mayor good evening everyone the contractor for the 2023 and 2024 roads to stop for f weather the 2023 Local transportation projects Grant we are working on the design the 2025 local aid program we put together a proposal for that the substation maintenance work is done I'm just waiting for the contractors to submit all their inspection reports and testing results to us for review and then we can close that out and the annual storm water grant um we're going to be putting putting together a new letter regarding with the deadlines that are coming up and give an estimate for what it will take to finish the mapping work which I think is required to be done by the end of this year I will verify that during the week thank you any questions I can answer um I do have quite a few questions actually uh I know that last year I had quite a few roads that I spoke about that were paved to find out the only road that was actually P paved was uh the other roads what were done to those roads so the storm SE done the done there's one handicap rant that has to be done and just the we set in and they couldn't when that's done then the Ping work apprciate thank you counc anything for Bo Joe just one item on the agenda resolution 58 resolution to join the mid Jersey municipal joint Insurance Fund late November early December uh the burrow and four of members there was five members left in milsk County Joint Insurance Fund were faced with about a 20% increase this is for your workers comp Vehicles buildings and property which is going to be about 200,000 so all five of us got together shopped around and found the mid Jersey J and no increase um so all five of us left the M County J went to the mid mid Jersey J so hopefully saved us $180,000 in the budget so your resolution is to join that gif we dissolve the other GIF because no more members left um so all of us so now with that J which has 13 other members so about 18 of us now so now they share in a bigger pool instead of five of us picking up the T for everybody you know so that's the resolution have on there um only I do have a question for you um I hearing this throughout the whole entire State all my mayor are talking about it health insurance or health benefits have gone up what kind of impact are we looking at so right now ours went up 19.5% so that is40 a month for $480,000 a year so probably the biggest headache that the budget committee is going to have to deal with is insurance so we solved the jip insurance by going through a different one save M but we cannot get out of the insurance we're in now this insurance plan that we're in is about 40% better than the state of New Jersey so we shopped around in 2016 and 2019 we left in 2016 went to this insurance which is the central Jersey Health Insurance Fund we're saving about 40% from what the state is offering for the same exact coverage we shot around a couple years ago this is still the best plan but what we were told is since Co when Co whenever there's a pandemic and it ends Insurance readjusts themselves and this is our Readjustment so a couple years ago we had no increase last year we had 5% now we got a 19.5% so you're looking at about $480,000 in a budget 2% increase in the budget is about 240,000 so this is about 4% right off the bat before we talk about anything else in the budget so this is going to be significant I'm glad we saw the joint Insurance Fund push up because that was another 200,000 but this is going to be there we can't can't get around it so that's going to be the biggest headache I think this year anything for AG uh just one thing just finished up the burrow calendar and it'll be going out to the printer hopefully tomorrow maybe Wednesday and we'll be get body end of January and then you can pick them off at 48 Washington 55 re the library n everything's no we worked Chief please Chief uh mayor I I don't have a report but uh i' like to bring your attention to resolution number 36 uh my fault that I missed this but sadly Joo who was one of our c3s uh retired from the sheriff for passed away last week so um my apologies we we should have taken that name off 36 anything for Chief Fire Chief evening mayor council department closed out 2024 respond to 472 alarms all fire related which are nons can tonight there are three resolutions on the agenda appointment of fire police which is an annual appointment appointment of Brandon barar to Reliable Fire Company appointment of Charlie Barnes the reliable Fire Company our anual recertification course is already scheduled for this month engine two is out of service for warranty work to the pump panel which is being handled by Campbell Supply all of the units are currently in service um Andrew I have nothing T Alissa nothing coun help us um yes mayor I have a few things um I was appointed the uh liaison to the environmental commission we met this uh on the on the 9th and uh meeting went good we selected a uh chairman which is Richard burn um they are planning to do a uh Arbor Day event at D's Pond April 26 and they're going to be planning a a clean up of uh different burrow I guess sewer grates and different things around town and I'll let you know about that when we get those dates together and uh today I also attended a uh an event for Middle sex County oh jez the r wa which is the uh water restoration Association and that affects all the uh Ron River area uh Waters Lakes tributaries and all that and uh we're working on a plan for redeveloping the Waterfront Arcadia was there and they are going to be sending a final memo out with the recommendations of what we could do working with the D and the environmental commission and how we could all work together try to revitalize sou water Council Deus thank you mayor um as of January 1 I was appointed the liaison for the Board of Education I attended their reorganization meeting on January 2nd and they sworn the three newly reelected members for their three-year terms Renee Bush Lisa burn and Nicole Sadowski the board also unanimously elected Cynthia orbanic as president and neon as vice president for the 2025 calendar year so I'd like to wish them all great success in 2025 and beyond their next regular meeting will be on Thursday January 23rd at 7M in the High School auditorium and is open to the public for the recreation Advisory Board update uh we're currently in the winter sports cycle basketball program is for children preschool through 8th grade and just started after the new year we've hired Mojo Sports to run the older group uh sessions and councilman dimian as well as several others are volunteering their time to coach the fundamentals program for the younger kids which starts this Saturday so thank you councilman for that our cheerleading program starts at four years old and goes up to age 18 their competition season for the winter has started I want to congratulate all the teams who competed this past weekend both eight U teams and the 16 U team took home second place and the 14 you team took home fourth place wrestling program is ages four up through sixth grade we're also underway the matches will start this week and our only home match for the season is tomorrow and the high school gym it's our first home match in several years for anyone that would like to attend uh registration for all these programs has closed for this season but I just want to make everyone aware of what we do offer uh counting the cheerleading which is year round but their winter season is in in play plus basketball and wrestling we have over 180 children enrolled so I want to give kudos to Terry and Jessica with the recreation program for for getting that together and pushing these programs as well as all the volunteer coaches for continuing to grow the sports for our youth Zumba registration open today and the classes will begin on February 4th classes are Tuesdays and Thursdays from 6 PM to 7 PM you can go to www.s souer mocktails paint party this will include painting along uh with a specific design and sipping nonalcoholic beverages drinks and materials be provided this is for ages 12 and up but you must Reg register so I advise everyone who can to please go on the library website I pulled it up today and just what's going on uh yoga for adults Library buddies time um meditation classes Little Learners Pilates this is all for nothing take advantage of what's going on with the library you you won't be disappointed other than that my other committies will be meeting till next mon kiny thank you mayor um first off the uh Office on Aging we have not had a meeting yet uh we're due to have a meeting this January right now this month is a little bit on the slow side we're still recovering from Christmas and holidays and as soon as events start happening I'll bring them to the attention the utilities committee which is also onl we have not yet met and uh I know that work has progressed as far as battery storage and some of the other projects throughout Town that's all I have there thank C president um our the EDC will be meeting this week um the restructure for the new year um there parking permit on lington um they declined um they said that because like my front is on like um David Street I have to park on David Street but there's a fire hant right in front of my house there's like only one spot for one car right so like since then I have been parking lexingon like 70% of my house is on Lexington right I've been parking there that's the gate that I used to get inside my house and everything and I got a parking ticket right so yes I got a parking I have some pictures here and everything like so you guys can see the house if you want um I got a parking ticket um I called over here um the dispatcher said that I had to go to the um Municipal um place there like the city hall um there I went there they said that the for um permit that they give it's just like for a street they had to come back over here I came back over here um they said unfortunately that's what you like um they can offer it's just like the park on David Street but again it's just one spot otherwise it's going to be like on my neighbor house and things like that so I asked them what else could I do they're like you gotta go to the C me can see with them if there's anything they can to help okay you're know there per parking on his house is on his house is on yeah the front is yeah I know cuz I live around the corner I know what it's like to park over there can he just get apply for a parking permit you have to live on but what his with his thing with the fire hydr you can only put one car there Wall Streets are the same if the residents want to get together and try to get urb parking for their area that's something they have to petition to you guys once they can petition that to you guys if you guys approve that then we will enforce that but as of now the only current Park those two streets he doesn't live streets up out I can get your information I will talk with art we will figure out what's going on and then we can report back to you sir and we can report back to the council if we have any recommendations or if there is anything to go forward but that's normally what art would say while he's sitting here he's B administrator however he's not here tonight so if I had sent an email to the mayor and the council most of the council few the email addresses got messed up when I was when I was talking over I apologize for that about the uh Paving of the streets on daily Street and the other streets that the mayor mentioned at the beginning of the meeting I want to thank the mayor and C santis for respons and for being receptive to uh to my my feedback there's another email that I got from the counsel that is not very receptive to my feedback and there was a lot of finger pointing of things like that and that I was not happy to see all was very disappointed actually made me a little bit um feeling like I couldn't come here and talk to you guys but I made sure that I ReRe the email from s Andy to make I um so I want to thank you for that um real quick as far as the ordinances for the Cannabis sale in South I want you to know that personally on all I do think that this should have been put back on um a ballot to be voted for by the people of the Town specifically voted not to do this and I really feel like we are not we're going against their will by doing this I know last year when we talked about this brought up Mr Mayor a very good point about how the town voted very overwhelmingly for anas to be sold in the state and it just kind of missed the mark As far as the selling of the town and you were kind of using that as an example of why it should it should happen they're two very different questions and even in New Jersey there are towns that sat there and said oh yes you know bring alcohol back but you can't sell it in over to during prohibition so it's not like it's that far fetched I guess the other thing that I was looking I was looking at with the ordinance is you might want to take a look at the locations that you're planning on Zoning for the sale of cannabis it's a little bit hard for me to kind of bre in the ordinance and kind of get a as to where exactly it is but the ones that are on the causeway and Water Street so really really close and churches it's and the one on over turn which I wasn't able to really kind of see but it might be close to that daycare that's so just before you guys you might want I don't know 100% what the laws are as far as how far things can be but you just want to keep that in mind I I um it's something that I'm I'm pretty passionate about um and I've wanted to see this happen for a very long time but I want it done the right way and I want it done in the way that I don't want us to rush through something and there was one other thing where it was in the um uh the um the rules that they have that they would have to have to follow and that my question is let me let me finish up ious I think that those are probably the two biggest things we that bun ofces that concerned so to answer your question although we're zoning three different locations the way it works is even though we may say yes cannabis has to come down here and actually approve okay so we don't have to final oh okay and to answer your question about the church you have to be 200 feet away to answer your question about the school you have to be 300 so that may be a problem now cannabis although it's been a touchy subject in the last past two or three years what I decided to do this year was when we decided to move on reading I told myself I'm going to open it up as a workshop where I'm going to post it or we're going to have maybe one hour or so and come rather educate i' rather educate what kind of tax revenue this will bring to your town I'd rather educate pros and cons for my those workshops it's I it's not something that I do myself and everything like that but I found very the whole concept of everything like that has been very interesting to me for a very long time for ever feel bad come you have anything voice your opinion you come to me I don't care anybody here just you come to me regard CC I I personally always do feedback and don't ever be B got a good father thank you very much about the construction and off again I suggest that uh when the report when the engineer does this report gives you a little verbage of what has been done so far and what needs to be done so you don't commissioner was asked for what's going on they know would have be pretty much up to date on what's Happening and how far we've got what's left to be done and if there's any problems I know why they shut everything down it was cold and then the assall plants shut down so I know there's more ping to be done and I did put a requesting for the plants specs I'd like to see what's actually proposed looks like a good idea um but I have a little turns L want take a look at in any case uh you notice the lights are on yes L you're on and I and I understand that it it was doing part as to the police department want to thank publicly Chief and chief Jer from C they both got together and kind of put their foot down now now that I know that's the answer I'm gonna back my mind and when it comes up I of Light No Light right true uh Main Street and the progress with that with the state review I I'm not sure where that stands I wasn't able to speak to the engineer but naturally I'll keep tabs on that um and crosswalks that uh um I found out and I think my went to just about everybody except the newest member of the council um Sergeant Flores has did an excellent job with his he didn't do all of uh Whitehead Avenue but he did some of it he did reach out to our office okay which uh our office responded they wanted to take a look at everything and discussed amongst the engineers it's a traffic engineer thing I'm not so that was my recommendation to you of the best way that we can approach it was just I seen a couple kids trying to cross White Avenue and the cars they were like all over they came off the ramps which were there people cross any coming here yeah I we have everything all laid out Crossing between it's like no only do so much uh but yeah certainly um I I'll keep the TS on and encourage them to move things along okay I appreciate it I'll always I'll always do that regardless of the slight disagreements we have from time to time uh but so that you know that what's going on there um oh just I think I might have mentioned that at prior meeting but the uh notice that went out for the changing of the motor meters the company did not follow up and notify when they were in the area which is the reason why when the first meeting we had we said there was barely was poor response I felt guilty I said what did I do I miss something and people haven't got didn't did not get that U notice that we're in area would you put your meters in call up make an appointment I just called up and I made the appointment and they did with the meter and it took on L 30 minutes 20 minutes in there and out my question though is uh someone was walking around the property I understand um and that people thought it was a meter reader who did they know where to go I mean they shouldn't be walking around people's properties they should be okay so that is probably uh unrelated to yeah there were people going around for siding they were looking at people's houses to side siding and windows I caught a couple of them yeah and reported it to police because they supposed to register and gets to walk around and solicit that's why yeah we started it might have been started no KN there's a there's an ordinance that we have that if you want to register you had a big sticker for your front door says no not residence fines will be implemented and I at the South River day we must have signed up 100 people nobody really realize that it's available to them so I've been telling everybody especially like our seniors I don't want anybody knocking on your door saying you know anything you need a new roof you need no no not that's happened in the past oh yes oh yes bad results and the thing is just protecting our residents especially with there no knock call headquarters you have a patrolman there they'll take care of it they got them out of town any time I see something or somebody comes up to the house and I know they're just me a line I'm on the phone to the police department just let them know what's going on be innocent but then we'll never know doesn't hurt to check um other than that anybody has any questions for me anything else it comes up that like I said it on the ballot last year in 2024 just the years I've studied local referendums and such it would have passed had you put it on last year just by the nature of the demographics that come out in presidential year so U but it was a binding resolution referendum and it absolutely falls into your perview to to do this now and I I've spoken in favor with myself before you before and I've read the you know zoning youve cated it very well to minimize any nuisance type that people might have um and uh you know I I I said that B2 business Zone at the North Anders turn by ideal got the closest access to the to the highway and we approve the the Self Storage there but that might would be perfect for the other ones that I've seen I've been to the ones in Woodbridge and La yeah I think it's a an appointment of the public agency compliance officer what is that the public agency off that would be is required to have one yeah you have to name one what is a public agency compliance officer I think it's he has to Andre do you know he to follow like State Statute with Public Safety and it's required for every time to appoint I leave that we have to name one every year every count has to yes you do have to name one is isn't it public safety comp officer what is that do we know I mean I would assume AR know but unfortunately he's not here um I only I do see these agendas every year and I feel like the first time I ever on every year every single year we have to appoint one officer they it's always on there okay um I think it's an unpaid position for my other comment would have been I I saw that officer Joe is still on the list for today to be appointed my condolences to the uh EO family officer Joe was a big part of the elementary school and I know a lot of kids were very upset this week and the school did Good by um offering counsel for any of the kids that were very saddened by this event so um I know he's been there for what five years now and also a bur res so to their family um the Canabis tax where does the revenue go specifically haven't received any yet so what we do it's going to go into miscellaneous Revenue to begin the budgets already adopted after we establish what the revenue could be it could be used as a budgetary revenue or could stay as M Revenue right now we don't have any idea how much it could be so we can't budget for something that we don't know so we have to wait to receive the revenue first and then we can the budget made to decide what to do the following year with the revenue so we've given a few licenses already correct not regarding what we're changing what we giving license have any of those opened yet just one she just started this year or last year start nothing has com in yet you're not so it's a quarterly thing and I who's going to be in charge of enforcing the quarterly I understand everybody knows how to file their quarterly sales taxes that goes to the state to enforce it within the burrow yeah somebody better to do it uh and then I also want to say uh just quickly two more things we're appointing a new um administrator assistant would that be kind of what Don is doing or something else something mayor before we get to governing body comments I just wanted to answer Miss Ma's question about the public agency compliance officer I looked it up it is an officer that you do have to uh you do have to name every year and what they do is they do compliance with bidding so so they make sure that your agency complies with all of the laws and that's that's really it that they do thank you we GNA start with councilman kinsky thank you may uh first off I'd like to thank all of our Public Service workers our police fire department uh DPW and Robert Lu Johnson um we've had a little bit of snow thank goodness we dodged a bullet this so are so let's keep our fingers crossed uh there's enough salt on the roads to make you think it's snowed but with that I'm just telling everyone to please be careful there are some icy spots out there it does freeze over watch out for children even though they aren't out there that much anymore because of the weather but have a great safe and be careful thank you Council Alice um again with the snow like like you said was easy enough to move i' just like to I know everybody pretty much knows where I live just please watch for your parking no driveway nobody's front sidewalk um in the yellow why we have to have all those cones when obviously you cannot park in a yellow zone now they're getting damaged so you know they're getting run over now they were all broken up on Davis Street by the football field uh yesterday so just have some common sense you're not supposed to park there the kids are getting let out on both sides of the cars now so in the middle of the road on John place also you can't park there end of story someone's going to get hit and then they're going to say we're responsible we have done everything we can to tell you you can't park there so I have to say just be careful out there thank you Council um again thank you to our fire department police fire Department couple fires that I was able to get to being notified um they do a great job in the town people drive safe someone had U mentioned to me about cars idling at uh businesses um you're not supposed to be there's signs up but just everybody be aware that if you go somewhere and you park just don't park your car you shouldn't do that anyway with their car running that people do it and just going into a store get what they need to get um other than that thank you councilman I just want to bring up a point uh I've read some things about the new water meters and people's bills being higher because of the new meters your bill would not be higher due to the new meter so there's very little variance based on the new meter it's not the actual new meter being more strict if you were getting estimated bills forever long your bill was wrong so therefore you could have been paying over or under for a long time some people haven't gotten an actual read in years when you get your first actual read that is going to correct your bill and you may get a large credit or in some instances a large bill that is correcting the estimated bill you were getting the average water bill residential in South River is $240 per quarter which is $80 per month obviously there's several factors how many people live in the home their habits if you have a pool you have sprinklers in irrigation Etc so that being said your bill is now correct and it's adjusted to correct going forward it will then be read automatically and ex exactly accurate so the idea that the new meter is overcharging you is just not correct now if you do have an exorbitant Bill and you want someone to check the numbers they can but please understand that in the long run this process will create a more streamlined billing process proc and that down the road you will eventually get one bill that covers all the utilities making it easier to follow and pay and execute so bear with us as we go through this but we will come out better afterwards that's all I have thank you Council J yes yes M um I'd like to start by saying again thank you to the residents of South River for putting me in this uh seat I'll do my best to get things done um probably not going to hit all home runs but I'll get some first bases and maybe steal a base or two but that's it I'd like to also just say thank you to the police buyer DPW for doing all you guys do in town and tomorrow night is our first land use board meeting with the new land use board uh if anyone is interested come on down and check us out it's going to be right here in this building thank you thank you president yes thank you U first I like to extend my condolences to the io family for the loss um and I just want to say you know thanks again to the emergency services um they did a great job at the house fire the other day thank God we didn't have the high winds because they could have been similar to what California had or has I should say and just want to thank our DPW guys too um they did an excellent job clearing the roads salting them I mean we thank God we only had a little bit but the salt was out and the roads were clear before school started that day and it was excellent job so please extend thanks to the guys and even our electric and water um they kept us up and running during all the wi so again thank all guys for their hard work that's it thank you I want to first of all welcome all the board members that got appointed today to all the boards now we have a lot of work ahead of us every person counts moving south FL one of our consent resolutions number 64 is a part-time Administrative Assistant what that is our December council meeting I brought up as a suggestion since we were running into a major problem with all of our Billy since the billing company has hasn't sent out any bills for quite a while we were going to have what you call a dedicated person that's going to deal with one person deal with all the residents it's not going to be an easy job they're going to basically handle the phones they're going to handle customer service they're going to deal with all of it until we get this building on board the good thing about it is the person that we have interviewed not only bu but she's also Portuguese and Brazilian so she has the ability to uh pretty much across the board help anybody as much as they can so we're looking forward to trying to straighten this as much as we can so if you have any questions I know it's not going to be easy process in the beginning she's get obviously trained but we are going to get this resolved out of the ice buildup uh as council president has brought to your attention um it's cold out there and there is a lot of ice all over the place please call don't go on social media and complain about it this is useless this means nothing to call and let us know where the location of the ice bu DPW will go out there and Sal it believe when I tell you I've had several people already call me directly they were out there before I even had opportunity to hang up as far as um cannabis yes we are bringing it back hopefully passes but before that we are going to have a workshop meeting where I'm going to open it up to Residents to come and voice their opinion I will be the one hosting it I'll be the one talking about it explaining what the pros and cons are I haven't set a date for it yet as well as a location it's probably going to be within the next week or two before our next council meeting so please look forward to the uh the what announcement sorry thank you to the io family um this police officer was one of our first sl3s and he's going to be shortly missed he has done a lot for this community the love for that Shield has been more than just Leo he served as a m County Sheriff as well as a police officer in M Town so please keep his prayers with you um with everyone for that matter and most of all uh La I know La is going through a huge Devastation Happ to know this family actually lives out in LA and want to tell you every single day I'm on the pH we are putting together a lot of uh clothing stuff just to send it out there to help people out it's not an easy process it's still
