cont Pro and new highway equipment operator uh review the science uh wood scientists Steve smalli report on our guide board um then the select board will go into a working session um to talk about the transition ta transition um including multiple things schedule take you through the scope um and a many other things so followed by Town Administrator updates and then hopefully we will adjourn okay the highway super contact so so we did at um I think it was the 27 I forget the date that we appointed um Dave Brer for the highway super6 26 26 um and we had not uh gone through a contract we had decided to have um done a look at this so uh we have the contract and we have to set up contract um this so um had we thought do we want to discuss how we might do that and then kind of was time so um I think the sooner the better I it's been working since September 26 um and um so I just checked with Becky about what how we typically do this so I'm member of the select board M of the um finance committee and a member of the Personnel Board to um negotiate um the contract with him so I don't know we have how many well we have three personnel committee members here y you are you a k [Music] yes here so do you want to call yourselves to order then as a I'll call the person board to rep okay okay um uh so I don't know if the two people here if one of you want to volunteer to do the contract you feel this is for Dave the highway superintendent Jump Right In April what contract I'm a little fretch right now Cathy is Cathy we also do have a person board meeting on Thursday but oh you do so I guess you could pick somebody on Thursday then said and the finance committee is going to be here tonight so they can I person and then the um that makes sense okay and then the Personnel okay um so if you can shoot oh you want to welcome it I have something else already have your plate and Eric's not here so er okay so we'll ask the Personnel committee to come up with somebody on Thursday Thursday and then um and then I I nominate you Melissa to do it for the select board and then we'll ask the finance committee one day um when they join us tonight yes so and then if you can everybody has uh well everybody will be and well like usual okay um then we will right now we also have on our schedule a new highway equipment operator uh this um day I was down talking to Dave a couple of times um since he's been appointed and he him being appointed to Highway super leaves the um equipment operator position of and he is uh wanting to recommend Mike and I don't remember Mike's last name thank you um to the equipment operator and he's currently working he's currently working he originally was um part-time he's been working 40 hours um okay yeah okay yeah and he jumped right in and has done he reports back on his work okay um kist is to that way he works with people is very communicative helpful the form of the fincom okay so if fincom call themselves to order yes so I'll call the fincom to order okay all right good so we have the personel commit and okay okay um so all right so I make a motion to appoint Michael resy at as the new highway equipment operator okay all second all in favor any question okay all in favor okay that's it for okay all right um so next on the list is to look at the wood Talk of the wood scientist he's here but it's I don't know if anybody's did you hear back from anybody about I told him 6:30 because it on 6:30 so why don't we W up yeah wait until 630 do you have any updates for exective for the next 10 minutes let me take a um right I I'm going to report that we have been holding early election um early voting here in this space and I to thank Grace for letting us meet here we just moved her foot into the back um but last Friday we got I think 30 people which was great but it was dead fight again this week um so if anybody's interested uh tell your neighbors and friends that they can vote at Town Hall uh from 11 to well there's different days hours oh I won't say any the hours them up on the um second thing is we the elevator is not operational I mean it's we had in an inspection this morning um and the are alarm company and when we were going back and forth troubleshooting ended up leaving um leaving the elevator unconnected to one so um the inspector shut us down and I had the alarm company come right back out they have reconnected and now I need to get the inspector to come back um they they disconnected us because over the winter and into last spring you might recall the randomly I come into town hall and the elevator had recalled and opened its doors either upstairs or downstairs and we couldn't and so we couldn't use the elevator until it was reset by the fire chief so we tried to solve that problem and we had them both companies out two or three times and they continue to blame it on each other uh the elevator company is continuing to blame it on the alarm company this point theator ass Associated um so I will be updates on that as I get more information in the coming days um I think as far as Personnel updates I just we've had um couple of issues where we have some personel out and I'm not going to go into detail on that I think I up both so that good to just say it is or I'm just being careful because right okay um and as you are well aware we are um in the middle of a TA transition um there's going to be a select board and Personnel board meeting on Thursday um to to Begin work on reviewing the administrator inters oh we're not start we not starting in on the letter yet no okay misunderstanding okay so they will be reviewing the interim Town administrative job description which um which Lita prepared and sent to the select board um the final draft she sent it earlier yesterday and then Draft today and I will forward that to the personel board after the meeting in you have Chang any updates you have to that um see other issues are we will be having the classification hearing um this at the next select board meeting not in two weeks as it's normal but on October 30th it'll be a Thursday um so that's a very positive thing Wednesday Thursday Wednesday Wednesday I apologize we changed that meeing date four times we had it on Thursday for a short until we realized it was Halloween and I have also another update about Halloween uh I learned today that the police um will be joining the trunp retreat with a decorated Cruiser and they will also be part also be patrolling and um shutting down the Leever Road blyville Prescott section um at rout 202 to keep it safer for the neighborhood that's at the top of the hill um predominantly for people that don't know trick-or-treaters are welcomed at fire station and often um folks around in this area have are prepared with lots of candy for trick-or-treaters um one of my favorite things to do I'm so glad there's no meetings on H you have to get right home the kids they'll beat you there and um I'm running out of so there I was wondering if it would make sense to talk about um sort of the template for the transition plan because it's not it's kind of more like what your updates are so if we could talk about whether or not um the format that I had drafted makes sense so what we're talking about yeah is Becky providing So So the plan is that we'll have an interim Town Administrator um and whether we have an interim or we have permanent um just having on paper um all of the outstanding projects so that there's kind of a likely not to have much of any overlap between a um an intern person you know the most maybe a day or two but we'll we'll see how that how the timing works out but that we have a document um both for that person and for the select board as to where all the major projects stand and um and sort of you know I'm not sure on the core duties and responsibilities um that would kind of be be helpful I think we have that um kind of in the job description but for purposes of somebody coming in understanding you know for example like the the P contract that we have with tyan Bond um for the so I kind of outlined the relevant information that we need to know you know what what is it um what's the status who are the um who are the key people um upcoming deadlines because we have a number of things and you know it's kind of what you give the updates on when you give an update so we have PS we have the fire station oil um we have the GC contract for the um the dve down and the physical structure right um you know the one thing I I already started doing in an Excel format that's fine I was I think it covers okay yeah I mean this was just um my thinking okay what what kinds of information but I think um um providing contacts especially I wanted to list um the contacts with everybody where we're at and have folders that have you know the most recent documents and anything that's in in limbo we have a couple oh boy my computer justed that's okay that I'm call so nothing happen here yeah and everybody at home is still comfortably watching so beyond that's another issue yes my computer and I want the new person to be able to choose their own new computer CU they might be a PC orell or apple I don't know so I'm holding out but I'll back up this is not your personal this is the town this is the town yeah is it old it's yeah okay all right yeah I've had two computers and 16 years this is the second one except for the one that David left me it was hand built out of parts by a tech one and took up to 14 minutes to turn it on so unfortunately um as the word suggested that I upgrade yeah when I started which was very helpful um so can you just run through kind of what those the major initiatives Beyond P fire station oil GCA Lake um just submitted the green communities Grant right that if if we do get it they're competitive hopefully we get it it was for just about $50,000 to complete the LED um the LED work at the elementary school the 50,000 is um what the town will receive for the grant there's an incentive I think about 17 or 18 so it's like 70,000 $75,000 worth of stuff that which should be um of LED upgrades so they need to follow you on that the MVP Grant I think I'll get to um I I'll be working on that um this week and so I'll have a more clear update for them after this week about the problem with the the lightning capacity the truck the truck capacity um and I have spoken with ktim pure who is um investigating for me whether there's any possibility to upgrade uh with a with a comparable but similar kind of equipment that is not being provided for the life so he's doing the research on that and then I'll be calling the Andre Smith with um potentially with their ideas the first one did not um what about the highway department notice of intent that I need to that is an open project that Beth has done some work on I've been reading so that one um Steve was well versed in that but I need to update J about the know he I we have had a conversation about it but he hasn't seen any of the old paperwork um so it be good if I can get them to all meet shortly either before or after we set up a meeting between them um was the other person onom and David there are a number of culbert projects um that are open The Dudley bille culber I've been communicating with um Susie bnia from um de and she's working with a group of uh women that are involved in other agencies and it's the the group of women who collectively helped raise the money for Lois Brown to remove the dam and they are now seeing because I did not get the de GR for the culber engineering that I had applied for that they were hopeful I would get they are helping um fund rais so that we can continue more quickly to get the engineering done um there is concern about the culbert not only the 100y old culbert by the Mount of the old Dam but the pond um at the top that culbert is become concerning at this point is is well worn and the water table been so high that but Highway Department regularly checks on on the condition of the Beavers up there and make sure there's no flooding there a third cul um that the wing walls collapsed in part last winter last fall and the highway department did um repair one side has collapsed further um this was on Steve's list and it's a project that they really want to Dave yeah Dave is aware of it um I talked to him about this one too but we need um we need to get the engineering done and that brings us to the fact that Steve when he first started brought in burog um engineering guys that are engineer well they're their Road uh Road Technical people and they came out and they have completed an um a report on shsb culverts and they are um going to work in support of our our department moving forward with that work done um but they started by saying how greatly impressed they were by sh's lendel Road culbert on that they said across the county that was the finest most efficient and least costly culbert repair they've ever seen it was well done they ended and we were lucky to get the correct permitting so we that project had originally been slated for um for a major Grant request of over $500,000 20 years ago and instead um Tim hunting's Highway crew working with u Clarks brought it in at $22,000 so be we don't we have just a couple more minutes so um couple of other things that that I would put on the list is a Colin Center yes um regation meeting tomorrow okay that's the first meeting in B to um Kristen expressed interest in attending is it going to be a hybrid meeting I don't know none of those were they were a person in Le and it's not you know it's it's not a yeah they haven't posted the meetings because they're working groups they're working groups and they're individuals from different towns there's no official body or qu so nobody from the L won't be there I think R will try to attend it he can't if he can't what time is the meeting it's 10 I believe 10 or 1030 I I could come great that's great it is in sh I don't know I thought it was supposed to be at the fire station but I have to double check okay if you could let me know first thing in the morning and that's great because I was thinking that something this politically sensitive we really need the select board to to be involved in and you know if there's not a TA I mean this it it just might be one of those things that interim might not be the right person if we can get a select board member there that's excellent um and the only other thing that I have on the list is um maybe it's sort of separate is the status on any of the Committees that you work with in a on a close bace basis um sort of ongoing committee y the finance committee you know the storm water committee and the um building committee right yeah I mean some of those I'm assuming some of the we'll be talking to the Committees are just going to have to run run themselves for a while and you know we will We Will We the select board will serve as as resource people and and who the interim person is you it's just going to be very parttime so um but I think if there's any like significant issues it's it's not kind of the daytoday it's it's anything that's that's big that's coming out other than I mean we know the budget is there so and I think this is this is like I said to the finance committee at their meeting last week we've got the 18 you're in good shape um okay so and I wondered about new staff that came on um leis on with Abby Mato those people are pretty I wondered what kind of support was going to be needed for them yeah good point um so we would be looking to you if you have any suggestions and I I'll think that through I I am Abby's been doing an excellent job and I have um great confidence in her at this point we will be we haven't gotten to the PS um section but we're going to be working on that the end of this week and into next week um to make sure everything's in order and that she knows who to call on so she can give updates on where letters and things are at or tests that might be done on the mid week okay great um so it's 6:32 um so the next item was just the wood scientist this St Stephen is here um so a little bit of background for folks who are not familiar with this um uh the guide board that's in the center of town went to the Williamstown art Conservation Center and as there and is being um restored as we speak and um it was a you know an expensive undertaking we using CPA money for it and the Williamstown folks I believe had um originally recommended that this become kind of a museum piece and that it would be stored indoors and everybody got to look at it there and we said well that wasn't really the idea we wanted to put the the guide board back on the town common um after it had been um restored and so the historical commission undertook a um a a process of looking at whether a structure could be built that would protect the guide board which would and and they came up with a um a plan for a kind of zbo type structure it would mean not only putting some sort of protective structure over the guide board but moving the guide board from um where it was um placed right at the at the intersection of leard and wle roads are cool with building there um so the building committee um weighed in and said that they um felt that it wasn't really appropriate that it was kind of to put something over the structure and um over the guide board and so the select board has jurisdiction over the what happens on the 10 Common um so everybody came here and we talked about it and then didn't make a decision and then I was thinking through okay you know what what makes sense here obviously the Williamstown people had an influence on um on thinking about you know putting this thing over so then I was like oh Steven smolski our our in town um wood scientist specialist um who is an is an expert um and so I called Stephen and I said you know we have this um we're having this discussion about the the guide board and you know how do we how do we make sure that the guide board um doesn't deteriorate to the point where you know we have to expend a lot of money every 10 or 15 years um and it's a wood structure obviously the wood you know wood deteriorates when it's exposed to the elements um but you know is there is there a way to um protect or sustain the guide board without having to do a lot of like annual maintenance obviously there's probably whether we had a gazebo or didn't have a gazebo um there would have to be some maintenance done to the guide board so Stephen volunteered to go out to Williamstown to um see the guide board firsthand and he met with um uh one of the conservators there and then prepared a report um for the for the select board with some recommendations and and with looking towards you know could we put the guy board back without a gazebo which is both an expense and I don't know I the more I thought about it you know having this kind of defeats the point of the of the guide board to have a gazebo over people be go like oh what is that about and it didn't it didn't really ensure because it's not it's not enclosed didn't ensure that the elements that it wasn't going to be exposed to the elements it would only protect it from the top I mean we went through different scenarios if there you know would you put plexiglass and again it just it's like what's the point um if we're enclosing this we might as well have just put it into a building then so um uh Stephen as I said did this um report back to the select Ward and there were a number of Rec recommendations in it um that I shared with the historic commission I see Henry is is here um and Stephen I think if you could just like give us a kind of your your take on um if we were to put the guide board back on the town common without a structure over it what are the what are the things we need to be concerned about sure the uh the wood doesn't know what it's being used for it doesn't know that it's a guide board on the shury town common or it's siding on painted siding on a building it's simply wood expose an exterior environment when I looked at the sign board itself uh it is a remarkably good condition something that's already spent the first 90 years or so of its life out of doors there is scattered spots of rot here and there that are being addressed with epoxy rism the problem or the largest concern with the godge board was simply the peeling paint and that is a natural consequence of the buildup of multiple layers of peeling paint over time oilbased paints that's what they eventually do they continue to shrink they crack once they crack water is able to enter behind them and loosen the bond of the wood so what the uh and I did was we discussed the approach they wanted to take the recommendations I made basically on the same page for everything at the time I saw the guide board all of the loose paint had been removed to barewood which is the only remedy for this problem uh and they were consolidating with the few rotted areas with epoxy as you're aware the guide board itself has been repaired over the years placements have been made what is original are the side planks where the lettering has been painted and some of the Interior framing all of the trim the shingles that little CLE up those are all add-ons over time um so the key thing here for for wood out of doors and getting the longest life from a painted wood structure is design it so that it readily sh water and also when it inevitably gets wet dries out quickly before Rod can set in um so the recommendations that I have made uh number one it needs to be on a some type of a permanent base probably a cast concrete slab it needs to be elevated off the base by an iner to you have air flow uh coming up through the bottom of the guy board out through the top so that it dries out when it gets wet uh there's a couple of places where some of the trim actually had a horizontal surface that should be replaced with a sloping surface again to shed water uh a decision does have to be made for that little sort of add-on roof cap that went on there at some point whether that's going to be retained or not if it's going to be maintain my recommendation is that it be rehandled like the lower roof so that you have you know you unify the appearance of of the sign board itself uh I recommended that any of the new trim that be applied be preserved and treated uh any materials that are added inside the guide board to fix it to this concrete base should also be preservative treated rated for cont uh it's not going to be maintenance free there's no such thing as painted wood out of doors that's maintenance free but given the repaint recommendations I made which is a paintable a water repellant oilbased primer with stain blocker M side minimum two coats top coats 100% acrylic latex with st blocker and Builder Side in New England here in shury that should give you easily 10 to 20 years before any type of repaint is needed and the reason to switch to acrylic paints versus oil the traditional oil based paints is the acrylic paints maintain their flexibility over time they're also breathable and if they allow water vapor to pass through them so when things get wet they can dry up quickly um but probably on a you know 15 or 20 basis there may be some requirement for repenting it but if it was on the concrete platform and you know raised up that we shouldn't have problems with rock that the air circulation should happen again what you're doing is you're promoting the shedding of water to begin with and since we know that joints and penetrations or where water gets into painted wood structures you have to allow those to dry out quickly once they've been wed and by raising it off the ground you're doing two things you're creating a capillary break between soil moisture which would ordinarily move from the soil through the concrete into the Eddie Wood that's touching it which is the situation now sitting on concrete blocks um and then you're also providing a gap for air to flow in and for water to drain out I have no concerns putting it out right back in the common the way it's been again for 90 years and uh it's in really quite good shape during that age and also that some parts have been replaced over time I have a question would um the cast conrete be too porous and create some humidity inry would the cast concrete create a little bit of moisture in the inside being that conr doesn't pull up from the ground would replace it with something that's not por soil moisture will come up through the concrete but because the bottom of the sign board would now be elevated an inch or two off the concrete you've broken that connection between the two you've got air flow and drainage for water beneath it that's why the bottom trim has been replaced over the years multiple times because it's been sitting directly on concrete blocks in cont with soil H how do you elevate it in inch it can't levitate you have to build an interior frame probably have bolts in the [Music] concrete it's it's done routinely I say a few words goea yeah I was involved in restoring that U sign board I think it was 14 years ago 2008 2010 something like that and I don't disagree with anything Stephen has to say about this except for the his statement that 14 15 years for a pain job I'm I'm dubious about that but I think that as he said and I S to the historical commission any wooden structure has to be maintained and I usually figure 7 to 10 years per PID job for any house that I worked on under ordinary conditions uh obviously different exposures wear out different r but you do the whole house usually at once but uh as far as U putting it out under a perola that to me seems silly it's an outside it's a sign it's not it's not a the Holy Covenant or some beautiful historic object it's a utilitarian object which is quite Charming which has been maintained continuously which should be contined to be maintained it wasn't painted for whatever reasons for 14 15 years after I worked on it what it really needed was some more repairs carpent repairs so all the repairs in Sten sites I think are reasonable uh it needed the roof had to be replaced or repaired uh the sign had to be uh restored and Rel lettered now the historic commission was talking about sanding down all the letters which were so wonderfully standing croud because they used sign lettering paint which is better paint than ordinary house paint and so those letters were protected from ultraviolet or and so they stand proud from the body of the sign which is quite nice and it also gave me a guide when I lettered it to exactly the proportions of layout of the letters in the sign so I'm glad that they didn't do that I hope they didn't do that no what they uh did was they again because the paint was so loose to begin with they merely took it back to bare wood no sanding involved right they photographed the sign post prior to doing any removal so that they can duplicate exactly the lettering on it both location and the you know font that was used so it's there's not going to be any sanding of surfaces whatsoever it's great it was very expensive but I think that it's not the way that Stephen describes it it'll be a good thing uh and again it is it's not a sacred object it's it's a wonderfully Charming object that can be continuously maintained know well to the future I think and I think this effort is well costly is probably good thing to do and it's the paint job is last 10 years all the better right um I might observe that when I was up on the common during one of my visuals I watched my in and out [Music] soin be there which might so if if that's a concern then a uh screen can be placed over the bottom so all of the concerns you know there's nothing new here there's ways to deal with all of these things little Ang little St Ang quar would elevated to and you level those two with slot slot so B and Henry are here BT and Henry do you want to weigh in sorry yeah sorry would you would Bert or Henry would you like to I see Henry Henry here can you hear me yeah no I uh uh we found that there's substantial agreement um regarding the renovation and uh if it's going to be put out there uh Steve's input has been uh uh very very valuable uh the uh the Conservation Center continues to affirm that you know one of the best things to do is to of course put something over it but clearly that's not something that uh people want uh and by the way the idea of the Gazebo was not ours it was the Conservation Center that recommended it from the very start uh they said if you're going to put it out there it might be worthwhile to put something over to protect it uh uh I guess the next step would be the question of who would be responsible for maintaining [Music] it it needs a trust fund an end um I'm not sure in the past Bob who who well the commission came to me again recently they it again and then they uh they were sort of in charge of of conducting that sort of continuous upkeep of of the structur I think they they're they're the right people to do it yeah and but and the reality is so so you could have a budget to make sure that it gets maintained could could get incorporated into the historical commission's um budget so that you had had fund to do it because I don't I think in the past it was a capital request from the commission it was a capital request okay so that's works too yeah okay and and what well CPA funds could work too they can't they're not must to be used for maintenance okay so they can't use C funds but the there was funding that the historical commission had spent years accumulating and there is still a small amount of money left that you know like or 8,000 in um but you do have other funds that can be used towards the maintenance and it could be explored adding it to the hisorical ma to budget Bert do you have any questions or comments you'd like to to lay in on you're muted unfortunately I came in late so I didn't hear what Steve had to say uh I think um Henry and Mato were going to be um looking having a conference with the people in Williamstown and making some and I I'm not aware of that so I w't I don't want to comment right [Music] now Henry is is that are you and Mato planning on talking to the Williamstown people is that we actually talked to them today and went over their recommendations U the I guess Peter mahoni uh thought that the um it should be reassessed every two years for it should be cleaned and you know to see if there's painting to be done every two years uh that was one of the things that came out of our conversation uh but but Steve seems to think that it might go for 10 uh you know [Music] so I guess the question that I had was what what uh if the recommendations that Steve made are uh going to help to protect it for 10 to 20 years what what will it need in 10 to 20 years will it need to be redone all over again or is it just going to be uh minor maintenance just pained it's going to be minor the major difference in in the recommendation I've made is starting with on the be wood what's called a paintable water repellent which are fairly new products last years so that that sign board never saw that um that makes a difference in terms of longevity of pain systems in addition to using 100% acrylic latex you know keep in mind this is a fairly small structure um and that when maintenance is due and the sign board will tell you basically when you start to see any cracking repealing that's telling you it's time to act um I I don't see the main being you know large undertaking either physically or financially and that time comes around one thing I did make clear to Peter Mahoney who I met with a couple weeks ago in William toown was that the conservators are viewing it as a museum piece as though it were a historic sign that they are going to conserve and then that's going to go in a display case somewhere and what I explain to them is is that's not how the town views it the town views it as a working signpost like it has been for the the previous 90 years and that's what it's going to be in the [Music] future so um we can make a decision this evening there are two of us here um Eric will be back for the next select board meeting but I guess I want to um I want to check with you bird and you Henry about whether or not you feel that you have enough information that your questions have been answered um as the sled board goes ahead or would you prefer um that we wait until our next meeting which is a on the 30th correct yes yes a week from tomorrow everybody on the historical commission should have gotten my report I emailed it to all of you may have gone to some of your Spam folders so if you don't have it you can email me and I will resend so we we got it Steve and uh it's very detailed so uh whatever work will be done in the future we' got some guidelines and hopefully we'll be able to ask you questions along the way no problem guess I'm still unclear I mean when you say it's not a museum pie it it definitely is not a signpost that people depend on to see which way to go so I think it it's more like a museum piece and when you say that the town wants it to be uh out in the open what are we basing that on well I've heard from a number of people who who KN had heard about the um yeah who heard about the Gazebo and basically said that doesn't make any sense um that it just look really awkward on the um on the town com and ultimately you know I think as we talked about the select board has to approve anything that goes onto the town common so I know the historical commission has jurisdiction over the guide board but anything that's done in addition um structures put on the on the the town common um is is our decision to make so I just want to give you the opportunity I mean we can wait until next week when Eric's here if there's some additional information I think I'm prepared to vote tonight but I don't want to um you I don't want to what would be the nature of the vote tonight the nature of the vote would be to um to move ahead with relocating the sign board on the town common without any structure over you know without the without any gazebo as has been requested by the historical Commission [Music] I suspect we go for a vote now okay um all right so um a motion yeah I make a motion that we um relocate or put the sign board back in its um original location and that we recommend that um all the recommendations prepared by stepen smolski um be undertaken and I assume that there's some additional cost for some of this so we're going to have to um work with the historical commission to make sure that we if we have a concrete pad and if there's um other onsite costs um that things that are not being done by The Williams Town folks that for example excuse me no roof included their b as far as I know okay um so it could be CPA funds there could be additional CPA funds um for that work and uh we just that needs to be um decided relatively soon um okay that's my okay I will second that um I do want to thank you Steve for doing transition working session um which will include multiple pieces um schedule scope of the interm TA budget um ta line fromom transfer request and and such okay are we ready um do you should we start with this outline that you know kind of steps in the process or um yeah we can start since we have the finance committee and the Personnel committee here I think we could go through this fairly right okay so this was a um a list that I put together that I I think is a working um list but it was sort of my kind of uh frame jump about what needs to happen um between now and probably goes beyond November but um so some things we've already started which include drafting a job description for the interim Town Administrator So the plan is um that we would bring on somebody on an interim basis um you know clearly trying to I think for a variety of reasons it doesn't make sense to go immediately into a hiring process I think we need to um assess where we are um and uh and we're going to it's going to be um it's going to take some time to hire somebody um we are in an environment and I've talked to a number of of people who um have recently been inv been involved in Job searches um we're in an environment where there are a number of town administrator jobs open um our salary our current salary is not competitive um for the most part with other salaries being offered um in Franklin County um so we um so for for those reasons I I think it's going to take us a little while we need to do advertising I think we need to have a search committee um we need to look at the Town administrator's job description but I see that happening not now I see that happening after we you know kind of go through this um interim period so I have drafted a um a job description for the interim toown administrator and um we can talk about that we'll we'll be talking about that tonight some and then I guess we have a meeting with the Personnel committee on Thursday night so we can um kind of finalize things with them I hope on Thursday um in terms of the calculation of the costs of both the interim and the New Town Administrator um I know Melissa's worked on some numbers Becky did a spreadsheet she's getting copies of it for you right now now she wasn't able to share it um uh this afternoon this is some technical problems email it and I do have it you do have it oh okay so she's making copies um so that finance committee could have it in their hand um next upep uh we have the Personnel committee Thursday um there after um we would advertise the I'm calling it the ITA um we don't have a lot of time so Becky leaves uh two weeks from Friday um I have been doing some checking around talking to some people you know I did this work decades ago so there there's kind of a whole network of um of Tas uh who are retired um and so I have been talking to some folks out there uh including the um the person um who worked on the jobs the search for um for sundland so we would advertise that position and then have um select board and representatives from the personnel and finance committee interview the candidates for the interim position and appoint an interim administrator um I've gone back and forth I talked to Becky about where we come up with the funding and um I think I think where we've landed is that um my my original thought was we're going to need money for the interim person to and need to get that before town meeting on the 19th but then Becky pointed out you know we can take it out of the town administrative line item so you can just do this at town meeting not have to look at a fincom reserve but um just you know bring it to town meeting and we'll talk about what those numbers are so the town meeting is on the 19th the warrant we're going to sign the warrant on the 30th is that right so we really need to um talk to the finance committee tonight about those numbers um and your level of and questions that the finance committee has about um our request because obviously we'll want your support um and uh and you know there's some unknowns because we don't know who we're going to um we don't know who we're going to pick for this um job but but we we have a sense of um you know of of who's out there and there you know there is is a range so um so the town meeting approval would be to covering the costs of the the UR person and then um very importantly um our expectation is that we'll have to pay a Town Administrator more than we are currently paying our Town Administrator and that comes from a salary survey that um I got you know which show everybody else that's getting paid I think in order to be to attract people uh we don't necessarily have to go up $10,000 but that's what we've um you know are are looking at to increase it just gives us more room in terms of you know finding um a good person and and so again that's important for the finan committee to be comfortable with and um you know I certainly feel willing to to defend it at um that town meeting but we have to make sure that everybody is fully that we're being transparent here and that we need that we need that room within um the TA budget to pay more so excuse me what are you what are you proposing exactly or how much money are you proposing to get it to by so if you look at this sheet um kind of the the maximum would be $220,000 and you know part of the issue is we we have to pay Becky pay out Becky for her accumulated leave so she carried over all of her vacation from last year it's been $9,000 if I'm not mistaken um we have to pay the intern person and so the calculations are there um yeah okay I I think I I think $20,000 would be would more than cover it [Music] um see that yeah so are you saying that what the spli Board needs to do at special town meeting is have a line item that allows that asks the town to allow them to spend the 20,000 up to 20,000 for the interim ta it's not no it's not for the interim ta adjust for the interm TA it's for the cost of the interm TA you know really it's like paying Becky for her accumulated time it's for the interim ta and it's to allow us to hire at somebody at up to $85,000 so basically what you're saying is you want to increase the line for the town administ by 16 to 20,000 yeah yeah and we going to we were asking to for $25,000 so we'll heard that today we'll be ready for contingencies that might arise right right and and you know what I what my feeling is is that we didn't want to have to keep coming back to the finance committee for you know that that the money go to you I think it makes sense for it to go into the TA line item give the you know give us the ability to to do this obviously we have to be financially um Savvy and responsible and you know not so we get to check up your proposal when you develop it that's a good question I I don't know that the finance committee has ever been on in on negotiations not negotiations just to I guess yeah I guess yeah we could review it with you um well you have aome representative on negotiations okay and we have a personel board rep and board rep they bring their concerns of their groups and then you settle on something that hopefully is agreable to all parties so will and I I think um hold on with second I think um with looking ahead and and really you know you figuring out that that amount we have a moment of being able to be proactive rather than reactive at the at the other side where the fincom Reserve I think is more for those contingency things that are more immediate and this allows us for that planning and not have to use that funding for thats yeah so I think the the finance committee will just have to be careful I think what we would be doing here is increasing the Town Administrator line in in this year right um by a larger amount even with your assumption about this needing to be more competitive salary so so we'd be increasing at $20,000 for fy2 right and then bringing down fy6 so we assume you'll know to do that and we'll know to do that too no that we yeah we're just asking for the money to cover the costs that we see coming during this fiscal year but you're right two questions one is is there health insurance with itas okay and would be an un so we have a job description it's an [Music] um this was just the original kind of I'm just sort of like running through this timeline so would you would your article suggest that that money to increase that line comes from free cash too I think we are looking to the finance [Laughter] Comm increase in the line per se in the budget line it's it's additional funds provided for the circumstances to yes increas l so it should come from Reserve looking 45 well you're I don't know you're 25 all right we're just at 20 you guys I also a process question um is the town is Our Town Administrator involved in looking at any developing any of these um job descriptions the it or the the the New Town Administrator that was one and the other for the for the uh commity um to do the interviewing normally it's one person from the select board one person from Personnel Board one person from incom yeah we can do it's not okay so it's not the whole s we can yeah whatever makes the most sense is fine Becky Becky and I talked today she had looked at the um at and had some comments and um we made a few edits um but I think going forward this person's going to be working for the select board so that's you know it's important that we're comfortable with it and we that you know what we see um is needed but yeah I mean Becky and I talked about adding um like we relatedly after the first draft you know we added um what you say we've added some stuff around um oversight of consultants for example and grants and grants um so just I'll just finish this because we're kind of diving into some of the other stuff um so then we go to town meeting and um the other the other tasks are uh we we have to we've talked about getting having a search committee so um putting together the roles and responsibilities app point a search committee and then initiate the hiring process and um you know I've been just like processing the calendar in my head you know we'll move as as expeditiously as as possible I think you know we have um a lot on our splan lates all of us all three of us and Eric will too um so we just we want to keep this moving um and we will uh be very appreciative of the Personnel committee and the finance committee if you guys have suggestions input um you know we're we're happy to hear that but but that was you know for me um when I was like up at night thinking what do we have to do it just helped to put put together this was very helpful with um I the one question I have is and I don't know if it goes here or just in in our way that we're going to work with this but I think because we have such a short period of time maybe we shouldn't the select board should meet weekly with the Town Administrator to check in on transition um and have us all involved um being that it is a position me to do once a week all three of us or two of us anyway um all three week right so to to today well no just not not just one one of us because you know we have to wait to meeting staff and and but we have a meeting scheduled next week then following week is your last week last yeah yeah um so just as so we can all stay up to and we will be you'll be meeting with me on on Wednesday 30th right so then we would just also on this right I I mean specifically so maybe come prepared with your um this is what I've done for transition this week Thomas you know updates related to that yeah rather than um with the regular to but this is you know what steps have been taken this week for V just so the three of us are aware of all about that um okay so any questions yeah so do these searches ever involved like a professional search consultant did you have one not the interim I think for the permanent um right you know there are groups like The Collins Center does it cins Center at UMass actually does searches I don't think we're going to need that um honestly it's it's not like a head hunter we don't pay enough um and the network of town administrators at the MMA has a really good um website and that's where sort of everybody looks that's looking for jobs and there's a pretty good Network out there there's a um a group small town administrators meet in fact they have an upcoming meeting on Thursday on Thursday of this week somebody suggested I go I can't go um but that would be yeah to look for people well I think we have to get the job description done first um EXC me how is this job description going to be U flushed out what what's the process there for the intern or for the for the permanent position oh for the permanent um that will be the select board and we'll review with the Personnel committee right so uh that's not going to happen immediately no okay so we could have the is could have that process yeah I think we'll have we'll have meetings when we're talking about it we have to have meetings in open um and the plan that you had outlined was that you were going to work with the personel and descrition I haven't heard that well that's what I heard from you so no it isn't no I think that's the interim one we were going interim I don't think there's a plan yet for that next step we're trying to get just get through the first yeah I haven't been talking about the permanent job discussion at all because you want it final before December 6th why because you're going well if if we in fact are ready this is just a this is just an out line this may or may not be a hard deadine right that this is all sort of subject to yeah change okay that's how I read it anyway was that your intent read yes it was yeah that it's it's a moving Target yeah but but you will ask I mean the tradition is when a person leaves their job the Personnel Board reviews that job description ah had of rehiring some be able to and I'm just wondering if you need to let the person on board because you're heading into holiday season and I know they have different issues about meeting time so the sooner they can be alerted to what role you would like for them to play that the better off you'll be as far as they're being able to commit yeah yeah we you we have a lot to do as you have a lot to do so um I think we just we need to get we need to get this interim thing for big for step we don't even have your resignation yet for some people I'm sorry I don't know why I want to wait to have on the contract I have seen the contract you have seen the contract well that's good but it would be nice to have that would be official um uh okay so do you want to talk do you want to run through the numbers do you want to just take a look at that sprad she I mean it seemed pretty clear to me but I I guess I I didn't want to just ask because I think it looks like there's kind of a there was a calculated range of funds that would be needed for this plan that ranged from 16,000 to 20,000 and I'm assuming that was a function of assumptions about when this inter start yes it's it's how long the interim is working many weeks um you know we don't know that $50 is going to be the um the rate that that we pay so we have to get out there and um and find people I have as I said I've done some um I've had some discussions very informal and it's ranged from like 50 to 75 and I think the 50 that Becky put down when you you accounted for um taxes equal $57 so um I think we want to have the ability and I think with with with $20,000 um we should have more than enough money and we will not spend more than we have to yeah so that seems pretty clear to me and I guess they're really like three kind of buckets that you're trying to fill with this right one being um you know paying out um benefits that Becky has aced right over very time and then that's one and then two is this interim uh ta that would work on a part-time basis 20 hours a week and then the third being um kind of this marginal increase in uh salary compensation for all goes well need to may find somebody who who will work for $75,000 a year and we'll be very happy right um so so yeah I think that just do any fincom members have detailed questions about how this figure of $20,000 was arrived at there is a 13 weeks and I heard 14 weeks to we know we don't know Su this based on 13 B the first one is and then it Al so basically the longer the half time the person your paying list is there the longer till you start somebody at the full salary the less money it is in the and you also have to remember that while we have the interim person we're not paying any benefits we're not paying health insurance so you know there are savings um there we're not yeah we're not right we're not paying uh not in those lines anyway it's not in lines anyway but it's it's those are costs where did the 20 hours a week kind I mean we have a fulltime now it comes from the fact that the people who are most likely um to do this are retired retired Town administrators and that's there's a whole network of people out there who do this who kind of go in and they their retirement precludes them from working um I think one person I spoke to said they're limited to 19 hours so you might even see a reduction potentially from 20s to 19s so how is the other pieces of the going to be redistributed mean this you're looking at the court no I you know it's it's a big concern you know we are going to be filling in where we have to um we need to um we have a new administrative secretary and you know I talked to Becky today about you know what she can be picking up and that's why it's so critical that we understand on a day-to-day basis what Becky does you know the time involved what is Abby doing the time involved and where we the select word I'm retired Eric's retired Melissa is not but um she works nights um weekends um and you know I think we also need to be prepared for um having you know let's say in the case of time in bond with the fire station and the pat you know we might have some additional costs that have to be picked up there we don't we don't know I we don't know because we don't know everything that's that that Becky does so that's what we're that that's why having that detailed spreadsheet of all the projects all the contacts all the outstanding stuff and then understanding where the demands are from um Town departments and committees and and Boards is is so important well as citizensh people who come in with questions I mean as on a daily basis you know Abby will be here and questions will get answered as as best they can um you know there's not always going to be if we have a part-time person they won't be there all the time and we're just going to have to make it clear to people if nobody's there you know put your questions in writing if it's an emergency you know call day or night and maybe that's where we have a select board member that is that person if there's an emergency I mean it might be that that we have to come into the office sometimes I don't know you know we're just we're just scrambling here to cover it but rest assured we're thinking about all the issues and um yeah you're I know we won't be bored we could yeah never I can report back to how much work [Music] right right so I was looking for um ad said there were three buckets um so I don't see the one that is the possible salary boost for the new ta it's the third one it's the last one so it's the one new ta salary um so you go down on the left hand column so I I put it because given the length of time the amount changes so I put in the 23 weeks which really accounts for your 13 we schedule for um mine is two we overlap so that would be 11s so that so I went through and the costs become larger um we High yeah the sooner you hire then the cost increase the sooner you hire a permanent person and which just makes sense because they're going to be full time but then you under these three scenarios 23 weeks 26 weeks 30 weeks we see there the cost for the new ta but then you're subtracting from those the what you don't need to spend on the on and I'm sure it won't hit any of those scenario scenarios but we needed a to try to figure out what the potential impact so think it probably gives worst case scenario not worst case scenario but gives the most that could possibly be all right so um so you have so would you like to see them I can make them sure Kathy Jim did you guys have any questions about the specifically about this proposed um warrant article request of $20,000 no makees sense to me Jim no I it seems fine to me as well all right then I think I'll make a motion for the finance committee to recommend uh approval of a born article that will go to a special town meeting for um a transfer of $20,000 to the Town Administrator line to come from free cash I think that's [Music] appropriate all right um why don't we vote whoever's in the room first that Rose ey cashew ey Rose your ey sign I coming back they're coming back Salvador I Heming y Heming Yi all right so com okay thank you um for purposes of um Town well I guess we can talk about this I mean having that spreadsheet is stop share I don't know that that that would make sense but we should talk about what um I think I I'm curious what other folks think I think what makes I don't think the spreadsheet would be helpful to share with the public because I think but those three buckets but I think we should explain the concept and I think I think for for some folks what it'll be important for us to communicate that there's some elements of this increase that are um shortterm and addressing a specific need that's relevant for fy2 and that it's not a permanent um increas in that line that folks would expect to see in year right okay make it three buckets very then we want to do our article yeah so would this be an appropriate time to talk about other so maybe I could say a few things and then if other incom members want to chime in so at our our last meeting we discussed um the opportunity to um sponsor a warrant article that would increase our fincom Reserve balance to an amount that is more typical of what we have been doing in previous years you will recall we had a difficult budget year um and one of the concerns we had was that based on early conservative assumptions um we anticipated um hitting our uh actually exceeding our 2.5% uh increase in the tax levy right by utilizing excess Levy capacity right and so that that's a step that we didn't enjoy taking and right that's something we try to avoid um is that like $112,000 what was the yeah exactly um and so um for that reason we had to find Opportunities to reduce the tax levy so that that use of excess leing capacity would be um smaller than than would otherwise um you know be required and so one of the places we did that was by um significant L reducing the amount that we usually transfer to our fincom trans Reserve account which is something we do every every budget every budget year so we now have new information from the assessor um and that information uh included a higher projected uh amount of New Growth um then was assumed when we did our budget um you know preparation for town meeting and so that new growth amount actually um means that we don't have to we we are not exceeding our lending capacity for FY 25 as we anticipated we always try to kind of make conservative assumptions about about that so um for that reason and we've had a bunch of like we've had xiety about how small our Reserve account is in recent years we've had to tap into that quite a bit as you know for legal expenses P um all all sorts of things and and now I think you know we have new concerns about this year about you know turnover and some important positions and as we've been talking about for the last half hour so for that reason we were keen on sponsoring a warrant article that would increase that that would transfer an additional $225,000 from either free cash if it's certified in time or stabilization funds to kind of restore our Reserve account to an amount that I think we're much more comfortable with that we be able to deal with the kinds of emergencies and contingencies that come up 30 so that would that would increase our Reserve amount from 55k to adk if the town approves this so that's that's what we're coming for I think just so it's clear this does not impact our uh uh FY 25 tax ly um at all uh this any F comment watch time yeah I felt our discussion last meeting was also not knowing that the select board was going to put up a a um warrant article for 20,000 out of free cash to deal with this this aspect I don't have a problem with going on again in the fincom reserve going up because we know all that money goes back into free cash at the end of the year if nothing explosive happen um and I would say that this is going to be a less stable year in this transition so I can see it but I also feel I thought our discussion at that meeting was pretty at on helping to meet the costs of the interum um and that's that's just to add to what Su said I think personally I think that uh that the fincom reserve was not reflected for reasons that they J explained but you know to me it's perfectly reasonable to fund that line out of reserves I mean it's a reserve account it's it's uh it's controlled by the finance committee the only use it we use it very judiciously we we only use it when it's necessary and it's uh it's subject to group of Select Bo we do make that transfer not though any case we we certainly listen it's like what we're very judicious about it but having additional money in that account spoke with you they have that additional money that count as Susie said doesn't mean we have to spend it just means we have the capacity to deal with some excy that might occur so so if if that were the case let's just say you were getting 25 or 30 or you know whatever the number is and it going into the reserve account you know my concern would be having to you know it's sort of six half dozen or the other right having to come to the finance committee to ask for a transfer of funds like multiple times let's say we had to pay the um you know we ran out of we ran out of money in the TA account I don't I don't know it just it's it seems like it makes more sense to just have it in the TA account as opposed to right well we're not yeah there's no propos here okay good this wouldn't impact your okay the previous request what what it would do though is let's say or whatever there's so many variables that plan that you outline so let's let's say let's say the $50 an hour rate is actually turns out to be the wrong number right is significantly more than that this puts us in a better position to support a revision to that plan okay without the need to hold another special town meeting so it's you prepping just in case but also being able to do all the other things that that Reserve fund does for the town if it needed to exactly um I mean I don't know like one one of the questions that came up at the last meeting I don't know if the highway superintendent has ACW um benefit pay that might have implications for that so that's another that's another scenario right that's unique to that line sufficient that that the highway superintendent line might not be sufficient for this year because of AC crude benefit pay that so like that's another example of something that would we would be be in a better position to um to to support an increase one time increase in that right Highway superintendent pay line to deal with that so yeah I think it's also important to note that that the new unexpected New Growth was $200,000 so it it's significant you know so it's it's so we have enough to to so my um since we're talking a lot about free cash do you have any sense of when our confession is going to be certified uh we are hoping it will happen next week okay are we getting are we getting signals that um I've been talking with the accountants on her schedule and she had to wait till um the final reconciliations from other departments were done which she thinks she has done at this point so when she comes back from her two-day vacation she'll be CL oh I see so it's they're waiting on us we're not waiting on them no they prh will get certified after all the books are closed that's what I'm saying we're waiting yes waiting on the yes it was the school now so they everything's getting wrapped up and then we should still have three weeks to process and what's the typical turnaround a we or two weeks but it gets longer later on okay so she might if she gets it in next week that'll leave us still a month no no it doesn't because we need it by the 19th yeah but the 19th is three weeks they're already at St of 2 have ask station right so back the war article will be worded and and I think we Willa so got it covered I think we would we haven't discussed it but we probably recommend you doing the same thing okay with ta article just say either free cash or which has different threshold station but there shouldn't be any problem I I would anticipate problem request either arle and the third one will be the um Poli detail account $25,000 you guys didn't vote on that you only made the yeah so I think not the laste so do you wna do you want a confirmation together and I've read through they gave me some edits today gave you some edits yeah um I think Rita you pulled out some of the stuff from the the regular uh job description here yeah B basically what um what he was trying to do is is cover all the the major responsibil understanding that you know as April was pointing out in 20 hours a week um we're going to do our do our best to have somebody do all of this but I think um yeah you might need extra help we we'll be providing extra help um but you know really understanding from Becky again on that day-to-day basis week to week month to month you know where are the you know where are the the time where does the time go like what you know what takes up the most time and then understanding looking forward a month two months three months you know what are those um reports that are due deadlines um that sort of thing so that's um really important for us to have in terms of being able able to do some some planning um and you know Becky asked me about one of the under Municipal operations um facilitates select board discussion on the development and Adoption of short range goals and objectives and that's really about like what can we get done what can we get done in this in this you know period of um period of time so um Becky had a question about them a um evaluates current Staffing levels administrative structures and services um that you know part of what I think we need to do during this short period of time you know with an interim person is you know we have um we have an administrative secretary um does she um or do we look to that position and think forward to you know next year's budget expand that position um what can that person do you know take on um do we look at providing some more can she work some more hours um during this interim period um and then we have the the um this sort of covers our discussion with the um around the regional fire so the colum Center report too um about whether or not we're going to be doing anything Visa the um regionalization of fire Services um so that's kind of the administrative part uh and then Financial man management is really about um you know working with the finance committee um on the budget [Music] stuff the interim person has to be the CH we have to have a chief procurement officer and that's just in case we have to do any procurement through chapter 3B so I don't expect that we're going to have much of that Fey um but it's just it needs to be it's possible so we need to have that in there um and then working with capital planning and finance uh supervision of um the administrative secretary the custodian um and then oversite of all other um Town committees so and I think I I did mention it's the department departments yeah so I think that that was that was cover yeah one thing I don't see on there is the work that Becky does to run the building such as the alarm company the elevator company that takes up a and so there's nothing about the physical and unless there's a plan for how else that gets done yeah um that person needs to know that a working on they run the physical plan yeah we have to think about that and it maybe um Kristen is in tune with the security system with the with the so she could probably fill in her the alarm system on the so maybe we just add um it's building building operations yeah okay building operations oversight so you'll make sure that's in your little work list okay over number for okay plumber we need all the that also to add to that list I talking about is all the tech stuff so all the zoom accounts and everything should be multiple of us to have passwords I think we have to talk with Grace about that how it's going to be handled okay she works really hard to keep it just to employees handling our Zoom accounts except for the one account that goes to the chair we have get that on time that can be one of our working meetings cuz that's going to okay it's a it's a key piece and it yeah finding somebody to take that over and we might be able to do it one thing one thought I had is having we there's a new thing on Zoom that you can put in the email address but we can't get it to work I think those email addresses have to be part of your contract um so I'm going to if I can get it set up so when when the person okay so right now if CPA um needs to have a meet hold a meeting and race has already used up her her link I open the meeting for I I give them my zoom link and I have to go in and open a meeting but if the email address works I could give them a t Canal's email address and the meeting he could just open the meeting so there's another that would sa cuz if you're paying somebody there's another option too um is a different type of account that allows you to have 10 10 users and each one of those users could have a sign in um under that realm and I did a calculation based on what we pay for three different accounts um and this one account we'd save $1,000 a year um off of our Zoom um amount with upgrading to that account so fincom could have one under fincom um at. select board could have one each each committee could have their own to be able to start meetings when they need to and whatever so and that comes to [Music] 2199 we're spending over 3,000 currently so um I think that's something we should look at and it it allows each committee when they have meeting to start the round it doesn't have to involve another person to to do that um and fincom just an example for finom or the select board we could have Melissa as you could have select board.org and then you could put Rita and Rita or the select board could either one could start the meeting it doesn't rely on the other person to started so I think maybe upgrading that technology could be it would be savings and it would also be more efficient for the um pleas have to think through is all of those accounts Grace would have to have access it's under one main account and then you have the other okay the key point to do the YouTube conversions you would need access to all those is one account with 10 different users so that's a yeah and would that would that mean that um like when when say posts a meeting we already know what the virtual address because you schedule in Zoom at the same time and it gives you all that meaning data just block in you can even do meetings up for a whole year okay anything else I think I mean I'm okay I think this is so we'll meet with the Personnel Board Thursday THS what time3 61 we didn't post it in time um and so um they meet virtually but you and I been meeting here so I guess we'll do our normal yeah about I'll come and set up the equipment anyway so um yeah I guess that's you know that you'll make sure they get okay and if you guys have questions individually have questions ahead of time feel free to forward them to us so in that timeline is that meeting on Thursday going to done enough to move to um looking at the ITA candidates getting candidates so I think that's the idea yeah that we would that's why person board we can vote on it to so yeah so any questions in advance that need to be
