the rate payers or the general taxpayer in seminal County and what portion thereof would do so and what portions are included as part of the bond covenants on some of the utilities and make sure that we are cross-connecting the rate studies with the master plan to make sure that we are moving forward with that and so there's not this big gap or lag in in rates the payers and then also I want to make sure that we're talking to all the cities in seminal County and our neighbors um You probably aware there's one city that is is has been struggling with their Wastewater system um and how we may have discussion on how it benefits the community as a whole if we consider cross connections and so forth with the cities or if they have needs in the future or we have needs and we work together I'd like to see some part of this study either address D yeah uh address that from the standpoint of there doesn't appear to be any need or future need to help any of the cities and there doesn't appear to be any need that the count is going to need help from some of the cities and that kind of dialogue broken down finally when it gets to the cup I would also like our staff and consultant to look at fuga fuga is the for utilities um that has taken over the US water supply out towards uh commissioner L's district and my district the contract says the county has the first rate of refusal to that utility which includes a significant cup and how that may play a role in the future of of the water needs here in simol County would' be great but I great work great improvements appreciate staff and and and management getting to this point because it's been several years getting here um so Bravo good work and I appreciate uh all the work that you all were doing but those are the things I have concerns with so thank you very much and Mr chairman if I could uh real quick uh as Mr Edwards mentioned in the beginning we uh put our heads together and we thought um we thought about this over the weekend that we're going to provide each of your offices a binder of each of these presentations work sessions that we have uh been presented to you as well as the questions and the inquiries that you have asked that will be attached to that we'll hand those to your offices and they'll be updated at each of these so at the final September meeting when we do the final report you'll have a full binder of of everything in there just to ensure we've covered and checked all the boxes that you all have uh requested of us as well great if I could have M electronic I don't need a binder sure thank you absolutely commissioner her commissioner let's go on right down the aisle I think the electronic version needs to be made available to all of us happy to have the binder as well Mr chairman if you're going to talk about fuger and the easn part of the county I'm not trying to get into it today but at some point you're going to need to look at Salt intrusion and I know you know this Steve and it plays a big important role out there so just make sure that that's on the radar if you're going to be discussing it Mr lockart Mr conin nothing else anybody here from the public that need to make a comment on this no sir seen none thank you both very much we appreciate it thank you next item up we will move to our next work session item which is Code Enforcement kickoff presentation Mr Mike [Applause] rhods okay thanks Commissioners good morning um I want to assure you from the outset that even though you won't see it in a slide I'm going to hopefully have you all teed up by October 1st to have a proactive code enforcement um operation that that deals with code enforcement issues holistically um and you have a performance oriented system of Code Enforcement with dashboards um all right Mike presentation done well done thank you very much well done um so I do want to take you through uh just very quickly uh the transition timeline key action items proposed organization and Bud budget um and outstanding factors and recommendations for next steps these are things that you all asked for uh when we presented this back in September at at the end of September of last year um and we want to update you on right now um I provided a Gant chart I like Gant charts they uh ensure a little bit of accountability uh and give you kind of a a picture of where we're where we're going um focus for now on the blue dot that's today we are into code development and code amendments that we we'll be talking about a little in a little bit um but the the upshot of the Gant chart is a timeline hopefully to get us through for implementation of the code enforcement setup by October 1st uh and the chart actually takes us through the end of July so it's not everything and obviously you got some big hurdles and steps ahead uh as it relates to the budget process that are are also part of this chart and what we'll talk about um the key action items I had obviously we talked at the first meeting about the importance of implementing International property maintenance code uh Kate and her team are already working on that we hope to have that uh back in front of you uh at the end of February uh or early March just depending upon how things go uh we also have code amendments that need to be made to chapter 95 and chapter 53 that deal with the process aspects of of Code Enforcement we hope to have those back in front of you in an April May time frame and ideally we can start recruiting for a division manager uh to see this whole process through and begin some of the other the other work that needs to be done as far as excuse me um firming up a budget setting up the the infrastructure for the staff uh setting up the the it platform is is um is an essential part of this we've got to get that that done um working on facilities where are we going to put these folks uh when they do Transition over and then you know facilitating the transition from the Sheriff's Office uh over to over to the BCC for the staff but again Our intention is to launch the new division by October 1st and have everything ready to go for you um we shared with you a proposed budget uh we're working with HR on firming up numbers for this but at the moment we think that we're a little over a million dollarss uh in total uh there are some staffing and budget dependencies obviously that uh relate to the number of net new positions um you could have no net new positions you could have two net new positions A lot's just going to depend upon the transition uh between the Sheriff's Office over to the BCC uh there are a number of positions now that are shown in the new organization that are already part of BCC Staffing uh and that includes most to the uh the admin support and in some respects uh possibly a couple of the officer positions uh the one thing I'd also like to call to your attention is on the contractual Services I am recommending that you bump your contractual Services up in order to more efficiently facilitate your abatements some of that is contingent upon your willingness to to move those abatements over to more of an administrative process rather than having to bring them before the BCC every time but in the event we can do that more efficiently uh I think there's also an opportunity to to address some of these things um in a way that's going to be of great benefit to to your residents um the proposed organization it's pretty straightforward we do uh I do recommend that the um the operation be established under development services uh there's just a a a relationship there that's that's always going to be always going to be essential um as we develop the new software platform remember that you all selected excel at the end of August to be the development services platform for for planning permitting and code enforcement uh code enforcement was an element of it um and I think having everybody on the same platform within the same department is going to be of great benefit um I am recommending four Code Enforcement Officers initially um and I know that that might bring some some questions uh to you to to talk about but I can tell you that um with some better budget and performance measures um if four is not enough you're going to know you're going to know soon enough uh and if four is too many you're also going to know um but we want to provide you with those those budget and performance measures as a as a part of this package going forward so that you can make well-informed decisions um if you do decide to make adjustments to the program after October 1st um outstanding factors within this uh within this transition again the interim uh software platform you have you have an existing platform now uh some of the code enforcement activi is actually tracked in there between permitting and and planning uh so adding in the additional um Property Maintenance activities and other things it's not going to be a big lift um but that that does need to occur in order to provide us again with some at least initial tracking and and um and performance measures and then obviously when the new system is set up and and again code enforcement is something that was anticipated uh but when the new system is set up we'll be able to transition from the old to the new without uh without too much headache and hopefully provide you again with the the dashboards the transparency the ability for residents to to you know get complaints in and get updates on cases as the cases moved through the process should be a lot easier particularly in the in the new setup um the code revisions and the timing timing and extent of those revisions are uh in in most respects in your hands uh there are a lot of things to talk about uh there are local amendments that will need to be made in order to to um account for The Unique um unique things about about seal County that you all want to preserve maintain um or do differently than um than neighboring cities and counties uh the ipmc is one of those things it's a it's a great vehicle for um for a lot of things but uh when it comes to deciding how you want it to be set up uh that's something that you all are going to have to discuss will certainly present recommendations and options for you um but you have some things that are unique now in what you do and we want to make sure that we account for those things as we as we make those code changes going forward um and I'm not assuming that you're all of One voice when it comes to that so again that timing is is going to be in large part uh up to you all um the staff transition from the sheriff's office I I I would tell you uh just publicly it's been great to work with them so far they've been uh very very helpful in in kind of talking through some of the details here we've had some good good meetings um just one small it's not a small example it's a significant example they've already um they've already committed to providing us with the vehicles that they they have they've re they recently purchased vehicles for code enforcement I think most of their vehicles are are U no more than two years old and the ability to get those vehicles and have those on day one is is absolutely essential because as you all know when you're uh if you're going out to purchase new fleet vehicles now the turnaround is is not that great uh so having vehicles available to us right away is is uh is is is just a great help um so next steps again we want to bring you these code amendments um over the next couple of months um budget planning and budgeting concurrent with your your existing budget cycle is something that um it goes without saying I me nothing happens without you all without you all going through that process and approving it um but once we get a a good sense of where that's headed we'd like to begin with um recruiting and that staff transition there are some things that we need to be able to do with the Sheriff's Office and with our own HR and and and working through the particulars of benefits and and you know PTO and all that all that good stuff so um those are things that we're looking at now but again assuming we get the green light to move forward with these things uh that's work that we will be conducting over the summer and into the into the fall again with an eye towards commencing code enforcement operations under the BCC effective October 1st so with that I will hand back to you sir thank you Mr rhs yes sir we'll start with commissioner Constantine and come down the dies for any questions or interactions thank you very much Mr RS thank you um I appreciate very much this because I don't think there's anything in my office that we get more phone calls on than code enforcement and as we've talked together many times the importance of the efficiency and effectiveness of knowing where to go to get answers and then knowing who is going to get out there and check on the concern with those complaints that come in and and are recognized when a person is willing to put their name out there which they're required to do so thank you very much the um in cons in considering all this I saw the million dollar million $9,000 is any of that going to be um you know something that we can look at that is coming from the Sheriff's Office to our you know to the General Revenue to pay for this since they've been doing this and we're talking about personnel and and car trucks Vehicles whatever what kind of what what kind of uh dollars may we see from there to coming into our budget and I I can answer that one I won't put you on the thank you g I've already uh thank you commissioner W and I knew that question was going to be coming up at some point I've already been in communication with the Sheriff's Office the sheriff and I have already talked about this we are going to work that out through the budget process so you all will get an update that you know probably May June about that so the idea would be whatever we have the board has given the sheriff for code enforcement operations would come back to the to the board and so that's what we are are working through but the sheriff immediately was whatever you need um Darren you know we'll we'll make that transition smooth and U get you what you need and and then he he offered those Vehicles up right away so they're being as Mike said they're being very good in this transition period we'll wait for the full answer during the budget session thank you commissioner lockart um thank you for all of your work it's it's I know this is your passion I don't know many people whose passion would be code enforcement but if we were going to find someone to find you I think was absolutely incredible so thank you for your willingness to work with us on this it's it's a big undertaking one of the things that and I and I love the timeline love the plan think there are some you know some tweaks along the way we'll probably figure out that we need to do but one of the things that has come to my attention multiple times over the last several years is having a process for and this is this is an example of why development services and so important that it be coordinated when you have a property in an area that is hard to get investment in to begin with and there's a Code Enforcement lean against that property and someone wants to come in and Revitalize that property buy the property rehabit even if there's a bunch of leans on it right now the way the process is set up it it's buyer beware you knew the leans were there and then they make the investment they do the work and and it it's sort of a catch it's a it's a hard thing how do you get people to invest to revitalize neighborhoods when there are leans on properties if if we don't have a process for them to remove the leans so I'm I'm hopeful that through this process and I know there's been some conversations that have been had about this but I'd love a a suggested format for how we can hold people accountable who need to be held accountable and still encourage investment in communities that may have an abundance of Code Enforcement violations in them and I understand that I think one of the things that the County's going to want to take a look at at some point is um entering into settlement agreements that are that are binding but don't have the the the timeline that's usually associated with having to come to a BCC meeting every single time and right now that's kind of the way you've got it set up um you know I'm not sure what kind of legal Authority you have for the county manager the County Attorney to to settle but I think those are are things and and things we're taking a look at to give you an opportunity to more timely work through some of these issues and facilitate that reinvestment and and correction of the code violations and you can structure those agreements with you know with benchmarks that that I think get you get you where you want to go um it's and again it's one of those one of those aspects perhaps of chapter 53 that as you all as you all think about it um maybe if there's a willingness to take your hands off the wheel a little bit invest some uh some uh Authority with your staff to to try to get things done more quickly um it might be in your interest to do that I heard that message loud and clear thank you I think that's very important that you said that because we we need to be aware of that thank you commissioner thank you Mr chairman Mike well done as always I think you present very well and you given a lot of thought and a lot of effort into this so thank you for that uh we don't know yet who's going to be transferring over correct that's correct okay so we'll know that at some date and time per your your chart yes sir okay and and I appreciate getting the 25 26 uh estimated budget but also be nice to see if there's an anticipated budget for 2627 because there's going to be some different costs between those that's all just so that we're fully prepared yes sir that's all I have Mr thank you great presentation I think the piece of this that is difficult to understand from the material provided is the from and to and so in every category I think what we need to see is for example you're proposing for officers what do we have now I'd like to know what we're moving from and two regardless of whether people are moving that's a whole separate we need to know that as well and from a budget perspective just like commissioner Constantine asked we're proposing a million dollars but we're spending something now and what is transfer transitioning back we need to see all of that in that format uh same with the Amendments that are kind of come back to us um because I think we need to definitely understand what it is we have now what you're recommending and why and we need to be able to go through each one with a tick mark Or we are going to talk about this for four years just in my by my observation and then the last piece that I I simply don't understand I'm sure there's really good reason for is that we're going to transition this into our old software make adjustments to that and then transition it into the new software and I'd like to know if we can't reorder the operation of the new software installation to say push this to the front of that chain so we're not doing this twice I I can answer I can answer that one right out out of the gate the the contract with your vendor provides a single go live date so the the the contract is it set up currently um has you getting everybody developed and there's a timeline for development of all the different the different modules the different aspects of the software the code enforcement design begins in in March uh so it's it's pretty well laid out over the over the over all the requirements uh but it does call for a single go live date I know that there are some efficiencies for for the county and for the vendor in that regard um you know when it comes to support and training and and a lot of other a lot of other aspects of the of that particular software implementation I will tell you what I what I see at least in in your existing software is adequate for a period of time and it will not require I don't believe a big lift in order to make it functional for us um functional doesn't get us everything we want but I can tell you right now there is the the system the sheriff's office has really doesn't translate into anything that that we do here at at the BCC uh and and there really is isn't another option other than to go back to paper and and Excel spreadsheets and I know that that's not going to be anything we want to do so it's not ideal for for sure but I do think that it's um that it's something that can be done without a whole lot of of effort and and very minimal if any expense um and maybe just quickly to your point on the um on the from and two part particularly as it relates to the positions one of the things that I I think you all know is that in your um I think in your in chapter 53 and certainly in your admin code you define 21 positions remember that have code enforcement responsibilities and for a lot of those positions most of those positions code enforcement responsibility is a is a percentage and and a relatively small percentage I would say of of everything they do um and so putting all those pieces together we can we can take a stab at it uh for sure but what I would what I would also tell you is that you know October 1st 100% of all this staff's time is going to be dedicated to code enforcement and so when it comes to knowing who to call um or who to go to it's going to be it's going to be one organization one division manager um and and you won't have to wonder who's responsible anymore Wonder that's worth a cheer yes well wonderful I'm good with fractions Okay so so if it's a0 five of a FTE that's sitting at the Sheriff's Office and we're going to leave the human there so clearly we can't take part of the human then it's a 0. five up in that Staffing and we're going up a one so that's understand I'm good with fractions okay I understand yes ma'am good yep um much of what already has been said I I concur with and I I do believe in bringing efficiencies to commissioner Lockhart's point of of these 15 years worth of penalties and fines and all the things that with these efficiencies we can move through through this much more uh efficient to get those on the market in those type scenarios much quicker so uh I'm looking forward to that I I would like to spend some time at and really dig into I've just done my own calculation just cursory I don't think a million dollars is the real cost I think it's more than that um and to the point of coming over from the sheriff's department on how that's going to transition from a cost perspective I know we're working with the sheriff I know we're having those dialogues I know he's he's a a willing partner to to make all this happen but we need to look at that real close from FTE and the true cost I mean arguably we paid for the cars that are coming back to us anyway uh as part of the budget to the sheriff absolutely uh as we should have so I I think we really got to dig down but I think that number is well nor north of 1 million to get started but I I'd like to dig into that and understand where our people are coming from with that real number and vetting that out I also suspect initially the costs are going to ramp up and then maybe flatten out the second third and fourth year as things sort of settle in and everybody's in a Groove finally uh I think commissioner her's point with uh the Staffing I'm curious to know and I don't need to know right now uh you got five districts you're going to have four Code Enforcement Officers arguably you've got my district which is a lot of open space or a lot of distances um and you've got other districts that are very populated and condensed districts so I wonder I'd like to see an expectation of what it looks like in your mind or or what typically would happen in the more urban areas versus the more rural areas on contact or in the proactive uh daily workings of of that code enforcement officer and who's going to overlap does that mean one officer is going to be and commissioner glor's in my district or they're going to overlap throughout the whole County I'd like to understand that just a little bit better okay but don't need no answers right now gotcha anything else great work uh I think we're all glad to see this moving forward our citizens will be happier I I suspect as we able to give them better answers and and more efficient answers um instead of trying to find out which department is in charge of what and how to get it through and be done with that so thank you very much if there's anyone here for that hearing that matter has been withdrawn from by the applicant so there will not be a hearing on that matter on the terasina rezoning uh application so with that said we report n and 34 none none in my office either okay we will move forward with uh item number 34 code ordinance amended to chapter 520 traffic this will be Maya thonis that will be presenting Maya or Maya I'm sorry please proceed uh good afternoon Maya aenna senior planner for the planning Development Division this item is a request to consider an ordinance amending article 7 of chapter 250 traffic of the seminal county code amending sections 25075 truck parking and residentially zoned districts to be consistent with the Land Development code section 30.9 point4 truck parking and residential Zone districts on January 9th 2024 seal County adopted ordinance 202 24-2 repealing and replacing Chapter 30 of the Land Development code ordinance 2 uh 2024-25 9 section 30.9 point4 truck parking and residential Zone districts to increase the gross vehicle weight of trucks parked in residentially zoned areas from 2 tons to 14,000 lb and to exclude personal pickup trucks and recreational vehicles from weight and classification limitations this change aligned the County's regulations with modern personal truck types and sizes this amendment of the code of ordinances is necessary to be consistent with the previously adopted amendment to section 30.9 point4 of the Land Development code adoption of this ordinance will ensure a consistent regulatory scheme for truck parking and residential districts and with that staff requests the board adopt the ordinance amending article 7 of chapter 250 of the county code of ordinances amending section 25075 truck parking and residentially zon districts and staff is available for any questions thank you very much we'll start at the far end commissioner Constantine okay this is not against your big trucks commissioner but but go ahead but you are focusing on him but I am not focusing on him but we are talking about from this little thing that I've requested earlier uh from Mr Gomez we're talking about class three and below is that correct that's correct it would be classes 1 through three where are we today um so these regulations are already in effect they were adopted in the Land Development code so this is really just a cleanup item to be consistent with the regulations today okay so you can park uh anything on the class three in your I I just want we just went over the code enforcement so earlier today and Mike gave us a great you know information so I want to make sure since this is this is one of the things in Code Enforcement that everybody questions or complains about sometimes so I just want to make sure we all know where what we're going for so a small FedEx truck could be parked in the driveway um if you don't mind let me uh okay I want to make sure that we know exactly what we're going for yeah so typically like a UPS truck is rated for 16,000 lb so that would be above the class three uh you know a smaller vehicle it depends on on what that uh gbd WRR classification is on that and one of the recommendations that U you know a clarification that we'd be comfortable with is making sure that we uh indicate that it's GVWR the Grace uh gross vehicle weight um to add that in there so that there is no question about that and and and Mr chairman I'm just I I just want to be clear so this is not trying to you know this is not being objectionable this is just trying to make sure that we all know what we're voting for so I'm looking here at a w3500 recer is 2,000 so a record could be parked in the driveway so long as it's uh and I don't know which one specifically you're looking at but so long as it's 14,000 or less this is 12,000 it's a GMC w3500 recer So based on the regulations yes that truck would could be if it's that's the rating for it could be parked in a residential district okay I just want everybody to understand that go may I try to help on that okay yes only because big truck that's the knowledge in this the ordinance needs to State gross vehicle weight rating as published by the OEM manufacturer and there's a number of reasons for that and the answer is yes there are FedEx trucks that have a GVWR less than 14,000 lb they're not the big delivery trucks you see but they're like the Box smaller box trucks they have like four classifications one's like a local uh delivery and the other's another bigger size local delivery um it would not be like a big box truck by example that furniture companies use to deliver most of those are 16,000 and above but there are delivery services uh such as Amazon and others that have gvws or gross weight vehicle weight less than 14 or more than 14,000 and less than 14,000 so if the goal is to keep tractor trailer tractors which is the tractor that pulls the trailer without the trailer or bigger box trucks and those kinds of things uh then it should say GVWR so by example the w200 tow truck you're referring to probably has a GVWR of maybe around 16 17,000 lb and I appreciate that it's just from what I received understood 12,000 lb understood which would be under and that's why I think it's best if we leave it as gross vehicle weight only by example a Peterbuilt tractor that pulls a trailer has a gross vehicle weight of 12,000 lb I don't think we want tractors commercial tractors parked in residential areas that's what I'm concerned about so GVWR as published by the OEM manufacturer which is easy to point to it's on the build sheet inside the front door of every vehicle that's manufactured you can open it up you can look at it they can take a picture of it the GVWR is dictated by the manufacturer and and Mr chairman since we started at my end I'm sorry but I just want to make sure we're not opening a can of worms correct you know when we're talking about you know code enforcement again we all know that's probably the the big biggest single question calls we get and that in roads but I just want to make sure that everybody understands you know what we're actually agreeing to and I appreciate Mr Gomez trying to clarify it but in many ways you know doing it just at the 14,000 because we all want to be consistent kind of concerned because there's different vehicles and it's more like what vehicle it is a trailer that or a recer I'm sure that I would get a phone call from if it was in the springs parking sure you know their their driveway I would get a phone call just to use an example I just want to make sure that we know what we're voting for to be consistent sure so that's why I I suggest we add GVWR as published by the manufacturer which is the rating of the vehicle of its passengers its cargo and its Fuel and the actual weight of vehicle combined total weight other words you weigh the truck with no passengers or anything in the back of the truck it might only weigh 8,000 lb which means you can put 16 or 6,000 more pound of cargo or people in it and I just want everybody to you know talk about it I so we're all consistent in where we're thinking understood okay okay we'll come down here to commissioner her then we'll go back the other way well I just have a question related to the conversation so what are you looking at I was going to and none of us are pry to I just received this this morning cool and it was based on a question that I had and I did not know that anybody else didn't get it and maybe that's because you know Mr Gomez some of us have been running around like crazy people do filming and I'll pass with a flooded this is and then the pictures and I just showed it commissioner lockart so so what I'm trying to distinguish is Peter Built 12,000 to this document there's discrepancies so is what you're referring to on the inside of the door well there discrepancy is in the way the ordinance is currently drafted that so can I finish yeah thank you I think whatever tow truck commissioner Constantine referred to was 12,000 which is under 14,000 it's right in there and you're indicating that it would not fall into that category if we used your measurement of weight so that's why I'm trying to reconcile the difference no what I was what I said was a w200 wrecker could have a GVWR greater than 14,000 oh but it doesn't always so we can park tow trucks in driveways correct your reference to calls from the Springs just use that as an example okay so I just want it on the record that homeowners associations have separate governing rules and you should call call them and they should make rules that might be different than this for those of us that live in those communities all right commissioner lockart so not to be the wet blanket but I think that we already decided what we wanted the the limits to be in the in the comprehensive plan right when we made those changes and so this is just codifying it in the other Associated document and we want to make sure that they're consistent is that right that's correct and and by adding the gbwr we would have a little bit of an inconsistency with the land devel Cod but at the same time we can bring the Land Development code back to make that consistent in the future I guess I would ask is it staff's recommendation that we add that here and go back and amend the other or what does staff recommend that we do at this time we would recommend if the motion is made to add that land language for the gbwr as uh from the OEM from the manufacturer CU that is a a definable uh weight that we can refer to that there won't be these arguments back and forth and then we'll bring back the Land Development code with that additional language inserted in there when we come back with the Amendments so we were out of whack we're going to fix it to be still out of whack but then we're going to make we're going to fix it again and we'll be in in septico less out of whack and then we'll get it just note to Jose I'm sorry if I could interject yes this is in the enforcement arm of your code of ordinances regulations so the fact that we're adding a defining term makes it this is what how they will determine whether or not to enforce and how to enforce so as soon as this is made we can start enforcing it we don't have to go back and fix the land fix the Land Development code because they're basically the same this is just giving us ction on how to enforce and and the what we look at when we're going to enforce it understood and then if we want to come back and have another head spinning conversation about vehicles at a later date to during another episode of comprehensive plan amendments we could do that you can do as you please you could give yourself all together not you as a single but all of you together okay as the majority pleases sounds good commissioner Tori Mr chairman I have no problem with the 12,000 uh but the only clarification okay so we we mentioned 12 cuz that's the reason I was talking about 14 because 14 goes up to class three in correct I just wanted to make sure we're clear because one of us was mening mentioning 12,000 correct and I just want to make sure that we're going to do a full all of class three which is up to 14 correct that's all commissioner her I'm ready to make the motion okay well I would just say if you go back and listen to the the tape on the Land Development code I was pretty persistent on GVWR and some other things but I was on the short end of that stick but I I think we're going to run into an Enforcement issue um I think this gives a consistency with not only Florida statute it gives consistency with the agency it gives the ability for enforcement to point to the manufacturer's decal on the actual vehicle to prove to the owner the manufacturer of this vehicle says X you can say whatever you want the trouble with that is there's Florida Statutes that dictates if it's not used for commercial use if I have a vehicle That's rated at 30,000 GVWR I can come in and say well it's not commercial I'm going to use it for personal and I want it licensed and Tagg and registered under 10,000 GVWR so this takes all those arguments away in my mind so if we have ready for a motion commissioner her uh move that we adopt the ordinance amending article 7 parking regulations of chapter 250 traffic of the seminal county code amending section 25.75 truck parking and residentially Zone districts to be consistent with the Land Development code 3.9.4 truck parking in residential Zone districts I'll second that with an amendment if the if the motion or will agree to add GVWR as indicated by the original equipment manufacturer of the vehicle agreed any withdrawn so there will be no hearing on that matter all right next up is the county attorney's report Miss Lor just wanted to quickly follow up on an action I asked for your permission to undertake last time to uh participate in a tax deed sale for purposes of acquiring a property for the Midway project we successfully bid on that property um we we were in a back and forth bidding war but we were successful we got the property for market value which is right around $40,000 but fret not all that extra money because of our lean gets paid to the county anyway so the actual out of pocket was just to pay off the the pass du taxes which is also County money so um just one more piece of the puzzle to get that Midway project moving has been accomplished great great news any questions on that anything else that's it all right we will move to County manager's report thank you Mr chairman and commissioner just one item you have noticed on this past Monday that I sent an email to all of you giving you um a follow-up report of the last board meeting um it's a new I say new year new me in a sense that I want to uh I was thinking okay for this year uh see how this will go over the next couple months see if it it's helpful for us to ensure that we're all on the same page and I'm following up with all the items that you are asking us to and that we're all on a consensus that we're all we're all good at that I haven't missed anything um my goal is by Friday of this week so the Friday uh following the the board meeting that I will send you a followup from the board meeting just to make sure i' I've covered everything um you will notice on there that there are some things that we can answer right away but there's other things that we will need you know more time and U my office is keeping track of that so we'll be following up with each of you so uh it's a new technique I thought just to ensure that um we're all singing off the same sheet of paper that's a good idea that's great and and please make sure we share any of the outcomes or investigation that we've sent you on with all the Commissioners we'll do good any questions the County Manager on those issues seeing none we will move to um District reports however before we do that I am going to ask the board pursuant to section 2.60 of the board policies I'd like a motion to reconsider item number 20 of the January 14th 2024 board meeting the panther street right right of way vacation this item would then come back before the board once the item has been properly noticed and that is in the form motion I would seconded it but I voted for it first time so against it any it was a unanimous vote um to deny so any commissioner can make the motion to reconsider oh was it unanimous yeah my notes said it was 2011 class in person uh Hannah Jen Jenine and Terry Thompson did a great job of teaching it I'm actually rather proficient at Excel and learn about six new time-saving trips just by sitting there for an hour so I would highly recommend it small class individualized attention it's all the things that you want when you pay a lot of money for training and we offer it right here at the county to all of our employees for free so it is a career development opportunity I don't know what they're offering next they did tell me I didn't write it down so I clearly am not that good of a student but keep an eye out for their information the next item is one for uh consideration I in in watching what's happening the the just horrible situation that's H happening in California and the pressure on the local entities after the fact of a tragedy of that size to figure out how to permit in an expedited methodology I would like for us to either evaluate what we already have around expedited permitting in case of an emergency to be defined or bring back what we think we should be doing before we need it so you know entire subdivision that ends up in trouble because of flooding I mean they but for the grace of God so let's do it before we're under the pressure to do it and so I would just offer that as a thought to be proactive i i would support review of that process um we already do and have done tolling and Expedition maybe we need to look and see if that's really all the tools we have or whatever it could be so I'm happy to see that through and then my I've heard through community that there is a nonprofit syposium in the planning I'm suspecting you're going to talk about that amen okay that's it okay next up is district one commissioner delari thank you Mr chairman uh the value adjustment board which I'm the chair of has a Citizens by name is Sean Bart uh need to reappoint uh him for another term there's no objections or do we want to bring back other what was it Sean's Sean bar Sean bar okay got it his reappointment uh is his appointment is up we have to reappoint either we can look at other applications if there's no objections I would have no problem reappointing him Constantine District 3 thank you very much just a couple of things uh first of all the Florida Association of counties is having their Tech Summit starting tomorrow uh through Friday um and also the SEO County Arts U council is going to have their Taste of the Arts Gala on February 1 in Castleberry also um there is the um uh the Greek Orthodox Cathedral is having a um table extraordinaire fundraiser um and uh also there is going to be a um uh Central Florida hotel lodging state of the tourism and Hospitality which I know that we participate in that's going on February 6th I uh I I think so many people have wished commissioner lockart birthday I will not um already have so there goes that special day I want my chocolate back commission is re is there a reason why I already did that's but um we also I just wanted everybody no February 2nd is Groundhog Day February 6 to tell us February 6th is Ronald Reagan day and February 9th I think that I know that commissioner her being from the Philadelphia area is going to be rooting for the Eagles but uh you know we're going to have a great Super Bowl on the ninth so um hope you all have a wonderful wonderful time until I see you all again a little Eagle Tattoo right here say that again say it again say the word e I want to hear the tattoo part my my mother being from that part of the country as well as commissioner her just did they call Eagles yeah they don't say Eagles Eagles well you see the mayor couldn't spell it so there's that's it very good commissioner lockart district four oh my so um the central Florida Scottish Highland Games went off beautifully last uh weekend two weekends ago whenever was um was another great event I think there are continued opportunities for the county and the city to collaborate and making sure that that event continues to be hosted here in suol County I know the county manager is working with our team to try and figure out what the economic impact is of that event in our County each year um one thing that I will put on the record this year that I did not put on the record last year but since they've done it now two years in a row I feel that they deserve a public flogging um the Hilton which is The Host Hotel in Altamont Springs for the games and the sponsor dinner on Friday night um has now two years in a row run out of Guinness and I just don't know how any any entity in the hospitality field can know they have the Scottish Highland Games coming and run out of Guinness that just seems like we can do better so and you can't use tariffs as an excuse yet that's my shout out to the Hilton do better um we have to have our priorities that's right they didn't run out of whiskey they ran out against us um that sounds like an attendee problem right maybe 100% that sounds like a prioritization um the seminal County Public Schools and seminal State College host annually a joint work session which was held last uh week as well and one of the topics that I brought up was the opportunity for microtransit for our students both seminal County Public School students who are duy enrolled to get to campus and um and so there was a lot of interest in that so I told them to please be on the lookout for um folks from our team reaching out to both of them to see in this process how we can um coordinate and communicate what would be best for them they were very excited um along the lines of Transportation the central Florida commuter rail commission met last week and I am the new chair representing seol County on the central Florida commuter rail commission congrats congratulations thank you it was just it was my turn you know we it's a rotation thing so it was seminal County's turn um one of the things that I would love to be able to do uh along with I believe it was the city of Orlando that has already committed to a contribution toward the PDN study of the sunshine Corridor is that that is one of the things that we need to accomplish this year is having all of the um all of the partners that are involved in the corridor contribute in some fashion toward that PDN to match the $2 million that fdot is putting up so it doesn't there is no specified number there there's a suggested contribution uh from dot of what that might be per entity right now only Orlando has made public their contribution so I would it would be good for us as seol County since we have expressed support to go ahead and get that done I don't know if that means we have to agenda Mr chair what would the recommendation of the chair of s recommend $500,000 from seal County to be contributed toward the PDN Mr chairman I think it be approve appropriate either we agendize it or if we can approve it now we should be able to do it but I think since the chairman of SunRail is recommending it to us we should follow her lead so question sure last time I interacted with that entire group was my understanding Orange County was going to be the applicant and through ft looking for those Grant funds to come in to do that is that no longer the case so in order for the application to even be considered favorably every one of the partners needs to have to show some we'll call it skin in the game right and so the who the applicant is doesn't change the need for all of us to participate okay cuz last time we we went visited this we were asked to consider a resolution to support what they were doing which we did right um in my interaction with Orange County and the mayor of Orlando was that was all being handled from a funding through the ask to the ft and the applicant on on behalf of the our local uh private partner was going to be Orange County because they needed a a government entity to be the actual acting applicant so that's all different now or something's changed and I or they've discovered maybe new stuff I don't know yeah I think I wish bres was here because he would be able to just so succinctly explain it all and that's I'm I'm I'm phoning a friend um there have been some there have been some um after a field trip to Atlanta where they met with the feds representatives from each of the entities went and had conversations they found what would be the best route to move forward and I do not believe that Orange County is the applicant now unless I have unless I have completely misunderstood uh my briefings with the Secretary of Transportation um the the last time I believe we met with secretary Tyler uh was Tim JX and Christian Swenson and okay John slot are you are you nodding your head yes am I okay would you be willing to pointing at each other look at them back there John's the newest you're in the bucket I certainly don't want to give misinformation but my sense is that we have we do have a couple of hurdles that we need to work on but the most important and immediate need for us to move forward is that everybody be in some participating fashion yes ma'am so uh John slot Public Works director for the record um so as commissioner lockart has articulated uh the the requestor of the PDN study would be fdot and they have requested that each of the funding Partners show some financial support in addition to their $2 million as well as some of the private sector to come in as well yes so with that said has Universal still maintain their commitment to donate property and assist building or pretty much building the the station as I understanded uh chairman yes they have and um to to the point of the land as well as the transfer center that would be their um right tie drive so Orange County is no long the applicant the FD yeah so so the um from the uh Federal Transit Administration perspective the applicant of the P PDN would be the uh Florida Department of Transportation okay all right so bres has become my new best friend and he just walked up behind you yeah and and I will also say um bres did a wonderful job Pres presenting an item before the commuter rail commission um last week that allowed us to hire an attorney so we're we're getting to be a re live organization with with contracts and um the attorney apparently was one of the most important things we could do besides getting a bank account so bank account and then attorney in the order of priority so thank you can you add anything and help clarify where we are with this I'm sorry I missed the front beginning portion of it I'm pretty sure bres was in the middle of an interview for an intern so I just yanked him away from that but the other attorneys are stepping in so you might just need to let him know what your question was so I posed to the board that we are looking for contributions from the local government funding Partners to match fdot's $2 million for the pd&e study and commissioner delari asked well how much do you think and I said 500,000 would be the the number that's been suggested the recommended contribution and then commissioner um zauer questioned the process and where Orange County was in terms of being the applicant and where all of that stands and I tried to answer and I wanted to make sure I answered correctly sure so for the record bries Patel senior assistant County attorney um the estimated amount that we've been told for the PDN study from fdot has is um roughly 6 million um I believe there's been a commitment by by dot to fund 2 million of that um there may be one or two jurisdictions that have also committed to fund um about 500,000 each I believe those jurisdictions are Orange County and city of Orlando um I don't know if there's anything in writing as far as that goes I know there's been discussions about it um and so there's also been discussions about um funding being given from the private sector as well in the amount of 500 ,000 so it's been suggested there's nothing been in writing to say this is absolutely the amount we need to give but the 500,000 seems to be the number that's been discussed okay Mr chairman Mr her had her hand out I did uh so you answered one of the questions and it sounds like the other organizations are coming in at 500,000 PR plus the private sector coming in at 500,000 I'm guessing all of that adds up to 6 million somewhere along the way it should if everyone contributes if everybody's in the game okay um the next thing that I would like to say is to the intern that you left to come down here is that we it's a candidate okay candidate there are no guarantees of offers but we would love to have you at the county we are so sorry to pull your interviewer away from you um but this is the real the real life and then the last thing that I would ask is is this something that we can move now I mean I I would defer to commissioner Lockard or Beres um are they asking for us to make this commitment now well that's not my question my question is legally can this board make this vote oh yes yes you may I'm sorry was yours a motion mine was a motion but I have a question as well to the now we're in official discussion I have a chair I have a question for the chairman of sunre so I fully support this obviously since I've helped make the motion I think it's important not only important but per imperative that we do this the question that I have is time uh I don't want us to move forward with a PD and and this take two three years because PDN can go on for a long period of time right we've already done one PD PD uh number of years ago so this is more like an in-depth refresh which I get I think the dollar figure is very reasonable my question is that as we move forward and I know you will do this but you know keep it moving so that that it doesn't go beyond a year and a half to twoyear period if we can do it quicker I'd love that sure I agree completely I I think one of the things that we have all talked about and and secretary Tyler um verbalized his goals for this next year the things that he would like to help us accomplish um the PDN for the sunshine Corridor is is something that we need to keep moving separate and apart from how things are moving forward with the transition of SunRail they're they're kind of working concurrently on different tracks but we need to keep both of them moving and I do think that with um this next year with having so many staff engaged from each of the entities now um I think there's a there's a CFO working group there's an attorney working group that had not been in existence before I think having everybody having a seat around the table from each of the groups is going to help make sure that things stay on track um so I'm encouraged I I hesitate as we all do to put time frames on anything because these are there's some sensitive areas that this PDN that this study is going to be you know looking at looking at and and you know you just never know what might happen you can't predict but it is certainly the in the verbalized intention of the commuter rail commission to get this moving forward quickly commissioner lanard if I may yes um I think it'll also depend on the total amount of funding that's ultimately contributed by everyone because if it's not the full uh PDN study that's been envisioned with the use of the $6 million then there might be discussions about a tailored version of that and which may it done quicker than whatever the time frame for a full study is very good point all right that was going to be my question i' I'd like to know what are all the partners engaged and willing to put up their quote 500,000 and has there been any discussion about similar to SunRail some prop share number based on some calculation whether it's you know benefit uh to each or you know track miles or any of the other things have been contemplated um I'd like to know that if there's been any there Comm costin had his hand up first commiss delari my my question or concern was similar um because we know that from what we're talking about right now and I just was taking it from yourself and also from commissioner cart that Orange County and Orlando have committed um do has committed 2 million so that's 3 million you said private sector would another half million that's been discussed yes okay so that's is not so take that off the table we don't know that's been discussed so it's 3 million so Le 3 million there's only three Partners left us Oola and Valia well there's two I guess Partners from the private side there's um Universal and there's also the uh CDD okay so that would assuming that each of them contribute half a million then that there would be another million okay so that's two million left and then if the three and and and the private sector could be then we get the Six Million okay I just wanted to make sure where the numbers were all coming from um the so this is a so the motion just to make sure because I'm fully on board regionalism support working together but the motion is is that um you know that we would contribute the half a million if everybody contributed or just that we're committing and then I'm not committing everyone I'm just committing R 500,000 I if everyone Comm saying I I just want to be clear on the motion thank you and then the other question that I have is just that for clarity standpoint because there's a p this is a PDN there there going to be a lot of questions answered and one of those questions I'm sure there'll be answered is prop share and who and how the riers ship is going to be handled what that envelope of the corridor is going to be so there a lot of questions we have right now that they're great questions but you're not going to get them answered because the PD has not been followed through yet all those questions will be addressed and answered through that PD and so that's why I think even though it may not have all our answers at this point we will be getting them in time and that's why I'm willing to do this to figure out what those answers to those questions are I think to answer your question about whether the other entities have you know are they committed I'm learning that every uh every governmental entity kind of has their own way of operating and and some of them talk about things very openly and freely and and they've got someone driving a driving force on their board that moves moves things forward and others are a little more passive and they they wait to bring things up at a later time and so I not saying that one uh method is better than another but they def each of the entities certainly have their own respective ways that they operate and make decisions and I frankly I just figured at this point seminal County needs to step up so that we are a part of the contributed column and maybe through positive peer pressure it will move others um we just it will yeah and and I would love to be able to answer the prop share questions and all of that but I think all of that will will have to be determined um as we go okay um I want to make sure I heard so 500,000 coming from who in the private sector it's been discussed from Universal and the CDD now what hasn't explicitly been discussed at as far as conversations that I've been part of is whether it's 500,000 each or it's 500,000 between the two sure so so I'm willing to support the motion my concern is last conversation I had with the universal folks were their prop share of this whole thing was going to be they were putting up the commercial property they were going to build the station and now what I'm hearing is they're going to put up another half a million dollars in cash so I'd like to flush that out if if if we can get updates on that somehow and understand absolutely uh I think what I'm hearing is somebody's hit the the the the regroup button and we're starting over from a different perspective no no no no I'm sorry if that's the message you heard that was not the message I intended um at all no the um we are finding the most logical path given the circumstances and the um the requirements for being eligible for those federal funds and navigating that got us to this place there's no there's not been a reset button it's just as we learn more um we you know there's some tacking that's been done and will probably continue to be done frankly I think to say that we know today exactly what this is going to look like when it's completed I'd be lying to you if night no no so the request is has been made that we reach out to our legislators on this special session because the proposed language in the immigration law here in the State of Florida has been for the Commissioner of Agriculture to oversee that rather than the governor or the governor's office so I bring that to your attention uh the the questions have been asked the Commissioner of Agriculture doesn't even have the authority um to do these kinds of things so they've asked the governor's office is asking uh if you have a belief or feeling that the governor's office should be the entity handling it under the um um Florida uh rules and under the Florida Constitution that you reach out to the legislators and urge them to consider that in a special session if not you can tell them the otherwise next up did you have a question commissioner no I think if you want to do that on individual basis that's your business no I'm just I'm just putting it out there so you all are aware of it if you were on the call you would have you would have known what how did we get invited to this call I'm not familiar I have no idea well how did you get invited to the call I sent a phone message saying hey teleconference on this date this time commissioner I I did get a phone message from the Republican party inviting me to be on there too I did not go on it um I I will tell you that you know as a former legislator and I think that there is a lot of good reasons quite frankly why the Department of Agriculture and community of and and and consumer affairs would be the right entity to deal with immigration so just just a thought okay just put it out there for everybody's knowledge well I I would also just say I believe the commissioner on agriculture currently has Law Enforcement capabilities and he has Law Enforcement under him currently so I don't know what's happening specifically with with the existing food fight but um not our it's not our food fight agreed okay I'll bring another one up it's not y'all's food fight which is uh the Symposium homeless that's been that I've been ask about so I've not quote put a suppos together I've been asked by Father John blitt to meet with Charities and have discussions on what works best for each charity to contribute to this community in the way of homelessness that's based on discussions of him in my office I think he visited probably everybody's office in two three weeks ago uh I agree that I'd be happy to sit down and talk to the Charities not only on homeless but what charities are doing as a whole within our community this is not on behalf of the board this is behalf of my office don't only gain knowledge but have discussion as to what each charity thinks they can bring to the table so I have a full understanding what they're doing what their wheelhouse is and there they're multiple people trying to do the same thing so I have a full understanding of who's doing what any questions happy to answer them no I I would just say Mr chairman I think all of us would have the ability to do that if we chose to do it right um as as a part of the county um I have talked and I think others have suggested also that we have some sort of Symposium uh on the synergism that the various uh Community activists and Charities could could do um how many marketing directors each need it what whatever the case may be that I think is separate from what you're suggesting and you know if you if that's something that you want to do that's fine cuz I think that any one of us could request that we sit down with Charities and say hey guys how can we all work together right absolutely she you know she put just come on down the DI looks like commissioner lockart had her hand well so when you say you're doing it on behalf of your office you mean as an individual commissioner correct okay all right if my memory strikes me right I believe that the county it may have been in 2012 or 2014 we partnered with leadership Su and all and we did a year study or year and a half study I don't remember the time frame we spent quite a bit of money and we talked about the homeless and we talked about how to best serve the homeless and there was all these agencies as well as organizations we may want to either refresh that or update it or dust it off and look at it but it was around the 2012 time frame I think it was don't hold me to that year 15 what it was 15 okay I wasn't too far off that sorry cool but I wasn't on leadership uh SAR at that time but I do know that the county did pay for it sure and I do know that the county put a lot of effort into it we may want to brush that off and revisit it well I suspect a lot ofs have changed some of them probably gone away some of probably new ones some of maybe joined forces who knows um I intend to try to figure all that out commissioner herd you had something uh the way you represented and the way it's being represented in the community are two different things the way it was heard at Mayors and managers is different from the way you represented it so I appreciate that you clarified it but with the way it's being portrayed out there I did speak to Father blue I think I was the last in the food chain um because it was very recently was that you are hosting the not hosting but you are chairing on behalf of the County Commission a symposium and of course you can imagine I was surprised to hear that that's why I brought it up so the clarification is important and I think how we represent out in the community in terms of when it's individually versus in the role that you sit in for this board is is an important distinction so uh there's been lots of chatter post the mayor's and managers discussion and lots of phone calls into my office about what what are you doing and he said I have no idea sure well I I have no control what somebody might say uh and what they interpret I try to make myself as clear as possible um maybe I'll get them to all sign some kind of agreement that is this person in District 2 doing that maybe that will be helpful I understand a concern but I I can't control the narrative beyond that um finally when it comes to the situation um with the leadership seminal I appreciate the fact you're going to attend because I'm unable to attend as the appointee because I didn't get notice from them and there was going to be a whole day seminar until 10 days before which my schedule doesn't fit into so anything you can gleam for that and bring back and share we'd sincerely appreciate chairman as as the former board representative on that I was getting those notices so it's planned months in advance but part of that is because the way we transition I've had meetings I couldn't make either in the transition do uh the county has a table so if any I know we've reached out my office reached out to each of your offices if you were interested and I know some of you cannot and I know this is my team part of my team behind me I'll will let them introduce themselves but we are with an organization called one more child and we are an anti-trafficking Team Mobile team and we cover seminal and Bard County uh January is anti-trafficking month so we have been working really hard tiredly in red sand events throughout the counties and also just bringing awareness to the communities um our team uh covers like I said s on bardi Bard counties we have about 41 open cases uh we cover from zero age zero all the way up to 26 and we provide wraparound services for our clients uh we get referrals through DCF and all different other Community Partners and another thing that we do as well is we work with the community in training and I'll let Angelica our Advocate explain that but human trafficking is a critical issue and over the hotline call the national hotline call in 2023 alone there was 2100 human trafficking cases reported and 1,600 of those involve children which is our most pop pop uh vulnerable population and so I just wanted to bring this issue to your attention and let you know that we are always looking to get into our schools uh public or um you know faith-based organizations colleges to do trainings and just spread awareness in any way that we can so I'm going to turn it over to Angelica hello I'm Angelica I live in um 1010 heart Branch Drive Vito Florida um but like you said I am the advocate on the team so we do provide case management so we give resources to clients um a lot of these clients are homeless um so we do provide help with that as well um we are very big on community outreach and awareness um so we have been having a little push back with getting into seminal County Schools um a lot of them don't respond to emails um so if you guys have any contacts that would be very helpful for us um we're just looking to spread awareness a lot of these things are happening through social media um it's not you know kidnapping your children and trafficking them it's people's boyfriends people's girlfriends that are trafficking them even in foster homes um adoptive parents we have cases like that as well so we're really just trying to spread Awareness on that um and especially in high schools as well there's a lot of issues that are coming up um most of our clients are minors under 18 a lot of 16 year olds 13 year olds um so if you guys have any Partners you know SEO County Schools I would love to hear who we can contact to just spread more Awareness on it um but yeah thank you so much and we have our Mentor here miss Yolanda as well she's the one that directly works with our clients but I'll let her introduce herself hi my name is Yolanda James and I reside at 841 son Ro in Melbourne Florida I am the peer mentor for the team and basically my position is once we um are able able to get in contact with the survivors I go to their homes and I teach them life skills pray um also travel around with them if they have to go to different events and just uplifting them back into the community so that's what we do thank you a question didn't the sheriff's office just have an initiative with your organization at it like a week ago we had speakers from our organization there sharing their testimonies yeah and and the sheriff's office has a task force are you working with them we work with we work with a few human trafficking detectives um mostly out of Altimont um but yes we do work closely with the sheriff's department okay just wanted to make sure because I thought your organization was at the sheriff's Initiative for the the trafficking yeah that was our red sand event safe zones and so forth okay thank you commissioner conon you had a question I just wanted to if you did not know we also approved a proclamation this morning of about uh human trafficking awareness month so that is also that was done this morning unanimously on on on consent calendar yeah that's amazing um I appreciate that yeah it's definitely a critical issue and we're trying to bring more awareness to it it's one of those topics that people don't always want to talk about but we need to talk about so sure thank name and address for the record please yes thank you so much and thank you for your time my name is Daniel Earl Sherman my address is 236 Apton Square Unit 202 located in Altamont Springs Florida I'm coming up here today just to you know basically be a a a whisper in your ear with regards to the concerns that are in our community of Simo County and and it can go back as far as our library systems initially in 2015 I reached out to the library Administration team to be a part of their board uh just to voice the opinion of the uh underrepresented under advantage to say the least and to you know my surprise nothing has been done in the regards to based upon the suggestions that I've made therefore after speaking with Miss Christine Patton she said you know that's out of my hands you can reach out to someone else in the regards I did so via email as well I spoke with Mr Richard dur I've spoke to Mr Lee Constantine I reached out to Mr uh Darren gray as well to you know communicate these things with his office but just to no avail nothing has transpired uh I believe Mr Bob Diller was there when I was at the initial meeting of the master plan with godan Associates when they had the initial meeting uh over in uh just outside of veto I was it was and I was totally demolished during that time frame of communication just trying to voice the concern and understanding of the disadvantaged the disabled and I was still shut down so I'm still here you know advocating for my community because if a person has the ability to think we shouldn't be forced on a football field or we shouldn't be forced on a baseball field we should be forced in a construction site to work in a labor force because we don't have an opportunity of employment we shouldn't be forced to go to CSL Plasma to donate plasma because we don't have any money therefore it's all all it's leaving us to do is to basically solicit ourselves for whatever opportunity that there can be but because of how the law is structured here in Simo County or Florida itself you know if we get fired we get fired it is what it is you know it's the State of Florida if we going to let you go we'll let you go so with without that that that understanding of of community control that I believe should be led by our commissioners and our Administration team of great leadership as it relates to you know reaching back to community members and saying hey we hear you we know what's going on and we got your back and we're going to work with you day by day if we can't work with you directly we'll get a staff member to work with you day by day and we'll check in with you that would be great but it doesn't happen so much to the fact that I've reached out to Mr uh James uh garos of Our IT department for our library systems and I voiced him a concern of basically how penetrable our it or our our internet is or our connectivity as it relates to uh using the internet services and such forth due to the advancement of AI technology the same AI technology that I used within our own Simo County staff members and they and I was able to show the inconsistencies of the administration decisions the inconsistencies as relates to the decisions being made in our library Administration team and the inconsistency as made as relates to our resources and they're not being utilized successfully for all individuals in the community to use as well so with my technology I was able to show this also I was able to intercept messages from Miss patent's office to show that hey they're selling books that I'm not even reading as a matter of fact when I when I give a donation dollar to the library where does the money go nobody knows and that's an issue when the library needs money and the library needs better equipment better computers uh uh I mean just a whole revamp because I feel like we're still in the 70s and the 80s in the library and it's 2025 we're Beyond Excel spreadsheets thank you sir very much appreciate
