no announcements yet from the dot for the 2025 local aid program substation no update on that and we have completed the work for the available funding for the stone water assistance grant application thank you Council we have any how's pardon leard good well everything's done except for the mill and overlay they're waiting for the contractor to be there's going to be a contractor who's going to do the basketball courts and they're going to have him do leard is what I was told repaving of all the street coming yes anything else counc Jo just two resolutions May first one is the state required best practice checklist um you have it in your packet it was filed last Friday it was due on October 25th this is for formality to approve it the burrow did have enough yeses to receive the final State a payment if you don't have enough yeses they'll withhold you last state payment but we pass and the other resolution is a transfer resolution where the state allows on November 1st for Thursday October 31st um The Leaf Bags uh starting this Saturday at the recycling center on Saturdays uh from 8: to 12 you can pick up Leaf Bags a continuation of the Monday to Friday at the DPW offices from 8 to 12 you can pick up Leaf Bags there also Monday November 11th the DPW is closed for Veterans Day there will be no yard ways pickups and let's see I believe that's it for now C woman okay I just have a couple of things uh the stff community will have their Thanksgiving dinner again this year uh in partnership with the food bank riar green Construction St P Paul's Orthodox church and the souff of ref fire department and women's auxiliary they'll be hosting it again if you are in South River and are in need of a hot cook Thanksgiving meal for you and your family then join them on Thursday November 28th between 12: and 2 at the St Peter Paul Church Ro dinner will be served at 12:30 you must RSVP so if you want you can go to 48 Washington Street or the food bank and pick up and have have to fill on the bottom and drop off of them so they know how many people will be coming um the library we had a meeting this past week and there are so many events going on there that today I just pulled up and don't mock my phone if you just go to the South Library there are so many events between now and the end of November that just would be amazed for little kids for older there's Pilates there's yoga there's knit and crochet classes there's little learn your story time there is such a lot of information on their website so I advise everybody to go on there and see what would work for your family and that's all I have thank you councilman um the shade tree committee is in the process of finalizing the approval of all tree and replacement applications that was submitted the new soccer field at the high school looks fantastic and is being used off um The W department will be opening up registration for basketball and wrestling soon and that's all I have thank you Council thank you mayor um The Office on Aging had one of their trips today to the Halloween house and Freehold um some of these trips are planned ahead of time too so if you're interested in any of them and you belong to the Office on Aging please check the uh schedule at the website and everything like that and uh register for the trip at the beginning of the month so this way they have a head count and they know if the trip is going to go on they also have the H Halloween mingle which is going to be on Wednesday and that is prepaid uh $5 and it's usually for a lot of the people in the office on Asia um their November schedule is not just out yet and I suggest that everybody if they're belong to the office on agent please check the website to see what type of activities water I got my Elric people are getting them now slowly they seem to be getting back we had little issue with the post office box in Washington they say it's all fixed okay all that money everybody's been saving up to pay their bills the bill are coming due that's all I have thank you I will be holding off on my comments I'd like to open it up to the public you have 10 minutes state your name and your address council members good evening my name is shano I live at 30 daily Street here in South River and also have some information from the county MX where I work um this is first is regard to the improvements on Main Street we're our consultant is in the process of making the changes that the state required and I didn't get a chance to get an update today hopefully at the next meeting I'll make it a point at the next meeting so let you know what's going on uh the uh second thing is I understand and I did see that the uh the beacons are up at Browski Park which is a great thing that's now check that up first uh another thing is the Lights On Main Street I assume they're still not on I haven't been on the road so unfortunately I don't know firsthand last memo I got which I've gotten the uh jcpnl to link the town in on the memos let us know what's going on and I'll just read you a few a few lines from the M that I got was October 11th and they told me that the repairs of these lights requires running new wiring underground I assume that's conduit um this work is completed by an outside contractor when a contractor completes the work j a JCP crew need to go out to energize the new wire so that the lights will turn on I they go on to say that this is a much more complicated compare than just a typical bul replacement and it's not just the bul lights themselves but the underground wiring feeding the lights uh they're working as fast as possible to re re-energize the lights and they will be contacting us with reports on progress um I'm not going to solely rely on that I'm going to reach out to them every two weeks or so so that way I can tell you if there anything new call oh good for you yeah that's why I want to make sure that letting I been on them literally almost every single personally how many years is it been really two years maybe I think it's been longer than that but at least two years at least two years hope had I had a very serious talk with them um and I'm not going to repeat what I said but uh just do and you know let them understand that this is a serious problem and we're only one step away from somebody getting seriously or hurt or lose their lives and uh go to court is going to know your problems with doing it work they going to know it's done especially after this period of time now anyhow uh last meeting we had uh a presentation from the consultant who's doing the work for the water Ms um and we talking about how the the new water man are going to be situated in ground and debate on the accuracy of locating them in the future when they do excavations well there that is very valid and a typical example which I look out my front door and I see is the water lines that are marked out because daily street is supposed to be repaved well my water line is not marked in the right place I don't think it's going to matter in this particular case because they're not digging a trench in the road but what if they were um like I said last last time I spoke about it they marked off gas ve and it was a dead gas man it wasn't alive Unfortunately they were close together and as you put these lines in if you're going to relocate it in the road at a different location now you've got that many more areas that are covered by utilities and if you do anything in the future you're going to be interfering with it one line or another so my suggestion is to seriously look at putting temporary water mains out there I know it's more expensive but let's get the old line completely out give the contract of free reign on how they as they stall it I think it's going to expedite the work but yeah it's going to cost so got to balance one against the other but putting more lines in the road whether they're alive or not it's certainly going to be a complication in the future um last thing and by the way those things are not County related uh last thing is uh we have two projects out here one CME is doing for the new direct building and the other one of course is the water main replacement if we could get a written report once a month say the progress it's being made because that way it'll be part of the the agenda package it's sent out and the people will know percentage wise you know where we stand what has uh how we progressed there is any complication they can they can also stimulate that and usually the complications are permit related um but certainly it would be helpful that everybody knows that way I don't have to say what's going on I agree with okay so that would be a great addition once a month I think is sufficient enough uh but certainly it could be nice to know thank you thank you yeah all we're doing is soil testing now for this that's all we're doing okay so when the results come in that task is anyone else from the public road I just have a suggestion I was driving through rof other day and saw a lot of electronic displays on the boards of the TS I do not know what the official word for those is for example if you go on Route One uh just before by prominent Boulevard there's a big sign board which has welcome to South Brunswick and the advertise so I was wondering if we could set up electronic display on any of the uh border of South River burrow and probably we could get a lot of Revenue on advertisement if that's the possibility just want to put out there thank you I look into that thank you anyone else from the public J ma 189 Main Street um I just had two questions I know we're doing our our water meter replacement do we know the percentage of what has been replaced already how many residents how many water meters how much is left I think we're P 75% up uh are we only going live with our water meters after 100% is replaced possibly we don't know for sure last 10% of the commercials a little more difficult to do I try to go on with the residential before the commercial okay um my other question is I know in this year's budget we put $100,000 aside for the rec building how much money of that has been spent already I think 16,000 top my head are we not moving forward with anything else regarding that there steps steps are taken that we got to see what the council wants to do with the rep building we got to pass a bond of looking at putting out to bid see what the pr is well going after the bond and stuff that nature but right now he's doing the soil sampling the soil sampling is for the inclusive playground at gr park that's not for the r building I thought that was for for the inclusive playground but then we'll find out what that's where I'll get back to you about it okay so because we put 100,000 aside we're saying we only spend 16,000 oh yeah so that money doesn't get spent where does that go it laps into Surplus like in the prior years when we didn't spend money it laps into surus um also we passed I guess uh today's ordinance on second reading uh what is the first step for that the you have to wait for the Stop of Fury T which is 20 days and then if the council approves we're going to authorize the engineer to do the preliminary work to get everything started to go down to the I bank and everything that's required from the state of New Jersey to do a project of this size okay so tonight's was passed for the presentation that was given at the last meeting so then he'll start the contract the council approves on November 18th that'll be the 20-day stopping period I believe ends on November 18 so the council approves a resolution to authorize the engineer to go forward and help year as well our only request to the township Administration is for all your wonderful help we also would request your support uh not just from the township Administration but from schools as well who it Council thank you um got some really great news uh some of our Junior firefighters that I had when I was in charge of the program um a lot of them have gone through and became career firefighters um the two recent ones uh Ryan Farrell was is currently a firefighter in Montgomery County Maryland he worked the ambulance and the firehouse uh was now accepted to Washington DC so now he's going to be a Washington D firefighter and he's going to be right next to the capital and the White House so God bless him for that next is Liam foder who graduated the Pittsburgh fire academy and has earned the academic Excellence award so Liam is now going to be up in the Pittsburgh area as a firefighter and again it all started here with the South River fire department as a volunteer and training to get these guys interested and moving on to a career of firefighters um on Monday the 21st we had a major structure fire on a house um when fire department pulled up the house was fully involved um everybody thank God everybody was safe um the family was not home thank God for that um they did lose their dog unfortunately but uh again it's you have to be so careful with this weather right now especially uh from mulch fires we've had some brush fires everything it's so dry that a cigarette can start a house on the fire so you have to be very very careful so just want to get that out to everybody so again please be very careful with this weather and fires and wish everybody a happy Halloween um again as I said you know the kids are gonna be out walking around so please be careful if you're driving uh watch out for them because they will d right in front of you I see that every day with the walking home from school so please be careful and uh have a happy Halloween that's it mayor thank you Council pres yes a few things uh Halloween is upon us and so is our curfew uh there will be a curfew 900 p.m for all person 16 years of age and under During the period of October 30th through October 31st first there's been a lot of vandalism going on in town yes uh and I'd hate to see that we have to have a curfew every day uh but you know we want to have nice things in this town There's a few that are thinking a mess out of things don't because you will be found you will be prosecuted um changing clocks my great bugo sorry that's the Bell warning us that when we change it's going to get dark earlier you may have a shining personality but that does not work if you're wearing dark clothing please don't wear dark clothing and then walk out and expect people to see you we can't so watch what you're wearing watch especially the kids because they don't know better the high holy day is coming as Governor Co used to call it Election Day November 5th a very special day there is absolutely no reason why you should not vote you are eligible to vote you can do it in person now you can do it by mail you can do it traditionally on November 5th so get out there You' got the sample ballot explains everything for you remember to turn over look at it or find out wherever the Board of Ed and the resolution there there's a question for South River uh get out there and vote it's not only a right it's your duty Veterans Day is there going to be a ceremony there will be at 11 111 traditionally that's right on the 11th day the 11th month at the 11th hour down at the Museum come out it's veterans day we honor all living veterans it's not Memorial Day it's Veterans Day we honor those that are still alive and that have gone and protected our country so come out okay recreational facility and doing so we are doing a we're doing a lot with our Parks renovating redoing all the uh equipment and it's not easy especially when it comes down to people that want to W our Parks these are for these parks are for your kids stop we have eyes on you we are going to find you we are going to prosecute you pars are for the kids so try to have a little bit more decency towards the facilities that you're around on November 9th we are going to have a groundbreaking our first week development which starts at 10 o'cl please come out which is going to be at the Laughing Chevrolet uh site all are welcome to be there as councilman SI spoke about fires um as you all know the state of New Jersey is under a stage three burn restriction due to the major amount of droughts that's happening to this town uh to the state a lot of things are now prohibited you're not allowed to get permits for which are the following bonfires using the use of any Open Flame or producing devices discharging of fireworks um if you have a grill make sure you're main you're watching it you're on top of it open Flames are not going to be tolerated a single Flame could start a fire like it did on Wilbur and it will roll it rolled to a point where even the bushes at the next person's house was on fire we had to evacuate two blocks worth of people that's how important it was so be be aware of what you are around a simple Ash off of a cigarette could start a fire and you don't even know it especially when it comes down to mulch it sits there for a while and then it starts so please not too long ago I had a meeting with the super intendant of our schools they are joining with us to start cross referencing kids or actually parents are enrolling the kids using false addresses false leasing we're we're going to be on top of it especially when it comes down to too many kids being in one home and it becomes a fire safety and we have gone to so many houses that they've had fires and 10 kids walked out of the house so be aware we're on top of it we're going to start doing our work with the uh Board of Education to cut back on what exactly is happening with the school system November 5th as Mr Cel said uh every vote counts there is a question on the ballot which is the land use let me explain to you what it's about I know we've had this discussion in the past the land use is a board that consists of the consolidation of the planning board and the zoning board which means we are capable of streamlining signing when it comes down to applicants contractors homeowners that want to develop something it's also cutting back on your esro fees so you you make the decision that is the question that's going to be on the about don't forget to vote every vote counts and uh Happy
