##VIDEO ID:TbBlav8qWWw## Mark is are you there can you hear me oh hello hang on one second awesome people are coming in sorry about the snaap Fu guys we'll have a different solution next week can can everybody hear me anyone hear me okay thank you oh I'm not a host at this point we're now just waiting for Mark and I can hand duties off to him hi it's Melissa hi thank you for your help you're welcome sorry about that we will have a better solution as Eric can attest to next week Gabe and I are gonna work on getting an account where um you don't need to have someone start the meeting for you so okay okay all right so I'm gonna hand off I'm gonna hand off the The Host duties to you okay uh yep go ahead okay give me one second oh where are you thank you Melissa host hi all right so where are you here shoot SP host make co-host first yes and then make host all right Mark it's your show now I'm going to out you're muted okay now I'm handing it off have a good day everybody here's Mark right [Music] so I'm just do some other things here um let Dave Green know that we're back on to log in so Arts here no he's not okay yeah yes he there the am Indi oh okay you're not in the list of participants though I see Tom I see Jennifer um let's try Dave Dave was trying to get into it so I'm going to see if I can text him or email him you just saw you're trying to do that just so you know that this is all on the selectboard agenda for this coming Tuesday to try to get this all straightened out great um actually I'm going to stop recording here and okay so we're a little late but life goes on all right so uh welcome to the lake wild advisory committee meeting we have a quum we present we have at the Town Halls we have uh Katherine Howard Walter uh John and myself and online we have uh uh Eric and um and here's Dave right all good thanks DAV right and uh so Dave's online Eric's online Art's online and we have uh Jen Jen w a guest and Tom CER as our guest today we have a quorum we have a quorum and um I'm just curious the technical difficulties was that just me Mark no that was everybody uh usually Grace sets up the meetings for us and sends me a link and but Grace was out this week and uh so I think Melissa set it up but it just didn't get set up quite right so is the general public able to access this meeting yeah if you can I think they can I think okay all right Tom how'd you get on the meeting you're muted patiently um I just clicked on the link on the calendar and waited so it did work eventually okay that's all I wanted to know thank you Tom sure I got grab my copy I think I was logged in as a Town Administrator and uh which was in a different meeting all right so any man we're all set to go here uh let's see here all right so we're officially open the meeting now it's 9:20 um we're going to review the agenda and so we have an area of public comments uh we have the lake Wild Storm water erosion Task Force update uh and maybe an update on the fog water based plan to kind of Link together um uh we have to and I put that on uh first on the on agenda so that Jen didn't have to stay on for the whole meeting uh then we have to review the minutes and uh we'll talk about Community uh Community commit Communications and update on Dam activities and anything else that comes out does that make sense yes okay so first of all uh public comments is there any public comments today can I just ask again if I leave at five of 10 is that going to mess things up for I don't think it is but not Dave's on we're good to go yeah okay good thank you I got another meeting right uh so okay so um I don't sense any public comments and so if that's going once going twice okay all right so uh the next item on the agenda is an update on the lake oil storm water erosion Task Force update and uh discussion of the fog water based uh Watershed based plan uh so turn it over to Jen and uh if you don't mind give us update and what your group is been doing sure that's I'm glad to have the invitation and to be you know in regular contact with you all uh we met on Thursday our group and uh last weekend we uh spent both mornings Saturday and Sunday morning touring uh both the east side and the West Side looking at places uh along the primary roads Shore Road and Lake Road where water drainage from up above from Wendell Road and locks Pond Road was evident not just water drainage but sediment delivery from that drainage uh and we walked along the side roads in on the West Side uh you know like King and steans and you know great Pines and all of those and just sort of tracked plac also talk to neighbors along the way about things that they had witnessed so the objective here is to uh sort of match our onsite observations with what was already identified in the furog report I think overall our strategy has been to integrate completely with the furog report and isolate out recommendations of theirs that um that we as the task force can recommend to the select board as as a first priorities I guess in that discussion that we had at our meeting uh we got a little bit more clear on on a an approach that we think will be favored which is to now look at discharge points on the lake and Trace those to the primary drainage patterns that we witnessed in our site visits and that had been identified by furog so I think the the thing to stress here is that there are drainage patterns which are apart from Road surface patterns the drainage patterns um do affect the road surfaces and the material that's used on the road surfaces so our next um our next item or the things we're working on is to isolate out these primary discharge points so all of which I think although we will verify that visually were identified in a previous study the the habitat study I think that study was very um comprehensive in identifying places where water was discharging into the lake and now that the water level is down those spots are easier to see um also there are photographs in the final furog report that show sediment delivery uh you know like drone photographs that show sediment delivery into the lake so we'll be using those um and the idea is to isolate these primary drainage systems and let those be the basis of of our first recommendations um we also now have the advantage of the furog did a culvert condition study uh on the um town-owned roads so we can match those findings with with our report and in our findings and furog has oh we're also now starting to move to investigating funding options for various um interventions and I I mentioned last week or last time I met with you guys that the interventions that furog has um categorized and we're kind of adopting those same interventions some are structural best management practices others are m maintance and management of existing systems and the last is public education so some of those We Believe can be implemented even while we're pursuing funding for the bigger costlier items so we're looking at that too um I've been invited to i' I get invited regularly to give you all updates which is really welcome and also to get your feedback on where we're headed uh but I've also been invited to give an update to concom as well as to the Lake wyola Association so I think that it's important to stress that what's emerging here is an integration of what had been disperate kind of approaches and perhaps even disperate um interventions to be a more coordinated sort of partnership between these various stakeholders and I think that's the I think a lot of us are reaching the conclusion with the complexity of all of these issues that that is um is the way to go uh let's see I'm looking at my notes here oh yeah and furog I just heard from some furog Representatives yesterday uh thanks to um our member of our task force who had some contacts with them that they're willing to come to our meeting I think it will be at our next meeting which is December to review with us some of the options that they already know about as far as funding goes and one thing about funding is that while some things that that were likely to report as primary recommendations might be funding that's not needing in other words a nonprofit group like the lake W Association could apply for funding or raise funds for certain things the town has its own ability to do that kind of thing but there are some items that I'm use my hands here that these stakeholders as partners are applying for Grants as partners in other words it's not isolating this is a town-owned thing this is a nonprofit uh association thing that we're we're working in Partnership and applying together as partners and in my experience that has always strengthened um Grant applications that that it's not just one entity so we're looking at funding that might uh present itself as open to a partnership between public and private entities or public and nonprofit entities um I think that well both Eric and and Tom are here so they're on the task force and if I've missed any key points in my update um please chime in but I'm also happy to hear oh you know and other thing Mark has mentioned last point of mine is the importance of uh creating a kind of unified approach of prioritizing things so that elwak and concom and the task force are on the same page and basically it's a whole joint approach and that seems completely ideal to me and so it will be I mean maybe where the Workhorse is right now the task force that's our our job is to do this work and um once we get a little bit formed in how we're doing what we're doing what the what the recommendations might look like you know getting the input of all the major stakeholders is going to be key in order for this to be like a joint um project multiphased joint project okay so that's my update you have a question I I yeah I do um thank you Jen it sounds like you guys are doing a lot of work uh at the last meeting we were all tasked to read the furog report I spent some quality time with it so the first question and observation I have is related to Pages 13 through 20 of the report were late out all the various projects that have been done or proposed and the various committees and grants and things that have been proposed and then next to it it gives a completion status and I'm not sure if all of you have had an opportunity to thoroughly review that um there's a lot in that of which we're talking about right now so my question to this committee and to the town of shutesbury what can we do differently this time to avoid the results that I'm reading on pages 13 through 20 well you know I think what we're doing differently this time is exactly what I just reported on which is that we are not I mean problems have been identified going way back even before the storm water study in 2007 it's taking action on these recommendations that has been you know sort of the the weak link here that's kind of what I'm getting at why why will there be action this time gonna facilitate that action versus all the previous times where we've done all this work we put all this into it and then nothing comes of it right and this and when you look at this document I mean this is a lot of stuff that we've done previously a lot a lot of work a lot of studies a lot of money and to see so much un not completed or unknown is disappointing so I guess my question this would be more directed to Eric as a member of the select board you know what are we going to do different this time to actually have follow through on this stuff well I I think it's um a real sense that that what what we really need and this it's probably just a matter of working harder I mean I think what we really need to do is um the whole Grant process that's one thing that I don't know if Jen Jen mentioned that or not but that that we we were sort of tasked as a group to look at the various possibilities for Grants um I mean basically this project to do it right to me I mean it's really a project that sort of starts with engineering at the top of the lake the you know up physically Top of the Lake down into the lake because the lake sort of just is going to get water in it that's the way it works um and how did how did do that how to solve that problem is incredibly expensive and complicated and as I think all of us would testify and all in those earlier reports would testify um so I think but I think the idea really is to try to get um I mean correct me if I'm wrong Jim but I think that the the idea was to sort of get to try to get sort of a master plan and to try to raise money for it the answer to your question is I think there has to be more of an to raise the money and and I think there's more of an opportunity to get that money now that is to say the state has something called M MVP program Municipal vulner Municipal vulnerability project MVP um that didn't exist 10 years ago or 20 years it didn't exist I the whole idea of climate change being such a disaster and storms of the magnitude they've been and all kind of stuff that's all new relatively speaking and um I think there's more of an effort to deal with that at every level from the state down that's all I think that's true but this is maybe I hope it's not too philosophical or too esoteric but I think that a you ask what's been missing I believe that we have to to have for example since the lake wild Association has some primary responsibility on the the land whether it's roads or not that it owns and if you look at I've been isolating the furog recommendations and kind of um separating out those that technically the lake W Association would be responsible for because they own the property and the town would be responsible for X because they own the property one key item I think is to get Buy in that the agendas start to match when it comes to dealing with sediment delivery into the lake that all the stakeholders and the agencies that Implement Solutions or do research on funding are working off the same agenda and that hasn't happened you know there's been and whether not by any malicious means it's just that there's been a separation um between these stakeholders I think and I think this is why say one thing that's really different about it is our task force which is made up of um many different parties who have represented different constituencies but now we're working together so I think if we can get um everyone to buy into the same agenda that would be huge and then we look at funding that would be appropriate for implementing projects that Technic you know in the past might have been just either abandoned because how can we get this money or they're abandoned because you know of just getting lost in the midst of multiple other priorities does that I mean that's kind of a lot of words Dave but does that help to answer your question AB absolutely absolutely I was just posing the question you know I mean if any I'm sure you all have read the document so to me I I read through that I was like this is depressing you know so um I guess one more question the $100 million uh grant money state money that's going towards the Connecticut River watershed area um any ability to tapen to that Eric given that we feed the Connecticut River I'm not sure I mean we're we're hoping um as Jen mentioned I hoping to get furog representatives to come to our next meeting they know a lot more about the status of Grants and funding than than I do I can tell you that um so I think that's some certainly something we look at um I think for sure sure okay um I think that's a big opportunity so if if you need me to do any lead work just let me know and be too polyana is Dave but yeah if you look at those pages 13 to 20 you know you could say whoa this is really depressing but if you look at the pages I think they start around page 55 that start to talk about various interventions and the categorization of those in terms of structural and maintenance and education I see opportunities and oh yeah yeah it's not the lake is clearly cleaner today than it was when I was when I when I moved here so there's been a lot of good things that have been done so okay I'm done good on that other will we get other questions mark can other people have a chance to ask if they've got questions absolutely yeah anybody else ask some questions but let's uh but let everybody else go first anybody for Town Hall well I have a question is um is that there's from my perspective there's your group seems to be focusing on the roads no no you're not so and I guess I haven't been following your meetings down closely but is there um uh there discussions about other things that are recommended in the perog study example like fist Brook and a study of the Beamer dams I forgot the ter the term there a a tech term a study of water flow from fist Brook and or discussions about um additional testing like foser testing that that they that ber hog was recommending is your group also is that on your agenda yeah well I think that there will you know the way I I mean I'm just sort of forecasting how this would go and while you say our primary um focus is on roads it's really on discharge of sediment into the lake and as I've said the road surfaces are kind of collateral damage in that although there are things that can be done on the road services that would minimize the delivery of sediment into the lake but as furog did they have divided things into sites and the whole Fisk Brook system is one of their sites so that will fall out somewhere in recommendations but I can't say that I think our Focus has been on how to get certain things implemented as soon as possible as a first phase and then add on different components in subsequent phases so because the Fisk Brook is such a complex system even more complex probably than the ones that deal with how Wendel Road and lock Pond Road interact with the Lake itself I think that I expect that those will fall out as a um as a different phase priority but you know we are still focused right now on these discharge points and the source of all the water and sediment that gets delivered into the lake as smaller units than the Fisk Pond I mean Fisk Brook system one of my questions for fod is uh is this better to to apply for a bunch of little grants um to deal with the the different areas or is it apply for one large grants for you know for all these areas that's a good question that's a really great question for them I think we'll take money Whoever has it basically but that's a good question but do you ask for do you ask for a big pot of money or a bunch of small pots of money yes yeah just give us all the money right well and I think was on to something there and it's one thing we discussed at our last meeting is you know to what extent can we begin to draw in some of you know the state and otherwise elected officials to become allies in this effort of protecting this resource you know um it is critical habitat for a certain species and I think there's a really strong case to be made um but that's you know a lobbying effort that will also perhaps be a strategy that comes up as one that could be primary to help out as we progress I think it's crucial to go back to that the point well today's point but I mean I think things have changed at the state level in terms of the way and and just and just people's individual levels the way we're kind of looking at that's you know you go back 20 20 years ago there was there wasn't any MVP Grant I mean global warming nobody knew about it including us I so it's like you know whatever I think I think things have changed at least a little bit maybe that's a positive attitude that's it's not realistic but it seems to me that I know there are grants that aren't that didn't used to be there um so Jen when you''ve uh uh have an idea for December meeting whether fog is going to be there would it be possible just to let us send me an email and I'll send everybody on elac an email just so we we can participate absolutely I know we can participate but we don't know I don't know remember no I'll do that for sure and you know concom probably would want to know about that too and the lake wild Association so I mean that's the thing I just want to get sort of the principal leaders of these different components who have been separated in the past to become a kind of a leadership team where everyone is working from the same agenda that's a good plan I think all right so I'm not sure where to go from here other than uh just keep in touch yeah I'm happy to come anytime I don't always keep track of when you're meetings are so um and we usually you and I Mark email each other back and forth um our next meeting is what did we say December 19th 19th yeah our task force meeting and I'll be giving I hope Charlene is setting that up a presentation to the Lake wyola Association board on the 17th so and then I have a concom meeting on the 12th so you know the more we can all sort of be engaged with each other's process I think the more positive it is for this for this project anyway okay thank you all any other questions any other panel or questions for Jen okay thank you very much in touch thank you Jen Y all right so going back to the agenda uh I think we're on to item five is just to review of the minutes from the October 19th meeting and uh did anyone have any comments or corrections to those it looked beautiful I want to make a motion to accept second you have a motion I second um I think we have to do a roll call here so Katherine yes Dave yes Walter yes Howard yes John yes uh and Eric I Eric I'll obain I wasn't there so I'm not gonna I can't art yes good minut are accepted pass all 10 off the grace um uh next item is our commun committee Communications uh um I tried to set it up to to set it up so that everyone would get copies of emails that went to elac and I haven't been successful at that I got directions from from uh from grace and I tried it and tried it and it and I couldn't get it to work um so I'm I'm GNA still follow up with Grace and see if what what I'm doing wrong there um Mark instead of doing Grace why don't you try going right to the web committee oh you think oh you think that's the all right that's something they're the ones who really know how to do everything all right and that would be if I'll send you I'll send you the email for it or you can get it off the website okay I get off okay I'll do that okay so I'm G to still work on getting on going on the Assumption everyone still wants to get copies of of stuff and all that and if you don't let me know I and I I won't include you but you know I'm still going to try and get get that done before the next meeting um an update on D activities um uh uh so what's going what's going on there it's uh uh we have the GC which the our dam engineering companies we are working in a couple of areas uh one is uh they finished the uh the documents needed to scope out the repairs that are needed and to put together some budget numbers those have been sent off to uh Town Administrator I haven't seen them yet uh but uh I'm hoping that we could you know get that into next into the next budget cycle and so that weekend you really start making progress on these Dam repairs um it's something that's been ongoing for years you know five six years and uh um and so I'm it's so I'm optimistic that you know with GZA uh you're kind of driving things and and developing the Scopes um that we can go all get bids in the near future or get whatever SE what the sequence is whether we get it into the town budget first and then go out and get and then go out and get bids but it's it's coming along L um uh the GGA is also so the other the next area is on the chapter 91 license um now technically we need a license to operate the dam which means to control the water levels even though we've been doing it before um so GC put together the justifications uh to uh for us to be grandfathered saying that we've been controlling the water level for forever and they put a m multi-page document together lot that we provided to them uh and uh and has sent that off to the chapter 91 office and they're just way back to here if we get grandfathers and so that we can keep doing what we've always been doing um short of means that if they say no then it becomes a costly process costly expense process to get that to get approval to do that kind of thing um in the interim if they don't give us the license and we can't control it what happens I got no idea I have no idea you know it's like I I I just don't know what happens we we're under the concom orders of conditions right now to lower the lake uh what happens in the springtime oh that's my next item here is uh is that the GCA is going to go to the I think the December concom meeting and request an extension to their orders of conditions that they issued five years ago when we realized that we had a half we had a head permits to lower the lake um and so um uh that's sort of a you know s so you know so so if you want to attend the concom meeting December in December we'll hear what goes on there hey does that uh does that make sense about the three sort of activities of the dam any questions for anybody just add one thing yeah uh we are now at the winter time level as of Thursday the 14th so if it stays dry like this it may go lower that would that be a problem in any way not to me okay I mean no you just got it because you got to keep watering the brook so so I'll do it as little as possible historically we used still ler the like 3 feet and then about 5 years ago it was requested that we only lower and goer slower than what we than what than what the state regulations require so you know I don't think going down another foot is going to be any disastrous well probably the only person will know is Nate you can't really control that because bu you have to keep a certain amount flowing into the stream and if it's not coming in not going out take a look take a walk down qua and notice I mean that's down over 10 ft what it was in July okay we want thats never get to the walk out to so so things are moving on Dam and all all positive these days this isn't really about the dam Market it does have to do with the water level and then up to the top of fist Brook recently and it's all damned up by Beaver activity and um obviously the pond is really low so there's nothing coming over it but I can imagine that they could pretty much cut off the water flow from this Pond and that would have that could potentially have impact on those lake level in the future I know what to think about it and how much to worry about it but it um because they had trap up there or even breach um dams I think by by the terms of their you know the conservation commiss West they still have their B receiver they do but the water level was so low that it's sticking way out but no hope we get this storm on Thursday that they said it's coming up and it's a mute point see I don't know that it is a moon Point Dave because the um I mean we'll get some more water but so far behind but there's so much damned up in the in just at the outflow from fist Pond I don't know if you've been up there but all are kind of free is now a swamp a big mosquito R now get the water first right well there was some interesting dialogue in that fur clog report referencing the dams and that there's a debate of whether they're good or bad for the lake because they're actually preventing the sediment from running into it so that was documented right in that report so Dam if you do you Dam if you don't I think that the ones they're talking about are the ones that are on the lower part of the pond close to or the stream close to the lake um these are way up of just at the outflow of f Pond and holding back a lot of the water that would normally come down this BR so one of the questions that one of the studies that would be nice to get get funded is you know what's the effect of the Bieber jams and what's the effect if there's a a breach of the Beaver D will that create a ton of sediment coming into the lake or will the the you know will the if the Beaver Dam at this time gets breached all the other beaver dams below that hold back the siment or will they also be preached and that's a study that's kind of worthwh to see you know to see what what what happens if we have like a big a big store like we had in you know the late 90s I gotta move on good to see you thank you so Mark what you're talking about will be part of the H&H study what is an H&H study I I found it in there was hydrology and hydraulics or some something of that nature I saw I didn't didn't I didn't find the definition of it yeah they yeah they don't have a section on definitions but it's in there someplace yeah no actually that's three I all right so that's that that's why I was hoping that the storm water runoff committee would be looking at all these aspects and not just the the roads all right um com any other comments about the the dams or this Brook okay well you know my My Hope Is that we keep this all F we all keep focused on all these things and not just you know the roads um next item on the agenda that actually Dave brought up which is a little outside the scope of the committee but worthwhile to have a kind of discussion on it's a it's a wildfire management plan discussion um uh I asked Howard if uh uh if it's included in the uh emergency action plan and I guess it's not well the emergency action plan deals specifically with the dam itself the actual emergency action plan the EAP deals with the dam itself and any damage to the dam or any deficiencies and what its effects are and responses to that it does not deal anything with Wildfire or anything else going on anywhere else in the lake that doesn't affect the water flow or or level um there it a lot of that was in that the report that um uh were talking about earlier Eric was talking about was the M Municipal vulnerabilities plan or project it was brought up in that because we did a lot of that at the emergency management team meetings um where we looked at every aspect of it and looked at all the different things that you know climate change could do including you know increased water flow or decreased water flow and what the reactions were going to be and and the problems with that so it was addressed in there not that there was any definite you know solutions to it but it was brought up as you know future problems because you know one of the things that people have brought up us yeah well we water levels dro and all that and I brought it the fact at the time that yeah well with that is the you know increase of when it's drier it's more chance for wildfires which we're seeing now but the additional problem is because it's dry the water sources aren't there to fight those those fires so it's a it's an added Snowball Effect is the drier it gets the more chance for fires but the less water there is to in different areas to fight it so that became you know it was it is a big issue what the plan is you know how do we deal with that is is a lot tougher so I'm hearing there is no plan not that I know of no and I I guess the reason I brought this off because I do think it's relevant to our community given the fact that the lake is surrounded by woods so those trees are part of the Lake community and the problems that could ensue of them are our problem if a fire would break out on Hill and jump the road if a fire were to break out in M Little Mountain and go down into the lake Swoon um there's only so many roads out um in this time of year we've chosen to lower the lake so if a fire truck came down and wanted to access the water is that a problem has any of this ever been discussed before um and have we thought about talking about private homeowners and putting pump access on their property so if there was a fire a fir truck could access it etc etc etc um we talk a lot about too much water we're finally see we and Walter we brought this up at an Noak meeting years ago where the concern was what about if there's not enough well here we are and if we don't have a plan maybe we should start one yeah and I tell you some of the things that have changed over the years and it's you know it's not to say it's wrong right but you know the lake used to be surrounded by small Cottages that's right and sideways used to go down right to the water level and you we could drive down especially when we had the older front mouth pumps we could drive right to the edge down almost anybody's driveway to the water and be able to pump water now with the Advent of we got away from front mount pumps and midship pumps um which make it a little bit harder but not impossible but most of the houses that were little camp are now full-time residents bigger houses and there's the driveways don't go down to the water's edge and there's very limited access I mean that's a large lake but the only real good access places are the boat ramp on Randle road which the water there is you know it's it's very shallow so you drop the water level two feet and the water is unattainable at that at that point um where the water crosses is from the by the state park that little Canal as we called it that was fairly accessible um and where the the standpipe is where fist comes into the lake those are the three most accessible places there is a few places over off of Pine Drive if the water's not down too far um but it's very limited and so now we have a lot more just talking about structures we have a lot more structures a lot more fire load and a lot less access to the Water Source in that area I would like to ask our a question that there ever been discussed amongst the Lake wota Association folks no but we should put it on the agenda I I would think so right and uh especially if we want to I mean everything is a public private partnership but I would think one one of the only solutions that we would have here is to have someone allow us or someone put some sort of pumping system or access identify access areas is a is the least we can do to start the process going because I think it's this committee's responsibility to really get on this issue before something bad happens right and it's going to take some time because anytime you you want to put in a stand bite that's all conom and DP you know permits and all that so as we have discussed it sometimes with certain homeowners you start looking at the process and it's like you know it's a lot involved with it so and it's not not going to be our first drought so no no it's not it's not GNA be our last no sure right but it seems like the main place where this discussion should be happening is with the Emergency Management to right exactly I we could we could certainly talk with them but I mean the plan isn't going to come from us it's going to come from them no but I'm concerned about the concentration of homes here surrounded by the woods so I that does that's not happening in the rest of the Town that's a particular thing to Lake wyola in a hole surrounded by Woods it's very dangerous absolutely so what do we do any recommendations there can be a recommendation to the Mercy management team which has only recently as I understand started back up um they are having a meeting in December I don't know the date of it yet okay see if we can get on but that you know there's a way to start talking about it because they're the people that should be really looking at this and dealing with it do we want do we need some sort of motion by the committee Mark to make that happen or is just we could just recommend it as a whole I was thinking is is U would you be willing to write up a little a little note Dave and we'll send it off to the EM Absolutely I'll do it on Monday and the other thing for for art I mean he's he's I'm hearing he's making a commitment to take this back to the membership of the association and to start to have a real strong discussion about this I would think if they realize the situation they they potentially be in there would be a sense of urgency yeah although it's sounds like you know I can't imagine what we can do at the moment other than endorse you know the recommendation and I mean you may have other ideas let me know I'm thinking recommending trying to isolate and find access spots from private property owners okay that would be my suggestion because because Walter had you know he's basically said it's tough to get at so can Property Owners kind of say well wait a minute I can you can get access here and kind of develop a at least yeah know I think we advice on that right it's what constitutes good access I mean that's that's a good question but it's certainly a good starting point I would think yeah well I would think a starting point is if you copy me in on oh yeah you know then I can take that and at the very least we can endorse that as well so okay I'll do that okay and then and then Walter I don't know if you know I mean I'm still not sure what we can do but you know we can if we reach out to the membership or you know the whole uh Lake community and ask about people who want to come forward to identify access do you have any criteria you can share with us on what constitutes that I mean we have way that comes down to the lawn uh it's not very navigable and then the lawn goes to the lake I don't but I don't think you could bring a pumper down our driveway I mean our smallest pumper weighs you know it's gross vehicle weight is like 42,000 pounds so you're not going to drive that over somebody's lawn um without doing some major damage or getting the truck stuck and then defeated the whole purpose um and I'm not sure I mean I again I don't have you know the perspective of the fire Department as I used to right now I've been retired for two years there's been some changes on equipment and personnel and and all kinds of stuff that I'm not aware of um but one thing that you can if you're talking to the residents there just is as at this point like general public a reminder be real careful with fire you know any outdoor burning you know if they've got wood stoves be you know make sure that all the ashes are completely out soak them in water and all that before you dump them out you know there's so many things that could start a fire and in the fact that we're in a dry time of the year a lot of leaf litter on the ground and houses so close to to each other by time a fire starts and anybody realizes that you're probably jeopardizing three or four houses immediately and it's going to be overwhelming for the first you know members of the Department responding at that point um so if nothing more taking extreme care in everything that everybody does around their houses right now trying to clean up some of that leaf litter and and make a barrier between the houses and and you know the fire sources would be you know a good thing then we're B um are we still under red flag here oh yeah yeah I believe so big time today well red flag usually comes out also depending on the amount of wind um but it's definitely a high fire danger all connec all the Massachusetts most of New Hampshire and Vermont are under red flag warnings today okay yeah why do they say you go six pm andu well usually the temperature or the air and the temperature and drops which brings up the relative humidity some you know how you always get you know a do or something the air feels cooler or moist Mo at that time of the night that slows the fire progression down I mean what what really has a potential to make fires grow grow very fast is the dryness of the soil and the the fuel dryness of the air sun coming down There's No Leaf cover so the Sun comes in and hits the leaves it pre- Wars everything so it's closer to you know it's easier to ignite and that's why things can go much quicker so we would expect that them to issue another Red Flag Warning tomorrow after after the night yeah until we get some serious rain we're in a high fire danger and if it's just a small amount of rain it may take us out of fire danger for one or two days but that's it it's not you know that moisture isn't going to stay in the ground and stay in the fuel it's going to dry out real quick again I mean until we get snow cover or it's below freezing we're probably into you know we're going to be serious fire danger all right so I guess plan is Dave's going to uh create a note or so document something and you just send it off the EMT or we do I need to do that I think you I'm gonna send it to you copy um art Mark just to put two other sets of eyes on it and then if you want me to make any corrections I'll do it at that point and then I think it's best for you to send off as the chairman of the committee okay is everybody is everybody comfortable with that approach yes okay that's a plan um next item agenda or any more about both buyers I think the next item is uh anything that we didn't anticipate in any new items um okay um historically we haven't had a meeting in December um is everybody is everyone anyone feel that we need to have a December meeting we don't need to we don't have one usually Mark everyone's too busy at that time that's why we don't have it and there seems to be a lot of other meetings going on these days um so um uh everyone's okay with that we'll close the meeting and we'll reconvene in January I make a to a Jour second all right thank you very much everybody and thanks guys I'll be in touch Mark bye bye bye sounds good take care of me I know I haven't heard a word there was one I know
